fewer concert tickets. this phone? more concert tickets. and not just for my shows. switch to xfinity mobile for half the price of verizon. that's a savings of over $500 a year. switch today. you from msnbc headquarters in new york. welcome to "alex witt reports." we begin this hour with more new video showing aftermath of shelling in the city of kharkiv earlier today. ukraine officials claims russian missiles hit a hospital, apartment building and kindergarten. at least 5 killed, 14 wounded. new video from the dire standoff in mariupol and possibly the longest night of this war. russian officials claiming only 400 ukrainian fighters remain in the city. ukrainians say completely surrounded holed up inside a steel plant still refusing to surrender as russia sets its sights on the wider donbas region. >> for us the battle for donbass is extremely important. important for reason of safety and a grouping located in donbas is one of the best military we have. it is a large group, and russia wants to encircle them and destroy them. it is nearly 40,000 people. it is 44,000 professional military men survived a great war from the beginning of 2014. this is why it is very important for us to preserve that part of our armor. >> the russian military sending a message releasing new video showing a tank with the letter "z" and the words for donbas painted on it. nbc news cannot verify when or where this video was taken. and joining us from lviv, ukraine. welcome to you. talk about the situation unfolding over in mariupol. what do you know about it? how dire is it? >> reporter: it's a terrible situation, alex. for 53 days, the russians have been pounding mariupol. employed the worst tactics, medieval, siege and starvation tactics in mariupol from the first day. every person we've spoken to, every account we've heard from mariupol just paints a horrifying picture of what's happened in that city. look, alex, that was a city of maybe 450,000 people. there are maybe less than 100,000 people hemmed in there under the most appalling conditions, and the ukrainian troops still in there, several hundred of them definitely less than 1,000, are fighting tooth and nail to keep the russians out of there. one, because it's such a strategic place that would connect the russian mainland to the crimea, giving them a land bridge. got that steel factory you talked about, one of the big evidence in europe and a huge win for russians but there's nothing left of that city. they've boned 90% of it probably over 79% of it going down in history as a an aleppo, a grozny. a devastating situation there. for a little more on what it looks like there take a listen to what one ukrainian member of parliament had to say. >> the city still has not fallen. there is still our military forces, our soldiers. so they will fight until then, and as for now, they still are in mariupol. now no one, big city in ukraine, is not fallen, and only have under control of russians military forces but all of the rest under ukrainian control. >> reporter: and, alex, in this war, the russians have made very little distinction between military targets and the besieged civilian population. that's why that city is such a disaster, but as you heard in that interview, it's a testament to the how hard the ukrainians have been fighting, because after 53 days of utter brutality by the russians, the ukrainians are still holding on to pretty much all of their major cities, and pretty much all of their territory, because they know how important their sovereignty is to them and not willing to give up. interesting as well. the russians offered the fighters in mariupol a deal. saying if you lay down your arms in mariupol today they would let them out and not hurt them. that was flat-out rejected. not only by those soldiers but zelenskyy also said that if those soldiers are killed, any sort of peace agreement with the russians would be completely off the table. so they're not willing to back off on one inch of their land here. no matter how heavy the cost is to ukraine. >> and the thing is, the tragedy, i mean, of what these 400 fighters if that indeed is the number holed up inside that steel plant, i mean, their courage is actually unthinkable. how they're even able to manage this, but there's no way to get flig to them. right? because they're completely surrounded by russian forces? they have to try to fight to the end? >> reporter: that's exactly right. i mean, a., you can't get any ammunition, any equipment to these guys. so we have no ideas how low they are on fighting equipment, and that also speaks about the, you know, the citizens that are hemmed in there. there's no aid, no food getting in there. and this is only three weeks ago. i spoke to this one incredibly grave young lady in her early 20s. this was three weeks ago. you can imagine how bad the situation is. she made a suicide pact with her sister in case they were going to starve to death. thankfully she got out of that city. hard to imagine how people are living there and grateful, alex, three weeks ago, it was snowing. to melt the snow and get drinking water. no, no running water in the city. not just fighters, it's the civilians that were living a normal life three weeks ago, three months ago, are going through the depths of hell in that city. that's the only way to describe mariupol. >> i think a lot of people agree with this statements. russians are acting as absolute terrorists when they target hospitals, apartment buildings, kindergartens. it's -- it's unspeakable. it's unthinkable, but they're doing it. okay. thank you very much, alley, appreciate that. on another front. new concerns today after north korea tested what it claims to be a newly developed tactically guided weapon. on saturday its 12th missile launch so far this year. msnbc's richard lui at the big board for us. talking about what we know about the new missiles and the question, why launch them now? >> yeah. big questions here. one thing to be very clear. these are the words as you just stated that north korea saying what they did. calling this a new tactical guided weapon. dig into those words shortly, but basically, these are used for shorter to immediately-range attacks. let me show you what we know at the moment. what we have heard according to kcna, again, the state media from north korea. the launch happened in the eastern region of north korea. in the city and area of here and they made about a 70-mile arc around 6:00 p.m. local time saturday and flew roughly about, within this arc, hitting the sea of japan, after they hit that 70-mile mark of note here. that these are mobile. and that these particular launch devices according to what we see at launch platforms specifically. down here, easily they would hit seoul. seoul's just about 30 miles here from the dmz. it these missiles were to be used in battle, very easily reaching seoul. more facts on what we are hearing and what we can report. the height of about 82,000 feet. they reached about a mach 4.0, which is about 3,000 miles an hour. >> wow. >> clearly, something when you talk about surface-to-air missiles trying to shoot these down. not as easy. notice in this photo by the way, down here, left-hand side. it's a mobile delivery platform. again, these photo from north korean state media, the threat here is that they are harder to detect. harder to follow. again, can move closer to the dmz, closer to seoul, and a major, in the tens of millions of population. now, u.s. defense officials said this -- we are aware of the north korean statement that they conducted a test of a long-range artillery. i think we've got that quote for you. this long-range artillery system. now, i underlined this, because when i talk about the -- have it right here. in fact. the reason why, the words that the u.s. defense department is using long-range artillery system different than a missile system. different than guided missiles. guided missiles, they can change their course. that is a notable difference. again a supplied photo from north korea's state media. they can actually avoid those countermeasures coming after them. so a distinction. interesting that the united states defense department is saying that. in either case, both munitions but seoul in range in range of what? either both, conventional or nuclear payloads. more photos from north korea. remember, two parts to this story. delivery system, the missile. the second part of the story, the payload. the explosive. the last time they tested a nuclear weapon was in 2017. before that, in groupings every three, four years. at lex, with tests for missiles ramping up now, we could see underground nuclear tests ramping up again soon. >> look, there's been so much focus on russia and ukraine recently. let's talk about how the tensions are rising there in that peninsula now? >> a great point. because the tensions and our focus has been on russia. exactly potentially one of the points. the reason why they are moving at the moment as the world looks at russia. yet president biden did just order an aircraft carrier move into the region, into the space of the sea of japan. "uss abraham lincoln" and a joint exercise by the south koreaing and united states, that will begin tomorrow. what they do annually, plus add to all of the potential powder keg, word often used talking about north korea. the national birthday celebration of kim jong-un's grandfather, founder of north korea. typically a time with more military activity. quick note. this marks north korea's 12th launch in 2022. according to the center for strategic and international studies. >> hmm. >> they're on a good clip at the moment. an average, by the way, divide it on out here, alex. one launch every ten days. >> no shortage of headaches around the world right now. thank you very much, richard, through that one. joining me, illinois democratic member of the house oversight committees. welcome back to the broadcast. can to see you particularly on this holiday sunday. let me ask you about how alarming these north korea's tests are? does north korea have capability to reach the u.s. with one of these missiles? >> well, perhaps not exactly the one we saw in those pictures, but they do have long-range icbm capability. the way i look at this, alex. it looks like a nuclear temper tantrum to me. they know the world is focused on ukraine right now. and they want to get attention focused back on them. i think this should not in anyway change our position with regard to our commitment to defend the south koreans or the japanese or, of course, our homeland. >> all right. well, paid attention to it, move on to this topic which would be ukraine. in a pre-taped interview with cnn president zelenskyy discussed the possibility of president biden visiting ukraine. take a listen together, sir. >> do you want president biden to come here? >> yes. >> are there plans for him to come? >> i think he will. >> you think he will. i think he will, and i think that each -- i mean, it's his decision, of course, and about the safety situation, depends. i mean, yeah, but i think, i think he'll -- the united states, and why he should come here. >> do you think president biden should visit ukraine? if so, purely symbolic? what kind of a message would that send and how important would it be to the world? >> you know, i don't know what it would take for the president to go there. as you know, his security footprint, making sure that he's secured is enormous. >> yeah. >> and given that the situation on the ground is so fluid, i'm not really sure how they would facilitate logistics of that. all that being said, i think the president eventually will go there. hopefully in a free ukraine. and i think that, you know, president zelenskyy is correct to note that, you know, we are going to stand with them through thick and thin right now, and we have to do everything we can to arm them, to beat putin on the battlefield right now. >> yeah. looking at new article in the "washington post." the title reads "u.s. allies plan for long-term isolation of russia." the "post" points out, mark a return to containment after years seeking cooperation and coexistence with moscow. how do you, sir, feel about long-term isolation? and do you want to see the measures we have enacted against russia right now become permanent? >> as long as putin is in power i think this is what he's going to be facing. isolation, and a rather cold shoulder from the international community. remember, putin is in charge of these atrocities and war crimes that have happened in ukraine, and what we're seeing in mariupol, i think, is amounting to another war crime. and i think that as long as that happens, western governments including the united states would be loathed to return to business as usual with this particular regime. >> okay. let's move domestically. talk about the january 6th investigation. the attack on the capitol, of course. cnn was able to view almost 100 texts sent to former white house chief of staff mark meadows. came from republican lawmakers mikely and shiproy and shows them supporting trump's efforts to overturn the election but ultimately backed off when they realized his claims were baseless. how big a deal are these texts? i mean, do they help build a case against donald trump at all? >> possibly. i think more so, they offer kind of a cautionary tale to a lot of my colleagues who might be in search of quote/unquote fraudulent evidence when there is none and go down the rabbit hole of, you know, going amongst conspiracy here to ifs and qanon folks and kooky lawyers and it's akin to riding a tiger and trying to get off. very hard to do so without getting consumed in the process. so it's better not to start in the first place. i think that is really what these texts illustrate to me, which is that some of these people either really tried to look for fraudulent evidence or cynically doing so, and quickly found out they were staring into the abyss. when it came to january 6th. having lived through that day, where there was a bomb 200 feet from my office window, i can tell you a lot of us in congress take this very personally as well. >> yeah. this drip, drip, drip of information comes out on january of continues to involve mark meadows. produced some records for the committee but then didn't show up for deposition and congress sent a criminal referral. should the doj bring charges against him at this point? >> my understand is that the family is planning for a funeral late this week. they've actually come to a eulogy which i will do and there are protests with local activists. some of the national organizations like national action network, naacp and others coming in to support them, and they are, the family, is looking to bring in an independent review and possibly autopsy. it seems just unthinkable to many of us that you would turn a traffic stop into an unarmed man being shot in the back of the head and killed. we've seen some of the tapes. obviously, not all. but clearly the police man and patrick were in a tussle. the police man was on top of him. so he knew he was not armed. if his face was down, because he was shot in the back of the head, clearly, you were not in danger. why would you even draw your gun, lest your gun fire a shot to this young man's head. absolutely, there are laws about pursuit of our policemen and this pursuit in our judgment is certainly one that appears to be against all laws and the death of this young man needs to be prosecuted. >> here's the thing, though, rev. we've been having this same conversation for so long now. it is forever frustrating. what's even more frustrating about it is, there is widespread awareness of this issue, because we keep talking about it, and yet this keeps happening. >> what we've not had is widespread legislation that would say to those officers that are not following the law, and their training, that they will be personally liable and prosecuted. now, we were able to see two cases this year, and i was involved with them. the case of george floyd, where an officer was convicted, and the case of daunte wright where an officer was convicted, both in minnesota, but there's no federal law. so a policeman that is told that you should not operate out of angster or bias has no reason to feel that they are in jeopardy. that's one of the reasons why the george floyd justice and policing about the is so important. because it deals with qualified immunity, deals with training and other issues. and it deals with body cameras. in that case, alex, a policeman even in pursuit would have to say, wait a minute. i've got to deal with training, or the feds can come in and i might be risking the home of my family, because i can now be held liable. we saw for years before my time about segregation. it took legislation to deal with it. we have failed to come with federal legislation, and this is an example even in the year after george floyd's verdict and daunte wright verdict that guilty was the verdicts. if we don't have the law, you will still have those policemen that feel they can operate on the other side of the law. >> 100% right. that's what's missing. of course, we'll follow this particular story. let me get back to new york city where you know mayor eric adams. he took heat for calling out black lives matter and questioned about rising crime in the city. how he defended himself today. take a listen. >> there's so much emphasis on those who are breaking the laws, i say we need to start also focusing on those who are doing the right thing, who are the victims of law breakers. let's focus on those innocent people who are being victimized by a small number of violent people. >> where does this go at this point, rev? has he found himself between a rock and a hard place? >> i think where he finds himself, and as importantly, more importantly, the city as a whole, the community as a whole, is that we must have the balance between dealing with public safety and dealing with criminal justice reform. it's not one or the other. it's both and. you have to remember just this past week a man got on a subway and shot ten people and injured others. i have people working at national action network and i did not even know their faith that called me into the conference room to pray with them, because they wanted to go home and were afraid to get on the subway. at one level i cannot stand up as i am in grand rapids for this young man, and ignore when we are victims in our community that may come from, as the mayor said, a small percentage in our community. you must have both. three weeks, to two three weeks after i did the eulogy at george floyd's funeral i did the funeral for a 1-year-old kid killed in a cross fire gang fight in brooklyn. we must value all lives and stop it by dealing with public safety and police reform. we don't want it in the name of public safety to unleash the police, but we don't want to ignore victims no matter what the cause of the victimization is. >> yeah. amen to that. switching gears yet again here, rev. get your take on potential elon musk twitter takeover. first of all, remind viewers what was said by democratic strategist danielle moody on your show. here it is. >> elon musk is a danger to twitter and to freedom of speech. he has been known to say some of the most transphobic and homophobic things to his millions of followers. so creating an arena for hate to me is what that sounds like, an opportunity for him to have no consequences. >> he says he wants to turn twitter into an inclusive measure. do you agree he's a danger to free speech. >> some of the things mentioned, transphobic thing, question of returning former president trump to twitter, there is reason for concern. and i have not seen mr. musk be a champion for free speech on the other side of concerns. so i think there is a reason for concern here, and i think that there are many in the civil rights community weighing in heavily on this in the next day or so. >> before we go, are we, rev, in more troubled times than usual? or just the perception for today and what is the easter message you want to get out today? >> i think we're in very precarious times. i don't know that we gain anything comparing it to other times but from fighting for democracy in ukraine to undermining of democracy here in the united states, where voting rights is under siege, we are in precarious times. the message i think on easter is that those of us that are followers of christ, and i'm a baptist minister, believe that he was willing to suffer in order to change and challenge those that needed to be here, those that needed to break whatever the habits of the rulers of the day was in terms of worship and the service, and heal and uplift it, and that if you put it all on the line, you will rise again. even if you criticize. even if you are attacked. even if you are crucified. there is a resurrection. the problem is, most of us want the ride. we want the resurrection, without the crucifixion. sometimes you have to risk the discomfort of coming outside of your comfort zone in order to change the whole for the better for all of us. and that's what i think resurrection sunday is about. if you lay it all on the line, i believe that god will bless you by giving you more than what you sacrificed. >> thank you, rev. i think we all needed to hear that. i appreciate that from you as i do every time you come on the air with everything you say to us. thank you, my friend e. thank you. >> appreciate that. and you can all watch reverend sharpton on "politicsnation" right here on msnbc. after a break, more news. stay with us. ♪ ♪ we believe there's an innovator in all of us. ♪ ♪ that's why we build technology that makes it possible for every business... and every person... to come to the table and do more incredible things. >> well, they have -- thanks for having me on your show. look, there's no point in surrendering. they're just going to get tortured and killed anyway. we've seen this is how the russians behave. how they've always behaved and how they prosecute warriors. they shoot innocent civilians, kidnap children. they agree humanitarian corridors and then they -- straith and bomb them. i wish he would quick walking back his comments. absolutely correct russia should be sanctioned as a state sponsor of terrorism. you know, had we had more heavy weapons, probably could have broken the blockade of mariupol. your biggest speaker, reverend al sharpton, just was very inspirational. he said, if you put it all on the line, you can let back much more than you put in, and the west had put itself in that position, giving up the weapons we really need, when he needed them. we may not be in this dire position. >> yeah. i mentioned that you are originally from canada. i know you're now leading a group of civilians. taken up arms. what made you join the forces and 53 days into the war, what it's your objective? can you see any end in sight? >> well, the territorial defense forces are, have been set up in january as a branch of ukrainian armed forces and they protect and defend the regions in which we live, and that's what i do. i find no reason why somebody else should defend my home and my family, and so i stayed, but, i mean, the end in sight is really up to one man and that's vladimir putin. frankly, from everything that i have seen, you know, we have to get over this escalation fetish in the west about, oh, my god. we can't do this because it will escalate. i have not seen once i don't think anybody has seen once, that he has not done something because the united states or nato has been afraid to escalate. this will be over when the russians suffer such a heavy cost that they will come to the table. that's the only way they negotiate. >> yeah. >> they won't -- any form of compromise is a sign of weakness. >> yeah. you are echoing that which a lot of experts are saying, military experts. that having been said, russian troops right now are largely refocused on efforts in the east. now that they've lost this prized warship, the one in the black sea this week, russia renewed the strikes in kyiv. do you know what the situation there is like right now? >> sure. we've had, i was there on patrol the other night when the first rockets came up in -- in to kyiv and lit up the sky. we've had rocket attacks each night since then, but we expected that. nobody really expects them to give up on kyiv. none of this makes any sense for vladimir putin unless he takes kyiv. he needs ukraine. he doesn't need ukrainians. this is why this is a genocide. because he's out to exterminate everybody who is not russian or pro-russian, and that's roughly 40 million people. this could turn into the most horrific genocidal bloodbath in the history of humanity. we can take these guys. we saw, we defeated a team, we know that this army, the russian army, can't fight. it doesn't want to fight. they're having huge problems resupplying, reorganizing. if the west gives us, the united states in particular, gives us the right equipment, we can win this. we're getting 18 -- 1,855 millimeter howitzer. we need 180. not 18. we neat a lot more and in a timely manner. can't wait two, three weeks for shipments and things like that. we need to be supplied like the berlin airlift. the united states and nato need to find the courage of their conviction. moral courage of their convictions and say, we are going to stop this guy in ukraine, because if we don't he's coming after the nato countries. and he will. he's been very blunt about that. he's been very forward about that. and you better believe he will. so let's, you know -- unfortunately we have the sense that president zelenskyy said the other night that, you know, the west is waiting to fight putin down to the last ukraine. >> uh-huh. >> that would be a -- that would be something that the west would have moral culpability over. bear responsibilities for what happens here. >> not heard it put the way did you. in terms of a genocide, vladimir putin needs ukraine, not ukrainians. and that is pretty sobering. the way you just said that. thank you so much. stay safe and thanks for doing what you're doing. >> thank you. one city where people are reaching for masks again coming up next. a look at the potential pushback if the need for masking returns. , without sacrificing quality. by delivering fresh groceries you feel great about serving. providing prescriptions as low as $4, to keep your family healthy. always being here to help you save money and live a little better each day. ♪ ♪ only two things are forever: love and liberty mutual customizing your car insurance, so you only pay for what you need. if anyone objects to this marriage...
