hour gets underway on this monday night. good evening, i'm stephanie ruhle live from msnbc headquarters in new york city. we begin this evening with new developments in the israel-hamas war. earlier today, two more hostages were released by hamas. my colleague richard has more on that story. >> it was two americans, now to israeli hostages are freed, taken out of gaza and loaded into ambulances tonight on the egyptian side of the border. hamas freed nurit cooper and yocheved lifshitz. their release, like with the american mother and daughter last friday, was facilitated by the red cross. before hamas began to release hostages, we spoke to a senior hamas official, who said the group was willing to free civilians. >>, [inaudible] >> tonight, we interviewed him a b again. he told some of us wants to talk, and is open to negotiations. >> where do we go now? >> [inaudible] open the borders. [inaudible] opening the borders, discussing our rights to get rid of the siege and occupation, and everything is on the table to be discussed. >> at the white house, president biden was asked about a potential cease-fire, and said hamas has it backwards, hostages out first. >> how those hostages released and we can talk. >> today is you raised the estimate saying that 222 hostages are in gaza. u.s. officials say ten americans are still unaccounted for. israel has thousands of troops positioned all around gaza, ready for an invasion that could come at anytime. but, now, multiple u.s. officials say the biden administration is encouraging israel to delay it. to give more time for hostage negotiations, for diplomacy. >> it's our duty israeli defense forces to decide for themselves how they're going to conduct operations. we're in the business of dictating terms to them. >> as hamas continues to launch rockets towards israel, the israeli military says it attacked militants from hezbollah, as they try to fire an anti-tank missiles into israel from lebanon. israel is not stopping its air campaign into gaza. striking 320 targets in the last 24 hours. in retaliation for hamas's terror attack that killed 1400 israelis, including hundreds of civilians. >> this newly-released video from october 7th attack shows the group killing two israelis as they drove along the highway. inside gaza, medical officials say more than 5000 palestinians have now been killed. with people digging through the rubble, to try to pull out survival's. >> meanwhile, a third convoy with humanitarian aid has made it into gaza, and palestinian and palestinian americans are still trying to flee south. >> i understand the fear, the anxiety that they are having right now. i cannot say that i blame them as many of them are sitting down there at the rafah crossing when for the gates open up. i understand the what they're doi noti that thi fo>> let's get right to my barber, border. you're looking ah>> hey, stephaw if you can hear, but we're starting to hear the boom of artillery in the distance of gaza. a few hours ago, a little after 1 am, those two hostages who have just been freed by hamas militants with egypt acting as a mediator, they arrived at the hospital in tel aviv. they landed there in a military helicopter, and according to israel's defense forces, their families were at that hospital waiting to greet them. but, also, according to the israeli military, their husbands, they are still inside gaza. they were both abducted from the kibbutz, so where their husbands. they're both in their mid 80s and are amongst the 200 plus people still being held by hamas inside of gaza. as we have been on the border tonight, at different points, we have heard the boom of artillery, tank fire, headed in the direction of gaza. israel has dramatically increased their airstrikes in the ship they have so far not launch the anticipated ground offense. the airstrikes have done massive damage inside of gaza. i spoke to someone earlier today, who lives in southern gaza in the area where israeli officials have told civilians to evacuate to. i asked them what is warning was like. he says, when he goes to bed, he always hears the boom of airstrikes and when he wakes up one of the first things he does is pull back the curtains to see if the glass on his windows have exploded. he has life in gaza right now as hellish, and he says no worse feel safe. we've seen from israeli airstrikes, entire blocks just reduced to rubble. entire families that have been killed in these airstrikes. at the same time, in israel, we have spent a long time yesterday at one of the kibbutzes where hamas militants stormed in on october 7th. stephanie, the destruction, the damage that we saw, it was beyond words. so many of the images that goes into comparison when you see it up close, it looks like a tornado or some sort of massive weather disaster ripped through the area. one of the people who live there talked about how hamas militants came into that kibbutz, they went around knocking at doors and people, families who are hiding in bomb shelters and they would not come out. they started lighting the buildings on fire, trying to smoke them out or burn them alive. one in ten people in this kibbutz alone lost their lives. amongst them, children and nbc news we spoke to one of the lead forensic investigators in israel. he said they are still struggling to identify all the victims of that terror attack, because so many bodies were so badly tortured and mutilated that they're having to rely on dna to get an identification. this is still two weeks out after this happens. stephanie. >> alison, thank you for your reporting. it is essential. i appreciate it. the military is moving resources to the region and putting more american troops on standby. here is my colleague with the latest on that. >> tonight, with growing threats to the u.s. military in the middle east, the pentagon making significant moves, including reinforcing their air defensive rerouting the carrier strike group to the waters of iran, and telling more u.s. troops to be ready to the ploy. after, at least six attacks threatening u.s. troops in as many days in iraq, syria, and the red sea. the u.s. blaming iran and their proxy groups. >> we know iran is closely monitoring these events, and in some cases, actively facilitating these attacks. >> u.s. officials say troops would not go to war in gaza, and the goal is to deter a large regional conflict. nbc news recently had an are all working together. that includes u.s. marine corp f-35s that are practicing lands ding on the deck of this british carrier. >> -- they have operated alongside for years. >> right now, or focus on deterring any actor, whether it's iran, whether it's one of the non state actors. >> today, u.s. took down to jones targeting american troops in southern syria. there were no casualties. >> with that, let's bring in the lead off panel tonight. retired four star u.s. army general, barry mccaffrey, and decorative combat veteran of vietnam and former battlefield commander of persian gulf, lieutenant jonathan conricus, a spokesperson for the israel defense forces. general, what do you make of the movement from the u.s. military here? i think the biden administration without any doubt is to try and prevent a widening of the war. substantial naval and air power assets were being moved in the theater or up in the natal countries. air defense aspects, it's all an attempt to primarily tell the iranians not to generates additional attacks on israel. stephanie, you almost got to back off and say, what is going on here? this is the follow on idf's central purpose, to destroy hamas to an extent they buy 3 to 5 years of peace. if they're going to do that would air power, artillery, special operations, probably with a ground combat invasion, without which i cannot imagine israel will ever be in peace. nor, will they ever get back hostages. so, hamas is brutally dribbling out before they've released so far. but, they're only doing it because idf military pressure. >> lieutenant, for a week and a half we've been waiting for this ground invasion into gaza. at this point, is it's more of an eight than a when? may it not happen? >> it is never a good thing to advertise when and when you're going to do something in military affairs. i would not break from that convention now. what i can say is that we are ready, deployed along the border, and we are making very good use of each and every minute we have in order to better prepare our forces and to be extra ready for the next stage of this war. as the general said, there is no other option. at the end of this war, hamas needs to be totally dismantled, and not capable of posing a single threats against israeli civilians ever again. that is clear. can it be what hamas leadership not all even in one location? those who are pulling the strings are all over the region. >> yes, and i think they have room for concern as well. >> is there any discussion, lieutenant, about the laying the ground invasion to try and get more hostages released? the fact that we are seeing two today, two last week, seems like a big positive. >> it's very positive that innocent civilians have been released and they are now reunited with parts of their families. as you mentioned, the reporting that the two elderly ladies that were released a few hours ago. their husbands are still in captivity and held by hamas. they're also elderly gentlemen. so, it is not a joyous day. what's hamas is trying to do here is very obvious ychological warfare. they are trying to buy time to delay, to confuse, and to kind of make us miss the focus, not going to happen. we understand that they're under pressure, we understand that there is the whole dynamic around this. but, the commitment here is very clear, hamas needs to be destroyed, dismantled, and of course our people will be brought home. >> i'm glad you mentioned that. those two elderly women who were released today. what that must of been like for them. leaving their husbands behind. general, what would a ground invasion mean for the humanitarian aid and the evacuations that are trying to take place right now? >> i think the israelis are going to make every attempt to mah nà mah nà is de casualties. they know mass attempt to destroy palestinian life. it is hard to understand how you can conduct high intensity combat operations in the city of a couple million people without a tragic situation for the palestinians to be in population. designed by hamas. they colocated a lot of their command control, with schools and churches and mosques and hospitals. so, it's going to be a bloody mess. having said that, people talk about the war coming up for weeks or months. it's not clear to be will happen, i'll be uncertain if the idf didn't dominate the street situation in gaza within 72 hours. then, we see a protracted struggle underground. the idf has specialized units, remote control bulldozers, very sophisticated equipment, but that'll be the extended battle in gaza. i cannot imagine them backing off until they have rescued or determine the fate of all 222 hostages. so, it is a very brutal situation that they face, both the idf and the palestinian population. >> lieutenant colonel, how difficult will it be for the idf if they are fighting down in those tunnels that hamas designed and built your people are -- they don't have experience with it. how do you prepare for the? >> we are preparing. we are using every minute to do. so just on the humanitarian, issue what we have done, ask palestinians to vacate the northern part of the strip. as mentioned here very correctly by the general, it can and probably will get very messy. it is our intention to have as few as possible noncombat and get civilians in the area. we know that urban terrain, warfare people unfortunately get hit. we are trying to avoid. that what we have called on, it's been a weekend two days since we have called on the palestinians to vacate. more than 700,000 have. that is good. we need all of them evacuated. it's very troubling to see that hamas is actively under -- that's probably why not everyone has evacuated. yet i think more palestinians will. and the aid that you speak of the doesn't have any legislative agenda. look, stephanie, that's going to be up to wherever the speaker is. as to whether it's ungovernable or not. each person who takes that gavel gets an opportunity. they're going to show whether they can govern or not. i'm not going to prejudge any of. that, you're right the democrats have no responsibility. they have contributed to the problem. so, this is the republicans responsibility. it is the eight republicans fault in the -- you also have a number of democrats, they're all the democrats who voted to fire kevin mccarthy. i don't know what the cause for that firing. was >> contributed, how sir? can you cite an example of kevin mccarthy or republicans in the last administration for a solution to help democrats? right, now the people whose names are being thrown around for the next speaker the majority of them didn't even vote to certify joe biden as president. that's not the case with tom emmer who is the leading candidate and who is the majority whip here. the conference leader, rather. i knew tom for a long time. he's a good and smart and reasonable guy. i think he certainly someone who could make a good speaker. in the and the democrats knew what was going on here. i don't want to waste a lot of time on the, stephanie. those eight republicans could not have fired kevin mccarthy on their own. the democrats made the decision that kevin mccarthy desire to be. far he would not be fired. let's be clear, if you came on the show, they articulated it. it was matt gaetz who bought this to the floor. no democrat, matt gaetz, a fellow republican. >> yeah, that's exactly right. i condemn matt gaetz for that. he could not have done it by himself. he couldn't have done it without the other seven republicans who joined him. he couldn't have done it with all 206 democrats. that is not -- i have not said through this entire interview that democrats are solely responsible. in fact, i said that republicans are primarily responsible. those eight are primarily responsible. the fact of the matter, is you can't get to a majority vote to remove a speaker without those 206 democrats who voted to remove them as well. i'm sure they have their reasons. i have them heard the articulated. they contributed to this chaos right now by deciding to remove a speaker of the house. >> it's time for a power sharing agreement. let's move, on we have a lot to cover. this presidential, race you would like to be the republican nominee. despite four indictments in a laundry list of other, things donald trump is still in the lead. why is that? >> look, he is a nominee twice in the last eight years. there is a lot of folks who still think that sticking with donald trump is the way, the best way to beat joe biden. i think that's fatally flood. look first, i don't think donald trump is fit to be president of the united states. and that's one of the reasons i'm running. secondly, if he were the, nominee he wouldn't be joe biden. third, i do think that our partyand tha dona>> decency, i would agree wh you wholeheartedly. hat's what this country. eeds i want to talk about israel and gaza. last week we were saying how important it would be for president biden to go to israel. he did. that how would you evaluate his handling of the situation this for? >> i think i would agree with everything the president has done since the october 7th. attack i think his words have been smart and sound. as i said earlier in the, week i think that cohen's real. it's a very important symbol of our support for israel and for their territorial integrity and for the safety of the citizens. it made me, stephanie, think back to september 11th when tony blair flew over from great britain to sit in the gallery in the house of representatives. president bush made his address to the nation. i remember how i felt so great that america's number one ally in the world, the one from great britain decided to come over here and not just to say he supported us. show it with his presence. president biden did the same thing by traveling for israel. he is to be commended for. it >> he warned israel not to be hasty in their decision-making now because they are filled with rage. he said american made mistakes after 9/11. would you agree with that? >> look hi don't think there is any mistakes that mattered that the united states made after 9/11 given that it's now being 22 years without a foreign terrorist attack on american soil. a number of administration, starting with the bush administration until the ones that come after them have made not all perfect decisions but decisions that have preserved american life from domestic terrorist attacks. i think the israelis have to have free things in mind, stephanie. first it's to make sure that they retaliate for the lives that are brutally taken of civilians in israel. we saw reports today, reports that were brought in to be shown. some of the reports from those reporters. it is just as bad if not worse than what we thought. there has to be retaliatory gets the organization that did that. secondly, i think that every step needs to be taken to degrade hamas and the reason for that is this is to protect israel's institutional and territorial integrity and its very existence and safety of its citizens. their, are they need to be thinking about what comes next. with great progress being made with a great agreement toward other members in the middle east in the arab nations. i think israel has to keep their eye on that ball. the more they can make agreements with other countries in the middle east. the more they can isolate iran and hamas and hezbollah. the more isolated the, are the less of a danger it could be to the existence of israel in the safety of its people. >> governor kristi, thank you so much for your time. i appreciate having such a constructive conversation. thank you again. >> stephanie, thank you for having me on. it's good to see you. >> a house titled tonight as the search for a speaker drags on. several new faces in the race, is it really any closer? well, i will tell, you they lost some votes when chris christie said he would be great. i think, i think the problem they're going to have it is those three questions that people want to answered, one, did you believe that american voters should have been affirmed? should the government shut down? third, should we find ukraine? and the problem is when you answer those three questions, you have got 8 to 10 people who are going to feel very strongly that if they're not answer the right way, they will not vote for that speaker. and then you have 8 to 10 people that i think they have to be answered exactly the opposite way. we can afford to lose 8 to 10 votes. i don't know how this is going to turn out. i think it will be the darling of maga, someone who's been around washington for ten minutes versus tom emmer, probably, maybe austin scott will stay in for a few rounds. i think those are the three that have critical mass in terms of support. we question, is will those people those appropriators and the defense talks, will they give up on the things they believe then? i kind of bully matt gaetz and is crazy hot business is not going to give. up >> maybe i am completely naive. six of the eight remaining candidates voted to overturn the 2020 election. on what planet are we calling this round up middle of the road republicans? >> it's republicans who reflect the voters in the primary. those are predominantly those voters people who believe the election was stolen. so, they reflect the base of the. party this all happened because kevin mccarthy gave away the speakership. by agreeing to the motion to vacate, that is the check off the, and that's the first, dak somebody is going to use it by the third. act matt gaetz did. as long as they have their, rolls it is hard to see how there is going to be a speaker that reflects. >> given all of that even if someone is chosen, is the house governable? >> it's not, it's showing that they can't govern the country it's collapsed as a party. there's no principles. it was a time not that long ago who -- we have important stuff to do. what did they need to elect a speaker for there is no big principle that holds them together. for those who worked in the party, it's a sad thing. >> let's talk about this unity pledge we. all the candidates for speaker have signed this unity pledge promising to support whoever the conference nominates. what is your take on that given what we've seen over the last few weeks. it wasn't you who. >> yeah, it's a nice little trick. it's like a party trick. >> that's a boring party. >> i double entendre there. >> it doesn't say anything. we all know what happens with jordan support of scalise. it was not real. everybody in the caucus felt it. the minute he did not win on the first ballot. basically jordan told them, you don't get a chance to go around and get more votes and put pressure on people. you are done. my votes are walking. so, yeah, that they will sign this. i don't think, i've never known a piece of paper to create unity when there isn't unity. it's pretty obvious, you have the most republican party wants to burn it all down. there are a small number of republicans who want to govern. they are being overwhelmed by the elected officials in the party and by the leader of the party who wants to burn down every institution that we expect in this country and that's even their own institution. >> that's what steve bannon said he wanted to do, burnett down. you have to wonder, who the puppet master behind all of this? you spoke to congresswoman nancy mace of south carolina. she was one of the eight who voted to oust kevin mccarthy. i want to share some of the interview. >> we need to be the adult and come together and represent the people in every voice. >> you can't vote on anything on the floor until you have a speaker. >> they are in the majority. we -- >> if it were up to me, we would lock ourselves in a room in the first 24 hours and not have left the hill. we had it figured. out >> this has been the least productive session of congress and 30 years. >> aren't you guys going to get blamed? >> i am blaming us for that. >> for real, she is one of the key republicans who ignited this chaos. what did you make of what she had to say? i mentioned steve bannon. he and matt gaetz have been regulars on his podcast. >> she referred to it on the show. that houses like game of thrones. she certainly landis store. the republicans caught the car. when led, gates believe me -- he's more interested on being on tv than governing. they want to burn the house down the problem is they have done that now. there are storms you close the cruises. we wanted to stop the government from working. now that's what's happening. now we're going to see the consequences. >> the freedom caucus put out a statement, none of them should leave washington and till they elect a speaker. what do you think of that? >> i don't want to be in that room. you know, the problem is not that they're not spending enough time to get. the problem is that they are spending time to get. they all hate each other. there is nothing -- it's a horrible time the party. it's a terrible place. it's really sort of, called game of thrones, it's sort of the flies. it's like kevin mccarthy ideas ralph any was peggy. >> and it's true. . it's a group of people who are unlikable for the most part. >> how did they get elected?
