Our work order estimates with particularly Public Utilities and public works, but also sfmta, planning and other city agencies to prepare our budget projections for next year. And well bring informational presence on the budget to our next tida Board Meeting as well before making our initial budget to the mayor office on february 21st. Well come back in april for formal adoption of the budget. And then the Mayors Office will submit the budget to the board on may 1st. For the board next year, at the main highlight here is were expecting to have the onisland meetings in march, july and november. And that also will be doing budget information presentations this year. Our annual contract renewal is in june. And then election of officers next fall. And then per our conversations at our december meeting, were incorporating quarterly Sustainability Committee meetings beginning with our first meeting on january 21st and then well have infrastructure and transportation meetings in march and keep the cycle throughout the year. That concludes my update, but happy to answer questions. President tsen wonderful. Ill open it up. Director dunlop thank you so much. First i guess im not going to make a speech, but i want to say how exciting this year is going to be. Weve been involved before the plans were adopted. And it almost seemed like this is not going to happen due to all sorts of issues. But it is. And its happening. And stuff is getting built. And this is why were here. And that is just so exciting to me. So its going to be a wonderful year. I hope. You never know. So i just wanted to ask, if i could, bob, about the teafest. Im not going to be there. Will there be some place sooner or later, are they part of the planning or not . We are keeping dialogue open with them about potentially returning the following year. So were going to kind of monitor that as it goes and see if theyre not interested in returning, i think there are other operators that would be interested in that type of program to the island. Director dunlop great. In the same vain, the rugby clubhouse, that is going to be taken down, is there going to be another clubhouse . Its a cool little place. Yeah. The Gaelic Football Club has a facility in the existing school site. And right now, the Golden Gate Rugby Club has been talking with them about using that facility for their needs, but we havent discussed setting up an Additional Club or a replacement clubhouse. Director dunlop thank you for all the work that you and the staff are doing. Have been doing and will be doing in the future. Thank you. President tsen ms. Richardson. Director richardson again, i want to echo commissioner dunlop, thank you for the great work that you and your staff are doing. And also with our partners. This year is going to be another defining year. I know that weve accomplished a lot of milestones. Getting 2020, verticals, things are going to happen. One thing i would like for us to really think about is now that everything is coming into place, on the mind of a lot of people, not only in San Francisco, but the region, and nationwide internationally. And often times, this is the time for us to be generating our own report. Sometimes there are lots of disinformation out there about this Great Development and we know we put a lot of work into what were doing here. Sometimes not everybody gets a chance to look at what were doing here, to see the fine work that details that there is no other development anywhere in north america like this project here. So when people write about what were doing here and sometimes there is disinformation, thats when everybody hears about that. And believe me, every news report coming out here, we hear from the community, city hall. So this year is a year that we need to find ways, and again, commissioners, ideas you may have to work with president that we need to set the record straight. So that at least people will know exactly what is going on here and where we are. Believe me, a lot of people said that should be done. I think during that calendar year, we should do workshops where commissioner ten tsen. I want to put this out there, that were going to do something about that. Secondly, i would like recurring things on the agenda, we need to decide on the transition of housing. That needs to be way up there, given the fact that weve been working on there. That wait, were only talking 200 residents. And now with the new post dda, and so that way, we ask before that, it would be great to have a decision made so we can all Work Together and be able to help you and the staff. Thats all i have. Again, thank you. Director shifrin a couple of clarification questions. On the cifd and the rfid, do you know the timing of that. The may june time. Director shifrin but the construction in that area is not set to happen this year . No. Well be doing, as i said in the subphase 3 area, well be doing utility isolation and demolition, but the geotech cal wont start until 2021. And the interim gas main and the electrical lines that were on lets see. Here we go. The supporting utility infrastructure. Just curious on the timing of that and if it has any intersection with some of the concerns that we heard earlier this year around preventing future outages . Yeah, the work the geotech cal work is ongoing right now on the site of the switchyard. That is completed by june. And theyll set that equipment and wire it in by the end of the year. And that new switch gear should greatly increase the reliability of service on the island. The ability of the existing switch gear to ride through searches that result when a tree limb falls on a power line or Something Like that, that limb makes temporary contact and falls away, sometimes that can cause a fault in the existing equipment, where this new equipment would ride through an incident like that without causing a power outage. As we go through 2021, we should see a great increase in the reliability. Its about connecting the newly installed infrastructure to the Treatment Plant and the gas regulator. They dont have as much influence on the performance of the rest of the existing utilities. Director shifrin got it. Great. Another timing question. The freeway, the i80 eastbound interchange, i just want to make sure i understand, this work that is going on is going to is not going to cause any closures of the actual bay bridge, right . No. Its happening adjacent to the bridge. Director shifrin and it says the construction is starting early 2020 and late 2021, so you expect delivery by late 2021 . Yes. Director shifrin one last thing. On the maps, is it possible to do a keep map where you can see where it is in relation to everything else. Just because some of the yeah. Thats thats a good request for members of the audience and Board Members and all of us, so thank you. Director lai thank you. Quick question on the reason behind pausing construction on completing the ferry pier along building one before coming back in july. Is it weatherrelated . Its fish spawning condition. We can only do work in the water during certain moments. Thats a great reason. And then i notice pretty much adjacent to the rugby field is the baseball diamond. I know there is a soccer field somewhere on the island that is pretty heavily used. Are those being impacted and do we have a plan to relocate those . There are the Gaelic Football Club operates a total of three fields on the island. The one on california and then the two on 13th street. And i think the one youre referring to as a soccer field may be one of the gaelic fields. They do host, for instance, San FranciscoFlag Football League games, they host lacrosse games. Because the gaelic football field is larger in dimension than most other sports programs, they can accommodate sometimes two fields within one of their fields. So they do host them. And those fields are not being effected yet, and then the two Little League fields are not scheduled to be affected in the near future, but were looking down the road to when the one that the southern most one along the eastern shoreline is effected, were looking at what our options will be to relocate it elsewhere. Director lai i know a lot of the kids, recreational leagues, they do rely on Treasure Island as a resource, because the rest of the mainland, its so hard to find space. So thats great well continue to look at options. And then i think hopefully this stays within the parameter of this agenda item. I feel that maybe this is an opportunity for the directors to mention things that we would like to focus on this year. Sure. Director lai so, i think probably people who come to this meeting regularly will come to know a lot of my focus is around the transportation aspects. And im sure were going to cover a lot of this during our itc meetings as well as tima is taking the lead in a lot of these conversations. But i would like to reiterate that i think we need to focus a lot on figuring out the Ferry Service plan, what is the boards actual policy . Are we continuing to look at a variety of options and different models . That are competitive and will allow us to have flexibility on the financing side . And then the other thing that weve talked about multiple times now, is the bike connection. I personally feel very strongly about and i understand its not up to tida or even the city, because its bay area toll authoritys jurisdiction as well, but hopefully, i hope in 2020 we can continue to work on pushing that forward to provide a physical bike connection from the island to San Francisco. And then the other transportationrelated item i would like to look into how we can provide a robust School Bus System for the island onto the mainland. I know the next item we have is an informational item on potential school discussion, but im not even talking about that. This is just overall because even with local schools within the same neighborhood, a lot of families do need to, or choose to, go crosstown for schools and this will certainly help with our congestion and our overall transportation strategy as well as equity and access issues. And then, the other priority that i know we just talked about the last hearing, is that i think in the first quart other of 2020 we need to look at evaluating our outreach strategy more seriously. And make sure were still on the same page with the assumptions and what our needs are in the foreseeable future before were put in the position to have to make another financial decision on funding. And ill be having that on the february agenda, that conversation. Director lai perfect. Thank you. President tsen thank you so much for this report, bob, of our year ahead. And this commission and its committees are going to be very busy. There is much to consider. And particularly, this year, really when we are taking flight. The infrastructure is being done and the developments are being done, so its very exciting time to be on the board of the Treasure IslandDevelopment Authority to be helping guide the future of the island. I think in terms of priorities, certainly the Affordable Housing has to be most serious priority. We know that the market rate housing will be built and we hope it will be successful. But really the purview of this authority is really to be sure that the Affordable Housing is resolved, that it has sufficient funds that it needs to make it successful. And that we continue with the next phases of the Affordable Housing. Because if we do not meet that goal of 2000 units, then we are actually failing in our public mission. So Affordable Housing has to be one of those items we continue to focus on to have our eyes on. The other element were providing is the park and the open space. And there is lots of planning that is being done around that. Were looking in the next few months at the operations, the management for the parks and the open space, but there is still a lot of decisions that need to be made about what those parks will be, how they will be managed, how they will be governed. In fact, one of the things i would like to look at is creation of a nonprofit trust or conservancy that many cities do. That is an entity that can raise additional private funds, foundation funds, to support the maintenance and ongoing programming and operation for the parks. Part of the reason why we are putting together this Sustainability Committee, thats another goal of ours, is to make sure that all that we do can be at the cutting edge of the sustainability. There is so much we need to do, where we fit in the overall world order. And what we do will also affect climate change. It will affect type of native plants that will grow on our island. And also the type of flora, fauna and living things that will be there. And i think we have to be very conscious of that. And im hoping the Sustainability Committee is going to take that under their purview. Certainly the transit is so important. And we are working with tima Going Forward with that. And it is my hope that this year we will finalize an equitable policy. There is a lot of debate about that, but hopefully, with the wisdom of this board, together with the comments it gets from the public that we will come to some sort of resolution on the tolling policy. The Ferry Service is such an important part of that overall transportation plan. And we have to find funding for the Ferry Services. Not only just to build the terminal, which is being done with our capital dollars, but we have to have the ferrys that will come to the terminal and certainly finding the money for that is going to be very important. But there is much before us this year. But i very much want to thank bob beck, our executive director. You know, this type of very comprehensive implementation of a longterm master plan takes so many aspects. It has to have knowledge about infrastructure, financing, about the community that were trying to create. And certainly we cannot do it without bob. So i want to say a special thank you to you, bob, for your leadership and for and your staff as well. But we are very grateful for our service. Thank you. And really, its tida staff that makes all of this possible. President tsen yes, i understand that. An extension to tida staff. Because i see representative from picd here. We would also see that we rely on our partners to do your part, which is to make sure that the market rate side is successful so we can continue to have the funding to do the public realm objectives that we have. So good for the year. And is there any Public Comment . Hearing none, next item. Item 9. Treasure Island Elementary School site. So its been sometime since we gave an had a discussion at the board about the Elementary School site on the island. And the plans for the future, so i thought i would give an overviau view of that overview of that for the members of the board, because weve been approached by the School District about locating an additional Charter School program on the island next year. And we anticipate bringing that lease to you in february. But i wanted to put that in the contoext the longterm plans for the island. That was the purpose of the discussion today. So the School District, originally began operating an Elementary School on the island in the 60s. That was when the first portion of the housing was constructed along with the school site. And they continued operating it after the base closure, but the population for the school was not sustainable. So they ended up closing that facility in 2000. But the Development Plan does call for the reestablishment of an Elementary School on Treasure Island. And that is what i wanted to go through, what the provisions of that are in the dda. The dda includes us providing a site to the School District, the historical Elementary School site. And a subsidy payment from ticd of 5 million that is escalated to the time of payment in order to assist the School District in refurbishing the site, for either k5 or k8 facility on Treasure Island. The time lines in the dda call for the School District or tida to obtain a Building Permit and commence work to rehabilitate the school prior to the issuance of the Building Permit for the 2500 residential unit which currently could happen as early as 2024 were looking at that to make sure were looking at that time line. Coincidently, i was also contacted by a consultant of the School District, theyre in the process of updating their demographic and Treasure Island is one of the areas of focus. Theyre also looking at when would be the right timing from a Sustainable Operations perspective to open a school on the island. And the dda does provide if the School District or tida fail to bring a school to the island, that ticd has the option to seek a qualified operator subject to the authoritys approval to refurbish and operate the school. This is an area of aerial of the existing school site. This picture is one that i found in the archives. The playground is not as nicely organized as depicted here, but this was kind of the school in its heyday. The several buildings that comprise the school site are a little more than 50,000 square foot of Building Space on about 7. 5 acres, including all of the playgrounds. Heres the key map for the prior site. So the turquoise site kind of the North Central side of the island is the school site where the Elementary School has historically been and is proposed to be in the future. That is depicted in various of our documents in slightly different ways. This is the way it is depicted in exhibit g to the public property map. The image here on the left is how it was depicted in the parks and open space plan. Which estimated a total campus of 6. 3 acres, but the final configuration of the site is going to be subject to future discussions with the School District and their Planning Efforts on how to best lay out the campus. We want to provide them with the site appropriate to their needs. So thats what the dda calls for and the timing of that. The the interim uses i mentioned, weve been approached by the School District and theyve toured the facility. They have a number of applications next year for new Charter School programs and this is one of many sites theyre looking at to house Charter School programs for next year. And so they dont need the entirety of the Elementary School site, but would need a portion of it as well as a portion of the playground. And were working on a Lease Agreement with them that we would bring to the tida board next week. And we asked them to plan to call to the march onisland Board Meeting to give a presentation and if residents are interested, they could explore opportunities to participate. The other aspect, this doesnt constitute the its anticipated under the dda, so the target of activating the school as an Elementary School site is still out there for us to pursue. And the School District is making these decisions aware that this would just be an interim location for the Charter School program while they continue to explore longterm options for these programs as well. But happy to take any questions you have about this. President tsen thank you so much. Director richardson thank you, mr. Bob beck. You know, we develop and were looking at the plan here, i think its 7. 5 acres. As a San Francisco resident, someone that also been engaged with the unified district for years now, some of us here that work along with them, know about the demographics. We need to make this in sort of a partnership and to see the design, the development of that land, based on what we know, i think we should work to be able to work with them. And this also applies to the job core. What is happening, in the last 10 years, a lot of San Francisco unified School District have abandoned a lot of their facilities. We know that across town. And so in the demographic study in there, we know a lot about that. What im trying to convey here is that we should sit down with them in the job corps. There are many ideas how to develop these for the job corps and the unified School Districts. That way we be able to inform what is the best practice for the land that will be multipurposely served in conjunction with everything were doing here. That is what i would like this suggest. And in terms of the Charter School, i think its great, but its very interesting because we have to testify before the unified School District. Im proCharter School. I think its great to have alternative schools and it will be welcome in Treasure Island. But lets be very clear, what the unified School District actually want. So please bring this to us and keep this commission involved, so that we can be part of the process. In making this thing happen. President tsen thank you. Director lai thank you. Am i to understand we would be transferring the landownership to the School District, or does it already belong to the School District . It currently belongs to us and we would transfer ownership to them when they commit to improving the facilities. Director lai i think i remember in the past election in november, there was a ballot measure that allows School District land to be used for teacher housing. Does this expand that ability on this island . Because obviously we have our maximum Development Requirements based on our Environmental Review and wondering if there is has been any discussion around teacher housing on site . They havent expressed any interest in providing housing on this site. Or elsewhere on the island. But this would be for currently zoned for school use. So it would be changing in use if they were to try director lai thank you for that response. I wasnt clear on the communication that has happened so far. And then im just curious as to how an interim new Charter School would work. And perhaps this will be presented at the next month hearing. I would be very curious to understand where these students will end up later. Meaning would the Charter School then close and then students would be disbursed to other schools . My understanding from conversations with them, they were looking they would look to relocate this to another facility, but based on the number of Program Requests they had for next year and the number of sites they could have, that would be deliverable within that time frame, this is a site they had previously toured because they were looking toward the longterm reuse. And knew that it was in Good Condition for potential rapid turnover for use as early as next year, that they were looking at this as a site they could house a program for a period of time while a more permanent home could be provided. Director lai and i wonder what period of term might be. Do we expect the Charter School to be able to be there for five or 10year period . Again, consistent with what i described on the current thoughts on when we might want or need to bring a new Elementary School to the island, it would not be ten years. Director lai 2024. Yeah, but it would be more in the three to four year range. Director lai i misunderstood. I thought maybe perhaps the Elementary School and the Charter School could share the facility . I think thats a level of operational analysis we havent got to in terms of when there would be, from a demographic perspective, when there would be basis for starting a school. And i know that anecdotally, sometimes they start schools with an incoming class and then build a second grade class and third grade. And it would grow over time. But thats a level of demographic analysis and operational discussion we havent reached yet. Director lai i think this is great to have interim uses at any facility that is functional on the island. I think next month, i would be curious to hear about the plan for relocation, because obviously we dont want to get into a situation where the public Elementary School needs to come in, but then the Charter School may not have a found an appropriate location. As we know, there are scarce opportunities on the mainland to have new schools. So its a concern, but it sounds like there is lots of operational strategies that we could explore. And then im wondering what if this conversation also ties in with the life learning academys longterm relocation plan . Because my understanding is their Current Location is essentially temporary and we have to work with them to maybe hopefully find another location for them on the island . Yes. The Current Location where theyre at lies within what has been designated in the future as the recreational field area. And so we would want to relocate them, unfortunately, in planning an entitle document, there wasnt a specific future home identified for them, but was more language to the extent of they would continue to operate in their Current Location and be incorporated into the new land use plan. So weve had some preliminary conversations with them, both ticd and tida staff, about both their evolving vision for their programs. As you know, theyve recently incorporated that the housing capability with their program, theyd also like to grow their population, or their enrollment base over the future to as many as 100 students. So were having conversations with them about what their Program Needs would be. And conceptually, alternatives on where that might fit in based on timing. But its all very preliminary at this point. Director lai thank you. President tsen mr. Dunlop. Director dunlop thank you, madame president. Just going on the life learning academy. Didnt they just build a facility for them . Last year . Yeah, they Just Incorporated a housing facility adjacent to their existing school site. They many of their students are marginally housed. You know, they dont have necessarily secure and stable home situations. And so this was something that they had been wanting to provide to students for a number of years. And they built it with recognition that site would not be permanent, but that they felt that they could make that investment in a way that even if they get 58 years of use out of it, it will have been a worth while investment to the students. Director dunlop will it get 58 years . It should get at least five in that location and i would expect probably eight. But in that range. Director dunlop thank you. And now, as far as the Elementary School, are we required to give them back the land . Or what is is there is it an expectation or requirement . Its its there is no formal agreement between the city and the School District. The dda does say that we would make this opportunity available to them to renovate and operate the facility. And so i think the might need to consult the city attorneys if that establishes a requirement or expectation, but it is included in the dda that the School District would have this opportunity, although, to my knowledge, there is no forumal agreement between tida and the School District. Director dunlop thank you. I think a grade school would be wonderful because we are currently a neighborhood. But to have a school operating, just, you know, sort of cements the neighborhood i believe. And as far as job corps go, theyre a federal program. Can we do work with them . I like your suggestion. Yeah. Weve done some work with their Training Programs over the years. And theyve had some recent conversations with us and the Citybuild Program on aligning program their Training Programs with the citys placement programs. We also ive been having stafflevel discussions with the department of labor and the staff about the future of their campus as well. So were exploring the possibilities. Director dunlop thank you. One more question. I believe one of the latest bond issues was to try to find housing for teachers, police officers, fire, people. And is that something well see in the future, getting funding through that sort of venue . Its a possibility. You know, we expect that with our first five buildings that well be constructing, well be working with partners under the one Treasure Island umbrella to fulfill our transition housing obligations as well as the obligations in the tida agreement for constructing new units with the member agencies. But then after those first projects, we have an additional 15 parcels. And well be working on both Funding Solutions for those projects, which may open avenues towards some of the types of housing that you that you described as well as putting them out for r. F. P. S, or for proposals to Affordable Housing developers after we fulfilled the one Treasure Island agreement obligation. Director dunlop great. Quick comment. Such a small world. I happen to know the guy who was principal at the end of the Elementary School. So hell be excited. Thank you. President tsen so you know, this item is going to be coming back to us in february. Did you have another director richardson just a quick comment. Bob, your conversation with dda, and calls specifically decide for education is well stated there. And i think we need to stay within the parameter there, because in our development, yes, we have provisions for housing development, which is separate. And we can talk about that. But this particular parcel calls Fort Education and development in there and thats the key. Just, we can again, help them please to development. And i just want to convey that. And also, the unified School District have lot of properties all over San Francisco. Not a lot of people are looking at. So they really want to develop their pursuit in the mainland. They have a lot of opportunities to do that, too. President tsen okay. If i could is there any other comments, id like to open it up to the public. If there are comments from the public. Good afternoon. Happy new year. Sherry williams with one Treasure Island. So the school was actually closed in 2005. And it was very much a Community Hub for the school. And it was very critical for us when we were trying to build a new neighborhood that is comprised of people of shared economic backgrounds, it was a way for people to come together and integrate. And it was extremely important for the community. And the boys and girls club was there. And even after the school closed, the five keys Charter School had a high school there. There was a youth build program. So my point is that the school site was very much like a public use site. Even after it was wasnt a school any longer. And then it has morphed over the years where there is a lot more private uses of the site. And its adjacent to the housing area. I have to say in retrospect, maybe there could have been better negotiations about, you know, finding ways to generate funding for the operations of the island and the project while allowing residential uses or public uses of the facilities at the same time. So i guess my comment in terms of Charter School is that if there is any way to kind of negotiate if they are going to be there, if there is something theyre bringing to the community. Is there a space theyre bringing to the community that the community can use . Is there programming, a service they can do . Because there are facilities there currently that are not open to the community. That would be an incredible asset to the residents of the island. So i think maybe leveraging some of this to see, you know, for all of the interim and i share commissioner lais concern about the duration of the school and once somebody gets situated, its very hard to move. But that when were looking at, especially this site in particular, which is public and intended to be a public use site, is there ways that you maximize its uses not just for private use but where the community can also have access . President tsen thank you. I would add it is important to have school. Education is so important to the development of a community. And youre absolutely right that is a resource for parents particularly can gather as well with their children. And it can be more than just for the school. It can be a community resource. And actually, if it is a school for the residents, that they can be the children of ti residents can go there as well, it helps with the traffic problems. That people dont have to go offisland and send their children offisland. So it would be a resource of residents of Treasure Island. This item is going to be come back to us again for discussion and consideration. And its actually going to be multiyear. Its not going to be just one discussion. And i did want to also highlight that our march onisland meeting were going to use the auditorium at the school site, rather than the ymca, so youll get a look at the facility. This safety fair, we trying to educate the public regarding how to prepare themselves during and after the earthquake and then to protect themselves for next 72 hours. Hi. My names ed sweeney. Im the director of services at department of building inspection, and we put together a great fair for the city of San Francisco to come down and meet all the experts. Weve got engineers, architects. We have builders, we have government agencies. Well, we have four specific workshops. We have the accessible business entrance. My name is leah, and i am the assistant manager with the department of Small Business. I am leading the new accessibility ordinance that helps existing owners better comply with existing access laws. So all buildings that have places of public accommodation in San Francisco, they must comply with this ordinance. The a. D. E. Was setup by the board of supervisors, and the ordinance was passed about a year ago. One of the biggest updates that we have is that the deadlines were extended, so all of the deadlines were extended by six months. And its really to help the public, the Business Community to be specific, to cut down on the amount of drive by lawsuits. So on this workshop, were going to be covering what the compliance looks like, what business examiand property owne need to know how to comply with the ordinance. Well also talk about the departments that are involved, including the office of Small Business, department of building inspection, planning department, as well as the Mayors Office on disability. Hi. Well talk about the code and permitting processes, and well also talk about legalizing existing dwelling units that are currently unwarranted. This is the department of Building Inspections residential remodelling workshop. My name is senior electrical inspector cheryl rose, and at this workshop, were going to be answering questions such as do i need an electrical permit when im upgrading my dwelling, when do i need to have planning involved in a residential remodel, and whats involved with the coerce process . Were going to also be reviewing inspection process, and the permitting process for residential remodel in San Francisco. Theres always questions that need answers. Its a mystery to the general public what goes on in construction, and the more we can clarify the process, the more involved the consumer can be and feel comfortable with the contractors theyre working with and the product theyre getting in the results. If you have questions that arent addressed in this workshop, youre always welcome to come up to the third floor of 1660 mission street, and were happy to discuss it with you and find out what you need to do. The program is very successful. The last piece is already 60 in compliance. Well, we have a very important day coming up. Its sept 15. Last four has to be compliance, which means that the level four people that have to register with us and give us a basic indication of how theyre going to deal with their seismic issues on their building. Im francis zamora, and im with the San Francisco department of emergency management, and today we talked about how to prepare for emergencies in San Francisco. And so thats really importantiimportant. In San Francisco, its no secret. We live in earthquake country. Theres a big chance we will be involved in a major earthquake in the next 30 years, but we dont have to be afraid. These are going to be your First Responders outside of the police officers, paramedics, First Responders, these are going to be the people that come to your aid first. By getting to know your neighbors, youre going to know who needs help and who can help in case of an emergency. One of the great ways to do that is for signing7for nert, San Francisco neighborhood Emergency Response team. It teaches you how to take care of yourself, your loved ones, and your neighborhood in the case of an emergency. Information is just as important as water and food in an emergency. San francisco has an emergency text message alert system, called text sf. If theres some kind of an emergency happening in San Francisco or your neighborhood, it could be a police action, a big fire, a tsunami or an earthquake. All you have to do is text your citizenship code to 888777, and your mobile phone is automatically registered for alert sf. My name is fernando juarez, and im a fire captain with the San Francisco fire department. We have a hire extinguisher training system. You want to pull the pin, stand at least 8 feet away, aim it at the base. If youre too close, the conical laser that comes out, its too small, and the fire wont go out on the screen. If you step back, the conical shape on the screen is bigger, and it will take the fire go out faster. So it can tell when youre too close. My name is alicia wu, and im the director of a San Francisco based nonprofit. Since 2015, we go out to the public, to the community and provide training in different topics. Today were doing c. P. R. , controlling external feeding and how to do Perfect Communications in each topic, and also, i hope that they can bring it home and start gathering all the supplies for themselves to. On any given day in San Francisco, were very well resourced in terms of Public Safety professionals, but we all know in the event of a large scale disaster, it will be hours and days before the Public Safety professionals can get to you, so we encourage people to have that plan in place, be proactive. Theres websites. We have a wonderful website called 72hours. Org. It tells you how to prepare yourself, your family, your pets, your home, your workplace. We cant emphasize enough how important it is to be shop and dine in the 49 promotes local businesses and challenges residents to do their shopping and dining within the 49 square miles of San Francisco. By supporting local Services Within our neighborhoods, we help San Francisco remain unique, successful, and vibrant. So where will you shop and dine in the 49 . My name is ray behr. I am the owner of chief plus. Its a destination Specialty Foods store, and its also a Corner Grocery store, as well. We call it cheese plus because theres a lot of additions in addition to cheese here. From fresh flowers, to wine, past a, chocolate, our dining area and espresso bar. You can have a casual meeting if you want to. Its a Real Community gathering place. What makes little polk unique, i think, first of all, its a great pedestrian street. Theres people out and about all day, meeting this neighbor and coming out and supporting the businesses. The businesses here are almost all exclusively independent owned Small Businesses. It harkens back to supporting local. Polk street doesnt look like anywhere u. S. A. It has its own businesses and personality. We have Clothing Stores to gallerys, to personal service stores, where you can get your hsus repaired, luggage repaired. Theres a music studio across the street. Its raily a diverse and unique offering on this really great street. I think san franciscans should shop local as much as they can because they can discover things that they may not be familiar with. Again, the marketplace is changing, and, you know, you look at a screen, and you click a mouse, and you order something, and it shows up, but to have a tangible experience, to be able to come in to taste things, to see things, to smell things, all those things, its very important that you do so. First of all, happy new year. Its definitely it is definitely a happy new year indeed for so many people who rely on access to safe, Affordable Housing in San Francisco. It is our number one priority. When we look at the challenges that we face with homelessness and we are wondering why arent we able to do more, it is because we need to make sure that we have housing, we have opportunities to do more. It is why im committed to opening up 1,000 new shelter beds to get people off the streets. It is why im committed to master leasing so many buildings that might be available like the Abigail Hotel where we are standing in, where we have access to 62 new units that will help people who are formerly homeless get a great and safe and affordable place to call home without the social services , so its not as expensive as someone who might need a lot more support and wraparound services. This is what some of us call in this world step up housing because sadly we know there are people who will the goal is to understand what the challenges are. Do they need assistance with Mental Health . Do they need assistance with their addiction . Do they need assistance just to get a job and get back on their feet . Often times, if we are able to transition them out of the shelter, its usually into Supportive Housing where there is a network of people who are there to provide wraparound Supportive Services to get them back on their feet. And the great thing about the bristol in places like the abigail which we are here in today, is those people have benefited from incredible programs and are ready to move on with their lives and are not in need of the social services that they want or are in need of that is great. We have to make sure they have opportunities to move to the next level. That is what today is all about. And really focusing on providing opportunities for people to step up and be in attendance and to be able to take care of themselves is important. We know affordability is challenging. It takes a village to make opportunities like this possible thankfully here in San Francisco we are making investments in acquiring as many units as we possibly can to provide these opportunities. It does take partners like Tipping Point and daniel is here today who has been an incredible partner in raising the money and investing it and providing opportunities for people to get help. Today is an opportunity to do just that. Let me just say that its not just about the abigail where we have 62 units. We are going to be opening another place of 89 units at coast street which will be managed by the Episcopal Community services. One of our leading housing providers. And there are people there who are sadly in our shelters and will be able to transition to those units. That will make room for more people. I think that is what is great about the system that we are setting up and all the amazing partners that continue to work with us to provide these incredible opportunities, and importantly, the building owners deepak patel and sam patel, thank you so much for supporting and working with us here in the city to allow us to work with you to get access to these buildings and thank you to all the Service Providers and the tenderloin housing clinic. I know randy shaw couldnt make it here today, but he is a Firm Believer in step up housing and he has been fighting hard for a long time to make this a reality for people. So when people talk about San Francisco and the fact that, you know, theres homelessness, theres challenges of homelessness, we know that. It is not unique to San Francisco. It is happening all over the state of california. The fact is, we had not done enough to build housing so that we have what we need to get people housed. We just havent. So here in the city we are lucky because people care about making sure people are housed. The 600 milliondollar Affordable Housing bond passed by voters will be a great opportunity to invest in building more Affordable Housing , but we cant build it fast enough. So having access to the abigail, having access to the post street post street site and the bristol where there is another step up housing, those are so important to getting people housed now. So i just want to thank everyone who is here today and all of your work that sometimes escapes under the radar and people are not completely familiar with everything that goes into making an opportunity like this possible. It is appreciated, its going to make a difference for 89 people at post street and 62 people right here at the abigail. Its going to make a difference for so many people and im so grateful we have this opportunity to do just that today. How the person who has helped in our efforts to move the needle on homelessness, who probably every time i call him, and i tell him about somebody, he not only knows the name of that person, with the whole story about their medical history and family, and when they came here and everything else, believe it or not, its a tough job to manage our Homeless Department in San Francisco, but Jeff Kaczynski does it because he cares and because he knows that last year when we helped 2,000 people exit homelessness, thats 2,146 people that are not sleeping on our streets tonight and that matters. Ladies and gentlemen, the director of the office of homelessness here in San Francisco, Jeff Kaczynski. [applause] thank you, mare breed, for those kind words and thank you for your leadership to expand Critical Resources that we desperately need to help People Living in crisis on our streets. She understands that shelters are only part of the solution. We have to create housing opportunities are all types of low income households, especially for people who are experiencing homelessness. Every single night, the city houses nearly 10,000 formerly Homeless People and every week we help 50 people of permanently exit homelessness. However, for every person we help exit homelessness, theres three newly Homeless People coming behind them. Obviously we have a lot more work to do. Housing is a big part of the solution to homelessness. And thank you to mayor breeds focus on leadership on this issue, we have 1700 units of housing and housing subsidies in the pipeline in addition to those that we are celebrating here today. Theres a lot more of these openings to come. Its also really important to remember that behind all of these numbers are people. Each person with lived experience, each person who has struggled with homelessness has a unique story. However, the one thing they all have in common is resilience and courage and taking the steps to move beyond homelessness. Its hard work and its a challenge and it is a great honor for myself and for my colleagues to play a part, a small part really, in helping people overcome homelessness by bringing buildings like the abigail and the post online. Doing this work, i dont want to diminish how hard it is, because it is tremendously difficult, it takes a lot of people, a lot of leadership, a lot of hard work, a lot of funding, so in addition to the mayor, i want to thank other people that she already mentioned, but i want to thank them as well. Of course, i want to thank daniel from Tipping Point. Tipping Point Community is contributing 3 million towards opening the next 300 units of housing including these two sights. Were very grateful for the support that they have given, and also want to thank not only deepak and sam patel, the owners of the post on the abigail. There is more than 3,000 privately owned units that were masterly we are master leasing throughout the city. Theyre responsible for nearly half of the permanent Supportive Housing in the city and they are Unsung Heroes and very important partners. I want to thank them and their colleagues and all of the owners of the board for the 3,000 units that the city is master leasing. And i want to acknowledge all the amazing staff who have worked on this issue, all of my colleagues at the department of homelessness and Supportive Housing, my colleagues at the Mayors Office, the city attorneys office, the Mayors Office of community development, the real estate department, all of these staff work tiredly tirelessly on these projects. Before i took this job, i spent most of my career running affordable and Supportive Housing in texas and in california and i know how hard it is to operate buildings like this and to do the work and turn housing unit into a home for somebody who was experiencing homelessness. These sites operate 24 7 and the nonprofit organizations that run them do an amazing job of helping the people who are struggling to exit homelessness or to move on from permanent Supportive Housing to be successful and to become their best selves. I especially want to acknowledge and thank beth stokes from the Episcopal Community services and everybody who is here. Tabitha and randy who couldnt be here from tenderloin housing clinic. They do an incredible amount of work making these projects happen and we are grateful to them and to everybody else who is part of this. Thank you for being here today. Thank you, jeff. Again, as i said, we cant do it alone. We are fortunate to have an incredible partner in Tipping Point, and Tipping Point provided 3 million to help make this possible, which moves this project along sooner rather than later and to speak on behalf of to think Tipping Point is daniel. We started tipping. 15 years ago with a promise to invest in the best solutions that prevent poverty, including housing, Early Childhood education, and employment. The Silver Lining to the homelessness crisis that we outlined is we know that what it takes to get people housed. That is permanent, Supportive Housing and it works. Over 85 of people who enter permanent Supportive Housing never experience homelessness again. The opening of the post and the abigail exemplifies the role that philanthropy can play in supporting Effective Solutions in partnership with the mayor and the city department. Tipping point is providing 3 million in flexible dollars for a wide range of needs from apartment repairs to new furniture. These are funds that Service Providers can use to do whatever it takes to get units online fast. Mayor breed, thank you for your leadership and your commitment to this issue. I want also think the Tenderloin Neighborhood Development association for your tireless work on behalf of our most vulnerable neighbors. I want to thank everyone who is saying yes to solutions. We can do this, but it will take all of. Thank you very much. Thank you, daniel. Randy shaw has been a serious advocate for step up housing and im really excited that we are partnering on the abigail to make this possible. We also partnered on the bristol , and so these are two incredible properties for step up housing. Here to represent tenderloin housing clinic, since randy couldnt be here is tabitha. Randy sends his regrets. He really wanted to be here today. This is a really special project to him, a special building to him. He counts stories of the history of this building and him as an organizer in 1980 when he organized residents in this building to prevent the then owners from starting a bedandbreakfast in this building and they were successful in doing that. He has very fond memories of that project and his work with this building. We are really excited to partner with h. S. H. And the city to open some additional step up housing. This is a really beautiful building. Sixtytwo units, all bathrooms. We will have a Nice Community kitchen and laundry room and Community Room for the residents here. I also want to thank deepak, the owner, for this partnership and h. S. H. And the mayor for providing this opportunity for the residents that will get to move into this building. And then i also internally really want to thank our director of facilities who has spent countless hours on lots of time already on her work making sure that this building is a success in making sure that this building is going to be a wonderful building for the residents that move in. Thank you. It is also really great to open up places like this because they provide opportunities, and almost every time we do it, Episcopal Community services, they are always at the forefront of not only helping with Properties Like this, but some of our shelters and Navigation Centers, and so we are grateful for their partnership and their work. Here to represent the organization is beth. Thank you, mayor breed. I got an email last week during the holiday week to see if i was available to participate in an announcement of 150 new homes. I was delighted. I was super excited to start the year off in 2020 with the announcement of new homes for our unhoused Community Members in San Francisco. It is a great way to start the year. Im so happy to be here for this announcement. I want to thank everybody who invited us to be part of the celebration and for the opening of the abigail and the post. Its truly a celebration of homes. I want to stress that. I want to thank the mayor for her continued leadership and unwavering commitment toward Proven Solutions towards ending homelessness in San Francisco. It really takes vision and it takes a community. Thank you. Housing ends homelessness, right we know this. Yet Supportive Housing is a proven intervention for the most vulnerable, chronically unhoused in our community. Providing needed housing and stability for folks to address theyre Overall Health and wellness. Quite simply, Supportive Housing is healthcare. I say that all the time. It effectively reduces emergency room visits, we know this, inpatient hospitalizations for our highest need neighbors who are living in homelessness today Supportive Housing works, as daniel said. Again, we really believe this and we know its proven. Power board and our staff that are here thank you for being here and we are are super excited to partner with mayor breed and h. S. H. And sam patel. Thank you. Eightynine solutions to ending chronic homelessness in San Francisco. Thank you so very much. Thank you. Today we have a resident of the bristol, mitch, who wants to talk about his experience and why this is so important. Good afternoon. Im a tenant at the Bristol Hotel and i would like to emphasize that Supportive Housing does work. I was in Supportive Housing for seven years and i got the opportunity to move to a newly remodelled Bristol Hotel. I love it. Its a home for me. I dont expect to leave anytime soon. Im very happy with the whole process. And anybody who gets step up housing like the abigail is very lucky. Thank you. Thank you. Thank you, everyone else for being here today and all the folks who helped to make this possible. Again, the solution, as beth said to ending homelessness, is housing. It takes opportunities like this , it takes building faster, and thinking about ways that we can get more creative to get more access to opportunities so we can get people off the streets and we can keep people who are vulnerable housed in the first place. That is our goal. That is the opportunity we are providing today, and i want to thank each and every one of you for being here. Thank you so much. [applause] [indiscernible] my name is kamal lane, and ive lived in San Francisco for 30 lets say 31 years. I lived there a year february 29, 2017, my grandmas birthday. The thing thats cured my home is the Mayors Office. When my number was called, i was excited because my number was number three. To rent a home in San Francisco means that im able to be with my family to support me, me to support them. Then, the opportunity for my daughter to get a good paying job. My favorite thing of my new home in hunters view is the view of the bay bridge, oakland, and a piece of the golden gate. Its peaceful and quiet, and they have a lot of activities for families. They have art class, where you can paint, they have trips, where they take the children. We went to a black art museum, we went to a jazz festival, we went ice skating. Theres a lot they have a lot of activities up here, and thats one thing that i really love about it, i love my bedroom. Its peaceful, its quiet, where i can think, play, and just have my quiet time. I love my bedroom. This is my home because this is where i live. Me and my children, we love in here, we just being with my grand kids and loving somewhere and having somewhere is home. We love being together, and your heart wherever your heart is, that makes it home for you. Once i got the hang of it a little bit, you know, like the first time, i never left the court. I just fell in love with it and any opportunity i had to get out there, you know, they didnt have to ask twice. You can always find me on the court. [ ] we have been able to participate in 12 athletics wheelchairs. They provide what is an expensive tool to facilitate basketball specifically. Behind me are the amazing golden state road warriors, which are one of the most competitive adaptive basketball teams in the state led by its captain, chuck hill, who was a National Paralympic and, and is now an assistant coach on the national big team. It is great to have this opportunity here in San Francisco. We are the main hub of the bay area, which, you know, we should definitely have resources here. Now that that is happening, you know, i im looking forward to that growing and spreading and helping spread the word that needs that these people are here for everyone. I think it is important for people with disabilities, as well as ablebodied, to be able to see and to try different sports, and to appreciate trying Different Things. People can come and check out this chairs and use them. But then also friday evening, from 6 00 p. M. Until 8 00 p. M. , it will be wheelchair basketball we will make sure it is available, and that way people can no that people will be coming to play at the same time. We offer a wide variety of adaptive and inclusion programming, but this is the first time we have had our own equipment. [ ] one more statement. We are the one. That is our first single that we made. That is our opinion. I cant argue with you. You are responsible please do not know his exact. [ ] [ ] [ ] i had a break when i was on a major label for my musical career. I took a seven year break. And then i came back. I worked in the library for a long time. When i started working the San Francisco history centre, i noticed they had the hippie collection. I thought, if they have a hippie collection, they really need to have a punk collection as well. So i talked to the city archivist who is my boss. She was very interested. One of the things that i wanted to get to the library was the avengers collection. This is definitely a valuable poster. Because it is petty bone. It has that weird look because it was framed. It had something acid on it and something not acid framing it. We had to bring all of this stuff that had been piling up in my life here and make sure that the important parts of it got archived. It wasnt a big stretch for them to start collecting in the area of punk. We have a lot of great photos and flyers from that area and that. That i could donate myself. From theyre, i decided, you know, why not pursue other people and other bands and get them to donate as well . The historic moments in San Francisco, punk history, is the sex pistols concert which was at winterland. [ ] it brought all of the punks on the web west coast to San Francisco to see this show. The sex pistols played the east coast and then they play texas and a few places in the south and then they came directly to San Francisco. They skipped l. A. And they skipped most of the media centres. San francisco was really the biggest show for them pick it was their biggest show ever. Their tour manager was interested in managing the adventures, my band. We were asked to open to support the pistols way to that show. And the nuns were also asked to open the show. It was certainly the biggest crowd that we had ever played to. It was kind of terrifying but it did bring people all the way from vancouver, tee seattle, portland, san diego, all up and down the coast, and l. A. , obviously. To San Francisco to see this show. There are a lot of people who say that after they saw this show they thought they would start their own band. It was a great jumping off point for a lot of west coast punk. It was also, the pistols last show. In a way, it was the end of one era of punk and the beginning of a new one. The city of San Francisco didnt necessarily support punk rock. [ ] last, but certainly not least is a jello be opera. They are the punk rock candidate of the lead singer called the dead kennedys. If we are blaming anybody in San Francisco, we will just blame the dead kennedys. There you go. We had situations where concerts were cancelled due to flyers, obscene flyers that the city was thought that he thought was obscene that had been put up. The city of San Francisco has come around to embrace its musicians. When they have the centennial for city hall, they brought in all kinds of local musicians and i got to perform at that. That was, at in a way, and appreciation from the city of San Francisco for the musical legends. I feel like a lot of people in San Francisco dont realize what resources there are at the library. We had a film series, the s. F. Punk film series that i put together. It was nearly sold out every single night. People were so appreciative that someone was bringing this for them. It is free. Everything in the library is free. It it is also a Film Producer who has a film coming out. Maybe in 2018 about crime. What is the title of it . It is called San Francisco first and only rock n roll movie. Crime, 1978. [laughter] when i first went to the Art Institute before the adventures were formed in 77, i was going to be a painter. I did not know i would turn into a punk singer. I got back into painting and i mostly do portraiture and figurative painting. One of the things about this job here is i discovered some great resources for images for my painting. I was looking through these mug shot books that we have here that are from the 1920s. I did a whole series of a mug shot paintings from those books. They are in the San Francisco history centres s. F. Police department records. There are so many Different Things that the library provides for san franciscans that i feel like a lot of people are like, oh, i dont have a library card. Ive never been there. They need to come down and check it out and find out what we have. The people who are hiding stuff in their sellers and wondering what to do with these old photos or old junk, whether it is hippie stuff or punk stuff, or stuffestuff from their grandpar, if they bring it here to us, we can preserve it and archive it and make it available to the public in the future. Thank you for joining us today for this historical occasion. My name is kayla smith, and i will be your mistress of ceremonies for the evening. Growing up in San Francisco d5, hayes valley, to be exact, since the age of four, i have been privileged to receive mentorship from my community. I went from running departments at project level to now earning my internship at nbc this upcoming summer. [applause] ive always been ambitious, but i was lucky to have women in my life that looked like me and achieved great things, and one of those great women that i looked up to the most, our current mayor, my godmother, london breed. She wasnt changed much, by the way. To this day, she is still the same wise, inspiring, and supportive person that she was when i was a child. I know all too well the impact that mayor breed has had on myself, and i am extremely excited to see all the wonderful things that she will do for the city, and for that, i say thank you. Thank you all so much forum here today, and thank you to the people of San Francisco for trusting me to continue to serve as mayor of such an incredible city. As we welcome a new decade, its really worth taking a moment to reflect on how far weve come in this decade. In 2010, San Francisco was deep in the great recession, and our workforce was in trouble. Our Unemployment Rate had more quadrupled since 2000 and was at a 20year high. Ten years later, we are riding the longest period of Economic Growth in our history with one of the most the lowest Unemployment Rates in our citys history. [applause] the hon. London breed the homicide rate has dropped to its lowest in more than 55 years. [applause] the hon. London breed in the last decade, San Franciscos stance on Marriage Equality and medical cannabis became the laws of the land. We made a record investment in our parks and our libraries. We modernized our muni fleet and made it free for those in need. We launched our clean energy program, dramatically reducing Greenhouse Gas emissions. We even got our hands dirty, replacing our sewer system. We passed paid family leave, a 15 minimum wage and made city colle college free for all. We paved our streets and remodell remodelled the moscone center. We welcomed the warriors home. We watched the giants win it, and win it again, and our Congress Woman gave up the gavel and won it back. [applause] the hon. London breed and we became the capital of the resistance. [applause] the hon. London breed over the past decade, weve made great progress, but through it all, weve grappled with the twin troubles of homelessness and housing availability. I was an intern in the Mayors Office right here a quarter of a century ago. I had the privilege to walk up these stairs every day as a member of the board of supervisors. This buildings beauty is timeless, its spirit and inspiration. Earthquake and fire destroyed San Franciscos first city hall, but we built another even more magnificent than the first. Why . Why do we build these monuments . What do these marble stairs and golden dome what does it mean to us . It isnt excess or vanity, its a reminder. We swing the doors open for everyone because it reminds us that our government welcomes everyone. Our successes are shared, our potential unbound, and that none of us would be left out in the cold. I take the oath of office today remembering that not too long ago, my ancestors were in chains. Ive never found out exactly where they lived, but i know a bit about how they lived. I know their masters sat at tables eating generous meals that they didnt prepared. I know they hudled outside. They ate mush not with wooden spoons but with hands in a trough. The civil war ended the bondage, but the inequity had only begun. The slave owners kept their lands, and the former slaves kept the nothing they already had. So with that nothing, most went back to work at the farm. They rented their labor as share croppers, or if they were lucky, tenant farmers. Generations of poor African Americans scraped by, living in fear that if they protested too loudly, men in hoods would come. When the depression hit, two of those share croppers, a young couple with 11 children moved from louisiana to texas. Sometime later, their daughter, miss camellia brown came to San Francisco. She came in search of work. She came in search of something better. She came to raise her children in a place where they might be equal. My grandmother came here to believe in a city of hope, a city where a young black girl can go from Public Housing to the Mayors Office. [applause] the hon. London breed and she was right. San francisco is so much more than our home. Its a refuge for the gay, lesbian, and transgender brothers and sisters from all over the country. Its a new start for immigrants from guatemala and guangzhou and everywhere in between. It is my promise that everyone has a place in this city, that no one should be left out in the cold. So when we come to this hall or walk down Market Street and see the suffering of thousands of people outside our doors, it hurts. It hurts not because we are callous but because we care. The suffering on our streets, it offends our civic souls, and it should. But if were going to do something about the conditions on the streets, we need to level with each other. Homelessness isnt new, it isnt easy. We are not the only city struggling with it, and quite frankly, we are not going to solve it in 100 days, a year, or even entirely in this term. And im not sure solve is the right word any way. While the city has helped thousands of people out of homelessness, thousands more took their place. And sadly, sadly, there will always be people whose addiction or Mental Illness or poverty leads them down a dark path or puts them in need of help. Los angeles has more than 36,000 homeless residents and a skid row that is its own tragic city within a city. Three years ago, san diego had a hepatitis outbreak among its Homeless Population that killed 20 people. They had to spray their sidewalks with bleach to fight the infection. I point this out not to criticize those cities. I know how hard they are fighting to address these problems. Cities up and down the west coast, seattle, santa rosa, portland, los angeles, san diego are launching this fight. Too many people are grappling with drug addictions and insufficient resources and insufficient housing. [applause] the hon. London breed now we havent stopped sending our taxes to washington, d. C. , but they stopped sending back anywhere near enough for homelessness and Affordable Housing. So each year, san franciscans write bigger and bigger checks, and we ask ourselves, why doesnt it keep Getting Better . Why do we keep sending money, yet the Homeless Count keeps going up . First, lets dispel some of the inaccurate conversations that we hear. Its not because we arent Funding Solutions. Its not because we are indifferent. No one in my office, no one at the board of supervisors, no one in any city department, no one who works here is kicking back and throwing their hands up and pretending like weve been able to do something great. We are all working on it every day, frustrated by it every single day. Homelessness is so severe, so acute up and down the west coast for a few simple reasons. Housing is too expensive. Working class jobs are too uncertain, and their wages too outpaced by the cost of living. Drugs, opioids and meth in particular are too common. And two decades after the state closed its mental hospitals, california still hasnt come to grips for how were going to care for people who are severely mentally ill. [applause] the hon. London breed homelessness isnt just a problem, its a symptom. The symptom of unAffordable Housing, of income inequality, of institutional racism, of addiction, of untreated illnesses, of decades of disinvestment. These are the problems, and if we want to fight homelessness, weve got to fight them all. [applause] the hon. London breed and in San Francisco, we are. We will meet our goal of opening 1,000 new shelter beds by the end of this year. We just opened a new Navigation Center along the embarcadero center, and our bayview shelters break ground shortly. [applause] the hon. London breed we just opened our first state Parking Facility to help people who live in their vehicles. Were adding more than 200 new Mental Health beds, expanding outreach, and we are transforming how we deliver Mental Health and Substance Use treatment in our city. We have more permanent Supportive Housing units per ca capi capita than any major city in the country. Weve expanded rental assistance and emergency problem solving funds to help people avoid homelessness in the first place. We are expanding our conservetorship program to help people on the streets and get them the support that they need. [applause] the hon. London breed we are working to open meth sobering centers, safe injection sites, and managed alcohol facilities so we can stop walking by addictions spilling out on our streets and start treating it like the Health Care Issue that we know it is. [applause] the hon. London breed ive directed our city departments to reprioritize spending towards making our streets safer and cleaner for all of us. We are riding ballot measures to housing shortage. [applause] and if we want to relieve the pa pain on the streets and stop seeing our family members and friends moving away in moving vans, we need to build more housing, build more homes a lot more and set policies that make this possible. [applause] the hon. London breed over the next decade, in addition to our work on preserving thousands of permanently affordable homes, we need to build at least 50,000 new homes, at least 50,000 new homes. [applause] the hon. London breed and at least 17,000 need to be affordable. And to get to 50,000, we cant let disingenuous warnings of shadows and heights get in the way of badly needed housing. [applause] the hon. London breed to get to 50,000, we need to recognize that density is not a dirty word. To get to 50,000, we have to push for solutions to build homes faster and support policies like sb50 that will allow more housing all over the bay area. [applause] the hon. London breed ill be going to sacramento to fight for new housing because we need more housing for our workers, for our families, for our seniors. Because our retail shops cant afford to hire people who live here, because housing should be affordable and viable to san franciscans of all levels. The hon. London breed we cant say we need more housing and then reject the policies that actually allow us to build that housing. [applause] the hon. London breed i wasnt here decades ago when we imposed restrictive laws to prevent more housing, but i will be here when we start build housing in San Francisco and the bay area again. It is time. So heres what i want the next decade to look like. I want this to be the decade where we no longer walk by a person shooting up or a person whos shouting out of control or suffering on our streets and shrug our shoulders or turn away and wonder, what should we do . I am determined over the next four years to take in people with addiction and Mental Health problems so that when you encounter someone in need, you can make a call and know that person will get the help they need. [applause] the hon. London breed as i said before, compassion can no longer mean anything goes. I want this to be the decade when residents and visitors to our city can enjoy every neighborhood every single day without fear of crime or unacceptable behavior. We have what we know is one of the most beautiful cities in the world. This is an incredible city. I want it to be lively, i want it to be diverse, i want it to be safe, and i know you all want that, too. [applause] the hon. London breed and i want this to be the decade when san franciscans from the multigenerational native to the newly arrived immigrant that he, she, or they can arrive with their children and call this city home for generations to come. [applause] the hon. London breed we can be a vibrant and welcoming city, a city of affordable and diverse homes, a city where we come together and put aside our differences to meet the challenges that we know we all face with clarity and conviction. A city where we can care for one another, where our streets are safe, and no one is left out in the cold. San francisco can be the city that a share croppers daughter dreamed it to be.
