police are on the scene and there is a confirmed person of interest in the ongoing investigation. as of now there are no other threats present and the scene is safe. the victims have been taken by ambulance, police officers and private vehicles to local hospitals in the area. waukesha's mayor called the incident very tragic and chaotic. let's bring in our msnbc anchor richard lui who has been on the story from the very beginning. you talked to eyewitnesses throughout the evening. what have you learned from the eyewitnesses about what happened in wisconsin? >> as you know so well, in your reporting, it is those folks that give us the tips of what may have happened because we don't have the confirmed information as of yet. from authorities. as you mentioned authorities are saying they'll come to the ram ras in about -- cameras in about 30 minutes. i spoke with scott gregor a life long resident of waukesha. this is a small, idyllic town. this is 70,000, 75,000. the parade was on main street, about a mile long parade. not extensive. he walked down with his wife. he is 40 years old. he brought his son. they were sitting there with family, about eight people on the corner. the big intersection called five points where five roads come together, this tells you a lot about this city and this parade. then this red suv, which is really hard to watch, but we have to in one way because to understand why did this happen and what might be the motive, drives through the very video itself and you can see at the end of the video the marchers looking back going, did i just see this vehicle drive by me and almost at highway speed? scott gregor said his wife said she heard loud bangs that could have been shots. he thought he may have heard that as well though it doesn't stand out as much to him. i think the most difficult thing to see is, or hear, as you've done before when you hear the eyewitness say i saw a vehicle at high speed hit a pedestrian and then he turned away. he saw it happen about 20 or 30 feet from where he was standing. after the vehicle hit the first bystander or parade goer, it continued to hit even more individuals and the entire parade route as i was mentioning is only a mile long. scott gregor, again, from waukesha, telling me he believes that vehicle, moving at high speed, went through the entire one mile path of that parade on main street. he was just guessing, not a forensic scientist, just standing on the sidewalk there, guessing that vehicle was driving at highway speeds basically 50 to 60 miles an hour at the time. he said all the vehicles you see on the lower right-hand side they arrived within five minutes. small town, all ready at the time to not only guard but also enjoy this parade. they were unable he told me to celebrate this grand tradition of the holiday parade last year because of covid which was common across the country. i asked him, what was this year's theme? was there anything about the theme, anything about those who were in the parade that might give you an understanding or inkling why something so horrible might have happened he said the theme of this year's parade was comfort and joy. it was the 125th anniversary i believe of the city on top of that. as he said good-bye he was saying one last thing, i have to tell you before you let me go, if everybody could just say a little prayer for us. you know, jonathan, this is not a story you want to tell but that was the sort of information and how it is affecting local residents there. >> right. i heard that interview you did with him, richard. you could hear the emotion in his voice. in the last hour, there was a very brief i don't even want to call it a press conference, just remarks by public officials when they told us where the next briefing would be. did they give us any information in that brief talk that they gave in the last hour to sort of fill in the picture here? >> the one thing you probably saw, too, was first of all the mayor expresses the very emotional hurt the city is going through talking to residents of waukesha and then the chief of police which you could also tell, they're only hours in this happening at 4:39 local time. he came to the cameras only two hours later. they are gathering information. one thing that stood out is they have a person of interest he says but when asked about do they have him in custody he could not answer. that is also of interest. then when we watch the video and the conversations in the last hour, what is the motive of this driver? as we were talking about earlier if the intent was to take lives, it didn't appear that that was what the vehicle was doing because it drove past people all together. the question about why an intent and who is the suspect as you are covering this breaking news in the next hour we may get some of those answers. >> right. that is actually where my thinking is as well in looking at the video that we had on screen a moment ago watching the car, the suv go by marchers as we are looking right now. it is very interesting. richard lui, we'll be coming to you throughout this hour. thank you very much. we are learning more by the hour about a car that drove into a holiday parade in wisconsin. we expect to hear from waukesha police in the next half hour and will bring you that as it happens. we can now speak to a retired atf special agent in charge and msnbc analyst and a national security contributor and former assistant fbi director for counterintelligence. gentlemen, thank you both very much for being here on this rather painful evening. let me start with you. there is a lot we don't know at this hour. what are your initial impressions from what you've seen? >> when i watched the video where the suv ran over the band members i counted at least 14 band members. if you can imagine, in a single file, playing music, they were four abreast and the truck came from behind in this video clip we're watching you can see the red suv go by the twirlers but as he goes by, he then goes to the left. there are four band members abreast facing away from the truck playing the music and he goes on the left line and mows them down like bowling pins. horrific scene. and it is very purposeful. he could have easily stopped. it is cold blooded murder. i don't know if i've said on msnbc and nbc many times my lifetime of work in violent crime, the motives for violent crime are greed, power, hate, revenge, and escape. all violent crime will fall into one of those rubrics. here we have unconfirmed reports of gun fire. witnesses have reported they thought they heard gun fire. we may have one investigative lead to pursue as we may have someone fleeing a gun battle. nevertheless that doesn't give you the motive for cold-blooded assault and probably murder. this is going to be heavy tidings in waukesha. it could be a terrorist attack or any of the other motives or a hate attack, revenge attack. we don't know the motive. we are analyzing this from the little snippets that we've uncovered in the last hour. >> with the press conference expected at 8:30 eastern time from local officials maybe we'll get more puzzle pieces put in place. what are the top priorities for police at this hour? >> well, first you have to contain the threats. we've heard briefly a reference to they've got the car. that is fantastic and treasure trove of intelligence information loaded even if it is a rental car, a stolen car. it will eventually allow them to trace back in history what's happened and who did it what is unclear is whether they have somebody in custody. we've heard there is a person of interest. we are not clear at all about whether the person is in custody and if they are confident, fairly certain this is a person of interest they have to lay hands on and haven't don't be surprised if you hear a public appeal. typically law enforcement is reticent to get out that information because they don't want to taint someone's reputation. however, if they think this is solid don't be surprised if we see a public appeal on that. in this post 9/11 world we live in where the assumption prior was the fbi would tell the police if you have any indications of terrorism give us a call. that changed dramatically after 9/11 and the response is now stepped up. now there is a presumption of possible terrorism so you'll see the fbi, joint terrorism task force engage if they haven't already. what have you got? what are the leads? let's run them through our system. who is your person of interest? it'll be run through every single data base you can imagine and some you can't. to determine who this person is and what may have motivated this person. i think jim kavanaugh made excellent comments in the previous hour about there are both indications from the limited video we have that this was deliberate and that, yes, there is an intent to harm and then there are indications that are not quite that way. by that i mean as jim pointed out earlier the car chooses at some point to drive along the side of the van. i don't want to diminish the injuries which are terrible but this could have been a lot worse. the mystery is whether this is a fleeing subject from something else, whether shots were fired or not. i've heard and seen video that sounds like possible gunshot. it also could be the sound of barricades being run over by the suspect vehicle. lots of questions and very few answers. hopefully we'll get some at the next press conference. >> that dove tails nicely with the question i am about to ask you and that is how much detail do you expect will be given at the upcoming police press conference? >> they should be giving us details first about a family center, where families can go if they are not -- if it is different than the hospital, where they can get reports on their injured family members. it is a lot of chaos. whenever these mass shootings or attacks or injuries happen there is a lot of chaos. they have to organize that and get the family center. they should be giving us a good number about injured or killed and should be able to give us a fairly good number and of course that is subject to change as people are being worked on by the doctors in the emergency room. they should be able to give us a fairly good number. i agree with frank. leverage the public's help if this guy is not in custody. now, if he is not in custody, he is in hiding, probably not at his home, maybe with a friend. or he is fleeing maybe with a friend. you need to leverage the public's help because everybody in waukesha, everybody in wisconsin, everybody in america, wants to see this guy captured quickly. you have to leverage that. don't let the hours pass when everybody's attention is on it. say who you think it is. he needs to turn himself in. you have a warrant or whatever and get it out. get the information out. leverage the public's help. that would be smart money. i guarantee like frank said the joint terrorism task force, the fbi, atf, u.s. marshals, state troopers, everybody is helping here. sheriff, waukesha police, detectives, everybody is being called in off duty. they'll find this guy and figure out what happened. it is not clear what the motive is. maybe at the press conference shortly they'll give us a little more indication of what it is. it doesn't seem like it was the goal, when i talked about the motives, jonathan, of violent crime -- greed, power, hate, revenge, and escape, it doesn't seem to me like this is, you know, a power motive which is often a terrorist motive. they want the power, theatre, terrorism, they want to frighten everyone and go for mass casualties. why not drive right over those people, and take out two or three rows of the band members? it looked to me when i watched the video like he was trying to get by and when he got to the band he couldn't get by and the video, when the vehicle goes past here, he is clearly trying to get by. he is in a hurry. that is why i see a possibility as an escape motive and then when he runs down the band members he runs them down in single file. it is the most cold blooded video you'll see. i don't care what you are escaping you could have stopped and jumped out. there are policemen running behind you and everywhere. you could have gotten help if somebody was after you to attack you or shoot you. to plow down people if that is the motive. we can only analyze with the information we have so we don't know for sure. but that is a possibility that he is fleeing something. >> as we are looking at this video we are seeing a lot of video emerging on social media from members of the public. how important is that for investigators? >> considering the fact this incident happened roughly two, two and a half hours ago now, certainly a great deal has been determined. the most important thing law enforcement has been able to do and the first thing that has to be done and has been done is to be able to get care to those people who were injured. they certainly are going to be a very important part of this investigation in some type of way and certainly witnesses who were on the scene who saw this vehicle go into a crowd of those in the parade this is sad, troubling, disturbing to anybody who watched this image and we have to ask ourselves, what provoked this? tech larl at this moment in time and why that city and this part of the country did that occur? a lot of questions are being asked. they are trying to put together a great deal of information over a short period of time. since the incident occurred so they can make some attempt to report to their community and the country as to what it is they know at this point. i think it is important to also recognize that as information comes in i'm sure they want to be as accurate as they can and share as much as they can as long as it does not in any way jeopardize the investigation. this is still very early on in terms of this overall incident itself. it is still very early. you still got injured people, a lot of people on the scene who were traumatized. you got a lot of police agents working together -- police agencies working together and sharing information and disseminating information as needed. we are still not certain whether someone is in custody. >> right. >> hopefully with the upcoming press conference we may know more. this is certainly sad and i tell you having been a chief of police twice in this country and knowing how these types of incidents occur and unfold very quickly, sometimes we are able to identify perpetrators right away and sometimes it may be an ongoing investigation. but i think and i think we all are hoping that we learn more over the next few minutes or so doing this anticipated press conference. >> while i have you, and the press conference is scheduled to happen within five minutes, 8:30 eastern time 7:30 central time there in waukesha, when police use the term person of interest as the police did in that brief in the past hour, but not clear whether the person is in custody and now we know there is a shelter in place order for everyone within a half mile radius of downtown waukesha, how are police able to say there is a person of interest? >> you hear them use that term. that means they have identified a person or persons in which they would like to question in regards to what occurred. in this particular case we can only assume the person of interest that they are looking for may have information as to what occurred. may have been involved in what occurred. may have been part of the planning as to what occurred. we don't know. but we do know that that person whoever that person of interest may be, is that they're seeking them to help put this all together to determine whether they were involved, whether they were near the scene during that time, and what is it that they know, when did they know it, how much did they know, and if they were involved. so a person of interest is just that, a person of interest. that does not mean that the person cannot become a suspect depending upon the evidence that's been gathered at that scene, physical evidence, and that can be anything from the identification of the vehicle that was used, forensic information, witness information, etcetera, etcetera. >> i want you to keep taking us behind the scenes here. what exactly are police doing right now to gather more information >> they are talking to each other, talking to witnesses, i can pretty much guarantee that. if the vehicle is still on the scene they'll certainly take possession of the vehicle. they'll start forensics work tonight. they'll determine who the vehicle belongs to. they're going to go in and outside of the vehicle looking for any information and that includes fingerprint information, any other type of forensic evidence that they can gather. they'll talk to each other and witnesses and if they have someone in custody hopefully we'll learn more. if they still have a person of interest in custody hopefully we'll learn more. a lot is going on behind the scenes but for us i think we'll just have to wait and be a little patient because what i have learned over the years is not to speculate too much but to kind of give it an opportunity for this information to come in because the more that we learn the more i think we'll be able to come to some resolve around the person or persons involved in this horrible attack tonight. >> yes. you know, i'll say again more than 20 people are injured. one person we know is dead. i am wondering for the families of the victims or notifying the families of those victims of those injured and who is in charge of reaching out to those families and setting up the central location where families can go to find out more information directly from local officials? >> if this incident occurred in that city proper itself, then it becomes the lead investigators in this case right now is going to be that police department led by that chief of police with his investigators and any other resources that are available inside his organization. that will be coupled with state and federal assets and resources brought to bear as needed in a case such as this. so there is going to be a great deal of support from local, state, and federal as you've heard i'm quite sure already. in addition, the state, the chief of police, himself, or herself, are responsible for that investigation tonight in making sure that all the blocks are checked in terms of what needs to occur. yes they have to talk to witnesses. they have to notify the family of the deceased. they have to identify the deceased. they have to identify the hospital information, who are those victims, there will be investigators talking to them. there is going to be a lot of information that is going to be gathered over the next few hours. here again, we don't know where they are in this investigation or whether they have someone identified or they are still looking for a person of interest. there are a lot of moving parts going on as we're talking at this very moment. >> i want to thank you very much for coming on this evening and lending your expertise to this tragic situation as we continue to await a press conference by police officials in waukesha, wisconsin. let's go now to someone who was on the ground when this occurred. thank you very much for being here. first things first. are you and everyone you know safe and accounted for? >> we are. thank you for having me. myself, my family, my friends, people i was marching with, we're safe and accounted forment thank you. >> so you were marching in the parade. tell us what you saw. >> that's right. i am an alderman in the city of west allis not far from waukesha and candidate for wisconsin state treasurer. i was marching in the parade with my family and friends with the waukesha county democrats and just finished the route and decided to loop back to main street to see the rest of the parade and grab some food. when we were heading back to main street toward the parade route, i saw an suv speeding along the route. and then heard a loud bang. after that bang i just heard deafening cries and screams from people attending the parade, people marching in the parade. then there was a big rush. a bit of chaos of people running from the scene leaving belongings behind, looking for their kids, family, friends. people running away from this scene. then after it cleared out, it is hard to tell how many but it looked like there were folks on the ground lying who have been struck by the vehicle. then after that, first responders, police vehicles, ambulances quickly came and secured the area. truly, heart breaking. horrifying. it happened so quickly. this is the last thing i would have ever expected at a parade that was supposed to be happy and celebratory. >> alderman, could you tell us, because you just described a horrific scene when that suv plowed into the crowd. what had the mood been like ahead of the incident? >> before the vehicle, before the suv sped into the crowd, it was very celebratory, very happy, very enjoyable. the waukesha krim parade is a huge event in the community and i was really impressed with the turnout of people who came to watch the parade especially on a cold evening in wisconsin. it was very happy and celebratory going to the holiday. the tragic event that occurred was the last thing any of us could have expected. it was a very happy event until the vehicle struck the crowd and came into the parade. >> just to remind our viewers you told us that you were marching in the parade and i'm wondering, did you see the suv and if you were able to were you able to see the driver? if at all? >> no. i had already finished the parade route. i was coming back. i looped around to watch the rest of the parade. it happened very quickly. as soon as i -- i was maybe a half block, block away. as soon as i saw the vehicle i heard the bang and the screams and the cries. it was truly frightening. we didn't know if there was an accident or if it was intentional. a lot of uncertainty and really making sure my family and friends and everyone was okay. >> you said a moment ago that there were so many people there you were impressed by the community in waukesha coming out for this holiday parade. what more can you tell us about waukesha, about your community? >> waukesha is an incredible community. this is a parade folks look forward to every year. people come from all over town and southeast wisconsin and all over the region to celebrate in person and see the dancers, performers, vehicles, different ogss in the community come together and put together a holiday parade. so it was a really great event until tragedy struck this evening. truly unexpected and very shocking. i still feel a bit shaken from the events that occurred earlier this evening and how unexpected it was and really makes me sad this senseless act of violence. >> before i let you go, what is your message to your community this evening? >> two things that were significant that you reported in the last segment, jonathan. first that tragically there is now a death. so it goes without saying this now becomes a homicide investigation. extremely serious and grave consequences for whoever is apprehended. secondly i am intrigued by the shelter in place order, a term of art. but in the police world it means there is a safety and security concern. now, it is possible that we are using the wrong terminology or someone might be and it really means stay out of our way as we process an incredibly large crime scene. if indeed it is a shelter in place order for a half mile radius which is reported, they think there is still a threat. they haven't captured this individual. if it is merely we have a huge crime scene. this happened with the boston marathon bombing by the way. i know people who were locked down in hotels and couldn't move along the marathon route. maybe that is what they mean. we need clarity on that. >> frank, i thought of the boston marathon bombing as well when i heard the shelter in place also. clint, what are your initial impressions of what you've heard so far? >> jonathan, what i have seen in the video of that parade route and the driver i've not seen anything quite like that. it was a very unusual video and i haven't looked at other terrorist attacks which were vehicle borne attacks. they are quite different. i am confused of what to make of it. the driver in some places seemed to deliberately mow over people and other places to dodge them. there is a lot to learn to be honest and i don't think we should probably jump to any conclusions right at the outset because it is very strange if you've watched any of the video and there is a lot of it online i would not encourage people to watch it because it is traumatic. it is a very strange incident. it seems like police are on it as you can see in the footage there, police were very much aware of it. this was a location that had the large and strong law enforcement presence. i think this is going to be one of the stranger ones we've heard and a tragic scenario at a time where people have been locked down for the last couple years. we haven't had a lot of ceremonies like this. a very sad day for the town. i will be curious to hear what the motive was as we start to look at it. i think there's a lot of different possibilities in terms of what might turn out here. >> we know that the police press conference has been delayed. that is fairly, a fairly common practice. what will police be doing at this time? >> with regard to prepping for the press conference the command staff is trying to get briefed, it is drinking from a fire hose. they have all of this data coming at them and they have to bring calm to that, make sure the public gets accurate information. then there is really some serious discussion going on likely about how much do we tell the public? is it time for a public appeal for digital data, for video recordings, for the businesses that had security cameras? do we give the name of the person of interest publicly? lawyers are likely involved. the command staff is involved. that is going on while of course an active investigation is occurring that now likely involves numerous state, county, federal agencies. this is what the police rehearsed. they have exercises, joint exercises with their colleagues in other agencies. sadly, this is not something that is fresh or new for departments like this so i'm confident a command center is being opened up, a joint operations center. it is going to be a long sunday night and rest of the week for those investigating. >> as we can see in the lower right corner below frank is the bank of microphones there in waukesha, wisconsin as we await a police briefing which was scheduled for 8:30 p.m. eastern time, 7:30 p.m. local time. but it is delayed we think for at least another 15, 20 minutes or so. we're not sure. let me come back to you. the white house has said they're monitoring the situation at this hour. what is happening in waukesha. what are the important details officials will be looking for in particular? >> i'm sure what they are trying to figure out is any known subjects or individuals, a lot of the data will be out there as frank just said. there is a lot of camera footage, we've seen a lot online. there are license plates, things out in the open tochlt get their hands around what they do know versus what they can't figure out at this point. they'll be very cautious in these press conferences and part of the reason is oftentimes law enforcement is trained to schedule press conferences at a set interval. they also want to get facts correct when they walk out to the podium. this is extremely dynamic. the other big point is if they do need something as frank was referencing if they are looking for someone or something they want to get that information out in the press conference as soon as possible. so that the public can assist or they can put away any conspiracy or rumors that might be untrue. the white house will really want to know what is the motive of this? is it a criminal act? this some form of terrorism? that is where the federal entities will jump in almost immediately. we've even had, this doesn't look to be that, but instances where people have driven into different crowds. i believe we had one out in santa monica, california. it has oftentimes been an accident. it doesn't look like it in this case but we need to be very careful to make sure all the possibilities are open. i'm sure they are trying to do that as well until they pin down if this is a known individual, someone they've seen before, and what the motive is. >> i'll stick with you. you said something when we started this conversation that has stuck with me since you said it. as someone who has watched the video we've been showing on a loop now for more than an hour but you've also watched other videos and cautioned us to be careful of watching them because they are traumatic. given that you have watched them, you said that this is strange. that what you've seen in these videos. what exactly makes this strange, this incident? >> well, for example, in that scene i'm just going to use a few reference points. you might remember back in barcelona, spain we had an attack in new york city on the west side highway a few years ago. usually a vehicle borne attack, if the goal is to produce lots of casualties they wouldn't stop and only hit one person. what is odd in the video is at times the vehicle seems to be hitting and colliding with people apparently deliberately other times not. that is unusual. it is also strange in terms of circumstances with the barricades. there was a heavy law enforcement presence. this is known. they knew there was a parade and there would be law enforcement. a lot of the other vehicle borne attacks do the reverse and seek out places like in barcelona where they know there is no law enforcement presence so they can inflict the most damage. is this a symbolic event? is this related to other criminal activity we don't know about? there are a lot of confusing things in the video that don't match what i've seen from other vehicle borne attacks on places of high population density like the west side highway for example. >> frank, so far we have one person reported dead 20 injured. do you expect the numbers to increase? >> well, sadly, if history is any indicator the hospital will start -- they've tri ajd the patients and depending on the severity of injuries we could very well see those numbers go up. one thing happening right now behind the scenes is if there is a person of interest and now they are staring at this evidence in this car that they've got in their possession, rest assured prosecutors and detectives are drafting an affidavit right now if they haven't already for a search warrant. what would that be for? you want to get into that vehicle with legal process. yes, you can claim it is abandoned. yes you can claim exigent circumstances and public safety. you always want to cover that with a search warrant and get everything, even locked containers within that vehicle. secondly, rest assured there are detectives and surveillance teams in the area of the person of interest residence in the neighborhood. they may not have moved in yet or may have made a decision to establish a perimeter awaiting a search warrant. there may even have been a knock on the door. but rest assured, that is happening right now as we speak. officers will be very careful based on what they think is happening about getting into that house because there might be further threat in that house. a lot of this will depend on the record and the name check on the person. what it comes back with and what they see in the car. >> stay with us. let's also bring in jim kavanaugh retired atf special agent in charge and msnbc terrorism analyst. this comes at what is already a tense time in wisconsin. tensions are high covering the kyle rittenhouse trial. how much will that factor in for investigators if at all? >> i think the public will want to help the police in a case like this. certainly wisconsin has been traumatized with the rittenhouse case and the deaths there and then now we have this right on the heels of that verdict. so it is sort of, you know, traumatizing to citizens what is going on here. we got to step back and if we can get the picture of the motive in this attack. the motive is unclear. it could still be terror. i've looked at a lot of the videos as well. it is unusual and seems to begin when the suv drives through wooden police barricades set up along the parade route to barricade the parade route. the suv speeds through the barricades. there are shots fired but it may be from the patrolman who is standing there trying to stop the vehicle. that doesn't give you a clear picture, is he trying, is the actor fleeing someone or is he intent on mass murder? the behavior of the vehicle is unusual because he speeds past people he could easily run over and tries to go to the left. he cannot get around the band. he slows down at the back of the band. he clearly slows down and goes to the left. as if trying to find a way by without running them over. when i watch that i don't see, that may be an indication that the goal was not a terrorist power motive of mass murder for theater and to infliction fear but someone may be trying to flee something. and was able to get by a lot of people but couldn't get by the band so plowed right over them. very cold blooded. then he goes past a fire truck in front of the band or a float. it is hard to tell from the video and speeds along side and keeps going like he is looking for the open street. kind of like he went by the twirlers. he could have ran over the twirlers as we look at the b roll going on. he could have ran over the twirlers but he doesn't. he speeds right past them. he could have swerved and hit a child playing in the street or a citizen. he could have hit a lot of people he didn't hit. >> in fact, we just showed the clip again of the suv going by the twirlers and if you, when you look at it and i've noticed this many times now, that the twirler you see there, the very last twirler you notice that she scoots out of the way. he could have hit her but he didn't. i just want to point that out. keep going. >> exactly right. if mass murder is the goal there are people sitting all along the curb here. you can just run one tire right up on the curb and could be plowing a hundred people right in the half block. you don't necessarily have to get parade marchers. if your goal is mass murder there is plenty of that here. it has a little different feel. and you always have to look at motivation and violent crime. and greed, power, hate, revenge. it is in there. i don't care what the crime. if it is a violent crime that is one of the motives. the top rubric. this one is in one of those. this doesn't look like it is going to be greed. hate, revenge, power are still open but in this case maybe escape. that could be what we're looking at. just a possibility. i think -- wlar the cops doing? we boil it down to simple police work at the beginning. when i was a uniformed officer if i was the first one attat band ond suv i'm going to check the tag number. i'm not getting into csi. who owns it? >> thank you mayor. today's tragic incident occurred on november 21st, 2021 at gasper avenue and main street. the waukesha christmas parade was taking place when a red suv drove through the barricades westbound heading down main street. >> can you speak up please? >> yes, i can. the vehicle struck more than 20 individuals, some children and some fatalities as a result of the incident. we will not be releasing information on fatalities at this time while we are working on notifying the family members of the deceased. an officer did discharge his weapon at the suspect vehicle to try to stop the vehicle. no bystanders were injured as a result of the discharge. the officer has been with the department for six and a half years. victims were transported by is fire department to the hospital and police officers also transferred people to the hospital and family members also transported victims from the scene to the hospital. we're no longer looking for a suspect vehicle. we have a person of interest in custody at the moment. this is still a very fluid investigation. i was present at the tragic event and saw it first hand. i want to thank all law enforcement partners both federal, state dci, state patrol, waukesha county sheriff's department, brookfield police department, new berlin police department, fbi, etf, and all our other partners who responded to assist in this tragedy. it is unknown at this time whether the incident has any nexus to terrorism. to the families involved you are in the waukesha police department's thoughts and prayers. to the waukesha community, this scene is now safe. it is secure. i'll take a few questions. >> sorry. >> i was just going to provide you some brief information regarding patients that we transported. the city of waukesha was part of the parade. we normally have an engine in the parade. as soon as the calls started coming in we heard radio traffic and immediately responded from five stations. we activated our mass casualty protocols and used the mavis box alarm system and activated a box to the second alarm. that means we received assistance not only from our five fire stations with all personnel on duty but from approximately 12 other fire departments. the city of waukesha fire department and its partners in mavis transported a total of 11 adults and 12 pediatric patients to six area hospital. we do not have any specifics on injuries at this time. all the patients were transported. there were some fatalities. we do not have any detailed information on the fatalities at this time. >> we'll open up for a few questions for all three. mayor, police chief, fire chief. >> how many people were killed? >> out of respect for the family members, we still have to make notifications so that number and to be honest with you the investigation is still fluid so i don't have an exact number at this time to give you. >> the marching band in the video, what school was that? >> i couldn't even tell you. what band was playing at that time. >> so the reason why the shelter in place call came is because we were still doing a canvas, still ongoing crime scene. so we didn't want members of the community coming into the crime scene so we wanted members of the community to shelter in place. that is why that alert went out. >> is that still in effect, chief? >> no. it is not. [ inaudible question ] >> that is still an ongoing investigation of how many are involved at this time. we're still working those details out. >> are all schools in waukesha closed tomorrow? >> we do not know at this time. >> earlier you said you were unaware of any gunshots from the vehicle. we heard a lot on social media. can you clarify right now -- >> at this time we do not believe any shots were fired from the vehicle. we believe officers di charged a firearm to stop the vehicle. [ inaudible question ] >> that is still unknown. >> that is all the questions we'll take right now. we will be putting anymore information out in the city social media accounts in regard to a further press conference or further information. that is all we can put out at this time. thank you. >> all right. good evening. i'm jonathan capehart. you just heard from officials on the ground in waukesha, wisconsin. police have confirmed one person is in custody after a red suv blew past police and drove into a crowd attending a holiday parade. more than 20 people are injured and one person is confirmed dead. let's go live to msnbc's richard lui who has been on top of the story from the beginning. richard? >> hey, jonathan. a lot of information coming out from the police chief there just within the short amount of time they were on air. about six minutes long. he confirmed the vehicle and that it went westbound. based on the video we knew that but he did confirm there are fatalities. they are not providing any details as to the number. as normal and protocol they are going to notify families first. that is why they have the family reunification center announced very early which may have been an indication potentially that we or they were watching the probability that we would have fatality. that is very unfortunate. something else that stood out for us as we were listening to this is that he was saying that family as well as officers as well as the ambulances were bringing those wounded to hospitals and other places of care. that mental hands on deck as families were doing that. another point that was very interesting that came through is it reminded me of covering such incidents in towns of this size in the past, jonathan, where you just know the officers, you know that the journalists, you know that the families in the streets, you know that everybody knows everybody. and so that for many of these officers as -- for many of these first responders that work at the fire department, the fire chief coming up there as well, they might know many of those who were injured, they might know many of those who died today personally. friends, family, maybe even family members. that is the unfortunate situation as well as potentially the beauty of the situation is this they are caring for their own. the mass casualty protocol the fire chief brought up, he also gave us an indication of the breakdown, which, you know, is probably hit you the same way it hit me. when he said, he mentioned the kids and the adults that they moved to the hospitals. he said 11 adults and 12 kids. that says a lot. this was a parade. now we are getting details none of us want to talk about. the fire chief giving us that information that more than half of what they brought to the hospital, that they have data on, were children. and potentially -- you can see in the picture in the video we've been showing folks, throughout the evening of that car rushing by and you can see all the young children sitting by the side, which therefore tells us that the car, that suv was mowing through people potentially there by the side that were on the parade route. we don't know. we're going through a lot of video as you know right now, jonathan some of which our standards department is making sure it is okay to show and i've been able to take a look at some of that. that might tell us once we're able to put that on air why or how this all happened but 12 pediatric patients taken to the hospital makes us think twice. >> richard, while i have you before, because i do want folks to see an interview you did earlier with an eyewitness, but i want to double check and make sure i heard and you heard the same thing from the police chief daniel thompson when he was asked about an exact number of fatalities he said, he doesn't have an exact number. >> right. >> he also said that a person of interest is in custody. and he also said that unknown if there is a nexus with terrorism. >> right. i heard the very same thing you did. in custody is different than the last briefing. where they didn't want to admit whether they had that person of interest in custody or not. his explanation about shelter in place might be part of the answer. they were still open to the fact that there may be others involved or were involved in this. you are alluding to a conversation i had earlier with one of those folks standing by during this parade. the parade that was called comfort and joy. his name was scott gregor. this was the conversation he and i had just a couple hours ago. as i mentioned earlier, resident of waukesha. can you tell us, what did you see and what are you hearing now? >> yes. thanks for having me. i am a resident of waukesha. been here the majority of my life. we were at the parade just like everyone going to see what we can and enjoying the holiday spirit and had a great day with family and looking forward to just seeing what we can enjoy in the parade. we usually go every year. we were excited to see this year because it was canceled because of covid last year. we were sitting at what is known as the five points which is the center of the downtown, five different street converge upon one. we were watching the parade. everything was going great. i noticed and heard a couple police vehicles behind us going through an intersection that was probably two blocks behind us. took notice because it was very loud over the parade and a few minutes after that, a red suv which i'm sure you've seen pictures of now, the red suv came barreling down the street, very, very high rate of speed. and hit a pedestrian directly across the street from us. i don't know the condition of person at this time. with many people rushed to the aid as soon as it hard, the vehicle continued through the parade route and smashed into the back of a float that just passed our location. >> after getting on to the pathway of this parade, the suv proceeded to go down kind of like a bowling alley straight down the street? >> correct. yes. from what i understand, yeah. it basically got on to our main street it was a wide open shot so went as high a rate of speed as it could hitting anything and everything in its path. i believe some of the band members at the other end of the parade just coming down the parade route were hit, injured. everyone is okay at the school. from what i've heard the director is a good friend of ours and thankfully she and her students are okay from what we understand. as soon as it happened we gathered up my son and cousin and her children and made our way back to the car. as police and fire vehicles and every emergency vehicle you can imagine were flying into downtown. >> did you hear any reports of shots, loud bangs or noises? >> my wife said she thought she heard some possible shots. i heard something. i couldn't tell you exactly that it was a gunshot but definitely loud bangs please it wasn't a high rate or anything but definitely some loud possible gunshot sounds. >> did your wife tell you how many shots or do you remember, is it like 20 or 30 or four or five? >> no. maybe one or two. a very small number. >> were you sitting at that five point area? is that where the parade begins or ends? >> that is middle of the parade route. the parade route starts probably four blocks north of our location so there was kind of the -- nearing the end. >> but still full end to end? >> still full end to end as far as participants and spectators. >> as the suv entered did it basically plow through half of the parade route in essence? >> it was, from what i understand, just from seeing local reports, i believe it traveled almost the entire parade route. >> is it about a mile long? >> yes, i would say about a mile long parade route. >> i know it was really tough you're trying to get your wife and son and friends and family out. how many people were part of your group? >> we had about eight people in our party. >> are all of you okay? >> yes. thankfully, everyone with us directly and the people around us were okay. the vehicle came down the opposite side of the street from where we were sitting. still very, very close. >> how close would you say? >> i would say probably 30 feet if you think of the distance across the street if you're standing on a corner. the vehicle came in the opposite lane. >> is this main street? >> yes. it is main street. the parade route goes down main street and turns back on to wisconsin avenue and kind of back tracks along that route before it finishes. i know this is not what you want to see. we've all, unfortunately, heard stories or been part of stories like this. did you see any folks that were injured? did you see that pedestrian that was hit? did you actually witness that? >> yes. it happened, the pedestrian was hit. kind of kitty corner across the street from where we were. as soon as the vehicle hit them and kind on other spectators were immediately running to their aid and -- but i couldn't tell you the condition or anything because as soon as we could we got out of that location just trying to keep our family safe. >> no doubt. you are kind of torn at the same time. run toward or run away to take care of the family. >> right. >> when you saw the red suv there had been some eyewitness accounts. they heard the engine rev up or it was flooring the gas pedal as soon as it got into the main part of the thoroughfare of the parade. did you hear anything like that? >> i didn't hear the engine revving. i just knew it was going extremely fast. >> i know it is not like you carry around the ability to understand how fast a vehicle is moving. but any guess in terms of how fast? >> sure. i would say at least 50 to 60 miles an hour. >> wow. >> pushing highway speeds coming down the street. >> so this vehicle came down the street and all of a sudden turned and got on to is that basically the five points intersection? >> no, straight down main street. it didn't turn. it was traveling on a straight forward direction. >> yeah. >> was there anything about this parade that might make it different this year? i know there's been a lot of headlines that you are aware of. was there any headlines or themes of this year's parade that were different that might be relevant to anything that has been going around as of late? >> no. i believe the theme of the parade was comfort and joy. it is the 125th anniversary this year of the city of waukesha. so we were excited to be part of it again especially after not being able to see it last year. >> well, greg, boy. anything i missed in terms of something that you and your wife or your family talked about as you were walking back home? >> just trying to keep our kids safe. i mean, that is the biggest thing. we have our young, three young kids with us. they saw everything. we were trying to keep them safe. we got them home and got some hot chocolate just to warm us up because it was pretty windy out there. just trying to keep them as safe as possible and help them find the joy and know that our first responders were there and helping everyone in the situation. >> how many first responder vehicles did you see if you had to guess? >> just in the moment we started walking back i would say dozens. gosh, i would say 40 pushing 50 emergency vehicles. not only city police but also county sheriff's vehicles. any and every emergency vehicle. >> how fast? >> 40, 50 miles an hour. >> i'm sorry. ten minutes after the incident? >> oh, no. immediately. >> immediately. >> immediately. as soon as we started walking back the -- all of the vehicles, every emergency vehicle. >> within five minutes? >> i would say within five minutes they were flying into the downtown area. it was an active situation and they were still trying to figure out the location of the suv after it went through the parade route. >> that was scott gregory there, jonathan. 40 years old. life long resident there of waukesha. sharing with us a very difficult story. just thinking about his family and friends as you heard in that discussion we had a couple hours ago. starting our discussion with how tight knit this community is, maybe got 16 marked police cars in the entire city. maybe about a hundred officers in total going back to that theme of they're all very closely knit and probably know what is happening. they probably know 11 adults and 12 reported so far in the hospital. the big question what was happening with the red suv, was it trying to take out people or fleeing away from something which you were talking about with jim kavanaugh and our investigations department, our reporters here at msnbc news are digging into that and we may have more in coming minutes and hours on those, maybe some ideas how to answer that question but, still, trying to dig that up. >> msnbc's richard lui, thank you. we'll take a short break. >> well, the important things, jonathan, you know, one person is in custody. we aren't getting the number of fatality. i think we have some people in dire straits if not already killed. let's hope they can pull through and there is only one fatality but the chief couldn't really get into that. i think that is not good for the news. what we've been talking about analyzing the information and witnesses, richard lui spoke with, you know, our possible major lead category here that this vehicle may have been fleeing other criminal activity. it could be a gang gun fight, could be they murdered someone across town. it could have been they had a murder weapon, a serious robbery where somebody was murdered and the police don't even know it has occurred but yet they might have had in the vehicle evidence of that. a gun, jewelry, money, anything like that or just being chased by other criminals or chased by the police but the police haven't said that. they drove through a wooden barricade set up for the parade route and it looked like the patrol officer may have fired to try to stop them because the chief did acknowledge that the officer tried to stop them about four shots. but, you know, one thing you can't totally accept is that criminals know that these barricades are up for a parade. i think you have to understand that criminals live in their world. they did something awful and come on a police barricade with a policeman standing there and there could be more than one actor in a car they may say go through it. they're all excited because of what they've just done or been involved in or who they are and their criminal activities. once they bust through the barricade they're just fleeing. the officer fired at them. then they're fleeing along this parade route and when the vehicle comes up to the back of the band it comes to the left and almost slows down as if, you know, the human thought, i'm not going to just plow these people over. but you can almost, if there are multiple actors in the car you can almost hear it. go, go, go. hurry. run. go. all excited and worked up. just plows right over the people. this is just one possibility. i am not saying this is what occurred. it is one possibility this is a criminal or criminals fleeing something and their motive was escape but i don't think we can rule out terror or hate or revenge at this point. we just don't have that. the police do have a pretty good indication because they have one in custody. >> i wrote down from my notes from the press conference the police chief daniel thompson said at least right now it is unknown if there is a nexus with terrorism. you said something when we were speaking in the last hour that i noted came up in the press conference with the police earlier this hour and that was why they put in a shelter in place order. and the police said it was so they could canvas the area because it was a crime scene. that was something you had previewed for us in that conversation. talk to me about what more authorities will be doing at this time in terms of the investigating that crime scene but also with that person of interest in custody. >> we had significant questions answered in the press conference. the suspect or person of interest is in custody and we learned what the shelter in place order was all about. it was not so much about a continuing threat as this is what i heard but rather we have a crime scene we are trying to process. we may have a very broad area our police technicians need to work and canvas. that is not a continuing threat. to me, that also means that the likelihood of terrorism is lessened here because they have the suspect or person of interest in custody. they know presumably who it is. they've got the car. if there were any indications that there is a terrorist motive i think we would have seen a very different stance tonight and that shelter in place order would have been, we don't know how many other people are involved. is there a terror cell involved. when you combine that with the really sharp comments and observations from jim kavanaugh tonight that, look. and look, this vehicle acted ambiguously. there were times in the video where it appears there is deliberateness about striking people and times when there is not. as jim said don't be surprised if this is a fleeing suspect pr something else and they were surprised to find themselves in a parade and they then took other actions. what are the police doing? where did this guy come from? were one of our officers chasing this person, is he wanted for another crime by any department? that is the kind of thing going on here. the investigation is going back now and seeing if police interacted with this person what were they fleeing from earlier? >> you know, jim, wisconsin governor tony evers put out a statement that he wrote on facebook, quote, kathy and i are praying for waukesha tonight and all the kids, families, and community members affected by this senseless act. i'm grateful for the first responders and folks who acted quickly to help, and we are in contact with local partners as we await more information. jim, just how shaken will this community be after an incident as horrific as this? >> well, i think they are already shaken and i think the news could get worse. i think it is a heart breaking incident. it really is to hear all these children that have been injured. you know, they were marching in the parade. it is really heart breaking and devastating. you know, i agree with what frank said. i think his analysis is right. terror is not ruled out but it might have been diminished somewhat by what we see by the actions of law enforcement and the information we have analyzed. i think that, you know, criminal activity is always afoot. we tend to not think it is always happening around us but it is. yesterday at the atlanta airport, a shot fired and everybody runs. is it terrorism? no. what it turns out is a convicted felon is trying to get a gun on an aircraft. maybe he forgot it was in there and once it is discovered he doesn't want to be caught with it so he grabs and shoots and runs away. so what we have is not a terrorist attack at the airport, not a convicted felon trying to shoot someone but a convicted felon in his ongoing, illegal possession of a firearm under federal and state law and once it is discovered, what does he do? he wants to flee immediately. this is a normal reaction we get from criminals and so something is afoot here at least as one of the major leads that this car and its okay panned or occupants and it could be, you know, that car could have been full of people or had two people. we don't know. may have been fleeing something and even something that law enforcement is not yet aware of. you know, i had to arrest guys before that, you know, on suspicious cars and we found out they just did a murder. sometimes you don't know what is happening and they may be trying to discover what they were running from. jim, frank, thank you both very much. we'll have more breaking coverage after a short break. >> reporter: working with tom winter we spoke with numerous law enforcement sources who were briefed on this and it does appear as you have been discussing that the vehicle was fleeing a previous crime scene. the reason is it may have been a stabbing scene a short distance away and that the vehicle was flagg the scene when it plowed into that parade -- that the vehicle was fleeing the scene when it plowed into the parade. authorities did capture one person from the vehicle who is now in custody and being questioned. they are looking into whether there was one or two others in that car. and linked to the previous criminal incident. the way the incident is being described is it is a criminal act, this suv plowing through the parade, but very early on and very preliminary it does not appear to be terror related. it does not appear to be related to the rittenhouse verdict and there was some speculation early on. this appears to be a fleeing vehicle from a previous crime incident, perhaps a stabbing scene and the motorist turned into that parade and did result in more than 20 people being hit by the vehicle and as we are hearing there are numerous casualties and perhaps some fatalities we're waiting an update from police. the fbi has affirmed it is assisting in this investigation but local and state authorities are in the lead which would also suggest this was criminal in nature and not at this point anything related to terror. that is the very latest we have. we believe one person from the vehicle is being questioned, a man in his 30s. we have a tentative i.d. on him but won't release it until police give us more information about who he is and again whether he was in fact the one fleeing from a previous crime scene. >> there are reports from law enforcement officials. you've been talking about this, the possibility of him fleeing from another crime at the time and also there is a person of interest who is in custody a moment ago that you said, the person is being questioned and one or two others might have been in the car. do we know anything else about the person of interest in the car that they have in custody? >> we have to stress this is very preliminary. what happens is, you know, the local police briefed the state police, the feds. so the briefings and bulletins get shared across multiple agencies and as the investigation goes on things do change. the preliminary reporting that was shared with numerous agencies was that this vehicle and this driver were fleeing a stabbing scene. we are awaiting confirmation of that but that is the preliminary information that has been shared with multiple law enforcement agencies so that they could assess and respond accordingly. if it was some sort of terror incident it would be imperative upon local authorities to quickly share information with other law enforcement agencies so that they can prepare in case the threat was broader than this one isolated case. the leading theory at this time is it appears to be a criminal act resulting from the fleeing from that previous incident, which again the preliminary information is that it was a stabbing incident. >> we are expecting another press conference from local officials at the top of the hour. any indication of what more we'll learn from that press conference? are you expecting them to fill in the details that you've been reporting in this conversation we're having right now? >> there may be some. remember, this is really fast moving and the investigators never want to go out and share publicly information until they have it 100% nailed down so they are providing full and accurate information. i would expect the police chief to remain cautious. i would expect he will update casualty figures as best he knows them. remember this is a terrible incident. you have teenagers who were run over by a car while performing in a marching band. and the next of kin are being notified. about the condition of their loved ones at this time. that certainly has priority. that is of course understandable why police are going to take their time and let the families know the information first before sharing it with the public. that is ongoing. so perhaps look for an update on casualty figures. i doubt they'll release the name or identity of the driver or person from that car who is in custody at this time as they're continuing to question him to try to get information so i would expect the official release of that name not to come for several more hours. as they continue to see if he is a lone actor or if as some reports have been shared around the law enforcement community that there may have been one or two others in that car, may being the operative word. so again, the investigation is ongoing but look for him to perhaps nail down that there was a previous criminal incident. i will be listening very clearly for that indication and also what more he can tell us about the driver and whether he was acting alone or others were in the car and they are looking for them and it is their description for him that they want the public to help with or is everything now contained? hold another press conference in just a few minutes. joining me now is cedric alexander. he is a former police chief of dekalb county, georgia. he's also an msnbc law enforcement analyst. mr. alexander, thank you very much for coming pack. what are you expecting to hear from police at that next press conference? >> i believe, certainly, they'll give us a lot of update as to what information that they have gained over the last hour, particularly around the multiple deaths that appear to have resulted in this tragic event. so i think anything that is going to be of value to the public knowing, as long as it does not impede their investigation, we're going to hear more from this. and like i said earlier, this is a constantly evolving tragic event. and as we go through the rest of the night and into the morning, we're going to learn more about what took place there, as time goes on. >> you know, mr. alexander, what are some of the unanswered questions you might have that you might be looking to have answered at this next press conference? >> well, certainly, certainly one of the most important questions that i think every american wants to know is what was the motive behind a group of kids, children, who were marching in a parade to be so dastardly attacked in such a cowardly way. the tragedy that this has created, what is the motive behind this? i think that's what people want to know in that community across this country. and those that are responsible certainly need to be brought to justice as quickly and swiftly as possible. but that is certainly one of the first things i think most of us want to be aware of, what was the motive behind this, and of course, i think we all would want to be informed and to know as much as we can, because this is very troubling to that community, it's traumatic to that community, and it certainly just compounds the trauma that this entire country is going through, when these type of events occur in any city usa. >> how crucial are these first few hours for an investigation, for this investigation? >> well, they're very critical. and of course, you know, when something like this occurs, as it did around 4:00 or so earlier this evening, a lot of information is going to be acquired. but when something like that occurs, it impacts so many different organizations and institutions that have to become involved in this type of investigation. it's traumatic to the community at large. a community that is innocent. a small working class community in this country, to be victimized in such a horrific way, so as we continue to go into the evening, here again, i think that as time goes on, as we learn more, it's not going to be a comfort to anyone, but it gives us some sense of reason as to why something as dastardly as this would occur. and then, what is it that we can potentially do to try to prevent something like this, whatever precautions that may come out of this, that we can take. but i can tell you that law enforcement in that community at this very moment, as they would in any community across this country, working with local, state, and federal, are going to be doing everything that they can to determine who was involved in this event and what was the motive behind it. because this is troubling to any community and even though it's there in that small town in wisconsin, that is a part of this united states and it can happen anywhere and the sooner we know something, the better, particularly what the motive may have been. >> right. police have asked locals there to shelter in place and we now know from the last press conference, that was because it is a large crime scene and they don't want people to be in there and mess with the crime scene. how long do you expect that to continue? >> well, that's going to be a question that's going to be very hard to answer. we don't know how widespread this crime scene may be. we can speculate based on the footage that we were receiving, but we still don't know what the topography and the grounds look like there in that city. so it could be a lot larger than what we expect at this moment, but asking citizens to shelter in place, stay home, keep their eyes and ears open is one of the most important things that that community can do at this time. >> and mr. alexander, what are the biggest priorities for police over the next few hours? >> the biggest priority is to follow every lead that they have. to be able to witness, to talk to as many witnesses as they can, to gather as much video footage as they can, from video that may have been captured from cameras throughout their city, and of course, any cell phone video that citizens may have will tend to be, could be of some value. talking to witnesses, talking to victims. being able to gather as much information as they can throughout the night and into the days and weeks to come. hopefully we can get someone in custody as quick as we can. who was involved in this tragic event. and not just the person or persons who may have perpetrated this violent crime, but for anyone who may have known about it, who may have been part of the plot and helped carry it out, everyone needs to be brought to justice in this case. >> you know, waukesha, wisconsin, is a close-knit community, which we have been hearing about all night as we've been reporting on this. how hard is it for local law enforcement to be investigating a horrific situation like this where their friends' neighbors could be among the victims? >> in any community, large and small, the law enforcement, the police personnel, they work those communities, they go to church in those comments and have family members in those communities. that's what policing is. they're part of that community. and in some people, directly and indirectly, they are, by the mere nature of the work that they do. not only is it just traumatiing to that community, it's also traumatic to the officers who have to go out and look at that carnage. and do their investigation. and see young, small lives that have been lost, children who were just innocently marching in a band, who could be so conniving and so corrupt, so horrible to perpetrate this type of crime, but as a community, i'm quite sure that they're going to stand together and certainly as a country, we're going to stand with them and go through this with them at this period. because this is tough, this is tragic for all of us. i'm quite certain in that community and certainly across the country. >> cedric alexander, thank you very much. and i want to thank you for sticking with us through this breaking news. i'm jonathan capehart. now i'll hand off to my colleague, richard louis, who will continue msnbc's rolling coverage. and good evening. i'm richard lui and we continue our breaking news coverage from wisconsin, where an suv plowing into crowds at a parade there. the situation unfolding in waukesha, wisconsin, a city about 25 minutes west of milwaukee, about an hour northwest of kenosha, wisconsin. and police have confirmed there are fatalities, more than 20 people were injured. also saying that 12 of them were children, after an suv driving through bare kids, plowing through a holiday parade on main street this afternoon. we are expecting another update from police momentarily, and we will bring that to you as soon as it begins. at this hour, we know the incident happened around 4:40 central standard time. 11 adults and 12 kids were brought to the hospital by family or by first responders. an officer did fire his gun in an attempt to try to stop that suv from continuing down the parade route. there is a person of interest. that person is in custody. it is unclear if there was any terrorism connection. the fbi has confirmed that it is assisting in this investigation. and for more on this, joining us now to walk through the latest information, malcolm nance and jim kavanaugh. malcolm, let's start with you first. your network and your sources are wide. are you hearing any information on this case that we have not covered yet? >> well, i think it's important for us to really focus on official information, as it's been released. because there's a lot of rumors out there. there's a widespread disinformation campaign happening right now. so, for the most part, what we do know is that this vehicle did plow through the crowd, there are multiple casualties, and what the law enforcement is doing at this moment is determining the motivation of the driver. what was his intent? why did he come through? and what did he -- what did he mean by driving and killing or injuring many of these people? could it be a fleeing criminal? we officially don't know that yet. there are many, many different angles that this could take. but for the most part, once we get this press conference, we will probably have a pretty good idea of what really did happen here today. >> and we are awaiting that news conference. when and when it does happen, we will go straight to it. this is some video that just cleared our standards. watch the left-hand side of your screen. you will see that red vehicle we've been talking about. and we've frozen the video here to show you what we've been talking about for much of the evening. right before it then plows through those band members that were going straight down the street, as well as those who were watching it on the left-hand side. again, here's the video again. you see the band towards the end of the parade here, and then on the left-hand side, that red suv. we've frozen it there. you can imagine what happens next. jim kavanaugh, you and i were reflecting on this video. we were looking at early releases of this. it has now made it through our standards department. we have looked at it very carefully. as you understand, that is important to do, as malcolm nance was alluding to. and jim, we're also getting this, and i want to get our reporting here from our investigative units, both at wnbc, our affiliate here in new york as well as nbc. and what we are hearing from them is consistent potentially with what you were intimating a little bit earlier, and i'll just read from it and get your response. what we're finding is four senior law enforcement officials telling nbc news that one person is in police custody, being questioned following an incident, this is stuff we have been reporting on. separately, four senior law enforcement officials telling nbc news that at this preliminary stage in the investigation, they are looking into whether or not the vehicle and its occupant or occupants were fleeing another crime -- and let's go straight to the press conference that's just starting. >> war shaw public schools will be closed tomorrow. i'm requesting that everyone continue to stay away from the scene. the roads will remain closed, at least for 24 hours. if you live in the area where roads are closed and you need access to your home for pets or medication, you can park in lot 12, where the farmers market is held, go to the clock tower, and show proper identification. there will be an officer there who will escort to your home. you will then need to remain in place in your home until the roads reopened. we're working with the warshaw medical officer's office to determine the names of the fatalities. and the most important thing is making sure that the next of kin is conducted. and then we're working with the families. that is our priority in this tragic incident. what that, i'm not going to give you the numbers of the deceased at this time. why? because we have to make sure next of kin is completed. i also want to inform you that there is a family reception center at washeloff high school for families that are looking for family members or members that are looking for family members. if you're looking for family members who live out of town, please call this number. p.m. tomorrow will be the next full press conference. any updates -- >> okay, chief of police there, daniel thompson, very brief press briefing here. maybe about one or two minutes. not really giving us anymore information. other than that, the roads will be closed, schools will be closed, again, underlining the more than one, he says, it appears, numbers of fatalities, but he's not going to give us that data at the moment. he is more concerned about families being notified properly, as many would agree with. let's get back to jim kavanaugh. jim, what have we learned in this latest press briefing? not much that we're going to have a press briefing tomorrow. >> yep, 1:00. >> and there could be more fatalities. he didn't give us more information at all, just located the family center. so it really was pretty uneventful. i would say they're still working the suspect they have in custody, they're still interviewing him, interrogating him or her, trying to get, you know, maybe all the players involved that there's other actors with them. and as you were going to talk about, john dienst, that this vehicle may have been fleeing a crime. as we talked a few hours earlier, that the motive could be -- and i'm with malcolm, i don't know what it is, but one possibility here could be escape. this video shows the video that cuts to the left of the band members. it's almost like it's trying to get around them. if it was a mass murder vehicle attack, why not drive straight into the crowd there, into the crowd that's on the side. look at all the people you could run over, or straight into the band. but it doesn't try to do that. it's almost like it wants to thread that needle there and it's already sped through a large part of the parade. we don't know if anybody was run over behind the video, but this appears to be the main part of the assault right here. then that vehicle runs down that left-hand side of the band, it playhouse right over about 14 of the band members, it runs them right over from behind. they're playing the music. and it just mows them down like bowling pins. and the earlier video i looked at was the vehicle crashed a police barricade, which was a wooden -- think of it, a standard wooden police parade barricade. they're usually set up like police lines, do not cross. and the police, that suv drives right through them and a patrolman who's standing there looks like he probably fired about four rounds at that vehicle. so the vehicle could be fleeing another crime. and i think to jonathan dienst and tom winter's reporting may be consistent with that, could be fleeing another crime, could be fleeing other criminals, gang members, a police jurisdiction, or could be trying to get away because they could have proof of a murder, a bloody weapon, a gun, they could have a victim, they could have somebody in there. and, you know, the mind of the criminal, you know, is where we like to start when we were trying to always analyze these guys, but one thing about them is, don't be surprised to believe that street criminals won't even know there's a parade. they don't really live in the same world. that's why we call it the underworld. they're in a different world in their mind on how they act. a lot of times, they're just different creatures of habit. they live in a different time of day, they live in a different society where there's a violence and revenge and greed and money and guns and violence. and they may not be intuned with a christmas parade. if they're fleeing another crime or other criminals or a gang fight or something and they see a police barricade, a policeman standing there, they have some reason not to be stopped by the police, you can see if one or more are in there yelling, go, go, go, drive right through it. once they drive right through it, the policeman fires four rounds at them, now they're off to the races, and once they get behind that band, there's nowhere to go. and you can see the strain possibly -- this is just one possible scenario -- that the strain in the car, yelling, go, go, other people pushing the other criminal to drive over them. it's certainly a possibility that can't be ruled out. but nothing can be ruled out yet, because we don't have any official word. we're just trying to analyze the behavior we know about and what we see. >> malcolm, this video just getting into us through our standards department. we reviewed all the video here, as we do our best, as you know, malcolm. and when you look at this video, what are you seeing with this red suv right before we have to freeze the video for reasons you understand, as it is moving through the left side of the crowd. >> yeah, i've seen all of the raw footage from right after the first few moments of this attack, and there's quite a bit of it. and i'm going to start being more careful about using the word "attack." because when you are talking about a situation where you have, you know, people who are fleeing an active crime scene, you may have criminals involved in there, you know, you're talking about adrenaline. and it's one of the things that we taught -- i ran a school on terrorist hostage survival, that in the initial moments of a perpetrator carrying out this attack, they have an agenda. and their agenda in this particular instance, if the reporting is consistent, is to flee law enforcement. and, you know, as clint just said, you know -- sorry, that they don't know what's going on in the city. they're just running. and they're going to try to grand theft auto this thing as much as possible. and, you know, when they get to an obstacle, they're going to try to bully their way through. and in this particular circumstance, they just decided to ram. what is fascinating, and this is where law enforcement can step in, whereas terrorism is a completely different motivation. if this was a vehicle, a weapons system attack, as we saw in nice, france, in 2016, or the heather heyer killing in charlottesville in 2018, those were deliberate attacks. and, you know, you know, the perpetrator pulling the vehicle to the left and then deciding to plow through the crowd gives you a hint to his mind-set. first evasion and then dedication to the fact that he either goes through them and over people, or he guess caught. which, again, gives you more information about the mind-set than the criminal himself, which is a complete disregard for the people that he is injuring and killing, knowing that he would do that. you know, again, as they've been fired upon or the level of adrenaline ramps up inside there, and the agenda of the criminal just goes out the window. and it's just, you know, fight or flight. and we don't also know whether there were drugs involved. and we -- you know, i certainly know from my experience is that we've had people who are carrying out crimes who were extremely high. and that gives them a disregard for people and property. so what i'm most sorry about in this particular instance is some of the simple activity -- you know, the simple preventative measures that could have been taken here. we see in washington, d.c. and new york city and other major events, we use dump trucks filled with sand, municipal vehicles to act as, you know, countercar attack barriers. and in this case, you know, a simple small town parade like this, you know, even a fleeing criminal or someone who's doing it deliberately can find their way right into the middle of the crowd. it's really regrettable. >> malcolm, as we watch this new video into us here at msnbc, the interesting part, not that this is going to be anything of great import, but at least noticeable, is that the vehicle steps on the brakes, right before we please this video. and if this was a terrorist or content, would you not try to go straight through them at full bore. if that really was the intent. you're the expert here. >> right, yeah. and you know, as jim kavanaugh was saying, he would have gone straight down the middle. and -- or would have gone to where the largest part of the crowd is, which is, in fact, the curb. it's not down the middle. and as we saw in the attack that occurred in nice in 2016, they used as heavy as a weapons system that they could find, which was a huge laden box truck. and then not only went down the middle, went directly and deliberately into the crowds. so as we get more reporting on this and tomorrow it will be called officially, i know you'll get multiple confirmation from your sources, the motivation of this particular individual, the mental mind-set of this individual, was the person sober, what was their state of mind? again, did they have multiple people in the vehicle. were those multiple people cheering on or motivating that individual, you know, we heard reports that it may have been from a knifing attack. you know, well, now it's multiple homicide, multiple vehicular homicide. and what was a simple escape, we see from time to time, can manifest itself into, you know, car crashes that kill people. this is an order of magnitude beyond that. where they just decided, they would run over, kill, and to escape custody. i find it fascinating. it's going to be a law enforcement study for some time. i'm just glad that, hopefully, this is not related to anything personal or political and unfortunately a lot of people's lives are going to be turned upside down. the level of grief is going to be astronomical in that city. >> and that is why we are waiting for law enforcement to give us more information. they're going through exactly that step that you're describing. let's bring in wnbc chief investigative reporter, jonathan dienst. we were just talking about your reporting that came in about an hour ago about what law enforcement officials are looking into. can you describe to us what you laerpd? >> sure. what law enforcement sources have told myself and my colleague, tom winter, multiple officials in multiple agencies say that it appears that this vehicle was fleeing an unrelated crime scene, perhaps, or perhaps it was a stabbing scene and the suv in making its getaway plowed through that parade route struk striking 20-plus people, including many teenagers who were marching many that parade as part of that band, and the video which you have not played on air is very disturbing, very upsetting, and we are awaiting more information from police as far as fatalities. this does not appear to be terrorism. this does not appear to be related to the rittenhouse verdict. what this does appear to be related to is a previous crime zment this vehicle was attempting to make some sort of getaway. and that information is coming to us from multiple law enforcement agencies and officials who have been briefed on this matter and that they have one person in custody. we had heard early on that they might be looking for one or two others. what we don't have answers is is that one or two others from the earlier crime incident or one or two others that were in that vehicle and may have made a getaway afterward? i don't have clarity on that at this time. we're waiting for the local police to provide an update and hopefully you'll get that at their next press conference as to what they know. we do know that they've said the situation is secure, meaning that they do not believe that there was any additional threats to that immediate area. so they probably believe that they have one of the main actors in custody or the main actor in custody at this time. and the investigation continues as they continue their work. we've been told by the fbi and the justice department that this remains a case that's in the hand of the local and the state authorities. they have the lead. the fbi is in an assist mode, which is added confirmation that this does not appear to be terror or any other sort of extremist activity, if you will. that this does appear to be a criminal act and resulting in some sort of getaway from that previous crime incident. that's really the best information that we have. we do have the name and age of the person who's being questioned, but because that person has not been charged and the police have not put that out, we'll wait to try to learn more about him and wait for police to tell us more about them officially before we go any further on that front. but again, crime and getaway appears to be the leading theory, the leading factor at this time with the caveat that it is all preliminary and it's the best information that law enforcement has at this time. things in cases like this often can and do change. that's the best information that we have right now. >> jonathan, anything else that you're hearing? because as we've been watching the press briefings coming from the chief, they are not commenting on the numbers, not that we need to be chasing the numbers, but we now understand, as you've heard in the earlier press briefings, 11 adults, 12 children. but we're delaying those pieces of information. it is hours after the incident right now. they are saying that they are watching the ability to notify next of kin. that's important for them to do here. does that say anything to you based on what you know from your sources as well as covering these stories before as to the number and the severity of casualties and/or those injured? >> i would say given the nature of the video that we've seen and the ages involved, this is a terrible incident and that police responsibility and priority right now on top of solving this crime is taking care of those families and providing them with the information first, before it is put out in the news media. so they are dealing with that enormous task. it is a relatively small police department in the scheme of things. so they have their work cut out for them and they have their hands full. so they are juggling many, many priorities at once. and i would expect that once these families are notified and taken care of, that they will come out and provide as detailed a briefing. they know the public interest and concern regarding an instance like this, but the first priority has to be for those families and those victims at this hour. >> and for the police department itself, you were talking about it's size, about 100 officers, 16 black and whites total, 16 marked cars, not a huge police department, but we're talking about 72,000 people. and as we were remarking over the hours covering this, they might know many of these or be related to or even have family members who are hurt in this situation, jonathan. >> reporter: yeah, it's a terrible situation. and the reality is given the size, they're also going to have to count down some additional support from state authorities and that's why the fbi has said that they are on scene to assist. that you have these regional cooperation agreements for major instances like this, so they can handle the many responsibiliies that come with a major incident like this. briefing the public, letting them know what has happened in their neighborhood, in their community so that they have the best information to make the decisions they need to make. it is an enormous investigation, it is going to go on for hours and hours, into tomorrow. so i would not expect to hear too much new detail. hopefully they can provide accurate numbers and it's more about the motive when they come out. but i expect to hear more about it being a crime incident and whether these guys were just fleeing on their own, whether police were on to them. there were some eyewitness accounts that there were some sirens in the background. unclear to me if that is, in fact, related. we're just going to have to wait for the police to come and give us the best information they have when they have it. >> your reporting has referred to three, four, five senior and -- senior officials that you've been speaking with about the information before you report what you have been reporting. have they talked at all about the numbers of severity, like they're very concerned about the numbers that we may hear tomorrow at 1:00? >> for the briefing, the numbers that have been shared around the department. the police chief has said publicly that there were multiple deaths. he did not give a specific number. there's no one in the various agencies that tom winter and i were speaking with that had an exact number at this time either. i believe -- i think you've got 20-plus casualties, numerous of them are very, very serious. and we're just going to have wait for that additional information from authorities when they have it. the key for the various agencies, whether it be the federal, state, or local level, they needed to know early on, what was this about? because if this happens to be a terror-related incident or extremist-related incident, there's always the concern of, who else may be involved, what else might be happening. so that is why that information is shared and shared quickly to numerous departments and numerous federal agencies. and as of now, it again appears to be an isolated criminal event and ana getaway that then resulted in that getaway vehicle plowing into that parade. >> the very latest information coming from various sources, jonathan dienst, thank you so much, wnbc chief investigatei >> that's correct. thank you for having me. >> well, alderman, you were there, and we've been showing some video. we've been showing this on the left-hand side. we've also been showing another piece of video, where we see the car right before it's about to go into the crowd, and hit people. where were you in relationship to this parade route? >> i was actually marching in the parade. i'm currently a candidate for wisconsin state treasurer, so i was marching with the waukesha county democrats. and after we had just finished the route, my family and i, my campaign manager, we actually circled back to main street, to the parade route, because we wanted to catch the tail end of the parade. and we wanted to grab some food. but as we were walking back towards main street, that's when i saw an suv speeding along the parade route, and then all of a sudden, i heard a loud bang. and then right after this, i just heard deafening cries and screaming coming from, coming from the parade route, and people just started -- it was chaotic. people just started running away from the scene, parents grabbing on to their kids, people were leaving behind their belongings, people were crying, sobbing, tears in their eyes. it was a lot of chaos and uncertainty. and a lot of unknown going on. and then after the crowd cleared out, that's when i, when i saw what looked like people on the ground who had been struck by the vehicle. and quickly first responders came in. there was a large police/ambulance presence that secured the area. and it all happened so fast. it was truly, truly horrifying, truly very scary. >> alderman, were you close to the end of the parade at that time or were you right in the middle of the parade at that time when the vehicle came into the scene? >> so we had just finished the parade, but we were walking back to watch the rest of the parade. we were probably maybe half a block away from where the suv sped up and drove into the crowd. so we were coming back to watch the rest of the parade when we saw everything happen. >> and alderman, so after that happened, did you walk towards the scene? >> me and my family gathered and made sure everyone was accounted for. and people were running away. we gathered together and made sure everyone was safe and accounted for. and i made sure my mom and siblings got back to their car safely and me and my campaign manager went back to our car. it was a truly chaotic, very scary, and it was the last thing that we expected. going to the parade, we were very excited. before the suv came on to the scene, it was very happy and celebratory, before the holidays. but that all changed when the vehicle came and struck the crowd. >> i was told by another waukesha resident that the theme this year on the 125th anniversary of the city was comfort and joy and i can only imagine the way as the day finishes, it may not feel that way, at least just for today. were you able to see the vehicle, the way it was driving, was it erratic, speeding up, slowing down? did it go to the left or to the right? >> i only saw it when it was speeding up down the parade route. it was very, very quick. it happened so fast. so i heard like the engine -- it sounded like the driver was flooring it, so it was going fast. >> and alderman, some of the descriptions there from the local papers, and i'll quote it right here, this saying, there were pom-poms and shoes and spilled hot chocolate everywhere. i had to, at least from this particular resident saying, i had to go from one crumpled body to another to find my daughter. what did you see? >> it's really gut wrenching. yeah, just a lot of chaos, a lot of parents looking for their kids, looking for loved buns. a lot of crying. a lot of people just very sad and upset and broken and, yeah, something that we never expected. especially after the vehicle had fled, it was very somber, very quiet every sad, very, very broken. >> that one statement from a resident there from the milwaukee paper really does hit. you know, did you make any calls or did anybody call you, alderman, after this happened? and what did you tell them to comfort them? >> i did. i was calling family and frens who i knew were at the event, folks were calling me, checking in on how me and my family were doing and it's very sad, because like the state of the world, especially in wisconsin right now, feels very heavy. and this is the last thing that we expected in our community, and it's something that i keep telling folks and that i'm telling community members, family and friends, is that we are strong and we are resilient. even though we unexpectedly get struck by tragedy, i encourage us as a community to come together and be strong and resilient and to comfort one another and my heart is with the waukesha family, the victims, the survivors, and the families of the victims and the survivors. >> and ours with yours as well as those of waukesha, too. best to you. thank you for sharing your story with us today >> thank you for having me. >> short break here on msnbc. we'll continue breaking news coverage on waukesha, wisconsin. s covegera on waukesha, wisconsin. . those who tried me felt more energy in just two weeks! and for this type of tragic event to occur is just painful to the nation at large. >> daniel thompson, the chief of police there cedric, i don't know if you know him or not, but when i was watching your interviews today, i felt like you were standing in his views knowing how difficult what he had to do today was and is. and what are you taking away, because the question is, he's not giving numbers because he's afraid of numbers, necessarily, but it feels like maybe this is much larger than we want it to be. we don't want it to be anything, obviously. but we have at least 12 children reportedly in the hospital. and that's more than half of the total. what is the chief of police going through that you can tell, daniel thompson, as he's going through this? >> i mean, for those of us who have been in these types of leadership positions, both past and present know that anytime that you have such a mass casualty of this type of event, you know as a leader of that community, of public safety, you feel a great deal of pain and regret, because we all wish we could have gotten in front of it and done something different, more than what we did do. so we certainly do understand his pain and what he's going through. and of course, him being somewhat pensive about letting out a certain amount of information, we have to respect that, because i think that they're just being very planful, very methodical. they want not to give out information that is not accurate. and i think that they're just being cautious. and i certainly do understand that in terms of releasing information, so hopefully this press conference around noon, 1:00 tomorrow, we will all learn more, as they gather more information. but from myself and i'm quite sure for the hundreds of thousands of other law enforcement professionals and leaders that are out there, we all are supporting that chief and that community and praying for him and that community and certainly those where we may have lost a life and those who may be severely injured. >> cedric, you may have heard jonathan dienst, tom winter, tom winter nbc news investigations saying that forcing your law enforcement officials, telling nbc news that at this preliminary stage, they're looking into whether or not the vehicle and its occupant or occupants were fleeing another crime when they drove into the parade. your quick reflections? >> well, you know, that may or may not be true, but as i stated earlier, i think we all really want to know what was the motive behind this event tonight. what occurred, what was in the mind of that persons or persons who were involved in this tragic event? they may have been leaving the scene of another crime or they may have just maliciously decided for some unknown reason to do what they did, but here again, we don't want to speculate too much into this. i think we want to allow law enforcement and public safety to do the job that they have to do in the time frame that might not meet our standards, but we have to trust that they're going to release information to us that is going to be accurate and relevant. and hopefully and prayerfully, those that were involved and those who may have knowledge of this and did not report it are brought into custody. as soon as possible. >> cedric, thank you so much. cedric alexander, former police chief there in dekalb county, georgia. thank you so much. also an msnbc contributor and analyst. thank you, sir. with me now, amanda ovala. she was in the parade tonight marching with her dance team. amanda, thank you for talking with us tonight. can you tell me about what you dancing with the dance team. can you tell me about what you saw, what you heard tonight? >> yeah. we were in the parade and she was tired and didn't want to do it anymore. we had stepped out to meet our family who was watching and minutes later you heard a car like increasing speeds. you heard like the engine revving. and then it was just chaos. i saw someone did get hit. right in front of us. i believe it was a woman. i don't know if it was young. i don't know if she was old because it all happened so fast. but she went like in the air and her boots flew across the road. and then it just was chaos and it was like a lot happening at once and then it felt like nothing was happening at the same time. >> like time stopped but did not stop. >> yeah. >> you may have seen some video we have been showing and there's a moment where the vehicle enters the area where the band is marching. we freeze it for the reasons you understand why. >> yes. >> were you close to that location that we have been showing? >> we were further down the route so i think that was -- so what you are seeing now on the screen that we were further down. >> about a block? >> probably like a block and a half. so it was like the incident happened and you heard the chaos but it like -- no one really knew what was happening at all because it happened so fast. >> what did you see after the incident? what did you do? >> i kind of like froze. my mom took my daughter and her friend and my friend and they ran inside the local business. we were outside and i stayed outside because i couldn't react and then i saw a lot of people were running into the parade route to help those that were hurt and then people were just trying to run and find people. look for people. grab people and were rushed into the businesses up and down the street. >> your daughter was in the parade? >> yes. we were -- we were i think 20 and we were before -- we were early in the parade. >> how old is your daughter? what is her name? >> her name is mariana. she is 3. >> 3 years old? >> yeah. >> i can't help but i know when you see this and you may know the individuals hurt if not all that you were both glad but not glad at the same time. right? these are your friends that are now injured. >> yes. it's hard because i feel guilty saying i'm thankful that it wasn't my daughter but it was somebody's daughter or sister, son, parent, friend. like it was somebody. somebody that's hurt and that's sad because wirp all just there to celebrate the kickoff of the holidays. >> have you spoke with somebody that had somebody injured? a friend of a friend? >> i haven't. i keep seeing people share things on social media. lots of phone calls are happening nonstop. i heard that some of the priests from our local church were injured. like they haven't confirmed the names or identities. i think if i were to probably log on social media somebody i know is directly impacted by this. >> yeah. we were just sharing one of the statements coming from the local archdiocese and yes, indeed, there have been injuries related to the catholic church there in waukesha. we have witness accounts of families having to walk around crumpled bodies to find loved ones. it is really difficult here, amanda. if you were able to say something to this occupant or occupants and driver what would you say to them? >> i just -- i'd want to know how or why. why would this, like, where children are being a target? it's just sad because as a whole like everyone is so divided but it was just everyone comes together to kick off the holidays. and when we were lining up getting ready to start the parade everyone is staging together for the parade and everyone is so happy and changing, interchanging with each other and then ended in such heartbreak for so many people. the community is impacted and i don't know how we move forward. >> one way you can move forward is strongly and if you had one sentence to share with all the families that have injured loved ones right now what would you say to them?
