to please members and committed to voting for it resolving issues from policy to price tag. the $3.5 trillion is almost certain to come down. speaker pelosi talked about the need to find agreement on this before infrastructure will move. >> may be tomorrow. >> may be tomorrow. >> right. >> in order to get the votes to pass it it sounds lie you need -- >> absolutely. you're right. >> that will happen this week? >> let me just say we are we paired, ready. >> the target is to reach an agreement this bill so the house can vote to pass the senate approved infrastructure bill but there's so much to resolve in a short period but this is the goal. >> the reality is contextually there's a lot at stake for the president. how's the president preparing for the days ahead? >> reporter: the president tried to bring together the left and the moderate wings of his party to find common ground to be built on. as well as speaking both with pelosi and with majority leader schumer in the senate but this point it really is in the hands of nancy pelosi and her vote counting operation with the white house taking more of a hands off approach over the weekend. i asked the white house what exactly president biden has been doing over this weekend to try to move this forward. white house officials saying that the administration is engaged deeply with members of congress but no details if the president tried to get things moving while at camp david over the weekend. the last time we heard from president biden is heading to camp david own friday. this is what he said about the negotiations. >> mr. president, do you have any greater clarity on -- infrastructure deal? >> yeah. but i'm negotiating with them, not you guys. >> do you think that the moderates would be the hold-up here? >> let's talk about it when i get it through. thank you. >> reporter: this put president biden in something of an uncomfortable situation as someone that campaigned on a uniter and thought about that in bipartisanship. not really that he would be facing these divisions within the party having to make tough choices about whether to ask the moderate wing of his party to try to adopt something beyond what they're comfortable with or ask the progressive wing to scale back the ambitions as they gear up for the 2022 midterm elections. >> you mentioned members of congress. talk us through where the members are and what the hang-ups right now? >> sure. on the infrastructure bill the hang-up is purely procedure. house members want to make sure that the reconciliation bill is agreed to. the reconciliation bill is where there are serious policy differences to be resolved. there's a question of prescription drug policy. there are issues of subsidies. the child tax credit. those $230 a month that parents get for raising kids. a group of democrats from new jersey and new york pushing to get the cap lifted. those are the things that have to be resolved and tax revenues, how much is raised and at what level the tax rates are set in order to fully or partially pay for this package. >> all right. sa hill and josh, thank you so much. also this hour, breaking news from montana where that amtrak derailment left at least three people dead. jake, where do things stand right now? this morning firefighters were rescuing passengers trapped on the train. where are they now? have the survivors been brought to safety? >> reporter: it is not clear exactly how many people were even on the train. amtrak is cautious on saying approximate of the passengers on board and suggested this is an active crash scene. the most injured were flown to the hospital. and survivors who could walk moved to a high school for examination and processing before being putt up in a hotel. we know that several people have been seriously injured and three fatalities and several others in the area. >> give us a sense why do investigators know what caused the derailment? >> reporter: it is not yet clear as the investigation gets under way. it was a beautiful clear saturday when this train went off the tracks at 3:00 p.m. local time and a straight stretch of track. typically derailments from high speeds happened on curves, been true in the past. we have heard just today from survivors of the crash that the train seemed to be moving at a high very rate and unsteadily way. a passenger described being picked up and thrown against the wall when the derailment happened. when we spoke to an ntsb board member she speculated the train cars themselves, the connection to the track. again this happened on a straightaway and has to come out in the ntsb investigation. >> jake ward on the ground there for us, thank you so much. on long island, new york, hundreds of mourners attending a service to honor the life of 22-year-old gabby petito. nbc's kathy park is live for us from new york right now. what did you hear from the people who attended today's service? what did they say? >> reporter: morgan, it is important to note just the turnout to see. this public memorial service at noon today and here we are in the 3:00 hour and we can show you there is still a steady stream of mourners coming by the funeral home, waiting in line and going inside to pay respecteds. obviously you have people from the community and knew gabby. this is her hometown and describe her as a beautiful, young woman whose life was tragedy cut short and then spoken to families that traveled as far away from wisconsin. they were following the headlines and felt compelled to come by together. her father described the eulogy earlier today. take a listen. >> i want you to take a look at these pictures. i want you to be inspired by them. that's what we're looking for. that's something that i want to see. if there's a trip that you guys want to take, take it. now. do it now while you got the time. if there's a relationship that you're in that might not be the best thing for you, leave it now. gabby is the most amazing person i have ever met. so if you're going to leave here today i ask you guys be inspired by the way she treated people. i couldn't be more proud as a father. >> reporter: obviously there is an outpouring of grief in the community but the focus is shifting to bring justice for gabby and seen that hash tag on people's shirts, posters throughout the area saying #justice for gabby. this weekend we have learned that the family has set up a foundation to help other families find missing children. morgan? >> think about justice. we know that law enforcement is frantically searching that florida reserve but now people especially notice public wonder if he was ever even there in the first place. is that now a concern shared by investigators? >> reporter: so police are doubling down saying they're following the information that brought them there and released to them by laundrie's family. we were told that he went hiking near the reserve and he went missing and that's why the search is centered in that sprawling 25,000-acre reserve and law enforcement there have pulled the resources together but also saying that there's a lot of -- a lot happening behind the scenes. issuing search warrants for data and there's a lot happening behind the scenes and law enforcement from different agencies working on the ground with hopes to tracking laundrie down. >> thank you so much. and while the world has been so intensely focused on if circumstances of gabby's death the circumstances sparked another equally important conversation. why missing people of color often do not receive the same media attention. just coming up this hour, "the washington post" reporter joins me now to discuss the reporting highlighting the cases and what those families say still needs to change. also just ahead, former donald trump is calling the january 6 attack on the capitol a hoax despite images like these. stay with us. >> it is now firmly a hoax. >> will the house committee investigating the attack subpoena trump or can he claim executive privilege. we'll answer those questions and more when we come back. ing me?! instead, start small. with nicorette. which can lead to something big. start stopping with nicorette what do we want for dinner? >> great question. he can claim executive privilege. in 1977 the supreme court said former presidents can claim executive privilege but there's a couple factors that work against him. one is the passage of time. . the less compelling the claim becomes. you wouldn't expect president carter to sustain the claim of executive privilege. someone that just left office perhaps. the courts look to the current president if he agrees with the claim. if the current president agrees the claim is more viable and if the current president disagrees then it is not and president biden has said he's not inclined to support a claim of privilege by former president president trump. he can claim it but it's probably not going to work. >> what's interesting is the commit tee its seems to be ramping up criticism of donald trump. could trump be compelled to testify? >> in theory yes. there's another question to ask which is, do you want that guy to testify? he doesn't seem to be well acquainted with reality. he has a hard time telling the truth and they should want to figure out what happened that day. where were the intelligence gaps? sort of like the 9/11 investigation after those attacks. i'm not sure president trump adds very must have to the mix so again could they subpoena him? in theory. do i think of him as a valuable witness? not at all. >> who would be the people that you would want to hear for? >> sure. i would like to people who are around president trump when these decisions were made. i'd like to hear from people inclined to tell the truth. i don't know much about the four people that are subpoenaed. i hope that anybody with information to come forward and want to cooperate. these four folks were all theoretically in the loop near the president so they could very well have relevant information. are they coming forward, tell the truth and cooperate? after the 9/11 attacks there was a commission. they operated in a bipartisan manner. they had a unanimous report. no dissenting report and incredibly valuable. they talked to over 1200 witnesses. so that's what we should want as a country. a thoughtful, broad, competencive investigation. we don't need another political circus and i'm afraid former president trump creates a political circus. >> is there really any mechanism to force people to testify? perhaps from the doj or elsewhere? >> sure. great question. congress does have subpoena authority and i think you would be crazy not to abide it. people who are subpoenaed who don't want to testify often end up testifying. i don't know a lot of people that raise their hands because they want to testify before congress but we have a duty to share information we have and truthfully. congress can subpoena individuals, documents, enforce the systems in court and people that don't want to testify often testify. there is a way to do this but i hope that people will simply cooperate. i also hope that people will give the congress what it needs to do the job there. >> thank you so much for being with us. coming up, more than 25% of covad cases in the u.s. are in people under 18 and the recovery can be brutal. i'll be joined by a mother whose 12-year-old son struggled to eat and needed to learn how to walk again. her warning to other parents next. we did it again. verizon has been named america's most reliable network by rootmetrics. and our customers rated us #1 for network quality in america according to j.d. power. number one in reliability, 16 times in a row. most awarded for network quality, 27 times in a row. proving once again that nobody builds networks like verizon. that's why we're building 5g right, that's why there's only one best network. i'm not hungry! you're having one more bite! no! one more bite! ♪ kraft. for the win win. most bladder leak pads were similar. until always discreet invented a pad that protects differently. with two rapiddry layers. for strong protection, that's always discreet. question your protection. try always discreet. super emma just about sleeps in her cape. but when we realized she was battling sensitive skin, we switched to tide hygienic clean free. it's gentle on her skin, and out cleans our old free detergent. tide hygienic clean free. hypoallergenic and safe for sensitive skin. we are evaluating this science in realtime. we are meeting every several weeks now to evaluate the science. it may show that the rest of the population needs to be boorsed. >> that's cdc director this morning on why she overruled an advisory board saying front line workers should be eligible for covid-19 booster shots. she said the workers with the unvaccinated should be able to get the shots like teachers. this of course is happening a day after a federal appeals court blocked new york city's vaccine mandate for teachers. the court is expected to make a final ruling on wednesday. prince harry and dutch easy may began drew attention to the inequity of vaccine accessible. >> while you can go almost anywhere and get vaccinated billions of people around the world cannot. this year the world's expected to produce enough doses to vaccinate 70% of people in every single country but it is wrong that so much of the vaccine supply has only gone to just ten wealthy nations so far and not everyone else. it is just not okay. >> the steep increase in covid cases appears to have leveled off but doesn't show a most frightening aspect of the pandemic. a quarter million new covid cases reported this past week in children. kids below the age of 18 make up a quarter of all covid cases in the u.s. right now. children are less likely to die from covid but childhood hospitalizations are going up. so are reports of a dangerous comply plags of multisymptom inflammatory syndrome and it can be deadly. this past weekend there was a story about the complication and caused a 12-year-old boy to go from just the perfect picture of health to the icu in only about six days. his mother rachel gilbert joins us now. thank you for your time and how is your son?
