menendez. we begin this hour with breaking news from capitol hill. at any moment, we expect the senate to begin to pick on the house bill to avert a government shutdown. however, we have breaking news about why we have yet to the process began. nbc news now reporting one senator is holding up the bill, concerned about a to a current. the house passed the 45-day stopgap funding measure with bipartisan support earlier today, the bill includes money for disaster relief, keeps the government open until november 17th, but the bill does not include aid to ukraine. the house vote was a u-turn for house speaker kevin mccarthy, who ditched demands from hard on republicans and relied on votes from democrats to get a continuing resolution over the line. but the bill does not include further aid to ukraine. and that is a problem for democratic senator michael bennet. nbc news says he is reportedly holding out this senate vote on the cr, citing concerns over the lack of funding for ukraine. this is what he told msnbc before the house vote. >> i don't have any idea more of the money for ukraine, for example, is in the bill. it's not in the bill. one thing i worry a lot about is if we come back here in 45 days and there is no way to get these right wing extremists in this party to support the continued funding for ukraine. which is the whole world is watching this. vladimir putin is watching this. all of our allies in europe and asia are watching this. she jinping is watching this. and these guys can't even do the basic work of governing. this is a guy who took 15 votes, or something like, that to promise his wife to the most extreme parts of the party. now he's gone through that kind of nonsense again. and here we are. >> once the senate takes up the bill, it will have to be signed by the president, again, the clock is ticking. you can see that on this side of your screen. they have been told not to get it done. joining me now with the latest, nbc news capitol hill reporter ali vitali. msnbc news white house correspondent monica alba. also with me, congressional reporter for the washington post, marianna sotomayor. ali, talk to me about what is happening and senator bennett's concerns. >> we thought the house with the hard part of this. we know they have done their piece of this puzzle. we thought the senate was on track to do this in short order, but as is so often the case, one senator can come up the process. and that's what we're seeing right now. typically the way that this works is the senate can go as quickly as all 100, or in this case 99, all of them decide to go. and tights going to be the case if they can get michael bennet back on board. the latest we had heard prior to bennett put in this hold out is that maybe we were gonna say 15, 20 minutes of debate. and then a vote. that's very short compared to health's senate typically does things. it was a sign they are really all in line and i bipartisan fashion to move forward with the stopgap spending -- funding measure. if bennett continues in this way, we are back and the posture of potentially expecting a shutdown. if they're able to assuage his concerns, or rather to get him to release this holds, then we will be back on track to avert a shot down and everyone being able to kick this kind of the road until mid november. just in time for thanksgiving. i know many of the reporters and correspondents, as well as the lawmakers have pointed out, that timing as well. but i think the other important thing to remember, senator bennett's objection is over ukraine aid, which is short by many other republicans and democrats who want to see ukraine aid be added to this package. many people were talking about it is maybe adding disaster relief and ukraine funding to and otherwise clean continuing resolution. ultimately, that's not what happened here. we know that ukraine, the, not just on the house side of this building put on the senate side as well has become a really thorny subject for some of the more conservative hard-liners on age side of the building. that's likely why this wasn't included. but nevertheless, we're watching bennett now, make an objection about that and we'll see of his fellow senators are able to just mind. >> what are you hearing about conversations between the white house and senate leadership? >> we know they have been ongoing, alicia, and there has been close coordination between top white house aides here, including the chief of staff, jeff saenz. the director of legislative affairs. everybody from the senior counselors to others who have these very long-standing relationships have been in touch with those people over the last couple of days. specifically with leader jeffries and schumer on just how this might go. and i was talking to a white house official earlier about what's the reactions, a sense of relief here when it passed the house? they said, we never really want to go and state relief because we need to wait and make sure the senate is actually going to go ahead and pass this. and until that happens, we are gonna be watching. it's exactly because of moments like what we're seeing unfold here right. now the white house really does hear this concern from senator bennett, in terms of new funding for ukraine. but i'm told, they expect speaker mccarthy to introduce a supplemental bill that would have additional aid to ukraine, and that is something the white house says they have confidence in, because speaker mccarthy has given a willingness and shown he could support that with past support for ukraine. but there is no guarantee. again, that's the major question of what happens to. that that has been something that has been so important to this president. we saw president zelenskyy of ukraine, who was here at the white house and on the hill right recently, making the personal page for the additional aid. so expected what has to continue to send it's important. and we want to mention somehow that is taken care of. but overall, they feel that because of where the spending levels are with this current cr, and because it keep keep the government open, if the senate does pass, at the white house with talent, a few pluses and actually added four great in respect, because as some of the other republican proposal from the last couple of days, they would have had it cut to spending that this white house really deeply cares about also. >> marianna, to that point, took way through the u-turn missed one today from kevin mccarthy. >> it was quite a u-turn. a complete one 80. and listen, it was something that came about overnight. as we know, republicans met last. not basically threw out a number of options of what could potentially happen today. a lot of hard line republicans actually left that room, feeling a lot worse than they did before. these were people who voted, in the early hours on friday, to try and find the government. that we're losing faith and mccarthy. what i have been told by multiple sources, there was a small group of republicans who ended up missing last night, and came up with a kind of different roundabout way to make sure that this short term funding bill could actually make its way, not just under the floor, but for the house. and this is a little bit wonky. there's and lot of procedure. but republicans typically passed through there of margins. there's a procedural hurdle that this comes before, a passage vote. what these members came up with is, hey, we have a completely different mechanism. we can put this on the floor under suspension. what that means, if you get two thirds of support from anyone in the house, then this will pass. and that is what we saw. a clean cr they didn't have any border security. that was something democrats could not turn down. they didn't want to necessarily go the round of what republicans wanted on border security funding. the fact that mccarthy as allies said, i'm giving you 45 days, a clean cr, no border security, and ending disaster funding, which is something that had bipartisan agreement, it was something that democrats said, okay, we could get on board with this. of course, we saw some delays. the really wanted to make sure, because as both reporters have alluded to, there is not that much trust in mccarthy. but they were able to get this done. and now you have seen some script flipping, in some ways. it is the house pressuring the senate, rather than the senate, which is what we expected a week, to be pressuring the. house and the house is done. they're not coming back into monday. that should be another reason why things like the senate should be able to move. this >> ali, sometimes when we talk about the speakership. we talked about kevin mccarthy, a motion to vacate, atkinson let a game thing that can happen on capitol hill doesn't have any real consequences. a consequence i would argue, so long as he is beholden to a small affection of his own caucus, that's incredibly difficult to legislate just about anything. so that is the spirit in which i ask you about kevin mccarthy's future and how likely it is that matt gaetz decides to bring forward a motion to vacate. >> i don't think that it's gamifying it at all. i know that it seems like an abstract concept and most people might not care who the speaker's. but for the house to function, there needs to be a speaker, first of all. and second of, all you want that speaker to be able to get things done. you want them to have command of the majority party, that's the way this building works, whoever has the majority is able to make most of the moves. the speaker controls what gets on the floor, what dozens. all of those things are extremely important to the way the government functions. yes, there's other policy priorities that are put in or put out based on if it democrats or republicans that hold a majority. but look at the inflection points of the last few months that marana and of highs the types of talking about -- it's been avoiding a date still in crisis. it's been funds in the government. these are things typically should be done without debate. there are other pieces of military funds in. the national defense authorization act. all of these things that have previously been bipartisan and not really discussed very much are on suddenly off the discussion, debate and roll it into crisis mode because of the role that mccarthy plays. and because of the dealings he meant to become speaker in the first place. we always knew, from january on, the idea of a 1% motion to vacate would loom over every inflection points, and a truly has. you look at the way the debt ceiling went down, and that's so inextricably linked with this car and shut down. the with mccarthy dealt with the debt ceiling, mains some of his hard line is feel as if he sold him out with the ultimate deal he passed. but the reality of divided government is that when you have republicans control in one chamber, the white house and democrats -- the white house and senate control democrats, you have to make a deal at some point. that's the decision mccarthy had to make, both in the debt ceiling crisis and end the shutdown crisis. marianne is right. it's a pretty abrupt uterine. when i left here last, night i didn't think it was how it's going to go to dan. but nevertheless, before it's the looms. and we'll see what happens. if gaetz was someone, else and they have been pretty mom on this, but if they felt a motion to vacate, leadership can buy themselves up to two days. and then it becomes an open question of can he get these hard-liners on his side of, or more likely, can he get some democrats that are in purple -ish districts to come to his aid and say, hey, the guy we know is better than the one we don't. and by the way, you have to replace the speaker with someone. and i don't know there is consensus around any other name. i know mariana has reported that maybe it's the whip here, tom emmer, other people say maybe at the head of judiciary committee, jim jordan. for each of those people, not that i think any kind of official count on here, and i don't know if -- has either. i don't know if those people are they commit the choice. you can't replace mccarthy with nobody. that leaves you were to our right now. >> i kind of like the idea of ali vitali, msnbc news chief whip. marianna, take us off the air. >> don't call me that! >> you have further things to do with your time. but if they have to wrangling democrats, what are you hearing about the likelihood of that piece falling into place? >> it's going to take a lot of concessions. look, there aren't democrats who are saying, i could vote presents unless a situation like this. because, as you remember during these because should, fight mains that final threshold number can't go down. and republicans might be able to figure this out themselves. so that is pretty significant to watch a motion to vacate. and republicans, by and large, really support mccarthy. and even though we have heard a very small group saying maybe we'll put tom emmer, for example, as a potential nomination for speaker, that means that mccarthy would have been vacated. and we really do not get the sense right now that that is going to happen. but as ali mentioned, it would have to take democrats just not voter, overturn in support of mccarthy, and those are the kinds of conversations that likely will be happening in the next 24 hours since that threat by gaetz could happen as soon as monday >> monica alba, our friend ali vitali earlier referenced the fact that capitol hill white house reporters are not able to buy tickets home for thanksgiving because you never know healthy 45-day cr's are going to go. i wonder what you're hearing from the white house about trying to avoid finding themselves in this position and another 45 days. >> when looking at the count, those 45 days, that puts us into that week in november. it's actually when the united states and the president will be hosting a major international summit in san francisco, where my reporting shows it's possible there could be a meeting with chinese president xi jinping on the sidelines of that. so that's just one thing we're looking ahead to, that this white house has been planning for a long time, that could be on a collision course with all of this. so officials tell me, of course, that would like to see a resolution well before that. but as we can, all these deadlines sneak up. they come quickly. and many members are going to leave this potentially until the last second. so what i'm really watching for is to sit with the president and white house kind of shift strategy a little bit here, and try to get a little bit more involved in the hands of manner in the next couple of weeks. because this one, they say, strategically they were happy to be hands off. and they think they helped get a point where their priorities were look and reserved a bit more than if they had beat involved. alicia? >> ali vitali, monica alba, marianna sotomayor, tanks for getting us started. next, calculus you and many other democrats made on ukraine when you decided to vote for that cr? >> we voted for that cr to prevent the government from trying to. i'm proud that we did. we didn't get everything that we wanted. specifically at the ukraine funding. i want to assure my constituents, of ukrainian descent, that's something we're going to continue to work on. and i know the senate is now held up well that magnetometer about including that back in. but this was vital for us to do. it was not a long bipartisan lines, which is what i've been saying all along. it was needed in order to make sure we didn't have a shot up the government. >> i wonder if you, woods if you will talk us through what was happening behind these scenes, specifically the effort from minority leader jeffries to really rally democratic support for this bill. >> first, let me say. we didn't get to see if the bill until farai shortly before we had to vote on it. so there wasn't a lot of real rallying or whipping as it is cold around here, because we didn't know what was in the bill. that's always disconcerting. i thought one of the roles set at the beginning of this congress by speaker mccarthy's far-right faction was that 72 hours time to read bills was going to be allowed. but in any events, once we knew what was antiville, we had to do a very careful analysis of it. we wanted to make sure it will be cold a clean cr. that there weren't any poison pills in there that would prevent us from voting for it. and i will say, democratic leadership doesn't really whip votes. we were lift up to make our own guns. but i think leadership recognized that the vast majority of us wanted to make sure the government didn't shut down, and with a clean cr, that we would be voting yes. >> the urgency was clear. i don't need to tell you, this is going to go down as a bipartisan vote. it was a bipartisan vote. the process to get here was not a partisan. it was not holistic. what needs to change so that doesn't keep happening? >> thanks for asking that, because that's exactly what has to change. i think calling for a bipartisan approach to this for weeks now, as have many of my colleagues. we were dismayed that the speaker would say to be kept telling to his most extreme faction. and in fact, today, none of them voted to in support of the short term funding bill. i believe the speaker has now realized how important it is to engage with democrats. the best way to get things done around here is to work with people across the aisle. most of the good things that happen here of the result of the pro-dozen efforts. and when we don't do it on a bipartisan basis, especially when you have a group of people who are acidified as the gop conference is, then you are risking defeated every step. because you haven't encouraged your colleagues across the aisle, the democrats. the day, that changed. and that's who we managed to get this done. i'm proud that more than 200 democrats voted in favor of a short term funding bill that would -- we won't shut down the government at midnight tonight. and i think it's worthy of note, fewer than 100 of the republicans voted for. it but it's still a bipartisan bill, and i'm glad that happens. >> if this passes tonight, through this senate, it buys you 45 days. i wonder if you think this uterine from speaker mccarthy has actually shaken up his caucus. if there is now the potential for realignment within his caucus. such that you don't find yourself exhausted back here in 45 days. >> i can't speak for his caucus, because i don't know the behind the scenes machinations. but i will say, i certainly hope it represents, and the speaker will recognize its, as good faith efforts by democrats to make government work. so i would hope, there is a uterine that we are going to start seeing some more sensible things happening on the house floor. last week, we spent many nights here, until late in the evening, voting on senseless amendments to appropriations bills, most of which did not pass. most of which did not even have the support of the gop conference. let's stop doing that. let's start working on things that really matter here. when we have the opportunity to do that, as soon as monday, when we return to work on appropriations bills. >> pennsylvania congresswoman susan wild, thanks for being with. us >> yes i was. i predicted otherwise. but when i think about it, i don't buy the theory that it was going to be difficult. trump is fine with long shots. i actually think he prefers to be in state court. and the best, most likely recent mains he's got a republican federalist society appointee, who i want to say has been exemplary, but nevertheless that's -- trump's fantasy than the obama appointed federal judge who is going to be provided over the federal court. so if he's changed a strategy, it's purposeful. i don't think it was, it's too difficult so i'm not going to do it. >> i want to ask you about this. one of trump's more disturbing recent social media posts, accuse retired general mark milley of treason. suggested he be executed. i want you to take a listen. this is former vice president condemning it just yesterday. >> donald trump's recent comments regarding general milley or inexcusable. when you think of general milley's incredible years of surface an acre in a form of the united states, to make the kind of statements from the president made are just unacceptable. >> if you work the judge weighing a gag order here for donald trump, how seriously do take that threat? >> the problem with trump, he's worse than a mom boss, because he can incite his followers. and he has insulted followers to make attacks. the exact thing happened with the judge in the case. he said terrible things about, her and then summit and texas called up and says, we're gonna kill you. he is light beyond the pale, on the other hand, it's a problem to try to put him. and i think the reason she made this hearing october 16th, a few weeks away, is to see if he can maybe straighten up between now and jan. i think she has no choice, basically, but to do a gag order. the real problem is, she wants to leave as much space as she can to keep some leverage over him, with the ultimate penalty of putting him in jail. she doesn't want to do that, but basically, if he forces her to, and that's what i think it's all about now, she'll have to do it. it really is up to trump north and to her, as i see it. >> before i let you go, i want to ask you about the trial happening in new york next week. we have two sources familiar saying trump was actually going to attend the fraud trial next week in new york. anything you read into that? >> i hope we have ideal before 45 days. i think we're gonna be here this upcoming week, the following week, getting back to work. democrats are united. we are united in today's vote. that's been very, very critical. different from the other side, of course. we're gonna continue to work to ensure that we fight against every single attempt to take away surfaces for veterans, for seniors, for families with childcare. this is critical for us as a country. i think democrats did a great job of sharing what the american people need and how they can be impacted by these different cuts and proposals. we will continue to do that. we are set on our strategic, which is to tell the truth, the honest, push back against the lies, and not allow folks like matt gaetz and moderate to green to decide what happens in this building. >> you referenced the impeachment inquiry. i want to come back to that in a second. but first, i want to ask, you one of the other points of this was the idea you have republicans pushing for border provisions. the effect they were going to allow that to be the holdup. the effect that we're going to allow bets and aid to ukraine to be the whole jobs. what does that tell you about their priorities of this republican party? >> effect we were able to get this done, without having to have a huge inhumane to about immigration is really important. those of us working on immigration solutions, onboard solutions, that was essentially political theater. they wanted to basically scapegoat immigrants and used immigrants like that normally do to close a shut down, and possibly a large disaster. we're happy that wasn't included. it should be included as part of a but to deal. and let's remember, we already agreed to a budget deal months ago. the president, the speaker mccarthy, the senate, all agreed to a deal that now the republicans are trying to unwind, led by folks like matt gaetz, and fortunately we split up the lead today and got the job done. >> i have to ask you, haven't watched you during thursday's hearing, what it tells you about republicans true intentions behind this impeachment inquiry? >> look. the impeachment inquiry is a complete farce. that was essentially donald trump presidents campaign pulling all the strings. remember, marjory telegraphing filed an impeachment proceeding and a resolution on the presidents first day in office. that's all you need to know about how much of a choke and a shame what we did and what happened that day. i'll also note, there was a complete unsuccessful operation from the republicans. we pushed back against every single lie. we start to telling the truth. as a reminder, none of their witnesses could say they had any actual real evidence to link president biden 200 business dealings. which we know there's zero evidence. and in fact, the lead republican star witness said, on the record, that there was no evidence, not enough evidence to link the president or impeach. so that was a complete disaster for them, and essentially was the truth. the president is doing a great. job he said, there is no evidence. he's done nothing wrong. let's move for on behalf of the american people. >> congressman robert garcia, i've seen a lot of new this week on my tv. thanks for spending part of your day with us. next, a fresh warning from president biden on the threats to democracy. maybe madness presidents angelo carusone is with us after this quick break. eak. d seltzer budget... wayfair's got just what you need! what... y'all this is nice. salad plates? >> it was really concerning. there was a lot of news coverage this week about joe biden's top. with seen an increase in discussions about the presidents age, or they don't actually mention donald trump's age. if they want to report on h., running for president, it has to be about both biden and trump. but in a way, they're sort of pushing this idea that there are four times more likely to report on joe biden's age that donald trump. that's what you are spending their time talking about. that changed as the week with. on which was a good thing. pressure start to introduce a little bit of coverage. but molly jong-fast described it to me as sleep into a potential donald trump presidency. which is, they haven't really changed their coverage, or the threat that is looming. and fundamentally, that is what i see is the main difference here. mainstream media still traits this like a traditional political election. when in fact we're no longer in the. plus it's not a political election, it's a flat for our basic institutions and frankly our democracy. >> molly jong-fast who you just referenced, just walk past the glass doors into the studio, so her is must be burning. before i let you go, angelo, you see the countdown clock happening right. now there is an incredible event today, a u-turn by kevin mccarthy. that comes after weeks of brinkmanship from the house gop, focusing on things like the border. focusing on refusing to offer additional aid to ukraine. how is all of that then playing out in the right wing media? >> a part of this is that, as they starts attacking our democratic institutions, they start to advance an agenda and a narrative and a public ticks that is much more nationalistic. i think that's the thing to keep in mind as you see these attacks on our democratic institutions, which hillary abstract, and hear these warnings about authoritarianism. you've laid out that list. but consider, they're actually beginning to flesh out a policy, if you could describe at the, way but a policy and a politics and a culture alter reflected by authoritarian movements with hidden history. and so, that the park that is concerning about this. it's not just a couple of people popping up on the fringes. with always had, that that exists in societies. it is the organizing power on the fringes and it has become so central to what is of republican politics. so the president -- republicans are complicit. that's true. they are allowing and enabling the dismantling of his very basic aspects of confidence, and place of implementing these more extremist policies. it's fuel, essentially, for building power on what used to be conservative fringes. that's the big takeaway here. they are built in power on what used to be the fringes. >> and i actually watched the footage of the hearing on the impeachment inquiry. so i feel it i lived in an alternate reality from what was likely played in the right-wing echo chamber. >> right, totally. without a doubt. in fact, for me, when i look at that, i point out all the segments and places where those ideas and nonsense paper saying, i can show you were each of those claims germinated. and that's part of what happens in this landscape. these right-wing political figures are pulling things out from different pockets of the right-wing media apparatus and given airtime, oxygen, credence, and legitimacy to it. which means the media can go, back or on the ascent, we have to keep ticking. so in a way, this is not a taliban power, but it allows the media to go back and point to these and centers and say we're on to help, and finally. now, there. matt they don't think -- the big takeaway is the right media, and sort of the rest of the russian, base is much further than what we saw during that hearing. they already would have trump removed from office and put in jail. so they're mad at their leaders right now, because that intensive gunther. enough and i think they're gonna see them really try to speak up and response to the demands that they're getting from the media face. >> i appreciate you watch this so we don't have to. thanks for being here. we are tracking breaking news on capitol hill. the 45-day spending bill stalled in the senate over a lack of ukraine aid. a few hours left to fund the government. you can see the darker on the corner of your screen. and at the top of the hour, on a man, emigrant and congress says lawmakers should not get paid a shutdown and spews. congressman angie craig on what she is calling the mccarthy shot down act. to night, eight pm eastern, right here on msnbc. right here on msnbc. good thing gertrude found delsym. now what's going around is 12-hour cough relief. and the giggles. the family that takes delsym together, feels better together.
