Good morning. 37 days until election day. In todays tim Walz And Jd vance will take the stage for the first and likely only Vice President ial debate of this cycle. Tuesdays matchup will be the first time the men will meet in person. It will offer a chance to reintroduce themselves to the country. Since joining their Campaigns Walz and vance paths have diverged. Voters have found him to be likable which has been a boost for his and Kamala Harris campaign. Vance history of comments has been a liability for Donald Trump and polls show his favorability ratings are underwater. The stakes are high. Especially with early voting underway in many states. This may be the last marquee event of the election cycle. Harris accepted a proposed debate for October 23rd but there hasnt been Indication Trump is going to change his mind about doing another. I want to talk about a key part of the economic argument thats been playing out the cycle. Tariffs. The Word Tariff properly used is a beautiful word, one of the most beautiful words ive ever heard. Music to my ears. A lot of bad people didnt like that word but now they are finding out i was right. We will taken hundreds of billions of dollars into our treasury and use that money to benefit the american citizens and it will not cause inflation by the way. You know, i took it from china. Hundreds of billions of dollars in taxes and tariffs and i had no inflation. A lot to unpack i want to focus on terrorists. Tariffs have become Donald Trump to go to answer for nearly everything economic. During an event in New York he answered a straightforward question about childcare by suggesting tariffs could fund the Countrys Childcare needs. In one of his rallies he suggested the threat of tariffs could stop wars and lead to world peace. You go to war with another country thats friendly to us or even not friendly to us are not going to do business in the United States and we are going to charge you 100 percent tariffs. All of a sudden the President Or Dictator says we wont go to war. Trump said tariffs of the greatest thing ever invented and now it appears he intends to make them a centerpiece of his policy. Trump is either misinformed about tariffs are being misleading about what they are and what they do. I want to talk this morning about the basics of tariffs so people understand what they are and how they work. Its a tax imposed on Imported Goods and technically paid for by the importers of the item being taxed. In practice, companies pass that cost on to consumers which results in higher prices. In theory tariffs are used to encourage domestic production by placing a barrier on imports of lessexpensive products made or grown in other countries. Trumps plan is what harris is calling a trump Sales Tax because one thing the nominee proposed is imposing a blanket on all Imported Goods no matter what it is or where it comes from even from canada. He wants a higher baseline of 50 to 60 for all goods imported from china, the country from which america imported more goods than any other until last year when mexico surpassed china as americas top source of imports. Trump has also floated the idea of 100 tariffs on all automobiles manufactured in mexico except under the u. S. Mca Trade Agreement large parts of what we think of as domestically produced vehicles in america are manufactured or assembled in canada and mexico. That is a breach of the long standing and successful Trade Agreement with canada and mexico. To be fair, tariffs can be a useful tool when used strategically. They are used for various purposes. Blanket tariffs are almost never a good idea. They cause the targeted countries to retaliate almost 100 of the time. Many including laureates have criticized the application of tariffs on all Imported Goods. Not only would it lead to higher prices and the global Trade War but could end up resulting in a loss of jobs in america. The republican Senate Majority Leader said hes not a fan of tariffs. Acrosstheboard Tariff Proposal would be unprecedented. Despite warnings from lawmakers it is becoming a more serious threat by the day. Am delighted to be a part of this conversation which is really about Trade Policy and tariffs that is rational and emotional and sober. Lets begin by taking one step backwards which is as the Biden Harris Administration Trade Representative are Trade Policy is working in tandem with our other policies. The core of our economic policy can be summed up in a couple words which is middle out economics. Mca is a correction and actually has quite a bit of democratic Policy Blueprint in its dna. The u. S. Mca is the Trade Agreement that has the highest worker standards protections environmental standards and also a workers specific labor specific Enforcement Mechanism at the end of the day that involves tariffs as not a punitive measure i would say as a playing field leveling measure, as a consequence for bad behavior. What i want to highlight is the Legacy And Baggage of the original nafta around workers and industries. The flow over time, the trickle down and trickle out of a lot of american manufacturing that moved from the United States to mexico. One fundamental focus of the Renegotiation Into the u. S. Mca and now our implementation and enforcement is to ensure that this Trade Agreement which was renegotiated recently carries forward its proworker dna, pro leveling the playing Field Dna and thats the part i want to highlight. Things that look like they are lowprice and artificially low price have actually brought with them a lot of larger costs, archer costs to americas industrial strength, our manufacturing economy and to what her future might look like. I think the way youve teed up the question and your review of the piece i published earlier this year do this Conversation And Amount of justice. Weve been in the situation in the past where we ran in the high Gas Prices and the japanese automakers were making small fuelefficient cars and we were but we did find a way to transform that so we could have a more robust industry. What is the approach with china . You do need a stiletto not a sledgehammer. Youve got to figure out ways in which you dont cause your consumers to pay exorbitant prices monetarily for things but at the same time you take into account why are cars cheaper in china or other places . What is the approach . One candidate puts forward a sledgehammer approach. We do a lot of business with china. How do we get affordable electric vehicles properly . We need to make some really foundational decisions and President Biden says we are at an Inflection Point where decisions we make today will have ramifications for us for decades to come. One of those questions that rises is around our industrial strength. The american auto industry, as an example, is one that unless we start playing the game differently is going to really feel itself on the ropes in terms of these anticompetitive pressures coming from other parts of the world. The prc being the lead in terms of where the pressures are coming from. The question presented from a Consumer Standpoint but i also want to bring it over to the Producer Standpoint in terms of our companies and also autoworkers which is in order for the United States to continue to be a producer in this industry, to continue to be a manufacturer and to have good jobs in the sector for our people we are going to need to play a stronger defense and we will need to combine that with a strong offense and thats where you see Biden Harris Administration policies taking root. The defense are the terrorists. Many of which we have kept an increased in evs but also for Solar Panels, batteries. We have seen in Solar Panels for example over the last two decades a burgeoning growing important industry we have lost because of the competitive and anticompetitive pressures from china. We are parrying those defensive strategies, holding a fence or Retaining Wall around those industries with a really strong offense and in terms of this game what is the offense . The investments we are making starting with investing in our infrastructure to our semiconductors and when it comes to ev the Inflation Reduction Act which has incentives for creating the investments here in the United States for a strong Ev Sector backed by a strong ev battery sector. While the Trump Campaign Hasnt moved Off Relitigating the 2020 election they have moved on to prelitigating the 2024 Contest Filing dubious lawsuits and claiming fraud weeks before election day. Trump claims fraud before a vote was cast in 2016 and again in 2020 of the challenges his team mounted to overturn Joe Bidens victory came after the election. On november 720 20 Rudy Giuliani debuted the Fraud Claims in the Parking Lot of the four seasons total Landscaping Company in pennsylvania. In the end, 61 of their 62 challenges proved unsuccessful. Joe biden was inaugurated, Rudy Giuliani was disbarred. Some were convinced it was raked. Evidenced most powerfully by the January 6th attack on the capital. This year legal challenges to fair elections are actually part of the strategy. In april the rnc announced the joint effort with the Trump Campaign to create a 100,000 Person Strong Election integrity program. The release read in part the Democrat Tricks from 2020 Wont Work this time. We will take them to court if they dont follow rules or try to change them at the last minute. Thats rich for a lot of reasons but the Rnc Website includes a Laundry List of lawsuits designed to slow the Election Count and delay the actual Election Result even if there is no evidence of fraud. Most of these lawsuits are no surprise in swing states. Just last week republicans in michigan, North Carolina are questioning the integrity of Absentee Ballot rules which is an old Trump Trick and alleging Noncitizen Voting which is a new line they are trying. Republicans are trying to enforce strict rules on Absentee Ballots in pennsylvania although Boarding Rights are fighting back and theyve developed a new tool to the Eagle A. I. Network. Nbc 1st reported on its development in 2023. Eagle a. I. Scrapes through criminal records, Tax Property data and the national change of Address Database to find potentially ineligible voters. Not to various fraudsters, folks who had a Name Change or move departments without updating the registration. Eagle a. I. Will auto complete an Election Challenge Form for the user who could be any private citizen to send to local election officials complaining that Voter Fraud is afoot. Eagle a. I. Is also totally unreliable. One official in georgia who examined the data found the information about the county was entirely outdated. Also important to note federal law already Mandates Election workers clean up the Voter Rolls anyway. These challenges dont actually resolve anything. They flood officials with useless paperwork and potentially disenfranchise actual eligible voters. Widespread Voter Fraud is not an issue in the United States. Its a strategy to plow if he loses. One thing we acknowledge is right now the Court Docket is completely this time last year we didnt know about the medication abortion challenge, we didnt know about a lot of things because all of these sort of surfaced on the docket as the term. Thats even more the case here. A lot of challenges to voter registration, suppression efforts all of those will arise through state Supreme Courts. Its important to realize they are often elected positions to some degree and can be very partisan. A lot have changed hands and are in republican hands. That will shape the landscape. Those will trickle up possibly to the Supreme Court and we have a super majority as we have seen really seems to have a thumb on the scale if you will for Donald Trump. I would hope this doesnt go to the Supreme Court. I dont know what we will get but im not confident that it is a court that necessarily cares about this looking legitimate to the vast majority of the public. They care about having it outcome. We havent seen an election go to the Supreme Court since the year 2000. That did real damage. I think that something they will have to way. For people thinking last time because of counting the result took almost a couple weeks to determine who it was is there a chance we sit on this for longer . This is the new normal. There is no longer election day, its Election Week and possibly month. That is the reality of where we are made very clear during the pandemic. One thing so interesting about the coverage you explained was the whole question about Absentee Ballots is not something republicans have been concerned with because theyve been advantaged. During the pandemic when so many others wanted to use these mechanisms then suddenly it became a whole new Ball Game and thats why we see the assault on Absentee Ballots now. These can change, the pandemic made things different but the fact we have so many voters do early voting means we will have a longer wait. These things can do damage to courts which has already been damaged. We have a parallel in which we are supposed to have faith in our system. Jack smiths indictment is about the fact this affects peoples right to vote and their belief that their vote counts. We are undermining both in this instance. We may end with a further undermining of public faith in the courts which is sad because our system is remarkably safe and secure. There is glancing we little evidence there is widespread Voter Fraud in the United States. It doesnt happen. They are not. They dont country they are in but somehow they vote. I beg to differ. Thats just not true. We have an incredibly reliable electoral system. One staffed i dedicated and committed professionals who want the peoples voices to be heard exactly as they are presented. Thats not the case. Its unfortunate we have all these people talking about Sewing Distrust in the system. There is distortion but its not in the votes. Its in the fact we live in a system where Gerrymandered Legislatures distort the will of the people so the peoples voices cannot be heard unless they are directly registered. It is infrastructural. Will it revert to being a more centerright party in the reagan mold . In the 1980s Reaganism represented a right turn for the gop. Today it would represent a left turn a restoration of a more moderate, if still conservative, outlook. That may still happen. Before the break i told you about a new book by the Senior Fellow for the Council On Foreign Relations the historian Max Boot. His book delivers a holistic and masterfully reported look at the Life And Legacy of the late president. Its called reagan his Life And Legend released earlier this month. Max, america has a collocated relationship with Ronald Reagan. The memory of reagan, the legacy of reagan, there were things that happened in his time that people loved or hated an overtime they came to take a different view. Lets talk about the Moment Today versus the Moment Reagan was elected. A time in which americans were tired and frustrated and he offered for better or for worse whether he believed it or not a vision of a brighter future. That feels like the moment we are in now with americans looking for something that feels brighter. I think that was a lot of genius of Ronald Reagan. He was often a poor manager and a lot of problems in the 1980s that festered under his watch. He had the scandal and a lot of things went wrong. There were some things that went right. I think one of the big things that went right was he helped america to move past the turmoil and traumas of the 1970s. Watergate, the vietnam war, the iran hostage crisis, it was a dismal time. He had the sunny optimistic faith in america as a shining city on the hill. They use his unparalleled Communication Skills to imbue that faith in the entire country to restore the Countrys Faith in itself. You can make the Case Today we have been going through some dark times to whether it was covid or January 6th a lot of bad stuff has happened. I think the nation is looking for a more positive and optimistic today. Thats where the comparisons to Donald Trump and because hes not really doing that. He has leaned into a dark and dangerous present and future for america. Hes not leaning into that. Trump is a different personality type. You can see there were continuities and parallels but also huge disparities including the Fact Reagan was profree trade, proimmigration, pro america alliance, prostanding up to russia. The big difference was he had this sunny optimistic take on the world. He never engaged in Name Calling and had this vision of america would realize its potential. Its impossible to imagine him out there talking about america as a failing country which is something Donald Trump does multiple times a day. Its a dour gloomy vision of the country and remarkably enough Vice President harris has seized the reagan optimism mantle from the republican party. Lets talk about the degree to which there are policies that reagan implemented im sure a lot of people watching this show right now are not happy with. It was remarkable how you captured it would be a turn to the left for the party at this moment to have a person like reagan. Thats where the party has moved. At the time the president ial candidate was the party. Ronald reagan had to find this idea of small government as you write everything he did to find it. That would be a left turn. Absolutely. In many Ways Reagan was much more moderate in governance than he was in his campaign. You can see parallels between the Campaign Rhetoric of Ronald Reagan and Donald Trump. They were suggesting at various points democrats were leading America Down The Road towards communism. They were appealing to white entry, they were as you saw from president reagan. The big difference is when he got into Office Reagan was able to pivot away. He was able to pivot to the center and make deals and do things like signing Immigration Bills that legalized millions of undocumented immigrants. You cant imagine Donald Trump doing that but reagan did that. Sure he cut taxes but he also raised taxes so his record was much more middleoftheroad than a lot realize. His crowning achievement working to peacefully and the cold war. Reagan was a lifelong anti communist and here he was working with the Number One communist in the world to reduce nuclear arms and tensions. You would have never expected that but it was the ultimate tribute. I sit here every show with my copy of project 2025. There is a legacy here and that is the chevron and small government. The nine most terrifying words im here to help has manifested into a supreme Court Ruling that basically says we want Government Agencies to have less influence over your life. That is still one of reagans philosophies that has permeated our cultural and politics. There was another which was basically tax cuts. Of particular favor the wealthy and lead to greater income disparity. If you look at charts in america they begin to diverge pretty rapidly from the reagan presidency and that continued in recent decades. Its been very destabilizing from the left and the right and led to a loss of faith in america and political and economic systems and that is something Donald Trump takes advantage of and exacerbates.
