Governor Andrew Cuomo has long-championed himself a progressive criminal justice reformer, committing his administration to “creating a fairer, safer, and more just system for all New Yorkers.” Yet his proposed 2021-2022 budget sharply contradicts this vision.
ALBANY - State lawmakers are moving forward with plans to increase income taxes on wealthy New Yorkers to help fund record spending increases on education, the environment and the economy amid the COVID-19 pandemic.
The state Senate late Monday passed its one-house budget resolution for the fiscal year that starts April 1. It would hike taxes on those earning more than $1 million in a bid to raise $4 billion for the state s coffers.
The Assembly is expected to pass a similar plan this week, and then the sides then will negotiate a budget with Gov. Andrew Cuomo.
Whether the tax plan becomes law is uncertain, but the Democrat-controlled Legislature is staking out its position and expects to exert its influence on the budget process with a Democratic governor weakened by two scandals, calls for his resignation and threats of impeachment.
