punch bowl news. quote, this would be a big ajen a for an entire month. the house will try to tackle it in one week while the senate attempts to avoid a government shutdown they have to figure out how to avoid a catastrophic debt default in october we'll have the latest on all of this in a few moments. a social media showdown. facebook and instagram on defense getting ready to answer big questions on capitol hill this week. and it comes after "the wall street journal" reports the company's internal research shows instagram may be toxic especially for teenage girls ahead, my interview with the head of instagram, and one of the journal reporters behind the headline defining conversations in corporate and congressional halls of power stick with us for that we're going to start with a swirling drama and uncertainty this week gripping our nation's capitol. allie batali is on capitol hill. mike memoli at the white house and kimberly atkins-store. msnbc political analyst. in a matter of hours democrats are going to huddle on the multitrillion dollar budget package. it's added pressure now. the vote on the infrastructure bill set for thursday which also happens to be the deadline for government funding take us through the mechanics and stakes of this week on capitol hill >> craig, veteran lawmakers have been plain about it. this is one of the most intense weeks that they have ever experienced. we're just getting started on it 5:30 tonight the democratic caucus will huddle to talk about what the path forward looks like that's the kickoff to an intense week that has not just infrastructure but also raising our suspending the debt ceiling. funding the government a whole slew of policy priorities as president joe biden's biggest legislative test comes to the fore this week. but really, the faultlines are the same as they've ever been. progressives saying they're not going to budge they're not going to back the bipartisan infrastructure bill that passed the senate until they see more work done on the recken silluation package. that larger $3.5 trillion package which we may not be able to call the $3.5 trillion package for much longer because even the price tag is up in the air. you can tell that already speaker pelosi is trying to give herself a little wiggle room to try to get this done the vote that was supposed to be today on the bipartisan bill pushed now to thursday moderates still say that's a win for them at the same time, though, it's going to be really hard to see all of this reconciliation mess get sorted out in the next three to four days given the fact that the fault lines have remained the same the last three or four weeks and frankly, even longer than that. a lot of this, too, craig, is steeped in a mistrust within different factions of the democratic party progressives mistrustful that if they vote for this bipartisan infrastructure bill that moderates then will come along with them later on the larger entitlement spending look no further. this is a battle in the halls of congress but it's also a battle in the base and the grass roots part of the democratic base. a group of progressive groups releasing a statement this morning saying that moderates in 2021 are repeating past mistakes in their words, and that while they say progressives have learned the right lessons, it's going to be important to push forward on the president's agenda, not just that democrats can show voters that they made good on their promises, but also so they can come to the 2022 midterms with a whole list of accomplishments. that's the way these grass roots groups see the democrats as being able to keep their majorities in the house and senate >> the president's public schedule, it's quiet today what's the white house doing behind the scenes to try and get this agenda across the finish line >> yeah. all the action at least for the moment is behind the scenes. white house officials saying that the president spent the weekend at camp david working the phonelines, talking to both sides of the debate here within the democratic caucus. the moderates and progressives also being in close touch with leadership the president saying on friday he had spoken then with speaker pelosi there's a lot of deference on the process here to the speaker. the president has worked so closely with her when he was vice president in the obama administration, and now in his own presidency, taking cues in terms of the best approach from the speaker who knows her caucus knows how to whip votes better than anyone. and that's why the president is spending this day really on call any time he can jump on the phone for a scheduled call, but also impromptu calls to take the temperature of the caucus. it's -- that's what the president is up to we got a sense even though on friday we heard from the president saying he knew there was a little bit of a stalemate, he was expressing confidence last night when he came back to the white house after the weekend and camp david let's listen to the president last night >> i'm optimistic about this week it's going to take the better part of the week, i think. >> now, craig, what's so interesting about where things stand is that president biden has to really lean the heaviest on the moderates i actually asked the president friday night what it says about the fact that he was sort of the moderate candidate in the race, but it's moderates now who are standing in the way of his agenda seemingly the roadblock to moving forward at this point and he smiled and just said let's talk after we get this through. again, a sign of the confidence the president has even as this is going to be a really tough test throughout the week for him and for his presidency >> in the last few months president biden has seen backlash for the way we got out of afghanistan the haitian migrant crisis he's dealing with the pandemic our colleague jonathan allen put it bluntly with his headline biden needs a win, or two. what happens to the political capital this administration has if even one part of those moving parts on the hill falls through the cracks >> i mean, i think this is a crucial moment for the biden administration remember that he was elected at a time not just when we're facing a pandemic and the ensuing economic crisis, but also a crisis over social justice and racial justice crisis over women's equality now on top of that you have reproductive rights you have really existential issues that the voters came out and mobilized. and went to the polls through a pandemic to vote joe biden in. and they're waiting for the issues they cast their votes for to become policy out of congress the democrats particularly black voters, marginalized folks helped ensure that democrats have the house, the senate, and the white house. and they're expecting something to come out of it. so i think a failure to deliver on those big policies will not only backlash against the biden administration, but it will backlash against the democrats in the house and the senate, too. and the midterms are just around the corner >> yeah. about a year out politico puts it this way. even some house republicans who help work on infrastructure as part of the bipartisan problem solvers caucus might not vote for it early on msnbc, the republican leader of that caucus wading in on what's standing in the way. >> this second reconciliation is worth the merits it should survive an up or downgoing on its own merits. it shouldn't need to use another bill as ransom it's frustrating to us as far as the gop support, it's largely going to depend on the link to link issue it's very important for a lot of my republican colleagues, because we support the infrastructure bill. and at least what we hear about the second package is not something that we're in favor of >> so kimberly, the -- it's important for the progressive part of the democratic caucus. what matters more democratic support or republicans who come along for the infrastructure ride >> i think we've seen so many instances, craig, frankly, where republicans are reluctant to join in on anything that was something that joe biden promised to try to do. and it just failed to materialize. we know the lessons of the affordable care act where this idea of bipartisanship was this lynch pin that almost killed the entire thing i think at this point, i think democrats need to -- and joe biden need to worry about how to keep the democrats together first and foremost and then in ways that they can work with republicans secondarily, because that second part seems to be so much more fleeting and the issues including infrastructure are so important at this moment >> another legislative dilemma, government funding, set to run out. we're nearing the edge of a debt limit cliff again. majority leader schumer taking action on a house-passed bill to solve that issue today republicans are his biggest hurdle on this what's the political reality around solving these two issues in particular? >> well, this is one of those deadlines unlike infrastructure where the deadlines can slip and slide a little bit according to the caucus this one can't thursday at midnight the government ceases to continue to be funded. and right now it's also correlated and linked with suspending or raising the debt ceiling. these are two different crises the one that's politics as usual is government funding. you, me, mike, kimberly, all of us have covered the government shutdowns before it's not just oh, the government can't keep the lights on there's a lot of pain that comes out for americans who can't go to work, who can't get their paychecks or pay their bills these are emotional things that happen when you shut down the government so democrats have vowed that that's not going to happen the reason why what's happening in the senate tonight is going to fail is because democrats have linked it with suspending or raising the debt ceiling. that is not a crisis that is politics as usual. usually democrats and republicans come together and they basically agree together to extend the united states' credit line this has never happened before that the united states has defaulted on the debt ceiling. that would be a cataclysmic for an economy still recovering. what's likely to happen after this fails in the senate tonight is we're likely to see democrats delink the things and contend with them in two parts they're two things one is politics as usual and the other isn't. >> one thing that bears repeating, we're talking about a bill that essentially pays the credit card debt we've already incurred we're not talking about new spending to the point there, for congress, it can often seem like these fights boil down to power. republicans versus democrats but federal workers could be furloughed, millions of folks waiting to see their medicare. could include families wondering the their community college bill is covered by the government and so much more was this the best way to go about it and a week from now, what do you think we're talking about? do democrats get all this done >> i mean, they're going to have to, particularly when it comes to funding the government and also the debt limit. i mean, you're right there is no thing that really makes americans immediately feel the pain and immediately backlash against congress than a government shutdown. we've seen that happen over the past several decades, how that is never proven to be a good idea the debt limit, that's just a matter of not just of the government's ability to pay the bills, but also it will affect interest rates and make it difficult for people to buy homes. it will make it difficult for people to get business capital, really hit americans in their retirement savings these are things that are existential not just for the government itself, but that people will feel so this is really a must-do people -- they have to find a way to come together on this, or i think both sides will pay a heavy political price. >> all right for folks who watch and listen, they'll notice kimberly has a (vo) discover more in the all-new subaru outback wilderness. love. it's what makes subaru, subaru. this morning we're seeing an encouraging sign in our fight against this pandemic. new covid cases are down across the country, could mean we're finally on the other side of the latest delta surge in many cases low vaccination rates, hospital admissions are high for the eighth straight day, we've lost more than 2000 americans to the virus it's underscored the urgency to get more shots in arms right now that fight is coming to a head in our nation's largest city we're talking about new york a federal judge just temporarily blocked the vaccine mandate set to take effect today for teachers here. while some of the requirements, those requirements are taking effect today for health care workers. we are live outside harlem hospital center in new york city here with us to help break et down in our new set, dr. natalie azar as i mentioned today was supposed to be the vaccination deadline for statewide hospital workers and new york city public schoolteachers while the judge blocked the mandate for teachers, health care workers are facing that new requirement today. how is it affecting staffing in hospitals? >> what is happening here is everybody is talking about it. they have until the end of the business day today to make the decision to get vaccinated or possibly lose their jobs with no opportunity for unemployment according to the governor. some people say that is wrong. they should not be forced and told what as to with their bodies but there's some other people who strongly disagree with that. take a listen. >> for me, what's most important is the public health be protected, that we don't spread disease which is preventable, and if a vaccine mandate can do it, then i'm for it. when we had vaccines against polio, nobody complained why are they complaining now it's a political issue it's not really an issue of independence >> reporter: there is a large majority of people who apparently agree with that position take a look at these numbers, craig. so far what the government is saying is that 84% of hospital workers have been vaccinated 81% of those who work in adult care facilities also vaccinated. it goes down a little bit when we talk about nursing homes. they are 77% of those health care workers have been vaccinated the governor says this is a do or don't and there's no inbetween these prepared, she says, to call in the national guard declaring a state of emergency, and even to go so far as to say she will look for workers from other states as well as other countries to fill the gaps if necessary. you point out on the school front, it's a different issue because it's temporary restraining order. we heard this from the mayor he says currently 87 % of all employees with the department of education have received at least their first dose of the vaccine. he is confident that more people will get that vaccine, and they're also confident that come wednesday when this issue goes before another court as they try to lift this temporary restraining order, more people will be vaccinated and they think the city will be able to overturn that temporary restraining order that's now in place at the moment. craig? >> all right thank you. you work at nyu, one of the largest hospital systems in the city how is this requirement affecting your hospital so far what do we know about that >> we actually have a pretty high percentage of the work force who has been vaccinated, but there are, yes, there have been some holdouts at our institution as well. and it's -- it's not just one group. i know we were told there were a few physicians who actually resigned because of that mandate. but look, nyu, like all the cities in the hospital, are following the state's policy and they are enforcing it. and i should mention that the reason that we want our work force vaccinated is not only to protect our patients it would be truly a tragedy if one of our employees infected one of our patients. but it's also to protect the work force if you're a health care provider and you test positive and you need to stay home and quarantine, that affects your colleagues, patient care, it affects everything down the line >> word just coming in from the white house that president biden this afternoon at 1:00 will deliver some remarks and after delivering the remarks, he's going to get his covid-19 booster shot biden getting the booster shot in line with the cdc's guidance and the fda's recommendation as well i guess -- so the guidance for boosters for folks watching or listening on sirius satellite radio, remind us again >> now, remember, a couple of weeks ago we already had the for any individual immune compromised who received one of the mrna vaccines are eligible for a booster. right now if you're 18 to 65 with a condition that places you at a severe risk for covid-19 or you work in a setting that could place you at higher risk, you are a candidate for a booster. but again, just for pfizer not for moderna yet or j&j that data is a couple weeks away in terms of their authorization for boosters as well as mixing and matching that's what we're interested in learning is it better to mix and match and do an mrna following an j&j or mixing and matching the mrna. >> let's talk about the shortage of antibody treatments nationwide this is apparently quite the problem in a lot of places it's reached the point where the biden administration has had to cap the number of treatments states can get states with populations like kentucky feeling the effect of it with hospitals filling up some creating tents in parking lots how big of a deal is this shortage >> it's a big deal practically and philosophically. first of all, the need for the monoclonal antibody would be better if people get vaccinated. the people who are candidates for this, sick and at high risk for severe covid-19 are candidates as well as post exposure prophylactic. that means if you have a family member who tests positive, you can get the antibodies to prevent you from getting sick. they just kind of expanded the authorization or indications for you. so it raises a big deal. i was just reading yesterday, another shortage potentially of a medicine that we use in rheumatic diseases, it's used for covid-19 diseases. this is across the board that people -- there is such a high demand for certain medications and there's just a limited supply >> you make a good point if folks get the shot -- >> we wouldn't need the antibody treatments >> right >> thanks for having me. >> thank you thank you as always for coming in this morning the bridge connecting the u.s. and mexico at del rio, texas. that bridge is back open to cargo traffic for the first time in more than a week. we'll check in on what's happening with the thousands of migrants who have been camped under a bridge in recent days. and how the biden administration is defending its response. we'll do that right after this [tv announcer] come on down to our appliance superstore where we've got the best deals on refrigerators, microwaves, gas ranges and grills. and if you're looking for... ♪ i'm a reporter for the new york times. if you just hold it like this. yeah. ♪ i love finding out things that other people don't want me to know. mm-hmm. >> tech: that's service you can trust. >> singers: ♪ safelite repair, safelite replace. ♪ ♪ ♪ every day can be extraordinary with rich, creamy, delicious fage total yogurt. this week facebook's global head of safety is set to testify about it before the senate commerce sub committee in the hearing it's going to come back to the bomb shell report on instagram and the effect on the mental health of teenagers. the headline from that report says, quote, facebook knows instagram is toxic for teen girls. company documents show they say the own in depth research shows a significant teen mental health issue facebook plays down in public. first, here's a look at how facebook and instagram are pushing back against the allegations. >> this morning facebook looking to set the report straight the tech giant posting what it calls a point by point rebuttal to a recent wall street journal report that says the company knew its instagram app was toxic for teenage girls. calling that idea and the suggestion that they're hiding research simply not accurate the journal article posted nearly two weeks ago detailed leaked internal studies including one 2019 slide that read we make body issues worse for one in three teen girls. facebook sharing the slides, saying that statistic was based on girls who already experienced body image issues, not all teen girls,ed aing on problems such as eating issues, loneliness, anxiety and sadness. teenage girls who said they experience these challenges were likely to say instagram made tissues better versus worse. the one exception was body image. overnight "the wall street journal" says it stands behind the reporting writing one of the defenses have cited a single factual error, and we gave facebook ample time and space to comment before publication lawmakers demanding answers, holding a senate hearing later this week with one of facebook's top executives set to testify. i mentioned that sit-down exclusively with the head of instagram this morning on "today." here's our conversation. >> would we even be having this conversation had it not been for the wall street journal article and the intense pressure over the last few weeks >> i think t impossible to say i do think we've been working on this idea called instagram kids at least outside in the world. and the version that's designed for tweens it's had a lot of attention. i think it's possible we would be speaking. today we're going to talk about putting the work on pause. i still firmly believe it's a good thing to build a version that's safe for tweens but we want to take the time to talk to parents and safety experts and get to more consensus about how to move forward. >> zinstagram for kids is scrapped for the time being. is that because we thought it was a good idea? >> absolutely not. as a father, the most important thing to me is the safety of my children i have to believe a world where there's a version of instagram designed for tweens, no ads, age appropriate content and a parent can choose to let their child use it and control things like who they follow and who they message is better than the alternative. >> let's talk about the kids for a second according to your own research, as i understand it, roughly a third of teenage girls who said when they felt bad about their bodies, instagram made them feel worse. how do we fix that >> so i don't believe that's exactly what the research said, but i do want to be clear if anybody leaves using instagram feeling worse about themselves, that's an important issue we need to take seriously and need to figure out how to address we have a number of ideas in the world of negative social comparison last week we announced we were working on nudges. if you're going deep in one topic, we might nudge you to try another topic, and another called take a break. you could put your instagram on pause for a period of time if you're in a moment of vulnerability. maybe you're going through a breakup or just switched high schools. >> i know the details are being worked out, but the take a break idea will we see that in our feeds? >> your instagram, your account, your profile, how you show up would be on pause. so the specific details we're still working through. you would be -- the idea is you wouldn't have to worry about people talking about you, addressing you, commenting on your content while you are on a break. you basically are able to leave and come back and pick up exactly where you left off >> so let's talk about the other ideas that your parental controls you are going to roll out parental controls? >> absolutely. we've been working on them for a long time as part of our instagram kids it's clear 13 isn't a magic age. parents of kids of all ages are looking for more ways to supervise and control their kids' experiences online and so the idea is that we're going to bring these parental controls as an optional feature to teens everywhere. by the way, these features and even a version of social media for those under 13 are things that youtubers and tiktok have done and launched? >> will parents will able to mirror their kids' accounts? >> we're working through the details. the idea is they could see what their kids are doing and manage how much time their kids spend on the app and possibly approve things like who they can message and follow >> okay. and again, this is something rolled out over the next few months >> yes we've been working on it for a long time. we wanted to talk about it today. >> a lot of folks watching and listening would wonder, you guys have had this information for some time. why not do some of this sooner >> we've actually been working on a lot of this for years now we do this research to shed light on problems. that the point that's why i'm proud we do that kind of work that work has inspired lots of interesting product changes. for instance, we announced a couple years ago we wanted to lead on the issue of online pullying the research we did when we asked teens and kids why that night didn't block people harassing them on instagram is they were worried about fear of retribution, they see the kids in school and they needed to track what their -- what was being said about them. that inspired the restrict feature. over the years we're constantly doing this research and using it to inspire changes to the product. >> one of the problems, you mention 13d. that's the age at which you're supposed to be able to get an instagram account. we both know there are kids on instagram who are under the age of 13. i'm not going to put my cousins of blast, but i have cousin members who aren't 13 with zwram accounts how do you fix that? >> that's difficult. verifying the age of kids and tweens who are too young to have i.d.s is difficult it's not a perfect process again, it's why we think a healthier place is a version of instagram designed for tweens that parents have the option to give their kids access to as opposed to letting kids sometimes sneak in and go rogue. and then eventually the parents or we find them and take them off. there's a risk we want to mitigate >> so age verifications. features are coming. >> yeah. we are continuing to do a lot of work on age verification i think we're doing as much if not anybody in the industry, but it's a difficult challenge >> all right thank you for your time. >> thank you i want to bring in one of the wall street journal reporters who worked on this story. first, let me get your general reaction who what we heard when i asked about the research and why they didn't do anything about it soon yerks he says they've been working on it for years now. based on your reporting, does it seem like there was any sort of urgency to combat this problem >> our reporting shows that they wanted to understand the problem as deeply as possible. so we were looking at several research reports that were conducted over the course of 18 months this is research they've been doing over the last three years to try to understand the mind set of teens, and the research reports are pretty extensive, and they are well done sometimes it's based on a focus group of a few dozen teens sometimes it's based on surveys with thousands of respondents. it's a really broad range, so our understanding was they wanted depth rather than to make a decision on a dime, but the research is repeatedly showing sort of the same conclusions >> you said a few times, we're still working out the details. they seem to be working on new guardrails here. it does seem like these issues are part of a game of whack a mole if a kid, for instance, under the age of 13, if they want an instagram account, what can realistically be done to stop them >> well, i think what adam is telling you in that particular segment is that it's hard to track and hard to stop right? i mean, instagram, 13 is kind of the age that you're allowed to have an account on facebook, on instagram, but none of the companies have a firm handle on how to stop users younger than that from signing up and so i think that's an industry wide problem. it's one that nobody has gotten a handle on yet. even though there are rules that indicate that that's the age, right, and so i think the idea that instagram for teens was built -- was born out of the idea that this is inevitable for tweens to get on so we might as well create a safer system, i mean, it makes sense on paper. but i think one of -- you know, these -- one of the kind of questions about that is okay, what kind of impact are we going to have on this group? and i think that's sort of animating the pause. >> there's one portion of your reporting in particular i want to read. quote, a now former executive questioned the idea of overhauling instagram to avoid social comparison. people use instagram because it's a competition, the former executive said that's the fun part. do you think a majority of the facebook leadership, do you think they share that view >> i'm not sure. i'm not sure if the -- if this is a perspective shared by mark zuckerberg or sheryl i don't know if this is something they would say out loud, but that i think that speaks to the mind set of instagram leadership over the last -- the recent past and over the last couple years. there's a feeling that of course people want to see the 1%. of course people want to see what celebrities and the most fashionable people on -- in the world are doing. you know, that's kind of what's interesting about the platform the other thing, too, is people like getting likes they like getting comments they like generating attention and engagement and that's a place where that's something that instagram can provide. it can provide that validation >> yes validation oftentimes from total strangers. validation nonetheless before i let you go, knowing what you know, having looked at all this research, biggest take away for parents who may have kids on instagram?
