house impeachment manager joe neguse on his covert appeal to mitch mcconnell. and as vaccinations ramp up, why the people that need it most are still getting the least, when "all in" starts right now. good evening from new york, i'm chris hayes. the central truth about american political life, our shared collective life at this moment, as we move into the biden years, is that a huge portion of the country, tens of millions of people is being lied to constantly. and that those lies have extremely dangerous material consequences. we've just seen the results of that with the second impeachment of donald trump following the insurrection. new polling out today from morning consult and politico conducted after the conclusion of the impeachment trial this weekend shows that just 27% of republicans think donald trump is at least somewhat responsible for the attack on the capitol and 46% of republicans think joe biden holds some responsibility. politicians on the right and cynical media outlets like fox news have been pumping lies into our fellow citizens for decades and doing it on a bunch of topics. one of the issues where they have pioneered what has now become the big lie is climate. we are tonight experiencing a massive weather emergency in this country. record-setting low temperatures, lots of areas, particularly across the south, not used to serious winter weather getting absolutely buried under snow. this is jackson, mississippi, covered in snow, sleet and ice right now. the situation is so bad in arkansas, that 100 national guard troops have been deployed to help clear car accidents and look for stranded drivers. and there is snow on the beach in galveston, texas. now, this weather event is causing all sorts of cascading effects. among the worst being major widespread power outages. over 4 million people woke up without power in texas today. galveston's city manager estimated this afternoon that 90% to 95% of homes in his city have not had power for well over 36 hours. no power means no heat. and with temperatures in the teens across many parts of the state, millions have been left freezing in their homes. many trying to get into warming centers just to thaw out for a little while. >> we saw just before sunrise what it looked like inside. it was beyond capacity here at the family life center in euless. so many people were in this building that they actually had to turn folks away. >> what are you doing to stay warm? >> nothing, because there's no power. what can we do? i'm just wearing layer after layer. >> reporter: she is firing up her fire pit in her front yard. she said with the extra heat it feels warmer outside than inside her house. up the street we founding billy in his car parked in his own driveway. >> hey, we ain't this in -- in many years. i'm 74 years old. >> this is an awful situation, it's driven by a complex confluence of factors, from extreme weather to an electric infrastructure that's been woefully underdeveloped to the idiosyncrasies of texas aggressively deregulated an independent energy market. but of course fox news and other republicans saw some kind of suffering, some kind of problem somewhere and immediately without missing a beat right away tried to turn it into a culture war, in this case against those damn hippy liberals and their clean energy. >> the blackouts that are in texas are being made worse by the failure of wind turbines, many freezing in the icy weather, cutting output in half and it's raising questions about the lone star state's increasing reliance on renewable energy. >> folks, this is just more proof green energy is not ready for prime time. you get subfreezing temperatures and wind and solar just don't work for power. >> if this green new deal goes forward the way that the biden administration appears tomt it to, then we'll have more events like we've had in texas all across the country. >> these wind farms that are frozen, they're an eyesore, they're not efficient, they're not delivering the energy that we want. >> the windmills failed like the silly fashion accessories they are and people in texas died. >> silly fashion accessories. now keep in mind when california was suffering from blackouts last year, texas republicans from ted cruz to dan patrick and ken paxson were pushing out glowing treats about backwards liberal california is. but imagine, imagine how stupid you would have to think your audience is, the contempt you have to hold them in, to look into the camera and try to sell them on the idea that windmills don't work when it's cold. after texas, iowa is the state with the most wind power in the country. if you've ever been to iowa in the winter, i can tell you from personal experience, it gets pretty cold in iowa. denmark gets nearly half of its energy from wind power. i don't know if you've looked this up, anyone at fox news, but denmark, very cold place in the winter. you don't have to take my word for it, of course, we have the data from texas. now, texas has their own energy grid. it is run by the electric reliability council of texas or ercot. a senior director telling bloomberg today, while ice has forced some wind turbines to shut down just as a brutal cold wave drives electricity demand, that's been the least significant factor in the blackouts. the main factors have been frozen instruments at natural gas, coal and even nuclear facilities as well as limited supplies of natural gas. natural gas pressure in particular is one reason power is coming back slower than expected. wind shutdowns accounted for less than 13% of the total outages, and wind generation has actually exceeded the grid operators' daily forecast through the weekend. did you get all that? okay. that's the people that run the texas grid. wind power outages are, quote, the least significant factor in the blackouts and the main factors are frozen instruments at natural gas, coal and even nuclear facilities. it is just a lie that wind turbines, green energy, are the root causes of the problems in texas right now. it is a lie like donald trump won the election, a lie like there was widespread voter fraud, a lie pumped into millions of people's brains as they watch tv. and let's be clear, this is probably as consequential a lie as any about the election because energy and how we produce it is the single biggest issue this country will face in the medium term. i mean this stuff is complicated, let's be clear here. everyone takes the power grid for granted unless you work on it for a living. it's among the most arcane areas of public policy. it's not like sparking great debate on cable news. but then a few times a year something like this happens and we have this moment where we remember the power grid is the foundation of modern civilization. it is also the key to overcoming climate change. republicans and right-wing media, they want to take every policy issue and turn it into some painful culture war idiocy. and there's an interest to do it. the fossil fuel companies want this too. they want to turn into a culture war like the libs don't want you to have power. we have an opportunity, we have a choice collectively as a country. we don't have to have politics about where we get our energy divided along the lines of abortion or policing. there's no reason for that to be connected. we can create a modern energy infrastructure that is more resilient to climate change and also cheaper and also serves people better, and also can withstand extreme weather events, and also doesn't heat the planet until we are in dire straits. we can do all that. in fact there's lots of great news happening on that front. but the biggest obstacle will be these charlatans who will take every opportunity to lie to people for profit and for power. i want to bring in former presidential candidate, former democratic congressman of texas, beto o'rourke. first let me start, beto, i know that you've traveled across this state, have connections to groups that are working across the state. what you're hearing how things are right now, because i've been seeing lots of very upsetting and desperate messages from your fellow texans in the last 24, 36 hours. >> it's worse than you are hearing. from everything that i've learned, from reaching out to the people that i've met across the 254 counties of texas, folks have gone days now without electricity or water at their homes. they're huddling together in their in-laws homes or they're going to the library, which is on generator power or they're going to the civic center which has been converted into a warming center, at least as long as there is capacity for more people to get there. folks are very desperate. they're suffering. as you know, far too many have died already. i worry what's going to happen over the next 24 hours. almost every major city in texas tonight will see subfreezing temperatures. many of them will not have electricity or power or in many instances water. as i think you pointed out in your opening, so much of this was avoidable, going back to the deregulation of our electricity grid here in texas, which has created an incentive to actually not weatherize or protect against these events so that some of your plants can be shut down and you can profit from the spiking prices for energy and electricity. and then you have the cascading consequences of these stupid culture battles that are led by the gop and our governor, greg abbott, who's focusing on making texas a sanctuary state for the nra. or they're arguing with the mavericks about playing the star-spangled banner at the beginning of their games, or bathroom bills, or other kinds of stupidity while we have very real emergencies like a pandemic that has killed more than 40,000 of our fellow texans, a botched rollout of the vaccine where folks don't know how to get on the list, this recession that has put millions out of work and now this. the energy capital of north america cannot provide the energy needed to warm and power people's homes in this great state. we are nearing a failed state in texas, and it has nothing to do with god or natural disasters, it has everything to do with the leadership and those in positions of public trust who have failed us. >> yeah, that point you just made, i pay a lot of attention to texas politics because i think it's just fascinating. it's such a great state with such great people, and the politics are fascinating. i was watching over the past week the chorus of people who were laser focused on mark cuban, the dallas mavericks and whether they were playing the star-spangled banner. this tweet to greg abbott, for your lack of oversight, vision and investment planning the texas power grid cut but let's make a texas law to make mark cuban's basketball club play the national anthem. obviously people can walk and chew gum but it seems like there are way bigger issues amidst this emergency and even in the medium term. >> look at governor abbott's state of the state speech, which he gave within the last few weeks. he listed five top priorities. in them are election fraud, given the fact that we had the safest, most secure elections in american history. there really is no election fraud concern in texas, certainly not a top five priority. you had this effort to make texas a gun sanctuary state. nowhere mentioned in those top five priorities was covid or the vaccination rollout or the need to protect our fellow texans against natural disasters like these. as you mentioned, climate change and the changing in the frequency and severity of natural disasters, from hurricane harvey to this cold blast right now to future weather disasters. we know this stuff is coming. what we don't know is whether our leaders are prepared to make the tough political decisions to prepare us for that. >> final question for you, and it's a technical one but i'm going to ask it anyway. obviously you are lit there, i think at your home in el paso, texas, which is the far southwestern corner of the state. there's the eastern grid, western grid and texas' own grid. but el paso is not on the texas grid, it's on the western grid. your city does have power, you guys are okay? >> that's right. we're not part of ercot. the latest report i read, all of 12 el pasoans don't have electricity right now. so this fear of federal oversight and this jealous protection of private profits over public welfare is really costing us here in texas. it's unfortunately costing the lives of far too many in the midst of this winter storm, in the midst of this covid pandemic, in the midst of some really tough times. we need a change in texas. >> beto o'rourke, thanks for making a little time with us tonight. i want to turn to evan smith, ceo of the "texas tribune" and judge lina hidalgo, the chief judge of harris county, which includes the city of houston. judge, let me start with you. i've had you on the program before, encountering other crises, including that mid-summer spike with covid. things sound quite dire right now. what do you see and what has to happen in the next 24 hours? >> things are dire right now in harris county. we have millions of people who are about to experience their third night without power. without power, many times without water. we have people dying from carbon monoxide poisoning, people dying on the roads, incredible suffer, people running out of food. what needs to happen is we need ercot, which is the agency that manages the power statewide to get power plants generation back online so that we can sending that electricity to our community, my community. i'm here at our emergency operations center. i've got first responders who have not heard from their families, who have now lost touch because people's cell phones are giving out, whose families are out of electricity, as is mine, my significant other's. so we need these folks to get moving with that. i know they're working on it. the problem i have is they are not level setting with me, with my colleagues around the state or with the community. they have been giving us projections the past two days they're getting generation back online but it's not translating into more electricity. in fact more people are losing electricity. so right now what i'm begging is for them to be straight with the community. i'm telling my community that this power outage may actually go beyond the cold weather that we're seeing. >> evan, texas energy politics are you could spend your whole life and write dissertation about dissertation about it. it's distinct and idiosyncratic, it's got its own grid, it's got its own regulatory that regulates oil and gas, the fossil fuel capital of the world, it's also a big wind generator. what is happening here? why this breakdown? >> obviously our main focus is on the millions of people who as judge hidalgo talked about are without power, heat, water, food. but if we're going to talk about what happened here, how we got here, this is really a supreme texas got a texas moment for the ages. it has three key features to it familiar to anybody who's followed the politics of the state the last couple of decades. the first is a slavish devotion to markets. markets are the be all and end all and markets fix everything. that's the attitude about everything here in the state of texas, except when they don't fix things. in this case markets did not fix things, did not anticipate the problem adequately and have left us where we are. the second is a stubborn independence. you alluded to this earlier, we don't want to be overregulated or told what to do especially by the evil federal government who we sue and sue to keep at a safe distance. if you go back and read a story that we published ten years ago about the electric grid problems at that time, what she says then is true today. that is the reason that we have our own grid is because we don't want to deal with the feds. the third is that unshakeable belief in our own awesomeness where you have politicians in texas dunking on the state of california last year. the message of those tweets is that the policies of democratic leaders in blue states caused these problems. this, chris, the last 48 hours is a goose meets gander moment for texas. that's what i think is going on. >> and the really upsetting thing here right now as i understand the problem in talking to people, judge hidalgo, the supply is the constraint. there's not enough supply happening. and that supply is knocked out by the weather, on both the wind turbine and natural gas side but largely the natural gas side, even this nuclear instrumentation. and nothing can get better until that supply gets back. it sounds like, judge hidalgo, there's not a really straight answer from ercot about when that is. >> correct. so our utilities here, for example, in our region is centerpoint. they tell me they have the equipment, right, the power lines are still up, but they don't have the product, which is the electricity. and that's what's frustrating. and that's why when yesterday and today ercot says, you know, things are coming online, we're not seeing it pan out. to me, this is a community that lived through hurricane harvey a few years ago. this is the winter harvey. this is the impacts we're seeing incredibly widespread. the difference is there's a man made component and we're going to have to get some answers once this is over. we owe it to these millions of people and the entire state. >> evidence that it's a big state but my understanding is this is localized in the population centers. galveston has been particularly hit but that sort of most urbanized eastern part of the state is the part getting hit by this. just millions and millions of people here. >> yeah, it's extraordinary to hear 4 million people have been without power over the last few days. the fact is where you live, you have the best sense of how it is. i'll tell you in the city of austin where we had more snow than i believe we've had in 70 years in the last 48 hours and the temperatures have been indeed subfreezing, i think we see our piece of it. but as i read the stories of harris county and read about galveston and dallas county, it's horrific. it's kind of unbelievable. you know, there's another storm coming in the next 24 hours, more snow some parts of the state and more subfreezing temperatures. there's really not an end visible. and to the judge's point, ercot can't give us an answer. when are we going to get power back? they shrug. there's going to be consequences for that. >> and the window of this being a very, very bad emergency closes and catastrophe starts to be like -- there's only so long this can go on, people don't have power and heat and water. things need to change quickly. evan smith and judge lina hidalgo, thank you so much >> we're going to miss pat here in pennsylvania. he grew a backbone over the last 90 days because he's not running for re-election. who can win in pennsylvania? pat toomey can't win in pennsylvania. that's why he's retiring. it's not about spending more time in the private sector with his family, it's because he knows he can't win because -- obviously he's disliked intensely by democrats but by republicans as well too. so we have an opportunity to flip this seat blue and i'm proud to be in this race. >> here's a quote from republican al schmidt who's one of the three city commissioners of the philadelphia county board of commissioners. he's been quite outspoken about the way your own state party have fomented the big lie about the election. he said i would suggest they censure republican elected officials who are lying. has there been any accountability, any recriminations, any censure at all for any republicans that have promulgated this own insidious lie about your own state's election integrity? >> it would be faster and easier to acknowledge who hasn't lied. commissioner schmidt is one of the only ones that i can think of. the entire congressional delegation, members of the state senate and state legislature, they have all lied. there's like there is no fraud in my race and the voters love me but there's nothing sincere or genuine about their positions on voting in pennsylvania. they know it's secure. we had four dead relatives vote for the president out of 7 million ballots. that's the truth. they have tried to spin it eight ways from monday, but no one can sell it. >> one thing that's really striking to me about these state republican parties in states like yours, pennsylvania, or you see this in wisconsin, you see it in arizona. you know, these are states that are hotly contested states, they're swing states. there are states where there's lots of democrats, lots of republicans, voters who move between them. you know, the alabama republican party can do whatever the heck it wants and the republican party will control alabama for the foreseeable future. that's not the case in pennsylvania. explain to me why this does not modify or moderate this party in this state that isn't like, you know, crushing it. they just lost the state in the presidential election. >> yeah. well, it's really simple. trump is very much a cult figure in pennsylvania in these small counties. and the key to pennsylvania republican politics is the small rural counties, roughly 55 or so. he's intensely popular in some of these counties. when you stack one on top of the other, you need -- if you run -- if you go astray in any of those, it carries over. so they know they can't win statewide. now, i can almost guarantee you whoever the republicans nominate for their senate candidate is going to be a trump sim and it will be a beauty pageant of who can big the bigger one to win the primary because that's the state of affairs here on the ground, to win the primary. not the general, of course, but the primary. >> well, that's a question where this sort of segment started, which is what does that mean in terms of the opportunity for democrats or anyone who's not a republican or not enthralled with this, when you look at that polling about 14%, the fact that toomey did vote for convict. are there people in your state who are republicans or consider themselves that who are going to be open to appeals from democrats now in a party that's so resolutely captured that may not have been before? >> absolutely. and i would just point to -- i mean whoever gets in the race on the democratic side, i will have been the only one that's run and wide statewide here in pennsylvania. in 2018, the governor and i smashed our republican opponents by 852,000 votes, which was a 900,000 vote swing over donald trump's carrying pennsylvania in 2016. so that tells me that you just have to have a few defections and you will prevail here in pennsylvania. that's why pat toomey retired, because he knew he couldn't win. and you're definitely going to have a very trumpy nominee and a very trumpy nominee in the absence of donald trump on the ballot can't carry pennsylvania and they try to -- our opponent in the gubernatorial race tried to be very trump-like and he couldn't carry it. he collapsed under it because the truth is you cannot replicate that persona and that personality, although you're going to see a whole legion of them try to replicate it. it is just not something that is transferable. i think we have a prime opportunity here to deliver pennsylvania as two blue seats in the senate. >> that's a very, very good point about the nontransferability. i think that's underappreciated. john fetterman. thanks for making time tonight. still to come, the appeal by one house manager to try and woo mitch mcconnell to convict trump. and later, don't miss a special edition of "the rachel maddow show" where he dives into the scandals left behind by the trump justice department and interviews the congressman suing trump over his role. that's on later. you do not want to miss that. covid's still a threat. and on reopening schools, we know what happens when we don't put safety first. ignore proper ventilation or rates of community spread, and the virus worsens. fail to provide masks or class sizes that allow for social distancing, and classrooms close back down. a successful reopening requires real safety and accountability measures. including prioritizing vaccines for educators. parents and educators agree: reopen schools. putting safety first. the sanctions vote was an unprecedented foreign policy defeat for president reagan. he pulled out all the stops in an effort to win, but congress believes it is on the right side of what it considers an issue of civil rights, morals and values. >> nearly 35 years ago in 1986 the republican-controlled senate dealt president ronald reagan an embarrassing loss. 31 members of reagan's own party joined 47 democrats to overwhelmingly override his veto of legislation that placed sweeping sanctions on south africa with the goal of ending that apartheid regime. at the time reagan and his allies argued the sanctions wouldn't work or could lead to a communist government taking power, but politicians from both parties made it clear taking a stand against apartheid was a clear-cut moral issue. senator alan cranston, a california democrat, said the senate must decide whether we stand with the oppressed or the oppressors. here's what was happening on the republican side in the weeks leading up to the vote. >> but a senate republican says it won't be easy heading off congress. >> i think it's now time to put law on the books. i think it's now time to put a law on the books even if we have to do it over the president's veto. >> did you catch that? that was first-term senator mitch mcconnell arguing sometimes you have to vote your conscience, even if it makes the republican president look bad. in the end, mcconnell voted his conscience. he voted to override reagan's veto saying i think he is ill advised, i think he is wrong. we have waited long enough for him to come onboard. last week mcconnell was stressing the importance of voting for the moral side of the issue, signaling to republicans the final vote on donald trump's impeachment is a matter of conscience and senators who disputed the constitutionality of the trial can still vote to convict the president. house impeachment manager joe neguse tried to prick mcdonnell's own conscience without naming him or pointing him out of that time that he did take a vote based on morals. >> in 1986, 1986, this body considered a bill to override president reagan's veto of legislation imposing sanctions on south africa during apartheid. two senators who sit in this room, one democrat and one republican, voted to override that veto. that vote was not about gaining political favor. in fact, it was made despite potentially losing political favor. and i have to imagine that that vote was cast like the decisions before it because there are moments that transcend party politics and that require us to put country above our party, because the consequences of not doing so are just too great. >> pretty well done there, right? >> i mean i was simultaneously felt vindicated. the speech clearly as you said, it emulated much of what we had presented in terms of the theory of our case. the language that he used. the fact that he talked about the president being practically and morally responsible for the events of january 6th. again, clearly he believed that we had proven our case and the evidence was overwhelming so that was a windcation in part. but also feelings of deep disappointment that he would rest his decision on a technicality, which by the way, as you know, chris, had already been decided. and i would know because i argued that issue with lead manager raskin and my colleague cicilline on the very first day of the trial. for a body that purports to rely so heavily on precedent, which you have covered extensively, the fact that some senators, including the minority leader, would disregard both the precedent of the senate, which i outlined in great detail, and also the fact that this was a settled issue on the first day of the trial, again, just deeply disappointing. but i've talked to several republican and democratic senators and representatives over the course of the last several days, including one of the senators who -- republican senators who voted to convict. i just have to tell you, i draw a lot of optimism from both that conversation and i think the ultimate outcome and the fact that this was the most bipartisan impeachment vote in the history of our republic. >> without disclosing any confidential confidentialities, was it a job well done young man conversation with the one who voted to convict? >> i won't get into the details of the conversation. i think suffice to say that those that i've talked to members, senators, have all agreed that the evidence was overwhelming and that we ultimately proved our case. >> yeah, you know, there's evidence for that. there's a great reporter steve dennis who has been putting together all the statements from the 50 republicans. it's very striking if you look at all of them because they all issue statements about their vote. it is quite striking how few make any argument on the merits on the president's behalf. they are overwhelmingly they take this, oh, well, it wasn't constitutional and it's time to move on, we have to do important things. there are some that say first amendment protected speech, it was preplanned ahead of time trying to defend him. but it is striking that in the body of republicans that voted to acquit the president, how hard it is to find an affirmative defense of his conduct. >> oh, i think your observation is spot-on. some of those statements are scathing. as one of my colleagues said, they sound as though they were statements from some of the house managers in terms of the evidence that we presented to the senate. you know, the minority leader talking -- discussing the president's disgraceful dereliction of duty and so forth. what's interesting, chris, some of your viewers might not know, i certainly did not know this before this trial, the u.s. senate is actually a physically very small room. it's not nearly as large as the house, which meant that for us managers, you know, we could very much tell the reactions of the senators, the jurors as they were watching the videos that we presented and as they were hearing our arguments. and it was clear to us, and we had multiple conversations throughout the trial on this point, that our arguments were having an impact. that the evidence clearly was connecting on a visceral level. so it doesn't surprise me that some of those senators ultimately, even though they voted to acquit, would nonetheless concede that the president's conduct was egregious. >> yeah, it really shows in the statements. congressman joe neguse, i was really impressed with not just the job you did, you all did. thanks for making the time tonight. >> thank you, chris. ahead, new data shows communities hit hardest by the pandemic also have the lowest vaccination rates. what we can do to fix that, next. >> singers: ♪ safelite repair, safelite replace. ♪ cyber attacks are relentlessly advancing. to end them, cybereason built a cyber security solution so advanced... it can end attacks today -- on computers, mobile devices, servers and the cloud. and deliver future-ready protection, keeping you sharp for tomorrow. join us, the defenders, in our mission. cybereason. end cyber attacks. from endpoints to everywhere. covid's still a threat. and on reopening schools, we know what happens when we don't put safety first. ignore proper ventilation or rates of community spread, and the virus worsens. fail to provide masks or class sizes that allow for social distancing, and classrooms close back down. a successful reopening requires real safety and accountability measures. including prioritizing vaccines for educators. parents and educators agree: reopen schools. putting safety first. one of the big challenges in distributing the covid vaccine is trying to insure that they don't disproportionately go to the most affluent communities. as more people get vaccinated in the united states, we're getting more and more data about who's getting their shots first, and the data coming out of cities is painting a fairly consistent picture. in the neighborhoods with the highest death rates from covid, which tend to be poorer and more black and brown folks, fewer people are getting vaccinated. in whiter, more affluent neighborhoods, vaccinate rates tend to be higher. even though fewer people have lost their lives to the virus. in new york city, we have data by zip code. the same dynamic has also played out in washington, d.c. and other cities. in this section of manhattan's upper east side, a wealthy neighborhood, there have been 166 deaths from covid per 100,000 people. so far in that zip code, 16% of adults have been vaccinated, which is great. that's good. we want people to be vaccinated. but now, let's look at, say, brooklyn's east new york neighborhood, much much poorer, much less white. in that zip code, there have been a staggering 837 deaths per 100,000 people. think about that. it's been hit so, so much harder by the virus, but in that neighborhood, only 5% of adults have been fully vaccinated compared to the 16% on the upper east side. now, the city did not break down vaccine recipients by race or account for a percentage of people in a zip code who are eligible, but the broad picture here is pretty clear. we see it playing out across the city and across the country. in some poor neighborhood, only 2% of adults are vaccinated, while vaccination rates are 14%, 15% in richer neighborhoods. this is a huge problem to solve, and to discuss it, i'm joined by charlotte, covering health policy, writing about the vaccine rollout specifically. so charlotte, let's start with the phenomenon. i want to sort of check against myself here that this is something that's happening, that's showing up in data that is being produced around the country. it's not just a particularity of new york. >> this is happening around the country. you can see it in the cdc's national data. i think nationally, at least as of last week, african-americans who account for more than 18% of the population were only 11% of those vaccinated. and we're seeing disparities around the country. here in washington, where i am, we have a situation where people from wealthy white neighborhoods were going into poor black neighborhoods to go to clinics that primarily serve underserved people to get vaccinated. and it is creating a real disparity, and it is completely contradictory to what president biden has said he wants, which is a vaccine and a covid response that is centered on racial equity. >> so it seems that there's a few factors at play here for why this is. it seems to me that there is a demand issue, right? sort of people's willingness, and i think we can get to that later, but the first thing just seems to me, it's one of those situations where a certain amount of social capital, connections, time or resources to other people to go through the logistics of the planning and the websites, is tending to advantage more affluent folks. is that sort of your understanding of what's driving this? >> yes, well, i think there's two things driving it siren one is exactly what you say, which is more affluent people tend to have the resources to the computer savvy, the time frankly, the transportation to be able to get vaccinated. but another big reason is vaccine hesitancy. we know that people of color, particularly african-americans, are more hesitant than whites to be vaccinated, in part because of the legacy of systemic racism and government experiments like the horrific tuskegee experiment that still linger in the minds. so there is that issue of hesitancy that the government is going to have to overcome if it wants to see people of color vaccinated. >> yeah, this is a december poll from a.p. this is almost two months old now, but we saw huge hesitancy in the beginning. huge racial disparity in terms of folks, 53% of white people saying they're going get vaccinated why only 24% of black folks, 34% of hispanic respondents. those numbers have changed a little bit, even though there are still racial disparities. are there people figuring this out, examples of places where this is being dealt with forthrightly in a way that is sort of, you know, reintroducing a kind of equity here? >> well, i think that's hard to know, and one reason that's hard to know is that the government doesn't really have great data on race and ethnicity of people who are vaccinated. but more broadly, one of the states that is actually done a really good vaccinating people across the board is west virginia. and it has vaccinated, i think, 83% of its vaccines have been administered, and it's far ahead of most states in terms of effective and quick vaccine distribution. >> and we have talked a little bit about this before. what's been the key there? >> so, interestingly, one of the keys there is that west virginia decided not to opt into the federal government's nursing home long-term care facility vaccination program. that program designated a set amount of doses for nursing homes. and what governors and state officials found was that some of those doses were kind of trapped in that program. i talked to andrew cuomo, the governor of new york, last week. and he mentioned that it was -- he had to yank those doses back. because they were stuck, and deemed, you know, only fit for that program. >> yeah, and we have also seen that's another place where we have seen some vaccine hesitancy among folks working in those areas, and again, the sort of reinscription of a lot of these sort of inequities which is, again, going to be the big challenge nested amongst many other challenges for the biden covid response. greats reporting. thank you so much. >> okay, thank you. that is "all in" for this evening. a special edition of "the rachel maddow show" justice under trump starts now. >> good evening. thanks to you at home for joining us this hour. we are producing a bit of a special report tonight. on justice after trump. in many senses of that phrase. let me explain. i'm going to start with something we covered here on thursday night, just a few nights ago. thursday night here on the show, we did the first national interview with a prosecutor in georgia who has opened a criminal investigation into one of the charges that was laid against president trump at his impeachment trial, which of course ended this weekend. in addition to the specific allegations about president trump prompting the violent attack against the capitol, which interrupted and tried to stop altogether the certification of the presidential election results, you will recall that in the article of impeachment that
