people were running it. as we speak there are still more than 500,000 homes and businesses without electricity, heat, in some cases even water. there has been at least 21 weather related deaths in texas alone that we know of. residents there are furious. they just want their lights on and their heat. but even as some officials are trying to make that happen, other leaders are spending their time getting political, trying to place blame and turning this human crisis into some sort of nonsense political debate. one analysis in the texas tribune asks this question, do state leaders even know what they are doing? i want to start with antonia hilton in houston, texas where people there are still suffering through this brutal cold. antonia, what is going on there and do you have heat where you are? >> reporter: hey, stephanie. i do have heat, thankfully. i was able to find a hotel that is still in decent shape although they're not sure that is going to last, necessarily, through the next couple days but people here are in fight or flight mode, stephanie. i have spoken to meal who haven't showered since sunday. and now that the roads are in better condition people are driving around frantically looking for somewhere to stay, a hotel with vacancies, a friend that they can move in with to share resources. the electric reliability council here in texas says they're making progress, they're making improvements, getting power back up, but right now they still don't have community level information about when specific neighborhoods are going to get their heat, light and water back to normal. i spent much of the day yesterday talking to a mother of three special needs daughters named shamika -- her daughters rely on a medication that needs to be refrigerated. she drove them around in a car frantically looking for somewhere to go. take a listen to this conversation i had with her. >> we packed everything up and we literally just drove around yesterday, like for hours. and it makes me really sad right now because it was like, you know, we didn't have any answers for our kids, you know, we didn't know where we were going to go, what we were going to do, we're just driving hoping we don't run out of gas. >> reporter: something else she mentioned is she's now looking at a financial impact in addition to the health and safety one, this money she's had to spend, driving around, looking for food and shelter for her kids this is not extra money she and her husband had ready for a crisis like this one. in addition to finding somewhere safe and warm to stay and food for her kids to eat she's worried this is hurting her bottom line. >> antonia, stay safe where you are. i want to dig deeper into this and bring in judge lena hidalgo, the chief executive of harris county, texas. judge, what is the situation right now and how are people coping? >> last night was about the fourth night in which hundreds of thousands of people were without power here in my community. so harris county is home to houston, 33 other cities as well. 5 million residents and since monday, about half of them, 2.5 million without heat and power for a large part without water. this morning we do have better news. so ercot, this agency, this -- that runs the grid in the state has finally managed to get power back online. and so now we're down to only -- relatively speaking, right -- 46,000 homes that are without power. a lot of those, if not all of them, are because of weather issues. so those are the -- the power lines that are utility is working to repair. with that silver lining comes yet another crisis, and the cascading effects of these power issues. which is the water crisis that is unfolding. even as the power comes back on a lot of people are lacking water. the city of houston, several other cities within our county, most of them are under a boil water notice. and the water pressure is down because the generators failed that keep that pressure up so now we are dealing with the continued effects as well as folks who are hungry because they've not been able to access food for the past few days. i am hoping that things will not go get worse again as far as power but now we're looking forward to all of these other challenges that came from that lack of preparation on the part of the state and the state institution. >> explain that, explain this power grid fail because while you're dealing with freezing temperatures most states deal with it and they don't end up in this situation. >> yes, so texas has its own power grid and it is run by ercot. in theory ercot should have prepared for a situation like this. we all knew we were going to have historic low temperatures. in practice, they did not prepare. they did not have sufficient stores of energy. and their plants came offline, several of them were not able to produce power. so that meant that the supply was down. the demand, of course, was up and in order for the power grid not to fail it is imperative for those to be even so over the past few days they have been ordering utilities throughout the state to basically shut power off in order to balance those two and that has been unbelievably frustrating for residents who, once this passes, all of us are going to be asking questions as to why -- what kind of system has been set up at the state level that allows these institutions and the private companies that produce this power to get away without preparing and without being able to have a resilient energy infrastructure in the energy capital of the world. >> former governor rick perry says not the case, he says texans like it just like this. he said that texans would be fine with enduring blackouts for a few days if it means keeping the power grid independent from the federal government. what do you think about that? >> i just don't see how he can assign that kind of perspective to the millions of residents, including first responders, families i've been working with here who have lacked power and water for so many days. we've seen people struggle to stay warm, huddled together to simply try and survive the night. people gutting their homes now to deal with the pipes because of the lack of electricity, the lack of power, and just incredibly tragic stories, carbon monoxide poisoning, roadway accidents. i mean, it is -- our lights, our stoplights have been out, hundreds of them. we've had issues in hospitals. we've had issues in fire departments. nobody chose this. and it's unfair, i think, inappropriate and really sad to pretend that texans chose this. i can tell you, they did not. >> wow, thank you. i do want to ask before we go, the number right now that we know of, there are 21 confirmed deaths. when this is over do you think the number is going to be a lot higher than that? >> unfortunately, i do. you know, with these kinds of disasters it's hard to get an accurate count. a lot of my first responders here have been working so hard just to try to keep people safe that they have not had the opportunity to stop and really report back what's happening. i've heard from some of the them, you know, these numbers are estimates. so i hope we won't see a large increase but we're certainly bracing for that. and we're still waiting to see, we have another hard freeze coming tonight as things thaw into tomorrow and the next day what other infrastructure impacts are we going to discover. >> judge, thank you for all you're doing. i want to bring in matthew dowd, the founder of country over party, joining me on the phone from texas. matthew, you are a transplant texan, how that has this human crisis become political? you're talking to me from a hotel room because you had to leave your house. >> well, thank you, stephanie. as i've said, i feel better than most. we've lost power three or four times at the hotel since i've been here. i'm going to try to venture back home and assess the pipe damage of frozen pipes at my house. we're having more intermittent power so that's a good sign. but it's a complete failure of this leadership of the state. it's -- it ties back to a lack of investment in infrastructure. i would ask people, we can do two things simultaneously, stephanie. we can get people the help they need, your people watching or listening, to look for all the charities that are working, looking at beto o'rourke's twitter feed, who has a number of suggestions of what people can do but we can also assign responsibility in the midst of this and we are at another point where politicians who mislead the public, who lie to the public, put us in a dangerous situation. we saw it in flint where that happened, we saw it in the covid situation where the president misled the public. we saw it in the election cycle. which led to an insurrection and now we're seeing it in texas with the governor and the former governor misleading the country and misleading texans, it's a dire situation. people are trying to help each other out without much leadership from the state but that's where we are today. >> you said that people in texas need to remember this incident so in the future they choose leaders with integrity who won't lie to them. why do you feel the need to say that right now? >> well, i feel the need to say that right now because we have such short-term memories and we watch things happen and we've watched it all happen. i feel like 2020 didn't end in regulation. we're now in overtime of what all happened in 2020 with what we're experiencing this year. we should not forget. and i thought about this morning when i woke up this morning, today is the day that jimmy lee jackson was shot in alabama because he was a vet, and because he was objecting to voting rights, or he was looking for voting rights, he was shot today, died eight days later but on this day in 1965. the people in the civil rights movement did not forget and pushed and pushed and pushed until they finally had some sense of justice and people understood the truth. we need to do that today. i know the election cycle and i know the legislative sessions are far off, but we cannot forget these things that happened and the lack of truth and the lack of responsibility and the lack of accountability by our leaders, the only way we can fundamentally hold our leaders accountable and demand leaders of integrity is in elections. it's the only way in our republic that we can do that and the only way we do that is if we don't forget when people lost their integrity and weren't leading in a state or in a country. we cannot forget. >> governor abbott has been spending time this week on cable news blaming this crisis on the green new deal which makes absolutely no sense, the green new deal hasn't even been passed federally, certainly not in texas. so that's a lie. but what's he doing on the ground? you're in a safe hotel. what's happening to people outside? are they getting the support from lawmakers that they need? >> the real bottom line answer is no. the governor has put out various statements and done various things i think he did when he was on fox news was outrageous. i tweeted this out earlier. it's akin to a restaurant owner who's after all his customers suffer food poisoning, blames the problem on, because the menus were printed on recycled paper. that's the same thing when he blames this on the green new deal. nothing to do with the problem. the fossil fuels industry which has brought us to this climate change problem, which is why we're having winter storm events and storm events around the country from wildfires, they brought us the problem and right now they are the problem, and why we're not having enough energy in people's households. i think the governor is trying to find everybody else other than himself to hold accountable when she should be holding himself accountable. i don't understand why leaders don't say, listen, i messed up, we should have planned this better. here's what i'm going to do in the future and most texans would think, okay, mistakes were made, you're going to fix is situation but when you don't point the finger at yourself and point it at everybody else it doesn't solve the problem. >> matthew, thank you for joining me. millions of people across this country, they're not political, they want to be physically safe, financially secure and socially free and right now, millions of people across this country, but most specifically in texas, are just not safe. coming up, at noon today a big show on capitol hill, i assure you, i will be watching, the ceos of reddit, robinhood and a few key hedge funds will face serious questions about the rise and fall of gamestop's stock. i spoke to wall street's worst nightmares, congresswoman maxine waters and senator elizabeth warren about what they want to see and what they want to hear in today's hearings. but up next, one couple in their 70s had to drive a thousand miles to another state to get a covid vaccine. they're not the only ones crossing state lines. and it is raising a lot of questions about these so-called vaccine tourists. they ain't on vacation. we're going to dig into that. their only friend? >> reporter: desperation, or at the very least frustration, i mean, there are two basic categories, one people who don't qualify in the state where they are, so desperate to get a vaccine they will cross state lines. the other are people who qualify where they live, but they can't get an appointment, which brings me to nate and sue mathes, thank you for having us on your beautiful property. so you called and called and called trying to get an appointment. did you ever get a human being on the phone in alabama? >> no. >> how frustrating was that very frustrating. i called nathan and he had a friend in mississippi and was talking to him. that's when he got us an appointment. >> so you got an appointment but did you even hesitate and say, 240 miles, four times, that's just way too much. >> no, i didn't hesitate on that because i had lost some friends to covid-19. but my friend in ocean springs had got the shot that day and he gave me a phone number, and i called, and it was river hospital in doveport, mississippi, i have a young man, mr. lee bond, he's a ceo there, and they did an excellent job. they gave sue and i an appointment, and we went out there and got the first time, first shot on the 16th of january. >> then you get sick. how important was the shot for you? >> six days later i caught covid-19, pneumonia. if i hadn't had that shot i believe i would have died, it was that bad. that's a bad boy, that covid-19. >> well, we are glad you're okay. we are so glad to be here today and we thank you for sharing your story. he mentioned lee bond, he -- the ceo of the hospital where the mathes's went, he said he's been getting pushback, he said there are a lot of people calling him and saying why are you letting folks from other states in, his belief is that high risk individuals need to get the shot, wherever you are, however you can, but this is an ongoing debate, and states have been changing their rules about whether out of staters can actually get shots. it's all very confusing and as i said frustrating, stephanie. >> confusing and frustrating. two signature words that have gone along with covid since the beginning. chris, thank you. right there we have heard this and many other stories about people moving mountains to get a vaccine. but in a couple of months we might have the opposite problem, that is very hard to believe, my next guest says the vaccine supply might be greater than demand as soon as april. i want to bring in dr. scott lieb, the fda commissioner under the trump administration and serves on pfizer's board of directors. dr. gottlieb, that's hard more me to believe, someone spending an enormous amount of time to get my family members vaccinated and failed at it, you think by april we're going to be flooded with supply? >> i think it's possible that we're going to see supply outstrip demand and we'll have general availability. that doesn't mean everybody's going to be able to go online to get an appointment april 1st, but it does mean people will be able to schedule appointments come some point in april. if you look at the supply coming onto the market, moderna and pfizer are putting out 220 million vaccines by the end of march. if johnson & johnson gets approved in early march they're coming into the market in march -- 250 million doses. if you assume a 60/40 split, i think it's fairly conservative, i think that's about 150 million people you can vaccinate between now and the end of march. that doesn't mean we'll get all of them vaccinated. there will be supply that remains in the system. but i suspect the brisk demand is maybe 75 million to 100 million people. once you get beyond that i think you'll have to open it up to general availability. right now we're working through 65 and above. we'll finish that by the end of the month and march we'll make the vaccine available to other groups, but eventually you're going to have so much supply and not enough demand you'll have to open it up to general availability. sometime in april. >> are we going to have enough technicians, doctors, nurses to administer all these shots? >> look, the administration i think's done a good job taking sort of an all of the above approach in terms of how they're pushing this out. giving an increasing amount of supply every week to states so the state supply has been increasing every week, it's about 12 million doses right now that are going out every week and they've started to push it out through the community health centers, the federally chartered community health centers, and big box stores, rite aid, cvs, walgreens, walmart. so by getting them stood up now i think as more supply comes in to the market the states aren't able to handle the supply because they haven't stood up enough sites, they don't have enough vaccinators, the other parts, the big box stores in particular can handle a lot of volume. we vaccinated 120 million adults for flu last year, most people got it at a community pharmacy or a big box store. we do have an adult vaccination system in this country, it's the large chain store pharmacies. >> there's a lot of confusion, even for those vaccinated. while they might not get sick they could still spread it. dr. fauci just mentioned two new studies that show not only won't you get it, you won't be a spreader. how big of a deal is that? >> well, it's very important from a public health standpoint, the vaccine will have a much more substantial impact if it cuts down on infection and reduces your likelihood of spreading the infection. conventional wisdom is the vaccine reduces your likelihood of getting an infection, based on data we have accruing to us right now, the questions going to be the magnitude of that benefit. we haven't quite nailed down how much it cuts down on transmission. most people believe it is cutting down on transmission to some extent. >> can we talk for a moment about numbers? because you've got states like california and florida, california basically shut down and florida wide open, like it's spring break 2021. what do you make of this difference? because governor ron desantis is taking a victory lap over this. >> look, florida's had a difficult experience, and so i wouldn't say that the florida experience has been easy. there has been a lot of infection in that state, fourth in terms of the number of deaths and infections, fourth or third. it's hard to make comparisons across different states. different states have experienced the epidemic at different points in time. the virus got into different parts of different states. in some states it got into a more rural part of the state and in some states it got into very dense cities. if you look at what happened in march and april in new york, you really can't compare the new york experience to the experience in let's say phoenix later on in the summer because we didn't know what we know now when this infection first started to spread in the spring of 2020. so it's very hard to make comparisons across states. i would shy away from doing it. it's been a very difference experience across different parts of the united states. >> but knowing what we know now should we look at lockons or restrictions in a different way? >> we must start to find out exactly what happened, to that end i'm going to have a series of hearings, the first hearing i have invited robinhood in citadel, and melvin capital and reddit, and even keith gill and we're going to ask them exactly what did you do, what role did you play? and our second hearing we're going to bring in the experts to opine, or to share information with us about what was happening by the retail traders, what was happening with the hedge fund guys, what was happening with short selling, all of that. and then of course the third hearing, i think we will have enough information to make a decision about whether or not we need to do some corrections. as you know sec is the cop on the block, they're doing their own investigation now. and so by the time we get to our third hearing we will probably be able to determine whether or not there was conflict of interest, whether or not there was collusion, and we will work with the sec to see what needs to be done. >> do you have any reason to believe that there was wrongdoing? >> i am approaching this in a manner that will allow each of the entities to tell their story. i'm not going to come in with preconceived notions about who did what, i've been getting so many calls from so-called experts and others, all, you know, talking about what they think happened, what should not have happened and so i'm going to allow them to have the opportunity to tell everybody exactly what role they played and so i'm not going to start out with having concluded anything at this point. >> does it concern you that we have these types of hearings? they make a lot of headlines, they make a lot of noise but then when it comes time to change the system and make it stronger and better, that doesn't happen. we saw these hearings after the flash crash back in 2010, and the sec is still opining on new regulation. >> our aim certainly is to protect the investor and to do what needs to be done. and so i don't start out thinking that this is too big, this is too difficult, and that we don't have a role to play. we certainly have demonstrated, since i have chaired this committee, that we're willing to do what is necessary, even to change the status quo. and to go up against what is some of the big powers that in the financial services industry. and so i take on this task with the understanding that we must make sure that our investors are protecting big and small. >> does it concern you when you look at the situation that possibly technology moved quicker than regulation? >> well, of course we have some concerns about technology, and the speed at which certain entities have access to information quicker than anybody else can make quick decisions that can be very profitable. yeah, we're concerned and we think that technology certainly plays a role in the way some of our entities operate, and they put it in advantage by the way they have access to the kind of resources that enable them to make decisions, to buy and sell quicker, and to be on top of things before others can even know what's going on. >> what about free resources? should people be able to use anonymous chat rooms to pump up a stock, to tell a story, and not have to hold any accountability, on the other side banks are highly regulated but something like reddit isn't, we don't even know who those people are. >> no, we don't and that's what we're going to find out. we're going to find out. you know, we hear a lot about how it works. and what the different forms are that operate, wall street bets is the form that we are going to be focused on. this is where a lot of exchange of information goes on all the time but we're going to ask the question. we're going to dig into it and find out what was done and how it was done. >> well i can promise you, i want those answers. we will see chairwoman waters hopefully getting some of those answers when the committee hearing kicks off at noon. coming up next, perhaps no one is tougher on wall street than senator elizabeth warren, she tells me what her biggest concerns are with the gamestop trading frenzy and why we need to see this as a warning bell for a much larger problem. itami. season, after season. ace your immune support, with centrum. >> you know, it may be. technology always opens up new opportunities, including new opportunities for fraud. that's why the s.e.c. cannot just be a place that says, oh, we took care of market manipulation, and that now they're done and don't need to look at it again. every time somebody's got a creative new idea, to be able to game the system, and get ahead of everyone else, the s.e.c. needs to take a look. it's all about level playing fields and transparency. ultimately, that will be good for all of us, whether you have stock in the market, or not, because that's what creates the capital formation that drives our economy, and drives businesses. >> joining us now to discuss, kara swisher of the "new york times" and of course host of the sway and pivot podcast, and josh brown investor and ceo of wealth management, kara to you first, number one thing you want to learn today. >> i don't think i want to learn anything here today. i think -- i don't know what's going to happen. right, we kind of all sort of know what happened. i feel it will be interesting to what led tenev to robinhood to -- i think it will be interesting to talk to the -- i think there's nothing -- there's no there there, playing some poker maybe, a violation there. so i think the issue is -- if i was doing this, i'd have apec there and some of the other things that are the clearinghouse. i would love to get to that, i suppose, of how it was happening. but this idea of wall street versus the little guy, the narrative is -- >> i think we will. i spoke to maxine waters last night, she said there's going to be three hearings and elizabeth warren has called for one isn't the senate banking committee. josh what if today is just a show, and at the end of the day there was no wrongdoing? >> you know, i think that would be a very interesting outcome but i really wouldn't be surprised because based on some people i've spoken with that are looking at the document production, it looks like the ceo robinhood's story is the real story. the problem was really the way they handled disclosing it at the outset. they did a horrible job, everyone agrees, and i also think this was a good moment of education for people to understand that just because you want to disrupt and move fast and break things, that doesn't mean the existing pipes in a place as old as wall street, which is 230 years of stock trading, will accommodate that kind of breakage. so that's my take on what we're going to hear, is just this idea that the way the market structure currently is and has been for centuries was not built for the type of speed, velocity, volume and attention that's been put on some of these areas of the market. >> kara, but what about this idea of who should be doing what? yesterday i was working on this story, i was on the phone, and when i hung up the cable guy at my house said, you know, i'm a big investor in -- >> cable guy. >> in gamestop and these other stocks, i use robinhood, what do you think? i thought to myself, holy cow does this guy know what he's doing. it's not for me to make that judgment. go back ten years ago couldn't we have said that same thing about people getting involved in subprime mortgages and going broke and after the fact we said why didn't we educate them better? >> more going back to e-trade, subprime mortgages, that's the bank allowing those things to happen. in this case you're not the cable guy's mama, he wants to do it, he can do it. the issue is, who has information? i would be interested in what steve huffman said, i did a long interview with him, the ceo of reddit. about the use of bots and manipulation. that's the job is to make sure things aren't unduly manipulated. i would love to know more from the clearinghouses how they made these decisions how much capital robinhood had -- i would love them to look into this game of -- issue, this way, how much information should flow through retail investors and how much of a casino, the hedge funds have allowed this sort of -- over. but i don't know. we'll see what they say. but i think it definitely is a moment for education for people and the s.e.c. should do its job, i think, getting off their butt, as elizabeth warren -- or rears, she said, is what the s.e.c. should be doing. >> josh, could this end up being a freedom of speech issue, which the s.e.c. doesn't necessarily have jurisdiction over anonymous chat rooms, you would not be allowed to publish something, recommending trades without disclosing your position. and when you look at what happened in some of these stocks we're miles away from the fundamentals. could this get looked at like a pump and dump scheme? >> i think if you look at roaring kitty, and i refuse to refer to him as any other -- under any other name. if you look at his activity, he's a registered person. he absolutely is not supposed to be freelancing under a pseudonym posting information about stocks. that being said, his intent was not to turn gamestop into a machine to annihilate hedge funds. his posts were literally about how he felt the shorts were wrong and he thought it was a good investment. he's become an anti-hero, i think there are no political points to be scored by hurting this kid. i think he'll probably pay a fine for violating a finra rule, and maybe he should. it wouldn't cost him anything near the amount he's actually made in the trade. if you look at what he's done it was something that was taken away from him later by bigger forces and he would say i had no idea it would turn into this. so i think we have to give the kids on reddit a chance to make mistakes, be on message boards, say what they want to say. if they're not registered and they don't have the intent of manipulating securities, yeah there's free speech coming into play here. if they're registered, it's different, you don't have free speech. now you have regulatory guidelines you have to adhere to. let's spras the pros from the joes and not give the joes a hard time for learning the market. >> i was never allowed to call myself roaring kitty. >> we call you that. >> thank you. >> that's our name for you. behind the scenes when we're talking, that's what we call you. >> perfect, then from now on i'm going to take that name. kara, josh, thank you both so much. you'll both be watching at noon. and i'll be following you both. you can see more of my conversation with senator elizabeth warren digging into all of these questions tonight on "nightly news" with lester holt. coming up next, news in new york governor andrew cuomo's universe it is now under investigation by the fbi. what happened with those nursing home deaths, what was covered up? tell me about this conversation. >> the fbi and the u.s. attorney's office in brooklyn are taking an investigation into the handling of the deaths at the nursing home as well as the reporting of those deaths. as you pointed you, there was almost a doubling of deaths attributed to nursing homes. it's important to know there were 6,000 people completely unaccounted for. they were included in the death toll. the question is, why was there not an accurate accounting of this, why do they have to have such a big revision him why not come out and own what has happened here. the governor said this was cdc and federal guidance. he says he stood by the guidance at the time that his own health officials said, look, this is the best thing we can do. if people go to the hospital, if they have covid, they can't go book to the nursing homes. people have raised questions of bringing people back that have covid-19 infections, given the close nature of those homes, whether or not that was a smart idea or led to more deaths. that's the big question, for investigators, why did it take so long for the accurate data to come out? what is going on here, stephanie? >> cuomo is telling off fellow democrats who are asking these questions. >> >> i think that's about to change. the reporter of the "new york times" was close to the politics scene up inial ban, essentially, democrats may and the state legislature may seek to revoke the governor's powers with respect to the covid-19 and the response. it will be interesting to see if they clip the governor's wings after not getting the information they were seeking for six-to-eight months. >> what's the name of this book?
