the u.s. now promising more military support for ukraine after that secret, high profile visit with president zelenskyy in kyiv by secretaries blinken and austin. you know the state department, now clearing the way for the sale of $1 65 million worth of ammunition, with russia laying out new attacks in western ukraine, quite far from its intensive push in the east. and breaking this afternoon, you heard about this, the multibillion dollar shakeup to social media. in the last five minutes, twitter announcing it's accepting the buyout offer from this guy, elon musk. we're live with the latest on that, and just what it means for any changes to your feed. and lawyers for president trump say they'll appeal that ruling in new york. a judge finding the former president in contempt of court, ordering him to pay $10,000 a day until he cooperating with the state a.g.'s investigation. we have a lot going on, ohhen a monday afternoon. it's good to be back with you. i'm hallie jackson in washington, with our news team. matt bradley is in ukraine for us. josh letterman is koefring the white house. courtney is at her post. matt, start with these attacks as russia is promising it will let civilians escape from hard-hit mariupol. >> reporter: i have to tell you, by way of an explanation, i'm inside a hotel room. yeah, we have -- it's past curfew. so there is a blackout, and we are observing it with our shades drawn here. so what we're seeing here are attacks going way beyond we thought the focus of the new battle would be in the east of the country where i am, where vladamir putin and his military said they're going to be concentrating forces. they withdrew their ground forces from around kyiv, the capital. and yet they're still bombarding it. there's several reasons. one may have to do with that high profile visit by two cabinet members that you just mentioned. they might have wanted to not to kill them but scare them, put them on notice. as you recall, president zelenskyy announced their visit the night before in a way that did not seem at all to be coordinated with the u.s. white house or the state department. it looked as though american officials were caught off guard, especially when our team, you guys in washington, tried to verify that. there was no comments across the board. probably for that reason. they didn't want the russians to know. and so some of that bombing might have been to kind of rattle the cage of washington's officialdom. but also to attack military production targets. some of these factories around the country. but what we saw just today was five different attacks against railway networks. this is something that we have seen time and time again, not far from where i am. we saw a really lethal attack that killed dozens on a railway station. railways have been instrumental in this fight. not just in bringing people from the eastern part of the country to the west where they can exit into places like hungary or poland. civilians i'm talking about. but also to bring in military hardware from those countries in the west across to where i am now in the east near to the frontline. railways have been instrumental, and that's kind of what makes railways a target that's one of the reasons we saw vladamir putin and his military targeting the railway network here, driving trains, it's a dangerous job here in ukraine, but it's considered an essential part of the war effort. >> matt bradley, live for us inside, and explained why. josh, let me go to you. matt talked about the idea of official washington, if you will. and the moves over the last 24 hours with that secret visit by secretary blinken, defense secretary austin, where interestingly the defense secretary talked about wanting to weaken russia. and then this new pick from the white house for somebody to serve as an ambassador to ukraine. tell us more about what we know at this hour. >> hallie, there was a lot of speculation that this trip would have to be called off at the last minute, because president zelenskyy kind of spilled the tea in that news conference, for a trip that the u.s. wanted to keep secret. because the last thing that the u.s. wants to do is put a russian target on the back of the u.s. military leader or top diplomat. but they were able to go ahead with this trip, which required an hours long train ride by secretaries blinken and austin, who went first to poland, slipped of the border. and then quietly made their way by train to kyiv where they spent about three hours with ukrainian president zelenskyy, his defense minister, his foreign minister, and this was a trip that was designed to showcase u.s. support. it was very symbolic, more than it was substantive, the secretary of state describing the purpose of the trip like this. >> much of the work that we're doing is enabling them to strengthen their hand, both on the battlefield right now, but also eventually at a negotiation, if there is one. >> we want to see russia weakened to the degree that it can't do the kinds of things that it has done in invading ukraine. so it's already lost a lot of military capability, and a lot of its troops, quite frankly. >> reporter: so that comment from secretary austin, getting a lot of attention about weakening russia so it can't do this to other countries, seeming to suggest that the u.s. mission now in supporting ukraine is not only just about ukraine, but is really about changing the nature of the dynamic in the region with regard to russia. in the meantime, there were some what we call in washington some commitments the u.s. was able to make to put some meat on the bones with this trip, including announcing that u.s. diplomats will be returning to ukraine for the first time since the u.s. had to yank them out weeks ago, and joe biden also nominating an ambassador to ukraine. her name is britney brink, the current u.s. ambassador to slovakia, with deep experience in eastern europe, in former soviet republics. and having someone in kyiv or at least overseeing the u.s. embassy for ukraine, really is going to be critical, because it's been a black eye diplomatically for the u.s. that it's not had a permanent ambassador to ukraine since 2019, when former president trump fired the ambassador. obviously, this is no time to not have an ambassador in place to oversee the u.s. response. >> josh, thank you. courtney, let me turn to you. josh was laying out deliverables. talk to us about the sale of ammunition. >> reporter: i think that number is in the neighborhood of $3.7 billion that the united states has pledged or provided, most of it in weapons and equipment for the ukrainian military. there's been a lot made of some of the more recent packages, particularly the ones that included heavy artillery, the seven battalions worth of artillery. and somewhere in the neighborhood of 200,000 rounds of artillery ammo there. so the u.s. has pledged quite a bit to ukraine. it didn't get as much attention, but over the weekend, with this secret trip that secretary austin took to kyiv, he spoke about an additional $165 million in ammunition that the u.s. would provide to ukraine. this is what the u.s. calls non-standard ammunition. what that means is it's ammo that the u.s. military doesn't use. so things that the ukrainian military does use. old soviet ammo, frankly. some is for old soviet artillery systems, bm-21s, some different distinctions in how the artillery is that the u.s. is pro-feeding the 155 millimeter howitzers. the ukrainians already had 152 millimeters that they were using. this $165 million in ammunition, it's really important for us to talk about this, because it is another thing that ukraine is going to need continuously. as this next offensive begins, they will run through ammo very quickly. thousands of rounds every single day. we will likely hear about more ammunition going to them from the united states and other partners in the days and weeks to come, hallie. >> courtney, thank you for staying on top of all that for us. appreciate it. we'll keep an eye on ukraine. but breaking news in the last couple of world, with elon musk, the world's richest guy, agreeing to buy twitter. this estimated $44 billion deal that will make the social media mega phone a private company. we're joined now by our guests. good to be both with you. this just is happening in the last couple of minutes. just confirmed by twitter, trading of twitter stock halted, bring us up to speed. >> reporter: that's right. the world's richest man has entered a definitive agreement to buy twitter. it would be $44 billion if it goes through. now, what matters here is how much more that is than the value of twitter, so to speak to wall street. it represents a 38% premium compared to the april 1st stock price. and that's when elon musk first announced that he was owning about 9% of twitter. the big deal here is that this is 20% of elon musk's worth. and the company, like you said, is expected to go private if the deal goes through here. now, the twitter board chair saying that this was a unanimous vote by everyone on the board. brett taylor said the board conducted a thoughtful process to assess the proposal, with the focus on value certainty and financing. he talked specifically about how much they are delivering that money that they will make off of this deal from elon musk. he calls it the best path forward for twitter. shareholders, now importantly what does elon musk have to say about this deal he proposed? talking about $46.5 billion. elon musk saying this -- free speech is the bedrock of a democracy, and twitter is the town square. as for what he will do, elon musk, he's not being share here in his initial statement as the almost owner of twitter, saying he wants to enhance twitter with new features. he wants to make the algorithm open sourced to what he says to increase trust. he wants to defeat spam bots, which are automated accounts that put out tweets across the platform inauthentically. and he wants to authenticate all humans, saying he thinks that twitter has tremendous potential. but this is a very controversial, polarizing owner of twitter. a lot of the individuals and critics we have been speaking to say they're really concerned about safety and violence and threats, especially against women and people of color on twitter. several people i have spoken to today saying no, they don't trust safety and the goodness of twitter if elon musk is the owner. but elon musk tweeting today that he's hoping that all of his critics will stay on the platform regardless, because of free speech, hallie. >> stand by for a second. mike, she laid out some of these things. no more bots, authenticate all humans, open up the algorithm. from a consumer perspective, consumers who use twitter, and that's a small percentage of americans, what does this actually mean? what is the impact for you or me or somebody watching using the platform? >> sure. so elon has not said how he's going to immediately change the product. but his stress on free speech is his main purpose of this. to be clear, he said he doesn't care about the advertising or the financials of this. it's basically an idealogical reason to take over this company. he wants normal people to feel like they're able to tweet freely on the surface, and has said the only limitations he wants is to basically not let things be tweeted that are a crime. so maybe that means laxening up the policies, maybe you can say more than you might have before under twitter's previous management. but that's what he has hinted at. and any immediate changes are probably going to take some time to get there. >> what about -- like, let me ask you this. one of the things that's been in the ether with politics is former president donald trump, who was kicked off the platform after january 6th. he's just told, and i'm citing fox news here, that he will not return to twitter, even if musk does go through with this purchase of twitter. setting aside whether or not that is true, what do we know about musk's thought on this kind of thing? we know what musk has said about free speech, a crusader for free speech. a flag that's been taken up by conservatives in this country, too. >> i find that fascinating just because of trump's initial issues with his social network being very difficult from the beginning, and how effectively he's used twitter in the past to get across his message, to rally supporters, and to basically dominate headlines with every tweet. so i would be really intrigued if he continues this position. but i do think elon, he has looked at a number of the different bans. trump has not been the only person to get banned from twitter. so i think it's not just trump. you need to look at everyone all the high profile accounts that have been banned over the past few years, specifically the ones on the right, as well as any on the left that might have been breaking the rules. and see who might be more eligible to come back. >> joe, timeline here? you mentioned there are still some regulatory hoops here, but when you lay it out, what does that look like? >> yeah, the announcement says it will be this year, but it depends on a lot of factors here, including shareholder approval, and all of the regulatory matters here. but the big question leading into this was not just whether it was going to happen, but who is going to be the ceo? how much day-to-day involvement will elon musk have? they have already had a ceo in jack dorsey, co-founder, who ultimately left that role at twitter. so you have a very busy ceo and the shareholders of tesla and spacex want him to focus on their company, because that is very important in terms of driving value when you look at the stock and the value of the companies and what they do. some analysts out there, including dan ives, tell me it's very important that elon focus on, you know, spacex and tesla, because that's where the real value here is. and twitter, according to dan'ves, is a whole different banana, very difficult to deal with, and unlikely to change very quickly. do expect to see potentially a subscription service. a lot of people leaving, a lot of people coming back. as you know, a lot of people that quit twitter are off for like five seconds and then back. >> that is true. thank you both. appreciate it. coming up, you have this new york judge holding former president trump in afternoon has held donald trump in contempt for failing to hand over documents into an investigation into his business. the new york attorney general calling this a major victory, and pointing out he faces a fine of $10,000 a day for every day he refuses to turn over documents. we've heard now from lawyers from the former president who says they will appeal this. i'm joined now by correspondent tom winter and by former u.s. attorney chuck rosenberg. tom, lay out this ruling that the a.g. wants to get her hands on, and then chuck, the significance of this contempt charge here. >> so hallie, i think a couple different things. one, this personally ppies to the former president. so this isn't where he's been caught up in an ongoing battle with the a.g. and his company or other employees. it was particular to him. the key thing here is that the attorney general's office wants personal documents that the president has, that they believe will help their civil, not criminal investigation sboshgs the former president. he had to comply by march 31st. what we don't have yet is a written order of contempt of the judge, which may enlighten us whether that $10,000 a day starts from today or tomorrow or is retro active back to march 31st. they're looking for things like post it notes, things that may be in personal filing cabinets. they say they have questions as to how exhaustive some of the searches were conducted by trump's personal attorneys. so that's what is at stake here. we need to get a little bit more information from the judge. when we get that ruling. but that was the decision today. as you said, the attorney general's office calling it a major victory for their investigation. >> tom, thank you. chuck, how significant is this? does this in the long run matter much? >> well, it could matter a lot if president trump continues to refuse to comply with a lawfully court ordered production schedule. they told him he had to produce documents. civil discovery works on the honor system, and he's not been very good at that over the years. so what the judge said here is, i'm going to enforce this order civilly, not criminally, by fining you $10,000 a day to either i'm convinced you have complied or you have convinced me there is nothing more to produce. it's a civil contempt, not a criminal contempt. let me explain the difference. civil contempt is to get someone to comply with an order. so mr. trump has the keys here. he can comply with the order and the contempt is lifted. criminal contempt is to punish somebody for noncompliance. it's not an attempt to compel compliance that. is what is going on with steve bannon and the january 6th committee. >> but his attorneys have said -- we have this statement that says -- >> explain that in plain language, where does the fight go from here? >> yeah, it goes to an appellate court, possibly. and what the judge wants to know, hallie, is whether or not the other side, the trump folks, really tried to comply with the subpoena or just rubber stamped it and said we looked and can't find anything more. again, discovery in a civil case is on the honor system. both sides have to give what they have to the other side, unless there's some reason not to. like the documents are privileged. in late terms, the judge was not convinced that the trump folks were playing by the rules. maybe they were or not, and an appellate court may decide. but the judge wasn't satisfied, so mr. trump will incur a $10,000 a day fine until it's resolved by an appellate court or this judge is satisfied. >> chuck, tom, thanks to the both of you, appreciate it. other news developing this afternoon in texas. an appeals court now delaying the planned execution of a woman named melissa lucio, set to be executed in two days. she was sentenced to death in a capital murder case in 2008, in the death of her 2-year-old daughter. i want to bring in danny. the stay was granted to consider new evidence in a case that's become controversial, high profile. you have had politicians, celebrities calling for another look at this particular case. i think "the new york times" framed it as rare agreement in a polarized state. explain that and where this goes from here. >> you see agreement on both sides of the aisle. and that is a rare thing with republicans and democrats. but you see folks almost universally say thing is a case that deserves a second look. when you look at the appellate documents, this appears to be a problem of tunnel vision. >> explain that. >> a first responder comes on the scene, is suspicious of the story, and from there, all the dominos fall. now, when the defendant is sleeping in her jail cell, that's a sign that she's cold hearted in closing arguments. all kinds of things align, including the medical examiner. those are the kinds of things, and i see it fairly often. once police decide early on somebody is guilty, all of a sudden they're a hammer, and everything looked like a name. in particular, that defendant. >> let me explain, essentially prosecutors have said that she essentially was responsible for the death of her daughter via abuse, that she had abused her 2-year-old. the defense said the toddler tripped down the stairs, seemed fine, and then never woke up from a nap two days later, right? the question has become, was she coerced into a confession. that is the concern that's been raised, and it seems like part of the reason why the stay was granted. >> it's very interesting, because that fall down the stairs, it happened at another apartment, where the stars were much steeper, and outside the building. so much more dangerous arguably. but because the first responder didn't though that, and they distrusted or were suspicious of the answers, which by the way, people under stress give all kinds of different reactions to familiar kinds of stress. we're all different when it comes to that. and i can't tell you how often law enforcement views one person's response to stress or trauma as suspicious, when it might be just their particular way. and there is evidence in this case that this defendant had been abused and this is the kind of trauma that may have led to her respond to a way in a way that law enforcement just distrusted from the outset. once you see a confession in a case, i can tell you that you're going to see a high likelihood of a conviction, even if that confession was coerced. juries find that stuff really compelling. and it's really bad for a defendant. even though the confession may be the consequence of an ovely coerce iv when you talk about the form president and the questions of his grip on the gop, look at what unfolded with house minority leader kevin mccarthy, for example and the audio that had emerged. we heard from mccarthy in the last couple of minuteses and he addressed it albeit briefly and i'm paraphrasing saying this is something that happened 15 months ago. we're here to talk about the border. you know, a politician looking at the taking point of the day which was what he was there for which was the border and immigration. how do you see that as you've done reporting on this front. >> trump has shown unwillingness to forgive and i was talking to j.d. vance and in a lot of ways they viewed donald trump's endorsement as a testament to his willingness to open his arms to anybody that ultimately acquiesces to his power, as the leader of the republican party and that is what you see here in kevin mccarthy, too. it was 15 months ago, saying i've had enough of this guy, referring to donald trump. at the same time donald trump is able to ensure his own power over house republicans if he continues to have a strong, close relationship with kevin mccarthy who is unlikely to be removed as the leader of the gop house here and that's why some of key races as the primary ahead, if as some of those individuals who didn't have kind things to say about him are able to win with his endorsement and it's a testament to his power going forward in 2023 and potentially and beyond. >> vaughn hilliard, thank you very much. >> not the race 2024, and one of the most closely watched race% governor, with today georgia incumbent governor brian kemp picking up an endorsement from the national rifle association following the fiery rivalry, with senator david perdue. if you haven't been following the dynamics of this race, brian kemp not at all backed by former president donald trump. senator perdue, very much backed by him. one republican strategist compared the showdown to an episode of jerry springer, perhaps not the most contemporary analogy, but an analogy that is fitting nonetheless, listen. >> let me be very clear tonight. the election in 2020 was rigged and stolen. >> the only one lying here is you, and that is a fact. >> did you call a special session? did you stop the consent decree? >> didn't have anything with a consent decree. >> that's why you failed. >> you were on the primary ballot after the consent the decree was signed. you never said a word about it. >> of course, did i. >> there was no widespread fraud proven in that election. >> greg bluestein from the atlanta journal constitution and an msnbc political contributor. talk about where this high stakes primary goes from here because as you pointed out in your takeaway, the calendar focusses on 2022, but itself 2020. those are the clashes between brian purdue and brian kemp where they were almost nose to nose, this was the most brutal georgia debate i've ever been a part of and from the get go it was david perdue's mission and it was his intent to get rnd brian kemp's skin which i think he did and appeal to the trump voters because he's behind the polls and he doesn't have the media attention that brian kemp has because he can't command the powers of incumbency and he is trying to rev up every single conservative voter he possibly can to come out to the may 24th primary, because as he said he's running out of time and way behind in the polls. >> it shows him trailing kemp by 24 points and i wonder how that plays to the posture from david perdue because he and kemp were collegial before this, weren't they? >> this is the first time they've shared the same stage since david perdue entered the race for governor in december and kemp sees that as the ultimate betrayal and he sees that as just a real shot in the dark, sort of a really a betrayal, and look, david perdue is backed in the corner right now. he's behind in the poeshlgs as you said. he's behind 20 points plus. his only bet right now and only way of winning the governor's race is to force governor kemp into a runoff. to keep him under the 50% margin to win outright and there's the june runoff where donald trump can come back to georgia and david perdue can have another boost from trump and anything can happen in a georgia runoff. we've seen it before and governor kemp knows it better than anyone because he was in second pace and he'd go back in 2018. >> we only have 30 seconds left and you say that one of the big winners of this could be the stacy abrams campaign, why? the u.s. now promising more military support for ukraine after that secret, high profile visit with president zelenskyy in kyiv by secretaries blinken and austin. you know the state department, now clearing the way for the sale of $1 65 million worth of ammunition, with russia laying out new attacks in western ukraine, quite far from its intensive push in the east. and breaking this afternoon, you heard about this, the multibillion dollar shakeup to social media. in the last five minutes, twitter announcing it's accepting the buyout offer from this guy, elon musk. we're live with the latest on that, and just what it means for any changes to your feed. and lawyers for president trump say they'll appeal that ruling in new york. a judge finding the former president in contempt of court, ordering him to pay $10,000 a day until he cooperating with the state a.g.'s investigation. we have a lot going on, ohhen a monday afternoon. it's good to be back with you. i'm hallie jackson in washington, with our news team. matt bradley is in ukraine for us. josh letterman is koefring the white house. courtney is at her post. matt, start with these attacks as russia is promising it will let civilians escape from hard-hit mariupol. >> reporter: i have to tell you, by way of an explanation, i'm inside a hotel room. yeah, we have -- it's past curfew. so there is a blackout, and we are observing it with our shades drawn here. so what we're seeing here are attacks going way beyond we thought the focus of the new battle would be in the east of the country where i am, where vladamir putin and his military said they're going to be concentrating forces. they withdrew their ground forces from around kyiv, the capital. and yet they're still bombarding it. there's several reasons. one may have to do with that high profile visit by two cabinet members that you just mentioned. they might have wanted to not to kill them but scare them, put them on notice. as you recall, president zelenskyy announced their visit the night before in a way that did not seem at all to be coordinated with the u.s. white house or the state department. it looked as though american officials were caught off guard, especially when our team, you guys in washington, tried to verify that. there was no comments across the board. probably for that reason. they didn't want the russians to know. and so some of that bombing might have been to kind of rattle the cage of washington's officialdom. but also to attack military production targets. some of these factories around the country. but what we saw just today was five different attacks against railway networks. this is something that we have seen time and time again, not far from where i am. we saw a really lethal attack that killed dozens on a railway station. railways have been instrumental in this fight. not just in bringing people from the eastern part of the country to the west where they can exit into places like hungary or poland. civilians i'm talking about. but also to bring in military hardware from those countries in the west across to where i am now in the east near to the frontline. railways have been instrumental, and that's kind of what makes railways a target that's one of the reasons we saw vladamir putin and his military targeting the railway network here, driving trains, it's a dangerous job here in ukraine, but it's considered an essential part of the war effort. >> matt bradley, live for us inside, and explained why. josh, let me go to you. matt talked about the idea of official washington, if you will. and the moves over the last 24 hours with that secret visit by secretary blinken, defense secretary austin, where interestingly the defense secretary talked about wanting to weaken russia. and then this new pick from the white house for somebody to serve as an ambassador to ukraine. tell us more about what we know at this hour. >> hallie, there was a lot of speculation that this trip would have to be called off at the last minute, because president zelenskyy kind of spilled the tea in that news conference, for a trip that the u.s. wanted to keep secret. because the last thing that the u.s. wants to do is put a russian target on the back of the u.s. military leader or top diplomat. but they were able to go ahead with this trip, which required an hours long train ride by secretaries blinken and austin, who went first to poland, slipped of the border. and then quietly made their way by train to kyiv where they spent about three hours with ukrainian president zelenskyy, his defense minister, his foreign minister, and this was a trip that was designed to showcase u.s. support. it was very symbolic, more than it was substantive, the secretary of state describing the purpose of the trip like this. >> much of the work that we're doing is enabling them to strengthen their hand, both on the battlefield right now, but also eventually at a negotiation, if there is one. >> we want to see russia weakened to the degree that it can't do the kinds of things that it has done in invading ukraine. so it's already lost a lot of military capability, and a lot of its troops, quite frankly. >> reporter: so that comment from secretary austin, getting a lot of attention about weakening russia so it can't do this to other countries, seeming to suggest that the u.s. mission now in supporting ukraine is not only just about ukraine, but is really about changing the nature of the dynamic in the region with regard to russia. in the meantime, there were some what we call in washington some commitments the u.s. was able to make to put some meat on the bones with this trip, including announcing that u.s. diplomats will be returning to ukraine for the first time since the u.s. had to yank them out weeks ago, and joe biden also nominating an ambassador to ukraine. her name is britney brink, the current u.s. ambassador to slovakia, with deep experience in eastern europe, in former soviet republics. and having someone in kyiv or at least overseeing the u.s. embassy for ukraine, really is going to be critical, because it's been a black eye diplomatically for the u.s. that it's not had a permanent ambassador to ukraine since 2019, when former president trump fired the ambassador. obviously, this is no time to not have an ambassador in place to oversee the u.s. response. >> josh, thank you. courtney, let me turn to you. josh was laying out deliverables. talk to us about the sale of ammunition. >> reporter: i think that number is in the neighborhood of $3.7 billion that the united states has pledged or provided, most of it in weapons and equipment for the ukrainian military. there's been a lot made of some of the more recent packages, particularly the ones that included heavy artillery, the seven battalions worth of artillery. and somewhere in the neighborhood of 200,000 rounds of artillery ammo there. so the u.s. has pledged quite a bit to ukraine. it didn't get as much attention, but over the weekend, with this secret trip that secretary austin took to kyiv, he spoke about an additional $165 million in ammunition that the u.s. would provide to ukraine. this is what the u.s. calls non-standard ammunition. what that means is it's ammo that the u.s. military doesn't use. so things that the ukrainian military does use. old soviet ammo, frankly. some is for old soviet artillery systems, bm-21s, some different distinctions in how the artillery is that the u.s. is pro-feeding the 155 millimeter howitzers. the ukrainians already had 152 millimeters that they were using. this $165 million in ammunition, it's really important for us to talk about this, because it is another thing that ukraine is going to need continuously. as this next offensive begins, they will run through ammo very quickly. thousands of rounds every single day. we will likely hear about more ammunition going to them from the united states and other partners in the days and weeks to come, hallie. >> courtney, thank you for staying on top of all that for us. appreciate it. we'll keep an eye on ukraine. but breaking news in the last couple of world, with elon musk, the world's richest guy, agreeing to buy twitter. this estimated $44 billion deal that will make the social media mega phone a private company. we're joined now by our guests. good to be both with you. this just is happening in the last couple of minutes. just confirmed by twitter, trading of twitter stock halted, bring us up to speed. >> reporter: that's right. the world's richest man has entered a definitive agreement to buy twitter. it would be $44 billion if it goes through. now, what matters here is how much more that is than the value of twitter, so to speak to wall street. it represents a 38% premium compared to the april 1st stock price. and that's when elon musk first announced that he was owning about 9% of twitter. the big deal here is that this is 20% of elon musk's worth. and the company, like you said, is expected to go private if the deal goes through here. now, the twitter board chair saying that this was a unanimous vote by everyone on the board. brett taylor said the board conducted a thoughtful process to assess the proposal, with the focus on value certainty and financing. he talked specifically about how much they are delivering that money that they will make off of this deal from elon musk. he calls it the best path forward for twitter. shareholders, now importantly what does elon musk have to say about this deal he proposed? talking about $46.5 billion. elon musk saying this -- free speech is the bedrock of a democracy, and twitter is the town square. as for what he will do, elon musk, he's not being share here in his initial statement as the almost owner of twitter, saying he wants to enhance twitter with new features. he wants to make the algorithm open sourced to what he says to increase trust. he wants to defeat spam bots, which are automated accounts that put out tweets across the platform inauthentically. and he wants to authenticate all humans, saying he thinks that twitter has tremendous potential. but this is a very controversial, polarizing owner of twitter. a lot of the individuals and critics we have been speaking to say they're really concerned about safety and violence and threats, especially against women and people of color on twitter. several people i have spoken to today saying no, they don't trust safety and the goodness of twitter if elon musk is the owner. but elon musk tweeting today that he's hoping that all of his critics will stay on the platform regardless, because of free speech, hallie. >> stand by for a second. mike, she laid out some of these things. no more bots, authenticate all humans, open up the algorithm. from a consumer perspective, consumers who use twitter, and that's a small percentage of americans, what does this actually mean? what is the impact for you or me or somebody watching using the platform? >> sure. so elon has not said how he's going to immediately change the product. but his stress on free speech is his main purpose of this. to be clear, he said he doesn't care about the advertising or the financials of this. it's basically an idealogical reason to take over this company. he wants normal people to feel like they're able to tweet freely on the surface, and has said the only limitations he wants is to basically not let things be tweeted that are a crime. so maybe that means laxening up the policies, maybe you can say more than you might have before under twitter's previous management. but that's what he has hinted at. and any immediate changes are probably going to take some time to get there. >> what about -- like, let me ask you this. one of the things that's been in the ether with politics is former president donald trump, who was kicked off the platform after january 6th. he's just told, and i'm citing fox news here, that he will not return to twitter, even if musk does go through with this purchase of twitter. setting aside whether or not that is true, what do we know about musk's thought on this kind of thing? we know what musk has said about free speech, a crusader for free speech. a flag that's been taken up by conservatives in this country, too. >> i find that fascinating just because of trump's initial issues with his social network being very difficult from the beginning, and how effectively he's used twitter in the past to get across his message, to rally supporters, and to basically dominate headlines with every tweet. so i would be really intrigued if he continues this position. but i do think elon, he has looked at a number of the different bans. trump has not been the only person to get banned from twitter. so i think it's not just trump. you need to look at everyone all the high profile accounts that have been banned over the past few years, specifically the ones on the right, as well as any on the left that might have been breaking the rules. and see who might be more eligible to come back. >> joe, timeline here? you mentioned there are still some regulatory hoops here, but when you lay it out, what does that look like? >> yeah, the announcement says it will be this year, but it depends on a lot of factors here, including shareholder approval, and all of the regulatory matters here. but the big question leading into this was not just whether it was going to happen, but who is going to be the ceo? how much day-to-day involvement will elon musk have? they have already had a ceo in jack dorsey, co-founder, who ultimately left that role at twitter. so you have a very busy ceo and the shareholders of tesla and spacex want him to focus on their company, because that is very important in terms of driving value when you look at the stock and the value of the companies and what they do. some analysts out there, including dan ives, tell me it's very important that elon focus on, you know, spacex and tesla, because that's where the real value here is. and twitter, according to dan'ves, is a whole different banana, very difficult to deal with, and unlikely to change very quickly. do expect to see potentially a subscription service. a lot of people leaving, a lot of people coming back. as you know, a lot afternoon has held donald trump in contempt for failing to hand over documents into an investigation into his business. the new york attorney general calling this a major victory, and pointing out he faces a fine of $10,000 a day for every day he refuses to turn over documents. we've heard now from lawyers from the former president who says they will appeal this. i'm joined now by correspondent tom winter and by former u.s. attorney chuck rosenberg. tom, lay out this ruling that the a.g. wants to get her hands on, and then chuck, the significance of this contempt charge here. >> so hallie, i think a couple different things. one, this personally ppies to the former president. so this isn't where he's been caught up in an ongoing battle with the a.g. and his company or other employees. it was particular to him. the key thing here is that the attorney general's office wants personal documents that the president has, that they believe will help their civil, not criminal investigation sboshgs the former president. he had to comply by march 31st. what we don't have yet is a written order of contempt of the judge, which may enlighten us whether that $10,000 a day starts from today or tomorrow or is retro active back to march 31st. they're looking for things like post it notes, things that may be in personal filing cabinets. they say they have questions as to how exhaustive some of the searches were conducted by trump's personal attorneys. so that's what is at stake here. we need to get a little bit more information from the judge. when we get that ruling. but that was the decision today. as you said, the attorney general's office calling it a major victory for their investigation. >> tom, thank you. chuck, how significant is this? does this in the long run matter much? >> well, it could matter a lot if president trump continues to refuse to comply with a lawfully court ordered production schedule. they told him he had to produce documents. civil discovery works on the honor system, and he's not been very good at that over the years. so what the judge said here is, i'm going to enforce this order civilly, not criminally, by fining you $10,000 a day to either i'm convinced you have complied or you have convinced me there is nothing more to produce. it's a civil contempt, not a criminal contempt. let me explain the difference. civil contempt is to get someone to comply with an order. so mr. trump has the keys here. he can comply with the order and the contempt is lifted. criminal contempt is to punish somebody for noncompliance. it's not an attempt to compel compliance that. is what is going on with steve bannon and the january 6th committee. >> but his attorneys have said -- we have this statement that says -- >> explain that in plain language, where does the fight go from here? >> yeah, it goes to an appellate court, possibly. and what the judge wants to know, hallie, is whether or not the other side, the trump folks, really tried to comply with the subpoena or just rubber stamped it and said we looked and can't find anything more. again, discovery in a civil case is on the honor system. both sides have to give what they have to the other side, unless there's some reason not to. like the documents are privileged. in late terms, the judge was not convinced that the trump folks were playing by the rules. maybe they were or not, and an appellate court may decide. but the judge wasn't satisfied, so mr. trump will incur a $10,000 a day fine until it's resolved by an appellate court or this judge is satisfied. >> chuck, tom, thanks to the both of you, appreciate it. other news developing this afternoon in texas. an appeals court now delaying the planned execution of a woman named melissa lucio, set to be executed in two days. she was sentenced to death in a capital murder case in 2008, in the death of her 2-year-old daughter. i want to bring in danny. the stay was granted to consider new evidence in a case that's become controversial, high profile. you have had politicians, celebrities calling for another look at this particular case. i think "the new york times" framed it as rare agreement in a polarized state. explain that and where this goes from here. >> you see agreement on both sides of the aisle. and that is a rare thing with republicans and democrats. but you see folks almost universally say thing is a case that deserves a second look. when you look at the appellate documents, this appears to be a problem of tunnel vision. >> explain that. >> a first responder comes on the scene, is suspicious of the story, and from there, all the dominos fall. now, when the defendant is sleeping in her jail cell, that's a sign that she's cold hearted in closing arguments. all kinds of things align, including the medical examiner. those are the kinds of things, and i see it fairly often. once police decide early on somebody is guilty, all of a sudden they're a hammer, and everything looked like a name. in particular, that defendant. >> let me explain, essentially prosecutors have said that she essentially was responsible for the death of her daughter via abuse, that she had abused her 2-year-old. the defense said the toddler tripped down the stairs, seemed fine, and then never woke up from a nap two days later, right? the question has become, was she coerced into a confession. that is the concern that's been raised, and it seems like part of the reason why the stay was granted. >> it's very interesting, because that fall down the stairs, it happened at another apartment, where the stars were much steeper, and outside the building. so much more dangerous arguably. but because the first responder didn't though that, and they distrusted or were suspicious of the answers, which by the way, people under stress give all kinds of different reactions to familiar kinds of stress. we're all different when it comes to that. and i can't tell you how often law enforcement views one person's response to stress or trauma as suspicious, when it might be just their particular way. and there is evidence in this case that this defendant had been abused and this is the kind of trauma that may have led to her respond to a way in a way that law enforcement just distrusted from the outset. once you see a confession in a case, i can tell you that you're going to see a high likelihood of a conviction, even if that confession was coerced. juries find that stuff really compelling. and it's really bad for a defendant. even though the confession may be the consequence of an ovely coerce iv >> donald trump is still standing stronger than ever before. >> reporter: but both trump and pence now flirting with their own 2024 presidential run. >> in 2024, most importantly, we are going to take back that very, very, very, very beautiful white house. >> we will win back this country in 2024. >> reporter: a rivalry like this, not since vice president john nance garner took on fdr. his white house partner in 1940. trump and pence taking diver jemt paths since january 6th, when pence pence, to trump's chagrin certified the 2020 results. >> president trump is wrong. i had no right to overturn the election. >> pence engaging in once-considered traditional campaign stops. a breakfast gathering, a party activist and down the road in the evening. >> it is wonderful to see you all back at the lincoln highway dinner. >> this as trump continues to galvanize thousands in ohio. his seventh already in 2022. >> he's the best. he's the boss. it's donald trump all the way. >> what about pence? >> no! >> trump and his fans unyielding, trying to use his influence by endorsing candidates in contentious primaries. >> this man is going to win. >> as pence quietly focuses on smaller, party-unifying efforts. >> we gather here with a sense of optimism and purpose. >> a tenor distinctly different than his former running mate. >> right now our country is going to hell. >> trump continuing to litigate the past. >> our biggest threat remains the sick, sinister and evil people from within our own country. >> the one-time duo, now on separate, but potentially colliding campaign trails. >> halle, there is no doubt the strong grip that the former president continues to have on his party, but the big question here especially in this next month is the likes of j.d. vance, and dr. oz is, david perdue and some of these key primaries who have been backed by today. if they're now able to win their primary, does it signal to the rest of the republican party someone like a mike pence that there's potentially room for them come 2024 not all of the voters in this party followed just exactly what donald trump tells them. >> and you know what? when you talk about the form president and the questions of his grip on the gop, look at what unfolded with house minority leader kevin mccarthy, for example and the audio that had emerged. we heard from mccarthy in the last couple of minuteses and he addressed it albeit briefly and i'm paraphrasing saying this is something that happened 15 months ago. we're here to talk about the border. you know, a politician looking at the taking point of the day which was what he was there for which was the border and immigration. how do you see that as you've done reporting on this front. >> trump has shown unwillingness to forgive and i was talking to j.d. vance and in a lot of ways they viewed donald trump's endorsement as a testament to his willingness to open his arms to anybody that ultimately acquiesces to his power, as the leader of the republican party and that is what you see here in kevin mccarthy, too. it was 15 months ago, saying i've had enough of this guy, referring to donald trump. at the same time donald trump is able to ensure his own power over house republicans if he continues to have a strong, close relationship with kevin mccarthy who is unlikely to be removed as the leader of the gop house here and that's why some of key races as the primary ahead, if as some of those individuals who didn't have kind things to say about him are able to win with his endorsement and it's a testament to his power going forward in 2023 and potentially and beyond. >> vaughn hilliard, thank you very much. >> not the race 2024, and one of the most closely watched race% governor, with today georgia incumbent governor brian kemp picking up an endorsement from the national rifle association following the fiery rivalry, with senator david perdue. if you haven't been following the dynamics of this race, brian kemp not at all backed by former president donald trump. senator perdue, very much backed by him. one republican strategist compared the showdown to an episode of jerry springer, perhaps not the most contemporary analogy, but an analogy that is fitting nonetheless, listen. >> let me be very clear tonight. the election in 2020 was rigged and stolen. >> the only one lying here is you, and that is a fact. >> did you call a special session? did you stop the consent decree? >> didn't have anything with a consent decree. >> that's why you failed. >> you were on the primary ballot after the consent the decree was signed. you never said a word about it. >> of course, did i. >> there was no widespread fraud proven in that election. >> greg bluestein from the atlanta journal constitution and an msnbc political contributor. talk about where this high stakes primary goes from here because as you pointed out in your takeaway, the calendar focusses on 2022, but itself 2020. those are the clashes between brian purdue and brian kemp where they were almost nose to nose, this was the most brutal georgia debate i've ever been a part of and from the get go it was david perdue's mission and it was his intent to get rnd brian kemp's skin which i think he did and appeal to the trump voters because he's behind the polls and he doesn't have the media attention that brian kemp has because he can't command the powers of incumbency and he is trying to rev up every single conservative voter he possibly can to come out to the may 24th primary, because as he said he's running out of time and way behind in the polls. >> it shows him trailing kemp by 24 points and i wonder how that plays to the posture from david perdue because he and kemp were collegial before this, weren't they? >> this is the first time they've shared the same stage since david perdue entered the race for governor in december and kemp sees that as the ultimate betrayal and he sees that as just a real shot in the dark, sort of a really a betrayal, and look, david perdue is backed in the corner right now. he's behind in the poeshlgs as you said. he's behind 20 points plus. his only bet right now and only way of winning the governor's race is to force governor kemp into a runoff. to keep him under the 50% margin to win outright and there's the june runoff where donald trump can come back to georgia and david perdue can have another boost from trump and anything can happen in a georgia runoff. we've seen it before and governor kemp knows it better than anyone because he was in second pace and he'd go back in 2018. >> we only have 30 seconds left and you say that one of the big winners of this could be the stacy abrams campaign, why?
