[inaudible] most of the footage is too distressing to show. the sound of desperation. trying to save someone cod under collapsed masonry. and the sound of people in deep shock. scenes being played out over and over again in a city that has become synonymous with carnage and misery. >> that was on day two of a monthlong russian campaign that reportedly killed thousands of innocent people. a horror reminiscent about what russia is doing to mariupol. a ukrainian city with thousands -- after weeks of russian shelling. a city where a maternity hospital was bombed. and theater housing, women and children were destroyed. and escape routes have been shut down by russian artillery. putin's punishing attack has killed more than -- and has displaced more than 3 million people inside the country. making it the largest refugee crisis in the world since, you guessed, it syria. putin might have displaced more human beings since any single leader as adult hitler. -- the people of both countries live under the constant threat of chemical weapons, and an assault made good in syria according to the un and u.s. intelligence. and the russian propaganda machine is hard at work in syria. russia focuses anger on the white helmets. -- and to document apparent war crimes. the kremlin, and its army, falsely accused all of the white helmets of working with al-qaeda. and of staging atrocities with crisis actors. and now in ukraine, russia says that is now depicting its war crimes, there are actually fakes! macon by ukrainian authorities. -- with the headline, ukrainian neo-nazis film staged videos to frame russian with work rhymes. other insanity! but the darkest tone is this, the tone for the campaign in syria was faced by the first commander, alexander. the use of forbidden human missions, the death, the destruction. on his watch, warned -- earned a no word from putin. and earned him a nickname, the butcher of syria. now, guess who putin has tapped as the nude commander for the next phase of his failing war effort in ukraine. that is right, the butcher of syria. and this appointment has convinced many observers that the dark similarities between rushes two wars are about to go worse. in fact, many syrians are reaching out to ukrainian organizations with the vice -- and how to document russian atrocities. there is also the similarity in the american response to both wars. in syria and ukraine. agonizing in how well to arm rebel groups or not, and whether to impose a no-fly zone. the west and its allies have been key to call out russia for its war crimes, but understandably, to avoid direct confrontation with a nuclear armed putin. >> my hope is that as we continue to have these conversation and the size suspect, russia starts realizing that they cannot bomb their way to a peaceful situation inside of syria. we will be able to make progress on that point. >> russia is still trying to bomb itself out of everything. in syria, and in the ukraine. but you can't fault any american administration for wanting to avoid a hot war with putin. nuclear escalation is a legitimate concern. and it is a serious challenge to what we all feel when we experience hardships in ukraine today that we witness over a decade in syria. but i see, you can't help but see the -- in both syria and ukraine. and you want to do something about it. want to do something about him! i do not want a world war in the nuclear age. neither should you! but we have seen this all before and so we should not be surprised at the extent of the russian brutality in ukraine. syrians are not. nevertheless, short of escalation and a possible nuclear conflict, is there anything at all that can be done right now to make sure that never again does not again because never mind? joining me now is right, or novelist, and policy alice -- , as well as drawn occurred, or a senior at the atlantic council and cofounder at the cereal and development. thank you for joining us. let me start with. you were hearing reports of sexual assault by russian soldiers in ukraine, in fact, yes week they accused rug shih of using it as a weapon of war. what does that mean? what president is there for that in the syrian war? >> human rights watch has been documented a brave the tension. center and brave women, and children, and prisoners of all kinds. but you know, matty, if we look at russian history, russian communism has been employing the same invasion tactics all over. not only in syria, but in ukraine. if you look what they did in finland, in estonia, in lithuania. in azerbaijan. in afghanistan! it's always the same topic. what happened in syria, was the regime was already deployed. those kind of factors, with any regime in the east, anytime you arrested, even a regime like -- , where there is role, you have people, 60,000 prisoners. they are being raped as we speak. they always use that analogy. so when russia intervened in syria, they basically did exactly what -- was doing. but also they have been famous in history, after world war ii, even historians documented what they did after the liberation from the nazis in germany. and in europe. where they have massive rape and -- . so this is not a new method. they always use that. what happened in syria, the scale of slaughtering, and rape of civilians. we can actually rival it or compare it to what happened in bosnia. and in rwanda combined. and we have documentation of that. the united nations have all these documents. we have more evidence against the russian regime, and syrian regime, then we had as the nazis. but what happened, is the fact that there was never accountability. this paid away for what is happening in ukraine today. >> so, let me bring in jomana. russian attacks on hospitals, and schools, and residential areas in ukraine well documented before putin appointed this new general, alexander to end the war. as someone who watched it work in syria, what could this tell us about the direction, the dark direction of things in ukraine now? >> thank you, mehdi, for having me. of course, i think syrian doctors, nurses, humanitarian workers. we've seen most recently the white helmets. according to the washington post. saying, we know how this ends. the russians are going to try to convince you to be part of a deconfliction mechanism's, for example, the united nations. they're going to try to push things like the un security council resolutions. also that they can have beetle power over the work that, the way, the direction that russia would like to push this war. i spoke, just very recently, before this, with doctors who worked and were responsible for the evacuation of aleppo. who said that, now as we look at mariupol, and other ukrainian cities under siege. we are incredibly worried. because they were trying at the time, to negotiate, by the un. with the russians to allow even the most severe of medical patients to be able to, to be afforded safety exits. dialysis parish and's. haitians are tumors. none of those which were given guarantees by the russians. and in fact, were targeted on the way out of aleppo. so we know where this ends, even where communities give up and say, please just stop the shelling. we are going to evacuate! we will agreed to be displaced. even in those situations. civilians fear for their lives. >> rula, let me ask you this. where do you stand on the military option here? another similarity as i pointed out earlier, the obama and ministration agonized over a no-fly zone over parts of syria, and syrians were being killed on mass. and they wanted to avoid a direct conflict with russian jets. that's with the biden administration is saying now. is that a legitimate argument or do you think they are being too cautious? >> they are too cautious! he is not going to stop in ukraine. we need to start understanding how this man's reasoning. his propaganda, day in and day out, on national television, on state television are telling us that they are at war with the west. they are at war with europe. they even advocates dropping atomic bombs against europe. they even brag about putin bragging about rape. he used, actually a song where he was telling his stole juror, and this is military coded language, where he says my beauty! it is your duty! >> understood rula! but you don't worry that a no-fly zone could lead to a nuclear exclusive relation? >> well, with a no fly zone. there are two other options that we need to start pushing. one, arming ukrainians with whatever they need to protect themselves. we have a responsibility to protect. because we saw in syria, the principle of never again. never mind, and then syria began another genocide that is now taking place in ukraine. another thing, we need to push here, and especially to germans, to stop funding putin's war. they sent ukrainians one billion dollar, and then hundreds of billions of dollars to the regime does not make sense. so sanctions! sanctions! sanctions! >> i think we can -- i think many people would agree with both those things. i think they worry about, was the direct congress station, which was the worry in syria. one big difference between syria and ukraine, is the amount of sympathy in the world. when it comes to refugees fleeing the conflict. we talked about the double standard before. we've talked to several refugees versus ukrainian refugees. and what you need is a syrian born woman running a nonprofit on the ground in syria. must be manning to watch. >> listen, i'm not gonna say that there is not a part of me that does not wish that the resounding welcoming that ukrainians have received in europe. but at the same time, if you allow me. i will tell you that syrians i know in the diaspora across europe, in the united states. can you imagine? a new study by the center left a think tank third way found that murder rates are on average 40% higher in the 25 states donald trump won in 2020 than those who went for joe biden. take jacksonville in florida, a red city with a republican mayor. it had a wonder 28 more murders in 2020 than a city with a similar population, san francisco, which is run by a democratic mayor and often depicted as some sort of mad max lawless hellhole. bet you haven't heard about jacksonville in the news. if you look at the ten states with the highest murder rate in 2020, that was last year with available data, eight of them voted for a republican presidential nominee and every election this century. it's amazing, isn't it, how republicans have managed to just brush these figures, these inconvenient facts, totally under the rug. i haven't even mentioned that the largest increases in homicide rates were not in new york or l.a. but in rural republican led states like montana and south dakota. i mean, republicans have done such a good job with selective storytelling and collective blaming of democrats that both the quote unquote liberal media and top democrats themselves have totally bought into it. >> we should all agree that the answer is not to defund the police. it is to fund the police. fond them. >> yeah, fund the police. we're not doing it. only if i read the headlines. if i only listened to joe biden or only read headlines in the newspapers, i would think that the finding efforts have led to a rise in crime. time for a reality check. after the widespread calls to defund after the death of george floyd in 2020, cities from austin to l.a. to new york to dallas all relocated police funding. yes, defund was gaining steam, rhetorically, at least. all of those cities reversed course. austin and alice raced their police budgets, as did new york city. it was boosted by a whopping $200 million. defund? america has been seeing a re-funding of the police on steroids. whatever rise in crime we are seeing now in 2022 has nothing to do with this mythical defunding we keep hearing about. the narrative has stop even among democrats. it is catching. it is easy. it has even swooped up so-called progressive prosecutors along with it. remember the deadly sacramento mass shooting last week? maybe you don't. we forget about mass shooting so quickly. six people were killed and 12 injured just blocks away from the city's state capital. i wonder which progressive da's policies led to that tragic incident. wait -- the da there is and murray xu burt, a tough on crime form robe look and who left the party during trump's presidency. she's now an independent. that has not stopped her from blaming democrats for a rise in the murder rate. just listen to her on fox in january criticizing progressive da's like alice george gascón and san francisco's chase aberdeen. >> if they want to dismantle the system, they try to talk tough, it's really just a show. when you actually follow them through with those cases, what we are seeing is that they are not really been tough on crime. >> what she conveniently did not mention was that homicides have also risen drastically in sacramento county, her county. last year, the city of sacramento saw its highest murder rate for 15 years. what is happening here is that republicans and a lot of democrats are falling back on their lazy tough on crime rhetoric and policies before progressive criminal justice reforms even have a chance to work or be implemented. carry blocking, or an investigator journalist with the marshall projects, wrote last month that even when progressive prosecutors win voters support, establishment's work to curb their power from virginia to missouri to texas to georgia. conservatives have backed bills undermining the ability of elected prosecutors to carry out reforms that led reporters to support them in the first place. again, centrist democrats seem to be dancing to a republican tune, including in d.c., for most city council members are now on board with hiring more cops, a reversal from 2020 when they cut the size of the police force. with midterms around the corner -- they want to self-largely and blame themselves even on the cold, hard facts tell a different story. joining me now to discuss all of this is activist, author, and host of the pot to save the people podcast, derail mckesson. he is the -- we also have john fafsa, a law professor of fordham university and author of locked in. thank you both for joining me. john, let me start with you. let me start with your recent findings on all of this. you looked at homicide numbers from dozens of police departments across the country. why did you see? have only democratic run cities ben hotbeds? ? >> to start with cities, it's hard to say democrat versus republican. so many major cities are led by democrats. some democrats are very non progressive. some republicans are progressive. but i have found, and others have found this as well, is that there is no connection between the progressiveness of a prosecutor and got cities change in homicide, right? whatever is driving this is -- >> how much do you think the pandemic is driving, it drawn? >> i mean, i think the pandemic has been a huge role in it. the unrest following the murder of george floyd, in complicated ways, contributed. the police response also created all sorts of violence. i think those things interact with each other in complicated ways. i don't think we fully understand yet what happened in 2020. i think different cities had different things happening. obviously, the pandemic is very much at the heart of all of this. >> i want to play a clip from former new york city police commissioner on morning joe from wednesday following tuesday's shooting in brooklyn. have a listen. >> who needs to get out of the way so mayor adams can make new york city safer again? >> the legislation in albany, the city council, the progressive wings of those bodies, if you will. it is a real uphill struggle, the progressive left criminal justice movement in the state. 2018 was the safest year in history of new york city. 2019, the legislation passed criminal justice reform. it has been a mass ever since. >> how would you respond to former commissioner there? would you respondwe should notr anything. his plan was just a lock everybody up. when you look at the nypd's own data, we don't have to do the analysis. they have already done it. we look at their own data. they see that murders are down 36% at the year today it. they are down 23% of the month today. they are down 11% year today. down at the 12 and the 29 -- murder is down right now, according to nypd's own data. it's really hard because the fearmongering or something people believe because they see these incidents. new york city is the biggest city in the country. the new york city police department's own data says that murder is at historic low in so many ways. bill bratton is wrong on that. mayor adams is, you know, i can't think of one thing that he has done that has been good with regard to criminal justice. with all the slap that de blasio, and he got a rest down at a record low. the nypd was not arresting a ton of people under de blasio. i never thought that i would be a de blasio fan at this moment. adams is out here bringing, it don, looks like kenneth. that when i look at george w. breath i look at ronald reagan. that response, homicides have risen during the pandemic about 25% and that is huge. but that is nowhere near violent crime. and when we're talking violent crime, were nowhere near the 90s. but people think it's like that because of the political narrative. that is someone who studies of stuff, how frustrated do you see with the sentiment of defund the police? and he like more pioli bowl talk about defunding the police and we actually have work done? >> i think that's true. and i also wanna point out, the journalist nick wing pointed this out this week. the one time the police minister had said that bill reform was causing crime, was when he was in albany, testifying under oath. and suddenly, at that point under oath, he suddenly said that the data is not really there. that there is no real connection. and it's important to realize. the police are, they are a political entity here. they are, think about what defund means to the police. it is not happening. but about 90% of the bill is -- that's gonna make them very upset. they are a political force, and they are fighting back but like any other political entity would do when faced with this existential threat to their status. and their power. and so, yes, it's incredibly infuriating to see. but it's not coincidental. it's important to understand the politics are very much here. and there's one thing that we hope, these days. is that we do see a shift in people's views on the police. as the police entity. the media is stopping their immediate acceptance of what they say. there being a bit more critical of where they pull this year. and that will be indicative of long running halves. that's positive acts that we haven't realized yet. >> and there is a major recall campaign for progressive legislators like -- but there is also philadelphia's gary who won by huge margins last year, despite the backlash. convention wisdom, we don't want the prosecutors, but it depends who you are. some of them live in elections. >> yeah, kim fox and cook county. right? she won. and everybody thought she was going to be taken out. by what's happening in the media around her particular case. the other thing that is never lost on me is that with increasing budgets it's not that the police are citing more crimes in baltimore, the police say that they only plan to solve 10% of burglaries in the year. 10% clearance rate is the goal impulse for four burglaries. that is wild! could you imagine what it would be like if you're a told people, the police canceled more than ten, but if we told you up front, the police said they were only gonna solve 10% of the burglaries. only 40% of the murders. that is pretty wild. and to be the only asian team in most cities, that is increased time overtime, that is not -- that is solving 90% of the murders. and solving 80%, we know that does not exist right now. >> before i go, i gotta jump back in. we only have time to have to address this. there is the louisianans three supreme court to determine that a police officer was injured in -- a but that officer can sue you! he's alleging your to blame, because you orchestrated a demonstration at which he was injured. what is your response to that rather bizarre ruling? >> well, melissa's case was based on false evidence. false scientific evidence. a pulse confession. and we know this, not because i see so. but because experts across the country, leading experts have examine the evidence against melissa. and have concluded that her daughter, mariah, died from an injury she encouraged or of a fall two days before she died. the evidence of the medical examiner that trial the confession that was taken from alyssa. we're actually based on lies! marissa's assisted on her innocence 100 times when she was speaking to belize. but because she is a trauma survivor, because the police used interrogation tactics that were designed to elicit a confession, even if it wasn't true. melissa eventually simply gave up after hours an hours of interrogation. where the police gave her really no choice, but to admit, some guilt. and in the end, she gave up. and she said, well, i don't know what you want me to say. i guess i'm responsible. >> sabrina, talk to us about your documentary. about the evidence you uncovered for your documentary in 2020? >> well -- [inaudible] i started looking at reading all the files, and basically going back through everything that had been said and done. what i discovered was there was one of melissa's kids, he was nine years old at the time. and there was a video of him. where he stated that he saw his little sister fall down a flight of stairs. and that was never use that trial. so that was something that was really peculiar. at the same time, i found out that none of her children were able to testify at trial. and basically, nobody, she's that there with no defense. practically. so it was a lot of things. sandra stated, it was a really weak, weak case. they really had nothing against her apart from the force confession. really, there was just really nothing that pointed to melissa, that she might have done this. or, had neighbor. or someone. or even one of her children see her abuse mariah. there was none of that. in the entire case! so i just put all that together in the film to see. not only is there huge corruption because the da's in prison, and the court appointed attorney worked for the da, that is kind of a problem. but also [inaudible] >> so, john, let me ask you this. as we approach this execution deadline for your mother. i can't, it's hard for me to ask this question. how is your family feeling? what options are you trying to take to prevent it? >> it's been a long 15 years. it's been very overwhelming, that are much depressing and emotional. as a family, it's caused a lot of damage to him -- [inaudible] the way we are today, is we are scared. we are scared to use my -- lose my mother. and they don't see this as justice. losing our sister was already painful. now are you losing our mother. just to be added on to the pain. it is very very horrible, with the county courthouse is doing to my mother. >> and sandra, just talking about the case again. amanda villa low bus, the former da who handled this case was convicted on several corruption cases. >> -- my brothers and sisters. >> sorry john finish your point, i think we lost you. >> i can't hear anything. >> we may have lost john. i mean to bring sandra back in. sandra talk to us about the da who is found guilty of accepting more than $100,000 in exchange for ex favorable acts of prosecutable just -- he was convicted five years after he sent melissa the death row. people are now calling for his cases to be revealed. including this one, should've happened years ago? >> it should've happened years ago. and in fact, the attorney, the u.s. attorney who is responsible for prosecuting our manno's in prison. and he has said that all of the cases that he prosecuted should now be reviewed. and that is certainly consistent with our view, given what we have seen. which is that, mr. villalobos concealed exculpatory evidence from the defense. that he pressured responses to testify. that he refused to call the children, and disclose that the children themselves had corroborated wet melissa said. which is that mireya had fallen down a flight of stairs a couple days before she died. and her children have always testified that their mother never abuse them. but none of that evidence was ever brought before the jury. and i have to think that part of that is, this is a prosecutor who is under so much pressure, he knew that he was -- that he was on a limited time. >> 20 seconds left john. i want to give you the last word! when was the last time you issue spoke to your mother?
