which was causing problems, the government changed its guidance for buildings with that school buildings, with that concrete in it and essentially a number of schools found themselves needing to close 19 schools that had to delay the start of their term or were closed, they are all now open. so an improving picture if you like but giving a sense really of how much this has been a problem and as i say i think the government, the department for education, is still doing surveys of schools that think they might have a problem, these buildings and surveys are going along to see whether there is a killing ellie, a domestic homicide review found he displayed controlling and coercive behaviour, including educational sabotage. she wanted to focus on her studies because she had some important exams coming up, and he was making herfeel bad about that, saying, "does it not make you feel bad that we're not seeing each other after school?" and i wish now i had known more about coercive controlling behaviours and what it could lead to. coercive control was made illegal in england and wales in 2015. since then, more than a fifth of cases have been from alleged victims between the ages of 11 and 24. the number of suspects aged under 25 has been rising year on year, but only 5% of those cases resulted in a charge. more than a third of cases fall through because of a lack of evidence. campaigners say with so much communication happening between young people on their phones, more prosecutions should be taking place. but police insist it's not that simple. if perpetrators have locked down and encrypted their accounts, that can be incredibly complex. if a phone is locked, it can take us up to two years to get into that evidence. but i'm not excusing mistakes of the past and i'm certainly not suggesting we don't have a lot more to do now. some say that an additional barrier for the police are existing laws, which fail to recognise that under—16s can be victims of domestic abuse. children should be recognised in the domestic abuse legislation, including peer—on—peer relationships. if nothing else, it's because they are different. they disclose differently, they need different support. amending the law is one solution. the other is more education. the government says compulsory relationships—and—sex—education classes are taught to students under 16 in england, but the curriculum is being reviewed this autumn. faustine thinks 16— to18—year—olds need to be included. do you guys know what coercive control is? not telling someone what to do, but, like, saying other looking at for around 18 months and it is important to highlight that we were set off on this journey by around a dozen survivors, their families, and people who have been affected by coercive control from a very young age. as a result that we decided to go off and find out the scale of this so we sent out freedom of information requests to police forces across england and wales. we got a response from 39 of them, and from the 39, just as mentioned, more than a fifth of all, to and controlling behaviour cases reported to the police were victims aged under—255. what is also interesting is that rahil sheikh, thank you so much. _ relations between canada and india have further deteriorated with india expelling a senior canadian diplomat. it was in response to allegations that indian agents might have been involved in the murder of a canadian sikh activist. hardeep singh nijjar was shot dead outside a temple in british columbia less than three years after india designated him a terrorist. the indian foreign ministry described the allegations they were behind his death as absurd and motivated. earlier, the canadian prime minister, justin trudeau, told parliament he'd raised the issue with his indian counterpart narendra modi at the g20 summit. over the past number of weeks canadian security agencies have been actively pursuing credible allegations of a potential link between agents of the government of india and the killing of a canadian citizen, hardeep singh nijjar. canada is a rule of law country. the protection of our citizens and defence of our sovereignty are fundamental. our top priorities have therefore been, one, that our law—enforcement and security agencies ensure the continued safety of all canadians, and two, that all steps be taken to hold perpetrators of this murder to account. canada has declared its deep concerns to the top intelligence and officials of the indian government. last week at the g20 i brought them personally and directly to prime minister modi in no uncertain terms. earlier, south asia correspondent yogita limaye gave us more background on the story. so, hardeep singh nijjar was shot dead on 18thjune by two masked gunmen outside a sikh temple in the canadian province of british columbia. he was a prominent sikh leader and he publicly campaigned for a separate homeland for sikhs in the punjab region of india. now, that's the reason why india had issues with him, with everyone who's a part of this movement called as the khalistan movement, which is campaigning for the separate homeland. india sees it as a challenge to its territorial integrity and its sovereignty. and it's, you know, this has been one of the big reasons why ties between canada and india have been strained for a while now. we saw that here at the g20 summit, frosty ties between the two countries. justin trudeau didn't attend the president's dinner for all of the heads of state and heads of government who were here, you know, and even during his meeting, the photograph of him with prime minister modi, lots of analysts looking at that said that it at that said that it showed and displayed just how frosty those ties have become. it's important to note, isn't it, that canada has a very sizable population of sikhs, and this is is potentially why india would have looked towards the activities in canada with with the focus that it has done. that's right. and india today in its statement is accusing canada saying that the statements that prime minister trudeau is making is an attempt to shift focus from long—standing concerns that india has had of people residing in canada indulging in what india describes as anti—india activities. you know, of course, in addition to the allegations and the rebuttalfrom india, we've also had on the ground canada's expelled a senior indian diplomat. india has done a tit—for—tat as well, has said they're expelling a senior canadian diplomat who they say had five days to leave the country. the free trade agreement that was being discussed between these two countries was suspended a while ago again because of these tensions. so, you know, the turn it's taken today, it's been a long time i think that that that india—canada ties have been at this stage. and is there any indication from the canadians as to as to what information, what knowledge, what insight they have to make these allegations? well, so if you listen to prime minister trudeau's statements, you know, he has hedged himself. he says that canadian intelligence are investigating credible allegations of a potential link. so he's used the word investigating. he's used the word potential as well. so, no evidence provided yet as to what specifically these links are. he said that he expects full co—operation from indian authorities to investigate these links. he's also said that he's shared this information with allies without mentioning who specifically he's talked to about it. but there are reports in canadian media that he discussed it potentially with president biden and with prime minister sunak as well. india has been raising concerns about the khalistan movement and leaders of the khalistan movement, notjust with canada but with other countries where there are sizable sikh populations like the uk and australia as well. a court case that will decide the future of a seized superyacht the us government says belongs to a sanctioned russian oligarch resumes in antigua on wednesday. the billionaire's daughter is fighting a legal case that's led a bbc eye investigation to more than half a billion dollars' worth of assets linked to the family. they've been traced through a british wealth manager, bringing to light the common use of opaque ownership structures capable of undermining the effectiveness of russia sanctions. joe inwood reports. since april, this yacht has been the property of antigua's government. it said the alfa nero was abandoned. but it was also co—operating with the us government which had earlier sanctioned the yacht saying it belonged to a former russian senator. the us describes andrey guryev as a known close associate of vladimir putin. his family has also spent lavishly in the west. in 2008 mr guryev bought witanhurst house in north london, it's behind those rather imposing—looking gates. this is as close as we can get. he took what was a dilapidated georgian mansion and turned it into one of london's most expensive properties. like much of moscow's oligarch elites he was enjoying a quiet life here in london — and then the invasion of ukraine started. a missile strike on an airport... like other russian oligarchs, mr guryev and his son, seen here on the morning of the invasion, would eventually face western sanctions. while other yachts scrambled to escape sanctions, the alfa nero's tracker is turned off. then a second superyacht linked to mr guryev�*s family, the luminosity, leaves italy for non—eu montenegro, arriving the day after new sanctions on mr guryev�*s son. this vast boat is officially owned by a british company registered in guernsey. a pattern emerges. the companies that own london's witanhurst and alfa nero are linked to the same address. that address belongs to 0pus private, a wealth manager that was involved in a legal effort to stop the antiguan government auctioning alfa nero. the latest challenge against the yacht�*s seizure is by mr guryev�*s daughter, arguing she is the sole beneficiary of the trust that owns it. we know there has been a change in the beneficiaries of the trust, but we can't independently determine when it happened. if it was after sanctions were imposed, it's unlawful. if it was before, it's not. 0pus private insists mr guryev is not their client and both they and his daughter say she became the sole beneficiary of the trust that owns alfa nero before he was sanctioned. knowing who really owns assets is essential if sanctions are to be effective. complex ownership arrangements like the ones we found make that much harder. this kind of cat and mouse game of using multi—jurisdictional approaches to try and hide what you're doing is a real challenge and actually that's where diplomacy comes in, where the foreign office should be saying we expect more from you. vlad vladiuk has overseen seizing russian assets. it's legally difficult, but something he wants the uk to do with mr guryev�*s assets within its reach. i think those assets should be confiscated and then transferred to ukraine. the money would be very much used to rebuild ukraine and that would also sent a strong message. it is clear russia must pay... the uk government says is that sanctions under the russia regime will remain frozen until russia pays reparations. but as the alfa nero case shows, trust structures can complicate ukraine's ambition to seize assets. 0pus private says that had informed the uk and guernsey authorities about the assets linked to mr guryev. the firms's dross are legal structures and the use is lawful. 0pus provides trust services to and for the benefit of the discretionary beneficiaries of the trust structure. a spokesman for mr guryev said there was no proper or legitimate basis for the sanctions against him. for now, alfa nero remains in the caribbean, its fate tied up in the courts. it's a powerful symbol of how one sanctioned russian oligarchs can claim, with lawful british help, that a superyacht and his family's other assets in the west are not really his at all. joe inwood, bbc news. we're hearing
