news. the key agenda item was passed in the senate earlier this year and moved to the house with some republican support late on friday. the president is calling the investment in america historic. >> finally, infrastructure week. i'm so happy to say that, infrastructure week. folks, yesterday, i don't think it's an exaggeration to suggest we took a monumental step forward as a nation, but we're looking more forward to having shovels in the ground to begin rebuilding america, and for all of you at home who feel left behind and forgotten in an economy changing so rapidly, this bill is for you. >> president biden also took the moment to address progress on the other piece of his ageagend the build back better act. >> i'm also proud that the house took a big step forward to pass my build back better act, which november 15th they'll be taking up. they went through the procedural mechanisms to ensure it clears. let me be clear, we'll pass it in the house, and we'll pass it in the senate. the build back better agenda will be an investment in the people. >> president biden was asked for comment. it was said, nobody elected him to be president fdr. >> she said i have a picture of roosevelt hanging in my office, her office. i don't intend to be anybody but joe biden. that's who i am. what i'm trying to do is do the things i ran on to do. >> the president will hold a signing ceremony for the infrastructure bill this week. meanwhile former president donald trump is taking aim at congressional republicans who voted to pass the infrastructure bill. in a statement yesterday the former president writes in part, very sad that the rinos in the house and senate gave biden and democrats a victory on the non-infrastructure bill. how about all of those republican senators that voted thinking that helping the democrats is such a wonderful thing to do, so politically incorrect. all republicans who voted for democrat longevity should be ashameded of themselves. the white house will start the infrastructure package right away. democrats had been criticized for their lack of promotion after passing the rescue act earlier this year. joining us now, white house reporter for "the washington post," tyler page. tyler, great to see you. you've been following this as closely as anyone. it took a while, but it's done. president biden got a win. take us behind the scenes, will you, how the west wing managed light last week, and what role the president played himself. >> yeah. so the president was heavily involved as infrastructure talks made its way to final passage over the end of the last week as it became clear the deadline was approached, as the house was going on recess. many members were heading to glasgow for the climate conference. they made it clear if they wanted to pass the infrastructure bill and larger social spending bill, the build back better act, they'd have to move quite expeditiously on this. in the end it became a conflict over which bill would be first and how prose depressive the people would leverage to make sure they got this more expansive infrastructure bill. in the end the president was heavily involved talking with speaker pelosi, other house leadership eventually jumping on the phone with one of the other leaders, josh gottheimer, editing statements that were being put out, to make sure progressives voted. they were holed up in the second part of the residence over pizza, dove ice cream bars, and coca-cola, and they finally got this done. they finally did. the president came out as you just showed and celebrated its passage. >> dove ice cream bars, key to any negotiation. we focus on the politics of this and we'll talk about it. walk us through what's in this bipartisan infrastructure bill and how it could change american lives. >> yeah. i think this is a big thing that the white house wants to talk about, especially as they go out on this sort of tour to sell it and get credit for it. so this package is more of the physical infrastructure. so that's bridges, roads, ports as you saw. president biden is going to baltimore to talk more about how this money will help long-term expand capacity at ports but particularly tying it to the supply chain issues the country and world are facing right now. there's a whole host of other things in this package as well. trying to expand broad baft to countries that don't have it. they're trying to spur the development of electric vehicles. protections for native communities. there's a whole host of various things related to the physical aspects of our society and transportation like amtrak, particularly in the northeastern corner. that's something we'll hear transportation secretary pete buttigieg talk about, calling it one of the biggest investments in amtrak's history. i think we'll see a lot of that. the secretaries going out and traveling to parts of the country saying, look, this is a specific part of the country we want to improve. >> sit tight for one second. the federal mandate to vaccinate employees of companies with 100 or more was blocked temporarily. they say they rave grave statutory and constitutional issues. the court gave the justice department until 5:00 p.m. today to respond to the lawsuit filed by gop states. this comes as more than 15 states have filed lawsuits against the administration over its federal mandate. however, ron klain said he is certain the mandate will still stand despite the opposition. >> i'm quite confident that when this finally gets fully adjudicated, not just a temporary order, the validity of this requirement will be upheld. it's common sense, chuck. if osha can tell people to wear a hard hat on the job, becareful around chemicals, they kput in place these simple measures to keep our workers safe. >> you've been following this closely. what do people need to know as to how this could impact them. >> absolutely. this is one of the reasons why the actual mandate took so long to come out from the labor department. biden announced this months ago, and the labor department went through with its lawyers to figure out the exact legal authority they had or they believed they had to implement this vaccine mandate. so what we heard from the labor department is they feel this is fully consistent with osha's mandate, which is to protect workers on the job, which you heard argued over the weekend. this is what they're going to argue in court, it's part of their responsibility and that covid presents a threat there. right now the mandate is not into effect, the vaccine aspect of it, that all companies with employees of 100 or more need to be vaccinated or tested weekly. this is bound to have legal challenges. the biden administration expected this, and over the weekend. eight people died and dozens injured when people rushed the stage. two teenagers, 14 and 16, were among those killed. more than 300 people were also treated throughout the event at an on-site field hospital according to officials. the houston police department tweeted yesterday the investigation into the tragedy, quote, is in its early stages. in a statement on saturday scott said he could not imagine the severity of the situation and was absolutely devastated by what took place. a judge has delayed former new york governor andrew cuomo's arraignment on a forceable touching charge. his attorney said it was potentially deeffect active because it doesn't include key testimony from the alleged victim. cuomo is accused of groping an assistant at the governor's mansion last december. he's now scheduled to make his first court appearance on january 7th. cuomo's attorney has said her client never assaulted anyone and suggested last week that his prosecution was politically motivated. the iraqi government meanwhile says their prime minister survived an assassination attemptover the weekend. he appeared on television after the attack. iraqi state media reports an explosive slammed into the prime minister's residence, wounding several of the security guards. security shot down two drones in nearby airspace. they deployed troops after the attack. so far no group has taken responsibility for the attack, but it comes after heated protests following the parliamentarian elections. the u.s. says they'll assist them. still ahead, packers quarterback >> good morning, jonathan. lovely conditions over the weekend. before i say anything wer-wise, i want to give a big congratulations to those running in the new york city marathon this past weekend. it takes an abundance of work. my friend bill karins ran the race yesterday, seth a p.r. seeing time difference of 40 minutes over previous years. a big congratulations to him. he's going to take a couple of days off. i'll be here. he definitely deserves a bit of break. congratulations to everyone. weather-wise, we had a lovely weekend. we have this coastal storm system impacting the northeast all the way down to daytona beach. we're going to really see high surfs if you're a boater dealing with 15 million people impacted by these waves, and we're talking about 8 to 12 feet likely. this will be a problem throughout the afternoon. tuesday this storm system starts to pull away, but there is tropical characteristics of this storm that as it pushes out to sea, the national hurricane center has the possibility of formation. it will not be a threat to u.s. land, but we'll watch bermuda as we go into the next five days. now across the other coasts watching another really large storm system off the coat of the gulf of alaska about to make its way in to seattle and down through san francisco. some of these rain totals are on the increase of 3 to 5 inches in some spots. we going to be watching major flooding for that area. if you're in the middle of country, pretty quiet conditions. and we'll watch a warmup of temperatures. we'll be returns to the 70s in some spots. >> let me echo your congratulations to all of those in the new york marathon. it's hard to spot individual faces. maybe he was going too fast to see. i did spot our willie geist at one point. look at that. going strong. we'll see if he can limp to a camera later on "morning joe." congrats to everyone. janessa webb, thank you also. still ahead, we'll tell you how investigators are responding to a refusal to answer regarding the insurrection on january 6th. why are you awake? >> clearly the president, this is not a good look for him. he does not want the georgia investigation to continue. he's been trying to oust republicans who didn't support him in that state. so this is just another kind of where you see these different attempts to try to get closer to what happened on january 6th. the house committee is doing hundreds of interviews. we're starting to see trump allies say, no, we're asserting privilege. it's on a dual track that could be very perilous for donald trump as he tries to emerge as the party figure and be that figure for the republican party going into the 2022 midterm. >> it's a good thing we got an extra hour of sleech. you were up late when the infrastructure bill finally got its vote. talk about how nancy pelosi got the numbers there. there was a surprising number of republicans on board. >> yeah, absolutely. i absolutely think if they had taken that vote on infrastructure right after the senate passed, they could have gotten almost 30 republicans in the house to support it. clearly a sign that the republicans feel like a lot that's in that infrastructure bill is going to be very popular back home. the struggles for pelosi in the last, you know, hours on friday night, i was up editing a piece for us that went out to our readers around midnight of what happened, but what was really happening is the moderates reared their head saying we want to have a cbo score before we vote on this. i think that put this overall package in real peril because that cbo score might not come out for another week if not longer. rarely, as i'm sure you know, jonathan, very well, what the cbo and members of congress believe the actually score of the legislation is going to be. that's going to be something. she's looking forward to working together and seeing this report come out. >> congress, of course, away this week. so, anna, tell us, though. you started to hint at it there. the bipartisan infrastructure win, that's big for the president. the reconciliation package, we have lots of twists and turns to go. walk us through -- beyond the cbo, walk us through what the next couple of weeks could look like that. >> the drama is beginning to unfold there certainly when it comes to the build back better act. you know, you have members back in their districts. that's the first thing to think about. they're going to hear from constituents and there are a lot looking at their own political future in virginia, wondering whether it's wise to vote for such a big spending package. they're going to look forward to thinks coming forward in bits and pieces. and then we'll have to see if they can cobble pieces together for a vote. that's the first step. they're going to go to the senate you. "the post" continues by friday evening biden did something he hadn't done throughout the many months of talks. he issued a public statement calling on all to pass the infrastructure bill tonight. the white house continues to negotiate with democrats over the social spending bill. as they plan to do that, they also want to ramp up efforts to sell the infrastructure bill to the american public chrk will be closely watched in the party. joining us now, vice chair of financial services committee and member of the transportation and infrastructure city, democratic congressman jake okayen bassen of massachusetts. the president made several trips up to speak to you and your colleagues. those weren't for an urge to vote. he did on friday. how are you guys going to sell it? >> good morning and thanks for having me on. it is a big win for democrats. more importantly it's a big win for the united states. we've just made longover due investments in our country's infrastructure. we're updating the roads and bridges and public transportation system. we're ensuring every family has access to clean water and high-speed internet to rural and urban cities and counties throughout the country, the 21st century of electricity. this is about competing on the world stage against china and helping working-class families. this is a big deal. >> this is only part 1. we have many twists and turns to go before that reconciliation bill also heads to president biden's desk, and this is one that's going to have to bridge some real divides between the moderates and the progressives in your party. how confident are you that the house is going to have the votes to get this done?
