spears should be suspended as conservative. we're asking this question. should she be recorded without her knowledge? it's "way too early" for this. ♪♪ good morning and welcome to "way too early," the show that's still celebrating national coffee day and is going to need a lot of it today. i'm jonathan lemire on this thursday, september 30th. it's going to be a busy one. let's start with the news. capitol hill is going to lead with a series of issues. a vote will take place later this morning on a stopgap funding bill that will keep the government open through early december. the stopgap bill does not include a debt limit increase. the house is expected to take up that measure once it's been passed by the senate. meanwhile house speaker nancy pelosi told reporters last night her plan is still to bring the bipartisan infrastructure bill to the floor despite a decision to singer it unless there's a larger package contained suspending their spending abilities. >> are you worried you won't have the votes? >> senator joe manchin, yep, him again, is calling out his own party in a fiery statement, making waves on capitol hill. the moderate from west virginia seems to be closing the door on any hope that he will help democrats pass the reconciliation bill, citing the current cost of the proposal. it reads in part, what i have made clear to the president and democratic leaders is that spending trillions more on new and expanded government programs when we can't even pay for the essential social programs like social security and medicare is the definition of fiscal insanity. manchin doubled down on his stance while speaking with reporters shortly after that statement was released. >> in your statement you mentioned trillions of dollars in spending, and one of the pushbacks from democrats -- [ indiscernible ] what's your response to that? >> we're looking at everything. we all agree on doing tax reform. >> progressives are pushing back, calling out senator manchin's statement as unhelpful and renewing their stance that today's infrastructure vote will not pass without a deal on reconciliation. >> he needs to either give us an offer, or this whole thing is not going to happen. i can tell you that his statement has probably created a bunch more on the floor. >> my understanding from my friends in the house, it will not pass. at the end of the day, you've got 95% of house members in the democratic caucus, 95% of the senate democratic caucus, the american people, the president of the united states want to pass this legislation. and if the infrastructure bill does not go forward, what we now need to do is to make sure that we come forward with a strong reconciliation bill so both pieces of legislation can pass. >> senate majority whip dick durbin offered this message as a rebuttal to senators joe manchin and kerstin sinema. >> now i would say to both senators, make your mark and close the deal. what is it you want? make your goal. we can't delay these things. delaying things is inviting a bad result, to be honest with you. we're one heartbeat away from losing the majority in the united states senate. >> there's the growing frustration among the president's closest allies including advocacy groups saying he's not doing enough to sell the package. there's a sense the bill is too big to fail. there's also a struggle explaining what's in it because if you can't agree on a top line number, it's not clear what programs are in the bill, and, therefore, you can't sell the programs. there's been a complaint of lack of outreach from the white house including some members of the congress. we heard from representative debbie dingell on our show yesterday. the president attended the congressional baseball game, making an appearance as republicans and democrats played their charity game at national park in washington. he visits with the democrats first and then republicans. he was met with cheers and boos. you can imagine which side was cheers, which side was boos. and he handed out ice cream bars with the presidential seal. all of this as the house passes another bill to extend the debt ceiling. the legislation would suspend the debt limit until next year. two democrats voted against the measure. one republican voted for it, congressman adam kinzinger of illinois. the measure is expected to fail in the senate. a funding bill was killed by the senate earlier this week. joining us now, co-founder of "punchbowl news," john bresnahan, who probably hasn't slept in a movement let's start with the debt ceiling. it heads to the senate where it's expected to fail. what needs to happen to get the senate onboard and avoid a default? >> yeah, that's a huge question, and so far the democrats haven't figured out an answer for that or haven't admitted an answer. minority leader mitch mcconnell has been saying for months that republicans are not going to vote for a debt limit increase. they're just not going to support it. if democrats want to do, i they can do it themselves. there's a procedure. they can do a reconciliation bill that's just about the debt limit and they can pass it themselves. it could take a couple of weeks. it could expose vulnerable democrats to votes, but they can do it. he's been urging them, demanding that they do it, but so far democrats refuse to, you know, do this. they say, you know, look, republicans have voted for these programs too. there's trillions of dollars in debt that were incurred under president trump for president trump and republicans have responsibilities as leaders of the country to vote for this. so so far we've got this kind of staring at each other. and as your excellent preview showed, we're going to reach it, which is only 19 days away, and we haven't resolved any of the issues. >> a dangerous game of chicken here. i'm knocking on some wood here. it seems like the government is going to stay open, but the agenda of president biden seems uncertain. does house speaker pelosi have the votes she needs today? >> no, not unless there was a miracle overnight. you showed the highlights from the baseball game. some were calling from the game talking about, you know, we don't have these votes. manchin put out a fascinating statement. there was another part where he talked about great nations don't spend themselves into fetal problems, so we've got to fix this. the divide in the whole democratic party between moderates and progressives is divided. you have joe manchin who ran as a moderate, get things done, he's the one who's supposed to resolve these issues. there are a lot on the hill saying the president is not doing enough to get if there and solve this. >> extraordinary moments last night where you saw speaker pelosi working the phones from the dugout at the game, trying to seemingly whip up some votes. john, a quick one, if it goes down in defeat, what happens next? what's the time line here over the next week? do we vote again? there's talk that the president might go home to delaware. how do the next few days, weeks play out? >> that's open for a lot of discussion right now. we're wrestling with the same issue. i don't know that pelosi puts this on the floor to lose, this infrastructure bill. it's a trillion-dollar bill. you know, it's never good to lose votes, and nancy pelosi is the best vote counter of my time on capitol hill, and she knows she's going to lose. she can unilaterally postpone this vote. that may be better than losing, but losing has its own lessons. here's the thing. have the infrastructure bill that's already passed the senate that has a lot of bipartisan support and then the reconciliation bill, which is only democrats. the leadership purposely linked them together. the problem is the leadership purposely linked them together. they could go down toechlkt as manchin said they're weeks if not months away, and the infrastructure bill is going to have to wait to pass for some period of time. i don't see them voting on it right away. i think she's going to have to take some time and the president and the white house is going to have to take time to work this stuff out. they're going to have to knock some heads together and put together a deal or not. obamacare, they dragged the fight over that into april of 2010, and they lost their majority that november. so there's a lot of democrats who are worried they're seeing this again. >> john bresnahan of "punchbowl news." thank you. still ahead, another urgent warning from the cdc about pregnant women getting vaccinated against coronavirus. plus, how youtube is cracking down on misinformation about vaccines. those stories and much more when we come right back. when we come right back i've lost count of how many asthma attacks i've had. but my nunormal with nucala? did he forget what was told to him or is he being untruthful? >> reporter: milley was questioned about a chinese general who it was reported he told him, if we're going to attack, i'll give you a call ahead of time. >> that is wothy of your resignation. >> reporter: congresswoman cheney came to his defense. >> for any american to question your loyalty to our nation is despicable. i want to apologize for those members of this committee who's done so. >> reporter: what was he to say? i serve at the pleasure of the president. there was an organized rally where president trump spoke. zoe lofgren offered these details. >> the subpoenas that were just issued are really directed at the organizers of the rally, people who helped fund it, people who sought the permits. they were campaign people. we need to understand what was at work. from the very beginning we need to find out who funded it, who plant it. we need to find out everything about how that happened, and this is a step to do that. >> among those on the witness list, former spokeswoman katrina pierson and the niece of mike mulvaney. joining us for more on this, congressional reporter from politico, nicholas wu. good morning and thank you for being here in studio. let's start with the subpoenas. the one name that's on the list that the american public might know is katrina pierson. she was very much involved with the president's re-election issues. what is the committee looking for? >> it's really escalating its investigation into president trump's inner circle by subpoenaing someone like katrina pierson who would serve as a hostile witness. they're looking at the meetings with president trump leading up to the events at the rally where leaders might have discussed some of the things going on there and are really trying to peel back a lot of details about what exactly the president knew was going to happen at these things, and in doing so, they're looking at people like katrina pierson and subpoena lots of documents related to that plans as well. >> you report that committee chair bennie thompson wants to be done by the spring. if that's the case, what is that timeline lookout? what are the steps that lie between now and then? >> we're seeing them ramp things up a lot now. in the next few weeks we're going see a lot come due. next week we will see the very first documents from the first tranche of s&ps come through. two weeks from now, we'll see the potential depositions from that first round of subpoenas with people like steve bannon and mark meadows potentially showing up. and three weeks the from that, we'll have a third round. they're moving really, really fast. in theory, by the spring, they might be able to piece together some kind of report or have public hearings before then, and they plan to be as transparent as possible. >> what is the endgame? the american people are not quite sure what they want to do here. we've got the select committee. what is the final result? will there be consequences? >> there's only so many consequences that they can levy. they can't levy criminal charges or like that. what they can do is put a report out in front of the american people to show some sort of accounting of what happened, what people knew, and how everything unfolded. in theory, some kind of just full accounting of what actually happened leading up to all of that. >> we've been talking quite a bit that today is going to be one of the most consequential days on capitol hill in quite some time, certainly for the baezen presidency. we saw the president went to the congressional baseball game. i saw him working the phones, shaking hands, handing out ice cream bars, perhaps trying to win more votes for his agenda. give us a sense how things will play out in the building down the road. >> there's a whole lot we know and a whole lot we don't know. like you said, last night we saw president biden shaking hands and speaker pelosi working phones. if only any of us were a lip reader. today, consideration of the infrastructure plan. the signature element on biden's agenda is on the calendar. what we know right now is speaker pelosi doesn't have the votes to pass it. progressives and other democrats in the house are getting frustrated they haven't nailed down any sort of commitment on their bigger $3.5 trillion spending fund. as a result, they're willing to tank the infrastructure plan if they don't get any commitments on that. so speaker pelosi has pretty much never lost a vote on the house floor. and what we're thinking is that rather than put something on the floor that she'll lose, democrats might pull the bill entirely and punt it later. >> extraordinary. there will be real drama today, and it's all democrats. >> still ahead, a look at a totally different chapter for former "the daily show" host jon stewart. how is this different than what we see before? >> there is going to be an expectation of carbon bonding between now and the midterm of next year. you have a rise of celebrity politicians, people like aoc who's known on the left hand and the right. that generates a lot of small dollar donations to cost this for democrats and republicans. all that money is making its way into the political ad system in volumes we have not seen before. they predicted there will be $9 billion spending between now and next november. we are already at 61% higher than 2019. some 214% higher than we were in 2017. it's really a huge volume of spending underway with much more to come. >> seems like for years it was house speaker pelosi was the definition of celebrity politician who both sides would rally around. she becomes an emblem of scary democrat but it does seem that she still remains that. aoc seems to be the new face of that tactic. two phases that -- two faces that we see a lot is sinema and manchin, negotiations for the bipartisan infrastructure deal and democrats reconciliation program. we have representative dingell saying they received too much attention. you guys are reporting the two of them are clashing on climate prevision as part of the reconciliation package. is there a chance either will budge on this? >> that's the $3.5 trillion question. the president is hoping to be able to work some accomodation there. she's been down at the white house numerous times the past few days. what we get in the story by hans nichols is there is not a monolith. oh, we can get a number of deals through congress. but what we found is that there is a real split wean the two of them when it comes to clean energy. manchin is from a coal producing state. and so what you may do to persuade manchin is pushing you further away from guarding support for sinema. it's a tough patch winning them over when they have vested interests in opposite sides. >> it feels like in the last couple of weeks it's senator sinema that's center stage and different opinions while some of her colleagues in congress speaker of the house side are frustrated with her are not sure of what she stands for and what she's asking for. white house officials feel like they can get her a deal and less sure about manchin. glenn, today is a huge day on capitol hill, what's your sense if this bill comes up for a vote? what sort of impact also for next year's midterms? >> well, as we put it last night, this is our put up or shut-up moment for a lot of people. progressives are now vowing to block. the question about whether centrists will be upset if nancy pelosi does not bring it to the floor. it seems like there is an uphill battle to get a number of progressives behind us still. ultimately, you know, the issues for democrats is that they don't pass it now, we go to two-week hiatus recess that's tougher to go in an amount of time. we'll see if it happens. >> glen johnson, thank you very much. we heard from representative ocasio-cortez that this does not have to be today. as glen just says it only gets harder from here. stay with us all day as we cover. thank you for getting up way too early with us this thursday morning.
