angry. sad. it never goes away completely. but i have been fairly resilient mentally. when i see footage of that day it makes my blood pressure shoot up. >> my report this hour on the efforts to help police deal with the aftereffects a year later. final strategy sessions for next week's talking with russia. i'll be speaking with the nato sect-general. let's begin with kristen welker. real clear politics associate editor a.b. stoddard and jennifer tet. kristen, there are ways to interpret the jobs report but not surprisingly you heard the upside why the glass is half full from the president. >> reporter: that's right. president biden focusing on the unemployment rate. it dropped to 3.9%. he talked about how history cli low that rate is and made the argument that people are leaving the jobs going to better jobs, higher paying jobs but that doesn't deal with the issue of inflation, with those still struggling to get back to work. the president fired back at republicans essentially that he has ptd been focused on inflation. you heard him say that's malarkey. to the broader question of causing and contributing to the economic recovery covid. our own peter alexander asked if covid is here to stay. he said, no. not in the current form. that came out of what we heard but on the economy the president said he has a three-pronged approach to building on the economic recovery, dealing with supply chain prices and create more competition and lowering household costs through the build back better plan and used the moment to renew the plan for build back better. only 199,000 jobs added. far short than expectations and the president tried to say that's why we need build back better to lower costs for child care and prescription care. the talks fell apart before the winter break when joe manchin essentially said he couldn't back that massive piece of legislation. how do they restart the talks? they haven't been able to do it yet and the focus is largely on voting rights. the president set to deliver a speech next week in georgia on that. this is a challenge for the administration in the new year, andrea. >> jillian, how do you explain the mixed signals from the economy? >> as you say there's really two or three key figures to watch. one is the unemployment rate below 4% which the president is certainly going to celebrate as a sign of an improving economy. oh is labor participation rate. if you listen to jim bullard as a fed governor you see a decline in how many americans are choosing or able to work. that may not be because of the availability of jobs but because americans are retiring or down to the gig economy. the other really important figure, most important perhaps, the wage growth. and that's so important for the inflation debate because up until now the groups have been saying inflation is transitory because it's not feeding into wage and not got the expectation that price growth is here to stay. if that 4.7% figure means that people in the workforce are accustomed to higher wages and higher prices and the psychology is changing in a way that means it won't be that easy for the president or anyone else to put the genie back in the bottle coming to inflation. >> that's what i think looking at also is the wage increase is great for the workers but not great overall looking at the inflation expectations. one other quick thing is the fact that unemployment is 1.7% nationally. that's a terrible gap. not the same for hispanic unemployment. black people are really disadvantaged in this report. >> it is such a tragedy and it's one of the factors about the pandemic is that it's both exposed and contributed to this terrible disparity in the overall economy. and the numbers is put the federal reserve in a difficult position because it had repeatedly indicated that falling unemployment rates increase pressure on the fed to tighten monetary policy and seen a sharp reaction in the bond market in reaction to that. and yet the same time there are people inside the federal reserve saying we can't run the economy red hot to help the poorer parts of the economy like the minorities not enjoying the job boom in the same way enthat's a tension that once again to put pressure on joe biden and the white house. >> just about to nominate at least three new fed governors for that all-important open market committee. a.b. politically there's a lot here for both parties. >> i think the president was right to tout the high notes of this report and the fact there's worker mobility and get to move up in the economy and find better wages and jobs but it is going to be tough to spin the downsides because people are really nervous about the fact that they have now been through their third version of coronavirus and that even when a new variant comes that is less lethal and doesn't evade protection it has a powerful ability to disrupt the economy, cause the sick-outs and chaos and makes people anxious. that's not going to translate for good polling for president biden in the next whatever how many weeks to shake off the effect of omicron so despite the fact that he had so much economic progress more jobs in one year of joe biden than three republican presidents combined. do the voters know that? >> the president's right that covid is not here to stay like it is right now. 600,000 cases a day are not the new normal. we'll see this spike increase a little bit more and then probably decline very quickly so then the question is, what's left. what happens after the omicron spike? there are a number of really important steps that the federal government can take, states can take and we can take to make a new normal worth living in and allow us to have the lives we want after the spike recedes. >> there are a number of former advisers to the white house who agree with you and saying in op-eds and private comments that they think we need new benchmarks. what would that look like? >> i think the key thing to is to look past just the number of cases and think about particularly the number of people hospitalized. and really manage to that. invest in the public health systems, in the tracking of cases but also the ability to help patients who have covid and other respiratory diseases. keep people boosted. that will make it so much more manageable. so many fewer hospitalizations that covid will fade into the background. >> that where are we in the surge in this current wave? >> the modelers are predicting that the peak will happen in the next week, maybe a few more days after that and then start to go down why it is a regional phenomenon. here in maryland we be at the peak now, other parts of the country might be hitting it later. but overall by beginning of february and no massive curveball we should see many fewer cases and it will be a chance to really ask the question, how do we invest in the public health system to protect us for the long term. >> the fact there's been such a spread and so many people now have covid make out more vulnerable to the next variant and more mutation? >> yes. and i'm sure there are many who are not spiking about the suicidal thoughts. >> reporter: are you afraid if something were to happen that you are afraid to go back in to the fray? >> not at all. it's a job. >> reporter: but he and many others on the thin blue line want accountability for the tragedy of january 6. perhaps most painful is the fact they guard, members of congress include a large number of course republicans who are still denying the reality of what happened. that is very painful, indeed. joining us is phillip rucker. the author of "i alone can fix it." and with us is historian michael beschloss. welcome both. yesterday was overwhelming. i felt, i watched everything. and then last night all of the final interviews and almost too much to bear and i was not under attack but some colleagues were. with the gallery gang, the group of members who were stranded there and didn't know how to escape. michael, looking at this big picture, president biden denouncing without naming him president trump in the speech. >> he sure did and deserved. worst attack since 1814. the briltish burned the white house and capitol but they were foreign enemies. this is not a spontaneous crowd. we learn more and more. many recruited by sorel media and seeing evidence that they may have been helped by sitting members of congress. this may have led to an assassination attempt against mike pence and or nancy pelosi and most important there's beginning to be evidence that ties this in president trump. if that is all true this was a coup detat and may have been and don't know for certain may have been inspired by the president out quite donald trump or those around him and what it shows is continuing danger we suffer with which is that the democracy is a flame fickering. we have to protect it. >> phil, we saw a contrast in the president's presentation yesterday going after the predecessor. is that going to continue or is that a pivot for the moment and now going to move on to voting rights and as he alluded to today try to rescue build back better? >> it is a temporary pivot opposed to a permanent realignment. my colleagues have a great story at washington post.com about inside the white house thinking and why biden decided to attack and confront trump and the election lie on the january 6th anniversary and they debated when would be the appropriate time to come forward with this rhetoric and calculated calcula attention. it reached a broader audience. but they do not intend for biden to continue using the lines against trump in every speech and look for targeted opportunities in the months ahead to make the case and not a daily staple of his remarks. >> michael, i want your reaction to poll showing 20% of the public are confident in the country's elections. that probably reflects the residual big lie feeling among many republicans that follow donald trump and now on the democratic left the feeling that all these states are changing voting laws and so there's no confidence that let mat balloting won't be altered by republican newly elected or appointed republican officials. >> totally. i don't overstate our democracy is in jeopardy this year. if we have voting laws so some partisan can overrule the will of the voters and say we'll install someone in office who we claim was elected then the power of ballot and elections is gone and the cornerstone of democracy is gone and will not have a democracy possibly for our lifetimes and so important for those in favor of democracy to enforce voting rights. you mentioned that moved me so much on the floor of the house chamber yesterday how many republicans showed up to honor those police protecting them and to honor the triumph of democracy over the attack against it a year ago. dick cheney and his daughter. very nice. doesn't suggest two political parties fighting to make sure if and when we talk again a year from now we would be doing it inside a democracy. >> that is a very stark -- not a forecast but i understand where you're coming from. last night liz cheney talked about the state of the democracy on cnn. >> the chairman and i are on different end of the political spectrum and many things on which we don't agree but we both agree that you have to have healthy political parties in this country to engage in the debate on the issues and right now my party is not embracing truth, is not embracing substance and seriousness. >> so to both of you, what does it say about the republican party? phil first. >> andrea, liz cheney is very alone in the republican party rite now coming to the elected leaders. very few, mitt romney is one, willing to speak out on that point and embrace truth and fact and break from trump and some of these lies but the majority of republican voters out in the country according to public opinion surveys are with trump and believe the election was rigged and why liz schany doesn't have much of a party behind here. >> a thing that chuck todd and i were talking about is what happens if donald trump gets the nomination in '24 and re-elected? >> yeah. absolutely. i'm going to kind of stick to the lane i know best which is the medicare and medicaid rules. we needed it last year. half the country has kind of put this in place but unfortunately leaves half the country exposed and will have additional hospitalizations and deaths that can be averted and want people to think however you feel about vaccines for yourself think about that i have had patients to invite into the home unvaccinated health care workers. putts that patient at risk. i have been listening to the arguments. do not pretend to have the legal prowess of barb but hearing misinformation from justices, comments reinforces how much misinformation is out there. >> i heard shocking misinformation from justices in the abortion arguments so coming to health care on the social issues some justices spout stuff from the internet that is -- it is really shocking. supposed to have great clerks that work for them. barb, tell me the fact that they repeat fox news internet garbage. >> yeah. you know, when you hear the things you wonder if they believe it. for example, we hear arguments about the unprecedented to require workers to get a vaccine but in osha there is an alternative. you could say i want to be tested and wafer a mask. the suggestion this is so different. this is unprecedented times. nobody opposed polio vaccine. nobody said you shouldn't get a polio vaccine. i think they grasp at the arguments that won the day in the right wing environment but in a courtroom sound beyond silly. just really makes you scratch your head. the constitution supposed to be a blueprint for governing and not a suicide pact and seems like they turn it on its head. >> this would not affect the federal government's right to order tsa employees and others but affect prooiflt employers and states in terms of the challenge. >> yes. you are right. they look at two specific cases why the osha rules or the one that we just discussed about the health case context. that is for any workers work for an employer covered by the programs in the interest to protect patients and there's agencies like the transportation, department of transportation to issue the rules. those aren't in dispute today but the two sets of rules. >> okay. thank you, have a good weekend. coming up, high stakes talk just a preview of the tense meetings amid russian expansion. only on msnbc. ♪♪ ♪♪ feeling sluggish or weighed down? >> i think it's pooztive sign that russia is now willing to sit down and talk. we have been calling for a meeting of what we call the nato/russia council for a long time. they have rejected that until now, and i think it is a good sign that i will meet -- that they will talk, and we will engage in good faith with russia. then, of course, there no guarantee that this -- the talks we have next week will succeed. but i think it's important that we make every effort to make progress on the political way forward. at the same time, that we are prepared for also the failure of and that we continue to also send a clear message that if russia decides to use force against ukraine, that will be economic, financial consequences for russia. >> do you have any concerns that the u.s. will be making concessions about troop deployments to russia in these talks because the u.s./russia talks precede the nato meetings? do you have any concerns about u.s. making concessions about troop deployments in eastern europe? >> the united states has been clear they will not compromise on core principles. the right for all allies to defend nato allies. and also the right of a nation to choose their own path, including applying for a nato membership. and the secretary blinken made it clear today there will be no decisions about the security for european allies without european allies at the table. and european allies were at the table today. they will be at the table on monday where we meet with ukraine. and then on wednesday when allies meet with russia. i think it's extremely important to distinguish between unilateral one-sided demands on nato allies, which is actually what russia has put forward, and balance the arms control. nato believes that we need to engage in a dialogue with russia also arms control, but that has to be balanced, reciprocal, and verifiable arms control in europe. >> you said today that nato's door is open for finland and sweden. you spoke to leaders this both countries. if they decide to join nato, is that going to cause more concerns for russia? >> well, the main message is that it is a right for every nation to choose their own path. whether they want to be part of a alliance nato or not. we expect finland and sweden when they decide not to apply for membership, but if they decide to ask for membership, then it's for sweden and finland and the third nato allies to decide. it's not something russia can veto or ask for a guarantee that these countries will never join nato. and, of course, it's not against nato. the enlargement of nato the last decades have helped to spread democracy, freedom across europe in a way we have not seen before in history. and what we still believe in is the right for every nation to decide itself. >> ukraine is advocating the u.s. and eu impose sanctions on russia before russia invades just because of the troop deployment there, the amassing of troops. given moscow has not withdrawn despite the warnings, why wait and not impose sanctions to deter an invasion?
