remain in effect as hilary drenches the southwest. the storm's rains creating dangerous conditions. you can see cars stranded there in this flooding, roads closed and mudslides cutting off access entirely to some areas. for some people in southern california, it was a one-two punch. watch this video, a 5.1 magnitude earthquake shaking parts of ventura and l.a. counties. look at all those glass bottles start to shake and then fall in this restaurant before customers make a dash for the door. meteorologist bill karins is standing by with details on how much rain and what's next. first, let's go to san diego and nbc news correspondent guad venegas. it's just past 7:00 a.m. there. what kind of dangers and damages are people dealing with as they start their day. >> reporter: the weather is clearing here in san diego. we've had rain all through out yesterday and overnight. fortunately, the main part of the storm moved inland after it entered the united states. it passed through the mountains east of san diego and into the northern areas in the deserts. it did create heavy wins. there are more rain in that mountainous area. some trees were knocked down by the storm here in the san diego areas, damaging some structures. as of now, there's no reports of injuries as a result of trees falling in this area. we did have flash floods. there are images coming out of mexico when the storm touched land and made landfall south of encinitas, mexico. once it made its way into the southwest of the united states we saw some flooding in the lower areas. california has a geography with a lot of mountains where a lot of the water that landed -- that rain in those mountains made its way to the rivers. here in san diego, the san diego river and a valley in between the urban area did flood. authorities were prepared for that. we also had power outages in california. the power company reporting that thousands were affected throughout the day yesterday. this morning, it's just taking a look to see what kind of damage remains. there's still an alert for some of the areas that are flooded. authorities are asking people to stay away from roads that still have that flooding because, of course, that can always be dangerous, ana. >> we see the images of the roads that have fallen apart because of the flooding, the power of the water. bill, this storm has been downgraded by threats remain. what should people expect next? >> we still have isolated concerns for flash flooding. i'd say 95 to 96% of the damage has been already done. the areas i'm concerned with will be in the northern portions heading into the northern rockies. areas to the south, the recovery has begun. rivers have come down. even the mud flows and debris flows, we're seeing less and less of them. we've seen the pictures from all the cities, san diego, l.a., downed trees, cars that are flooded. we haven't seen the pictures from the mountainous areas who picked up almost a foot of rain. that's where we'll see not just significant mud flow and debris flows, but boulders in the road. some roads are cut off east of los angeles. we still have a couple of flash flood warnings. we're down to 5 million people. my concerns are really greater in northern nevada and along the oregon/idaho border where we couldbly could pick up 2-4 inches of rain today. we're about done with the rain from vegas, l.a. and into san diego. the flood center saying a slight risk of flash flooding. yesterday was a high risk. we saw what happened with that. by the way, over the weekend, three tropical storms formed. we had emily, gert and franklin. all the eyes are in the gulf of mexico. the hurricane center saying we have an 80% chance for this forming into a storm. this will be headed to texas. don't be surprised if tomorrow morning we're talking about tropical storm harold heading toward brownsville and corpus christi. nothing devastating is heading our way. >> oh, my goodness. more, more tropical storms. thank you so much, bill karins and guad venegas. i want to bring in grace gardner, the mayor of palm springs. the city tweeted the 911 lines were down overnight. what's the latest? are you concerned people won't be able to reach first responders? >> thankfully our 911 lines are back up. it's a temporary fix. across the coachella valley the system is still down. if you live in a different city, you should check to see what the non-emergency number is, and that will be your 911 number. in the city of palm springs you can now dial 911 and get the operator. >> we've seen some of the immanuels of the raging rivers in roadways. palm springs i know announced a number of road closures. do you have any idea on the scope of the damage at this point? >> at this time our roads teams are just going out to really assessment the sun is just coming up here. we do have all of our entries into palm springs other than one are closed. it is a really big impact right now. it's not just palm springs. it's the entire coachella valley. interstate i-10 is closed in a portion towards the east valley. this is really important and the cleanup process is going to take quite some time. obviously priorities will have to be made in terms of which roads open first. >> has everybody stayed safe? >> overall, yes. i have been in communication with our desert regional medical center which is a level one trauma center. they say things are moving quite well there. there are things moving in, but nothing they can't handle. we haven't heard of any fatalities related to the storm. we have had several swift water rescues and have been helping out neighboring cities. we're very well prepared. i'm grateful for our police and our fire and our city staff who have been working around the clock to make sure residents are taken care of. >> that sounds like good news. the city of palm springs issued a state of emergency. >> at this point it's about assessing the damage. we ask residents to stay home so we can accurately assess the damage and determine next next step. i know caltrans is at the ready. we've been working with the county and the state to make sure we're prepared for any type of recovery process and repair process that we need. >> i'm so happy to hear that things are at least moving along in the right direction. thank you for taking the time out of your busy day, mayor grace gardner of palm springs, california. thank you. moving up the west coast to washington state, wildfires have forced thousands to evacuate. 200 buildings are destroyed. at least two people have been found dead in the fire zones. the governor described one of the fires moving at a pace faster than you can sprint. nbc's jesse kirsch is joining us from just outside spokane, washington. where do things stand in terms of getting these fires under control? >> reporter: ana, good to be with you. we're at incident command for the gray fire. there are three different fires that are burning in the spokane area. the wynonna fire which is smaller than the other. the third is the oregon road fire. oregon road and the gray fire where i am right now, upwards of 10,000 acres that have burned. this fire has caused the most destruction to a number of structures. the most structures have been destroyed in this fire according to officials who also say the largest number of residents were threatened by this fire. thousands of people were ordered to evacuate in this community outside of spokane, washington. some good news, there's 10% containment we're told here on the gray fire. this fire still going out of control. firefighters have been working by the hundreds around the clock to battle these blazes. we have hazy skies, there have been air quality issues. across much of the state of washington there are alerts out for more than half of the state of washington because of the air quality from these wildfires as well as the smoke coming from wildfires in canada. lots of issues in the northwest u.s. and north america right now. firefighters continuing to be battling these blazes. those evacuation orders are still in effect. i've heard from one person i spoke with yesterday who said her home was destroyed. thankfully she and her son make it out okay. still looking for a pet she hopes may have made it out. obviously concerns about people's pets, family members, property. we know of two deaths, one from the gray fire zone, one from the oregon road fire zone. neither of those deaths, though they've been confirmed, neither has been attributed to these fires. you can see behind me, they just dispersed, but there was a morning briefing going on. the fight against these fires still very active out here. >> my heart goes out to those folks. i spent a lot of time in that region going to school at washington state university, working in spoke cane. beautiful people and beautiful part of the country. keep us posted. when we're back in 60 seconds, new polling ahead of this week's gop debate. what, if anything, can these candidates who to topple the front-runner who won't even be there? we haveone champagne taste... on a hard seltzer budget... wayfair's got just what you need! what... y'all this is nice. salad plates? kelly clarkson? i'm fancy now! i have always wanted statement lighting. get nice things at nice prices at wayfair! ♪ wayfair, you've got just what i need ♪ welcome back. this morning we have new nbc news polling out of iowa on the 2024 race ahead of this week's first republican debate. a big headline here as donald trump's challengers have a big uphill climb to stop him. the numbers do show an opening for some of his rivals. this as the trump campaign confirms he's skipping wednesday's debate. we'll talk all things debate in a moment. first let's bring in nbc news national political correspondent steve kornacki. break down the new numbers for us. >> you mentioned the big hill trump's opponents have to climb in the first of the nation caucus state. in our nbc news/"des moines register" poll, trump running at 42%, more than doubling up his nearest rival, 19%. no one else in double digits. tim scott the best of the rest at 9%. you see a scattering for the rest right there. that is a big lead for donald trump. it's not the biggest we've seen a republican have at this point pre iowa caucuses, but it is among the largest leads we've seen in polling on the republican side in iowa at this point. so that's trump's lead right now. one of the things pouring it in iowa, the evangelical vote is huge. in the 2016 iowa caucuses about 20% identified as evangelical. trump lost iowa. a big reason was he lost the evangelical vote by 12 points. right now in our poll he's leading by evangelicals in iowa by 27 points. now evangelicals who are a weak link for the caucuses in '16 are pouring him at least at this point in the 2024 cycle. also, the latest trump indictment last week, this is not bothering most iowa republicans. 65% saying they don't believe trump committed serious crimes. one interesting note on this, this poll was conducted during the news last week that trump was being indicted for a fourth time. the portion of the poll that was conducted had trump leading by 18%. the news broke. and then trump jumped to a 25 point advantage there. showing you maybe a rally around trump effect among republicans. that's the hill republicans are trying to climb to beat trump in iowa. but what's encouraging for some of them is this. this is the favorable/unfavorable numbers in iowa for republican candidates. first of all, the most popular, just liked republican candidate is not trump in iowa. it's ron desantis. desantis is 23 points behind. look at that. 66% favorable, 29% unfavorable. how about tim scott? 59-17 favorable/unfavorable. there's trump in the midding, 69/33. it's an interesting dynamic where trump has such a big lead but he has several opponents who are both very well known, and right now very well liked by iowa republicans. that's the opportunity maybe for a desantis, for a scott, maybe even for a nikki haley in wednesday's debate. if trump is not there, can one of them start to stand out and consolidate support? that's where the iowa race could get interesting. if desantis, scott, haley could consolidate behind one of those candidates, that trump lead could narrow and things could start to get interesting in iowa. this is not a case of iowa republicans rejecting saying they don't like all the candidates except trump. they like quite a few of these candidates. >> i think you mentioned that the majority of iowan caucus-goers say they're still open to changing their mind, even though the trump camp is still holding strong. thank you so much, steve kornacki. joining us to discuss this and more is former republican congressman from florida, carlos curbelo who is actually at the airport in milwaukee where the debate is this coming wednesday. getting an early start on the rush to get to that city. we'll talk to you in a second. also with us, former campaign manager for the 2012 obama re-election campaign, jim messina. good to see both of you here. let me start with both of you, trump didn't win iowa caucuses in 2016, yet today he's facing 91 criminal charges and iowa voters are behind him, more so than any candidate since george bush in 2000 including the vast majority of evangelical christians. why do you think that is? >> that's right, ana. when they arrive for this debate, they and their campaigns know this is still a race for second place. donald trump made that clear the other day when he published his statement about why he wasn't coming to the debate. he said this is a race for second place and he's not going to waste his time coming here. look, all of these voters are extremely loyal to donald trump, some of them believe he won the 2020 election despite all the evidence to the contrary. as long as he's in the race, they're going to stick with him. these candidates are preparing in case something happens to donald trump. you mentioned the cases, you mentioned the indictments. does donald trump make it all the way? who knows? this race for second place is unfortunate for these candidates. usually you're running to win. in this case, second place might not be such a bad thing. steve just shared some news that's the first bit of good polling news that the desantis campaign gets in quite a while. >> jim, our vaughn hillyard talked to a few of people involved in this nbc news survey. take a listen. >> personally, i think that a lot of people that are in my shoes that want someone other than donald trump aren't as vocal as the donald trump supporters. so i think when it comes time to go in there and actually vote, i think then we'll see what really is going on. >> it's a possibility that remains, but it seems to be diminishing. >> i think he has an excellent chance of winning in the general election. i think there will be a lot of support. i'm around a lot of people that are trump supporters. >> why do you think he's held on to such a seemingly tight grip among the republican electorate? >> i think there's still so much anger at the process in the sense of what has happened in the political arena, and i think he draws on that. >> jim, what's your reaction to what we just heard? >> republican primary voters seem to be living in an alternate universe that's really going to be a problem in the general election. i saw another poll over the weekend in iowa that showed that republican voters there trust donald trump as a source of the truth more than they do their own religious leaders, which is just a stunning indictment of kind of where we are. i totally agree with the congressman. these people are running for vice president. these people are running for seats in the cabinet. none of these people have a real shot at beating donald trump. if you don't believe me, look at the memo that leaked out of desantis' campaign over the weekend saying he's going to defend trump, not go after him. if you're going to try to be the king, you have to topple the king. none of these candidates seem to have the guts to take on the source of the truth that is the republican party now, donald trump. >> so trump is not going to go to this debate, because he believes what you're saying is true, that he's got a lock on this. so why put himself out on the debate stage with the others trying to catch up? sources are telling us that he may be out the debate after this one as well, perhaps beyond that. who knows? congressman, do you think this is a wise decision by trump to skip the debates? does it make it harder for his rivals? >> ana, politically speaking, donald trump is actually making a very rational decision when it comes to this debate. i was a candidate many times. i served in congress. sometimes i had primary challengers, they were very low in the polls. i had big leads. i didn't want to go and get on the debate stage and give them an opportunity to get better known. his decision is justified politically and makes a lot of sense. it would make less sense for him to show up there and give candidates like chris christie, maybe ron desantis and others, the opportunity to knock him in front of a big gop primary national audience. so donald trump is making the right decision for his campaign right now, given the polling, given his standing in this race as a clear favorite. >> jim, trump went after ron desantis over the weekend for this comment. >> a movement can't be about the personality of one individual. if all we are is listless vessels that are just supposed to follow whatever happens to come down the pike on truth social every morning, that's not going to be a durable movement. >> listless vessels. the former president is trying to liken this comment to hillary clinton's basket of deplorables comment. do you see it that way? >> no, i don't. it's proof of kind of how donald trump dominates this republican primary, that his criticism is the news, not what desantis said. if desantis has a strategy, no one i know in american politics can figure out what it is. the fact that he won't even directly criticize donald trump 3 1/2 months before the iowa caucuses, shows you why he's plummeting in the polls. it's an inexplicable political moment that he won't even criticize the guy who he's closest to in the iowa polling, ana. >> congressman, let's take a look at who will be on the debate stage, including former arkansas governor, 2024 candidate asa hutchinson. he just qualified. he announced weekend he will be there. i think there are nine total candidates who have qualified. of course, donald trump is not planning to be on the stage. how crucial is it first to make this first debate? >> reporter: i mean, what do you say, ana? i think have patience, unfortunately, because this is going to take some time. you're talking about a scene where the fire burned hotter than an incinerator. i was talking to a federal source on the ground. i said it was an incinerator rolled through town. he said no, it was hotter than that. if there are remains, they're so minuscule and so delicate and so unnoticeable and untraceable that it takes everything just to get those remains. and then the process of identification is even tougher. to a lot of these families they're saying just pray and wait. more practically, they're saying submit a dna sample. if you have a missing family member, there's a family assistance center set up around the island. those families are able to get the confirmation. for a lot of these families, they're never going to know which is very heartbreaking. a lot of families are dealing with the loss they do have. we spoke to the family of the 14-year-old who was home when the fire came. it came after school and he's home with his dog. his family finds him after the town burned down shielding his dog in his own room. here is what his brother told us. listen to this. >> yeah. they were found together hugging. he probably tried to save him, and he jumped on top of him and he hugged him. >> reporter: tragic, but at least that family has closure, and a lot of families may not. ana. >> that is a gut punch. at least the dog was providing comfort to that boy. the president and first lady are expected there later today. what's on the schedule? >> reporter: so he will be on the ground for several hours, touring the heart of the devastation in lahaina, speaking to local county, state leaders, making his rounds and talking to the families of victims, of course. but also expected to meet a little friction. not only are people unhappy about the local, state and county response and about the speed of it, but also about the perceived lack of communication from federal officials including the president who took a while to make a statement that was substantial. there may be, as we may expect, a protest or two when the president arrives. also the president, when he visits an island with a land mass as small as maui, there is worry he may complicate things on the ground here. the president knows that, has felt that and says they will do everything in their power not to complicate what's happening here. but it's another consideration as well. so complications in maui's darkest hour. >> important visit for him to be there, to show support for the people there. steve patterson, appreciate that reporting. joining us now is the secretary of homeland security alejandro my your cass, the agency that oversees the emergency responders connected to fema. thank you so much for being here. as the president prepares to visit, what do you want the residents of maui to know? >> ana, thank you very much for having me. it was heartbreaking to hear the reporting of the 14-year-old boy hugging his dog and the family finding them deceased. it speaks so poignantly and powerfully of the suffering that people are enduring and the single message, the most important message is that we are hear for them and we have been here. we have more than 1,000 people on the ground there going door to door, information and survivor support centers. our footprint is extraordinary there. we are there now, and we will be there tomorrow and throughout the long-term recovery. i think that's the most important message. we are following the president's immediate direction to us. as soon as the fires broke out, he directed fema, the federal emergency management administration, part of the department of homeland security, to respond in full force immediately. that's indeed what we've done. >> people still don't have answers about their loved ones, and they've lost everything. you heard steve's report about what he's hearing from folks on the ground expressing frustration, some even anger. what do you tell people who feel like the help isn't coming fast enough? >> ana, it is heartbreaking, the fact that it is difficult to identify the remains of individuals as the reporter indicated when a fire has become virtually an incinerator. we have 450 search and rescue personnel. we have 40 canines deployed to help identify individuals who are deceased. and then we will take samples and the like. we're going door to door trying to provide information to people. we're working with experts so we're culturally sensitive to the needs of individuals on the island. we're doing everything that we can. in a travesty like this, there's going to be heartbreak. and as a search and rescue operation is under way, it's very difficult for those individuals who do not understand or know what has happened to their family members, their loved ones, their friends. >> absolutely. and i know for you and all the people who are responding to maui and to other emergencies, it's an all-hands-on-deck effort right now. we mentioned there's also tropical storm hilary, the deadly wildfires in washington state. what's the biggest challenge right now for the federal emergency response? >> we are not limited in our resources right now. we're fully deployed across the federal government. it is not just fema. the president will be announcing when he arrives in hawaii his appointment of robert fenton, the regional nine coordinator at fema as the federal response coordinator to make sure we have an all-of-administration response to this tragedy. we already are well coordinated across the federal government. he's ap pointing robert fenton as the lead coordinator. our challenge is ensuring that everyone understands the resources available to them in making sure that we're bringing that much-needed closure to individuals and everyone on the island should know, and everyone across the country should know that this is what we're devoted to. we're following the president's direction to spare no time, no expense to address the needs of the impacted communities. >> just zooming out, though, when you look at all of these natural disasters happening at the same time, and it just seems like the hit keeps coming. former dhs secretary, jeh johnson, someone who has held your role before, has told me he believes the climate crisis may be the greatest threat to u.s. national security. do you agree with that? (vo) subaru is the national park foundation's largest corporate donor, helping expand access for all. now to the impending deadline for donald trump's surrender in georgia. the former president has until this friday to turn himself in to this atlanta jail to face his fourth set of criminal charges. law enforcement officials say they don't expect him until at least thursday. let's bring in nbc's blayne alexander in atlanta. also with us, former federal prosecutor an koosh cadorry. how is fulton county preparing for donald trump's arrival this week? >> reporter: ana, we know the preparations are still in progress. three senior law enforcement officials tell me and kelly o'donnell that they don't expect the president to come to georgia until the back part of this week. not monday, not tuesday, wednesday. that only gives thursday and until noon on friday to surrender. we know the secret service is involved. we know they have been scouting out areas, kind of getting the security ins and outs of areas here in fulton county since even before the indictments were handed up last week. if the former president does, in fact, surrender at the jail which according to the sheriff's office he is expected to do, there are a number of questions. one, it's very likely he would get an expedited booking process. typically for any typical person to get booked in and out of the jail, we're talking about a 12-hour situation. so what will the expedited process look like? the other question, of course, how will he get there, get inside? typically the fulton county jail you can go through one of two entrances, right through the front door or if there's an inmate, they go through the back, a sallyport area that you're looking at now. that is largely away from camera views. it's certainly a question of how they would arrive there, what that could possibly look like. there are others taking part in the conversations, trump attorneys, the d.a.'s office. all have a say in what this would look like. reminder we're not just washing for him to turn himself in, we're talking about 18 others. still none of the 19 people have surrendered. >> that's a good update. thanks. an koosh, after the jack smith election interference indictment, we pretty much saw one of trump's attorneys all over the airwaves trying to make his case, and the defense he was going to lay out. we haven't heard that this time. what do you imagine trump's defense might be in the georgia case? >> i think the principle defense is to make it drag out as long as possible. ideally for him he wants to push the trials until after the 2024 election, so hopefully he can get back in office, shut down the federal investigations and go to the state courts, including fulton county and say we need to put this on hold while i'm still in office. in terms of the rest of his defense, that still has to come into focus. i imagine it's going to be quite some time. i do think this is going to move fairly slowly. >> katherine, trump continues to fundraise off these indictments. in fact, he continues to gain political strength. he was out with an email yesterday to his supporters highlighting "the washington post" reporting that trump could be booked in violent atlanta jail with crumbling walls. he's been repeatedly told not to speak, not to do anything that could perhaps influence a jury pool. is there anything that's going to get him to stop talking, stop fund-raising like this? >> the fund-raising he's entitled to do that. the talking, if it's about witness tampering, if it's about trying to influence the jury pool, making inflammatory statements, a judge. a judge is really the only person who can get him to stop. that's basically saying, if you do x, mr. trump, the consequence will be y. so far that has president happened. it's been a more of don't do this, don't do that. no judge has firmly said, if you do this, you'll be held in contempt or you'll be fined or you'll be jailed. >> we did hear from the one judge responding that, if he does that, it's going to mean a sooner trial date. >> exactly. he doesn't want a sooner trial date. that's not a personal trial date like contempt or a fine or being incarcerated. no judge has done that yet. if that happens, we'll see whether or not he behaves. >> we have a new development in the other federal case, the one involving classified documents, ankush. abc news is reporting that mark meadows testified before the special counsel that he can't recall trump broadly declassifying documents before leaving the white house. former vice president mike pence was asked about this reporting. here is what he has to say? >> i can't really comment on your reporting. but in my case i was never made aware of any broad-based effort to declassify documents. >> ankush, what's the importance of this, if at all, to jack smith? >> it goes straight to the defense that trump tried to present as soon as his home was searched. it was a little over a year ago that mar-a-lago was searched. he declassified everything. and his defense changed. defense isn't going to change over time. i think they sort of abandoned it at least as a factual matter. this seems to be another nail in the coffin quite honestly. i don't know how the president could have had any kind of standing declassification order about either his chief of staff or vice president not knowing. >> six months, four indictments. catherine, trump has been using the timing of all these charges to try to bolster his argument this is all politically motivated and it's, in his words, election interference. can you address that? why do you think all these cases are reaching this sort of climax at the same time? >> well, it's just timing. they all, one by one, they've been indicted. i think realistically, if there is a trial, it will only be one case that will be tried before the election. >> which one? >> well, i suppose it could. conceivably it could. it's probably going to be a rare event, though, trying to understand where this locally acquired case came from is going to be difficult to understand. >> it's the first this far north with cases found in the warmer southern states of florida and texas. nbc news' blayne alexander got an exclusive look inside a cdc mosquito lab where a malaria response team is on high alert, with mosquitos that carry malaria being found here at home for the first time in 20 years. >> why are we seeing these cases now? um, it's called commitment. could you turn down the volume? here, you can try. get way more into what your into when you stream on the xfinity 10g network. an all too familiar scene playing out again this weekend, new england patriots cornerback isaiah bolden taken off the field on a stretcher during a preseason game after colliding with a teammate. nbc's sam brock with more now on what happened. >> reporter: after an unsettling weekend in the nfl as it concerns injuries, positive news this morning for isaiah bolden, he is the patriots' player that went down. according to the team, he was released from the hospital after a series of medical evaluations and returned with the rest of the team on the bus to foxboro on sunday. now, the patriots have not specified exactly what the nature of the injury is, but the nfl suspended the game quickly with player safety top of mind. a regular preseason game between the packers and patriots quickly elevated to something much more serious saturday. >> immediately calling for the medical team. >> reporter: rookie quarterback isaiah bolden went for a tackle but collided with a teammate ending up on the field motionless for minutes. >> patriots' players taking a knee, packers. >> reporter: players praying with bolden ultimately carried off on a stretcher. both coaches backing the nfl's decision to suspend play with more than ten minutes left. >> appreciate the way the league handled it. i think that was the right thing to do. >> it's a scary situation, one that you never want to see in our game. >> reporter: in a boost to patriots' fans, the team writing after undergoing a series of evaluations and being held for overnight observations, isaiah bolden has been released from a green bay hospital, returning home on the team bus and posting on social media appreciate the prayers. more excited to be back with the guys. it follows another weekend scare with buccaneers' quarterback john wolfer who suffered a neck injury and also needed to be stretchered off the field. >> the head whipped a bit on the first initial hit. >> reporter: the incidents coming seven months after bills' safety damar hamlin experienced cardiac arrest during a nationally televised game only to make his miraculous preseason return a week ago. >> it was real special like a moment of serendipity, life coming full circle for me, you know, just go through what i went through. >> reporter: players who watched bolden's scare certainly felt flashbacks. >> it brought that damar feeling of it's just scary, that's just how it feels. so it's just praying for him, man, that he's okay. >> reporter: the nfl continues to update its rules to protect prayers' safety are from tightening concussion protocols mid-season last year to reducing violent collisions on kickoffs. this morning the league just grateful that bolden will return to full health. the nfl says it's made great strides when it comes to player safety both on the equipment and the rules side of things, with the equipment during training camp, you'll see players wearing guardian caps over their helmets. it reduces the impact of hits and so far the nfl said that's led to a 52% drop in concussions. in addition to that on the rule side, a new topography when it comes to kickoffs, when a player fair catches the ball, if he's before the 25 yard line, they start on the 25 now. not the 20. the nfl truly believes that's going to reduce collisions and concussions, projecting a drop of 15% of concussions from kickoff as well. they're trying to attack this from multiple angles. that's going to do it for us today, thank you for joining us. i'm ana cabrera reporting from new york. josé diaz-balart picks up our coverage right now. and good morning. it is 11:00 a.m. eastern, 8:00 a.m. pacific. i'm josé diaz-balart. right now presidents and residents along the west coast waking up to potentially life-threatening flooding from the effects of hilary. and in the midst of it all, los angeles area residents rocked by an earthquake. president biden and the first lady will soon meet with survivors and local officials as a number of people killed in the wildfires reaches 114. but the president won't get a warm reception from all residents. >> we don't need you. don't come here. >> stay out of our way.
