more floods are forecast on the us gulf coast as tropical storm sally leaves devastation in her wake. hello i'm christian fraser in london and laura trevelyan is in washington. coronavirus cases are on the rise across europe — the who says it is speading at an alarming rate. a number of countries have reported a surge in cases in recent weeks. spain recorded almost 5,000 new infections in 2a hours, up from just over 3,000 the previous day. almost two—thousand were in the madrid region which is planning targeted lockdowns. in the netherlands, the number of new cases has hit a record high for the third consecutive day at 1,753.
and in the uk the government announced almost 3,400 new infections on thursday. the world health organisation says the situation is "very serious" as europe has seen the number of cases double in the last two weeks. we know what has to be done. and it's tricky. we saw in the first place some countries the best peoples of the class have a very tough time. in that sense, the key issue is to stand together. amplify a collective effort of implement what we know is working. the uk is no exception to this uptick in cases and because of that — almost two—million people in the north—east of england will be living under tougher restrictions from midnight. the measures will affect people in newcastle, gateshead, north and south tyneside, sunderland. and the area encompasses all of northumberland and county durham. the health secretary matt hancock told mps the government did not take these decisions lightly, but the data said they must act now. i know the whole house knows that these decisions have a real impact

say that he didn't understand the question. today his democratic opponent joe biden said if elected president— he would have the ‘legal authority‘ to implement a nationwide mask mandate. we're joined now from ann arbour michigan by infectious disease specialist dr payal patel. do you think a nationwide mask mandate will get coronavirus finally under control in this country as the cdc director says? i have to say that making mast mandatory would decrease the spread of the virus. and we've seen internationally where there is higher adherence to people wearing masks there is less infection spread. so the more that you have individuals at an individual level state, national level wearing nasty keeping distance, you would see improvement in covid—19 rates. distance, you would see improvement in covid-19 rates. the president is contradicting the head of the cdc on
mast. are the politics and the science colliding here in a way that is very unhelpful for the public? yes, in terms of science there is nothing new about how infections spread and how public health works. and so we are sticking to our guns from the infectious disease standpoint. and we are recommending what we know works. we know that masks help when people are asymptomatic or symptomatic. that's the best way to protect yourself from infecting others or getting infected. it really comes down to a consistent message, doesn't it? and this has been the problem with the presidents message. he's flip—flopped on mouse, worn it sometimes when he's been into hospitals or he's being into factories. in other times he ridicules people who are wearing masks. i think you're exactly right. public health much is being is very, very important. we want to see others modelling what you want to do. what i would say is like we are
doing in the hospital, we are wearing masks all the time. and you see less and less infection transmitted in hospitals. we are actually seeing much more infection in the community. sol actually seeing much more infection in the community. so i would say if public health messaging is really important we want leaders and people who are role models to be reflecting that with their mask use. because at the end of the day, this comes down to trust, doesn't a? you can have the best vaccine in the world but if there is no trust that it's effective or you think you're not hearing the right things from the cdc, people aren't going to take the vaccine. that's right. there is a lot about trust in messaging. i would say sticking to what we know, sticking to the science, that's what's important at the end of the day. thank you very much for coming on. we had a republican on from new mexico earlier in the week. which is a state in which the democrats have done pretty well in 2018. they flipped a number of the seats there. they are involved in a number of tight races at the time. when you
look at the polling it is tightening because of covid. so, the democratic governor has imposed a mask mandate in the state what you think the democrats might be rewarded for. because when you compare their infection rates to arizona and to taxes, neighbouring states, they are pretty low. you would think there would be some reward for the democrats and yet the reverse is true. well, you know why that is christian, i was just in true. well, you know why that is christian, i wasjust in north carolina with the same thing is happening. it's because the economy is affected, people can open the businesses and so they are angry and republicans are trying to exploit that. even though the directives are coming from washington and present it trump is in charge. so the mask mandate that he's come out with today, does not play well for him or not? well, it's a tricky want, isn't it? for a rule following democrat they like the mask mandate but president trump, he has been very equivocal on mass. he only recently started to wear once he's trying to haveit started to wear once he's trying to have it both ways and steer the pot.

is 13 times the size of britain. what's happening here in siberia has consequences for the whole world. scientists believe that these forest fires are producing huge amounts of greenhouse gases that are changing the climate of the planet. russia has one fifth of the world's forests. if they're burning, the fallout is global. for a closer look, we switch transport and head into the siberian taiga with the forest rangers. it's slow going. this is a real siberian forest path. not easy to get down, and it will take us a while to get to the fire. but we're on the right track. it soon becomes clear that fire

there in siberia. under in florida. under in florida. a massive cleanup is underway after a powerful and slow—moving storm lashed america's gulf coast — sally caused significant flooding despite being downgraded from a hurricane to a tropical storm. pensacola in florida was among the areas worst affected by sally, with reports of up to one point five metres of flooding. the city's fire chief said the storm had brought four months of rain to the city in four hours. it's been a busy hurricane season so far — sally is the eighth named storm to make landfall in the continental us this year, which is the most in recorded history. and there's still two months to go, with more storms jen carfango is a meteorologist at the weather channel. it is climate change affecting the dell streams so that hurricanes ike and sally don't move as quickly as they used to? there are certainly some interactions with climate change with the amount of hurricanes we've seen. and certainly the way they been reacting for some it

the gulf stream slowing down. principally because it when i come back to two from america i get home quicker because it's blowing to the uk. what does it actually mean for us over here in europe if it is slowing down? actually lets talk about the jet stream to at the winds in the high level of the atmosphere. that's a fact that your flight across that's a fact that your flight across the ocean. when there is not as much of a temperature difference between the arctic and further south, when the arctic is warming you are going to have not as strong ofa you are going to have not as strong of a jetstream. you need more of a temperature difference to really have a very strong jetstream. and so a slower jet stream have a very strong jetstream. and so a slowerjet stream is going to mean a slowerjet stream is going to mean a slowerjet stream is going to mean a slower movement a slowerjet stream is going to mean a slower movement of these tropical systems. in the case of sally for example, it didn't have anything to do with the jet stream it was stuck ina do with the jet stream it was stuck in a place where there was no jetstream. there was no steering current and it had nothing to sort of nudge it in line. and so it lumbers on. and they're all backing up lumbers on. and they're all backing up there in the gulf and across the atla ntic up there in the gulf and across the atlantic what if we got for our five in the next week or so? we actually going to get into the greek

more still to come. stay with us. hello. it looks like our weather will turn more unsettled, windier, cooler. so, if you are enjoying the sunshine, do make the most of it as it continues into tomorrow and for many into the weekend as well. here's a lovely view from the east coast of scotland today. it's high pressure, won't be surprised to see that, keeping it sunny and settled. just on the southern flank of that area of high pressure, there is a strengthening easterly breeze overnight. that will stop the temperature falling too far. it will bring some areas of low cloud that push into parts of especially eastern england. and there's a weak weather front close to the north of scotland also keeping temperatures up here with a chance of seeing a little bit of light rain, especially in the northern and western isles. and temperatures probably at their lowest across south east scotland and north east england, li—s degrees for some spots here. into tomorrow then, and there will be some areas of high
cloud around in places making the sunshine hazy. still a chance of seeing that little bit of light rain in the north of scotland, especially into the northern and western isles. won't amount to very much. and it will be a bit breezier into england and wales. these are average wind speeds, but some gusts may be approaching 30 mph, maybe closer to a0 in the most exposed spots here. in the breeze and in the sunshine, it will feel very pleasant indeed. these temperatures are just actually a bit above average in some spots, 21 degrees in glasgow. just looking into friday evening, no great change here so still looking dry and then into the weekend, things do start to change the further south you are. an area of low pressure coming north out of iberia mayjust start to push a weather front close to southern england. don't know yet how far any showers will go, so keep watching the forecast if that is something that interests you. but its southern england, south wales with a greater potential for catching a shower that could be heavy and thundery in that
brisk easterly wind. elsewhere, it may be hazy in places and there's more cloud towards the northern and western isles, but most of the uk will have a dry saturday and sunny at that. just a bit cooler into scotland and northern ireland, with temperatures in the mid—teens here, and some areas of cloud starting sunday, the sun will eventually come through. still some cloud into the north west of scotland. cloud and showers possibly early on sunday towards the south. it looks like that potentially retreats during the day, bringing some sunshine, and for many, it will be a very pleasant sunday. bye— bye.

have stuck around. the state of pennsylvania delivered hillary clinton a humiliating defeat on election night in 2016. donald trump won it narrowly, despite polls suggesting he'd lose there. so, it's no wonder bothjoe biden and kamala harris are keeping an eye on the keystone state and they are there again today. the democratic presidential nominee is doing a televised town hall meeting in scranton and his running mate will be in philadelphia. pennsylvania is worth 20 votes in the all—important electoral college and according to pollsters is the most evenly divided state in the union when it comes to voting this year. which is why both the biden and trump campaigns consider it so crucial. let's speak to the state's former governor from 2003 to 2011 ed rendell, a democrat — and long—time supporter ofjoe biden.
governor it is really good to have you on the programme. do you think isa you on the programme. do you think is a close friend ofjoe biden that he needs a higher gear? no, i think the campaign has done a very, very good job. i think that the focus on the coronavirus and president trump's abysmal response. i think they made the points they had to make andi they made the points they had to make and i think they have defended well and but while i was worried that the chump campaign puzzling law and order message was getting through butjoe made terrific speech in pittsburgh ten days ago and then followed at the next day by encapsulated that speech in atv at that was the most highly purchased add in the entire campaign. but since that time, we have seen no movement by donald trump either nationally or in the swing states.
but there are concerns when you look back to 2016 it came down to three counties. hillary clinton did quite well in the suburbs but she lost three counties. when they looked back on that one of the problems was that the democrats weren't doing enough door to door knocking, they we re enough door to door knocking, they were not on the doorstep face—to—face and i wonder if this sort of virtual campaign thatjoe biden is running whether that is enough when the stakes are so high in those counties that will make all the difference. remember, the candidates don't go out and doorknocking in a presidential election and i think we have learned our lesson even though we are very conscious of the spread of the first, i think there is doorknocking going on, a lot of phone banking going on, a lot of phone banking going on. people are getting the message. i think this will be a record turnout, and the last 20 yea rs i record turnout, and the last 20 years i think this'll be the highest turnout for the presidential election ever. and how is joe biden

in the national run—off. but as we know from the result in 2016 the popular vote doesn not get you into the white house. —— does not count for much. it doesn't get you to the white house. it's all about the electoral college. win the state of wisconsin, you'd be well on your way. but any bounce in that state that mr trump was hoping for, after all the unrest in kenosha, has not materialised. you can see that biden's national lead more or less replicated at state level. the race appears to be tighter in pennsylvania. it's the largest rust belt state in terms of electoral college votes, and there mr biden is sitll leading but byjust over li% in the poll of polls. pretty much the margin of error. because of the coronavirus pandemic — more americans are planning to vote by post than ever before. we have talked about it a lot on the programme in the last few weeks. so although it's still 47 days until the official election millions of americans are already able to cast their vote in the presidential election. in three states, wisconsin, north carolina and kentucky,

and here in the swing state, hundreds of thousands of people have already requested absentee ballots. the mailbox is becoming a ballot box, and it's democrats who are asking for the most absentee ballots — over 12,000 so far in this key swing county of new hanover compared to about 4000 republicans. democratic party chair richard allen poole says it's a lot to do with president trump. republicans see him discouraging people from voting by mail and they're not doing it. i think there may be certainly the opposite thing with democrats. gerbil you lost! thanks for being with us today, we will see you seem time next week, dojoin us for with us today, we will see you seem time next week, do join us for that, we will see you monday. hello. we are over two weeks now into meteorological autumn, but the weather is very much still in summer mode. your weather watcher pictures from thursday showing a huge amount of sunshine across the uk, just a bit more cloud at times into parts of northern ireland and northern scotland. and the reason why things are so sunny and settled, you won't be surprised to find high pressure on the big picture here. but as we go into the weekend, low pressure close to iberia will start to feed a weather front closer to southernmost areas of the uk, so an increasing chance of seeing some showers as the weekend gets under way. but for friday, still very much looking dry, with the exception of the very far north of scotland. we're talking the northern and western isles, with cloudy skies here, and you could see a bit of rain at times. that easterly wind, though,
across england and wales, getting very noticeable now, getting stronger as well. these are average speeds during friday. may well find some gusts around 30, some exposed spots getting close to 40 mph. but for temperatures, 21 in glasgow, so we're at or above normal for the time of year. just some north sea coasts with the onshore breeze holding on towards the mid—teens. big picture again, and going into the weekend, here's the system feeding up from the south. there's a lot of uncertainty, though, and we don't really know how far north any showers are going to get, so keep watching the forecast. the greater chance is through southern england, perhaps into south wales. if you catch a shower, could be heavy and possibly thundery, and those brisk easterly winds as well. but with the exception of some thicker cloud hanging around the far north of scotland, across much of the uk, it'll be another sunny day, with temperatures generally towards the high teens and a few spots into the low 20s. looks like this system, by sunday, begins to retreat southwards, as high pressure holds on. there will be some areas of low cloud to start the day, but the sun will eventually come through.
still more cloud in the far north and northwest of scotland. in the far south of england, though, any early showers will tend to retreat and more of us will see the drier weather. and temperatures, if anything, maybe just creeping up a couple of degrees. that takes us into monday. don't need to focus on this system as it fizzles away. this area of low pressure, though, beginning to feed a weather front closer to northern scotland as we go on through monday, so most of the uk again will have another dry and sunny day, we will see, i think, some rainjust pushing in towards at least the northwest of scotland, may be quite late on, reaching to the west of northern ireland. and temperatures may be a degree or so higher towards southeast england in the sunshine. things in the sunshine. are starting to get more active things are starting to get more active here going into tuesday because this with the fund could bring heavier rain into parts of scotla nd bring heavier rain into parts of scotland and northern ireland and then with some degree of uncertainty about timing begin to push for the south and tuesday marks the start of
