front runner, former president donald trump will loom large, even though he is not even expected to show up. his four criminal indictments on our democracy, on edge to say nothing about his attacks about the prosecutors and judges. and his politics of division -- is there any republican prepared to push their party in another direction? we're talking about that and more ahead on politicsnation. but first, we want to get you the latest on the tropical storm hilary as it makes landfall in the u.s.. millions of southern californians are bracing for an unprecedented weather event. nbc news correspondent joins us live from los angeles with the latest. >> hello, reverend sharpton. the storm is starting to resist here in los angeles. already, we are feeling the impacts. the heart of the storm is still in california and mexico, -- you can see behind us the l.a. river, rushing rapidly. it's risen drastically in just the past few hours. 24 million people across the southwest are under flood watches and warnings. that's more than doubled the population of florida. a lot of people are impacted right now, and the flood watch extends to los angeles for places like santa monica on the coast, inland areas. we've already been seeing isolated flooding on some streets. we have seen downed trees. we're seeing a mudslide in one area. there are invocation orders in place east of los angeles in san bernardino, and riverside counties. some of those might get 1 to 2 years worth of rain in the 24 hour period. a lot that we're watching right now, governor newsom in california has cleared a state of emergency. the governor of nevada within the past hour as also had a state of emergency. las vegas is getting hit hard right now with a lot of rain, and a lot of the rain here on the eastern parts of southern california have to make its way somewhere. oftentimes, it ends up right here on the l.a. river. thankfully, this river has been dealt with to prevent flooding, allowing a lot of water. as we mentioned, this is going fast. it's rising rapidly, and we are just at the beginning of this storm. reverend? >> thank you for being with us. joining us now is congresswoman sheila jackson lee, democrat of texas, and candidate for mayor of houston, texas. before we get to politics, i have to ask you, we just reported on california's first tropical storm in nearly a century. we have also seen wildfires in maui and right now in washington state and canada. many experts say that climate change is a major factor. can we expect any political movement to more seriously address this issue? >> thank, you reverend, for having me. first of all, my concern for those in southern california, nevada, and of course, in maui. i don't know how clear the weather can pronounce and proclaim what kind of climate crisis we are in. and we are in that. for many years, democrats of the united states congress saw this coming and began to work with legislation, of legislation, and then obviously, this major piece of legislation, inflation reduction act. when we have democratic presidents, all of our departments had a concern about climate change and it's catastrophic impact. the only thing that i can say is that as we return, the question is, where will our friends on the other side of the aisle start thinking about corporate interests, which should in fact be corporate interests with a good heart did deal with the tragic impact if maui does not answer the cry, or wake us up. i don't know what will. we will be going back to look at seismic ways to deal with climate change. and as, well respecting jobs, respecting creating new jobs, but respected people that now have been brought to their knees literally by catastrophic incidences like wildfires. we don't know what kind of hurricane season. i know that the hurricane season is going to be quite feisty, quite difficult. now we have hillary. i think that if we don't answer the call of crisis, we are going to be facing a very bad future for any americans. >> the first republican primary debate this wednesday night right now, this current front runner of donald trump appears to be opting out in favor of an interview with tucker carlson. trump former vice president mike pence said this morning and he is holding out hope that his former boss would change his mind. take a listen to this, congresswoman. >> i think that every one of us that have qualified for that debate stage ought to be on the stage, be willing to square off, answer the tough questions, and draw a quite bright contrast. my differences with the former president go far beyond that tragic day in january. >> congresswoman, i participated in presidential debates as a candidate when i ran for the primaries in 2004, and i will be hosting with others debates decibels on the network. just a few hours on the reckoning of -- and i believe, the gop is facing over the donald trump situation. what are your thoughts on whether the -- where the party is right now? >> one simple question. will they choose america, where will they choose to be at the altar of trump? this is a weekend of worship for muslims and people of the jewish faith, christian faith these days that we have had over the weekend. many people are in their places of worship, and we know that in that warship mode, we believe in a higher power. the question is that even as we do that, we respect the constitution, the laws of the land. i cannot seem to find any republican willing to stand up against an individual who is trying to tear this nation apart. who has disregarded constitutional rights and privileges, and responsibilities. it's in the next coming days, on the wednesday, that question has to be answered. are you going to be a candidate, speaking to the american people about america, and about what's right for america? and what is wrong? what is wrong is the character, and the characterizations that have been led by this former president of the united states, beginning with his tenure as president. and also, that fateful day that i was on the floor of the united states house of representatives on my belly, on january 6th 2021, with many others. that will be the question that night. they will speak for americans. if they do, they will own up, this behavior, these indictments, these attacks that are continuing. they are not the reputable positions that anybody who it -- should be the characteristics. i hope they will do so. >> the level of -- i take threats very seriously, as you know i was -- leading a nonviolent, march threats on peoples families. as donald trump's legal jeopardy has grown, so to have the threats from trump's supporters against public officials overseeing legal proceedings targeting the former president last week. last, week a texas woman was arrested by the fbi for making death threats against washington district court judge tanya chutkan, who will be presiding over trump's trials, stemming from jack smith's january 6th probe. according to the complaint, the threats began just after trump's arraignment for alleged interference. and addition to judge chutkan, the woman also threatened to kill you, congresswoman, along with every democrat on capitol hill. and she called you by name. how are your staff holding up under this revelation? as we said, i take these things seriously. >> we are glad that you're safe, i remember, that and of course you are getting ready to lead the seventh -- the march on washington, bringing thousands to washington, it's important for people that express their first amendment rights, and be safe. as i say, that one would think the first amendment rights should be respected. what was said and what was provoked was stunning. i said previously that it was chilling. certainly, you think of your family, you think of your staff members. most importantly, you understand you are in public life, and people will disagree with you. they might even find you contemptible. the problem is that the judge, if i take her example, she is an article three judge. a respect the legislature, the executive, and the article three judges. they are constitutionally given their powers. she is doing her job. there is nothing else that she can do. she is appointed for life. she did not choose that case, it was given to her. to be able to be interfered with by provocations of race, calling race as a factor in why you would be biased or unfair, and thereby provoking those that are followers of trump, and then leading it to other public officials, it seems to be something that i am absolutely stunned against, that my friends, my republican friends, elected persons of all backgrounds. whether they are governors, members of congress, whether they are mayors and cities, as i hope to be, that they would not stand up and indicate that this is not america, this is not constitutionally protected, as protected speech. you cannot cry fire in a crowded theater. i am looking for the stage on wednesday for somebody to answer the question that we are running to be president of the united states of america. not to follow in the cult of the former president of the united states. that is what we have. i am concerned about fani willis. i am concerned about the judges. they are doing their duty, and certainly as i move around, travel around through my responsibilities, we have to be concerned as well. it shouldn't -- be those who refused to accept that this is what america is about, and that they are running for president of, the united states, with all of those lies that they should adhere to. and not continuing to bow at this alter where they cannot speak about somebody who is literally providing -- dividing this country by race. we cannot divide this country by race, we are americans. >> thank, you and be safe, congresswoman sheila jackson lee. during his, now district attorney jake tom morgan. palm beach county florida state attorney, dave orenburg. gentlemen, let me first -- first of, oh let me thank you for being with us tonight. let me get you first, mr. morgan, as a former georgia prosecutor, the deadline for donald trump's surrender -- to authorities is this friday. what can we expect when donald trump finally does turn himself in at the fulton county jail? how will this process play out in georgia? differently from what we have seen in his previous three arraignments? >> reverend, first, thank you for the opportunity to be with you this evening. i look forward to hearing your comments later on tonight. mr. trump and the other 18 defendants will be treated like any other defendant in fulton county, georgia. you will have to appear at the jail. he will enter the jail, he will be fingerprinted and mugshot. typically, ahead of time, those arrangements have already made made. i doubt that mr. trump and the others will actually spend any time in a cell, which is apparently different than what has happened in the other cases, where he has been allowed to not have a mugshot, or not have as much fingerprints taken. >> throughout the special counsel investigation into donald trump's retention of classified materials, trump has maintained that as president, he had the power to declassify documents that will. abc news this weekend has reported from the sources that trump's former white house chief of staff, mark meadows, told jack smith's office that he does not remember his former boss declassifying any of the documents ultimately discovered at mar-a-lago last year. state attorney orenburg, you represent palm beach county, home to mar-a-lago. have you heard anything out of this documents case the squares with what meadows is alleged to have sent to the special counsel? >> reverend, it's good to be with you. i think that we only knew that any claim that donald trump had a standing declassification order was just bonkers. john bolton, which worked -- trump then changed the story, saying that he could just mentally declassify things, like it's a jedi mind trick. the only person that has said he had a declassification order was a loyalist to donald trump. patel was brought before the grand jury, and recorded those reports. we don't know what he said after he was given immunity after the fifth amendment. we shall see, but as far as whether this declassification order exists, of course not. the fact that mark meadows told the feds it didn't is just one more piece of evidence. one more thing, if we needed more to find the truth about, this look to trump's words. he's an recording saying to everybody that i could have declassified when i was president, but i didn't. i can show this to you. -- >> gop presidential hopefuls ron desantis and mike pence both privately met with georgia governor brian kemp on friday. a few days after trump's indictment in the state over the 2020 election. politico is reporting that according to sources in the conversation, desantis did not discuss endorsement with camp, and he has declined to share details on the closed court conversation between the former vice president and can't. what is your take on these meetings? >> i'm sure a lot of us wish we were a fly on the wall during that meeting. as we all know, trump has publicly stated that if the republicans are going to win in 2024, -- it is interesting by mr. desantis and pence to meet with mr. kemp, they're not saying. that they're not coming forward and saying that the republicans need a different nominee if they're going to be carrying this election. george is a swing state, mr. trump's candidates didn't win. and for the u.s. senate seat, this is going to be a very pivotal state. these candidates know that. mr. camp is part of the -- his endorsement is going to be very important to whoever gets to that. >> state attorney orenburg, former florida state -- joining us here on this show here tonight. we just have a few minutes. a few weeks after she was suspended by ron desantis for, quote, neglect of duty and incompetence, and quote. desantis, alleging that warren had been too lenient in prosecuting violent prosecutors at the state. it's the second time the government has suspended a democratic prosecutor, promoting a conservative replacement. given that you serve florida in the same function, and you and her were voted in, can i get your thoughts on her suspension? >> you know, it is part of a smear campaign that has been going on for months to try and make the public feel like they were not safe. the reality is that crime is down in the ninth judicial circuit. it has gone down since i took the reins as state attorney in january of 2021. there are no facts, no truth to any of that that is being said. my policies have reduced mass incarceration, and that is exactly the platform that i ran on. that's what people elected me. for what is happening now is one of the most vicious attacks on the democracy that we have seen in present times, where he can essentially negate the votes of a particular segment of our community. it is just wrong. >> governor desantis has appointed andrew bain, a conservative state attorney to replace you. on thursday, bayne's office released 100-day plan that he says is aimed at restoring public trust and law in order. >> the problems that our community has with public trust is based in the fact that law enforcement is not being held accountable. until my administration, and one of the things that the governor said in his statement was that we support our law enforcement. what that means is that we don't prosecute law enforcement officers. i did. that is one of the biggest issues that have caused law enforcement to come against me, and one of the reasons that the governor removed me from my position, because we had key investigations requiring line forsman and current prosecutions in the law enforcement, and their brutality being on the community. again, that was one of the things that iran, on and one of the things that the people have elected me to do. it was to restore the public trust through holding law enforcement officers accountable. >> last time i looked, when law enforcement people break the law, they are criminals. state attorneys are supposed to go after criminals, whether they're in blue jeans or uniforms. to remind our viewers, you are democratically elected in 2020. you've said that you are intending to continue your bid for reelection as state attorney in 2024 amid this suspension. can you tell me what you've been hearing from your constituents as you begin this one? >> our constituents are outraged. we are outraged because they realized that what is happening with the governor is a pattern of nullifying the voters in areas that did not support him. we saw it happen in hillsboro county, and dour seeing it in orange county. in every place where democrats are democratically elected, he is going through and he is pulling them out of office. this is to go along with the gerrymandering that he has started with, the districts year, and so he will change the votes to ensure that he can get a supermajority in those legislature here in florida. he is also looking to gerrymander the court districts. essentially, he's not the governor to all floridians, he's only the governor to republicans. the most extremist republicans. something has to give somewhere, and so i am running for reelection proudly. if i can't get justice from the courts here in florida, i will get justice for the people in 2024 when they reelect me to be their state attorney. >> i want to ask you about another legal matter involving the florida governor. on thursday, disney filed a counterclaim against the board appointed by desantis to take control of the company's special tax district. that is according to court filings. what are your thoughts on this case? >> i think it goes back to what i said, earlier when i see areas the support desantis, he's going into these areas and retaliating against them. that is what happened with disney, it's what happened with me, it's what happened with andrew warren. he is abusing his authority as governor to retaliate against businesses and individuals that are not in alignment with his extremist republican policies and platform. furthermore, he is utilized all of this and us as a means to try and boost his failing presidential campaign. it is shameful. this is america. this is a democracy, and it's not a dictatorship. we should not, and will not stand for this. >> finally, as you just mentioned, the presidential campaign. as you note, desantis will be taking the stage on wednesday in the first republican debate. what will be your thoughts as you tune in, given everything that you've seen play out in florida? >> i know that he's been touting all of these injustices, these attacks on democracy and things that he believes our strengths for his campaign. what i'm saying is that america, watch, because as we are all losing our freedoms here in the state of florida, america is at risk of losing those freedoms across the country. we don't want to. send it desantis away. i don't want to say send him back to florida. quite frankly, we don't want him here either. send him away. tell him that these extreme political views aren't what we want for our country, and they're not what we need in this state. >> monique worrell, thank you for joining, us i'm sure we'll be talking again. now let's turn to tropical storm hilary. we'll bring in marcus coleman, director for the department of homeland security center for faith-based enabled partnerships, and a spokesperson for fema. first of, all earlier today, tropical storm hilary made landfall on the baja california peninsula. warning of catastrophic and life-threatening flooding inside of california and the southwestern u.s.. how should those other west coast improve those major urban areas as it heads their way? >> thank you for having me, reverend sharpton. there are a few key things that we are encouraging people to do right now. the first is to follow instructions of local officials. we recognize that the impacts from the storm are going to be widespread. there are certain risks that were particularly concerned about, flash flooding, storm surge, they are going to be some areas that have burn scars from prior wildfire flooding, which might provoke mudslides. we really want people to take any final preparedness precautions to file their instructions with local officials. >> the storm is expected to enter the history books as the first southern california tropical storm in 84 years. what are the challenges that you have faced responding to these increasingly common extreme weather events? especially in helping communities of color prepare for them? >> fema's mission is to help people before, during, and after disasters for all hazards. then there is the leadership of president biden and vice president harris. fema has taken on the mantle to ensure that we are taking a whole new community approach to address the different challenges that come with. increasing frequency and severity of the storms in a changing climate. fema administrator chris will have empowered us all to make sure we're leading forward, alongside government partners, and the non government partners to address any inequities that might occur through the storms. i say for myself, this particular storm, i've spent a lot of time in my family text message and group text talking about the different precautions they can take for these storms. i am encouraging my family, encouraging my family to do three things. one, make sure you have your phone is charged, all those access for medications. number two, if you are in california looking for specific information, ready.gov is extremely helpful. for those that are listening, it's a great opportunity to download the fema app. they, or you can sign up for weather alerts and get other other preparedness information. make no mistake, it's a historic storm. again, due to the leadership of president biden and vice president harris, we continue to be positioned and ready as a nation to support any community in their time of need. >> in your line of work, you lead a team focused on building partnerships along others at fema, and the dhs, to advance equity. as the threat of climate change continues to grow more urgent, it is having more of a impact on communities of color, particularly for black communities. what messages are you sending to those communities so they can better prepare for those disasters? >> we have a number of national partners, including the national action network, the national association for the advancement of colored people. operation helping others that has come alongside fema to ensure that we are doing a few things. number one, taking the steps to ensure that all of the available funding to help mitigate against these disaster is making sure that it's allocated towards all communities in a way that aligns with the presidents vision. the second piece is that we want every individual and every organization to take steps to prepare now. download the fema app is one way to do so. the third piece is that we recognize that every community is going to be having those conversations with local government officials, with county officials, and so we continue to develop tools and resources and look forward to working across our entire national coalition of partners, and including the national voluntary organizations act of disasters to ensure that we are planning for the risk and hazards for today, but making sure that there will be more climate resilience in the future. >> we saw the fires burning in canada, blanketing parts of the east coast. then it's the devastation out of maui from the wildfires, and now we are seeing massive wildfires in washington state. meanwhile, experts in washington say that wildfire seasons are starting earlier and ending later. even lasting into october. that is the dynamic of these shifts. what threats to these environmental problems posed in these areas? how could it impact other regions of the country? >> unfortunately, red brand, we see risks unfamiliar to many communities and many different people, such as the wildfires that you mention. either based on time or location. what that will ultimately mean is that we collectively have to take action and make sure that we are taking the proper steps to reduce the harm that might come from some of these hazards. i'm thankful, and from fema's, part we had physical presence in washington state, california, throughout -- working closely with all of our powers to invite the broad coalition of concerned citizens and organizations to come with us to ensure that we continue to be there for people before, during, and after disasters. again, we have a number of resources available for ready.gov, and on the individual level, if anybody is looking at how to take community action, we're happy to engage with you via ready .gov as well. >> let me ask you this candidly, because you said that you work with various groups in the acp network, but let me ask you very candidly. environmental racism, the fact that the infrastructure in many areas of color, and particularly black communities, have been weakened, and people have been talking about this for a long time. will the fact that the government and fema are coming in now, will they deal with the proportion of those people that are most at risk? i'm not talking about making it special for people or based on race, but i'm saying that would not be appropriate that those that have the areas most at risk would be getting the most attention because they would be getting the most damage?
