6 million jobs, wipe out $15 trillion in household wealth. nearly doubling the unemployment rate to 9%, and increase borrowing costs for all americans. it would be a catastrophe, and that's -- don't take it from me. let me quote mitch mcconnell when this came up during the donald trump years. mitch mcconnell said the following. he said much mcconnell stated that not supporting a debt limit suspension -- this is what he said. assures that congress will not throw this kind of unnecessary wrench into the gear of our job growth and thriving economy. when trump was president, they didn't want to throw a wrench, a wrench, unnecessary wrench into the gear of our job growth. today he's threatening to do just that. we are to stop holding the debt and the economy hostage. we'll do ndaa on the floor today. strengthening our security, honoring our service members, upholding our values and today we will have legislation on the security interests that we have in the middle east by putting additional funding for the iron dome. it's a defensive system. it's part of the memorandum of understanding and negotiated in 2016. and it will strengthen that support. so, again, we stand united on a basis for real security, vital for american security. again, we pray for every innocent life lost in the conflict on any side of these arguments. tomorrow we're passing the women's health protection act. it's an exciting day for some of us in the koch of the united states. we've long before supporters of roe v. wade. we haven't been able to codify it, because we never had a democratic pro choice majority with a democratic president, and now we do. and now we do. every woman everywhere has a constitutional right to basic reproductive health. yet, for years that has been questioned by some. and so do you know about the texas law and the rest of that. i don't have to go into the reason why we have to do this. but the texas law goes beyond a discussion of a women's right to choose. it's about vigilants and bounty hunters and something that is un-american. it has evoked a response. it's unconstitutional and unjust. yesterday, this is probably why you're here today. leader schumer and i met with the president about build back better legislation. and it is -- it is such -- so exciting. it's going to do so much for our country. one of the biggest middle class tax cuts for families ever creating millions of good paying jobs, unleashing the full power of women in the workplace, again, when women succeed, america succeeds. that's our -- that's what we say, and that's with -- now, if you're a woman in the workplace, this bill is for you. even for some dads. child care. child tax credit to help pay the bills. universal pre-k. home health care. not necessary for a child. could be for a person with disabilities or a senior in the home who needs personal attention. family and medical leave. paid family and medical leave. it is -- it's just -- again, unleashing the power of women in the workplace in a way that has never been done before in our country. it's historic. it's transformative. and when covid struck more than 4 million women had to withdraw from the workplace because they didn't have child care or they couldn't afford child care, or the schools -- so they had to stay home. and some dads, too. so it's not just about women, but overwhelmingly, it is. so it is -- it is addressing some of that. we knew this problem existed, but covid made it even more apparent, hence, we will be going down a path that enables women to do what they're doing. latin, do what you're doing. the work. give their full attention without worrying. we always think of our families and our children, but worrying minute by minute as to whether their children are safely cared for. what i'm excited about in the bill that's coming up is what it does for the environment. this is transformational. i use that word about women in the workplace. it's transformational. the president has established some goals for protecting the environment and saving the planet. and this legislation does just that. in a way as we were honored by the secretary of the treasury and the leader of the senate earlier that is paid for. so it is -- it's pretty exciting. we just -- we have plans that are not punitive to those we don't resent anyone their success or their achievement. but we do want everyone to pay their fair share, and in doing so, help build our economy better with women in the workplace. so that's pretty exciting for us. yesterday i had the privilege of welcoming two heads of state. boris johnson. maybe some of you were at that presentation with boris johnson. prime minister johnson. and then later in the day in the morning, same morning, with prime minister scott morsen of australia. why i bring it up in association with climate is that they were so exuberant about the urgency of addressing the climate issue. of course we thanked the prime minister of the uk for hosting. i had the privilege of doing that over the weekend when i was at the g-7 heads of parliament, and to see what was happening there in preparation. but then he made a presentation of his priorities and strongly, strongly talking about what the uk was doing in terms of climate, and the prime minister of australia morrison, he was saying we're not only addressing the paris accords, we are -- our slogan is we meet it and we beat it. they're sleeding the way. that's what we all have to do is meet our emissions responsibility and our financial responsibility to other countries so that we -- when we leave cob 26 having fulfilled our obligations to the paris accords, and then to go further. it's a health issue for our children. clean air, clean water. it's a jobs issue for our country. green technologies. being preimminent in the world on those. it's a security issue because security experts tell us that migrations and the rest rising sea levels, management of the planet, drawing up of rivers, encroachment of rivers, the list goes on. you know what they are, i think. that that is cause for competition and conflict over habitat and sources, so it's a security issue. health, jobs, security, and, of course, moral issue if you believe as i do that this is god's creation, and we have a moral obligation to be good stewarts. even if you don't share that view, we all agree we have a responsibility to our children, grandchildren, future generations to hand off the planet in a very responsible way. so a lot going on from the woman's right to choose to preserving the planet and central focus now on getting the job done that we're on a path to. the president has given us a path. for a better future for our country. a fairness. a justice. whether it's economic or environmental justice or whatever. we have -- i'm so proud of our members working this, working it. working it. writing the bills, having their own discussions about it all. now, but the president put us on a course. we intend to stay the course and pass both of these bills as soon as possible. any questions? >> i probably should reward the people who come here most and then we'll go to others. >> reporter: could you elaborate on what senator schumer said? he said you have reached an agreement on the framework. does that mean house democrats and moderates -- progressives and moderates have agreed on tax rates? how much this will cost and a price tag? >> no, we said the house, the senate, and the white house came to an agreement on how we can go forward in a way to pay for this. i don't know how you define some of the terms you use loosely there, but overwhelmingly, our new coalition, a long segment of our moderates that represented us at the meeting yesterday have been very strong on child tax credit, extending the affordable care act, subsidies and the rest. the list goes on. though we have consensus and overwhelmingly, maybe 10 to 1, 20 to 1 in our caucus as to these priorities. a higher percentage in the senate. but we wanted to make sure that it was paid for. i've always -- i'm a pay/go person. pay as you go, but sometimes i have a little disagreement in my caucus with some who just don't necessarily think we should do that, but i do. and we came to terms as to a framework of an array of agreements that we have, depending on what the need is. now, at the same time, we're finalizing on the outlay side, so if we need more, need less, that will impact the choices we make there. but this was great progress. not in terms of -- it's just that it's writing bills. it takes time. and you have to make decisions and that's what we did. >> we didn't talk about that. this is not about price tag. this is about what's in the bill. what's in the bill. for children, what's in the bill? universal pre-k, child care, child tax credit, family medical leave for their families. protecting the planet for them. it's about specific legislation. how much does that cost? how do we pay for it? it's about the climate issues, as i mentioned. the climate issues in terms of using the tax code to stimulate the business aspects of this to meet the emissions goals. and that's part of how we make some decisions in there. do these -- does this use of the tax code help meet the president's emission goals we have as a nation? so it's not about a price tag or anything. it's about values. not dollars. and we come to agreement on what people are for, or what they would cut if they wanted to do less. what would you cut? our goal is to have a very specific priorities, clearly presented with as close as possible results as possible. and i'm very, very proud of the work of our members on that score. >> reporter: you have the treasury secretary here. i suspect you've been talking about the debt ceiling. you've expressed concern there f. it seems as though every time we get so close to the debt ceiling we here horror stories. >> it is that. yes. >> reporter: but why would we think that wouldn't happen this time? i know the position of the republicans. but why would we not think that this is going to be different? >> well, because, again, public sentiment is everything. the republicans today -- yesterday, they voted to shut down government, and not honor the full faith and credit of the united states of america. shutting down government at the same time is rejecting assistance for their own constituents who are affected by hurricane ida. again, we'll keep government open. we'll have the votes to do that, and then we'll go to the senate again. but the full faith and credit is a national debate. it's a national debate. and why should it be that we as democrats always come to the rescue when it's a republican president? and we're not coming to the rescue of the president. we're coming to the rescue of our economy. of families and their -- the interest they pay on loans and their job security and the rest of that. that's the debate that we have to have. and we must succeed, and so, again, hopefully with your messaging, and this on fox news, you'll get a lot of people writing into their people and saying let's not renig on the national debt. it's about paying. you know, the former president was famous for not paying his bills. and they want to do that again. but we cannot let them do that and jeopardize our economy. >> how do you guarantee that there won't be a shutdown? especially -- >> excuse me? >> reporter: how do you guarantee there won't be a shutdown, especially if republicans end up blocking this bill in its current form? >> well, we put this bill together in a very bipartisan way. and then when we added the debt ceiling, that's when they said you know -- because our chairwoman, she very respectfully -- i'm aproep ray or the. we have a certain culture of bipartisanship or finding solutions there. and it's a very bipartisan bill underneath the debt ceiling. so we don't think it will really be any problem to pass the legislation. >> reporter: what's the announcement of the framework? are you confident you have enough support to move forward? >> we take it one day at a time. i'm confident we'll pass both bills. >> reporter: i want to ask about the women's health care profession act. the archibishop of san francisco warns it's nothing more than a child's sacrifice. you're catholic. your reaction? >> i'm catholic. i come from a pro life family. not active in that regard. different in their view of a woman's right to choose than i am. in my right to choose, i have five children. i keep saying to people who say things like that, when you have five children in six years and one day, we can talk about what businesses of any of us to tell anyone else to do. for us, it was a complete and total blessing which we enjoy every day of our lives. but it's none of our business how other people choose the size and timing of their families. my -- my -- the archibishop of the city of that area of san francisco, and i have a disagreement about who should decide this. i believe that god has given us a free will to honor our responsibilities. >> are you saying that this new framework that the bill will not be 3.5 trillion zlr? >> i'm not saying that. >> reporter: you guaranteeing this bill will be done on monday? >> i'm not saying that. i'm saying as we'll bring our legislation forward as it's ready. we didn't say anything about what the framework was, the price tag. we're talking about the values contained therein. we are for the 3.5 number because that's the number that the president and the senate sent us. we marked up to that. and now we'll go to the next step. but i think we're in a very good place. i've always been very calm about this, because it's like you -- it always happens the same way. all this bluster and this and that and who is there, but at the end of the day, we will be unified for the american people. and we couldn't be better led than by joe biden and his vision, his vision for america's working families. so that we have fairness in our economy and justice in our environment as well as in our economy and every other way, and that we open the door for women to succeed in the workplace. so one day at a time. thank you all for much. thank you. >> a good thursday morning. craig melvin here. we just got some major updates from speaker pelosi and leader schumer about the gridlock on capitol hill over some key democratic priorities. leader schumer, senator schumer you heard say the white house, the senate, the white house, they've all reached an agreement on a framework for pay-for with the multitrillion dollar budget bill. speaker pelosi drilled into the stakes around the debt ceiling calling not addressing ate potential catastrophe. she called republican refusal appalling. she said she's confident they'll be able to keep the government open. it's a step forward. let's also keep in mind the broader context here. before pelosi spoke garrett haake, he put the politics of all of it this way. democratic priorities keep running into the brutal buzz saw reality of a 50/50 senate with republicans united. police reform talks over gun law talks, over. voting rights going nowhere. social infrastructure, prekars. mccaskill pinned it down like this. >> in the process, it looks awful and stupid to america and the republicans are banking on the fact that the democrats are going to take more of the blame than they are, because they're in charge. and it looks like a bunch of idiots running around right now. >> that political gridlock just pushed lawmakers to end police reform talks inentired by george floyd's murder. coming up, i'll talk to george floyd's cousin and her message to lawmakers. but let's start with our team of experts. lee ann caldwell is in the capitol hill briefing room where speaker pelosi just finished up. we heard her questions. and monica alba is over at the white house for us. monica we'll come to you in a moment. lee ann, let's start there with speaker pelosi. you got the last question in. help us understand what we just heard in the briefing. take us through the progress, the tension, and the remaining sticking points to actually passing these plans that president biden is pushing. >> craig, you -- asked all the right questions, trying to explain what happened in the briefing room was a little bit difficult, because we're trying to understand it as well. speaker pelosi says that she has a framework now of how to pay for this $3.5 trillion bill. but we don't understand, because we thought that's what the committees were doing for the past two weeks in coming up with the framework and the details of this legislation. she declined to give a specific number of how much of this bill will be paid for. she says it will be paid for. she declined in my question to say that number and to say if that number is going to be less than $3.5 trillion. what she's trying to do is she's trying to give the illusion that there is progress, because they are running up against this deadline of monday to vote on this other bipartisan traditional infrastructure bill. and she has these different factions of her party who are still not in agreement on how to move forward on both pieces of legislation, both pieces of legislation that are critical to president biden's agenda. these different factions of the party met with president biden yesterday, separately, speaker pelosi, leader schumer met with president biden in their own meeting yesterday. and coming out of that meeting, there didn't seem to be a clat of clarity on the path forward. the progressives want specifically senator manchin to name a number. how much he is willing to spend. something that senator manchin has declined to do. progressives say still, even after this meeting last night, they are not going to vote for this bipartisan infrastructure bill until there's a vote on this human infrastructure bill, or at least get some assurances including from senator manchin on where he stands, and that there will be a commitment to vote on and pass president biden's big agenda item this $3.5 or whatever trillion number it's going to come out to be. >> you mentioned senator schumer. he was flanked there by treasury secretary janet yellen. that's probably the shortest amount of time i've ever seen senator chuck schumer at a microphone. it was very brief, and then he left with the secretary. she didn't say anything. but -- and then we heard speaker pelosi talk about the debt ceiling. correct me if i'm wrong. it sounded as if at one point they were questioning whether there'ven needed to be a vote on the debt ceiling? did i misunderstood? >> yeah. that's a little unclear as well. i mean, the vote on the debt ceiling doesn't necessarily have to happen next week. before september 30th, before that government shutdown deadline. the vote on the debt ceiling as janet yellen has said publicly, needs to be sometime in october. she thinks mid october to late october. there's still time for that. but what democrats have decided to do is to tie those two completely separate issues together in a way to try to force republicans' hands to also vote for the debt limit. republicans at this point are standing strong, saying they are not going to do it. and so democrats have some decisions to make as you just saw. and as you just mentioned. janet yellen was in a meeting with speaker pelosi, and leader schumer just before this press conference. there doesn't seem to be a lot of clarity on the path forward as we are still waiting on the senate to vote on this short-term government funding bill that is tied to a suspension of this debt limit. >> monica, we saw the whirlwind of meetings that president biden held with every slice of the democratic caucus on wednesday. what's the next step for the white house to get this done? >> reporter: well, i thought it was notable what lee ann hit on. they are trying to project on capitol hill this illusion of progress. that's why you saw those three at the podium trying to stand united, saying that it's both the senate, the house, and the white house that have a1993ed on a framework for potential pay-fors. but then spoker pelosi, when you get to the details said we're taking this one day at a time. in her words, she said this was about values, not dollars. but in those meetings yesterday that took place in the white house behind me, a lot of the discussion was about the price tag. and that is where you had the president really coming in in the words of the white house, rolling up his sleeves and trying to arbitrate between these different factions to try to get them to a place, but he essentially issued a homework assignment. he said get me some numbers you're comfortable with and then come back to the table. we understand today these meetings, these discussions, negotiations, all continue on. it's not like they've reached some pivotal agreement and so even though they're trying to give that sense so there's some sort of progress or accomplishment feeling, that isn't from what we understand in the white house, where things are at this moment. things are still very fluid. conversations continue. and the president himself may even meet with lawmakers today who come back to him on some of these proposals, or they could continue at the staff level. it's one of these rare days where the president doesn't have anything on his public schedule. so you would assume they're leaving time here for him to do this. though, the other indication from white house officials is this very much could drag onto tomorrow and through the weekend. a big thing also i thought there from that press conference which lee ann touched on is that when speaker pelosi was asked about the date about a vote on monday, she said we're taking this one day at a time. she didn't commit to the vote which she had outlined at the target, september 27th. that's another major question for the white house. is that something they would like to see happen or are they saying those -- both votes could be potentially delayed until further. we have a press briefing with the white house press secretary in a little bit here. so that will be a main topic of conversation. from what we understand, the president, this is the most engaged he's been with lawmakers for something that's at the top of his domestic policy agenda, and he wants to see this done in the short-term, because he's very worried about if this gets punted down the road, it not becoming a reality at all. >> sure. and lee ann, you have 11 progressive senators who released the letter on wednesday afternoon backing their progressive counterparts in the house who are holding fast to the two-track plan you mentioned. i think most democrats would agree, it would be political malfeasance to not pass something meaningful when you have control of the house, senate and -- >> that letter came out right before they were going to meet with president biden at the white house. and so the fact that senator bernie sanders and ten senators are backing the progressives' position to perhaps sink the bipartisan bill for the time being, if they don't get a commitment on this other human infrastructure bill is really critical. and senator sanders doubled down on that position this morning on cbs. let's listen. >> we got 50 people. we can't lose one. what we are trying to do is negotiate. i think at the end of the day, we are going to come up with an agreement. i originally and what the overwhelming majority of the democratic caucus want is a $6 trillion bill. we have already made a significant compromise. now, the president is -- i was in the white house yesterday. the president is doing a very good job trying to bring people together. we will see what happens. >> reporter: and senator sanders says that $3.5 trillion is already a compromise. he wanted $6 trillion, remember. and as this framework that speaker pelosi and leader schumer mentioned that they came to an dwreemt on on how to pay for this human infrastructure bill, well, our producer frank thorp caught up with senator sanders, and he had no idea what he was talking about. he has not been clued into the the framework and what it is. >> frank on the hill with the police reform negotiations on the hill. senator booker and congresswoman carrie bass trying to work out a bill after the policing act was passed in march. after scott rejected the democrat's latest scaled down proposel tuesday, that was apparently the end of the road. i'm joined now by george floyd's cousin. she is also president of the george floyd foundation. viewers and listeners on sirius satellite radio might recall the bill that passed was named after george floyd. we talked about george's death, after derek chauvin was convicted for killing him. you've been vocal on the issue of police reform. when you heard negotiations collapsed, what did you think? >> totally disappointed. we were extremely disappointed at this point. as you know, since march we've been optimistic. you know, that as long as there was some sort of conversation going on, that we -- did, in fact -- and now we're to the place where it's like you feel like the president needs to step in and do what needs to happen to make the law come into play. >> you mentioned the president. the white house says that he might have to take executive action on police reform now. anything specific that you'd like to see the president do? >> i don't have anything specific. i just feel like that, you know, we've been very patient as everyone else has watching this progress kind of play out. and to just see it come to a screeching halt. yesterday it seems at this point the only way that we can see any real change take place is if the president steps in. so for me, it's just that whatever it is, that he can do to make sure that a change truly happens, i think he should do it. >> senator booker tried to explain why he walked away from the dwoerkss. he says they weren't making progress. republicans kept trying to water down the proposal. he said he was getting to the point where he couldn't look families in the eye and tell them they were addressing issues that, quote, put your family member in harm's way. how do you feel about senator booker's reasoning? >> well, i am in agreement with that. because i think when we spoke earlier, i talked about the fact that we were in part good with continuing to wait, because we wanted a bill that was not watered down or something that had some true substance and truly held policing accountable. so i think that's -- you know, as we were waiting for that to happen, it's kind of like maybe they can come to some sort of -- reach an agreement that would not water it down to a place where the policemen still weren't being held accountable. that we had sort of a ceremonial bill, if you will. so i'm in agreement with that. you know, if you are at a place where you're going to pass something that's not truly going to hold the officer's accountable, what's the point? >> you said on wednesday that you were feeling, quote, pessimistically optimistic about police reform. is that still the case? >> i'm thinking and leaning more toward just being pessimistic at this point. there really hasn't been much shift from when we had the initial conversation where my position was pessimistically optimistic, and so at this point, i think -- we just really need to see a change. >> do you think that all parties involved were acting in good faith? do you think they were sincerely negotiating or just as my grandma would say, just going through the motions? >> i would like to think that everybody involved had at least some interest in making sure something truly positive came out of this. i would say i think there was good intent, but at this point we need to is underway. we expect the committee to vote today on who will qualify for that third dose. you'll recall on wednesday, the fda authorized a third pfizer shot for people ages 65 and up. and those in high risk for exposure or severe illness. the cdc's committee will sharpen what that means. they'll sharpen who exactly qualifies as high risk. i want to turn now to a doctor, the interim pediatrician and chief and pathologist and chief at texas children's hospital. doctor, let's start with the cdc meeting happening soon. we know the fda just authorized a third pfizer shot for people 65 and older and those at high risk for exposure or folks who have severe illness or are prone to it. but about a million booster shots have already gone out according to the cdc. what are you going to be watching and listening for in today's meeting? >> well, it's important to certainly keep this guidance in mind from the cdc. very important meeting today, and their vote this afternoon following the fda's extended authorization yesterday for booster shots and doses. we're looking for further guidance on the pfizer vaccine to help protect americans. we do think it's important to move ahead on this, and making these boosters available beyond the immune compromised to elderly and also health care workers and others at higher risk due to exposure. >> nationwide. cases have dropped seven of the last eight days. that's the longest sustained decline in nearly three months. do you think that means that we may have turned a corner here on the surge? >> we're still in this delta surge. i think it's important to emphasize that the delta varnt is so highly contagious and is continuing to spread throughout the country. and even in pockets as remote as alaska. we've seen this surge throughout the country, and in various places the numbers depending on where you are, maybe stable, increasing. we have seen a drop you as you've stated nationally, and in texas certainly we've seen a bit of a decline here in september. that includes children and adolescence. that's good news. but we still have an elevated positivity. we still have children and teenagers hospitalized here, elevated numbers here. i'm sitting in the large's children's hospital in the united states. across the country we have to continue to be mindful that the delta variant is very much alive and present. and so we're going to have to stay the course to get through this surge. but i do think we certainly are past that peek. and now it's a matter of saying that the decline, how gradual that might be or will it be a steeper decline? that will partly depend on ongoing success with masking and being vigilant. >> you mentioned your hospital in texas children's. as i understand it doctors there are closely monitoring a rise in post covid issues. your hospital recently said that 25 kids have been hospitalized in the past couple weeks with multisystem inflammatory system. the hospital has found that teenagers between 14 and 18 are being hospitalized with it most. more than half require intensive care. and many need oxygen therapy. what can you tell us about this trend there, and how worried are you by it? >> well, we certainly have always been concerned about that throughout this pandemic. we first documented that in the spring of 2020. it's not new. but certainly the delta variant has had a huge impact, because so many children, adolescents, as well as adults have been impacted by misa. this children it can be life threatening. school aged children as well. younger children can develop misc. they may come in with shock-like symptoms. we know the signs and symptoms and how to manage it, but timely diagnosis and emerging care is vitally important to safe lives. we've been successful. texas children's has been a leader in misc nationally, because we've seen so many cases. nearly 200 cases. and we've seen this spike as predicted. very predictable here in september due to the delta parent. we typically see this three to six weeks after the acute initial infection. misc is here and will continue in the coming days and weeks, and we need to remind parents to be vigilant of symptoms that resigned. in his resignation letter the ambassador daniel foot blasted the biden administration writinging quote, i will not be associated with the united states inhumane, counter productive decision to deport thousands of haitian refugees. the latest fallout in the surge of migrants mostly haitian camped near the u.s. southern border. meanwhile we are also learning about plans for a little-known migrant detention facility. government records reveal the biden administration is seeking a new contractor to run a migrant holding center on guantanamo bay and dhs insists it has nothing to do with the border surge. ken delainian joins me with more and tell me why the government might be looking for a new contract. what's going on here? >> good morning. when we first start this department of homeland security contract solicitation last night we were struck by the fact that the government putt put out a public notice sunday. and one of the requirements was that some of the guards speak spanish and creole in a crisis of haitian migrants on the southern border but dhs issued a statement that they have and will not send haitians to this center saying this is simply renewal contract and housing haitians and cuban immigrants picked up in international waters. some critics respond that no migrants should be at guantanamo period. they point out that this is an austere and remote military bass famous for housing terrorists. i was down there covering the 9/11 trial i didn't see or hear anything about this facility but it has a long and controversial history. around 12,000 asylum seekers were detained there in the early 1990s and most of them returned to haiti but dhs says they have no plans to send haitians there from the border and it is a reminder of no easy answers
