but trumpism, far from it, not just in politics but policies. shortly after taking office, president biden signed a 100-day deportation moratorium of some undocumented immigrants. that order now temporarily blocked by federal judge drew tipton of texas, after texas ag ken packsen sued the biden administration alleging the moratorium is unconstitutional and violates agreement between the state and dhs. regardless, i.c.e. could still choose to release immigrants with deportations orders. could keep people detained or delay the deportation process. but they are not. in fact, in recent days, i.c.e. has deported immigrants to at least three countries. 15 people to jamaica thursday, 269 people to gault ma friday. more deportation flights scheduled monday. among knows a 27-year-old woman rosa was pulled over in el paso for a broken break light. she had outstanding warnts and arrested. rosa was a witness to the 2019 el paso shooting at a wal-mart and provided critical information to state and federal investigators. yet, she was sent to mexico, a place she has not lived since she was 11 years old. and then there is 9-year-old frernd fernando to plea for authorities to stop his father's third deportation. fernando and his father pled guatemala to seek asylum in the u.s. when they arrived, fernando, 6-year-old at the tight was separated by authorities. one of 2,800 children separated from parents in 2018 as part of trump's zero-tolerance policy. it took two months to reunite them. we should note next week the biden administration is set to announce a task for aimed at reuniting kids separated from families. in the latest sign that the biden white house is asserting control over i.c.e., the u.s. halted deportation flights in recent days, including flights to haiti this past thursday. adults and children, some as young as two years old set to be dpoerted. the flights were cancelled last minute after advocates spent hours making frantic calls on behalf of those onboard. we're talking to one advocate in just a minute about what happened behind the scenes. and the day before on wednesday u.s. authorities returned dozens of haytons to the mexican border city of juarez with contradicts a policy agreement with mexico brokered under the trump white house. in the agreement which came together after the start of covid-19 mexico agreed to allow u.s. authorities to return guatemalasens sampledens who had traveled through its territory. so honest haitians are limping in a country where they don't speak the language, have no personal items, claiming customs officials didn't return belongings. more than a dozen say immigration authorities held them for three to four days and then returned without any documentation of their expulsion. one telling reuters, quote, they returned us with nothing. threw away our clothes and my children's shoes. we asked for asylum. but they told us no. they're asking for asylum as haiti is on the state of unrest as the president there refuses to ac knowledge his own term limits. the nation also grappling with 20% inflation. its sharpest economic contraction in a decade. there is a surge in gang violence, not to forget haiti is still working to recover from the 2010 earthquake and hurricane matthew in 2016. with all of that leading to some big questions tonight for america, it is clear president biden cannot sign these problems away, many of them predating the previous administration, congress after decades of inaction must pass legislation. and another question facing us, how does i.c.e. act as a rogue agency. with me erica. and the former press secretary for bernie sanders. and gerlen jess up, the president of the haitian bridge alliance. and i want to start with you gelin we see the impact this has on real people's lives. there was a deportation stopped to cameroon. the "the guardian" reports i stopped the flight because of allegations of brutality. can you take us behind the scenes what happened with this flight and what's happening with others who were supposed to be deported. >> thank you abo, alicia, thank you for having us. the reality is we are dealing with some very critical issues is right now. understanding, as you mentioned the critical aspect that is unrolling in haiti right now with the unrest and demanding for the president to leave the country actually tomorrow. people are asking him to leave the country. so what we have been seeing is an uptick of deportation to haiti, which has been happening on a daily basis in past week. and two of them this past thursday. so what we have been calling for is really for a relief for those people who have come to the border asking for asylum because of all those different issues happening back in their homeland, whether from haiti, as you mentioned, from cameroon, the anglea. and the idea all of the flights have to be stepped in order for those people to get relief. it's unconscionable for the united states to be deporting people. as you mentioned before, we saw on the flight that left thursday, a baby, an infant, four to five months old being deported, pregnant women, babies and children, family units, instead of giving them safety, we see that we continue to allow the system to destroy lives and deport them back to danger. >> hamid in the same week biden is range raising the cap on refugee the anthony blinking suspended and rescinded agreements with fwault la, honduras. what does that signal as the biden administration step toward changing how asylum works. >> it signals that we are supposed in the right path to allow at safe and juvt and dig nigh fied way for us to allow people to come and ask for asylum. but right now we have to hold accountable all the people who are involved, including our -- our president, our government, our elected officials, because -- because when we have those policies we have to make sure that they are being done in a way that they are being implemented and make sure that people get the relief that they need. >> ahmed, i want to get to you jump in. >> yeah, totally. i think this is an initial step by the administration to undo some of the -- some of the agreements that were put in place before. they knew walking in that these agreements were somewhat of a disaster on the ground, forcing guatemala, essentially, to take back folks who are coming to the southern border. and the other two agreements were never actually implemented. it took so long for the trump administration that they never were able to actually implement them. this is just a way for the biden administration to set the new tone, to try to figure out what to do at the southern border when it comes to asylum. >> acquira, big picture what does it say to you that there are still immigrants being deported. >> fivrm a deportation under a republican president or democratic president is still a deportation, a separation of families. it doesn't matter who the president is. it's still separation and pain and trauma. and so to me it's important that this administration hit the ground running, that they acknowledge and ensure that the broke agencies that they inherited from both the ab li obama administration -- i mean even before obama and now trump, they inherited these terrible agencies and i.c.e. and cbp, that there is accountability for them. if it was up to us in the advocacy community we are asking that i.c.e. be abolished. there has to be a first step, right. and we really hope alejandro mayorkas. now that he is the secretary of homeland security, that he stop the deportations because we know there is this question. as you mentioned i.c.e. has discretion. cbp has discretion. we need to ac knowledge this isn't just an immigration crisis. s in a humanitarian crisis that we need to tackle and solve immediately. >> hamed, to pick up on eric's point, the biden knew i.c.e. would be a problem because identifies is a problem that predates the trump administration. it's certainly worse under trump but still something they knew they were going to have to do. on top of that there is a whistle-blower alleging that former trump official ken cushily signed an agreement with the i.c.e. union giving them authority to ham string biden. what do we know about that agreement and where then it leaves biden? >> yeah, i think this all highlights the point that the biden administration wanted to halt most deportations for 100 days. and get the lay of the land what was happening at the agency, and what ways it could potentially reform the way i.c.e. was deporting individuals, arresting individuals. when it comes to this agreement, i.c.e. officials are still examining it. the whistle-blower says that this agreement could potentially allow the union to indefinitely delay some of these big changes, the biden administration wants to implement be who they can and can't arrest. if this is what the whistle-blower describes this could cause a big issue for the biden administration. >> erica look the biden is calling fors and plans not policies to implement. i wonder what you both make of that and what you want to see biden and congress do on immigration policy. >> to be honest, a lot of us myself and the organization i work with were disappointed that there wasn't more action, and there was a lot of, you know, directives basically that happened. and compared to the trump administration, he hit the ground running in the wrong direction but he did. i mean, there was all kinds of actions happening when he took office. and we want to see the opposite of that right now. we need to see more action happen. and as you mentioned, the story of one of our clients, all the brothers, sisters and siblings deported right now in masses to haiti, to cameroon, to mexico, this is actually something that -- that we need to tackle right away. and yeah, we were disappointed that it didn't happen, you know, that there wasn't more action. and we are -- we are asking them to keep that promise, right? democrats have made a promise for decades that they are going to tackle grimes, not just the path to citizenship, but that they are going to be tackling this in a hue mane way. and we are going to be pushing for that promise to be met. and whether it's through executive action or whether it's through legislation. without having to rely on republicans because they have shone us what they are about. republicans have shown that they are with trump and democrats can do a lot on their own. >> hamed, erica, will other advocates find themselves in this situation? i want to tell mimi more about the immigrant families released in mexico by border agents in texas after families refused to take them. >> there's been a swapgs in where the border patrol is releasing more families at one portion of the border. this is a situation evolving. trying to get a feel of it. mexican government said they are still taking central americaen families. this is a situation that maybe not what was initially, you know, said. so we'll see. >> gerlin if the administration is listening, what do you want yorp departing thoughts to be? >> i would say to make sure that the system works. because as my sister andrea mentioned we are expecting for folks to be allowed in with dignity. we need and we are demanding for all the flights to be stopped immediately. we are asking that we have a system that works properly, because we are ready to receive people. we are ready to give them the dignity that they need. but right now we are asking the biden administration to provide that -- that streamline so that people's life are not in danger so we can make sure that alm of those things we're seeing we're returning people raw, even others warned colleagues about the danger of moving on too quick in the threat posed by home grown terrorists. now some in the intelligence community wants to take a good hard like. majority heinrich of new mexico calls on the intelligence committee to conduct immediate interagency review of the threat of terrorism. i want to talk about this because at this point i think people understand the need for such investigation and review, right on the growth of domestic terrorism. what can it actually accomplish? zbloots i think it can give us a much better sense of what we're dealing with, how it's working, how social media is playing a role and sites like parler and other places where communication is facilitated right now between some incredibly dangerous actors. and if we don't get a handle on this, we saw what happens when intelligence is not taken seriously. that's exactly what happened on january 6th. and i think it's incumbent upon us to get a very accurate assembles for what the level of risk is, who the actors are, who may be involved in financing this, and -- and really come to grips with the fact that now the greatest terrorist threat that we face is inside our own country. >> i mean, senator, this is no loorng of an amorphous out there, threat. the threat has been made very real to you, to the american people and to put a fine point on it, there are now multiple house republicans who have reportedly ties with some of the extremist groups that you will presumably be looking into. how should this sort of thing be handled within congress specifically? is that part of what you want investigated? >> yeah, we need to come up with tools for dealing with, you know, a very different threat scenario than we've had historically. most of our laws are designed to deal with foreign terrorism groups. they're not really structured. and we need to find that right balance between making sure that our intelligence community, for example, is not surveilling people here at home. but when real threats are made, when real violence is demonstrable, to have a system where with a warrant you are are paying attention to the organizations, gathering intelligence and information on these organizations. and you're treating these threats seriously, because we've seen what happens when you don't. >> now take a listen to what president biden said in an interview with cbs. >> should former president trump still receive intelligence briefings? >> i think not. >> why not? >> because of his erratic behavior, unrelated to the insurrection. i just think there is no need for him to have the intelligence briefing. >> what value is giving him of an intelligence briefing? what impact is he having at all other than he might slip and say something. >> today press secretary jen psaki the president was expressing concern about the former president having access to the intelligence. but it's still under review by the intelligence community. i'd like to answer the questions posed to biden. what value is there in giving president trump an intelligence briefing. >> absolutely none. as someone sitting on the intelligence committee and has seen how he communicates things that historically other presidents have kept very closely guarded to the world, often tipping our hand to foreign actors, i don't think there is any necessity in having the former president have access to that kind of information. >> senator, you were one of the first of your colleagues to realize what was going on january 6th at the capitol. former president president trump's lawyers claimed that his conduct around the riot is shielded by the first amendment. in a letter circulated on friday, 144 leading first amendment lawyers and constitutional scholars say that claim is legally frivolous. i assume you agree. >> absolutely. and this is a pattern. we have seen this over and over again from in president and from his legal teams. any time that he is called to account for either bad behavior or criminal behavior, or what he did in ukraine, he says look over there. don't look at me. don't look at what i did wrong. look at something else. this is just a fig leaf. part of a person. when it comes to the evidence, the evidence tame li came to us on january 6th. i don't know how you can possibly ignore that. >> senator heinrich, thank you so much for your handcuffed and pepper sprayed in the back of a police car. rochester police say they were respond fog a family dispute. the girl was threatening to harm herself. her mother now wants the officers fired. in central florida, only days before, two other black girls were violently detained. in one capes cell phone video captured a school resource officers tazeering a 15-year-old girl. in another video a 16-year-old girl was body slammed, knocked unconscious. the school resource officer is on paid leave. as dr. monique w morris writes in pushout be the criminalization of black girls in schools. research shows black girls are seen as ha more mature needing less protection. a painful phenomenon putting black girls on the path of incarceration. dr. monique morris the executive director of grant makers for girls joins me now. dr. morris i think the danger is in acting as though the stories are anomalies. i want you to listen to what that girl in -- the mother of the givrl in rochester had to say. >> the incidents in 6 minutes. in you event you can't calm a 9-year-old child with some type of stress going on. it's impossible. anyone a father or mother would know that six months is not enough to try to talk to the child and get them to calm down or comply. >> dr. morris how is what we're watching indicative of how police officers often treat children of color? >> i think first and foremost i'm happy to be here with you this evening to talk about this. it's really important that we recognize from the outset that black girls are not disposable. and yet what we are seeing is that a dehumanization and the adultfy indication of black girls specifically lead them to being viewed as disposable. she in the video had to remind them she is a child. the acts as you mentioned may seem isolated. but they're steeped in pattern of racialized gender based violence that harken back to a long history of schools and other public spaces not necessarily serving as locations for healing and safety for black girls. i want to situate this in the context of a few things. first is that black girls are still the only group of girls overrepresented across the spectrum of school discipline at every educational level. and when we see these cases, both the 9-year-old -- including the 9-year-old pepper sprayed and the two other cases of teenage girls experiencing state violence, we have to remember that black girls are more than 3.5 times likely to be arrested on campus than white girls and often face retaliation when they come forward and express themselves -- or express dissent in some kind of way. it's important too to recognize that officers are often brought into spaces to respond to crises they are ill equipped to manage. and safety as i often ao say is coconstructed and should not be seen as something that needs to be implemented by police, especially with young people. black girls in particular, organizers, scholar advocates, and others who have been studying this issue agree that police should be replaced in many of these cases by those who can actually facilitate safety of children and adolescents in schools and communities, counselors, klinens and other youth workers so we recognize ultimately that safety does not require a police escort and we have to stop conflating accountability with punishment. >> i keep going back to what you said about the disposability, about black girls treated as though they are disposable. it strikes me that amanda gorman, sort of the world stopped and watched as she gave the incredible reading at the inauguration has also talked about even in the context of a girl of color who is incredibly special, she says we're treated as lightning or gold in the pan. not treated as things i'm going to last. i'm learning i'm not the lightning that strikes once i'm the hurricane that comes every single year and you can expect to see me again soon. how do we make the pivot to that? >> well the first thing we have to do is recognize the humanity of all black girls and root out the systems that deem them disposable and render them vulnerable to contact with the juvenile court or criminal legal system or other mechanism of harm. we really have to fight alongside black girls in support of their dignity, power, well being. it's something that we need to do by resourcing a systemic transformation that is needed in order no ensure that all black girls are protected and all other girls as well. >> what i think i hear you saying though when you talk about fighting alongside them is we have to give them the space and capacity to lead? >> absolutely we have to recognize their agency. we have to engage them as human beings and recognize that they're developing people. what's most striking in each of these cases and what it calls up for me is really the absence of our capacity to fully embrace the growth capacity of black girls. when we use the terms like dehumanization or adultfy indication sometimes it's erds to see this as academic exercise or theory et cal engagement but these are real people and children. and if we seem this is as developing adolescents we are less likely to cause >> here's what it reminds me of and should remind all of us that we don't have a domestic terrorism law. and if we had one then a judge would say to a woman who committed it, hey, go to mexico, have fun, get back to me later. he is not going to do it if she is charged with domestic terrorism. when we see people charged with assault, trespass, theft of a speaker of the house podium, this is what happens. you get to go on a retreat to mexico. let's get a domestic terrorism law in place that reflects the gravity of the crime committed. >> frank, you had an op-ed for msnbc titled how to stop russia from recruiting the next trump. there are allegations by a former russian spy who said that trump was targeted by the kgb 40 years in the making. how can this be prevented? >> i certainly take just the word of a former kgb major. we should keep that guy at arm's length but match his story with other stories and other evidence and what i know about counterintelligence and the russians is they are in for the long haul, as are the chinese. they will identify young, talented or wealth business people and politicians who might move up the ranks some day. and the story here is that allegedly they put trump on the radar when he first visited russia 40 years ago. so the question is how do we prevent this from happening again? i say we need a new way of vetting our candidates for office. they certainly don't undergo a background investigation. let's require mandatory financial disclosures, foreign travel, business entangle mts, get it out in the public. not a bureaucracy deciding who the candidate is, but let's let the public decide after mandatory disclosures. >> franke, do you think there is appetite for that? >> oh, hi. thank you so much for having me on the show. the biggest misconception about my great grandmother was that she was only a journal ills. she was involved in the civil rights movement, the ncaa, the national association of colored women's clubs, she founded the negro fellowship league. she was extremely multi-dmeksal many. >> she was born into slavery. how do you think the dual itself shaped what she believed was possible for enslaved black people? >> well, the recop instruction was a period of hope. there was a lot of progress that took mace. that shamed her a great deal. >> she is well known as a revolutionary, as you said many people think of her as a journalist. she was so much more. why was it so important to you beyond what you've already talked about to highlight the other roles she fulfilled, as a mother, as a wife, as a sister? >> well, i wanted people to see her as a fully developed woman the way that i saw her. i always sought out what made her actually human versus this extraordinary person that was intimidating. >> yeah. i think that tlsh a hot of people to whom that applies. i think that very often happens sort of in the inverse in the way we see the open women o v in our lives, that in some ways we think of them our wives, our mothers, our taurus, and sisters and don't see them in the full context in which they exist. >> right. i wanted people to see the multi-dimensional aspect of my great grandmother and hopefully be inspired by her story and hopefully see some of her in themselves. >> what do you make of the past year? >> i actually wrote about that. i think she would honestly not be a little surprised because she grew up during a time there was domestic terrorism against the black community, which is what she fought fore in her writing. to me, this is an extension of what she was experiencing. >> i think there are always people looking for words of wisdom. i wonder what you think your great grandmother would have passed on to the rising generation of activists. >> i think my great grandmother would tell people to be true to themselves, to believe that their voice can make a difference and to just keep moving forward no matter what. >> michelle, so often when we look back at the people in our own lives, especially people like you trying to write like your great grandmother. were there things that you learned about her, about the woman that she was, about the work a that she did that in some ways helped you understand yourself and your only fam own even better? >> my great grandmother was very independent, she was strong willed and had her own opinions. to me, some of her independence runs through our family. we've always been encourages to believe in ourselves and to believe that we deserve the best that this country has to offer. >> in the even bigger picture, what do you see as the importance of centering black women in our historical narrative?
