ORANGEBURG – If budget cuts close Rockland Children's Psychiatric Center, state lawmakers and workers say the state will spend money later on incarcerating the people who could have been served and potentially saved as children.
"People end up in county correctional facilities and state correctional facilities," said Wayne Spence, president of the Public Employees Federation. He added that is where those who could not get treatment landed after making "the wrong choice."
He was among state lawmakers, union leaders, workers and local politicians on Monday to criticize Gov. Andrew Cuomo's Fiscal Year 2022 budget proposal to have the state Office of Mental Health select a "voluntary provider" or providers to operate programs at RCPC. The psychiatric center is the sole state-run inpatient mental health facility for children ages 5-21 between the Bronx and Utica.
