bodies have begun washing up on beaches in libya following the catastrophic flooding in the city of derna. 11,000 people are believed to have died and thousands are still missing after two dams collapsed, inundating the city with water. about 30,000 people have been left homeless and there are now fears of disease from the contaminated water. the red cross, though, has said it beleives there's a chance of finding survivors. frances read has the latest. this is all that is left, in a city where thousands of people are dead and many more thousands are missing. between these buildings, the signs of ordinary life now turned upside down or washed away. 30,000 are homeless and now danger of disease from contaminated water. aid is heading towards derna. the logistical challenges are enormous in a place where there is now no electricity, no water or fuel. only one of the seven access routes possible. to be able to move from the west part to the east part, before it was 15 kilometres. now it is 150 kilometres to be able to move from one side to the other of the city, and this is another complication. it has been five days since the flood, the work needed barely begun. but some help is already here. firefighters from italy have managed to reach the city, and teams from spain use dogs to search for survivors. from the air, the path of this deadly flood has reduced the landscape to bare bones. this place is uniquely difficult. years of civil war has torn the country apart, its infrastructure left to crumble. the authorities say they will only accept aid that is necessary, and libya's disaster response has been criticised for being too slow. they need to step aside. it's very, very clear what needs to happen. so the experts themselves that have dealt with this time after time in different theatres across the world, they know what is needed. the libyan national army doesn't know what is needed. they were responsible for the devastation in the years before. they have to stand aside. until then, these medics will have to wait. frustrating for professionals who have skills that are needed. they intend to fly in from tripoli in the west, helping those who have already made it to derna. under this pile of rubble they have found a survivor. benghazi. the real concerns now are for the people who survived this catastrophic event because while the mayor of derna says that as many as 20,000 people may have been killed, swept away out to sea on that raging torrent of water, there are many survivors who now just don't simply have the basics that they need. many of them are without homes. the electricity situation in derna is very difficult. but the world health organization has particular concerns about disease and the spread of disease. they are worried that they won't be able to get adequate levels of health care to the people in derna who need it. there have been fears expressed that there just aren't enough body bags to be able to bury the dead. and clean water again is a huge issue for those many people who are now trying to survive in a city which used to have we believe seven different routes in and now only one of them is still functioning. and when you consider alongside all of that the difficulty for the international community to actually send aid in here to libya, into this country which is split between rival east and west administrations, all of these things taken together along with the infrastructure which has been frankly decimated by years of conflict, it makes the situation enormously difficult and it makes particularly the scenario for survivors and for their next few days and weeks difficult, really, for them to cope with the conditions that they find themselves in. anna foster reporting from libya. tata steel is to receive up to £500 million from the government for its port talbot works as part of plans to produce greener steel, but unions say up to 3,000 jobs are still at risk. the plant in south wales is britain's biggest steelworks. here's our wales correspondent news. tomorrow marks the first anniversary of the death of mahsa amini, the 22—year—old iranian woman who died in police custody after being arrested for wearing her headscarf incorrectly under the country's strict morality laws. it sparked waves of protest across iran, with women burning their headscarves and cutting their hair. there have been fresh crackdowns by the authorities on the activists involved. our correspondent caroline hawley has been looking at whether things have changed for women in iran, 12 months on. a warning — her report contains some distressing images. elahe bodies have begun washing up on beaches in libya following the catastrophic flooding in the city of derna. 11,000 people are believed to have died and thousands are still missing after two dams collapsed, inundating the city with water. about 30,000 people have been left homeless and there are now fears of disease from the contaminated water. the red cross, though, has said it beleives there's a chance of finding survivors. frances read has the latest. this is all that is left, in a city where thousands of people are dead and many more thousands are missing. between these buildings, the signs of ordinary life now turned upside down or washed away. 30,000 are homeless and now danger of disease from contaminated water. aid is heading towards derna. the logistical challenges are enormous in a place where there is now no electricity, no water or fuel. only one of the seven access routes possible. to be able to move from the west part to the east part, before it was 15 kilometres. now it is 150 kilometres to be able to move from one side to the other of the city, and this is another complication. it has been five days since the flood, the work needed barely begun. but some help is already here. firefighters from italy have managed to reach the city, and teams from spain use dogs to search for survivors. from the air, the path of this deadly flood has reduced the landscape to bare bones. this place is uniquely difficult. years of civil war has torn the country apart, its infrastructure left to crumble. the authorities say they will only accept aid that is necessary, and libya's disaster response has been criticised for being too slow. they need to step aside. it's very, very clear what needs to happen. so the experts themselves that have dealt with this time after time in different theatres across the world, they know what is needed. the libyan national army doesn't know what is needed. they were responsible for the devastation in the years before. they have to stand aside. until then, these medics will have to wait. frustrating for professionals who have skills that are needed. they intend to fly in from tripoli in the west, helping those who have already made it to derna. under this pile of rubble they have found a survivor. "speak to us so we can find where you are," the rescuers say. they have a chance. not everyone will. frances read, bbc news. 0ur correspondent anna foster sent us this update from the libyan city of benghazi. the real concerns now are for the people who survived this catastrophic event because while the mayor of derna says that as many as 20,000 people may have been killed, swept away out to sea on that raging torrent of water, there are many survivors who now just don't simply have the basics that they need. many of them are without homes. the electricity situation in derna is very difficult. but the world health organization has particular concerns about disease and the spread of disease. they are worried that they won't be able to get adequate levels of health care to the people in derna who need it. there have been fears expressed that there just aren't enough body bags to be able to bury the dead. and clean water again is a huge issue for those many people who are now trying to survive in a city which used to have we believe seven different routes in and now only one of them is still functioning. and when you consider alongside all of that the difficulty for the international community to actually send aid in here to libya, into this country which is split between rival east and west administrations, all of these things taken together along with the infrastructure which has been frankly decimated by years of conflict, it makes the situation enormously difficult and it makes particularly the scenario for survivors and for their next few days and weeks difficult, really, for them to cope with the conditions that they find themselves in. anna foster reporting from libya. tata steel is to receive up to £500 million from the government for its port talbot works as part of plans to produce greener steel, but unions say up to 3,000 jobs are still at risk. the plant in south wales is britain's biggest steelworks. here's our wales correspondent tomos morgan. tata steel's long term future always seems to be shrouded in uncertainty. with the majority of its workforce here in port talbot, today's looming announcement has been towering over biggest concern for us is the volume going through the plant and obviously with this lower end package of investment there is a big worry forjob package of investment there is a big worry for job unions. roughly 1500 workers are on the heavy blast furnace line here and they estimate just 10% of that number is needed for this greener proposal. working in the coke ovens, matthew is one of those who will almost certainly be impacted by the creation of an electric arc furnace. it is disappointing for top obviously we know there will be an impact and where i am in the coke ovens and heavy end, we knowjobs will go. if they give us a timeline, something we can work can get to the point of where we everyone will get crossposted and none of my colleagues will have to go down the route of hard long—running dispute with rail companies about pay. the aslef union said its members will walk out on the 30th september and lith october. it also added an overtime ban for drivers on three separate dates, which is expected to lead to further cancellations and delays. it's been revealed that 80 prison officers hadn't turned up for work at wandsworth prison in london on the day the terrorism suspect daniel khalife escaped. the prisons minister has said nearly 40% of the staff due on shift that day were absent. our political correspondent peter saull is at westminster. that is a staggering figure, 40%? yes, and this has come about following a written question tabled in the house of commons by the labour and he rosena allin—khan who cheating constituency includes part of wandsworth prison, and she has described the response from prisons minister damian hinds is deeply concerning. he admitted that 80 prison officers expected to turn up on the 6th of september, the date daniel khalife escapes, didn't, so only around 61% of those expected on the day weather. damian hinds suggested that although this sounds quite shocking, actually this is above the safe levels put in place by the prison. they believe this complies with the rules. it is alleged daniel khalife hid under a delivery van outside the kitchen is to get away. we were told that all of the kitchen and gatehouse staff were in work on this date but it clearly raises questions for all of the authorities involved. the justice secretary alex chalk said at the weekend that all security staff who were supposed to dog attack in staffordshire yesterday. and coming up... this is my first time in a tank and it is really exciting, you get to see and touch the vehicle up close. coming up on bbc news: it's a ferrari blanket 20 mile per hour speed limit, reduced from 30 miles per hour. wales's first minister has insisted that the move will save lives but critics have described the policy as insane, saying it would wales, time really is money. which is why he's anxious about what lies ahead. from sunday, a third of the road network in wales will go from 30 to 20 miles an hour as a default limit. the aim is to slow traffic and save lives. most journeys will take around a minute longer. but nick is not convinced. it is just something else that's just making it harder. it's more control that is being forced upon us. most motorists are responsible. there's only a few people who will spoil it for everybody else. and they're going to carry on doing it regardless of whatever laws and legislation is put in place. here in st brides major, they've been trialling the new limit. applying it across the whole village, notjust on specific streets. for some families, it's made them more confident in going out to walk and cycle. for me with young children, they don't pay attention when they're walking down the road. actually, if they step off the pavement or they are on their bikes and still learning how to ride their bikes and they wobble into the road, there is plenty more time to correct themselves or for drivers to react which there wouldn't have been in the past, particularly at the busy times when there's lots of cars parked up for school and so on. when the new restriction was trialled, traffic was monitored for hours to see what difference it would make. on average vehicles did travel more slowly. but still, the majority of drivers, 55%, still broke the 20 mile an hourlimit. the man leading the charge on slowing wales down is adamant a lower limit will save lives. even if it does frustrate some drivers, him included. i have to make a conscious effort to drive at 20 miles an hour. i think i'm probably not a particularly patient driver. so, for me, i have to make an effort to do it. but i know i'm making that effort because, just as i make the same effort to observe other speed limits, i am doing it because there is a good reason for doing that, and i see many, many other people doing the same. scotland is also set to introduce a national 20 mile an hour limit in 2025. road safety charities want the rest of the uk to follow in the same direction. hywel griffith, bbc news. tomorrow marks the first anniversary of the death of mahsa amini, the 22—year—old iranian woman who died in police custody after being arrested for wearing her headscarf incorrectly under the country's strict morality laws. it sparked waves of protest across iran, with women burning their headscarves and cutting their hair. there have been fresh crackdowns by the authorities on the the surface of it, tank history videos might not be everybody�*s cup of tea, but we tell some fantastic stories. the growing web community helped this place survive the pandemic. now, more than a quarter of the museum's turnover, around £2 million, is generated online. well, as you've seen by complete historical accident, we're in a quiet corner of dorset. so the challenge for us has always been about how we raise awareness, because of course, no one's going to visit us if they don't know we exist or if they don't know where we are. so youtube has allowed us a very low cost way of reaching this
