from msnbc world headquarters. welcome everyone to alex witt reports. we begin this hour, from america's notorious tornado alley. more than a dozen tornadoes putting through a small town. revealing the devastating punch, dozens of buildings and homes destroyed. authorities are right now out searching for potential victims. as of now there are no reports of potential deaths, and only a handful of minor injuries. authorities are expected to brief the media at any moment. we're going to update you with any developments. by the way the same town was devastated by an f five tornado, years ago, that one killed many people. we also have a report -- some civilians have been allowed to leave the steel plant where hundreds have been cornered by russian forces for weeks now. nbc news correspondent will be joining me with the latest. also new weapons shipments arming hope at this hour. dozens of shipments of u.s. weapons and other supplies are arriving in europe. this, right here, some new video of how it services, and personal protective gear. that's all being loaded on to a c-17 military transport plane flying out of dover, delaware. >> we deliver the right thing, to the right place, at the right time. it's our inspiring to be an airman that can do that. whether that's delivering bullets or it's delivering bags of food, or its delivery vehicles, whatever that is it comes in the form of hope for someone. >> in ukraine officials say russia is intensifying attacks in the eastern donbas region. ukraine's national guard released this video showing ukrainian forces striking a russian armored military convoy that's near is the him. u.s. intelligence agencies reporting slow and uneven process. rain and -- weather is helping ukraine inflict losses on russian forces. also, thanking president macomb for a video call yesterday. discussing cooperation and the path to nato membership. president zelenskyy told polish television that there's a big risk that peace talks with moscow could end because of public anger over alleged russian war crimes. on the russian side, former foreign minister said that nato is interfering in a potential political settlement. >> we are stuck because of this inconsistency. because of the desire to play games every time. as far as i can guess, because of the instructions they get from -- from other territories, not to accelerate the negotiating process. >> former of all this we have nbc's matt bradley, and julie tsirkin joining us from washington. we're gonna go first to you, matt, in ukraine. let's start with that russian state report, saying 25 civilians have been evacuated from the steel plant. what more do we know about this? >> well, alex, i just spoke to a fighter who told me this is not true, but then he went on to say that, yes, 20 people have been evacuated. this wasn't done by the russians. he said that the russians are trying to take credit. trying to say that they were saving lives. he said this was done under the auspices of the international red cross, red crescent, and the united nations. that's easy to believe since we heard from antonio guterres who is in ukraine just a couple of days ago, calling for just such a evacuation plan for civilians who are trapped in the steel works. i spoke at length with this man. he's been there for months. he hasn't seen the light of day for that long. along with hundreds of civilians, many of them, dozens of them, children. here's what he had to tell me about the conditions down there. >> we have limited supplies but we still have food and water. we are 18 -- were not eating 5000 calories per day, but it's still acceptable. it's bearable nobody starving, here. nobody's dying from dehydration. we're nourished, hydrated, moisturized, and fighting -- >> he has a sense of humor as well, this man's personality, really, was shining. it's really hard to tell when he said the situation is okay, in other parts of the interview he described horrific scenes. the bombing of a field hospital, in the network and inside underneath the steel works. he also said they're running out, food and water, that were in ample supply. well the conditions do seem good, well this man was smiling and cracking jokes. it's hard to tell how long that will last. it's hard to tell whether or not this was some amount of bombast. he really was determined to say that his comrades were willing to stick it out. they're willing to fight to the death. alex? >> it's pretty extraordinary. let me say, thank you, matt forgetting that. here to four, we only had state tv from russia to rely upon. they are totally unreliable in terms of getting facts straight, or to be trusted with doing so. thank you, that was good information. moving on to washington now, and potential hold up on president biden's request for 33 billion dollars for aid to ukraine. nbc's julie tsirkin, joining us from washington. the presidents proposal has bipartisan support, so what's the problem? >> well alex, you can always count on congress to complicate even the most agreeable of matters. it's exactly what's happening now. you have this 33 billion dollar request from the administration that we reported on, this week. to congress, that was sent on thursday. it's agreeable on both sides of the aisle. even mcconnell saying, in the hallways, yes he supports this amount. that's for military aid, humanitarian assistance, economic recovery for ukraine. we also have this 10 million dollar covid relief deal that was struck by senator mitt romney and schumer before senate left on recess. where these two items related? the democrats in particularly know full well, that if they attach the covid relief, to this ukraine aid that could expedite both items. but there's another hang-up. title 42. the policy at the border that was enacted by the trump administrated at the height of the pandemic, in order to give border patrol agents the authority to turn away migrants -- who could potentially pose a public health risk to those back at home. well, the biden administration deciding to lift that, to rescind that. on may 23rd, republicans want that attached to the covid relief bill. they say it's hypocrisy from the administration to end the pandemic at the border. while requesting money for vaccines and therapeutics back home. i want you to take a listen to it pelosi said yesterday because leadership hasn't made a decision on what to do yet. >> we haven't made any decision about how we go forward. we have emergencies here. we need to have the covid money. we need time. time is of the essence, because we need the ukraine money, we need the covid money. i hope that we can do that. this is called legislation, and we're legislating. we'll have to come to terms on how we do that. >> the top democrat on the health community in the senate, patty murray, told me on thursday that she wants those two items absolutely, so that covid relief also passes. republicans, almost all of them, even those who support the covid relief, telling me that those two matters said there is more smooth sailing in the senate if they were separate. >> that's not a unique position, we've had that for a number of things, given the great expanse of biden's plan, there. can i just ask you quickly, i give you an a for effort. working through the noise behind you. yes the square is the site of demonstrations, frequently. it sounded like a fire drill. can you hear whether yelling about? >> yes, alex, we do have friends behind us, there. sorry for my word salad as i try to talk to you through that. it's just the usual weekend protesters, a little bit of trump, sound, playing there to. just a fun saturday. here >> another day in washington, thank you very much, appreciate that julie. >> joining us now is primala jayapal, a democratic member of the house budget and judiciary committee and chair of the progressive caucus. always welcome on the show. let's go to, you my friend. as i ask you about your thoughts about the 33 billion dollar request. do you support that? that would be billions to ukraine, and during this war. can we afford it? >> alex it's great to see you as always, and absolutely i support this. we are seeing the horrors continue of russia's unprovoked and illegal war on ukraine. keit's heartbreaking, it's absolutely heartbreaking. i think the united states is trying to do everything we can to help ukraine to do wetlands to do. it's really kept up a tremendous resistance. and you see the russian forces continue to have problems and be very uncoordinated and all of their attacks. a lot of people are suffering, a lot of people are dying, so many migrants coming out of ukraine. it's a real crisis committee to do everything we can to in terms of support ukraine. this request, the 20 billion dollars of it is devoted to military and security assistance. before russia's invasion, you put out a joint statement. it was with congressman barbara lee, warning there was no military solution with the tensions with russia. the flood of hundreds of lethal weapons will only raise the tensions and increase the chance of miscalculation. has your position changed at all? do you think a diplomatic solution is realistic? >> we are always pushing for a diplomatic solution. you saw that the un chief was there trying to push on a diplomatic solution last week, this past week. the united states and the state department has continued to do a magnificent job. this administration is keeping so many of our allies together in the european union and building a coalition that makes russia the pariah that it should be. that is the ongoing work of diplomacy. it does not stop when war begins. it is the most important time to engage in diplomacy. the reality is, the russians have not stopped with there unbelievable and agree just attacks on ukraine. we are trying to do what we can to help ukraine without putting u.s. troops on the ground, without a crossing a very thin line in terms of what constitutes direct united stage accident -- action on the ground versus helping ukraine. i think, again, the administration has done a good job of that. this is a massive issue with a vladimir putin, who is just driving forward. he is not taking any exit ramps. i agree with you and secretary general when he says this is an evil war. alex, this is an evil war. >> we are going to turn out to title 42, the department of homeland security released a detailed plan of how it will handle the influx of migrants at the border. frustrations will lift on may 23rd. i know you signaled your support to lifting title 42. it is not just republicans. there are democrats as well who says that the administration plan for handling the influx is not enough. what is your response to that? alex, i was a immigrants rights activist before coming to congress. i have consistently seen these xenophobic attacks by republicans on immigrants. the republicans have no interest in fixing the broken immigration system. it is actually the system that we need to address if we want to have a orderly process. what happened when he put in place title 42, it is a public health law that should not have been put into place. it actually has to do with the introduction of a communicable disease. at the time it was put into place, covid was already here, republicans were already fighting all of the public health efforts to wear masks, have vaccines, or socially distance. these are the public health things that would have helped in the united states. it should not have been put into place. now, the reality is, it has led to an even more disorderly process at the border. we need to immediately lift title 42, stop using it to circumvent existing immigration law, which by the way, alex, allows and insist by domestic and international treaty that asylum seekers should be able to seek asylum. let's look at the hypocrisy of republicans who want us to admit ukrainian refugees, which i also want, and i think we should do. somehow, they want to use it against haitian refugees, or latin american asylum seekers who are coming to the borders. we need to lift title 42. democrats and republicans should stop using any democrats who are doing, is i should stop using immigration as a political football. i am sick and tired of it! it does not work to try to out-republicans on immigration. we should lean in to the value of immigration reform and the value of immigrants to this country. >> i appreciate your time working on that before congress. let me ask you about the judiciary committee hearing. you took part in it. it got pretty intense. i'm going to play what's your republican parties had to say to new yorkers. take a listen. >> the intention has to be the chaos on the southern border that is not an accident. it is deliberate. it is on purpose. it is by design. >> you are not preventing entries, you are foreman ting entries. you are encouraging. it >> my constituents want to you in peace. you have committed treason. >> it is one thing to express annexation on the border, but our common like this a turning into, turning this issue into the political football that you described? does rhetoric like this harm the chances of mean meaningful immigration reform getting that on capitol hill? by the way, it can you offer any logical reason why any administration would, as jim jordan accused, deliberately encouraging chaos on the southern border? >> let me just say that this hearing was disgusting! it was a new low to attack secretary mallorca personally, to call him a traitor. horrific things were said. let me again remind you of these republicans who are talking and is said and nothing when donald trump put 5500 children, 5500 children at least, and separated them from their parents. he put them into cages. we still have not reunited many of those are children with their families. the trump administration was the administration that had a very specific strategy to take away all legal pathways to entry into the united states. this includes the separation of the 5500 children from their families, the implementation of title 42, which is a public health, law it included slowing all the asylum seekers at the border to a triple. there were no legal pathways. it included a stopping the entry of people on work visas or family visas within the united states. it decimated the immigration system that we have. it is really ridiculous. i said in my comments, we should be clear. republicans have no interest in fixing a system that has long been broken and made it dramatically worse by donald trump, because it benefits them. this is the part that is so hurtful, alex. you know i am in immigrant. they have no interest in reforming the system because they want to be able to use immigrants as a political football. we, democrats, cannot buy into that. we have to stand up a strong, lean into our message of how much immigrants have contributed to the united states and why we stand up for them and passed humane reforms. >> i have no more time but i'm going to barreled through with one questioned and get an answer regarding student debt and the presidents request to counsel all that. according to an initiative, 1.7 trillion dollars are owed. this is a huge number. how would this work? >> lawmakers in at least 20 states have already proposed cutting a gas tax holiday to some extent, now lawmakers on capitol hill are climbing on to this legislation. they're helping people ease the pay the feeling, ahead of the summer seasons, as travel picks up. as everything in washington, there is division. some democrats saying they want to tuck cut this tax. which would cut 18 cents off a gas bill. others don't support that, they say congress at the end of the day doesn't control the gas prices at the pump. that's up to the refineries. at the end of the day, this can only do so much, and have so much impact. also, they argue that this tax is critical, it's necessary to fixing roads, bridges, highways, and if they cut this tax, those costs would, overtime at a. this could eventually come a huge sum of money that we'd have to fork over for these repairs. other democrats saying the real enemies are the oil and gas companies who are taking advantages of worldwide inflation. their price gouging. listen to it house speaker nancy pelosi had to say about this, this week. >> this time, in this time of war, there's no excuse for big oil companies to protect, to profiteer, to price gouge or exploit families. that is why democrats are moving forward with forceful action that will stop and hold accountable oil and gas companies for profiteering and manipulating markets. this is a top priority for all of us. >> so she is one of several democrats who are in favor of promoting legislation that would investigate how these companies are prescott jing, and investigate whether there's some sort of legislation that could be put forward to prevent this from happening in the future. at the end of the day, alex, democrats need to come to a consensus over where they stand on this. no doubt about it, inflation will be wet drives voters to the polls in the midterm elections. this is something democrats hope, if they keep at the top of voters minds, they will have a better chance of winning back the house of representatives, come november, alex. >> okay allie raffa, thanks for the latest on capitol hill. let's go now new reports that suggests florida taxpayers, could have to pay, as florida moves to strip wealth disney world of its self governing status. disney told investors the state would have to pay off one billion dollars in bond to dissolve the company's tough special tax status. desantis is responding to that claim, saying disney will pay. >> disney will pay its debt, disney for the first time will actually live under the same laws as everyone else in florida. >> so you say the statute is inaccurate? is that what your attorneys are telling you? >> so the legislature did it, starting next june. there's gonna be additional legislative action. we've contemplated that. we know it we're gonna do. stay tuned, that will all be apparent. the bonds will be paid by disney. >> well joining me now is anthony scaramucci, founder and former white house communications direction during the trump administration. and a good friend. it's good to see you anthony. what do you make of this feud, and how you see it playing a. is there any way that florida taxpayers are not impacted by this? >> so i think the governors run on that. i think the florida taxpayers would be impacted, but i do think will wind up happening is that they won't eventually lose their status. they can petition this, which i expect they will. i think this is a histrionic move by him, as part of the cultural wars. i don't think disney loses its status, i don't think the taxpayers will have to pay. if disney would lose its status, they're on the hook for a billion dollars, because the bully, rhonda santas, decided he didn't like the exercise of free speech, by the disney executives. relating to the nonsense that he's perpetrating in florida. >> if you know, it does get appealed, and mickey mouse beats ron desantis in court, but if that state around desantis? if disney stays and maintains its self governing status? >> i think he's gonna wear aid on his face on this one. they decided there is a group in the trump wing of the republican party. they've decided they're going to go full on culture war. they're going to act in a way where they think that's going to lead them to the presidency. that's a very small minded strategy. they may get some radical right wingers. they're gonna vote for them, but ultimately it's going to be a uniter on the side of the republicans that wins the presidential primary primaries, not someone like rod desantis, who acts like a bowie, who's incredibly tribal. who's actually acting as a non conservative. conservatives are supposed to be pro business. this disney was operating in that special district for years, the way everyone wanted them to. he just didn't like what they were saying about a law that he passed. this was a rebuke, if you will, a political revenge. i don't think people want that in their leaders. people want kind leaders. they want tough leaders, but they want kind leaders. they don't want fragile, thin skinned belize running their governments. >> i want to get your thoughts on your new nbc opinion, it's written by michael a cohen. emphasis on the air. he writes that florida government desantis is a far more dangerous politician that donald trump. like trump, desantis's time in office would be marked by attempts to put americans against one another. but unlike trump desantis has the proven ability to follow through. what do you think of that? >> i agree with him, i think it's the josh hollies and ted cruz's, and the desantis's are taking trump's playbook. they've got the bella cassidy of his rhetoric. they also have the brains to follow through on a lot of things. one of the things that the united states benefit on was the presidents lack of an administrative skills. otherwise the outcome of the insurrection would've been way worse. otherwise, -- right desantis does not, these guys are smaller than donald trump and more dangerous than him. that's why they have to, we have to put them out to pasture. i do believe there's a young group of leaders in the republican party that are gonna rise and, just like barack obama, 15 years ago, they'll be somebody out there that people will recognize and galvanized words. >> let's move on to the economy. the government, as you know, estimates that the gross domestic product, the gdp, it's the total value, of course of goods and produce and services produced in the u.s.. it fell by 1.4% during the first quarter this year. that was after increased by nearly 70% in the final quarter of last year. why the dramatic turnaround? does the risk of recession worry you? >> we could have a mild recession, i actually don't think it will happen. i think the economy is actually uncoiling from what took place through covid-19. i think we're all surprised about how dramatic the supply chain disruption was. of course now that we have this eastern european theater of war which is escalating, unfortunately, that's creating problems related to inflation and more supply chain issues, particularly around energy. here's the one thing i would say, think luck term, let's look at the next 18 to 24 months. i predict that the economy will start right society, the inflation will go down. we'll get better growth numbers. this is an anomaly borne of the coyly and uncoiling of the spring, as a result of covid 19. >> what kind of tactics does the fed have besides raising interest rates? >> the fed is a reluctant interest rate razor right now. you're right they only have this blunt instrument of raising and lowering rates. they are inducting money into the money supply. they added 42% into our money supply. since april 1st of 2020 -- which is why some of this inflation is showing up. i think they're gonna be long term right. it may not be a trans attorney inflation, but it's not systemic. we have too many wonderful things happening in terms of technological innovation that are quite deflationary, long term. i think will wind up happening is we'll be looking at this data, hopefully ill invite me on in 24 months and you'll say, wow, this inflation data is way better. how did that happen? how is the change in policy effected those coming through mexico? >> unfortunately there are hurdles throughout the process. some relate to getting to the u.s., visa processing is notoriously slow. it's why we've seen, obviously reports of show, thousands of ukraine flying to mexico. it's also why the president's new, uniting for ukraine program -- it is a step forward. this is a new program that allows u.s. citizens, institutions, to sponsor ukrainians. that is helpful because it is allowing people to apply from -- we've seen more than 4000 applications filed in the first 48 hours. there's still hurdles. some of that is that it doesn't provide lasting protections. it only provides residents for up to two years. it doesn't provide any benefit or services to these newly arriving ukrainians are refugees. >> that's extraordinary, and it may answer my next question. where does that they need when they get here? but it's the greatest need? you say housing only goes for two years. what else, and how can you help? >> yeah, it's a critical problem. my organization has resettled about a quarter of the ukrainian refugees who've come in the last decade. what we're seeing is these refugees, like all refugees. they're essentially starting over from scratch. they're going to need housing, health care, transportation. health filing for worth work authorization, employment. there is something unique about this population. we've got to realize that 90% of the people fleeing ukraine right now are women and children. they have the unique needs of needing diapers, school supplies. the new mothers are having substantial obstacles in rolling kids in school. securing health care, child care. i have a four year old and i think a parent of any parent having suitable to take care is quite a pass right now. >> i'd like to play for you part of a response report, he's covering the border cross. listen 20 said here. >> thanks for having us, and a migrant shelter into on mexico. claims of a double standard. special treatment of ukrainians fleeing the war, and being admitted to the u.s.. >> i love that the government is helping them, but that's not what's happening here. we shall be treated here. >> if it is mexican and seeking asylum here in the united states. >> are any of you, maybe you can raise your hand if you're fleeing violence? [inaudible] it will be a point as to why this investigation isn't suing. >> joining now is the congressional reporter from the garden. good to see you, hugo. give me a sense of what these public hearings will look like. do we have any indication of who we will hear from during this eight hearings? >> it is going to be spread out over the month of june, starting tonight, that we will have eight public hearings. each of the hearings are going to be led by a number of members on the committee. they are basically going to focus on a theme of each day. it is going to be, overall, a narrative on what happened to the days and weeks leading up to january six, both looking at the top down, from trump's inner circle and the former president himself, to the groups that actually stormed the capitol along with the crowd that moved from the steps to the building. it is going to be a all encompassing story. the committee got together and finally knows what it wants to say. it is now going to unveil this to the public. in terms of witnesses though, i think it is going to be an interesting mix. who do not have the fullest yet. one of the persons who is testifying is understood to be a person who has provided evidence to the justice department. the evidence has been used in at least one case in a conspiracy charge against one of the keepers. >> this may be premature this question, but do you know how many are in a primetime? why in a primetime? and also the topic that will be addressed in primetime? i guess they want to get a lot of eyeballs on that one? >> so, they have not released this yet. i am trying very hard to figure this out. you will be the first to know when i do! you are welcome. the committee met tuesday, wednesday, thursday, all day. they want to do what they called is a retreat. they spent the entire day planning these things out. it is going to be a mix of things. it is not entirely clear, yet. they are still focusing on the final details. the point is, the primetime ones, they want to get as much of the focus on the president and what he did, and showing that what he did was unlawful. that is the point of this. the bulk of the hearings will be primetime. their only will be some scheduled reasons why they won't be. >> i do not have a lot of time. are we going to learn anything new in this testimony?
