lost. as my wife says all the time, any country that outeducates us is going to outcompete. the work of our time is to prepare ourselves to be competitive to win the fast-changing 21st century global economy. that's why i proposed two critical pieces of legislation. being debated here in washington right now. one focus on the investments we need to make in the physical infrastructure of america. roads, bridges, ports, et cetera. the second focus on the investments we need to make in the american people to make us more competitive. i know this is my legislation. i feel strongly about it. but the people who have the most at stake are the american people. so we need to stay focussed on what the bills will mean to the people just looking for a little bit of breathing room. a fair chance to build a decent middle class life, to succeed and thrive instead of just hanging on by their fingernails. we need to keep an eye on what's fundamentally at stake for our country. the ability to compete and win the race of the 21st century as we did the 20th century. a race that other countries are doing everything they can to win. in recent years, china has spent around three times as much on infrastructure. three times as much as a share of its economy than the united states has. our infrastructure bill makes invest wants we need to rebuild the arteries of our economy. the roads, the highways, the bridges, the ports, the airports, the rails. and are going to allow us to replace lead water pipes who are poisoning our children and families. it's ridiculous. build a modern energy grid that can withstand storms and carry renewable energy across america. make high speed internet affordable, and available to everywhere in america. and create good union jobs in the process of putting that together. we're going to make the largest investment in public transit in american history and make the most important investments in our rails since the creation of amtrak 50 years ago. but is it enough just to invest in our physical infrastructure? we're going to lead the world like we used to if we're going to do that, we also have to invest in our people. that's the second bill, the build back better plan. that's what it does. today only about half of the three and four-year-olds in america are enrolled in early childhood education. in germany, france, the uk, latvia, that number is more than 90%. we're falling behind. it's not just early education. according to one study, america ranks, catch this, america ranks 33rd out of the 44 advanced economies when it comes to the percentage of our young people who have attained a post high school degree. the united states, 33rd out of 44? my build back better plan gets us back on track to making four additional years of public education available for every person in america. two years of high quality preschool on the front end which indicates that over 56% of the children will go through all 12 years and beyond without any interruption. and investments in community college so our students can gain the skills they need and carve out a place for themselves in the 21st century economy. we're going to help build families, and we're going to help them afford to care for their new baby, a child, an elderly relative. it's going to extend the tax credit for families with children. it's going to help us meet the moment on climate change and become a global leader in the fast-growing clean energy industries like solar and wind power. a whole world knows that the future of the auto industry is electric. electric. and battery technology. we need to make sure america builds that future instead of falling behind. we should build those vehicles and the batteries that go into them. and the charging stations they're going to need. the 500,000 we're going to build across america. here in the united states we should be doing this. and look, if we get this done, we're going to breathe new life into our economy and our work force and we're going to breathe cleaner air at the same time. these are the kinds of investments that will get america back in the game and give our workers a chance, a fighting chance. economists left, right, and center agree. earlier this year moodies on wall street projected the investments in these bills will bring us a higher gdp and additional 2 million jobs per year in lower unemployment. these bills are not about left versus right. or modern versus progressive. or anything else that pits americans against one another. these bills are about competitiveness versus complacency. opportunity versus decay. they're about leading the world or whether we're going to let the world pass us by. the american people understand what's at stake here. they understand that when workers and families have a better shot, america has a better shot. given half a chance, the american people have never, never, ever let their country down. today we receive more evidence to the progress we're making and i know we can make a lot more in the days ahead. i want to thank you, and god bless you all and may god protect our troops. thank you very much. a we've been watching president biden deliver remarks following a weaker than expected jobs report. using the pulpit to push for capitol hill. this is the -- the remarks are as some democrats have grown uneasy with the president's declining approval ratings. the president tried to put a good spin on the report saying it's a sign of continued progress, talking about all the jobs added since he began his administration. he took the opportunity to make a pitch for his package of sleeping legislative agenda. but speaking of his agenda, democrats are now caught in a classic catch 22. they need the president to be popular to help pass his agenda, but at the same time, they've got to pass his agenda so he can be more popular. that's the dilemma for democrats in a nutshell. one thing they probably can all agree on is that a weak president won't help them solve the problem and weak job numbers don't help either. right now democrats and republicans are trying to figure out just how much or how little political capitol the president actually has. in poll after poll after his approval ratings have been sliding. the democratic canada for virginia governor told supporters the president is actually a political head wind for his campaign, and that's saying something. if a guy like biden can help a guy like mccome love win, that's -- polls have that race within the margin of error. it's possible maybe even likely things will start breaking biden's way. there has been slow progress among democrats. the worst of the delta covid surge appears over. vaccines for younger kids could be available soon, and there will be no default at least this month. the economy could also start exceeding expectations. you never know. but right now in this moment, the problem facing the white house and democrats is that they all agree where they need to go. they just don't know if the party or the white house has the political muscle to get them there. joining me now to talk about all of it is kelly o'donnell at the white house. lee ann caldwell on capitol hill. with me onset mark murray, and democratic strategist cornelle belcher joins us as well. the white house managed to buy themselves two months of breathing room on the debt ceiling, no government shutdown. how motivated and focussed is the white house to maximize that time to get something done? >> breathing room is a phrase the president often likes to use and one that he is living with right now. giving himself some political space as these big issues giving him -- are unfolding, giving him a chance to try to explain them more directly to the american people. what we just saw the white house do was take what was in many ways a frustrating jobs report, and tease out some of the things within it that are, in fact, hopeful for their agenda. and for the president which we typically don't hear in these remarks, talking about even when the data was collected. that it helps to give people a mental picture of if you can recall a couple weeks ago what was the sort of state of covid in the country and that kind of thing. that's usually not the way they lay out a speech like this. so the president using what he could from this jobs report as a way to spring board into some of the areas that he is more anxious to talk about, and the chicken and egg dilemma with the fate of his own programs and how will it play out? this is a moment where the president has been hearing the voices of fellow democrats about him needing to lead even more. using a bit of a -- you know, a set of remarks on a friday afternoon. it's kind of a pleasant but maybe a little cloudy gray day here, and that seems to be the kind of set dressing around this picture for him. some things to talk about that he thinks are a road map for the way to go forward, and acknowledging that this isn't exactly what they were looking for, so for the president, these are challenging times. efforts and work being done here, an idea is not enough when you have such a narrow margin, and you have outside events and forces that determine so much of the way this goes. garrett? >> yeah. and they're out from underneath the outside events at least for now, but the things have a funny way of cropping up. we've gone through just nuts last couple of weeks on capitol hill. democrats got this temporary win on the debt ceiling last night. they talked about the breathing room kelly and i were talking about. how are things going on the reconciliation package? you've had bernie sanders and joe manchin have dropped the pretense that they were talking to separate audiences. they're kind of talking at each other through dueling press conferences. that's not exactly where you want to be when you need both of those men on the same page to pass something. >> absolutely not. the fact that senator sanders has held two press conferences in as many days focussed mostly on senator manchin, and to a lesser extent, senator sinema is telling about how the negotiations are going on the president's agenda. and these job numbers put a lot of pressure on democrats, additional pressure, especially as unemployment benefits, the federal unemployment benefits expired last month. and so if the jobs do not keep pace, you have people with less money in their pockets and that's going to be a huge problem for democrats moving forward, especially as this is supposed to be a post pandemic economic boon, one that's not there yet. that's why you have democrats on capitol hill arguing the necessity and the urgency of the build back better plan. this multi-trillion dollar bill you saw a statement from leader hoyer in the house of representatives today who focussed on the women, the fact that women are not returning to the work force. he says it's tied directly to the need to more federal assistance for child care. so they are really trying to use this opportunity as a way to push the members, get their members united in order to pass something. but i'll say, i do talk to a lot of moderates, especially in the swing districts who are worried about it, and worried about president biden's polling numbers. they say it makes it more difficult to pass his ayen da when he's unpopular. speaker pelosi counters that argument saying if we're a divided party, then you are going to lose. so everyone needs to stick together. but they have a really difficult path ahead of them. >> we saw this last night. when the party that is united in one of these handoffs almost always tends to be the one that comes out on top. let's talk about the presidential approval numbers. we've got some recent polling we can put up on the screen. the president's numbers are down across the board. their numbers aren't terrible, but they're not great, especially as we're kind of peeking around the corner at virginia. what's your take on why we're seeing this slide for the president? he seems to be taking a hit on almost every issue. >> well, the one poll is an outlier. the president's ratings are not great, but guess what. how could they be great when you have nearly -- over 700,000 americans dying of covid, and you still have a pandemic raging of the unvaccinated as we try to get people more americans vaccinated. and you are going from manufacturing crisis to manufactured crisis. what i don't think is a big enough part of the story is how successful mitch mcconnell is being, quite frankly, at driving this political narrative. i've seen this play before in 2009. right? going into 2010. mitch mcconnell republicans create chaos, aren't for governing at all, and try to block everything. right? >> but cornell, mitch mcconnell's not responsible for the afghanistan situation. he's not responsible for the border situation. i mean, biden is going -- >> let's talk about what he is responsible for, and right now what has sent panic through americans, through the global marketplace? the debt ceiling crisis. that's artificial manufactured crisis. and you know what we're going to have in the next couple weeks? this manufactured crisis all over again. right? so it's -- so washington is chaos. washington isn't working. and who do they blame? the people who are in charge. and that happens to be democrats. now, on the flip side of this, you know, i do think democrats are going to pass the infrastructure. i think they're going to pass major parts of build back better. and the question becomes can they sell that to the american people and connect that with the values and needs of the american people while at the same time pivoting and making mitch mcconnell and republicans pay some price for blocking everything? we were not able to do that in 2010. is it a challenge for the democracy will be able to do in the next midterm? >> that's selling the accomplishment is a key part. mark, you talked about the polling as the catch 22. you can't pass something until you've popular. how do democrats break out of it? does it involve selling what they've gotten done? >> it's winning. this is a president who hasn't had a win since his first 100 days in office. we're seeing him trying to take credit for a disappointing jobs report saying hey, we have legislation right around the corner that's going to help you. that still hasn't passed yet. and i also think that it's important to look at the whole covid situation, too. it's been dragging down the president. this summer and fall was supposed to be the time where everyone was going to be traveling. everyone was excited. and, of course, we're a more normal place than we were a year ago. but certainly not to the expectation that many people had and delta's surge impacted that. so this is a white house that needs some wins. it needs to get covid situation under control. and then needs to keep its party together. but governing is always really hard. every administration that i've covered going back to the george w. bush to the barack obama to donald trump, 245i go back and forth and the crisis overseas, it gets hard. and the thing is, you want to be as popular as you can before you go into those elections. >> that's right. kelly is covid still job one for this white house? is that where everything starts and ends here? if they start getting better covid numbers, is that the thing that maybe unlocks the kind of momentum that makes the rest of these things possible? >> well, you can argue that that is certainly their top priority in terms of the forces and attention of the administration, and as we saw when delta variant became worse, how that hurt the administration, conversely, one would expect as children get vaccinated and we've seen a dip in some of the covid numbers, that that might give a benefit to the administration, and they certainly argue that their decision, the president said he was hesitating to go with the vaccine mandate but has done that, and we're seeing examples of that in all kinds of workplaces around the country. his argument that vaccination does improve the economy, and helps not only those in the workplace, but the consumer piece of that as well. so if you consider covid not only the life and death issue, but the economic issue, the president's journey through this has, in fact, gone in some ways as the virus has gone, and if he's going to get any benefit from a downturn, they certainly would want to seize upon that. >> let's go back to what we've been seeing on capitol hill last night. democrats had this sort of victory on the debt ceiling part of it. there's already some concern that the way they've handled it might cause them more problems going forward. i'm talking about joe manchin and the frustration he and other senators had after chuck schumer seemed to spike the ball maybe a little bit before getting into the end zone last night on the debt ceiling extension. listen to this. >> i can't complain. politics. none of us can on both sides. both sides are guilty of this. the frustration was built up. i'm sure chuck's frustration was built up, but that was not a way to take it out. i'm saying the civility is gone. i'm not going to be part of getting rid of it. i'm going to try to bring it back. i speak out when i see someone do something i don't like. >> politics ain't bean bag, but if people the democrats need to get things done like joe manchin who is needed for basically everything are upset for schumer, how more challenging does that make things in the senate? do the senators desperately need the recess week to get away from each other? >> that's true. they need to get away from each other. i'm also told that staff are exhausted as well. they have just had it and need a break. perhaps this recess could be good for everyone involved. it's been intense around here. but you bring up a good point, because senator joe manchin and even senator sinema, they're critical to the democrat's agenda. they need both of those to pass anything. i'm hearing they're feeling a lot of pressure on every single issue, and this whole debt limit issue and talk about carving out the filibuster either doing that or having the weight of the nation's economy on their shoulders really took a lot out of them. and so pushing aside and pushing away these two senators from senator schumer and from the democrats can be risky. it can make it more difficult to bring them into the fold. you know, it's going to be very tricky. they're trying to keep this party united, and there's members of the party who aren't thrilled with the democratic strategy at this point. >> one of the people who has been not thrilled with the way democrats are operating here in washington has been the democratic nominee for governor in virginia. cornell, what does he need from democrats on this side of the potomac if he's going to win in a bluish state, but that's always competitive in the off-year elections? >> yeah. it's a good question. sometimes, and i'm guilty of this, we can read too many things into off-year elections. we look back. i think terri will begin, but it's not like he's going to win by a large, large margin. virginia is still a tough state, especially in off years. i think what terry needs is what democrats need, sort of nationally going into the midterms. they need some wins. and they need for middle america not to think that washington is in chaos, and more importantly, and i think this is really key here. we need our base to be as fired up and as energized and ready to be mobilized as the republican base is. what we've seen time after time in going into the mid year elections is they aren't. i think the terry struggles in virginia, he's not going to struggle because of swing voters. he's going to struggle because our progressive base in virginia are not fired up, and thinking that democrats are fighting for the things that are most important for them and when you look at justice and policing and when you look at voting rights, those are the two top issues for progressive voters, especially progressive voters of color, going into the last presidential election, and right now democrats need to get something done. >> those are the issues that are probably the most stuck in washington. every other election in the last couple years, 2017, 201, and in 2020, trump was either on the ballot or this looming figure. nothing unites democrats like the specter of donald trump, and you're seeing them do that same thing in the virginia race. painting one as donald trump with a jump shot, basically. is that going to be how democrats are brought to coalesce here in the closing months of that campaign? >> in a lot of ways the vaccine politics and mandates they've been talking about, sometimes more of a proxy for donald trump without even mentioning his name. but this governor's race is always let us know how the political winds are blowing. i don't think it will predict now the mid terms are going to look, and it's hard to see who is going to end up winning next month in virginia. but as our good friend dave wasserman says, watch the marnl margins. if mcauliffe wins by two or three points -- it's the same thing we saw in 2017 when northam won v virginia by nine points after clinton won it by five points. who wins and loses always matters, but the margins matter. >> fascinating to watch. the whole crew, thank you all for getting us started. up next, four key trump administration officials all ignoring subpoenas from the congressional committee investigating the january 6th attack. what happens next? congress doesn't have a lot of great option, do they? >> it doesn't. they are starting to sort of rattle sabers and say everything is on the table, but everything consists of three not very good possibilities and the basic problem here is if trump is able to maneuver things to get to court, to make his claims as spurious and meritless as they may be, it turns things up. there's a disconnect between the 18 to 24 months it takes to run through the federal courts and the time the january 6th committee needs to do its work in. his claims here are particularly bogus. it's 100% clear. he has no right to assert executive privilege. that belongs only to the occupant of the white house, joe biden. nevertheless, he can assert it. wait for courts to reject it and by then, the game is over. at least that's the hope. >> let's put a pin in the executive privilege part. yo touched on this. as the attorney as the legal expert here, the trump case is weak. is the whole pint of this just to run out the clock and hope that republicans are in charge of the house some next year, 2023, and say you know what? never mind with this whole thing? >> yes. i can say more, but really, that is it. and the timing is, of course, everyone knows that the committee needs to finish the work by say, next summer, and this is the strategy that's already proven effective when they had bad claims before, but at least he was the president. by the way, it's particularly in opposite for steve bannon who doesn't even in the executive branch. but t just that. go to court. anyone can sue for anything, and it's going to take some time. congress could repair this. this disconnect between trying things in federal court and complying with congressional subpoenas but to date they have not. >> and you touched on this as well. i feel like we're going to hear a lot about it. executive privilege is the privilege of the current executive. right? if the trump administration -- trump administration -- if former president trump says he wants to exert privilege or something, doesn't the biden administration then have to say yes, you can or no you can't? is that a -- do they have to proactively approve things? how exactly will that work? >> 100 %. if trump says he wants it, could be the same as clinton or you and me. he's a citizen. he has no authority whatsoever to assert it. so that's right. it goes to the biden administration. they've already indicated they won't assert it here. that is the big news. there's one other point about the biden administration, though. adam schiff, bennie thompson and others are saying here's what we'll do this time. we will refer it to the department of justice for criminal charges. that would work, except the department of justice has a policy of not prosecuting criminal contempt charges against former or current members of the executive branch. and those two things are going to ram right into each other, and we know merrick garland has been known to throw policies out the window. i think that's what it's probably coming down to. >> so of what value are the subpoenas other than a very nice invitation to come testify if you feel like it? >> you tell me. but there are at least other people. i mean, a subpoena is a subpoena. it used to be it meant something, and there are other witnesses. for example, in the interim report from yesterday, we had important people from the department of justice who will testify. the facebook whistleblower who will testify. but these subpoenas against these four people if they're going to go to court even with worthless claims as a practical matter, might be worthless. >> as a political matter, then, i think we're looking at a committee that's going to have to rely more on voluntary interviews and widening that circle. right? i mean, not everyone has the same resources the former president has or some of his closest aids will have to fight the subpoenas as a political matter or if you were building a case as a u.s. attorney, is that how you would look at this. start on the outside and work in while those on the inner circle continue to fight the subpoenas? >> that's exactly right. and they've done that in large degree. i think we have the basic outline, but they haven't shaded it in. they may not be able to. so, of course, there's a political gamble or risk that trump and company are willing to take here which is to have the claims that are pretty damning be unanswered. so that will happen. but, of course, they were willing to do that in the impeachments, and then i think pretty well established the charges, but he just folded his arms and said no way and expressed contempt. at least for his base, which is the only lookout for him, it seems to be, that continues to matter. >> all right. harry, we're going to probably check in again. a lot of work ahead for that committee and a lot of legal analysis will be needed. up next, a new kind of space race. we know space has become a playground for the rich, but apparently it's also a way for people to get rich. we'll have more on that. you're watching "meet the press daily". ess daily" ♪ limu emu & doug ♪ got a couple of bogeys on your six, limu. they need customized car insurance from liberty mutual so they only pay for what they need. what do you say we see what this bird can do? well, think about it this way. if you're an agricultural company looking to make farms more productive, you could put a drone and scan a couple acres to see what plants are dry or buy imagery from a satellite that can see 700 million acres for about 100 times less money. affordable daily satellite imagery is a vital weapon against climate change. why? because until now, we just didn't have enough data to see the change happening in realtime. >> we can't stop deforestation if we're only measuring it every year if it happens on days. same with emission. same with agriculture and same with all of these things. you need data on the time scale of change to take care of it. >> the principle of planet is that anyone aside from terrorist organizations and embargoed nations can buy these images. clients can even task a handful of these larger satellites with special jobs and keep the footage exclusive for a period of time. academics and private sector analysts using the satellites have pulled huge geopolitical threats into the public eye that previously only an intelligence agency would have known about. >> we found a set of about 100 nuclear weapons silos in china previously undisclosed. that's important deal, of course. we found them in our scanner and took a closer look. >> that was you selling that imagery to -- >> in this case think tanks taking a look at it. not the government. >> not even the government was buying it? >> yeah. >> reporter: garrett, if you're looking at a world in which the private corporations are not only going to space but determining what we get to see from there, what role does nasa have? well, nasa is going to continue it says to have this exploratory mission, and there are all sorts of things they will do that a private company would never do. they announced this week next month they're going to be launching a whole mission to look at the possibility of knocking deadly asteroids off course. asteroids that might otherwise reach us. that's the experiment they'll be doing. of course, how are they going to get that experiment up there? >> reporter: look, i think the confusion you're laying out is getting parents on all sides of the issue. this is a large school district, 59,000 students. as you said, the school board said the students would have masks, then changing their minds. four families sued under the americans with disabilities act saying their children were at a higher risk of getting sick and having a bad outcome. the judge agreed. so now in this county you have a mandated order for masks to be worn. as you said, the politics of this are very divisive. it is overwhelming. these school board meetings, i was at a meeting on wednesday that saw 60 speakers and masks weren't even on the agenda. listen to a parent who wants masks and then from the school board meeting. >> what's upsetting is i took extraordinary measures last year to keep my family safe. and the school board failed to follow up on their promise to follow cdc guidelines. and my son got covid from school. >> i actually quit my job in november because i was sick and tired of having to wear a mask and being told that i had to enforce masks on these children. >> it is no longer an isolation room. it is no longer a segregation. as my son puts it, it is a concentration camp that he goes to eight hours a day every morning. >> reporter: the situation was so confusing for this board and this school district, they actually canceled school a week ago monday to try to figure out how to stay in accordance with that new court ruling, caught in the middle, 59,000 students trying to get an education. some of them feel like they shouldn't have to wear a mask. again, confusion reigns in eastern tennessee. for now, a political, divisive, and confusing situation. >> wildly hyperbolic stuff in that sound you played. cal perry, thank you very much. we'll be right back with some breaking news from capitol hill on the january 6 subpoenas. stick around. with thirty grams of protein. those who tried me felt more energy in just two weeks!
