over the next week, and marcus twice impeached multiple indicted, disgraced insurrectionist former president's schedule is gonna offer a preview of the dual roles he's gonna take on in the year ahead. as he leads the field of contenders in the republican primary race. while also serving as a defendant in four criminal cases across four different restrictions. on wednesday, the first gop debate of this election cycle will take place in milwaukee. though trump himself will apparently be a no-show. nbc news has learned that former president trump is planning to skip the debate in favor of doing an interview with tucker carlson, in a pear effort to draw attention away from fox news, which is hosting the debate. however, tonight, not clear of where or when that interview was gonna. and there's even the remote possibility that trump could change his mind in the last minute and participate in the debate after all. , he definitely has until tomorrow to decide. regardless of whether or not he shows up, trump's presence is going to be felt, since the issue of his electability in the face of multiple criminal indictment as one of the defining issues of this year's race. on the other hand, the one place where the former president is almost certain to be spotted this week is at the fulton county jail. trump and his 18 other codefendants in georgia's sweeping election interference case had been given until noon on friday to voluntarily surrender to authorities in the atlanta area jail. and sources have told nbc news that the former president will turn himself in like late this week. headed by fulton county district attorney fani willis, the expanse of racketeering case has already caused ripple effects across the political spectrum. trump's former white house chief of staff meadows, who's largely been silent and out of the spotlight since leaving office two and a half years ago, has acted quickly in response to his indictment in the case. yesterday, his attorneys filed a motion to dismiss the charges, arguing in the brief that meadows is protected from state prosecution due to presidential immunity. the second motion that meadows has filed in the six days since the grand jury handed down the indictment. it is also seeking to move his case to federal court, a move that others are likely to try as well. meanwhile, another defendant in the case is now facing possible suspension from public office for his role in the fake electors scheme. as alleged in the indictment, state senator shawn still was one of the 16 people who signed a fake document, alleging that trump had won the 2020 election in georgia. last week, he was among the 18 defendants charged alongside the former president in the election interference case. and according to the atlanta journal-constitution, fulton county district attorney willis has forwarded the indictment to georgia governor brian kemp, which kicks off a process that could ultimately result in his suspension from the state senate. but still isn't the only sitting public official in georgia facing fallout from last week's charges. the states current lieutenant governor, bert jones, was also one of georgia fake electors, who signed the document, alleging that donald trump won. but the judge in the case previously ruled that d.a. willis couldn't indict him due to a conflict of interest. however, the prosecuting attorneys counsel, a state agency that supports district attorneys and georgia, has signaled that it will appoint a special prosecutor to determine if jones should also face criminal charges. joining me now is greg bluestein, it political reporter for the atlanta journal-constitution newspaper. he is the host of the politically georgia podcast and an msnbc political contributor. and he is the author of the book flipped, how georgia turned purple and broke the monopoly on republican power. it is good to see you here. thank you so much for being with us, greg. from what we know right now, donald trump is set to appear at the fulton county jail later this week to be booked. first of all, let's talk about that. tell us about that jail and what process we could expect when trump goes there to be booked? >> first of all, detail is known as rice three, and it's not in good reputation. even prosecutors say they don't want their worst enemies to land that jail. it is subject to civil rights complaints, of an ongoing justice department investigation. the agency reported that three deaths have occurred in that jail alone this month. and it is persistently overcrowded. we don't expect the former president to spend much time there at all. you know, he's a security -- there's all sorts of security concerns, the secret service and other public safety agencies have for him even being in there. along with fulton county sheriff has said he would be treated like any other defendant, any other inmate, which means that he could be processed and booked, that he will have mugshots, which might not immediately be posted online, but is subject to the records act in georgia. so, we do expect a mugshot from unless something dramatically changes. >> now, as you talk about the reputation of that deal, part of it has to do with the fact that there are always backlogs there. so when you go, and normal person goes in and gets booked, you cool your heels in a sell for 12 hours possibly until they have your hearing. i assume that's not likely to happen to trump? >> yes, we expect that brought us to be expedited. but you are right. there are dozens of inmates booked there every day, i mean, i checked early yesterday morning. there was 30, basically, processed overnight. we don't expect donald trump to have to wait there for 12, 14 hours like some other inmates, even though the fulton sheriff has said he would be treated like anyone else. that means, though, that we expect security to expedite the process. >> i would expect in some of the cases, we, even though the sheriff is saying, we will treat him like everyone else, there are security concerns here that would dictate possibly slightly different procedures. >> exactly. even having the former president stay in a cell for a couple of hours would mean removing dozens of inmates to other parts of an already cramped and overcrowded jails. we don't expect them to spend much time behind any bars there. i think it will be a pretty quick process. >> i mentioned in my introduction a pair of republican public officials who are embroiled in the turmoil in this indictment. there are lots of people named in this and as an coconspirators, or just came because they were at meetings. what is the reaction to georgia with respect to those people who are public officials, who also happen to have a role in everything that went down, after the election and prior to january 6th. ? >> i was one of those reporters who stumbled upon that fake gop electorate meeting. and sean still, who back then was the state senator, there was a state party official, he was the, at the door, turning me away, saying there's an educators meeting not a fake electors meeting. right now, where they are under the spotlight. i heard from a lot of republican senators who are rallying behind shawn still, and others who are very concerned about whether or not these charges stick. and we already saw the other fake electors get immunity. and we assume they are cooperating with prosecutors. another fake elector, david schaffer, the former state party chair, also indicted, facing charges for orchestrating the spot. the governor, bert jones, interesting one, as we mentioned earlier, fani willis was ordered not to pursue charges on him against him, because she participated in fund raising for his political opponent, charlie bailey, who worked in her office. but at the same time, the judge said that another agency, prosecuting attorney council, could investigate jones. those proceedings are underway. and georgia is under criminal microscope right now. he could end up facing charges, we just don't know right now. >> let's talk about the governor i just mentioned that fani willis has set this reference for shawn still to the governor. perhaps, kemp is an interesting character. he's come out opposing trump on many of these things, although shortly after this thing, he was at the white house meeting back then after the inauguration. but he is -- where does he stand on this whole thing? where is the governor of georgia? where does he stand and how much does it matter? >> yeah, he is no ally of donald trump, right? trump tried to oust him from office last year, former senator david perdue, gave him 52 points by the governor -- but at the same time, governor kemp has ambitions. he might run for u.s. senate in 2026. he might run for president down the road. he doesn't want to be accused of disloyalty. in the campaign last year, he would not say a negative word about trump because he did not want to alienate donald trump's base of supporters, which is, you know, still a significant segment of the georgia population. brian kemp can also read the polls. one just get out yesterday at an event that kept cosponsored by against pack that shows trump had a 53% in the georgia gop primary. so what the governor is doing is trying to navigate this thin line. he is saying, hey, these charges are a distraction. we should focus on 24. we should not focus on the 2020 obsession with false lies about election fraud. but at the same time, he is also saying he's gonna support whoever the nominee ends up being, if it's donald trump, that means he will have to back donald trump. >> greg, i appreciate it. i'm always grateful for the amount of detail that you she is the author of the important book, resistance, how women save democracy from donald trump. jennifer, good morning. good to see you. you wrote an opinion piece that caught my attention in the post earlier this week in which you wrote about the distinction between the enactments, i carry this with me everywhere i go, the jack smith indictment and the phone with us indictment. which you say whereas smith chose not to indict trump on instigating violence, you know that when this case puts the violent front and center. you think that's an important note. tell me why. >> jack smith had an interest in making the federal case as narrow and as quick as possible. he did not want to get to trump's association with violence because that would trigger, i think, first amendment concerns regarding his speech on the ellipse, if you remember on january 6th. fani willis is telling a different story. he, she is telling a very deep, very detailed story of what happened in georgia. and as we know, trump and others propagated lies about not only the election outcome, but about election workers. he smeared ruby freeman. he smeared others. he accused them of all kinds of misconduct. and that in turn led to violence and lead to threats on their lives, lead to threats on the lives of people like gabriel sterling. remember, he was a republican election official. so, all of that has to come in some place. and i think fani willis has done a good job of showing this is not some septic, clean blot. this was backed up by thugs, dogs that trump insisted on elevating, and spurring into action. elevating, and spurring into action that is part of the story. donald trump cannot escape responsibility because all these for people who are working towards a common outcome. and that common outcome was still -- >> you know, i don't make a shameless plug -- but if people don't want to revoke these things -- they are important because when you listen to them or when you read them, both indictments, jack smith and fani willis, you cannot escape the fact that donald trump could not have escaped the reality of what he did. he knew that every audit failed. he knew that every recount failed. he knew that every court case failed. and yet, all of these, as you say thugs, operating all over the country, arizona, in new mexico, pennsylvania, wisconsin, michigan, georgia, they were all up to stuff. and they were all texting each other. they were all coordinating with each other, making phone calls to each other. this inescapable truth here is that they knew what they were doing and they knew that it was wrong. >> exactly. and because we have willis, and we may have a similar criminal indictment in arizona, where much of the same conduct occurred. we are getting the fuller picture of what this looked like. jack smith is on an important critical crusade which is to get trump before a jury as quickly as possible, get the hardest, toughest sentence after conviction, and make it clear that trump was responsible for trying to steal the election. but we miss important historical facts and important legal facts, if we cut out all of the details. there was real physical victims, personal victims in his squad, and in rudy giuliani's plot and the rest of the. i think this is giving the ruby freeman and gabe sterling, all of the, rest their sense of justice. they get to have a trial, and they get to see that the person who endangered them is gonna be held accountable. >> they will be freeman story is remarkably interesting because the top line of that story is that this election worker was harassed and intimidated. and she has testified as such. the nitty-gritty in this is amazing. first of all, you've got rudy giuliani testifying that she and shaye moss were served, 1password boards, like they were vials of heroin and cocaine. you and i don't have to be geniuses to understand that there are racial implications to the fact that they use that language. but it goes much farther and that. fani willis talks about the degree to which they recruited a black person to go talk to ruby freeman because they felt that would go over than having a white person talk to her. and that person warned ruby freeman as she is in danger and said they could help protect her. freeman was only in danger because giuliani and those people kept talking about her. >> exactly, this is what is so important about bringing the rico case. donald trump does not need to know frankly about the existence of a person who went to ruby freeman's house. you may not know that anyone went there. it doesn't matter. they were again a part of this general criminal enterprise in which they're working in all manners to try to steal the election. everyone from the person who went up to that door to donald trump has to have a sense of accountability and has to be held accountable for their actions. you're absolutely right to point out that there is extremely racial element to this. first of all, this tree of georgia and atlanta has been one of oppression and rider disenfranchisement. and remember what then trump is trying to do. he was trying to throw the votes of large segments of the population in the urban areas. >> detroit, milwaukee, atlanta. >> exactly. there were african american votes. and so you cannot separate the effort to steal the election from the racial element as well. and when you look at the victims of this violence, ruby freeman on an african american women, this is a larger picture that is consistent with georgia's history. and you earlier talked about the effort by mark meadows and others perhaps to get into federal court. i think it is important that it stays right there in fulton county. those people were the victims of this crime, and their election, their electors, their votes have to be vindicated. moving the case to fulton county and away from fulton county to a northern district to a federal court, yes there will be justice, yes there will be jurors perhaps from fulton county, but there is something about putting the crime where it occurred and having those people have a right to have their neighbors, their friends on a jury. and so i think that there is a sense of proprietorship that fani willis has appropriately so because she is sworn to defend the interests of those people of fulton county. and i think that there cannot be a better example of how the federal system works. jack smith has a certain mission, a certain set of obligations, and fani willis has hers. in the two can operate simultaneously as we get to the bottom of this and hold everyone accountable to the extent that they broke the law. >> jen, good to talk to you as always. jennifer reuben is a opinion writer at the washington post in an msnbc [music playing] ♪ ♪ ♪ >> when they couldn't intimidate voters effectively enough, when they couldn't get votes thrown out, and after all they're crying wolf about stuffing ballots and massive fraud and rigged election machines, trump and his allies worked to overturn the election by going after the electoral system itself, this time sending people who in some cases knew very well that what they were doing was illegal, to act as fake electors, to go against the popular vote and hand trump the victory in an election that he lost. this sprawling scheme to overturn the election culminated with dozens of trump allies who agreed to sign fraudulent slates of electors which would be presented to former vice president mike pence on the day the votes were to be certified, on january 6th, so that he would certify those fake electors for trump instead of the real ones, handling the election victory to trump, or the second best option, pence would say that the electors in certain states were in dispute, sending the slates back to the legislatures in question, buying team insurrection more time to complete their co-. we now know that none of that worked. but it was not for the lack of trying or ingenuity. the details very slightly by state, each effort in each state was part of the same grand scheme, and it is laid out in great detail in the federal election interference indictment against trump, which reads in part, the defendant and coconspirators organized fraudulent slates of electors in seven targeted states, arizona, michigan, nevada, new mexico, pennsylvania, and wisconsin, and georgia, something to mimic the procedures that the illegitimate electors who were supposed to follow under the constitution and other federal and state laws. this included causing the fraudulent electors to meet on the day appointed by federal law on which illegitimate electors were to gather to cast their votes, cast fraudulent votes for the defendant, and sign certificates falsely representing that they were legitimate electors. and as the president and his allies are facing criminal charges for coming up with a scheme, many of the people in each of those seven states who agreed to participate as fake electors, they are likely to face criminal charges as well. 84 people, 84 republicans in those seven states signed their names to act as fake electors to overturn the election, and some of those fake electors have already been charged. the indictment out of fulton county explains that scheme. it refers to, quote, the enterprise, meaning that trump and the 18 other individuals charged in the indictment, it reads, quote, members of the enterprise made false statements concerning fraud in the november 3rd, 2020, presidential election. the purpose of these false statements was to persuade georgia legislators to reject lawful electoral votes cast by the duly elected and qualified presidential electors from georgia. members of the enterprise corruptly solicited georgia legislatures, legislators, instead to unlawfully appoint their own presidential electors for the purposes of casting electoral votes for donald trump. end quote. in georgia, the 16 fake electors all received target letters from d.a. willis and at least half of them were given immunity in the investigation back in may. three of these 16 or charged in the indictment. as coconspirators. and an investigation is reportedly underway in arizona into that state's fake electors. the attorney generals office in new mexico recently said that it, too, has an ongoing investigation into fake electors. last month, the attorney general of michigan brought eight felony counts against each of the 16 fake trump electors in that state. keep a very close eye on the 84 people who are prepared to play the headlining role in overturning your election, and validating your vote, and in the final orders of the jack smith indictment, compromise your right to vote, and your right to have your vote counted. ur vote counted. for one and done heartburn relief, prilosec otc. we were loading our suv when... crack! safelite came right to us, and we could see exactly when they'd arrive with a replacement we could trust. that's service the way we want it. >> singers: ♪ safelite repair, safelite replace. ♪ >> as recovery efforts continue in why after wildfires left at least hundred 14 people dead and many more missing, they are growing questions about the many failures on multiple levels that led to this catastrophe. that includes the decision not to blast warning sirens by the head of the mary county emergency management agency. he argued that since the sirens are normally used to one of tsunami's, he feared that people, if they heard the sirens, would head to the mountains directly and to the fast moving fires. public safety meeting records viewed by nbc news also showed that he did have a history of downplaying the importance of a wise emergency siren system. he publicly defended his decision, much to the consternation of some residents, one of them tells nbc news that in extra 15 minutes and a lot of people would've lived. india has since resigned, but he sided health conducts urns. and then there is the more direct question of what has caused the fire. growing evidence including video footage back the argument that sparks from downed power lines may have ignited the initial fire but why didn't the power company hawaiian electric do more by cutting off the power to the entire grid when sensors first detected problems in the energy grid hours before the fire reached downtown behind? or, this is a bigger question, why didn't hawaiian electric do more to prepare for this kind of event which reporting reveals the company knew that it had to and which could've been able the company to target the issue by cutting power to specific downed wires. something it had learned from previous wildfires in california. joining me now is jim carlson, a report from the wall street journal who covers the environment. his latest piece gets right to the heart of the matter. headline, hawaiian electric new a wildfire threat but waited years to act. jim, thank you for being with. us we appreciate you joining us this morning. you and your colleagues write, quote, during the 2019 wildfire season, one of the worst maui had ever seen, when electric concluded that it needed to do far more to prevent its powerlines from many sparks. the utility examined california's plans to produce fires ignited by powerlines and started flying drones over's territory and vowed to take steps to protect its equipment and the customers from the threat of fire. nearly four years later, the company has done little such work, in quote. tell me about this. why, if it knew this was a thing, was it not done? >> it's really a tragic story here. they had known for years, as you pointed out, ali velshi, we did this and they've known since at least 2019 and it took until at least 2022 last year for them to put in the request to the regulatory commission to get the money to do this. and in fact, the -- asked them, why didn't you wait so long? and he said it's because they have hired a consultant in the consultant took from 2019 to 2022 to do the report. and so during that time, they spent a grand total of $225,000 on wildfire specific projects. they need to do hundreds of millions of dollars on his projects. that is not the only failing. it's not just hawaiian electric, it is a collective failure of the maui county, the state of hawaii. they've known at least since 2014 that maui is a ticking time bomb. >> and we see it. one of the things that when these things, we see wildfires on the mainland. we see flights, we see hurricanes, we see high winds. there are always problems. but as i head towards hurricanes whenever i go to cover them, what i see is convoys of electric cherry pickers and utility vehicles heading there. that's difficult in hawaii. you cannot get the stuff that you don't have their. so not only is it a ticking time bomb, but when it happens, it is that much more serious. what, in your evaluation, are the things that could have gone differently here to have lowered the loss of life and property? >> in 2014, there was a local nonprofit called the why and wildfire management organization. they do the whole big report on this problem and said that maui is the most fire prone island in hawaii. a place like lahaina is particularly fire prone because it is at the base of the mountain. this old sugarcane plantations. the sugarcane plantations are filled with invasive grasses a. it's like gasoline, diesel fuel, you light it up and it explodes. and so they said that it's urgent that you need to reduce the fuel and one people, have plans. and we talk to the author of that report. she said that nothing was done, zero. in 2021 last year, this same person was involved in the commission that said it was urgent to do something. we had fires in 2018, which almost actually wiped out lima then. and 2019 was the first -- and yet nothing was done. it is just so tragic that this happened. >> what is your thought on this business about the tsunami sirens? on the face of, it there is some logic to the idea of people hear sirens and they think, head to the mountains. that would be dangerous, but most people don't seem to think it was the right idea not to sound the sirens. >> no, i talked to victims of the tragedy who said that they got no alerts whatsoever. they said had a siren gone off, the argument from andaya was, they think it's a tsunami, they're going to run towards the fire and bring themselves up, but that doesn't even make sense because why would you run towards smoke? >> well i think that it is awkward, but it is also an opportunity. and it is an opportunity for someone to be able to figure out how to use a awkward moment to their advantage and really show up the other candidates lack of political skill. the fact of the matter is that if donald trump was doing this programming as reported, most of your audience are not the hard-core maga crowd, they will be watching donald trump. and so you should make the argument on why you, not donald trump, and not anyone else on this stage can defeat joe biden. if i was on that stage, i would focus on who can win in november of 2024, and this is why i can win, in this is my vision, which is parallel to your vision of people watching, which again, will not be the default maga crowd. i think that there is a opening there if someone knows how to use that opening and really energize themselves as a alternative to donald trump by saying, i am the one that can win. trump can't win. let me show you how. and i am the one that believes in the things that you believe in, which is why we need to defeat joe biden, and i am the candidate. and so it is an opportunity. >> stuart, we put three pictures up on the screen, because there are whole bunch of people, and it would be nice if one of them succeeds and suddenly it shooting up, and that does happen sometimes in republican primaries, but ultimately we had rhonda scientist who is running number two, we have chris christie, sort of the leading contender who is up against donald trump, and he is the one ready to go to task on everything, and then there is vivek ramaswamy who in some polls is showing up in the number two spot, and there is a leaked memo that suggests that desantis's strategy may be to hammer on vivek ramaswamy, which sounds interesting to me. what is your take? >> look, the key in any of these debates is to go into very specific strategy. you should try to accomplish two to 3 to 4 at the most things. if i was working for these candidates i would not go after donald trump because he's not onstage. i would go after ron desantis. and when you do that, you have to walk into that debate with the attitude that one of us is going to walk off the stage alive, and that is what needs to be done here. he has the second most votes. i think he is a terrible debater. he lost a debate to charlie crist, who is not that easy to do, and i think that that would show aggression in a strategy. i don't know what they are going to do, but all of them have sign something saying that they would back the nominee on the party to get on that stage, and that to me just seems to set the frame of the whole kind of moral collapse of the republican party. >> reverend, you are a man of god, and so i know you actually have some church work to do, but i'm going to see you tonight, because you and i are going to talk about the reckoning that the gop is facing at eight pm along with some of our colleagues. and so i'm going to let you go. thank you again for joining, us reverend sharpton, also host of politicsnation, which airs later today at five pm. stuart, stick with me, we will continue the conversation after a quick break. a quick break. both out of this debate and out of this primary? do they want donald trump to not be the presidential candidate? should they want him to not be the republican candidate? should they want him to? is there a danger that republicans take a half step toward nominating someone who is marginally more palatable than donald trump, but then don't fix their fundamental problems? >> that is a great question. i think this argument about electability inside the republican party, it just shows how incredibly bankrupt the party is. the problem with donald trump, the argument against donald trump's, he might not win. not that he tried to overthrow the government of the united states in a coup. not that he is getting close to 100 indictments. it's that he might not win. the core earlier that is, well if he could win, we would support him. all of these candidates are saying there was support donald trump. my definition of a maga republican is pretty simple. if you support donald trump, you are a maga republican. the rest is just all, kind of, nuance. almost a static. -- glenn young is an example of supposed to be a good reporter he campaigned for kari lake. as nutty as a fruitcake. she thinks she won the election. she thinks that donald trump won the election. i don't think that you can nuance this. i don't think you can come in and say, i know which ford to pick up a dinner. i'm not gonna embarrass you in my tweets. but, i'm still supporting trump if he wins. you are a maga republican. that is where the party wants to be. >> what do you do with a sergeants and, who by the way that he has met the qualifications for being in a debate, or chris christie? is there -- should reasonable people want chris christie or asa hutchinson to succeed, or to go farther, in this debate? chris christie, by the way, very much was until he wasn't. at the moment he is not. >> it is interesting. both of them when they ran for governor where former clients of mine in my firms. i have a lot of respect for them. i think they are showing a roadmap of how to go out and just tell the truth about donald trump. they have different styles. kristie is sort of a street fighter. isa hutchinson is more of a southern gentlemen in his approach. you may not agree with their politics. you may not agree with the policy -- >> that doesn't matter, right? you and i agree about that, stewart. i don't care if you and i share a single policy other than the fact that we live in a democracy. everyone gets to vote, everyone's vote gets counted. you and i can disagree on health care, minimum wage, energy policy, who cares? >> we have to get back to having really deep, in-depth fights over the capital gains tax. not we should have a democracy or not. right now someone for 30 years who has been pointing out flaws in the democratic process in the pro democratic party in america, as it stands, is the democratic party. look, would i be happier if chris christie or isa hutchinson won the republican nomination?
