intrigued trump, who asked the director of national intelligence, john ratcliffe to look into it. >> now it all adds fuel to the fire of what we already know about our former president. he was upset with conspiracy theories and was willing to use any means necessary to keep power within his grip. we know this. trump idolized authoritarianism. and he was obsessed with status. you remember when the former president visited france for the bastille day, in the parade. he was so enamored by the festivities that he decided he wanted to hold one for himself in washington. trump demanded the pentagon get to work in organizing and military show force, and advisers worked overtime to try and tell trump that this was not a good idea. he estimated price tag for getting tanks rolled down pennsylvania avenue just to appease the president, $90 million. luckily for american taxpayers in the streets of d.c.. that plan was shelved. it's just one of the laundry list of confounding experiences that played out on the world stage. america's reputation, and the state of disrepair, a problem which landed squarely on president biden's desk on his first day in office, an issue that he has been trying to resolve ever since. >> so as the message i want the world here today, america is back. america is back. diplomacy is back. at the center of our foreign policy. >> so biden's been in a diplomatic blitz. he's been trying to make peace with our enemies, and i was alike. the question, is is a really working? do our allies really trust us. our hasty withdrawal from afghanistan has been globally criticize. the afghan people, even our needle at lies feel abandoned as america packed up and left after 20 years. and what about our old friends in france. one of america's closest allies france, in the u.s. have enjoyed relations even under president trump, believe it or not. but a political skirmish last month left the french furious. after the u.s. had seen to have undercut a multi billion dollar deal in which australia was initially set to buy some greens from front. now they have instead, pending alliance with the u.s., and the uk. to share some green technology. that led french to withdraw their ambassadors from the u.s. and australia. and a major diplomatic block. that is very rare to see happen among allies. biden has since gone to length to smooth things over with friends, he and president said to meet later this month. but it begs the question, as far as the world is concerned, is america really back? joining me now is a man who can help us answer exactly that, the french investor to the u.s. philippe etienne. mr. ambassador thank you so much for joining us. and i have to say welcome back to you. i know that you were recalled to paris, you are now back in d.c.. i want to start broadly here for a moment. because you have been an ambassador to the united states since the end of 2019. so you basically been here under two very different administrations. can you compare for us the difference that you've experience between these two presidents so far? >> well first thank you amen for having me tonight. yes, there would be a lot of differences between those two administrations. the reason why we have reacted so strongly in particular, the fact that we were surprised and shocked not to have any consultation on an issue which was clearly a very central issue to my country. i mean this now famous deal on slumbering's with australia. it was much more than a commercial deal. it wasn't a central part of our strategy in the pacific received june. in between president biden has reached out to president mccall, we have had a discussion, and we are building trust. we have discussed a -- strategic agenda. we have a lot of context going on between the american government and the french government. >> yes, and i will ask you a little bit more about the nuclear deal in the lessons learned and what you want to see going forward. but, let me just drawn your experience, if i can, as a top diplomatic that has been in washington. and the strength of the american french revelation when you see something that happened on january the six. this insurrection in our country. you are watching it, you are watching this play out as a diplomat, were you concerned particularly during this moment? during this period in america? did you ever express concern to your government about the strength of american democracy? >> obviously, a, man everybody in the world on january six was watching what have been. our president made a very strong statement in support of the democracy. it was a reminder that democracies are vulnerable, and not only here in the united states. but the united states being the most important democracy, i mean considering the importance of the united states, everybody in france we. but i'm sure everybody in the world was concerned about what was happening. and try to understand. >> let's talk a little bit about the sunburn deal. as you mentioned this has been an unconscionably a bigger block between the u.s. and france. the president was furious about it. it has been called a stab in the back. you and your australian counterpart were recalled in the french foreign minister speaking with a local radio station said quote, this brutal unilateral unpredicted decision reminds me a lot of what mr. trump used to do. foreign -- saying in an interview in french that this week that the president literally had not been aware of what had transpired of the fallout between france and australia. and that is something that the white house, you probably seen, has refuted. but what is your feeling on how the u.s. has handled all of this? >> well i can only give you the point of view of my country, i cannot give you the story on the side of the u.s. of course. but what is important in this process is one of the two presidents had a phone call they even made a public joint schedule on this. but there should be more consultations and we should be inspired to build our relationship in the future. and this is what we are doing now which involves more consultations in particularly very [inaudible] issue. we are discussing in the pacific, we are discussing european defense, fight against terrorism, all of this needs a lot of consultation between our two countries. and also between european countries and the united states. >> but given the history of who president trump was, using the word that this was something he expected or would've anticipated from mr. trump, do you understand that is a pretty derogatory statement that was made by the french foreign minister in reference to president biden. that is a pretty strong statement to make for joe biden had any similarity to mr. trump. do you still stand, not you, but does the french government stand by that statement? >> it was the reaction after something which should not have happened between the allies, it doesn't mean that we didn't welcome some decisions taken by this administration for instance coming back the very first day to the paris climate decisions. but this time really it was a shock, not to have any consultations. so you can understand the reactions we had. now we try to overcome the two countries. we try to decide to rebuild this on a very solid base. >> let me just play devils advocate for a moment here, you talked about the situation in the specific, and certainly a country like australia, the security arrangement in considerations it has. just from a very black and white perspective, why wouldn't australia buy america new colors numbering's when they see china doing what it is doing in places like taiwan? from an australian perspective again, china is a greater threat, so doesn't it make sense for australia to form that aligns? why would you be upset with australia for forming that alliance if it's not just a commercial dispute? >> well first, nobody in france will contest the sovereign right of another country, that is australia to take such decisions, of course. but, you must realize that australia itself had, in 2016, chosen the classical traditional non nuclear submarines. and we were building together with australia a new manufacturing, a new industry in australia. and this contract was going on well. so, if australia wants to change because of the new environment, why not. but then why not speak with france first. and also together with the u.s., why not. we in france use military nuclear sunburn's, so we also have our credibility there. again, the question of trust is that they did not come to talk to us about a new deal, a new way of doing things. and this still was really important for our strategic partnership in australia ye. and australia is one of the most important partners in these specific. so it was a big shock in our country. >> yes, understandably. so allow me to ask if your questions about friends. because it is rare to have you on this program. we're very fortunate. i do want to ask you about what's happening there right now. because as you are very well aware, from this side of the planet, there seems to be growing issues of concern about white nationalism, and xenophobia. i'm just going to put up a few highlights of. this because this year alone we've seen the french government shutdown mosque, women unable to wear a job, the dissolution of the anti discrimination group. it is a concerning lee islamophobia trend according to some. i am curious to get your reaction. so what is being done to counter that, and keep muslims safe in your country. those friends have an exam of phobia problem? >> no. , i don't think it was but islamaphobia problem. especially because of this new legislation to reinforce the principle of our republic. is meant to fight ridiculous a shun and i think that it is a danger for all the french citizens whatever they are, muslim, arduous. french is a tolerant country. france is a real diverse country. we have one of the largest muslim communities in europe we have the third largest jewish community in the world. we are really very much attached to this diversity. to this tolerance. this is the base of our policy. exactly the contrary to fight against racism. to fight -- base for our society. >> but what does it say, and you probably heard me in the beginning of the segment, i know you have a presidential elections next year, what does it say that most of the prominent candidates is a person who was convicted of racial incitement. he wants to ban muslim names, not french names. and he is a person who is getting a lot of attraction. what does that say about the politics of your country? like someone like this could have such popularity in this current climate? >> for the time being, i think it says only one thing. some candidates, potential candidate, tried to put the question of immigration's in the center and the focus of the political debate. the elections, and thank you for asking about our elections, it would be a very important moment for us, for our democracy, will take place at the end of april next year. it is both closed but still quite far. we do not even know who the candidates are. some candidates are known, others are not. it is a bit early to describe how things will play off here during the elections. but there will be some debates, especially from the side of some candidates on those issues. >> well we certainly look forward to having many more conversations with, you have a standing invite to come back anytime to discuss that. we really appreciate your time. sir ambassador thank you so much for joining us. still ahead, president mention, versus president biden. treasury warns of a debt ceiling catastrophe, and talked about invoking the 14th amendment, i'm going to discuss all of that with my sunday night panel. plus today's world mental health thing. and it's all about promoting mental health awareness, and advocating against social stigma, and be a -- jeremy lin will discuss the growing conversation surrounding mental health and sports. but first ritual louis is here with the headlines. hi richard. >> yes a very important show with you tonight, authorities say that no charges will be filed against the passenger whose behavior prompted a number dnc landing at laguardia. the republic airways flights stopped on the tarmac as emergency crews were strain that passenger who witnesses claims have been acting erratically. investigators say there was no threat to the aircraft. a shoot out inside a bar in st. paul minnesota left one woman dead, and 14 wounded early sunday morning. the injured victims are all expected to survive. three men were arrested and police are investigating that case, but a motive yet to be determined. and the president of the czech republic, was rushed to the hospital sunday. the news comes as a check government is in the midst of forming a new administration. several political apologies in the country are filing for the presidents endorsement. in the ongoing process. more amen would aim in, right after this break. -- break -- (man 1) we're like yodeling high. >> i have a chance that the democrats will be able to do it alone, and i was actually a little unhappy to see this postponement of the debt ceiling confrontation because it is very clear that they are going to have to do it by themselves. they are probably going to have to do the reconciliation. i don't think that majority leader schumer has come up with compelling arguments that give any of us reason to believe that they are going to get some republican votes in two months. i mean that is just not going to have been. we've warned that word out, averages. first of all, this is money that he is already spent. this is pink deaths that were mainly incur on his watch. and the debt ceiling's routinely increase with democratic participation while he was president. so it was right to do it while he was president but it's wrong to do it now, and it's just ridiculous. >> and yes it's just the height of puck rock -- somehow at least on this issue they are fiscally responsible about not increasing the debt ceiling. which brings me to an interesting point that john raised, and it's something that your colleague dylan matthews wrote a piece about that listed ways joe biden could potentially ended that stealing all by himself. including mounting a trillion dollar quarter, even using the 14 amendment to nullify the debt ceiling and it's entirely. how likely is it that the president will use these or any other ways to kill the debt ceiling, or are we going to see it as joe manchin a during reconciliation? >> honestly i hope that he does it quickly. it is actually like we will continue to see the debt ceiling used like a political football. something that one side to gain advantage of as of late. and republicans to use as leverage to essentially and the damage graphic agenda getting. pass the key is that mitch mcconnell wasn't actually asking for any procession, in previous years this has been done to distract certain line items or frankly just to embarrass the administration. now it seems like it's been done but the work of kills agents. i think if you are going to counter the work of scales agents by mixing the 20 trillion dollar coins, or declaring it the debt ceiling unconstitutional by the 14th amendment, i think that's decidedly less crazy than what the republicans are doing. now >> kurt i have to play this moment that is sort of ironic that it happened, it was senator, chris coons, he was on fox and asking about the criticism on the debt ceiling negotiations, and this is what he said to chris wallace. >> if we are going to solve problems facing the american people, we have to be able to work together so while i completely understand president schumer's deforestation, the timing may not have been the. best and you said president trimmer, i think you met senator manchin. yes i'm sorry. >> i think if you say president mention at this point. >> i mean shouldn't we be calling him president mention at this point. joking, assigned in all seriousness, what's consequence is this going to have for negotiations in the future? when one man has the power to derail all of congress. he doesn't have a name bag, he doesn't have a nationwide band date, he doesn't even have a party mandate. he doesn't even represent anyone besides himself in the party? >> yes, i'll tell you democrats, our fellow democrats up there if you are looking for a reason why we need to expand our majority beyond basically the one threshold for that we have right now, exhibits joe manchin. the idea that somebody who represents less than 2 million people in this country can hold base for 300 people for ransom, is absurd. it shows the failure of how our alleged process isn't working right now. and the implication that i see with this that soothing debate and how we keep kicking what we end up having is four weeks. nonstop narratives, about process stories about inside base, of the hot democrats are in disarray, how things aren't working. and hijacks the entire message of the democratic party. so instead of talking about fights that we need to be fighting, like expanding voting rights in this country. calling out what is going on with women's rights in states like texas, who are trying to duplicate that. instead of focusing in what's happening in virginia, with the movement and voting race right now. we end up using all of our oxygen about process. and let me tell you something, the american people have no idea how the debt ceiling process works. come november of 2022, or 2024, no one voting is going to be voting because of what the hell happened with the debt ceiling crisis. and the votes that happened before. that we need to move past these things, and so it is in the best interest of the president, of the democratic party, to do a quick fix to this. do it definitively, take the political football off the field, so we could start talking about the issues that actually affect american people, in a real intangible. way >> yes, and certainly as you're saying kurt, i don't think any american is saying that i'm not going to vote for one party or the other, because i'm not bipartisanship. because there is no bipartisanship. they are going to want to vote to see if things are actually going to get done. kurt bardella, jamil smith, joan walsh, think you so much for joining us this evening. i appreciate your. time next fury versus walls is going to be considered by the greatest fights of all-time, but sometimes the biggest lessons are the one you actually learned in the race. i'll tell you about that next. next. ♪darling, i, i can't get enough of your love babe♪ ♪girl, i don't know, i don't know,♪ ♪i don't know why i can't get enough of your love babe♪ ♪oh no, babe girl, if i could only make you see♪ ♪and make you understand♪ get a dozen double crunch shrimp for $1 with any steak entrée. only at applebee's. now that's eatin' good in the neighborhood. oh! are you using liberty mutual's coverage customizer tool? >> i definitely think that there is a change, even purely from an awareness standpoint. i think with simone biles did is a great example, it is a topic pushed to the forefront and i remember seeing people write that she's this or she is that. and again the stigma around the, you don't think that she's been thinking about the olympics for the last four years nonstop. you don't think that she is hyper competitive? has literally poured her life into becoming great at what she does? and when the moment comes for her to say that i am not able to do it, that alone has pushed the conversation forward so much. so regardless of what side of the table, or anywhere on the spectrum you feel like you land, at least this conversation is being discussed. so i do feel like there's been a huge progress being. made >> so talk to me about your own experiences, you are actually hospitalized because of covid-19 recently, and you say that the head real impact on your own mental health. tell us about what that was, like what did you learn about yourself through dealing with that? >> one, i learned that the quarantine isolation was months and so for me, i learned that it is okay to ask for help. it is okay to rely on people. it is okay to open. up again, some of those things growing up, especially playing basketball. and not wanting to show weakness. or always wanting to push through, or man up. i'm not saying that the person polls aren't there of perseverance, character, perseverance. so i understand that there is truth to some of these phrases, or these terms i come around. but at a certain point it is also like, a human is built to go through life alone. and there will be tens of thousands of times in the lifetime when you are going to have to lean into other people. and if you don't, and try to walk this world alone, it is going to be very difficult, and it's going to be very harmful to yourself, so that is something that i learned, and i learned through therapy. so i started doing -- and we started out around 90 minutes and we did to ours because i was going through a lot, and it has been quite the last couple of months. >> and i'm curious to get your thoughts in the dynamic of the sports that you play. you have tennis, that is an individual sport. even in the world of boxing, you have tyson fury, although he trains with the team, he is in the ring by himself. you are a basketball player, it's a team sport, different dynamic, do you ever worry about letting your team down if you need to take that mental health day? or are you guys open enough about it that you can go to your teammates and say, i am not the best that i can be for you guys because i need to take some time for my own mental health, or well-being. >> yes, and i feel the closest to what's the mobiles had to do, yes as an individual, floyd but she also had to rely on her teammates to rally. so we saw the take gold. we saw a lot of different things happen. but even more so per se you necessarily don't have individual rankings but that is a tough thing to say. but again, i think it's having that conversation early and often so it's not like right before tip off, what happened. that's something that i actually realized, that if you do open up, and you are transparent, i have never had a bad reception from a teammate. and them saying like, what's going? on because when you speak with each other, your character shines. through whether you prepare for the, game whether you care about your, teammates whether you care about the deem, eventually they will know and come to respect, so if you aren't able to play, it is for good reason. >> and jeremy you are obviously a global superstar, you have the privilege of paying both, years and now you're playing in china. can you talk to us the difference between the culture of the two countries, in terms of how they deal with athletes and the pressures of the sport and mental health. because you know for all the athletes got from the mainstream media, there were still, and there still is an undercurrent criticism against them for withdrawing from top level competitions. so what do you say to people who think athletes should just suck it up and power through? it how are the cultures different between china and the u.s. on that front? >> i have only played one year out here and i am not, i can say that i know exactly all the differences in the nuances. but i will say kind of exactly what you are saying is -- it's a mixed bag right now. the reaction is a mixed bag. and you don't know exactly who is going to say what. but i think at the end of the day, athletes, celebrities are elevated and put on pedestals. and people often forget, yes we have been blessed with a show where there's money, fame, power. but at the end of the day they all come with responsibility. they come with pressure. and it's taxing on your mental health. so that is something that i think everybody would just be a little bit slower to judge, and realize that anybody who is world-class probably got there by being pretty special. and when they say there's something wrong, which we should probably give them the grace and the open space to be able to say that. and to know that i've actually takes more courage to say something like that. because you are thrown into the spotlight. everybody can see, everybody knows. it takes a lot of courage to say something like. that >> jeremy i have to ask you this quickly quickly before i let you go. there's obviously a big debate about the vaccine. a lot of attention which is taking place in the nba. you played in the nba, you know some of these guys right now have kind of kept a little bit of their distance on whether the nba should mandate vaccines. and some are reluctant to take the vaccine. i am curious to get your thoughts on where you come down on that? it is a lead in china mandating players to get vaccinations. what do you think about the debate back here in the u.s. about whether or not play or should be mandated to give acting's? >> that is a great question i mean there's no mandate out here or anything but you're constantly being covid tested. and we have three phases. the first two are in above. so we are already isolated. at least for the first four months of the season, five months of the season. when i think about, it i just went through it. i got a breakthrough case and when i was in the hospital, the doctors -- every single doctor that came in was saying are you vaccinated? are you vaccinated? which vaccine to? have they talked about the difference between vaccinated patients, and unvaccinated patients. and they talk about the symptoms, and how the fever can last five times, five days longer's for somebody without a vaccine. they talk about huge differences between recovery time, and symptoms, and stuff like that. so it is something that personally, i think makes a difference. but at the same time, i totally understand when somebody says, that this is my body and i want to make sure i know when i'm putting into it. so i respect that decision as well on any individual. i just know that for me personally going through it, being in the hospital, being around, it being surrounded by patients who all had covid in the hospital, it was literally the first thing every single doctor came in to ask, are you vaccinated. which vaccine? that sound that we play was just so alarming for me because, they are saying that quite part out loud, that your news feed, what you see is actually being determined by algorithm that we don't even have a good understanding of. >> i think that what we've seen this week is a bunch of gaslighting by a company that we know this whole time -- the proof of what -- showing that their business model drives. you don't have to believe her or what you see for example in europe, will we learn from their own documents is that it made political policies in poland, taiwan, in india. go one negative in devices. because they used to be able to publish, policy papers about this is what our outdoor culture policy, and they get. traffic and they suddenly changed the algorithm to reward what they mean meaningful social reactions, which is just what is the long argument threats and facebook. and they said we know you change your algorithm, because now when we get traffic we get negative things about our opponent. so when he said in that interview, how could we know if it's polarizing people before january six? because everybody gets their own news feed. but the bias, the tilt, is to show people that the thing that gets the most extreme attention. so for every person, the thing that makes you more certain that you are right, it's what it shows you, and what leads to is a mask fragmentation of society. you can say that the business model is ruining thanksgiving dinner, because it is about showing people a more and more encourage model of what's going. on >> and that is where you gotta draw the red line, when you start messing with people's thanksgiving dinner because it's ultimately the most important thing. joking aside pheromone, tristan harris, the facebook product manager that you are talking about, she proposed during her testimony this week that congress -- she's trying to craft a simple reform to make social media liable for their algorithms are promoting. what do you make of this proposal? is this even realistic, is it really that simple? >> basically, the aim of the proposal is to say that so long all of us have an a i pointed out your brain trying to figure out what maximizes engagement. so the indicating the motion of contact, that is always going to leave these results -- so one solution is to make content platforms, liable for what the amplify. but with that would lead to the goal of, it is to get to go where the companies can only afford to rank by what they would call reverse chronology, basically who posted ten seconds ago, and who posted two minutes ago, than five minutes ago. because that just sets up a feed where it is not sorting by outrage. it does create some other incentives though, which is if i was russia, and i would want to manipulate the u.s., i would just post as often as possible into certain areas. so it creates a different incentive for who pulls the most often. so they would need to pose different. things it is also important to note that you have to do this across all the platforms. because if facebook does chronological ranking, but tiktok still points in ai at your brain to your nervous system, that is not going to be enough. so it has to be something that goes across all the social media platforms. and i think that the key is that we are in here, shouldn't be to slightly less toxic social media. that is not enough. we have a democracy that has a brain implanted in. that basically wants to drive our society crazy, and if you look at our comparison, our competitors, they have a brain implants that makes the whole society more coherent together, our goal is to create digital open society where democracy, plus technology equal stronger democracy, better governed, more specific participation. and taiwan is doing the best example of that. i just wanna make sure that the policy makers, as we think about, this we are not just trying to filter out a few harmful content pieces, and get 30% less of the bad stuff. we have to look for how would we be improving technology. >> yes you took the words right of our mouth, what is taiwan doing that makes it successful?
