even as the january 6th committee makes progress, the defense has not stopped. they just look different than january 6th. seven republicans who were at the january 6th rally just got elected to office on tuesday. these seven republicans will soon be part of local politics across new jersey, pennsylvania, connecticut and idaho and they all traveled to d.c. under the false premise that the 2020 election was stolen. peddlers of the big lie have been reckless with our democracy. they've laid the groundwork for the republican party's past, present and future election delusions. in deposition videos obtained by cnn rudy giuliani said under oath, that, it's not my job in a fast-moving case to go out and investigate every piece of evidence that was given to me, end quote. he's a lawyer, at least he used to be before he was disbarred, but it's not about accuracy or the truth. it's about sowing doubt in the system. in new jersey, the democrat governor phil murphy was elected to another term yet his republican opponent ciattarelli has said nobody should be declaring victory or conceding until every legal vote is counted. he may be out of office now, but the disgraced, twice impeached former president laid the groundwork for the republican party to create distrust in the electoral system while simultaneously paving the way for his supporters to infiltrate that very system. joining me now is "the washington post" pulitzer prize-winning reporter carol lenning. good morning to you, carol. it has a comprehensive piece about the events before, during and after january 6th. as this committee's investigation ramps up with more subpoenas coming, what are you expecting to see? name, activities by this committee as part of the investigation? >> the committee has been pretty broad, ali, in trying to tackle several different buckets of witnesses. essentially witnesses to what happened in the oval in the days before january 6th about what the president himself was saying and doing as senior aides pleaded with him to try to call off the dogs, to try to tell his supporters to stop laying siege on the capitol. there is a lot of emphasis on the legal wrangling that various trump allies were engaged in to try to dispute totally free and fair elections in various states and try to dispute them especially in georgia. i would expect that one of the problems this committee is going to have is the one that you showed this morning involving jeffrey clark. people are going to claim the closer they are to the former president that they're under some special privilege and cannot share or discuss things they knew or saw, but talked about with the president. >> and that's the problem that the committee's facing. some of it looks like running out the clock. what powers does the committee have for those who have refused to testify or for those like jeffrey clark who did come in and did not according to the chairman of the committee provide useful information. >> you can refer them to a couple of different kinds of contempt, criminal contempt possibly being the most serious and refer them to the justice department for that action. the problem is that that also hasn't been very carefully litigated or rather settled and so it might be another basic, huge delay. this committee is a little bit stalled in lots of ways. its energy is high, but its access to information at the moment is a little low and remember, we have elections coming where the decision makers for the house may change and may no longer be democrats deciding and respect reps can maintain control of the house and this committee as some republicans are promising will be put on ice and set out to sea. >> carol, good to see you this morning. thank you for joining us. carol lenning is a washington post investigative reporter author of the book "a very stable genius," "zero fail," and "i alone can fix it." joining me is the author of the newsletter "lucid threats of democrats about the democracies in decline" and author of the book "strongmen" from mussolini to the present. you are the perfect person to talk to. we are ten months away from january 6th and we're a year away from the election and we haven't prosecuted a lot of people. we prosecuted low-level people who were duped into believing the big lie and we continue to have this effort to undermine democracy that goes unchecked. >> yeah, and i think, you know, what happens in history is when someone like trump comes along they legitimize and bring together existing extremists and malcontents and give them a form under a legal cult and weave seen where extremists entered office and there were over two dozen lawmakers with ties or affiliation with oath keepers. so the whole center of gravity of the political system moves right and january 6th was a symptom of that, and it was a radicalizing event for the gop and recruiting event for extremists not affiliated before and it's not surprising that lawmakers or steve bannon are refusing to cooperate because they're not interested in reforming the system. they want to overthrow democracy and accepting a subpoena or cooperation shows a legit mate -- it shows you're legit mating that system. it even shows weakness if you get into the mentality, it shows weakness of the system you are trying to overthrow. so you and other experts who write about things like professor timothy snyder. you study these things so when it happens it becomes fairly obvious to you that's not unfolding. there are a lot of americans who still don't see what happened as an attempted insurrection and each donald trump's constant references to my attorney general and my justice department. as time passes, the intensity of that feeling starts to go away, and we saw this in the election on tuesday. voters are acting like the choice now is between republicans and democrats as opposed to between a party that believes in democracy and a party that still plays footsie with authoritarianism. >> absolutely. it's the stakes of the future of america, of the soul of america and the stakes are very high right now and a lot of things that are happening in the areas of society are designed to create the circumstances for an authoritarian political culture and society. for example, what's going on with trying to introduce with fiddling with the curricula to erase -- to erase the history of slavery and exploitation and proposals to ban books. i was struck by representative krouts if texas and the rationale of having books ban side to remove feelings of guilt and discomfort in students and the more you're asking people to lie and accept corruption and accept violence and threaten people the more you've got make them feel better about what they're doing and that also extends to the revisionism of january 6th which was a violent coup attempt and is trying to be presented to us as a freedom, as patriots who were acting with freedom. all of these things are related if you see an ongoing attempt to truly shift the culture and society toward authoritarianism. >> what's the best way to counter this and i'm not talking about people who would have attended that rally and have been duped by the big lie, but to the rest of society who is not that worried about it because you don't see donald trump tweets every day and you kind of think this is in the rear-view mirror. i think your message and the message of other experts this attempt to subvert democracy is not in the rear-view mirror. it's alive and well in front of us right now. >> it's happening as we speak, and you know, the message is if you don't have democracy, none of the other things are going to be possible and you know, we need to stop being on the defensive and have a messaging strategy that centers democracy and centers the rights and also, you know, there's so much talk that schools are a part of the culture wars and parents' rights. what about the rights of our children to live with clean air and water, to live without gun violence, to be able to vote because at the heart of this is election sub version and today authoritarianism, it doesn't work. they don't ban elections and they keep elections going and they fix them and they make it too difficult, too threatening. so all of this has to be placed front and center in messaging. >> there are lots of countries in the world that hold elections for president and 99% are for one person and they say they're elections and not elections. ruth is the author of the book "strongmen" from mussolini to the [ cheers and applause ] we have breaking news. that was the moment the house voted to pass the $1 trillion bipartisan infrastructure package which is being touted as the largest single investment in transit and water projects in recent history according to the white house. here's some of what's in it. there's $550 billion in new spending that will go into transportation projects and the utility grid. the package includes $110 billion for roads and bridges, $65 billion toward expanding broadband internet access. $25 billion to upgrade the nation's airports and $15 billion for electric vehicles and charging stations than that proposal is now on its way to president biden's desk to be signed into law and we expect to hear remarks from him moment air le. democrats are pressing forward with the larger build back better bill that focuses on expanding the social safety net and combatting the climate crisis. the house had a procedural hurdle for the $5 trillion spending package and president biden expressed confidence that a vote on it would expand over the next two weeks when it returns from its recess. joining me is put buttigieg. once the president signs the bill it's headed to your department. good to see you, sir. welcome back. what happens next? this is a big, big thing. you can't spend a trillion dollars in a week. how do americans benefit from this thing as it leads over to you for implementation? >> that's right. the moment that the president signs this historic bill then it comes it our department and our responsibility, of course, is to get those dollars out responsibly and efficiently to communities. we cannot wait to improve roads and bridges in rural areas and big cities alike and it will help us with clean investments that we're making and we're helping thousands of yellow school busses go electric around the country and ports are getting a lot of attention right now. transit agency is seeing the dollar and so many things that we need to get right so our team has been working throughout the year knowing that this might happen. now we're taking all of those structures that we set up to make sure there's accountability as well as the mechanics of getting those dollars out the door. these are truly historic proportions in terms of the level of investment and we know we have a responsibility to get it right now that congress has given us the tools. >> we need to talk about shovel ready stuff, things that are ready to go. you and i met in eugene oregon several months ago, with a transit system that used electric budgets how much of it is still discretionary that you can determine the hierarchy and priority of where the money gets spent? >> put it to you this way, we're going to applications for the grant program and for every dollar that we don't want to -- on the projections are there and the opportunities were there and i was just reflecting on those electric busses that you and i were sitting in front of when we had that intau. so many communities are looking to do that. they've had their plans sometimes drawn up for years wanting to go electric, to go greener and to get the fuel savings that come with electric power. now we are able to move the funds to them in time to get it. grant programs we already have and that's where you will see the first dollars go out, but some of this does require us to set up new programs and that's when the focus will be on accountability because we're talking about a lot of taxpayer money. we have to make that it stood up so in a way that's absolutely clear why dollars are going where they're going and that it's spent well. >> when you and i sat down there was an issue that was peshl lating and the supply chain issue and supply chains in america are mostly own asked operateds they should be and they ran on's bipartisan infrastructure bill. now that's passed. in what wi will americans see the benefit of the infrastructure bill on the alleviation of the supply chain bottlenecks that we have in the country right now. >> i'll give you a couple of examples and one is at the ports themselves where we can fund projects that will help upgrade technology that can be used to better coordinate all of the different entities and vehicles that are moving around to get a container off of a ship, off the gate and on to a train and toward a store, but also there's funding in discretionary programs that we can work on with things like inland ports. the idea is you have the ships and anchor because there's no room at the port itself because the containers are moving up. you move the containers and it eases the bottle neck and we'll see how to do things like that. those are a couple of examples and every time we improve a road, improve a bridge. enhance the railroad and any work that we're doing in ports that's helping people and goods move safely, quickly and efficiently to where they need to be. >> i want to ask you about something i spoke about earlier in the show with the second bill that you and i talked about that has not been passed where the and are hoping to get done in the next two weeks. you tweeted on november 3rd, millions of americans deserve access to the affordable child care. the build back better program offers policies that people want and need and policies to help get people back to work. paid family leave. america is one handful of countries in the world that does not guarantee family leave. you get it and i get it because of who we work for. we have a tight unemployment market, and paid family leave is something that has to happen. >> the data is clear that this is a good policy. that's why i've always been for it and campaigned on it and so did the president and it's in the president's plan. obviously it's down to the house and the senate in term what was can pass and the framework that the president put forward a couple of weeks ago is one that we have confidence can move to the house and the senate. >> having that financial, dollars and cents support to be able to achieve pre-k and very important to point out that these are a part of the tool kit to fight inflation. >> one of the issues of holding major economic progress, and one of the things from going further is we don't have the labor force participation. theyiused to work, and they can't -- so make no mistake. these policies are the right thing to do and they're the right thing for families and they're very much the right thing for the economy and anybody who is asking questions about inflation ought to be ready to support these moves that are going to help unstick the labor force by letting people go back to work and by helping them take care of their kids. >> the labor force participation rate is above 61% and we want to see it above 63% to get it moving. we have cop 26 going on and both the infrastructure bill thats paed last night that gets signed today that you start to work on and the build back better deal have climate components to them and what's the biggest climate impact of the bill that passed overnight? >> in the transportation infrastructure piece so much on electric vehicles. building out this network of chargers across the country helps us take that range anxiety for people who drive long distances and they need to be able to get to where they're going and these new electric vehicles have hundred of miles of range any depending on your community, this is still an issue, very important. that's part of what passed left night and port part of the inis nottives for electric vehicles. electric vehicles can't be a luxury item and the savings you get when having an electric vehicle of never having to pay gas prices a few, that isn't something for a few. we have to make that available for everybody. incentives are up to $12,500 off the price of an electric vehicle and supporting the auto industry moving in that direction. families are wonder what they'll be able to do that's in the build back better bill yet to pass. >> there's criticism of that that it favors american automakers which i'm sure americans like, but it's not a discount or rebates. instead of rebates that will be available for any electric car. what is your department doing about that? >> look, this administration is very proud to support american manufacturing and support american workers. there's a baseline level of incentives that is good for any electric vehicle because it's important to us that people adopt electric vehicles no matter what, but the incentive is better if you buy an american made vehicle and that's consistent with the president's policy on buy america. he's challenging us as a department to make sure when we fund things and help a transit agency buy a rail car or a bus that we want as much of that to be made by america by american workers as possible and this is a way of supporting consumers doing the same thing, too. i would also add going to the supply chain issues and one more reason yet president is shown to be right in his emphasis on supporting american homegrown domestic manufacturing and production is the more we have that, the less we're vulnerable to issues associated with shipping things in from overseas. >> secretary, congratulations, by the way on your son. i know you've come from from paternity leave, something we hope everybody can take advantage of in this country hopefully when the bill passes in a couple of weeks. thank you for joining us, transportation secretary pete buttigieg. >> thank you very much. we are minute away from president biden's remarks. we will take a quick break and be right back. r that she has the farmers home policy perk, guaranteed replacement cost. and that her home will be rebuilt, regardless of her limits or if the cost of materials has gone up. what are the next steps in this bill today? >> president biden undoubtedly going to take the victory lap in the wake of the bipartisan infrastructure bill passing the house overnight. he will sign it in the coming days. he was here late last night, working the phones and reaching out to those last-minute holdouts. we were here with him. leann was on capitol hill and everyone was bleary-eyed this morning because it did pass so late overnight. he is going to tout this as an infrastructure bill that has passed for the first time in really decades, ali. in a statement last night he said we took a monumental step forward as a nation, and i think that that's the type of tone that you can expect to hear from him. he said the bill can create jobs replacing lead water pipes so every family can drink water. he talks about the impact of high-speed internet and making it available to everyone in america. so he's going to talk about what is in this bill and why he thinks it is in his word, a monumental step forward, but then there's the second piece of it and leann has all of the nuance on the hill from this, but it's the $1.75 trillion social safety net program that he wants to get passed, the build back better plan, and that's really part of what was holding up the process because you have progressives who said we're not going to give you the infrastructure until we have a vote on build back better. the bill that deals with climate with affordable housing with child care and paid family leave and some of those big, sweeping issues and of course, moderate democrats have been resistant to get behind it. so overnight they struck a type of a deal, if you will, which is that moderates released a statement saying we will ultimately support build back better, but we want to see the cbo score first, that non-partisan score that will give an analysis of the impact on the broader economy, taking a step back, the goal is to get it passed by thanksgiving. the president in a statement overnight said that i'm proud that the rule was voted on that would allow for passage of my build back better act by the week of november 15th, but ali, this has to go back to the senate and then back to the house. it's hard to see that it will look anything like it currently looks, and it's tough to know if they're actually going to meet that deadline. >> that is the important point. leann caldwell, first of all, six members of the democratic party did not support this bill last night and they were not able to be brought on site. as kristen said, in the process of renegotiating this and what had to be done procedurally, in the week of november 15th that they're aiming to have done well before thanksgiving may not be the bill that they thought they would vote on yesterday. >> that's right, ali, and those six democrats who voted against the bipartisan bill last night also have a lot of concerns about what the house moderates have said. yes, they put out a statement saying that they would pledge to support the build back better plan once the cbo score comes out, but that statement also said that the cbo score has to show that the bill is completely paid for, and -- you know, moderates have said, look, was there a promise made by leadership that there would be a vote on the build back better plan before or at the same time as the bipartisan infrastructure bill, and so they just still are lacking trust. they think that the promises were broken and that they just weren't willing to throw their weight behind it yet, and they also point out that the bipartisan infrastructure bill and the congressional budget office says that bill is not paid for. it adds $250 billion to the deficit over ten years and that is something that these moderates are still supporting despite saying that they want the other part of biden's agenda to be completely paid for. so this has a lot of steps left to go. we still don't have commitment from senator joe manchin that he is supporting it and on this bipartisan bill, democrats usually don't like to pass big accomplishments in the middle of the night, but that coalition last night was so tenuous, speaker pelosi moved forward anyway giving president biden a win, and that's why we're going to see him this morning on a saturday morning at 9:30 a.m. to tell voters to tell the country that this actually happened because most people didn't see it on c-span last night, that's for sure. >> my control room. is that a live picture? that's not the president coming to the podium so let's not use that. kristen welker, you said a few things. you talked about the cbo score and things being paid for. the cbo score is the congressional budget office saying this will be the economic effect of this bill, this will be what it will add to the deficit, this is the revenue that it will bring into the government and this is the expenditures and it's the math on the bill and the concept of being paid for is the idea that it doesn't add to the deficit. it's an interesting concept because things like the 2017 tax cut which is you covered do add to the deficit. this particular infrastructure bill which one a big success and it's a trillion dollar bill as leigh ann said will add to the deficit, and that's a constant argument point on capitol hill. >> it's a real sticking point, ali. there's no doubt about that, and if you take a step back, this is what the debate has been over these individual pieces, that you look at the polling for something like paid family leave, for example, and it's so incredibly popular and has bipartisan support and what you hear senator manchin saying is that he does have concerns that it would essentially be this is what i am told from my sources on both sides of pennsylvania avenue, an entitlement and he's concerned about what it might do ultimately to the deficit and it is also, ali, why some of these things take effect over time, and so what the cbo is going to look at is what is the actual price tag and how long will it take to pay for it and how much will it add to the deficit. the price tag is zero. it's hard to see there is zero, and there's no free lunch, but the question is does it get paid for over time and what does it look like and what's the impact more broadly, both in terms of real life. when will people feel some of these changes if they are, in fact, passed and what will the impact be on the overall economic outlook here. i think it's worth noting, ali, that on friday they touted a strong jobs report and it gave help a lift and more ammunition as he tried to make the case for congress to move on his infrastructure plan. he went to the podium yesterday and talked about the fact it only underscored the need to work on his agenda, remember, he went to capitol hill last week, ali. they voted on the infrastructure bill on thursday. he didn't say i want to vote today and then, of course, he had those elections on tuesday and devastating results on tuesday and they lost the governorship in virginia and they came very close to working in new jersey and it was a wake-up call for democrats that they needed to show they were getting something done. >> you don't want to poos legislation close it midnight on a friday. the point is they got it done and it's been a busy 24 hours and we can't ask for a better team to make sense of it. thank you very much. leann caldwell, and kristen welker. sheila is a staff writer at "the new yorker." congress has been back and forth about these bills, you have been studying what's in it and i just talked to secretary pete buttigieg, but if we'll spend a trillion dollars of taxpayer money, we need to know that that's going to work and it will go to things that actually make our infrastructure better. it has long been believed in america that we have a massive deficit in infrastructure spending. we have crumbling infrastructure and we need new things like broadband and infrastructure. you have examined this. what's in this bill that is important? >> anyone who has traveled recently as i have domestically can attest that, yeah, our infrastructure system is falling apart and things are potholed and non-furngszal and this slows down the economy. so while the production of this bill, getting to this point has been really messy. there's a lot to celebrate in the bill. there's $110 billion set aside for roads and bridges, and there are a lot ever aspects that encourage more climate-friendly travel and there's a big -- to bolsterary trablth and the quality of drinking water, there are small, climate adjacent things that encourage electric vehicle charging plan and the encouragement of electric busses and all of that will make it much easier for people to do their jobs, get to work for the economy to grow. >> sheila, is it your sense that the $12,500 rebate that they're touting, back they were a much more expensive thing and now they're more reasonable and car prices have gone up because of the chip shortage. does this thing make a difference in moving the needle. will they go buy an electric car because there will be more infrastructure to charge it and there would be a rebate on buying one? you got it. ♪ liberty, liberty - liberty, liberty ♪ uh, i'll settle for something i can dance to. ♪ liberty, liberty, liberty, liberty ♪ ♪ ♪ only pay for what you need. ♪ liberty, liberty, liberty, liberty ♪ let's take a look at what's going on. on the left you have the state dining room at the white house. the press has been assembled. the president is going to come out and speak momentarily about this bill, the infrastructure bill that was passed last night and it then goes to the secretary of transportation whom i spoke to a little while ago to begin implementation immediately meanwhile, there remains a fight in congress about how best to get the larger build back better deal that is a cornerstone of the build back better agenda and the goal is to pass it by november 15th. as soon as the president comes out we'll listen to him, but meanwhile, i am joined by dean obadalla is host of the show and imahni perry for african-american studies and the author of several books. thanks to the two of you for being here. i had you booked for a completely different reason and we had the passage of one major bill that underscores the biden agenda. dean, you wrote about this tuesday's elections and you said that the republicans are leaning in on red-meat issues like critical race theory and things like that. you think democrats need to do the same, but not with race baiting and things like that. with other things that energize the base and what are you talking about and does what happens in the last 12 hours influence your thinking? >> it's remarkable. by wednesday morning the media was saying democrats shouldn't een run. unemployment down to below 5% right now. the stock market hitting highs and pass the infrastructure bill. my point was policy alone in the midterm elections based on exit polls in the past, don't do it. people are angry and they want to send a message. so if policy alone will do it, phil murphy has paid family leave, criminal justice reform, legalized marijuana, free community college and his turnout was less than 50% of joe biden's the year before because people feeling good is one thing and people angry on the right came out in bigger numbers. my point is no lying, no bigotry nothing like the right does, give us policy, what you need for democrats, but more and before the red meat was donald trump. he's gone. we cannot keep talking about donald trump. we need something more. >> professor perry, this is the issue. when donald trump was out there tweeting every single day, reasonable people can say this is nutty. i can't support this. now that he's not tweeting out there every day, the pressure to understand that the republican party still engages with him and still supports removing the right of women to have an abortion, that's the kind of thing that didn't seem to anger enough people on tuesday. right. i think we have a problem because we're so enchanted by this myth of progress, right? so we think, yes, trump is gone, but the ideology that made him possible isn't gone. so there's a contest in every single election. it's not just between the candidates. it's between ideals and ideas and what is revealed that there are some people to borrow from george orwell who still think that some people are more equal than others and we have to be able to activate contrary ideas, the belief in equity in democracy, and in taking care of our citizenry and on and on and on every election cycle because there is a competing set of yards that underpin this country from the very beginning and there's no moving past that, not any time soon, so i absolutely agree. >> by the way. i may have to interrupt you when the president comes in, so i apologize in advance if it seems rude because it will be. you talk about motivating people with red meat. anger is not something that people want to sustain and feel. we are 10 month away from january 6th and people have forgotten about it. we are a great distance away from the murder of george floyd and we were going to change police laws all over this country and people have gotten past it. how do you maintain a level of energy that doesn't feel like angry because nobody likes feeling anger all of the time. >> i'm from jersey and i like angry, and i'm also half sicilian. they give critical race theory. ali, remember, you and i used to call critical race theory, it was sharia law. they passed laws to prevent it. so they give it to their base. policy has to be a part of it, you have to deliver on policy for people and democrats are doing that now and they'll pass the build back better bill and it's losing your right to vote which the gop is doing in 33 laws in 19 states since january. black americans bled and died for the right to vote. democrats have to stand from it, freedom, and they want to do it around the country. freedom of thought and they want to take away your freedom of thought and i think the wars are on our freedoms. test it, it's policy, plus anger as we get closer to the mid-term elections and the exit polls tell us the biggest chunk will come out and they report they are angry that the policy alone doesn't win and it's policy plus anger and not all of the time and it will be closer to 2022. professor perry, freedom and democracy are both important matters. in the virginia election, the exit polls and the most important issue to voters was the economy and very close behind there is education and it was weird, because it wasn't the education that you think about and it's i want my kids to have good schools and well paid teachers and the republicans have weaponized the topic of education. >> yes. absolutely. the idea is ask we have to think about the context. virginia is where the nation began and it is where we had many of our first presidents, slave-owning, planter elites and it was in the backlash to the civil rights movement and the women's movement and so the term education is really about how the nation will narrate itself. who are we? and we have to have a con -- and i think to go to the earlier point, not just anger, but it's also a sense of morality, right? that if there is something immoral to continue to lock a significant sector of the population out of this country and it is as simple as that. the questions about honesty about who we are and who all matters. to me, the debate over education is really a debate over self-conception of the nation, and i believe in egalitarian, diverse, inclusive nation and that is a moral commitment. it's not just an ideological one. >> an egalitarian diverse and inclusive nation seems to be a very easy message to understand. i want to stop talking about democrats and republicans and how do people take back the messaging on this one. i'm glad you mentioned the sharia law, a thing that wasn't happening that people decided to legislate against. how do people who believe in democracy and freedom take back this narrative who say your kids are going to school and they're learning things that will shame them and that are incorrect about american history. what's a better way to do this to say what professor perry said, to talk about an egalitarian, diverse nation. >> for democrats, it's acknowledging that there are some parents in good faith that want to have an input in the education of their children and understand that that's really rell. there are other part that want to preserve a white supremacist mythology that no one lived here and there was no racism and no slavery. you're not going to reach them. i think it's reaching out the best on what this nation was about. i want to say this, ali. you're not angry and if you're not angry that the gop wants to take freedom from women and turn the clock back to preroe versus wade in 1973 and i don't know what more to engage you because we're talking about the heart of this nation and the gop has gone from truly a political party to more of a political movement that's embraced white nationalism and autocracy and if you add january 6th where 55% of republicans in a cbs poll they see it as an act of defending freedom and not terrorism and you have a potential fascist movement and democrats cannot be timity and we have to save our democracy, that's what's on the ballot in 2022. saving our democracy and as the professor said in an egalitarian, and you don't have better rights because you're a certain skin color and that's what the gop is selling and we have to fight that hard while saving our approximately see at the same time. >> one of the other things, and for people who felt it was the most important thing, they trusted them better. it's a strange situation because in this fight for lennery, equality, and we don't have the lux row to say i like this candidate over this candidate, and they continue tone gauge with donald trump and take his endorsements, not really say, hey, i am want part of any group or political party that tried to overthrow an election that persists in the big lie. so how does that message get to people? >> yeah. i mean, i will be completely honest in this moment. i actually don't think that when people say it's the economy that they're talking about economic policies. we have a longstanding cultural practice in this country that when people feel vulnerable, when people are afraid they blame the other and often that is a racial other. that is an easy way, whether it's covid, or the economy or employment, and so people, it actually is a kind of -- it's not a dog whistle as much as it becomes a proxy for discomfort who say these are more people that are more likely to protect my group over and against others and that's not the same of policy and assessing it. what's concerning is that needs to be flushed out to understand what's at work. >> we're keeping an eye on the left-hand side of the screen. that looks like somebody who is putting down the president's remarks. this is the state dining room at the white house. the president is expected to come out. you've seen the pool -- the press have been assembled and they are awaiting -- they're expecting him to come out now, typically just moments before the president comes out you'll see someone place the remarks there. what we're expecting the president to talk about is the bipartisan infrastructure bill that was passed just before midnight last night. yesterday morning we got up thinking there would be two bills passed, that and the larger build back better bill. that didn't happen. very close to midnight we realize there's been some breakdown in communications. with the majority, six democrats and progressives did not vote for this because they did not feel they have the assurances necessary that the other build back better bill will pass the week of november 15th and as a result they held back their vote. the result is the bill did pass, however, even though nancy pelosi didn't have a six-vote margin republicans did actually support this. some republicans did, and it passed with a comfortable margin. i spoke to the transport treasury, once this bill goes to the president for president, he may do it now. once that happened, it becomes the purview of the department of transportation. this infrastructure bill, the money in it and the projects that it will fund will be done with the department of transportation. it is a massive bill and it's about a trillion dollars. it doesn't cost nothing. it will add to the deficit, but we'll see a great deal of benefit from it including the fact that the infrastructure in this country is starting to suffer. we're seeing people rise. there's the president of the united states. let's listen in. >> infrastructure week. [ laughter ] i am so happy to say that infrastructure week. folks, yesterday, i don't think it's an exaggeration to suggest that we took a monumental step forward as a nation. we learned that our economy created 5.6 million jobs since we took office in january 20th. the recent unemployment rate of 2.6% two full than they suggested it would happen, and we are just getting started. we did something that's long overdue, that long has been talked about in washington, but never actually been done. the house of representatives passed an infrastructure investment in jobs act. that's a fancy way of saying a bipartisan infrastructure bill. a once in a generation investment that will create jobs, our roads, bridges and broadband and a whole range of things to turn the climate crisis into an opportunity and it puts us on a path to win the economic competition of the 21st century that we faced with china and other large countries and the rest of the world. it will create more jobs, good-paying jobs, union jobs and can't be outsourced and they're going to transform our transportation system for the most significant investments in passenger rail and the most significant investment in 50 years. in roads and brimmes, the most significant investment in 70 years and more investment in public transit than we've ever, ever made. period. it's going to modernize our porch and our airports and not going to be some of our ports
