are you advising your mellow members of congress how they should respond? >> i haven't reserv received an subpoena but this is going to show this is more about politics more than anything else. there is two questions they should look upon, why was the capitol left so ill-prepared and how could we make it so it never happens again. >> -- sander is here. moderator of washington week, and an msnbc contributor. and tim miller is here, writer at large for the bull work. he too is an msnbc contributor. congressman patrick maloney will be our guest in just a few minutes. acceleration of disclosures to the select committee. i want to take a chance -- i interviewed georgia's secretary of state brad raffensperger who made comments about what is partisan. the only thing that's partisan is obstruction to investigating how that day happened. my question to you, how is this white house calibrating with what has become an extremely bipartisan investigation. liz cheney has been elevated to vice chair. subpoenas have been responded to by seven agencies. talk about the white house's decision to turn over against trump's will white house communications. >> this really gets to the heart of why president biden ran in the first place when i talked to white house officials. they tell me and remind me often, president biden ran to heal the soul of the nation. now, of course initially he was focused on the issues after the charlottesville incident and the murder of elt heather heyer and former president trump saying nazis were good people. that of course rolled into the idea he wanted to come in to restore some sort of descendsy, some sort of justice into the white house. they see the information as information that is needed to make sure that the people who were responsible for january 6th are held accountable. i will say of course while it wasn't that partisan on the day of january 6th i remember standing on this lawn with republicans and democrats telling me this is one of the worst days in american history, allies of president trump saying he needed to speak out. some saying he was definitely going to speak out. and fast forward it it is a highly partisan issue. what did trump really know? what did republicans know? what calls were being had in white house? did the president want this to happen in did the president allow this to happen in terms of sending in the national guard earlier, in terms of what he could have done from a legal perspective, from a military perspective to really save people's lives essentially. the issue here really at heart is how is the former trump white house going to respond to this? of course we know they have been saying they have executive privilege but i think it is going to be a political showdown to end all political showdowns. what you see at the heard of this is an insurrection -- it is unclear whether it was connected to the white house and how corrected it was with 650 people charged and essentially president trump marching it over to the capitol while president trump was watching it on tv. >> not just watching it on tv. he revelled in what he was watching. it has become abundantly clear that those are the kinds of communications chris wallace pursued in interviews with mccarthy. that liz cheney has pursued. i want to knock out of the water any sort of legitimate claim to executive privilege. it was something jamie raskin said. i think we can all fast forward to -- i think you are right, it will be the legal showdown to end all showdowns. but it won't be that. it will be a political showdown. there is no such thing as a former president's executive privilege, said james 'raskin. quote, that's, extremely dilute and not really refusal. not that it will stop him from claiming that, and not that it will protect his base were being disinformed by conservative media. but at the end of the day, the select committee may very well get their hands on the the trump white house's international communications? >> i hope they do. i think they expect to. i calked to congressman kinzinger who is on the committee as part of the bipartisan coalition you mentioned at the top. he says that they expect to in an interview recently b a week ago. i can't add anything from a constitutional expertise standpoint. i think raskin's arguments are compelling and right. i would add this one element to this whole discussion about whether president trump has -- former president trump has executive privilege. and that is just the actions on their face. i think if we just step back and consider that this is a lame duck president who is acting in extra-legal attempts to prevent the duly elected president from taking office. the whole point of executive privilege is for a president to be able to act on behalf of this country, in the interests this country, in the interests of their administration, in the interests of our people, you know, without having to worry about, you know, getting bogged down by frivolous lawsuits, et cetera. this was not a president who was acting in the interests of the american people. this was a lame duck who was doing everything in his power to prevent his successor, who the american people had elected, from taking power. in addition to the points that rackin was making about how he's not a current president, really his actions in that moment, on january 6th, were not that of a -- you know, of someone that was -- that had earned executive privilege. so i think that raskin is right, i think what kinzinger said is right. he also told me they expect cooperation from people that worked -- political appointees that worked for president trump. you know, look, i think that they have a very clear standing to do this. and i expect we will be learning much more of what the president was doing, egging on these protesters throughout the day. >> congressman adam schiff said to me yesterday on this program that in light of the revelations from the eastman memo that laid out how exactly to overturn the will of the people, and i'm sure other things that that committee has seen that we have not seen yet -- that they are absolutely investigating a conspiracy to commit a coup. steve bannon basically admitted that was the game plan on whatever he does. he's talking in a podcast -- podcast, i guess. he said this. former white house chief strategy steve bannon ads mitted in his podcast that he told president trump to quote kill this administration in the crib, ahead of the biden presidency and ahead of the january 6th, insurrection. so that was the plan all along. if you are being investigated for conspiracy, it suggests, to tim's point, that former white house staffers -- there is a long history of this, in the administration in which i worked, senior white house officials, mid-level administration officials went up to capitol hill to testify. they had to pay for lawyers. will this white house staff be responsive to those kinds of subpoenas, and exwhite house staff? >> that's a great question, in terms of whether or not the white house -- if you mean the biden white house will respond to subpoenas, i think that's an open question. as you have heard, they are open and want to try to make sure that this january 6 insurrection, that it is really looked at, really investigated in the right way. they see it as a dark stain. in terms of former administration officials, you can imagine they are going to mount a robust defense against the conspiracy that wasn't secret at all. i think the thing that's most remarkable about all of this, about january 6th and what happened is that we all sort of saw it coming. i remember writing on january 8th, the friday for political playbook, how else would this trump administration have ended? we all knew it was going to end bad. we knew the lies would have to land somewhere. we didn't know it was going to be this violent. but the president continues to repeat this lie that the election was stolen, to this day. he did something no other president in u.s. history has done on the night of the election, claiming he had won, when he did not. it scared so many americans. i remember talking to immigrants who came to america because we are seen as a politically stable democracy and saying this is not going to end well, this is going to ends violently. here i was thinking as a reporter, maybe they are scared our taumtized but america won't have the same kind of violence that we have seen in haiti or nicaragua, but they were right. president trump, his loyes, his anger led people to go to the capitol, so this conspiracy to kill the biden administration in the crib, he was telling people openly, pence openly, don't certify the election. telling people stop this, don't let this duly elected president take office. i think it is an interesting investigation because we need to know the black box that was the white house, what was being said? what were the conversations? what did the president do? what powers did he have that he used or diplomat use. overall, it is not a hard question to answer, whether or not president trump wanted this to happen. and whether or not he knew that people were going to get angry enough to try to stop it physically. >> our guest congressman shawn patrick maloney has made his way to the spot. i want to bring you in congressman, but i want to recap what we are covering. the news that broke this the "washington post" in a the biden white house is now leaning toward turning over, against the expresident, donald trump's wishes, information to congress about what the former president and his aides were doing during the insurrection. it's a move that the post describes as a decision that could have significant political and legal ramifications. our friend put a finer point on it. said it will be the legal and political show downs to end all legal and political showdowns. it does suggest two things. one, that we will know, that it is knowable and we will learn what donald trump and his aides were doing. and two, this white house is responsive to congressional investigation. >> well, it's about time. and i think that the american public should care that we know the truth. that's it. it's pretty simple. let the facts come out. if the president and kevin mccarthy and other members of congress were involved in inciting or in encouraging a violent attack on the capitol, i think we should -- we should know that f. they weren't, we will know that, too. but i do think that it's important that this special committee get all the information about a completely unprecedented attack on our capitol. and the american public should want that. >> congressman -- made the point that so much of this happened in full view. mike pence was harassed by donald trump in full view. we want mike to do the right thing. members of congress were threatened in full view. we like some more than others. violence was encouraged by mike flynn and rudy giuliani, who talked about combat. i wonder, with so much in full view, where you think the fervor comes from to keep secret their conversations with donald trump? >> well, that's a great point, right? the real danger here is not that we don't know what happened. it's that we know what happened, and there's no outrage or that the other side simply tries to pass it off as normal behavior. that wasn't true in watergate, by the way. i think richard nixon knew that when his conversations were revealed, the gig was up. he bought into the basic moral framework. here, the president has always denied it. you are right, we already have out in the ow open, outrageous conduct, inciting an insurrection against the capitol, there is really no debate about that. denying the science and trying to flip the results in georgia and other places. let's know the details, too, let's know who on capitol hill was involved in it. that's fair. i think there is a reason why they are so freaked out about their conduct and their actions being revealed on that terrible day. >> i want to put up a list of some of the names that have been proposed, some members of congress, some by media folks, some who stepped on their own tongues during interviews, you, mr. jordan. this is a partial list of people who might be of interest who may have talked to donald trump before during or after the insurrection. kevin mccharlie, jordan, pence, brooks, lee and tuberville of the united states senate. we have learned from reporting in "peril" by bob woodward and respect costa that ted cruz and mike lee looked at some of donald trump's fraudulent claims of a stolen election and found nothing there. we have also learned that lindsey graham was actively involved, i believe he is under investigation in georgia for getting involved in states he doesn't represent for pushing trump's allegations. how does this fall into the conspiracy to plot a coup? >> let's just get the facts. i was there on the house floor, at that location with a bunch of republicans who were -- one in particular who was gleeful of the events happening outside. it took me a minute to understand why we was having such a good time. they were excited about what was going on they had been at the white house i believe the day before talking about what was going to happen. it is not a mystery when mo brooks is down at the rally whipping up the crowd and pointing them towards the capitol i believe with a bullet-proof vest on. you are right, a lot this is right out in the open. i think it matters we know exactly what mccarthy was doing, jim jordan was doing and others who were in direct conversation with the president. what he knew, when he knew it, whether he failed to take action to respond, failed to get hope to the capitol, whether he delayed that act, those are important fix. history should know them, we should know them. thing important facts. we need get the truth. >> who was the gleeful republican member of congress? >> i don't want to say, but her initials are morge retaylor green. >> gleeful is -- yes. yes. >> what struck me that day is they weren't wearing masks and we were still in a prevaccination time and i thought it was crazy and irresponsible and there were democratic members trying to give them masks and they were refusing. it took me a minute to notice why they were having a good time. look, i am reading into their behavior but it seemed to me like they were enjoying what was happening and when they reyou united with some of their staff and some of the people they had been separated from, it was clear to me that they were happy in a way that made no sense given the tragedy that was unfolding. >> do you have any theories why kevin mccarthy wouldn't willingly go and cooperate and say i will only talk to liz and adam, but sure, i didn't do anything wrong, i am happy to tell you what i know? why not, for the good of the ips toogs cooperate? do you think he has concerns about his role? >> look, we all know what's going on. which is that mccarthy has taken a cowardly path. there was five seconds, you will recall, after the insurrection, when he called it for what it was. and then he went back into hugging donald trump because he is making a cynical and cowardly political calculation that only by hugging donald trump and excusing this extraordinarily damaging and hateful conduct, this dangerous conduct -- a bunch of cops have lost their lives, let's remember. and hundreds of them were in a four-hour fistfight with a bunch of thug who is came up here. but he's going to look the other way because it's in his political interests to do so. that's one of the most cynical and despicable things i have ever seen in politics and that's what -- that's what the real motivation is. but i think the facts and the details matter, too. what was he saying to the president that day? what was jim jordan saying to the president that day? were they encouraging this behavior? were they down playing it? were they delaying the response that we needed in those critical moments? if not, they shouldn't mind answering the questions. >> is there anything that you have seen since january 6th that leads to you believe that these associations -- the "new york times" has reported on half a dozen interactions and associations. and i believe some members are proud of them, but the same extremist groups that the fbi and department of homeland security warns could be primed for domestic violence. do you have any concerns that the white house looking the other way here seven, eight, nine months post january 6th has made that threat more dire? >> i think the justice department and the administration are taking this very seriously. they are methodically prosecuting hundreds of individuals who were involved. we are making a priority in the administration is of the threat we face from domestic violent extremism, which we have been told is the greatest terrorism threat to us now. even greater than foreign terrorism. for people who remember the bombing and other domestic terrorisms motivated by white supremacist or militia group style act sifts can be extremely dangerous. we have to take these warnings seriously because lives may very well be at stake. i think the administration is doing that. this is part of it. we need to build the historic record and we need to understand what we are up against. >> tim, you mentioned you spoken with adam kinzinger. one of the statements he made this week was to speak directly to the sort of retirement, and their tie to sort of political violence. i wonder if he thinks we are in an era where political violence could be a reality? >> i think particularly one-off types of domestic terrorism, domestic violence, or violence against representatives -- i think they are very concerned. congressman maloney's point, the department of justice, the fbi is taking it much more seriously than it was during the trump administration when trump was on the side of the terrorists. which is one of the reasons why you saw a weak turnout this weekend. i think one-off domestic violence is of concern. this is why anthony gonzalez is walking away. he is 36iers old. a republican from ohio. he has been a reliable republican. he voted to impeach the president because of his actions on january 6th. now he's retiring at age 36. he said it was because he wants to spend more time with his family. you know, i don't think most people in their mid 30s retire to spend more time with their families if there aren't underlying issues. among those underlying issues was the threats he received. his two young children every time they go to the airport have to be escorted by security. i think there are serious concerns. obviously we have concern for the safety of the members and also there are political ramifications. if you have people like gonzalez walking off the field they are being replaced by guys like max mill who are has a rap sheet for allegedly beating up his girlfriend and other marjorie taylor green style reps. i think there is very they gotive political ramifications in addition to the security am fixes. >> yamiche, you wisely gave us this broader frame of why joe biden ran for president. it was after charlottesville, to restore the soul of the nation. i wonder if you can expand that. how much of his commitment to cooperating with the january 6th select committee is about not just sort of addressing that stain looking back, but in what we are talking about, in making a statement, and protecting the homeland from anyone inclined to commit violence based on extreme political views? >> well, when i think of white house, they remind me, often, as i said, that president biden really does feel like his moment as president was to really work on the political divisions and the danger of disinformation in our society and in our world. in particular in the united states, where we are seeing, as you stated, lawmakers having to hire personal security in order to keep their families safe because they don't agree with every single word that former president trump says and the lies about the election. when i talk to folks at the white house they really do sort of center this idea that president biden sees this as a moment for him to really help the future of america to preserve our democracy, preserve the republic by airing out what happened on january 6th and also by airing out sort the real danger in domestic disinformation when so long especially during the trump era we were talking about russia, other countries attacking america. in fact what we are look at here when i talk the my sources is an implosion from the inside, america falling apart because we as americans couldn't figure out how to disagree but still respect each other, how not to kill each other over political differences and lies. that to me i think is at the center of what the president is thinking based on the conversations i am having. >> congressman i can see you are getting pushed and pulled. i know we took you away from something. i want to give you last word on where you think the select committee goes from here if they are able to get their hands on the communications from the trump white house. >> look, just follow the facts. do it in a fair way. it is a bipartisan group. there are two courageous republicans who are on that committee and who are bought into everything that committee is doing because they still know right from wrong. i have to say the way we are going to heal the divisions in this country is when we are doing this week, next week, the build back better agenda, the infrastructure bill. the other side wants to exploit these frustrations. we have a plan to address them. we are building a bridge to the future and it is wide enough and strong enough for all americans to walk across. we can build a prosperous and inclusive future. that's the way to really bring our country forward and unite again and do it for the first time in an inclusive way where all americans can benefit from our prosperity. but it is not to coddle the terrorists or the people who would attack the capitol. it is not to give in to people whose motivation is white supremacy. it is not to give in to terrorism or bullying. we are going to fix hard problems. we have got to keep the dangerous people out of power long enough to do it. >> thank you congressman, yamiche, thank you. tim is going to stick out. >> one person was killed and 13 people have been shot in a kroger grocery store outside of memphis. the suspect died from a self-inflicted gunshot wound. a a press conference outside of the crime scene police described arriving to a harrowing scene inside a grocery store with people hiding inside freezers. 12 victims have been sent to nearby hospitals some with injuries that officials describe as very serious. the fbi is on the scene and assisting. we will stay on this and have more as it develops that we will bring to you. when we come back, the so-called arizona audit. remember that? >> boy, i don't know. that's concerning, nicole. you are right you want to cover this withiacitiy sacks and humor. if you had watched this, if they had a episode of the west wing with the ninja turtles pretending to check out ballots, it will be too much to air. liberal hollywood making fun of right wingers and this would never happen in real life. this is even crazier than something you can make up in a fake show. here's why we have to take it seriously and why the fever i don't think is breaking. tomorrow is another inflection point where people when they hear these results, whatever they are, there are going to be people who are upset about what happened, whether maybe in their state because they haven't had an audit or whatever is reported out of arizona, whatever it is. i think that's an inflection point we have to worry about. and the other part that's disheartening. i was watching groups this past week in ohio of trump voters and georgia. you are listening to their arguments on some things, on afghanistan, and spending. these are rational people. these are not, you know, the guy with the horns from the capitol, right in i mean, these are rational people making rational arguments. they have jobs in industries, pharmaceutical salesmen, real jobs. and then the election issue comes up and they start talking like madmen and women. they are all following what happens in arizona closely. i support the arizona republic who are reporting well on this. they are following blogs by bannon and stuff. they have theories why this has happened. neighbors, people in your communities, rational people have been sucked into this. it is not just the extreme. when you watch that, that gives me great concerns with where this is headed. >> i usually do this at the beginning because it is important to do. ryan, was there any fraud in maricopa county, arizona? >> there has been no evidence of fraud in maricopa county in arizona. >> how many times was the count audited or recounted in arizona? >> county board of supervisors which is republican majority conducted two independent analyses of the election afterwards and found no issues. then the senate decided to take this third step. >> so there was no fraud detected in the count. it was checked two to three more times because of the political current. the maricopa county fraud-it done by the cyber ninjas happened anyway. and there are voter restriction laws being considered by the state legislature. what else has the big lie birthed in arizona? is there anything else we are not paying attention to, ryan? >> well, we are going to see when the legislature reconvenes. i mean that's what happened this week with the john birch society meeting. we had some people at that meeting shouting down lawmakers saying they didn't do enough to help president trump after he lost the election. i mean, that's a little too late to be helping him, by the way. but they were shouting down the law makers in the room saying they hadn't done their job. and the lawmakers, instead of saying, hey, you know, joe biden won the election, or instead of countering that, they said, we are working on it. we have got a nullification bill that we are working on. and we are working to get rid of voting machines in our state. so there are law makers in arizona still listening to this crowd that declares there was fraud without any evidence. it will be interesting to see what kind of bills they put forth. i don't think a nullification bill would get through the arizona legislature. i doubt it would be signed by the governor. but the fact we are going to be having these debates when the legislature reconvene is striking. >> tim, a quick last word. to your broader point, this is one state, this is one paper covering a -- you know, a cascade of wasteful conduct by taxpayer-funded lawmakers in a state. voter nullification. phony audits, after the votes have been counted three times. voter restrictions. i already asked you what stops the fever. but the other question, where does this end? the answer is yes. that's how the fda approved their emergency use authorization. it was a unanimous vote on people over 65. there was a discussion on people aged 50 to 64, clear medical benefits there. a lot of discussion over 18 to 54-year-olds, would they benefit from, those who had medical conditions, would they benefit from this boost? that's also been approved. this applies to a portion of the 100 million people in the u.s. who got two doses of pfizer. the vote that's pending may increase the number of people greatly. the vote that's pending is people who are at occupationally high risk and may also include somebody who is high risk becauser in taking care of somebody who is my risk at home. it might balloon the number. i think the challenge will be to clarify the people who got clarify. and what was also made clear today was people who got moderna and johnson & johnson would not qualify because of the way the fda currently authorized the emergency use authorization extension. >> the third group that you are talking about, people that are around people that might be vulnerable. could that include any parent of a child younger than 12? >> i didn't see that discussed. >> should it? >> the discussions are around people who are immunocompromised. i think we are still waiting to see. if it is applying to this 100 million folks there is going to be discussion about whether we consider children to be at the same high risk as people who are in that group that there was a robust discussion around of people who are 18 to 49. i actually don't know if we have enough data to say that that's going to be helpful or not. the majority of those parents who already right, and there is evidence that people who got the primary series, yes, they may get infected but their chances of transmitting it to other people has been greatly decreased because of their primary series. >> the bottom line is, if you're over 65 and you had pfizer and people have asked me this, it's on your vaccine card if you have it, which one you had, and if you've had your second shot six months or later, you can make an appointment to go get a booster? is that the bottom line? >> and anybody with medical conditions over the age of 18. >> thank you so much. and thank you for spending some time with us today and for watching those votes for us. we're grateful. we're going to turn back to politics where congressional democrats have a lot going on right now. nbc news today went down the list, quote, lawmakers are seeking to pass government funding legislation to avert a shutdown by september 30th. they're looking at disaster aid for storms and wildfires and extra money to assist afghan evacuees. they're trying to extend the debt limit to avert default ahead of our october deadline and consider the president's aggressive agenda, voting rights, climate change, immigration. but there's a developing public perception, fair or unfair, that democrats need to do more and faster instead of using every legislative tool available while they have and still maintain majorities, there's a perception, at least, that they're fighting amongst themselves, including president biden between factions of thinks own party. joining our conversation, sam stein, white house editor for politico, and former congresswoman donna edwards, "washington post" contributing columnist. donna, i honestly think this is complicated by the fact that republicans aren't an opposition party in a traditional sense. they're not coming with their alternative visions. they live in an alternative reality, and i wonder if this analysis is because there's no one else among whom to examine or investigate for conflict. >> well, that may be true, but i think that what people are seeing among democrats is that democrats are actually united on all of those priorities that you listed, and the differences tend to be differences of money, and i think that you heard that coming from speaker pelosi today, where she talked about priorities and ideas and policies, and i think when democrats focus on that, it actually highlights even further the craziness going on in the republican party where there are these great ideological divides and the kind of fights that they are engaged in don't have anything to do with the priorities for the american people, and i do think that as messy as it is, democrats are going to get to yes on an awful lot of these issues, even if they aren't able to get the fullest list that every democrat would want. >> sam stein, tell me, you know, and again, give me your personal opinion, whether you think it's fair or not, tell me what's going on, and again, address this perception. >> well, i guess i have a slightly different take than congresswoman edwards. i think democratic party is 95% united. i do think there are factions who are uncomfortable with either the contours or the size or the sequencing of the two main pillars of biden's domestic agenda, which is the infrastructure bill and reconciliation bill. we see that in how it's playing out now with the standoff in the house, essentially the moderates and the progressives, each one saying, if you don't pass my preferred agenda item, i'm going to tank yours, and biden was forced to step in to that divide this week, so when you talk to people inside the white house and you talk to people outside the white house, there is palpable concern, fear that this could all implode. they do think, like congresswoman edwards does, ultimately they'll get to yes but it's difficult figuring out what the priorities need to get pared down. it's easy when you say, let's reduce the price tag. it's harder when you say, what would you cut back? the irony is, what seems to be on the chopping block for democrats are the most popular provisions, so the things that poll the best, things like allowing medicare to negotiate prescription drugs, which across the board polls exceptionally well in the party. some of the more aggressive revenue raisers, by going after tax cheats, those seem to be pared back so the party is not just trying to figure out how to, you know, bridge these divides, but when it comes down to the specifics of whether to hold on to the more popular provisions or ax them in the name of compromise. >> donna, your response to that? >> i don't know. i mean, when i listened to the speaker today, and i listened really carefully, what i heard from her is that those priorities that are identified, she says often, you know, your budget is your values, that those priorities are going to hold, and i think that the area of compromise, whether it's going to be a trillion dollars or $900 million, those compromises are going to come, and everybody is going to have to take a haircut, and i think that is the way that the caucus is going to stay united, or as sam describes, largely united on what the end package is going to be. and i just don't really see that they're not going to get to yes, and i do think it is incredibly messy, but the reality is that every democrat knows that their future as a majority, the president's future in his presidency, is totally dependent on them being able to move these packages forward. >> yeah, sam, how much does the political reality of this moment hang over these proceedings? either that they may not maintain the majority beyond the midterms but if they don't deliver, that may become an even steeper hill to climb. >> yeah, so, there's two political realities that are weighing on the minds of democrats right now. one is, if they don't get anything done here, they're doomed. they're likely doomed in the midterms anyway, but they are truly doomed in the midterms if they get nothing done here and that's being communicated at the highest levels so if you're a joe manchin or frontline member in the house and you're looking at this and you're saying, okay, we may get nothing, yeah, you're not going to be in the majority anymore so that's one. the second thing is, and on a more substantive level, there's a real sense in the party that they may never get the trifecta, control of the house, control of the senate and control of the presidency. they may not get that again for a decade. you know, just the sort of contours of our electoral system and the senate and how it rewards rural states, they could be blocked out of power for a long, long time to come, which means that this may be the last chance to tackle some truly existential issues and that predominantly, most among them is climate change, and so they do feel a need to go and move aggressively on the reconciliation package. now, not just for their own political benefits but for substantive ones as well. >> all right, i mean, and voting rights. if they don't do something with voting rights, it will be longer than a decade. thank you so much for spending time with us today. the next hour of "deadline white house" starts after a quick break. don't go anywhere. we're just getting started. don'. we're just getting started oh! are you using liberty mutual's coverage customizer tool? [sighs wearily] here, i'll take that! woo-hoo! ensure max protein. with thirty grams of protein, one gram of sugar, and now with two new flavors! donald trump incited an insurrection. i mean, liz cheney feels that he has stained our democracy. do you see it that way? >> i respect liz cheney. >> do you agree with her? >> i've made my comment there and i'll leave right there. >> hi again, everyone, it's 5:00 in new york. liz cheney has become the new litmus test for the post-january 6th gop. get the sense that even those in the gop who might want to agree with her are scared to death to do so. former president george w. bush, who earned some high marks for a speech he gave on the anniversary of 9/11 for calling out domestic extremists as being as grave a threat to the homeland is exiting political retirement to help congresswoman liz cheney wage her war for the soul of the gop. in some ways, it aligns cheney and bush with president joe biden's campaign to save the soul of the nation. battered by four years of donald trump. donald trump isn't quite finished with his war against democracy. bush will hold a fund-raiser for congresswoman liz cheney next month in dallas, showcasing his allegiance to that itty-bitty minuscule minority left in his own party who stand for truth and democracy. trump and his allies have exiled cheney for her adherence to the constitution. instead of to one man. and for her dedication to getting to the truth, especially when it comes to the truth about that deadly insurrection donald trump incited. and as for those trump does embrace, it's clear their only prerequisite is loyalty to him. "the washington post" says, quote, trump so far has endorsed candidates for 2022. many are unsurprising bug among the others, virtually every one of them is aimed at either unseating a trump critic or installing someone who has promoted some of trump's most far-flung, false stolen election claims. sometimes little known candidates with scant political experience. imagine that. of the 36 endorsements for 2022, ballot peed yeah has tracked 13 are either incumbents or have a personal tie to trump. six are challenging lawmakers who either supported trump's impeachment or criticized his false claims. among the other 16, virtually every one of them has promoted the bogus stolen election claims. three of them attended the january 6th rally that preceded the capitol insurrection. a scary direction for the party only reinforced by the fact that anthony gonzalez, one of the ten house republicans who voted to impeach donald trump, announced he is retiring, not running for re-election, and it begs the question. will more of those ten follow him out the door? aaron blake sums up his reporting on the extremists. these are the kind of figures trump wants to lead the party into a new era, and the republicans who have chosen not to speak up about such claims or to more harshly judge trump's promotion of them have paved the way for such a scenario. the fight or the soul of the republican party is where we start this hour. aaron blake, whose reporting we read from is here, senior political reporter for the "washington post." also joining us, republican strategist steve schmidt and carol leonnig is here, national investigative reporter for the "washington post" and author of "i alone can fix it." steve schmidt, i want to answer the question first of why this matters. and the why is because this isn't about an opposition party or a minority party that comes to the infrastructure negotiation with a smaller package for preserving and protecting our country's ailing infrastructure. this is about an opposition party, a minority party, that as you, i think, started noting and talking about on and off tv has lurched toward autocratic norms, not democratic norms. so, this sort of gasp of life that former president bush seems to be trying to give liz cheney, even if it fails, does seem to be a tacit acknowledgment that the rest of the party is, at best, off track. at worst, a threat. >> well, let me just say, i think it's a big mistake to frame this race as a contest between a george w. bush faction and a donald trump faction. that debate is over. lock, stock, and barrel, donald trump controls the republican party, and that republican party and all of the evidence is in on this, is a party that is no longer faithful to american democracy, number one. it is an autocratic party, number two. it is a coalition that includes extremist elements, among them white supremacists, militia movements and other extremist groups. wyoming, the 44th state admitted to the union, was the first to give women the right to vote and the genius of our system is sometimes great questions are settled in small states. this is the most sparsely populated state in the country. it's the cowboy state. and in this state, there's going to be a great question answered, and it's whether the lying is rejected and repudiated, whether the insurrection is repudiated, whether the gaslighting is repudiated, whether the whitewashing of the facts of the murderous insurrection that saw the confederate flag carried across the rotunda of the capitol, whether it's repudiated and that's what's on the line here. liz cheney has made a stand, and it's been a lonely stand, which she has said is that a president of the united states inciting violence to overthrow an election and destroy the american constitutional order is one of the great disgraces in the history of the country and one of the most dangerous things that's ever happened. ken burns has said that this is a moment that is equal to the other -- to this country's other great crises, which he pegged as the civil war, the great depression, and the second world war. and so the question about what the republican party is should be over in this country. we should accept it. we're at a final answer. it is not a small "l" liberal party bound by tradition and faith to the constitutional republic that's existed in this country for almost 250 years. >> steve, let me just follow up with you. i think adam kinzinger and congressman gonzalez agree with you, as gonzalez's retirement suggests and as adam kinzinger's comments in a new interview in the "the atlantic" suggest. let me read some of both of those to you and ask you what you think they should do. kinzinger says this. "i don't have a tribe. the good thing is i don't really care. it reminds me of how freaking crazy the republican party has become. it is not my tribe anymore." you always think that everyone has a red line, no matter how much politics a person can play, there's a red line that people can't cross. i was naive. there are some people who only care about access to power. i'm still coming to terms with it. jonathan martin writes this about antony gonzalez of ohio, who said he would not run for re-election. he acknowledged that he could not bear the prospect of winning if it meant returning to a trump-dominated house republican caucus. politically t environment is so toxic, especially in our own party right now. you can fight your butt off and win this thing but are you really going to be happy? the answer is no. gonzalez, in another interview says he's not abandoning his opposition to trump. he takes a position similar to another republican, georgia's lieutenant governor, jeff duncan, who says they're pledging to create a post-trumpian gop 2.0. i agree with you, not going to happen. but what happens to the voters sort of stranded in between? >> look, the overwhelming majority of the country wants to live in a democracy, though i would argue the intensity seems to be on the trump side and the autocratic side of the movement. i don't think it's about this moment so much as it is about the country we're going to live in ten years from now, 15 years, 20 years from now, and that moment requires us to understand it's not some republicans. it's the overwhelming majority of one political party has capitulated to a cult of personality that is hostile to american democracy and is filled and teeming with extremists and making more and more intimations towards violence every day that you choose to examine. and so, what we have to understand is that despite whatever excesses you may see within it, we have one political party, the democratic party, that believes in democracy in the country and there's going to have to be the maintenance of an alliance that includes those disaffected republicans, independents, moderates, all the way to progressives that can stand for agreement on a compact that has always united the country on the question of how do we decide who's in charge. and the way we decide that is temporarily granting authority to people through an election where the majority gets to decide who the winner is. that is what they have broken, what they have shattered with their lies, with their rhetoric, that has poisoned faith and belief in democracy, and that led up to an actual violent assault aimed to stop the counting of electoral votes that is now celebrated and those insurrectionists are called political prisoners, including by some of the highest elected officials in the country, including a former president of the united states. so, the country's in a lot of trouble, and the reason the country's in a lot of trouble is that we're not looking clearly, and we can't seem to understand that the republican party which existed in this state a year ago is even worse today. and it's not moment to moment, and it doesn't get to redeem itself for tomorrow morning's news cycle. it is a static place that we are at right now with them, and the evidence is overwhelming that what i'm saying is correct. >> aaron blake, some of the evidences and the figures that the ex-president is promoting. talk about the folks you write about. >> yeah, so, basically, i break down the republican party into more or less three categories over the last year or so when it comes to these voter fraud claims. you have the very small number of them, like liz cheney, like adam kinzinger, who are calling these things out very directly talking about the things that president trump was saying at the time. you have kind of the strong majority of republicans who didn't necessarily echo what the president was saying, but they also kind of shut up about it. eventually, they were, you know, voting to actually withhold the electors on january 6th, but generally speaking, they were talking more in terms of irregularities, about potential fraud. they weren't talking about the idea that the vast majority of these mail-in ballots were fraudulent. and then you had that kind of smaller group, the mo brookss, the people who were pushing the very same things that president trump was, and i think that what you're seeing in these endorsements is they are very much in that last camp. these are people who are talking about these things or who have talked about these things in the way most establishment republicans weren't talking about them, and so it becomes relatively clear that to the extent that president trump, former president trump, succeeds in getting these officials elected to office through these primaries and in these safer kind of seats, it is going to change the character of the party from one that largely went along with these things and didn't say anything about them and kind of kept quiet to one that actually expressly supported them, and i think that that is obviously a motivating factor for just about all of these non-incumbent endorsements. >> carol, i'm thinking of your body of reporting and your two great books and i'm thinking about the national security establishment and the disruption that having people like jim jordan and devin nunes on the house intelligence committee had for rod rosenstein and i'm thinking about the revelations in your book and in bob woodward's book about what general milley endured as the sort of chairman of the joint chiefs under donald trump and with all the enablers and as aaron's reported, that's the direction that we're heading in terms of the republican party's elected officials and their brand. and i wonder if you can speak to the strain on the national security apparatus. >> it's pretty rough, right? we are learning, brick by brick, how frightened the national security apparatus was, including and up to the highest pentagon official there is, the chairman of the joint chiefs, who was envisioning a coup as we reported in our book, "i alone can fix it," and as augmented by the great work of my colleagues, bob woodward and bob costa in their book. you know, what i think is so interesting about -- and perceptive about your question, nicole, with regard to the wear and tear is now there's a certain kind of spread across everything. it's not -- it's no longer the fbi agents worrying that their director is about to get tossed out on his keister as many fbi agents were imagining in the fall and the winter of 2020 and 2021. that terrible period when milley believed there was going to be a coup, fbi agents were hiding under their desks as well, believing wray was going to lose his job. but now look at the spread that aaron has helped document about now the former president is reaching into states to help guide who becomes a state election official, who's going to be the next brad raffensperger and what's that about? that's his sort of revenge tour, part two, making sure everybody who can get in his way, who can change the nature of an election, who can decide, this is fair and free and carefully monitored or not, that is reaching pretty deep into our government structure and as steve puts it so well, that the sort of like the building blocks of our democracy. this is what a former president is able to do through, you know, a group of allies, on the hill, and elsewhere in states who believe that their access to power is driven by pushing this trutherism. >> yeah. >> this false information about the election. >> yeah, and i mean, carol, i want to follow up with you. i think if you take -- and again, i think of these figures, like pebbles that sort of -- i mean, i forget the guy's name, not rick cornell but the other guy, ratcliffe, who had that weird press conference and dragged christopher wray there in the final days of the election and how disruptive and dangerous it was to have people like those guys in our intelligence community and i wonder if you can just sort of elaborate. aaron's list kept me up. a senate candidate in georgia, herschel walker, a senate candidate in nevada, a senate candidate in pennsylvania, look at all the damage marjorie taylor greene does, what she sort of sanctions and kevin mccarthy's condoning of that. and again, as we've been talking about, jody hice, the candidate to replace brad raffensperger, who, while able to stand up to donald trump around overturning the will of the vote of georgia in this context becomes heroic, he did nothing as georgia pushed through a voter restriction law predicated on a lie. there was no fraud, and yet they changed access to the poles there in georgia, and i wonder what you're hearing from intelligence folks and folks in the military with these folks ascendant, carol. >> you know, it's the greatest irony, nicole, that starting in the middle of 2019, and actually, now that i think about it, maybe even before the middle of 2019, fbi director chris wray declared that the number one threat to the homeland was domestic extremism. he testified on the hill multiple times about it, as did some of his deputies. and talked about why that was such a threat. but when it came time to actually preparing for it, when it came time to actually calling, you know, it out in the fall, as that chatter was rising, before january 6th, the fbi was pretty quiet. >> yeah. >> and now, there is a sort of, forgive the phrase, but there is still that kind of, like, shrinkage away from calling it out. the biden administration has its hands full, for sure, with crises that are multiplying, but the misinformation that's being spread around the country is its own kind of blooming crisis. you know, i had an editor once who used to call the most important stories the ones that are zigging and zagging and no one's really paying attention. this is one that's really worth our attention. just as covid was. because that misinformation that marjorie taylor greene is pushing, that all the folks on your screen are pushing as well. meaning, the individuals that donald trump is promoting for office. and how many more blooms are there going to be, and what is that going to ultimately do to our republic? (brad) how does apartments-dot-com help more renters get into new homes than any other site? ask your doctor about once-daily trelegy. it's really as simple as taking the ol' power nap. and wakey, wakey... apartments-dot-com. the most popular place to find a place. i believe fundamentally, we have to have transparency in policing. we have to have accountability when police do awful things. there should be consequences. and god forbid -- we must have higher professional standards. we weren't there. it's clear we weren't there. a lot of the stories coming out show that we still had gulfs between us so we need to find another way. >> that was senator cory booker this morning, talking about how talks on police reform broke down after many months of negotiations. the bipartisan negotiations on a national policing overhaul spawned in the aftermath of the murder of george floyd are now formally over. both sides cited disagreements to big to overcome. there's hope that congress will act on an issue that the american public overwhelmingly supported. joining our conversation, al harp ston, president of the national action network. rev, you're on the move. paul butler is also here, former federal prosecutor, now a georgetown law professor and an msnbc legal analyst. rev, i just want to share this and give us a chance to really fact check this. senator scott, the republican point person negotiating said, after months of making progress i'm deeply disappointed that democrats have squandered a crucial opportunity to implement meaningful reform. vice president harris said, senator booker and representative bass worked day and night to move the legislation forward. they both put time and heart into it. today, we learned that senate republicans chose to reject even the most modest reforms. what were those most modest reforms that senate republicans, even with 55% of americans saying that there is a more urgent need for police reform falling the chauvin trial. why couldn't this get out of the gates? >> it would seem to me the reason it didn't get out of the gates, nicole, is because the law enforcement, some of the agencies that are dealing with law enforcement, the sergeants in particular, would not bend in any way to try to deal with the question of qualified immunity. they seem to want to be able to have families lose loved ones but they not have any risk at all for those officers that break the law where they have civil liability. i think that it is clear that both senator booker and congresswoman bass fought valiantly, got agreement on many things, but they were not budged on qualified immunity and other crucial issues, which was core to this legislation. this is what people marched for all over the world. we had a huge march, 200,000 at the end of last summer. and it was clear that what people wanted, as even the polls indicated, was real reform. not just training but where police are held accountable when you are taking the law in your own hands and causing the fatality of human life. and when they would not budge there, rather than have a toothless bill that would mean nothing but symbolism, they had to withdraw. i think that we lost the round but the fight is not over. we intend to keep pressing and come back in hard and strong. we are going to have police reform legislation. if it takes a minute or if it takes an hour, we're going to have it. >> paul butler, president biden said this. i still hope to sign into law comprehensive and meaningful police reform bill that honors the name and memory of george floyd because we need legislation to ensure lasting and meaningful change. the white house will continue to consult with the civil rights and law enforcement communities as well as victims' families so define a path forward. including through potential further executive actions i can take to advance our efforts to live up to the american ideal of equal justice under the law. what does that look like? >> well, it looks like president biden, through executive orders, having the courage that republicans on the hill did not. nicole, this was an epic failure of both politics and criminal justice. the protests following george floyd's murder were the largest social justice movement in the history of the united states, and people were demanding change on the state and federal level. the good news is that many states have followed through, but what happened with congress is what almost always happens with regard to criminal justice reform, a big fat nothing. and i have to accord the blame to the republican senators. the fraternal order of police and the international association of chiefs of police were on board. senator booker had won their support. the democrats compromised and watered down, but nothing was good enough, nicole. the republican senators actually make donald trump look good. he at least signed an executive order that included some minor reforms and the republican senators could not even pass those into law. >> that's a pretty stunning indictment of the republican senate, rev, and i want to come back to a structural question that you and i deal with in all of our conversations about voting rights. in the wake of the texas near complete ban on reproductive freedoms, it comes up around reproductive rights, and i wonder if you think we'll look back, should republicans make gains in the midterms, and regret not doing away with the filibuster at the beginning of the biden presidency? >> well, i think that that might happen if they make gains. i think what they're doing now, by their attitude of not only inflexibility but dealing with common sense and the will of the american people, is going to make it even more unlikely they will regain a majority. because they will galvanize voters to come out like they did in 2020. you must remember, lot of what galvanized that historic turnout in 2020 was george floyd and breonna taylor and ahmad aubrey and others. for them to say we are not going to make police reform when there has been concessions made by the democrats will drive people out to say, we need to make sure they do not get a majority and the democrats need more of a majority to get this done, and clearly, i think the move they're making is quick fixes on their side but is going to do real damage to them in the long-term. they are organizing the base to come out in 2022 to make sure that they do not get in a position to keep these kinds of backward and in many ways archaic policies that they're trying to block police reform. >> paul butler, i'm sure on the politics that's accurate but if you could just speak to what signal it sends throughout the country, sort of in the real world, that there's been nothing from congress in the wake of the murder of george floyd. >> it's extraordinarily disheartening. the george floyd act was common sense reform. to speak of that act in the past tense is just heartbreaking. nicole, this was the opposite of defunding the police. it provided federal dollars to local police to establish national standards. why would anyone be against a database of bad apple cops or collecting better data on police killings? diferencia juntos. now to the front lines of the battle against deadly covid disinformation. in las vegas area clark county where just half of the population is fully vaccinated, the board of commissioners just passed a resolution declaring the misinformation a public health crisis. they are one of the first counties in the country to do so. the board is demanding the country commit to combatting health misinformation and curb the spread of falsehoods that threaten the health and safety of our residents. also from that resolution, the unmitigated proliferation of health misinformation has created a culture of mistrust and has prolonged the covid-19 pandemic, endangering the health and safety of all las vegasens. joining us now, clark county nevada commissioner justin jones, requested the resolution that passed with a 5-2 majority on tuesday. also joining our conversation, kavita patel, former obama white house public policy director, now a fellow at the brookings institute. first, justin, tell me about how this came to be and how it came to be your view that this was what threatened your constituents. >> sure. so, the surgeon general issued a report in july about health misinformation and it was really important after talking to our southern nevada health district, our umc hospital doctors, to understand what the problems were in terms of why people weren't getting vaccinated, and really, it came down to misinformation, and so i thought that this was a really important opportunity to make sure that the county took a stand against misinformation. my colleague from the san diego county commission, nathan fletcher, had started off this effort and i just wanted to continue that in clark county because we know that is really something that is deterring people from getting vaccinated. >> so, in clark county, 57% of eligible population's fully vaccinated. 64% is the national average. tell me what on the ground is working, what is effective, and whether working with other counterparts you think it could be scaled if there are good lessons learned. >> well, at the county level, we have our own public access channel and so we are bringing in doctors for our covid conversation series to really dispel the myths that we see and we're working with partners like mi familia vota to dispel the misinformation we see about masks so they have the right information and can make the best decisions for our families. >> let me share with our viewers, i'm not sure if they catch this program so i'm going to share some coverage of it. tucker carlson outdoes himself on vaccines again. on monday night in the service of deriding vaccine mandates, tucker carlson launched into a tinfoil hat conspiracy theory that the military is required to weed out the undesirables in its ranks. quote, it is to identify the sincere christians, the men with high testosterone levels and anyone else who does not love joe biden and make them leave immediately, tucker carlson claimed. it is a take over the u.s. military, said tucker carlson. dr. patel, i wonder, you know, it comes up now so often that the stuff from the far right is so stupid it could be funny, but what's not funny is that people believe them, and i think tucker carlson has admitted in interviews and profiles that sometimes he lies. i guess the difference is that these lies are getting people killed. i remember -- there are people who have talked about disinformation being a preexisting condition, and i don't want to put any one victim under the spotlight, but the reality is, people are dying for their political tribes. >> yeah, nicole, that's absolutely right, and whether it's tucker carlson or jd vance or these people have been given a platform of privilege. listen, we have one, the three of us, and by the way, justin, we're all huge fans of yours because what you did is what we know public service can do, and i only wish there were as many people with the zeal to do what you're doing as there are to somehow pursue against women's reproductive rights. that's another day. the misinformation. military, just like medicine, there's fitness for duty, nicole. that's it. there is not some hidden conspiracy and unlaid claims and when you start to put that out there, even tucker carlson just saying it or someone saying that, like, there's vaccines in food products, it reminds me of, you know, donald trump on a podium of a place of, you know, reputation like the white house press briefing room saying, well, maybe we should look into that, injecting bleach. maybe that's a good idea. these words matter. and nicole, people listen, to your point, and then what? how do you undo that? here's what's really disturbing, that's not just tucker carlson. it's not just people in clark county or across the country. there are doctors propagating this misinformation. all the boards of licensure around the united states have also declared that you can have your medical license, as you should, taken away if you do this, but that tells you we have people who have these platforms of trust and respect and they're abusing it. and they need to be called out for it, and there needs to be action for it. i'm so glad justin did what he did. >> so, justin, what is sort of -- i hear you in the public access channel, tucker carlson has a whole lot of viewers. how do you make sure the right information gets disseminated in equal doses to override the wrong information? >> well, obviously, social media's been a platform for disinformation, so we're certainly using our social media platforms, our partners are using their social media platforms to really call out the misinformation that's being spread by folks, like you said, who are simply interested in spreading lies. and so we're trying to really be on the ground in those conversations with folks, meeting them where they are so that they have the best information. and obviously, partners are really important to make that happen. >> how has this been received locally? do you have detractors? >> oh, absolutely. we had quite the scene at our latest meeting. we had to clear the room because we had folks who were shouting down even our own chair of the county commission and things got a little bit ugly, and they have been at our meetings, at the school board meetings, and i know that's the same thing across many jurisdictions in the county that are trying to do the right thing, so they have their first amendment rights. nothing in this resolution takes away their first amendment rights, but it's really a call to action to make sure that we are dispelling those myths when they are presented. >> dr. patel, would you like to see a national campaign designed to combat disinformation disseminated from some of these extremely well-viewed and well-circulated disinformation vectors? >> oh, absolutely. yes. and the surgeon general's report was a good start, but i would have loved to have seen -- imagine how powerful it would be if every single day, just like there are websites for consumer products, avoid this, this was recalled. wouldn't it be great, nicole, if i could recall tucker carlson for the level of misinformation and lies and be able to then offer? no, our consumer safety commission for information has deemed that based on the evidence, this is what -- these are valuable sources of information. these are the websites that get actually vetted by a peer group of scientists. these are people you can turn to and understand, and we're recalling all these people who actively want to hurt and kill and harm you and your family. i would love to see that happen. >> well, i know that when you talk, people listen, so maybe it's around the corner. clark county challenges facing the biden administration right now, an ongoing humanitarian crisis at the u.s.-mexico border where thousands of haitian migrants fleeing political and economic instability are camped along the rio grande. earlier this week, widely shared images of border agents confronting migrants with what look like the reins of their horses drew harsh criticism. the white house called it horrible and horrific. today, homeland security secretary alejandro mayorkas made the decision to prohibit the use of horses by border patrol agents in del rio, texas. but it's a bigger issue than just that. separately today, the u.s. envoy to haiti resigned. he wrote in a letter that he would not, quote, be associated with the united states' inhumane, counterproductive decision to deport thousands of haitian refugees and illegal immigrants to haiti, a country where american officials are confined to secure compounds because of the danger posed by armed gangs in control of daily life. joining us now is secretary of the department of homeland security, secretary mayorkas. first, i'd love your reaction to what is a scathing resignation letter. we can get into that but i'd like to hear from you first, sir. >> so, first, i must address the issue of the photographs that you mentioned, because we were indeed horrified by the images. that is not who we are. that does not reflect our policies, our training, nor our values. and it is for that reason that we commenced immediately a fulsome and swift investigation to determine what exactly occurred and why. those officers depicted in the images are no longer performing their law enforcement duties during the pendency of the investigation. we do not tolerate any mistreatment of any individual. we respect the dignity of every individual. with respect to the letter that you referenced, i'm going to defer to the department of state as that is something in their domain and how an individual handles policy differences or how an individual handles other issues, i will defer to them. >> sir, have those officers been fired? >> those officers are on administrative duties. they are not performing their typical law enforcement duties during the pendency of the investigation. we intend to complete that investigation within just a few days. we need to move swiftly to bring this to conclusion for the benefit of our department, the u.s. customs and border protection, and the heroic people who uphold its values as well as for the american public sdra niced by those horrible image. >> sir, we were harsh critics trump era immigration policies and when mostly investigative journalists revealed heinous conditions at the border, we spent a lot of time on them. i'd like to understand from you what trump era immigration policies have been banned, ended, reversed and if any investigations are under way by you. >> so we have rescinded so many trump immigration policies, it would take so much time to list them. we rescinded the remain in mexico policy. we rescinded, of course, the public charge rule that deprived vulnerable migrants from accessing certain critical life benefits. we have restored the deferred action for childhood arrivals program, the daca program. we have rescinded so many and have restored so many that he really dismantled and we are rebuilding our asylum system and all our humanitarian programs that were really destroyed in the prior administration. >> i want to give you a chance to deal with some of the specific immigration related sentiments expressed by mr. foote. at its core is the sense that there's been a betrayal of the edict which was that the white house's immigration policy would be fair, safe, humane and orderly. it just isn't american when you see what's happening and not just with the horse reins but when you see the suffering and when you see what this individual at the state department official has written about haiti, it does not appear consistent with those values. could you address the broader sentiment of what he is expressing? >> oh, absolutely. we are dedicated to and invariably dedicated to building a safe, orderly and humane immigration system. the reality is that the authority that we are employing now is not a matter of immigration policy. it is a public health imperative. it is the authority of the centers for disease control in light of the fact that we are in the midst of a pandemic and the rise in the delta variant makes that compellingly clear. we have lost more than 600,000 lives in this country alone, in the midst of a pandemic that has gripped the world. it is critical that people understand that the authority that we are exercising is not a matter of immigration policy, it is a matter of public health as issued by the cdc to protect the migrants themselves, our personnel, local communities and the american public. >> 10,000 haitians have converged, we've been showing images to our viewers as we've been talking on del rio. you have committed publicly, you've promised that the united states will clear out that camp in the coming days. do you stand by that commitment? is it days? >> i certainly do and i saw the image that was just shown and since those initial photographs were taken, we have surged 600 personnel to provide supplies, provisions, medical attention and other to address the needs of the vulnerable population in del rio, texas. the figure of 12,000, 14,000, 15,000 individuals is now approximately just over 3,300. we have removed individuals under the public health authority. we have moved individuals from del rio to other facilities so that we can best tend to their safety and security before they are removed under that public health authority. >> how much of your time is spent with the humanitarian crisis. what do you sense is the departure from the previous administration's addressing and their approach to these issues? >> the departure is a very profound one. it is the difference between humanity and cruelty. it is the difference between providing safe, orderly and humane pathways from something as pernicious as family separation. it is about investing in the countries of origin and building them and addressing root causes so that we don't have desperate, vulnerable populations thinking and believing that the only way that they can take care of their families, their children, their loved ones is to leave the homes of their choice, the homes of their origin and take a perilous journey miles and miles, thousands of miles north. >> so do you understand how damaging it is to sort of the credibility that mission statement when the u.s. special envoy for haiti says this, that he, quote, will not be associated with the united states' inhumane counterproductive decision to deport thousands to haiti. can you help us square with what he saw on the ground? >> what one individual says does not define the integrity that we bring to bear to the mission to which we are dedicated and we are dedicated to restoring our country's position in the world as a place of refuge and what we have done is, in fact, dedicated ourselves to rebuilding systems that have been dismantled and really rebuild our ability to accept refugees from all over the world. >> secretary mayorkas, on another day we would love to have you back. we spend a lot of time covering threats to the homeland from dominion silent extremism and hope that we can have you back another time to have that conversation. this was in today's news today and i appreciate your
