it is 2:00 p.m. in washington and joe biden just took steps to try to extend health care to millions of murns during a pandemic. the president directed the government to reopen the obama care exchanges. so that americans who lost their insurance can apply for coverage. according to an analysis done last month between two million and three million americans lost their jaurns from insurance from september to march. they site the exchanges and medicare as two reasons why that number is not higher. biden's steps today signals that he has an understanding that this crisis is far from over. global cases have now topped 100 million. and with a sluggish vaccine roll out and concerns of mutant varients, dr. fauci says we may not be back to normal until fall. >> i think has we enter into the fall, if we get all of these things done efficiently, we can approach normality substantially even though we don't get there exactly the way we were before all of this happened. >> the white house press secretary will likely address that timeline when she holds a press briefing in a few minutes. >> we have sara cliff and codirector of the center for vaccine development. everybody welcome. walk us through what joe biden just signed. >> he made it very clear there katy in this spray that there is nothing very new or novel about the two executive actions that he signed today because they are, in effect, reverting back to what was put in place in the obama-biden administration. he was very clear to say president biden even catching himself referring to donald trump at president trump, that the former president's actions caused this to be such a priority today. as you point out at the top of the show clearly in the middle of a global pandemic with so many millions of americans losing their health care coverage. this will essentially open up a special enrollment period for people to sign up to that exchange if that's what they want to do. it's also looking at other protections for people and for women specifically when it comes to health care. at the end of that event the president was asked whether or not he would propose other health care legislation in the coming weeks and he said his ultimate priority is the coronavirus relief package. these issues are completely inextricably linked and intertwined. of course he was very well known years ago when the affordable care account passed calling it a big-word i can't say on television deal. it was really all about business, getting this done, and whether or not there will be more legislation to come from this white house is to be determined, but the priority is absolutely relief as it relates to covid relief. >> bfd is what he said. that is not monica being heckled, that is what you're hearing in the background. these are executive orders, they ared the easy part. getting legislation done is much harder. what do these orders do? how effective will they be? >> yes, so i think on this executive order on health care particularly the one opening the marketplaces, it is essentially the biden administration having a do over on the healthcare.gov sign up period. a lot of americans didn't hear about it because the trump administration cut obama care advertising and they weren't telling people. so i think of this as the administration coming in to say it is open. we're going to do enrollment outreach. and i would not expect a die it was not an every -- over overwhelming number. they are going give more money to help. i think most people agree that would encourage people to sign up in a way that this new enrollment period, as a first step it will probably not create that swell in enrollment numbers. >> let me ask you about some reporting. you said a lack of information about obama care is not the only reason that millions are uninsured. millions in states that did not expand their medicaid programs cannot get help for buying their own insurance. >> this is one of the trickist things. the things that don't participate in the medicaid expansion. this is a state decision. in large states like florida and texas they said thanks but we don't want this money. and as a result you have millions of low income americans that don't qualify. there is not a totally clear policy solution to this. we know how to increase the subsidies, but because of that big role for the state, it's not clear what the solution will be like to get there. >> we are in the middle of a pandemic, a global pandemic, nowhere near under control right now and there are millions that do not have access to health care and that could be rectified with these orders to a degree. talk to me about what you're seeing in in the front lines for americans trying to get care when they don't have the help they need. >> we saw this all through 2020. the virus is decimating low income neighborhoods. i mean we're talking about historic decimation of low-income neighborhoods. they're not working at home, and then they're living in multigenerational homes. so a 22-year-old kid at a construction site brings is home to parents and grandparents. there is a lot of underlying diabetes and hyper tension. we lost a whole generation of mothers and fathers in this pandemic. >> i was watching a story about a young boy, a 14-year-old in texas who is just trying to get his mom transferred to a hospital because the machine to oxygenate her blood was not available at that hospital and he hearing aid to raise his own money, thousands of dollars, to do so. it was horrific. a moment ago with my colleague, chuck todd, dr. hotez was talking about this. is it a good idea to push off the second dose of the vaccine to get more people vaccinated more quickly? >> no, i'm not really in favor of that. the reason is because of the varability of the response. a single dose, some get it, some don't. and you know when we talk about being partially protective, what it really mean social security there is two groups, some are well protected and some are not. it is too much of a roll of the dice. i think it is very important to focus on the two doses. when you look at those vaccines on those phase 1 trial. and that's why they need those two doses. so the key now that is keeping me up at night is that we just learned today that the south african variant is now here in the united states for the first time that we know of. in south carolina two cases. the cdc saying that will take over a significant percentage of the u.s. into even though the total new cases has gone down from around 250,000 confirmed cases per day to 180,000, that's the eye of the hurricane. the backside is now coming and this is a time when we have to accelerate vaccinations. i'm a little worried about the biden time line. i think we have to figure out a way to move faster. we have some ideas to put forward, but we have to vaccinate by late spring and early summer if we hope to be ahead of these new variants. >> please come back and give us those ideas once you have time next. monica alba, thank you all very much. with me now is the governor of new jersey, governor phil murphy. always good to talk to you. you said you're doing as well as you can do right now. you're happy with how things are going in new jersey. what could make you, as a state, do better. >> thank you, katy. i would not say i'm happy, i think that which we can control, we are either doing what we need to or a plan to do it. a game changer would be more supply of vaccine doses. the good news is the biden administration is laser focused and it is a great team. they know what they have to do. they have an increase in allocations for the next few weeks and it's all great, but we can probably do multiples of what we're getting and that would be a game changer. >> you're expecting 130,000 vaccine doses per week. what might that number rise to and how quickly? >> it feels so me like we're a couple months away. and i'm not in colluding whether or not johnson and johnson comes across the goal willline, or astrazeneca. we said we wanted to get 4.7,000,000 new jerseyians vaccinated. that is awork perspective. but i think we can get there. >> seniors would told to sign up and they would be notified when it was there time. some received an e-mail from the state department of health saying it was their turn and providing a link to schedule an point. but when they tied to book a shot no appointments were available anywhere. i heard firsthand from folks there, what are you doing to clear it up on a the messaging front? >> yeah, it uses the word seniors and it implies that is the case for everyone and that's not the case. the federal program, cvs and walgreens are establishing long-term care. we opened a call center on monday and that is a particular benefit for seniors. we had a couple locations where they didn't get the second dose right. you know we're building the plane as we fly it. this reminds me of the early days when we first started speaking about the pandemic when testing was first coming off of the ground. for today and for many months testing has been widely available in nurnz. we will get there with vaccine distribution. i'm confident of it, but we won't get there overnight. >> there is word that the pent gone has been asked to supply some troops to help distribute the vaccine across the country. >> we had very good conversations with the army corps and fema. we welcome that. they have been good partners from the beginning. the only caution that i would have is that distribution points, or health care workers right now are constrained. the constraining factor right now is supply doses. we hope they bring doses with them. >> we have a white house senior advisor for the covid-19 pandemic, he is coming on in a moment, is there anything that you would like me to ask him? >> first, please tell him i love him. he has been an extraordinary add -- advisor to me and us. i am co-chairing his fan club. i know handandy is an extraordi example of the professionals on this. it is great that we're getting more doses and we're thankful for that. when does it double or triple? i have the person to ask joining us now is white house senior advisor from the covid-19 response, andy slaven who was previously at the centers for medicare and medicaid services. it's nice to see you outside. let's talk about how this all gets done. governor murphy needs more doses of vaccine. i was just talking to my mom in los angeles who is over 65 and can't even get on a list for a vaccine in california. how will this work? >> thank you for having me. the american public right now is tired of the virus. eager to get vaccinated, not getting clear information, and they could just make it happen. it could not happen soon enough. that is what we're doing here, the first things that we did is we went and realized that not enough vaccine was even procured to supply to the american public and we took care of that. now we should have enough for every american. second we went to the governors on tuesday and said look, the first thing we can give you is predictability. if you don't know how many vaccines are coming you will open up these sites, people will make appointments, they will be canceled. we're going to give you three-week visibility and that was greatly appreciated. it was also a 16% increase. i wish i could tell you we inherited stockpiles of vaccine that were just sitting around. and the straight facts are that we did not inherit a stockpile of vaccines. so we're working with the governors. and we're working with states to move quickly to get those into people's arms. >> let me ask you this because there has been disagreement on our air. dr. olsterholm who was part of the van suggestion task force says he believes the vaccine should be distributed, one dose, right now, and everyone should wait for the second don't, but it is faster and better to get every one dose immediately. another doctor said to me it is not a good idea because of the efficacy rate in the preliminary trials. >> you just named my favorite minnesotans and my favorite texan. they are great people and we need to hear from them. one thing you're going to find different about this white house is we will let the white house speak for themselves. this is not a white house where you have people like me coming out and giving my own opinion. we're going to hear what the scientists say and if they change their view -- right now their view is consistent with dr. hotez which is that we all need two doses of this vaccine and we're going to do that. if that were to change we would take our cues from science and folks like dr. osterholm will be big influencers, i'm sure, in that dialogue. but it's not for the white house and the white house will not interfere with the best scientific answer. >> can the white house tell us, though, whether or not those conversations are being had at the cdc and the fda? >> in my latest conversations with the cdc director, she is very clear that she wants them to be done as what is best. that is the current state of the science, of the analysis, of the disease, and i'm sure that is an evaluation that she continues to make. and the last thing we want to do is confuse the public by saying that there is a, you know, i think people coming in and giving their well thought out opinions. but the cdc and the fda are the authorities here. if you want a first dose, get your appointment for a second dose, it is very important. >> so there are new more infectious variants of the virus. today the south african variant has been found in south carolina. we heard from all of our experts that we're in for a really bad few weeks and couple months because of the contagiousness of these variants. do we know about how effective the vaccines we currently have online are against these variants? >> so it is a really important question and it is relative not just to the vaccines but to the therapeutics that have been established. in a conversation with dr. fauci this week, and i think he said it publicly, the vaccine that people refer to as the uk vaccine, there is good evidence that the vaccines are working just as well as they do in what we have been experiencing. and the two other strains, the south african and of course a brazilian strain, because everyone has to have their own strain, there is some evidence that there is a drop off in the effectiveness of the vaccine, but importantly dr. fauci says that the drop off is not sufficient to prevent a response from the vaccine, that it in fact still does work, but not quite at the same level that it does on the uk vaccine. but we have to watch this kwloes -- closely. we have to watch this carefully, we continue to inform the public of what works and what doesn't, because there will be more new strains and like wise the same with our therapeutics. they have to go through the same process. >> so participant of the problem with the amount of vaccine available and getting it out fast could be potentially solved with the j and j vaccine that is just one dose. the clinical trials are the results of the clinical trials are expected to be revealed within days. when do you expect an eua or an eau -- eua. >> i'm very hopeful. but the country has lived too long with an administration that counted it's chickens before it hatched. so to count on things that have not gone through the fda, we're making our plans not contingent on any one event. so with the numbers you talked about earlier, getting people vaccinated in the course of the summer, that does not depend on and does not count a vaccine approval from johnson and johnson. so we will let the fda do their work. the last thing that people need to feel is that there is any political interference. so they are taking whatever time is acquired. when it rolls out we don't need vaccines, but we need vax nations and they only happen if people understand that they have as much time as needed. i know they're busy working on it and i think we will be there very soon. >> i think it is very interesting what you just said, that j and j is not included in the projections for the number of people to be vaccinated by the end of the summer. thank you so much for joining us, we appreciate it. >> three weeks after the attack on capitol hill, dhs warns that the threat is far from over. carolyn maloney will join us in a moment. n a moment s [ engine rumbling ] ♪♪ [ beeping ] [ engine revs ] ♪♪ uh, you know there's a 30-minute limit, right? access to affordable health care. he directed agencies to re-examine rules and other policies that limit americaen's access to health care so they can continue to provide access to millions of americans. as a result the department of health and human services will open health care.gov for a special enrollment period. and just as a reminder the prior administration had it open for six weeks and this is double that length of time. starting february 15th americans can go to sign up for health care coverage. the president also rescinded the global gag rule that bars international nonprofits. it bars nonprofits from receiving funding. they want to talk about rescinding them under the man. second, i wanted to update you on the amendment being made to the public readiness and emergency preparedness act on the covid-19 response. had hhs will amend them to administer covid-19 vaccines and to prohibit anyone without a license to give vaccinations. this is an effort to mutt more vax nay tors in the field. a number of states already took ax to ease licensing requirements. the amendment will help us in the vaccination efforts with a current goal of 100 million shots in 100 days. also a statement about the quarterly gdp and unemployment claims and finally a note on the vice president's schedule. she is doing local tv news interviews to discuss the american rescue plan. with that go ahead. >> i wanted to ask you about the supreme court's decision for the man convicted of killing daniel pearl. and it shocked the world's conscious in 2002. this decision to release the other suspects is an affront to terrorism victims everywhere. we recognize past axes to try to hold his murderers accountable. but we call on the government to expeditiously review it's legal options. and we're committed to securing justice for daniel pearl's family and holding terrorists accountable for their crimes. >> i want to ask about a flurry of executive orders that we saw. you promised on immigration that he would be a president for all americans, but since he got into office he has been acting largely unilaterally. he has not yet met with lawmakers on capitol hill and we're not even sure who he is talking to on capitol hill. so what do you say to american that's have ordered all of these executive orders, and does the white house think this is the best way to make policy considering an opposing policy could come back and erase all of the work done. >> there is a lot to unpack there. first the president put fard a large and bold covid relief package. it is meant to address the challenges that we're facing from the pandemic to an economic recession as a result. that package has the support of the majority of americans according to every poll that we have seen publicly released. i would say first it is part of addressing the problems that the american people are facing and working to reach out to democrats and republicans to do exactly that. that is what he is doing. he has had calls with democratic and republican members of congress. many of them he is doing more calls today, but he is doing calls regularly throughout the week and he has back to when he was inaugurated and before them. and he is calling governors about their needs on the ground. it is governed by all of the american people by focusing on the issues that they're facing. they're not just hitting blue states, red states, but crisis that we're all facing. he also ran to take steps immediately to address the main and suffering that the american people were feeling. that including overturning so detrimental and immoral policies and inactions of the prior administration. he is first to tell you he is not going to take executive action alone. that is why he put forward a number of packages that he is working with both parties on. >> does he support the move towards reconciliation. >> these policies, the policies in his covid relief package, are policy that's are not democratic or republican. everyone wants their kids to go back to cool. everyone thinks there should be more shots in the arms of americans. everyone thinks should get more relief and in a period of time that is such a challenge. he is saying here is my proposal. here is how i think, how economists think we can address these crisis. let's have a conversation about it. that's what he is doing. he will not delay action that would help bring relief to the public and help bring access to affordable health care to the american people. to help ensure that women have access to reproductive health as well. so there are a lot of steps he is taking in the past couple weeks. he will not delay actions that require immediate action, but he will also work with congress. he proposed multiple bills to do that. >> leaders on the hill afear be eyes reconciliation. we heard chuck schumer today say they're moving ahead with or without republicans. does it under mine your calls for bipartisanship? >> we're all very close to this here. everybody watching may not be. reconciliation is a parliamentary process. it's a way to get legislation through and a way to get relief to the american people. the president wants this to be a bipartisan package regardless of the mechanisms. they can still vote for a package even if it goes through with reconciliation. they are able to support it regardless. he wants this to be a bipartisan package. he is making sure that's what it looks like at the end of the day. >> can he get the speed he refu. people don't know how to plan to have food on their table now. they're worried about kids going back to school now. those are issues that republican elected officials are hearing, democratic elected to officials are hearing, and we're confident that people will listen to them and come together to support a bipartisan bill. >> and one other thing on covid, the south african variant is here. that ban goes into effect on saturday, can you explain why saturday and why not sooner? >> the testing requirements that we put in place that you noted were put in place and they take place and they're put into effect at noon on january 26th. so this goes into effect on friday night. and it was put into place very quickly in the course of a week to stand up the necessary process. it takes some time to put these restrictions in place. work with airlines and regulatory authorities. and before there was a reported case, of course, because we listen to health and medical experts. >> so given that the democrats indicated they will move forward, will president biden sign a bill that only democrats voted for? >> we're not quite there, that is getting us a few temperatures ahead of where we are now. he continues to believe that this can be, should be, and will be a bipartisan bill that receives support from democrats and republicans. he is having conversations with and listening to leaders of both paries to ensure that we get to that place. >> only democrats voted for it, is he okay with that? >> giving all of the volatilities, what is the biden administration doing to protect the average american investor if there is going to be potentially a major market crash coming. >> the fcc put out a statement i believe today or in the last 24 hours. we refer you to that and we're not going to have more comment? >> did he have conversations with economic officials about what is going on. >> he is briefed frequently but i don't have anything more to read out for you. >> is the fcc, d.o.j., or broader administrations looking at robinhood and other platforms to prevent people for purchasing stocks like gamestop. >> is the administration working with majority leader chuck schumer to push a nomination given the frenzy of the stock market. >> i have not specifically, but the president spoke of the urgency of getting his team in place to address the range of issues that we're facing. >> for this grant -- in order to cut a deal with president biden is he willing to entertain a smaller bad. >> first, since there was reporting this morning i will take opportunity to be crystal clear. that is not a propole sal from the white house nap is not what our focus is or our intention. and the reason is because we're not putting anyone in place to decide between putting food on the table or making sure kids get back to school. now at the same time what president conveyed to all of us and said in conversations with members of congress is that he put his proposal out there. he of all people appreciates the back and forth, the engage want, the opportunity to hear from members of all sides on what they like and don't like. things they think should be smaller. some think things should be bigger. there is a lot of ideas and that reflects private conversations as well. there are areas of discussion like can this be more targeted. the president believes based on his recommendations of economists and health experts, this is a package and proposal that is targeted to people that need it the most. he is happy to have a conversation about that and any component that people that are coming at him with different ideas, but we're not going to piecemeal it or break apart a package. >> can you confirm that the biden administration is looking into expanding mandatory testing for domestic travelers here in the united states. and other new domestic requirements can you detail? >> as we talked about earlier, some specific requirements on international travel, as you know. i don't i have any thing to predict or to report to you on that. >> can you give the american people any hope that the vaccine supply is going to go over ten million doses a week for the next couple months? >> as you know, but in case people watching don't know, the president made an announcement two cays ago about increasing the supply of vaccines to make sure we're getting as much supply into the hands of governors and officials as we can. we're going to continue to push welcome and he said, he will continue to push and we all will continue to push. the issue is not just vaccine supply. it is vax nay tors, and the capacity to put the vaccine into the arms of americans to be able to do that. so we increase, we made an announcement 48 hours ago. he will continue to push. it is one of the issues. we will have enough supply for the public, but that does not ensure that everyone will have had a vaccine. we need to make sure we have the materials to give the vaccine. the qualified individuals to literally put the shots in the arms of americans, it is such a hurculeian task. have they been talking to pharmaceuticals. >> they did invoke the act. but we're not producing shoes, we're producing vaccines, and we are going to work very closely with the manufacturers and the companies. we should have not been taking all of the options and we're th manufacturers and facilities to get the vaccines out the door. >> thank you. >> one question on the health care today. how many people does the white house expect to sign up during the supplemental time period? how many people are you expecting will sign up for these insurance programs through federal exchange? >> well, we don't have a number to predict for you. but the reason that the president signed the executive order today was because it felt essential at a time of a pandemic, when millions of people are concerned about their health care. far too many still don't have access to open up an expanded window for americans to be able to apply. and we'll have a robust paid media campaign to reach the american people and we'll be putting a lot of levers and resources toward that. but i don't have a prediction for you in terms of the numbers. >> do we have estimates going in? >> we won't do predictions from here just as many american people who don't have access and currently are not on the exchange that we can reach will be our goal to reach. >> and to follow up on the markets and everything that is happening with game stock. you mentioned i believe yesterday that the treasury secretary is monitoring the situation and she's kind of on top of it. there have been some kind of concerns about her previous engagementes with citadel and speaking fees that she has received. are there any plans for game stop and the whole robin hood situation? >> to be clear, what i said is we have the treasury secretary is now confirmed. we have a broad economic team. they put out a statement that i referred to yesterday but i don't think i have anything more for you on it other than to say separate from the game stop issue, the secretary of treasury is one of the world renowned experts on markets, on the economy. it shouldn't be a surprise to anyone she was paid to give her perspective and advice before she came into office. >> before she came into being the treasury secretary, i should say. >> i have a couple foreign policy issues. from taiwan, the chinese defense ministry spokesman said yesterday the chinese military activities is a necessary response to foreign intervention, and that any efforts toward independence needs war. does the administration believe that beijing is testing is issue in taiwan and how would you respond? >> the good news is that my long time friend john purvey is giving a briefing today at the department of defense and i would refer you to him on this issue. do you have another question? >> i'm again following up secretary blinken's statement yesterday on the review of the sale after the united arab emirates and the saudis. what is the message to the region in terms of your position on the abraham accords? how urgent is it for the administration and what would be your strategy, for example, continuing the carrot and stick of the trump administration? >> well, i know secretary blinken was just confirmed yesterday. i love having all these colleagues in agencies because there's even more expertise out there. we've recently paused some arms sales to ensure they meet our strategic objectives including how to end the conflict in yemen. but state will be able to speak to it in greater detail. as you noted, there will be an ongoing review of a range of policies including what our engagement will be on the abraham accord think. >> what about the urgency? >> this will be under the purview of the state department. i'm sure they'll be speaking to it. and the secretary was just confirmed earlier this week so we'll give him a minute to figure out where his pencils and pens are. certainly it important, an important issue and one that they will be reviewing soon, i'm sure. >> do you have anything else to add now that russia has rejected the appeal of alexei navalny? anything else you would like to say? >> as i noted the other day, this was clear in the readout we issued of the president's call with president putin, he did not hold back in conveying his concern and, about the treatment of alexei navalny and the treatment of protesters, and that is certainly something that will be, will continue to community at many levels with the russians. >> hi. two questions. actually, three. i just wanted to follow up on the russia question. is there anything at all you can give us in terms of the tone of that call or the length of the call? the topics that you laid out, boom, boom, boom, it seemed like quite a difficult conversation for the russian president, perhaps. i'm wondering if you can give us any sense or color about how it went? >> well, i'm be in the business of reading out anything the russians are doing. i know you're not exactly asking but sort of. i will say that president biden had clear objectives that he wanted to get across during that call. he has never held back as it relates to president putin or his concerns about the actions of the russian government and he certainly conveyed that clearly during the call. as you know, there is a review that's underway about a range of activities being overseen by his national security team and he touched on a number of those issues during that call. i don't have anything more for you. i'm sure the kremlin is happy to give you a readout of how well president putin thinks the call went. >> another question on immigration. a federal judge in texas has taken the 100-day pause. i'm wondering if there is a reason for delay in the immigration that we've been expecting? >> no. i will say i know we had a statement on the specific case you referenced, which i'm happy to circle back with you if you haven't received it. in terms of of our overarching agenda and our approach to immigration, there was an early and draft version of the, of what our executive order plan and schedule looked like. and that was early in the draft and was not accurate. but i will tell you, get some sleep this weekend. we'll have more to say next week on immigration. the president will. so we'll have more to report out to you in the next couple days. >> one final thing. my colleagues were asking about reconciliation and there was attention, moving quickly aside the legislative agenda versus a longer trade negotiation. and i do wonder this last week, we had senator leahy in the hospital, another quarantined because of covid-19. there is a pandemic and you have the slimmest possible majority in the senate. when you look at the health situation, is there any sense that perhaps moving along quickly while you still have the majority might be the better view? >> i have seen senator leahy for quite some time and he continues to be an advocate for justice, for equality, and he's pretty wily and fierce. so we're pretty confident that we'll be working with him for a while. he's resting at home. the president came into office knowing he would have a slim majority and that it would be essential to work with both democrats and republicans, and that it would be extremely challenging, if not nearly impossible to get a big, bold work done on behalf of the american people without working with both parties. and that's exactly why he has himself had a number of engagements and calls with members of congress, democrats and republicans, and why he has asked his team to do exactly that as well. so we've known, of course. even before the election in georgia. we thought there wouldn't even be a slim majority. we thought we would be in the minority. so we've been planning for that through the course of the last several months. go ahead. >> i'm following up on immigration. i understand what you're saying about the document out there with executive orders and dates. but it also indicates that it would be coming by february 1st, which is monday. are the executive orders coming on monday? and is there some desire to wait until the secretary is confirmed for the executive orders? or can you give us any more on this? >> no, i would say as you may know from doing your own planning with long term enterprise stories, sometimes things change. and things change in communications planning. and what day you'll put information out and there's a range of reasons form. i would say stay tuned. we'll have more to say next week. >> sometime next week? >> it will be next week. >> the executive order that's we're talking about, the man for family reunitification, that's one, obviously there are many but that's one people are waiting to hear what that plan is. is that something we should expect? >> the president talked about his commitment to putting together a commission for biden and that's why he asked his good friends, former secretary kerry, to lead our climate international effort. and
