we're working to address that and it was important for the cbs to convey that because the american people need to know what we're digging out of. >> they are saying it is based on science, but how for the president himself is the door to $50,000 closed at this point? >> the president previously stated that he does not favor $50,000 in student loan relief without limitation. some of what he talked about last night is that there are a lot of factors. public schools, private cools, graduate schools and ungraduate schools. and he conveyed, there is proposals in congress and that he would be eager to sign that bill, but yes there is a legal review. there is a review by the domestic policy team to consider all of these options, and we'll wait for that conclusion. >> one other question just building off of the questions about texas, does the white house believe that more should have happened earlier to better prepare the power grids and what does the white house believe needs to happen there and in other states going forward? and does it make any of those things more urgent? >> really important question. i think we want to just provise relieve to the emergency situation. i'm sure there will be time to look back and evaluate what better preparations should or could have been made. at this point in time we're focusing on relief to people in the surrounding states. >> a question, going back to five days. at the end of the day, local school officials the president and the end of the day. >> you're right in the sense that it goes back to one of nancy's earlier questions, right? this is up to local schools and school districts. what has been lacking is clear federal guidelines based on science and done by health experts to give schools a better roadmap for what mitigation steps they can take to ensure their students and community can return safely. that was announced by the cdc on friday. the role that the president can play is to work with congress to get the necessary funding. that is the role that he can really play nap is why his focus is on the american rescue plan and working with congress. the role that the federal government can play is not just from providing the cdc guidelines, from the cdc director and their team, but also the department of education working with schools on figuring out how to apply the mitigation steps. that will be secretary cardona's first priority. it will be up to the local school districts to determine the implementation of the mitigation steps. >> thank you, everyone. >> so that was jen psaki. they started biden thinks teachers should be a priority in vaccinations, but she said that the federal government will not mandate that. instead of the vermont urging them like they did last night. she said that fema is getting involved, she was asked about texas's power grid. she didn't want to delve into that. it seems refers those questions to the department of energy or at least until a later date when the immediate need is no longer there. there is a growing disaster. millions are still without power for days now in the freezing cold and there are warnings that there could be several more days before the power finally comes back on. take a look at this. shockingly long lines for groceries and propane. and now a boil water alert in hus. no power, no safe water, and no wait out on roads way too icy. how are people supposed to boil water when they warn that natural gas is getting frozen in the pipeline. many don't have running water to boil. it also hobbled nuclear power plans. this a magnitude of this crisis according to some local reporters on the ground is greater than hurricane harvey. dozens have died, another big storm is on the way, and people from minnesota to mississippi are facing rolling blackouts to ease the burden on power grids. nowhere has it collapsed. a state with it's own grit separate from the rest of us and that opened a torrent of false claims about what is to blame. >> this shows how the green new deal would be a deally deal for the united states of america. texas is blessed with multiple sources of energy like natural gas and oil and nuclear wind and solar were shut down and they were 10% of our power grid. it shows that fossil fuel is necessary for sekz. >> they said what sent them reeling is not an engineering problem. it is a infrastructure for a generation that has no incentives to plant operators to prepare for winter. texas has created an i lek africa kal grid that puts an emphasis on cheap prices over reliable service. we touched on a lot of this yesterday. but millions suffering don't care. first they want heat and water and they want power and they want it back as soon as humanly possible. joining me now is gabe gutierrez. and everyone welcome. gabe, you're on the ground there, set the scene for us. >> we're talking about how people in texas want power and water. they don't know when they will get it. we're at a parking lot here on the north side of hus and this is something that we're seeing over and over again. people waiting for propane. and i got here late last night and it was incredible to see the city of houston. this is a very different disaster than you recollect harvey but it is a huge power debacle here in the city of houston and many businesses are shut down. more and more gas stations are shut down. so they want to heat their homes. city officials here just updated and said more than a million people in the city are without power. they are hoping to get the water system back up by tomorrow, but it's unclear when the power will return. and you mentioned the system here in texas different from the rest of the country, they're being questioned on why this could not be done sooner. they're saying operators earlier in the week, the impact could have lasted months here in the state of texas. so certainly a lot of anger and frustration here. more and more people are trying to figure out how to heat their hems. >> a dallas county judge said bad policy was as predictable as the weather. people are lining up with propane tanks, so this boil water mandate, warning, is great. i would love to boil water but how do i without any propane. so people are lining up for that. in addition to some people burning their household furniture because they have run out of firewood. so i have a short question for you but it is canically cased. how did this happen? >> as you were highlighting in your reporting a lot of deregulation. texas is very independent in nature and through the years the state created their own grid to be not under the feds eye in, you know, being able to manage their power. you have seen different politicians saying, you know, an inconvenience for a few days is not reason a all of a sudden get under the feds eye or regulation as a result. there is a lot of people looking at this. governor abbott called for the legislature to make this an emergency item farce looking at reforms for the power grid that covers 90% of the state. we know that several degrees in the house and senate here have meetings plans to start dissecting this issue. you also saw a lot of outrage yesterday upon learning that a third third of the board members don't even live in texas. the chair, the vice chair in michigan and germany. a lot of questions and alarming things coming to light in the midst of this crisis. >> what about republicans saying it is the fault of wind energy, green energy, and using this moment to warn about the green new deal? >> our environment reporter dove into this and debunked many of the claims. only about 7% of the power grid source is from wind energy. some of the turbines are freezing, but there is nuclear, coal, and fossil fuels. this is, you know, an unprecedented tomorrow, so a lot of the operators are not incentivized to make the necessary investment to bring the natural gas up from just under the grown. because of that a lot of them don't keep reserves. if they can't bring them -- >> that is rick perry, let's bring that up, texans would rather go through days of blackouts to keep the federal government out of the state's power grid. he suggests going days without power is a sacrifice that sectionens should be willing to make. >> winterizing they were supposed to do ten years ago and the feds said they should have. they said in the late 1800s they said it's not going to get that cold again. we don't need to winterize, and they took that gamble or that risk, and now we had a once in a lifetime historic cold snap, and now here in a situation that we're in with the energy. they said earlier today 40% of the generators are downright now. they are trying to keep everyone cool. they don't get the demand many times. they said this record cold was coming. we knew it was coming, but they are trying to send them into the generators and get them back online. but in a lot of cases they could not do them enough times. these events can happen. now we had this horrific ice storm overnight. but we're almost done with the worst of it. just because the precipitation is gone, that cold air is still in place. water is a huge issue. the city of arlington has a water mane broke. people saying it was a stream and now it's dripped and then you start to get freezing pipes and that will exacerbate the problem in many areas. still 220 million people have to deal with this. the snow swath will extend tomorrow all of the way through west virginia and pennsylvania, those areas can deal with it. it is not a high impact. i'm concerned with power outages there, a heavy icing event tonight and tomorrow morning and look at that area of dark blue in virginia out of raleigh. when will it finally warm up? this weekend finally saturday is a little better, katy, and 57 on sunday. a failure, a gamble, they said it would never get that cold again. here we are today with temperatures coldest in 100 years in many cases. >> never say never. bill karens, everybody, thank you very much. joining me now is judge lena hildago, judge, thank you for being here with us. first off, how are constituents? >> they're cold, their frustrating, they have had to have three nights and days of freezing weather without power and the secondary impacts of that. a lack of water. folks were discussing and there are challenges in staying warm. we had instances of carbon monoxide poisoning. and everything that comes with the lack of water pressure. the vast majority of my community that is five million people, houston and three other cities, are under a water boil notice, but they don't have power to boil the water into it is a channelling situation, but the community has been tough. they stayed just resilient for the most part, staying off of the roads and right now things are melting a little on the roads and they're trying to resupply and gear up for another cold night and waiting for the state to get power production back up so they have some relief. >> the white house said that fema is going to send blankets, water, generators, what else do you need? >>. >> right now it is not just the sort of cold related, but we also need food and water. our grocery stores, a lot of them, are not operating. we're in touch with them and we're directing what rours we have to hospitals primarily senior centers as well. and then, of course, the community. we're helping them find storeses that are open. the requests that we put in, we know some of them will be awhile. the good news is as the weather moves on there will be more room for some of our stores, for the supply chains, to catch up so the community can have food and water, but i'm not too confident that we're going to have full power restored even until after the weather has passed which for us is around friday. i think that in terms of the water and the accessibility issue wills continue after that. >> 48 hour social security a long way to wait. do you welcome federal regulation or do you still think that texas can do it alone. >> i know some people are are trying to pretend like the oil and gas capital rely solely on wind energy. we should not spend a second of our time entertaining those kinds of things. we should not entertain these kinds of culture wars. it's distasteful. we should be spending our time focused on getting that grid back on. later on i think there is room to ask the question of how do we prevent this from happening and what looks like may be the culprit is just that lack of coordination and requirement for these production generation companies to ensure that they have enough electricity for this kind of a situation. so we're going to have to ask those questions and face them with eyes wide open once this is over. right now we need help in our community. i have workers here without power and water. millions of people without power and water, and we need to continue to face the cascaing effects of is joining me now, lay it out for us. >> the fact that south dakota is now ahead of curve when it comes to vaccinating is no small feat. we got a firsthand look at that when we appellant the day with corey who helped build up infrastructure, a courier network to get to rural communities. we were doing some with white knuckle driving yesterday. we were a small rural roads in negative 18 degree temperature, ice on the roads, no, wind, bison, but these couriers are used to this. we went to larger communities but also place that's are about 400 people. they delivered 20 doses there. you can to get a second dose series. but they're so grateful. >> how many people do you know would make a triplet alone for two doses. >> yeah, especially with the older population that would be difficult. >> and katy today britney is vaccinating her neighbors but a few weeks ago she was sending neighbors in critical condition to sioux falls only to never see them return again. a year ago the idea that urban areas would be the hardest hit it is proven wrong now. it is critical to get these doses into these rural areas, katy. >> ice road medics. dasha, thank you so much. stay safe out there. joining me now is the former acting director dr. richard besser. i want to focus on schools. what do you think of the biden administration's approach to reopening schools right now? >> i mean this is a really tough issue, katy. i'm a pediatrician and a parent. i know the best place for kids is in school learning. at the start of the pandemic i was on board with shutting schools down because of what we knew from flu and how what a role schools play in terms of amplifying spread through communities. what we learned over the course of this year in studies in the u.s. and around the globe is that if you're able to provide schools with the resources they need, masking for everyone and staff to do screening, cleaning, and decompress your class so kids are not so close together, you can get them into school safely learning. safely for them, the staff, and the teachers. that gives me great hope that we will be able to get children back into school. it will be great when teachers and staff are all vaccinated but we don't need to wait on that to get them back into school. >> a lot of teachers are very nervous about going back into schools. they're nervous about their own health, and some parents really want their kids back in school so they can do the daily work of their lives. that being said, the biden administration is talking about how they think teachers should be a priority for vaccinations, but they're not making it a mandate. they're allowing states to decide who gets what first? should they make states give teachers vaccinations first? >> this is really something where states have the authority. the advisory committee to the cdc said after you vaccinated your health care workers and people in long-term care facilities and people that work there, the next groups to go should be those who are 75 plus and essential workers. and that includes police and fire. people driving a bus, and teachers. a lot of states didn't go that way. they said let's make it easy. what you're saying to those people, a lot of lower income employee that's have to work to put food on the table, you're saying their risk is okay because it is a little too challenging. so i think putting teachers into that priority group of essential workers makes a lot of sense, but thankfully the science is saying you don't need to wait on that to get people back into school learning. you will have to adapt, adjust, and deal with people on a individual basis, but i'm excited about the pros% of kids getting to school. >> dr. richard besser, i know a lot of parents and kids are feeling the same way. president biden's covid relief bill allocating $350 billion to state and local governments. some of that money would go to schools. so far in republicans have signed on in the senate but some mayors and governors have been clear they want that money. >> we need that for our employees to maintain our services and our employees provide very valuable services to the community. it's a double point to the people of oklahoma city to see more benefits come forward from the federal government. >> we need to go big and if we waste some money now we waste some money, but we absolutely need to. we have too many people hurting. we have to get ourselves out of this mess. joining me now is the governor of arkansas. what did you walk away with after meeting with president joe biden. are you on board for this relief package? >> first it was good to be able to brief the president on how we're doing in terms of states and vaccine distribution and the steps we're taking just like you showed in south dakota. we talked about the relief package and there is varying needs among the states in harz arkansas we have a surplus, balanced budget, but we need help with vaccine distribution. we are open and we have been open and we are vaccinating our teachers, but we need to have another relief package. there is an urgency about it. those things we agree on. what is a disagreement is the amount of that. i believe that the president needs to work in a bipartisan way to bring on republican support. we need to be willing to compromise that amount down because that is too high if will have to be paid for by our children and grandchildren. so the key is to get it out, get it done for the key area that's are small business support, the cost of administering the vaccination program. our schools, those are the top needs as well as some level of stimulus support for citizens and you can do that for a varying amount of money. let's show we can do this in a bipartisan way. it will help us boost our economy, but i think that this is a time when 1. trillion is too high and that should be reduced and compromised. >> are you leaning more towards the $600 billion? >> there is a big disparity and there is a good middle ground. >> what will that be? >> you can split the difference there and that's not a bad start, not a bad place to wind up, and you bring people together. they will hopefully continue negotiations but it is a mistake for the biden administration to say we're going to do this only with democrat votes and not show the bipartisanship, the partnership needed. but also it is important how that money is distributed. it should be distributed on a per capita basis and it should not be based on what the unemployment rates are in the state. that is the only fair and equitable way to do it and i believe there is a conversation going on about that as well. >> in looking at what is going on around the country though. you have a budget surplus, that's great. other states were more heavily affected by this pandemic through a loss of tourism and tax revenue and it didn't evenly hit each individual state. 70% of the public is on board for $1.9 trillion. you heard the governor of west virginia saying you can't go too big, we need this money. there are other examples of other republicans across the country in leadership positions not in congress saying the same. i wound every if, when you say it is a mistake, who is it a mistake by? is it a mistake by the elected leaders that are not listening to the 70% of the country that were not listening. or is it a mistake to ignore it or to just not ignore them and go ahead with what you're saying? >> $1.9 trillion is not a magical figure. you can can come up with $1.7 or $1.5 trillion and the people of america would support that because they know a certain level of money is needed to get into our economy. when my good friend the governor of west virginia said we ought to go big, he also said so what if we waste some money. i don't think that is the right approach. i think let's go common sense rather than let's go big. there are varying needs out there. you can meet those with a smaller amount that does not don't ask me about that, senator al franken, what do you think is going on? >> it is a very divided party, obviously. i think about 14% of republicans felt that trump should have been convicted. mcconnell gave an awfully harsh speech saying that trump was responsible for the purging, the invasion of the capitol. and i think he did that for a couple purposes. one, money from corporate america. he will be the leader in the senate, that is a very hard job. but it is an incredibly divided party and it is a party that doesn't really believe in the democracy. and they believe in a lot of false information. and we had two universes of investigation in this country and trump, trump's party and the republicans that follow him, are captured by this alternative set of facts, alternative facts, and that's what happened. the people that invaded the capitol believe that the election was stolen. and mitch mcconnell could have when they called the election, could have done what you traditionally do. they could have said that joe biden is the winner of this election. but he didn't. what he did is very cynical, but that's what he is, he is a cynic. and so you're -- this is a really difficult time for our democracy because we have a republican party that really doesn't believe in democracy. we, democrats control washington, yes there is a lot of policy going on, but we have a crisis of misinformation and disinformation. and what we saw today after the news that rush limbaugh passed, and he propped up again a lie that the election was stolen. he repeated it again on fox news. what do you think of that? mhm. humana. a more human way to healthcare. a texas doctor who raced to use vaccine doses before they expired is now out of a job and accused of stealing. dr. hasan gokel was at a houston area vaccination site as it was closing in mid-december. he had exactly ten doses of the moderna vaccine left. that would have expired in ath matter of hours so with time ticking he made house calls vaccinating eligible people in his neighborhood. he also vaccinated his own wife. then he was fired for it. joining me now is dr. hasan gokel and his attorney, paul doyle. gentlemen, welcome. doctor, first to you. do you regret vaccinating your wife? >> no, no. she was -- she wasn't intended to get the vaccine that day. it was quite by chance the last person who happens to be slated, the only person who didn't show up, only a few minutes left. that's when i vaccinated her. given that point in time, the only alternative -- i don't think i would have done anything different. >> i know one judge dismissed the lawsuit saying you're a doctor, you were doing what needed to be done. we reached out to the harris county d.a. we haven't received a response yet. they characterized you as an opportunist who let your family and neighbors skip the line. i know you were rushing to get vaccine out that was going to expire. how do you respond? >> look, i think, to be honest, they didn't have the full facts at the time. when i gave the vaccines to the people, they were acquaintances, some of them, some of them were acquaintances of acquaintances and some of them were people i didn't know and simply people i introduced myself at the last minute when i gave it. so the facts subsequently spoke for themselves. it's unfortunate the facts weren't there in the beginning. it would have been nice if i had -- i would have been able to save them a lot of trouble, i think. >> dr. gokal, we've seen other places give out vaccines quickly when they were about to expire. at supermarkets or, you know, the other day in dallas. or in houston. going to university students because they didn't have refrigeration because of the storm. do you think if you'd had done this at a different location, one that wasn't your neighborhood, that you would have faced the same consequences? >> look, when this happened, it was at the -- simply the very first public event. when you're starting something new and trying to get something out there, there are going to be hiccups and the thing is, since then we learned so much more. the guys at harris county public health, they're hardworking, trying to do the right thing and clearly what they did in the face of such pressure is the right thing which was to get out and do -- get whoever you can and not let it go to waste. the parallels of what i went through and what they did are, in fact, therein, very clear. it's unfortunate we didn't have the benefit of that experience back then. >> so, the texas medical association, along with the harris county medical society, have both recently issued a statement to support physicians like yourself saying that dr. gokal, among others, who find themselves scrambling to avoid wasting the vaccine in a punctured vial. so they're supporting you. the community so far has been supporting you. what are your plans next? >> you know, i think something needs to be said, first, about -- about the fact that the physicians who are -- top physicians need be able to make those decisions. and, without the risk of criminal action. that's number one. but at the end of the day, really when i get back to making a living and taking care of people. that's what i've done all my life. that's what i enjoy. >> plan on filing a wrongful termination lawsuit?
