shots into arms, and america is a world leader in the vaccine distribution, and there's big news today from moderna which has began testing vaccines on children from babies to preteens. the news so many parents have been waiting for. but -- and this is important, we are at a critical juncture, and i know, i know, i know you have heard this a million times before, still, how we handle the next few weeks could either propel us back to normality by midsummer or we could end up like europe, gripped by what the french president called today a third wave. italy has returned to lockdowns. more infectious variants have become the dominant strains there and we are in a race against time before they become the dominant strains here. across europe the vaccine rollout has been sluggish and now there are concerned about the astrazeneca vaccine which is widely used there. a wave of european countries hitting pause on the vaccine because of concerns over dozens of cases of blood clots out of millions of people vaccinated. we have the doctor here to give us perspective on that news and more. and then the fork in the road here at home, shots in arms, a plunge in deaths among nursing home residents, tearful reunions, and grandparents hugging their grandkids for the first time in a year, and yet there are scenes like this, spring breakers from texas to florida, packing not only beaches but indoor spaces, overflowing with maskless partiers. >> i just feel like it's time to move on in our lives and get back out there. >> i have been around a couple situations where i was closely exposed and nothing happen to me so i kind of got over the fear of it. >> when you are out there, are you talking about ocean drive? >> yeah. >> what is the like at midnight? >> chaotic. all the restaurants get closed and everybody is pushed out on the street, and it's a big mess. >> new polling shows one-third of republicans say they will not get the vaccine, and another poll finds that nearly half of republican men who supported donald trump in the 2020 election say they will not get vaccinated. half of them. the only way out of this nightmare is if the vast majority of us do get vaccinated, so how do we take the path towards in-person schools and businesses and airports, vacations, and eating indoors at restaurants, and not get on the path in europe. joining me is keir simmons who is in london, and former white house health policy director, dr. patel. welcome. sam, i was talking to the former head of the cdc yesterday, dr. freedon about whether or not it's a bad thing for the people to be out on the beach, and he said that's not the bad part, the bad is going into restaurants and hotels without a mask, and we have seen a ton of images from the beach, but what are we seeing down there that's happening in miami. >> reporter: i don't know how clearly you can see the color of the water over my shoulder, and it's a turquoise aqua blend, beautiful, and white sand beaches beckening people and you can understand the attraction, and the issue as you pointed out is not what is going on here, families, vacationers, and they are largely spacing out on what is several miles of sand. that's not the big problem. the big problem is what happens when the sun goes down and everybody goes out at night, bars, restaurants, streets flooded with people and there's this dynamic, katy, where the mayor of miami beach wants to allow people to be fined for not wearing their mask but at the state level ron desantis says nobody can be fined, and people are flocking down here and flooding the streets, and it's like a perfect storm. i can tell you i spoke with the miami beach police department and they said between february 23rd and march 14th, 900 arrests have been made, and that's when staffing started to pick up because of spring break. this past week alone there were 21 gun seizures, and almost a level of criminality going on, and there are lives at risk, and certainly grandparents and loved ones not here in florida right now but are seeing folks that will be returning from spring break, that's the worry. here's what some college students that want to be safe say about what they are observing. >> there are a lot of people without masks on, and we are have been distancing ourselves from that, and walking up and down the strip there's lot of people without masks on. >> is there anything down here that would worry you that we could go backwards? >> in a sense, yes, but at the same time, like, i don't really think it's going anywhere. we can't make anybody stop coming to these different destinations, and especially because it's covid here and people are getting this money now and are wanting to travel. >> reporter: you asked what conditions were like on the beach, and that group of college students put on their masks to do that interview, and they say they are being safe and you see students congregating together on the beach and that's a thing, and the uk variant still a concern, and you have already seen the most documented cases of the very infectious variant in florida, and if we hit a percentage of the new cases being from the variant, and that's a situation we don't want to be in and that's the headline in all of this. >> i know everybody who is watching television right now was struck immediately when they saw your face, sam, and that ocean behind you and probably wanted to get on the first plane out there to go join you on that beach. i am one of them. i would love to do that. but the idea of that many people inside not wearing masks all over those streets is, frankly, terrifying. it's terrifying also what is happening across europe. why is italy in another lockdown? vaccines are here. what is going on? >> reporter: katie, a split screen could not be more stark, could it, with sam's most beautiful beaches and some of the most beautiful cities here in europe in another lockdown. in rome they are locking down, which means you can only go out for essential trips, restaurants, closed except for takeout, and bars closed, and in paris they are trying not to do that and they have a curfew in place but in the days ahead they may decide to follow italy with the red zone across much of italy, and the reason is that uk variant, it's so much harder to control once it gets a grip. now it's under control here in the uk, and greece has twice the number of daily infections as here in the uk now, and greece which managed to get through most of the coronavirus fairly safe now suffering, so you know, there's a sense of déjà vu, of groundhog day, and the reason is this new variant which is worse than the previous waves of coronavirus, and the third wave for europe is proving harder and harder to control and the reason, too, is they are just not getting the vaccinations done there the way they have done in the uk and u.s., and here in the uk one-third of adults have been vaccinated, and nowhere near that in europe. europe has been slow to get the vaccine rollout going, and even now that slow and cautious pace showing up with them, pausing the astrazeneca vaccine, despite the fact that even the european medicines agency saying there's no evidence it causes blood clots, and among 17 million vaccinations, 37 people got blood clots, no different in numbers than the general populous at any other time, so europe really struggling. it's causing huge political tension for europe, katy. >> so dr. patel, given what keir was just talking about with europe, the slow rollout of the vaccine, and the issue with astrazeneca, are we heading towards europe? is it safe to say we are going to avoid what's happening in europe? >> katy, i do think we will not reproduce europe -- usually we follow europe by two to three weeks and that's been like clock work, and it's hard to say the united states is leading in covid, but we are, and we are vaccinating 3.5 to 2.5 million people a day, and we do start to build immunity several weeks even after that first dose, so katy we are going to see an increase in cases largely driven by a lot of the behaviors or irresponsibly we are seeing as well as the combination sam referenced, the uk or the variants we know are more infectious and likely more deadly, but it won't be the surge you are seeing in the eu and we have two reasons for it, the vaccine rate we are at as well as some idea of a season al tea, and we think the warmer weather may contribute to a decrease of activity in the united states. >> let us hope so. we all envy at this moment, sam, and thank you all for joining us. we just heard from president biden as he left the white house for pennsylvania. let's listen. >> reporter: [ inaudible ]? >> not at the moment. >> reporter: are you able to share shots with other countries, and who will be the first country to get the vaccine? >> i have been talking with several countries already. we will let you know that very shortly. >> in case you didn't hear that, he said he had no plans to go to the border and he was asked if he planned on sharing the vaccine supply here with other countries and he said we will hear that news soon. dr. collins joining me. it's good to have you. let's talk about what is going on here at home and these variants. right now are we vaccinating at a pace that will outrun the spread of these variants? >> well, that is the right question, and we could be. at the rate we are going, as you heard, 3 million immunizations per day, and close to 30% of the population over 18 now has had at least one dose, and we are on a nice upward trajectory, and boy, do we need it, because that particular variant that is causing such difficulties in europe called b117 is also here in the u.s., and particularly i might say in florida where you just heard that report, which is a cause for all of us to be a bit alarmed. but the vaccine works against that variant, so the best protection we have is two-fold, one is get everybody vaccinated as quickly as possible, and meanwhile do everything we can to prevent transmission of cases from people who may have no symptoms but could still be spreading this variant to others nearby, which means wearing the mask, and keeping that six-foot distance, and stay out of the bars with your masks off. what are you doing? this is exactly the wrong thing to do at this moment if you don't want to end up where europe is. >> just stay outside on the beach. looks so lovely there. you don't need to go inside. what about the poll we talked about at the top of the show showing the vaccine hesitancy among republicans, and nearly half of the republican men that voted for donald trump in 2020 said they will not get to the vaccine, and can we get to the numbers we need to get to safely open back up if those folks don't do it? >> isn't this weird. if you were an alien that just landed on the planet and you looked to see what was happening with the vaccine, and it turned out your political party was a major factor in decided whether or not you decided to roll up your sleeve or not? does that make any sense? no, it's a reflection of how many things in this country have been overshadowed by the polarization that relates to politics, and look at the data, and republicans are smart people, too. when you look at what we know about the vaccines that have been approved in the u.s., pfizer, moderna, johnson & johnson, the evidence for safety and efficacy is overwhelming, why would you say no to something that could save your life and keep you from giving this to somebody else more vulnerable than you. this is the time to love your neighbor and roll up your sleeve. >> part of the argument that people will say, listen, i think we will be had herd immunity and other people will get vaccinated and we will be fine. is there such a thing as herd immunity when a virus like this is mutating as rapidly as it is because so many people have it? >> the best way to keep the mutations from being even more widespread and more numerous is to make as many people as possible immune and to prevent more infections. the virus doesn't mutate unless it has a person to replicate in, and the best hope we have is for rapidly speeding up our vaccination protectory. i don't see how somebody could say that's somebody else's problem, if it's the future of our nations, our world, isn't this something we all need to agree to as a shared responsibility to try and stop this pandemic? we have got the science. we can do it. for heaven's sake, let's not leave those vaccines on the shelf when they could be stopping the diabolical virus from killing more people. >> there's another argument being made and i won't name the person making it, but they are saying, doctor, they are saying that only the people vulnerable need to get the vaccine, the young and healthy or those that already had the virus don't really need the vaccine. what is your medical scientific response to that? >> well, i certainly have heard that and i suspect if you walk the beach there in miami from among those young people, you could hear a version from that, and you will hear if i get it i won't get that sick, so why do i need to worry about it? it's for that reason those are the most likely to get the virus and maybe not have any symptoms at all and then give it to those around them, their neighbors and grandparents, and all those vulnerable people, they could be the vector. are you willing to say that doesn't matter? why wouldn't a young person, when they get the chance, and we are working down through the risk categories, when you get the chance, roll up your sleeve and say i want to be part of ending this, not just to save myself but to save other people around me. >> if it's mutating you never know how effective the vaccines are for those that have gotten it. let me ask you on the astrazeneca vaccine, and europe has stopped it because a few dozen blood clots. is that a good idea? you don't do this. we do this, together. bounce forward, with comcast business. do not come now. give us the time to rebuild the system that was entirely dismantled in the prior administration and we have, in fact, begun to rebuild that system. we reinstituted the central american minors program that provides a legal and safe way for children to make their claims here in the united states under the laws that were passed unanimously by congress many years ago. >> there is a humanitarian crisis on the u.s. southern border. families fleeing poverty, gang violence and food shortages and natural disasters are sending their children north for a chance at a better life. homeland security secretary revealed today the u.s. is on pace to see the most border border crossings in 20 years, but there's no silver bullet for these kids if they do make it across the border, and the biden administration is struggling with how to safely house them until they could be processed into the system. as of sunday there were 4,276 of migrant children in u.s. custody, and while the press struggled to gain access to these facilities, and lawyers describe a lack of basic resources like beds and blankets. joining me now is nbc news correspondent in texas, and nbc news correspondent jacob. >> tell me what you saw and what you heard? >> reporter: katy, we are hearing a lot but we are not seeing very much other than some buses that have been pulling in and out of here all day. we can't tell who was on the buses or how many people are there. we continue to ask for access to this facility. we also have asked for videos or photos of the facility in its current condition, and we also asked for numbers of how many people are actually inside. we were told they are not giving those out for operations and security reasons. what we know is largely coming from lawyers and family members that we have been speaking to. we know this facility is meant to house around 250 people, but one lawyer familiar with the conditions tells me the actual number is likely many times that. she interviewed about 20 children last thursday. she said she met kids as young as 1 and as old as 17, and she told me they were upset and confused. we did hear sounds of children outside for a short time yesterday. the lawyer told me they are getting about 20 minutes outside every few days. now, we also got the chance to speak to the mother of a 4-year-old girl who was held here. the mother lives in the united states, came here about a year ago and wanted to bring her daughter to be with her. the little girl came to the u.s. u.s.-mexico border, and the child was deemed an unaccompanied minor and placed here in the facility. the aunt provided the contact information for her parents and they were never contacted her and thankfully the lawyer was able to track her down, and the child was transferred to foster care for several days until finally after pressure from lawyers and some politicians they were able to reunite. katy, i want you to hear from this mother, and she spoke in the condition of unanimity because she's an asylum seeker here, and talk about the impact on all of this on her child. >> reporter: can you tell me about your daughter? >> reporter: katy, as heartbreaking as it was to hear from that mother, this was actually one of the lucky cases. there are many, many more families that are stuck in the bottleneck of this overwhelmed system right now, katy. >> jacob, what in the world is going on down there? >> you know, i have to really, really appreciate the reporting tkaurba just brought about an aunt that was ultimately separated, it sounds like, her niece. the biden administration is saying this is a perfect example. it wants to create a more fair, safe, ordinarily and humane immigration system. part of the reason you have so many kids backed up at the border patrol station you don't have capacity in the shelter system where child welfare professionals that are to take care of these children. remember, what they are fleeing. malnutrition, violence, and often brought on by climate change. under the law right now the u.s. government has to separate anybody who is not a legal guardian or parent from their child when they arrive on the southwest border. that means that those kids in the situation that was mentioned are not processed correctly through the border patrol station instead they have to go through the office of refugee resettlement, and is part of the biden administration looking at who gets to remain with the secondary family members. this is how donald trump separated children from parents for cruelty, and now it's part of the reason the system ends up so backed up. it's a great example and great reporting. >> it's also a reason why our immigration rules just aren't working, at least down there. they don't seem to be working down there at the border. anybody with a child, any parent knows you don't do that journey with your child unless the journey itself is safer and the result is safer than what you have back at home. thank you guys very much. coming up, a u.s. senator says the overwhelmingly white insurrectionist at the u.s. capitol didn't scare him, but they would have if they were black lives matter protesters. and joe biden is taking credit for the stimulus, and who is he talking to and what is he going to say? >> katy, there were things we already new and big information. the big thing we already knew is russia actively interfered in the 2020 presidential election. we assess that russian president putin authorized and a range of government organizations conducted aimed at supporting president trump and undermining conference in the electoral process. so that's russia. but here's what really interests me, katy. china took a look but decided in the end not to conduct an influence operation or interference operation over the 2020 election and that's despite the assertions by many senior trump officials, including john rat cliff, and william barr, the attorney general, that china posed a major threat to the election. another interesting item in here, katy, the ukrainian par said he was under the control of vladimir putin himself. putin was directing his operations. we are still going through this, katy, and a lot was already known about what these actors did to influence and did not to influence the presidential election, and those are the top lines as i see them. the report says iran did try to undermine president trump's candidacy. there was a dissent, one small part of the intelligence community thought china did a few things to denigrate trump. >> incredible. ken, thank you very much. president biden is on air force one as we speak. he's headed to pennsylvania. he's going to be in delaware county in the next hour. it's his first stop on the help is here tour taking credit for the $1.9 trillion american rescue plan. joining me now from philadelphia is nbc news correspondent, carol lee. she wants to make sure people know this administration is the one that is helping. how is he planning on selling it? who is he talking to? >> reporter: as we have seen, they are focussing on different aspects of this bill that the president signed last week. we saw the first lady, for instance, yesterday, focused on school reopenings and the funding in the legislation for that. today the president is going to go to a business in chester, pennsylvania, not far from where i am here in philadelphia, and highlight the benefits that are in this bill from the white house's perspective that will serve small businesses. there's some $50 billion funds that are targeted towards small businesses and it includes things like grants and an extension of the paycheck protection program in the legislation. so the president's message is going to be not only that help is here, and that's the way the white house is branding this campaign, but that more is coming and they are going to see this implementation through and businesses will be seeing some relief soon. some of them has been, as you know, hard hit across the country and particularly here in pennsylvania. one thing, katy, we are told that the president will focus on specifically here is the bill he signed on minority-owned businesses, so look for that as well from the president today. >> thank you very much. with me now is pennsylvania state representative, malcolm kenyatta. he's running for pennsylvania's open u.s. senate seat -- there you are. all i saw was a black screen next to me, sir, but you are here. the relief bill, does it work for you or is it enough money, too much money? what is your reaction to it? >> my first reaction is, welcome home, mr. president. it's exciting to have the president here in pennsylvania. this american rescue plan is huge for pennsylvania, incredibly consequential. we have $7.4 billion going to the state government where i currently work, which is going to help with so many things that we have been struggling to do here at the state level. $4.9 billion going to local governments, and in the reporting before i just came on, there's billions of dollars targeted specifically to minority business owners. we absolutely need this. this is a moment here in pennsylvania where we have seen the unemployment rate climb, where we have seen so many people standing in food lines and where working people really need a hand up, and that's why it's good to have somebody in the white house that understands what it looks like when things aren't going the way that a lot of people are feeling right now, what it looks like when families are really hurting. he understands that in his bones, and i understand it in my bones and i think starting here in pennsylvania, which is going to be a key in consequential senate race, it's a great place to start. >> you were a big proponent of hiking the minimum wage. that is not in this bill. how much does that hurt the effort to lift people out of this recession from the pandemic? >> you're right. you know, the starvation level wage that we have currently here in pennsylvania is despicable. i got my first job ever -- i had a job under the table at the age of 12 washing dishes to help my mom pay the bills so i know exactly what it means to have a family that's struggling. here in pennsylvania we just had a hearing last week and people can go right to my twitter and see the exchange where the co-funded commonwealth believes there should not be a minimum wage at all. it would be helpful here in pennsylvania that we had two senators that supported raising the minimum wage and it would be helpful if we had a senator like myself that understands in his bones what is broken and hurting and it's unfortunate the minimum wage was not in this current package but it's a reminder we have to double down and triple down on doing the type of organizing and outreach to get this lifted. it's really disgraceful that we have not raised it for over 13 years here in pennsylvania. >> i know you want to be in the u.s. senate. if you were in the u.s. senate would you advocate getting rid of the filibuster? >> we absolutely have. i don't understand the debate here. the filibuster has been used repeatedly to stymie progress. it is something that we have to get rid of. we have to do it as soon as possible if we are actually going to have the type of meaningful progress that pennsylvanians desperately need. if we look at what we just saw from the republican minority, they have zero interests, zero interests in helping people hurting right now. not one republican voted for this plan. >> let me ask you this, if you were in the senate and you are running for the open seat in 2024, and say the republicans have a 51-49 majority, would you still be in the advocacy of getting rid of the filibuster? could the voting act, could hr-1 being voted on in the senate, could it escape a filibuster for that one bill? >> the senate is introducing its own bill this week called sr-1, it's similar to the house's bill, voting expansion, and democrats think it's critical, especially in the current environment to get this passed. so yes, this does relate to the filibuster senator durbin on the floor last night in his speech talking about reforming the filibuster went into the history of it, pointing to 1957 when then-senator thurman used a filibuster to hold back and block the civil rights act back then. that was his big goal. senator durbin is saying, and this is the furthest he has gone in at least a decade talking about reforming the filibuster. there's different iterations there, and there's some democrats that want to abolish it altogether and there are others like senator durbin that want to enforce the filibuster rules, making sure they have to stay on the senate floor to talk out the filibuster, and not just catch a flight home and let everybody be stuck in the senate. >> we just watched joe biden deplane air force one in philadelphia, and he's trying to sell his relief bill to the american public making sure this administration gets credit. is the rest of the agenda doa with the filibuster in place? >> essentially, yeah. what joe biden has said and made very clear, he has a progressive vision and administration, and the kinds of things they want to do are big and sweeping, so one thing that people i continue to talk to, they say while you can look at every single thing joe biden wants to do as president, and for activist, the voting rights act, hr-4 which has not passed the house yet, it's the most important aspects of that because if you have a senate where you keep hitting -- you can't hit that 60-vote threshold, it doesn't matter if you don't have the power. so you win the presidency and the senate and the house but you can't get anything done, and it doesn't matter. also, i wrote in the playbook today, they are making very clear connections with what is happening in state houses around the country where republicans are working to restrict voting rights and the filibuster, that it matters that black and brown people that got joe biden into office get to vote, have the right to vote unimpeded in this country, otherwise none of it matters. >> eugene, let me ask you about senator ron johnson. he said he was not scared of the insurrectionists at the capitol, the ones chanting hang mike pence, et cetera, but he would have been scared if they were black lives matter protesters, and he went on to defend this statement by writing an op-ed. let me read you what rewrote. their politics together with their taste from the violence, and so so different from the trump as you were supporters i know personally. that should concern us. there's a reason why the boarded-up windows came so soon after joe biden's election, they were worried about what biden supporters would do if their guy didn't win. i went to so many trump rallies, so many of them got pretty scary and violent. and eugene, the insurrection happened a couple of months ago. those were trump supporters beating up police officers, chanting hang mike pence. what is going on with senator johnson? >> he's a trump man through and through, right? he can't say anything that goes against our former president, donald trump. i think what is interesting, you just talked about this. you were at a lot of those rallies, and they were always violent. there was always this sense of violence. when you're not the media, when you're not a person of color or a protester at those rallies, you're not someone who would be scared. ron johnson may not have been scared when he was there, when mike pence had to be ushered out, because they wanted to hang him. or when they were creepily yelling for nancy pelosi. he may not have been scared of that. but the vast majority of people were, because we saw exactly what happened. an officer died, other people died that day. so it is this kind of disconnection from reality which he's trying to push, this idea that had it been black and brown people, it would have been the same thing. and i don't think that's entirely true. >> well, i mean, look what we saw happen on january 6th. eugene, lee ann, thank you very much. up next, michelle obama reacts to claims of racism in the british royal family. we have a "today" show sitdown. ahh, thank you! ready to eat?
