corners of criticism is why are we doing this now when we're already in an economic crisis. you look at new mexico where one state is funded by oil and gas. why not let the country get back on its feet before we do this? >> the issue in new mexico is that somebody reported a bit incorrectly or maybe not as precisely enough that this wasn't about impacting existing permits and fracking. this was about new leases on federal lands. it's an opportunity in the revuf that program to look at the royalty issues, look at the job growth opportunities. look at a variety of things to make sure that public lands are being properly managed. in terms of job issue, we're doing this because our economy is right now stagnant. we have millions of people out of work, out of jobs. millions of people that are afraid they can't feed their families. if you're faced with that, what do you do? you boost the economy and you grow jobs. why at the same time aren't we thinking about the weaknesses of our current economy in terms of the number of environmental justice communities that have been left behind. the number of people that are breathing dirty air and their kids are getting asthma. let's think about all of it at the same time. i know it's a crazy idea. you're only supposed to do one thing but we're going to do and think about all of it. people need to have jobs. this is all about building the jobs of future we want, not continuing to needle at an economy that will no longer be where our future lies. >> mr. secretary, there are a lot of big priorities here. there's covid, the economy, immigration, racial justice and now climate change. as a veteran of congress, of the senate, what is the priority and how quickly do you need legislation to make this permanent? >> the priority is what the president has set out. all of them. all six of the major crisis he faces. he's addressing every single one of them. he knows all of us has the ability to do that. the reason it has to be done is every single one of them are life and death. every single one of them represent a challenge to the fiber of our society. the other reason, obviously, everything, i agree with everything gina said. i simply add the other reason for doing it now is the science tells us we have to. >> $2 trillion price tag. that's a lot of money to a lot of americans. >> it is real american and it's a lot of money. it costs a lot more if you don't do the things we need to do. it costs a lot more. it's now cheaper to deal with the crisis of climate than it is to ignore it. $265 billion on t storms. irma, harvey in puerto rico. irma had the first recorded winds of 185 miles an hour for 24 sustains hours. we're spending the money. we're not doing it smart and not doing it in the way that would sustain us for the long term. this is the critical. we're the goal of the paris agreement was to hold the earth's temperature increase to two degrees centigrade. even if you did everything in paris, we're going up 3.7 or 4. that's catastrophic. what president biden is trying to do is listen to science, listen to facts and make tough decisions about what we need to do to take the world to a better place and our own country. there's a lot of challenges which all of them were exacerbated by the last four years. now we have to make up for that. he's pulling together a great team that can help you do crisis is in good hands. i know we have a short period of time. i wanted to provide an update on a question that you all have been asking a bit about which is what some of the outreach our teams are doing as it relates to the covid package that is a top priority for president biden. as we have talked about almost every day and probably every day, our team continues to build support for the american rescue plan as more and more voices across the country recognize the urgent need to get american families the help they need. we have seen a broad coalition of support emerge from the chamber of commerce to senator sanders and organized labor to hundreds of mayors and local public health officials. the president and vice president are engaged directly with members and have had a number of productive conversations that will continue through the course of the weeb and will only pick up in the days ahead. seen wror white house officials are also engaging with not just congressional leaders but state and local officials, key constituency groups and others together. let me give you a couple of examples from just yesterday. chief of staff ron klain engaged with members throughout the day. counselor to the president and office of legislative affairs director are quarter backing the teams broader legislative outreach and had dozens of conversations with individual members to understand their priorities and receive their feedback. in addition to ongoing conversations with leadership on both sides of the aisle, already this week, members of the national economic counsel and domestic policy counsel and staff from treasury have met with the relevant economies including senate banking economies, house fj services, house education and labor and the small business committee. meetings with caucuses including yesterday's meeting which i believe has been reported with the problem solvers caucus to discuss the proposal. hill engagement with continue meeting with the new dem coalition along with several other briefings that are scheduled. also our outreach isn't limited to congress which is vitally important. this isn't just about speaking to elected officials. this is about speaking to the country and building support and educating and engaging with lead erts across the country. yesterday they both with bipartisan governors. they talked about the covid package by the national governor's association organized by them. justice action network, and black women's round table. today they have meetings with labor leaders, advocates for young people. on friday, the office of public engagement will convene hundred president of historically black colleges and universities to discuss this proposal. treasure secretary confirmed the president will be meeting with can economic democrat on friday for briefing on impact of delay and moving forward with additional economic relief. >> i'll make it quick. i think you have a hard out. >> i think you all have a hard out too. >> nearly every republican senator last night voted to throw out the impeachment trial against president trump. does president biden have a reaction to that. does he trust congress to hold president accountable and does he see censure as a viable alternative. >> the president certainly respects the role that congress has. senators, the senate as they are overseeing the trial moving forward in determining the pace and the path forward for holding the former president accountable. that continues to be his belief. they expect his focus will be on covid relief. they are eager to work with him on that. the president has been asked about the issue. we put out a statement when the house put out a vote, voted on impeachment. his focus is on delivering what the american people elected him to do which is get relief to the person people, get the pandemic under control, to ensure working families can put food on table and that's where kneels his effort should remain. >> we don't. i'm not going to speak further about her in this briefing room. go ahead. >> just a bit of housekeeping. the last administration suggested on the origins of the covid-19 virus it may have originated in a lab in china. it was never definitive. do you have an update on that, on the origin of where we are on that investigation? >> well, first, obviously the misinformation, of course, we have seen also come out of some sources in china is of great concern to us. it's imperative that we get to the bottom of the early days of the pandemic. our view is we must prepare to draw on information collected and analyzed by our intelligence community which is manager that's ongoing and to continue work with our allies to evaluate the reports credibility on the investigation once it's done. as you all know secretary of state was just sworn in yesterday and one of his priorities is ensuring that our staffing on the ground in beijing which is something that fell back in the last administration is returned to what it was prior which means we want to have science experts, policy experts on the ground in the roles they should be serving in to ensure that we're also there representing our interests from the united states on the ground in china. go ahead. >> couple of quicks ones. i know the executive order that was signed but has this white house invoked the dpa and how soon we'll see companies compel to produce supplies or vaccine or whatever else that impacts americans? >> it was invoked the day it was signed within 24 hours of it being signed. >> it jump started the process. >> yes. i confirmed that. the next day, the following day which i realize everybody can't be here every day because of covid. it was invoked and means or work is ongoing with companies to ensure we are expediting the manufacturing of materials to ensure we can get 100 million shots in the arms of americans. i know there's been some confusion about this. there's a few examples that our team has cited including vaccine is up mine, syringes which allows for the ability to get an extra dose into the pfizer vial. production of n-95 masks. gloves, swabs. >> there was some confusion on the ermier call. one other question. yesterday you deflected but my question is different today. we're hearing from the organizers of this year's summer games in japan. the head is seeking public reassurances from president biden himself given that the u.s. is the largest contingent of athletes that the games should be able to go on. as the world is dealing with this pandemic, based on where we are now with the vaccine, does president biden believe the games in japan can safely go on? >> the president and i'm not sure if this read out had gone out yesterday yet but he spoke with the prime minister of japan and the read out was going out as we were coming out to the briefing. i'm not sure if they spoke about the olympics. i'm happy to check with our national security team on that to follow up with. i don't have anymore assessment of the olympics. >> he hasn't had a position on whether it's safe to go on yet? >> i haven't had much on it but i don't have much. >> we'll follow up. >> understood. they just had call this morning. i haven't had chance to talk to him about it. go ahead. >> two vaccine questions. this came up on the covid call earlier but how seriously is the white house considering using the defense production act to compel other pharmaceutical companies to produce the pfizer and moderna vaccines? >> well, i didn't hear the entirety of the call because we were doing some preparation for the event this afternoon. from listening to our team they are manufacturing and get the vaccine doses out. we don't want to get behind the pace of and start from scratch. ensure they are ready to do that. i don't think our concern at this point is whether or not we'll have the vaccine doses. the president announced yesterday the intention to purchase additional doses. our confidence and the manufacturers to have those doses available. the concerns we have are one contingency planning and the different things that can happen because this is a herculean task that's never been done before. we have vaccine sites, et cetera available. i've not heard from our team plans to seek other manufacturers at this point in time. i'm happy to follow up with them and see if there's anything additional. >> on the 200 million doses, the president said he's ordering them. what is the status of that order. have pfizer and moderna agrees to produce 100 million doses each and how quickly do they say they can do it? >> we expect to get the doses by mid to late summer. >> does the administration plan to develop metrics or standards for what safe reopening of schools will look like? >> we do. important question. we will have specifics that will defer to the cdc on on this safe reopening of schools. the president talked about -- has talked about his commitment and his goal of reopening most k through 8 schools within 100 days there's a number of steps to be taken in order for that to be possible. he's directed the department of education and human services to provide guidance on safe reopening and operating for schools, child care providers and institutions of higher education. as our covid team has outlined that will require testing materials, support for contact tracing, vaccinations for teachers and ensuring their provided but our cdc director and tlaem be looking into putting together some specific guide lieps so there can be clarity on that front. >> those things you mention all cost a lot of money. if congress doesn't approve the money you want and schools don't have what they need to pay for things to open safely. would the president support teachers staying at home and support virtual learning through this entire school year? >> i think the president recognizes the value of having children in schools and doing that in a safe way which is one of the reasons he set this ambitious goal of reopening most k through 8 schools within 100 days. one of the reason, funding for safe reopening for getting schools the equipment, the testing, the ventilation in some cases they need is because nobody wants to be having conversation in may or june about why schools are not reopened. this goes back to the argument that our team has been making and all of these calls and engagements and meetings that i out lined about the importance and the vital nature of each component of the package. we won't to get into a hypothetical. we're confidence congress will move forward with package. we got to wrap up soon. we'll do more questions tomorrow. we had two such great guests. >> two quick questions. one on the climate actions today. >> does the administration have plans to take action on climate finance and should agency and regulator to address climate change? >> i'm going to use a reference that my friend and colleague used yesterday which is there are 1453 days left in this administration. addressing climate and the crisis of climate is an issue that the president has conveyed to members of his cabinet, members of his senior team as an absolute priority. secretary yellen has been in her role for one day. i'd send you to them for anymore specifics. this is the beginning, not tend -- the end of or would recollect. >> is the white house concerned about the stock house activity around gamestop and now with some other stocks as well. the company that was blockbuster and have there been any conversations about how to proceed? >> i'm also happy to repeat that we have if first female treasury secretary and a team that is surrounding her. our team, the economic team including secretary yellen are monitoring the situation. it's a good reminder that the stock market isn't the only measure of our economy. we're in the midst of a k shape recovery which is why the president introduced this urgent package to get immediate relief. i'm going to go nadia. >> i have two questions. one about covid and china. the president promised to increase supply to states by 10 million doses. statistics show that 47% of americans are hesitant to take the vaccine despite what president and vice president took it publicly. what is the administration doing to convince the public? >> this is one of the biggest challenges we face. anyone that tuned in that the briefing that our health team led this morning, it was one of the first issues that cdc director raised preponderance of the evidence one of the things we're doing is prioritizing, providing correct information about it. the pfizer and moderna vaccines are safe and effective. they were tested in large clinical trials to make sure they meet safety standards. about 30% of u.s. participants were hispanic, african-american or native american. we want to provide clear data but we want to meet people where that are, communicate directly with communities of color, people who have concerns and use medical and health professionals. you had a china question. >> rejoining of the w.h.o. some wants to push for transparent investigation into the relationship between china and w.h.o. also yesterday in the hearing in the senate, governor declined to blacklist -- this is some kind nuance way to deal with china? >> i think the second reference was to huwei. let me convey our position on this. telecommunications equipment made by untrusted vendors including huwei is a threat to the u.s. security and our have been watching the white house daily briefing as the biden administration uses today to roll out and focus on their plans to tackle climate change. it's an issue they are elevating to a top national security informed priority as they navigate the covid crisis and looming impeach m trial and the current economic situation. we just heard the president special envoy for climate answer questions about the administration's climate plans. in a few moments we'll hear from the president himself who is scheduled to deliver some remarks on the issue as he signs a series of executive actions. the challenge facing this administration on clmate is it's highly unlikely to see any climate legislation out of congress. just getting all democrats on the same page think wisconsin joe manchin. trying to fast track a massive covid relief deal is another. the crisis here in america could get worse before it gets better. manager the president said on day one. we're still months away from enough vaccines to be able to say the words they are widely available. they're not right now. yesterday the senate took its oath ahead of trump's impeachment trial. 45 out of 50 voted in support of an effort to declare the trial unconstitutional. a clear signal for biden and senate democrats he's not dealing with a post-trump republican party yet. joining me now this climate intermission is one of senate's leaders on climate change. it's massachusetts democrat. good to see you. >> great to be with you. thank you. >> let's talk about this challenge on climate and getting codified laws past. you've got an administration that wants to do something. they have declared it, elevated it to national secretary. chuck schumer would like to see president biden delay the climate issue a national emergency. do you want to see that and what is your strategy. what is your advice at bringing congress along? >> well, i agree it's national emergency. it's a planetary emergency. the planet is running a fever. they are no emergency rooms for planets and we have to engage in immediate and bold angst in order to deal with this crisis. his plan put right at the center of his proposal today and from my perspective when you're talking about joe manchin and energy states, i know joe manchin believes in the science. he believes in justice and he believes in job creation. that's what this program will be all about and it will have to work together with him and others. we moved in one week from the climate denier in chief in the oval office to the environmental president, perhaps of all time who is sitting there and taking these bold steps. >> tackle a question that my colleague peter alexander asked of john kerry in that briefing room which is this. think of the keystone pipeline. what do you say to those places, those state and those entiies that say we need the jobs here now. these are good jobs. the company that's behind this pipeline argues it's safer to build a pipeline now than it is to move this crude on rail cars and things like that. what is your case -- what's your response to that criticism that says you're killing jobs now for an issue down the road? >> it's an issue that's right now. we can create millions of new june union jobs. they are already producing new jobs. hundreds of thousands of them as we're speaking right now. we can create tens of thousands of jobs, for example off of east coast with offshore wind. we can create millions of new solar related jobs. it can be done while creating these millions of junon job. that's why it's so important when joe biden put back together his plan, that 40% rev you would go do the minority communities that he brought onto endorse that plan. we are going to be successful in moving forward and putting together a package that creates jobs and provides justice in our country at the same time. >> you want to see big, bold action. i get that. you're also a pretty good vote counter. what do you think are the best incremental steps to start building. there are a chunk of republicans who are not climate deniers. i know you heard from them privately. what do you think are the best ways to begin an incremental bipartisan group of people on climate issues? >> ultimately, on climate the age of incrementalism is over. we have to be bold. today president biden is announcing the first steps but that's all they really are, the first steps. we do that with 51 votes. i believe we have to repel the filibuster. we have to get this done. we had four years of not just inaction but we went back as nation. the rest of the world looks as us as the leader. we were the laggard. you cannot preach temperance from a bar stool. you have to be the leader. john kerry needs the evidence that the united states is taking action. if we expect them to do it, we have to do it ourselves. that's the moment we're at and that's high i'm so proud of joe biden in making this a top priority. these prices intersect. they all come together in one huge crisis. >> let me ask you one more process question. you brought up reconciliation which is the ability to pass some of this legislation with 50 votes or 50 plus one with a tie breaker. when you think about the covid relief bill or what you want to push, can you -- is it an either or proposition or can do you this? on covid relief, find the stuff that you can pass with 60 votes. ut it in one bill and say, lei, look, if you'll support this fine. we'll do the rest in reconciliation. what's the downside of pursuing both paths? >> well, we are in an emergency situation in the country. we have to think big. we have to act big and do it right now. the longer we wait is the bigger and more attractable these problems are going to become. we have to look at this from the perspective of intersectionalty. how it all comes together. it's necessary for us to use reconciliation and reduce the number down to 51 votes. we have to do this. big problem require big solutions. >> you don't think you would split the two off. pass what you can and do reconciliation in tandem? >> i would not. >> is that something that's a tough thing to pull off? >> i would not. we're using march 14th as the deadline which is really century -- seven weeks away because unemployment benefits run out on march 14th. if you're going to use reconciliation at that point, we should put everything in there. all of these problems have to be dealt with and dealt with quickly because they are going to be mounting as huge problems for american families, american small businesses. it all has to come together now and i think the american people expect that. i think that's ultimately what joe biden wants for our country. >> senator, democrat from massachusetts, pretty much the lead when it comes to a lot of climate issues on the democratic side of the senate these days. thanks for coming on and sharing your perspective. >> thank you. the senator will be part of donald trump's impeachment trial. that's set to begin in two weeks. while it a conviction is seeming unlikely at this point, a bipartisan group of senators is now floating the idea of censuring the former president. i want to start with you on this situation. when it's clear that this is the plan b with tim kaine and susan collins working on this, is this something proposed after the trial? is this the idea or is it in companion with the trial? >> well at this point the trial must go on. i don't see ta. >> you know what i'm doing here. i got to interrupt you. we have president biden. >> i can't tell you how much i appreciate the three people standing next to me here for what they have agreed to do to help. particularly my buddy, john kerry coming. i know this is a big ask. i was going to kamala for it as well. >> why not? >> the secretary has been deeply involved in climate issues as a senator. i don't think anybody knows more about the issue and the damage that's been done by some of the executive orders by the previous administration. today is climate day at the white house which means today is jobs day at the white house. we're talking about american innovation, products, american labor and talking about the lelt -- health of our families, cleaner water, cleaner air and cleaner communities. we're talking about national security and america leading the world in a clean energy future. it's a future of enormous hope and opportunity. it's about coming to the moment to deal with this maximum threat that we now facing us on climate change with a greater sense of urgency. my view we have already waited too long to deal with this climate crisis. we can't wait any longer. we see it with our own eyes. we feel it. we know it in our bones and it's time to act. i might note if you notice the attitude of the american people toward greater impetus on focusing on climate change and doing something about it has increased across the board. democrat, republican, independent. that's why i'm signing today an executive order to super charge our administration ambitious plan. last year wildfires burned more than 5,000 acres in the west as no one knows better than the vice president, former senator from california. an area roughly the size of the entire state of new jersey. more intense and powerful hurricanes and tropical storms pummelled stays across the gulf coast and 'coast. i can testify to that. historic floods averaged the midwest. red states and in blue states. the defense department reported the climate change is a direct threat to more than two-thirds of the military's operational critical installations. two-thirds. this could well be on the conservative side. many climate and health calamities are colliding all at once. it's not just the pandemic that keeps people inside. it's poor air quality. multiple studies have shown that air pollution is associated with the increase risk of death from covid-19. just like we need a unified national response to covid-19, we desperately need a unified national response to the climate crisis because there is climate crisis. we must lead global response because neither challenge can be met as secretary kerry pointed out many times by the united states alone. we know what to do. we just got to do it. when we think of climate change, we think of a case where conscience and convenience cross paths. increasing our economic growth and prosperity are one in the same. when i think of climate change and answers to it, i think of jobs. a key plank of our build back better recovery plan is building a modern, resiient climate sfrur and clean energy future that will create millions of good paying, union jobs. not 7, 8, 10, $12 an hour but prevailing wage and benefits. we can put millions of americans to work modernizing our water system, transportation, our energy infrastructure to withstand the impacts of extreme climate. we have reached a point where we're going to have to live with what it is now. that's going to require a lot of work all by itself without it getting any worse. we think of renewable energy. we see american manufacturing, american workers racing the lead the global market. we see farmers may recollecting american agriculture first in the world to achieve net zero emissions and gaining new sources of income in the process. i want to par thetically thank the secretary of agriculture to help put together that campaign. we see master electricians installing technologies and building homes and buildings. we're going to reduce electric consumption and save hundreds of thousands of dollars a year in energy process. when the previous administration reverse the obama-biden vehicle standards, the biden-harris administration will not only bring them back but set new ambitious ones that our workers are ready to meet. we see them installing 500,000 new electric vehicle charging stations across the country as we modernize our highway system to adapt to changes taken place. we see american consumers switching to electric vehicles to rebates and incentives and residents of our cities and towns breathing cleaner air and fewer kids living with asthma and dying from it. not only that, the federal government owns and maintains an enormous fleet of vehicles, as you all know. with today's executive order combined with the buy american executive order i signed on monday, we're going to harness the purchasing power of the federal government to buy clean, zero emission vehicles that are made and sourced by union worker right here in america. with everything i just mentioned, this will mean one million new jobs in the american automobile industry. one million. we'll do another thing. we'll take steps toward my goal of achieving 100% carbon pollution free electric sector by 2035. transforming american electric sector to reduce power without carbon pollution will be a tremendous spur to job creation an economic competitiveness in the 21st century. not to mention the benefits to our health and environment. already, 84% of all new electric capacity planned to come onto the electric grid this year is clean energy. clean energy. why? it's affordable. because it's clean. because in many cases it's cheaper and it's they're keeping up. we're going to need scientists and national labs. historical black college an universities to innovate the technologies needed to generate, store and transmit clean electricity across distances an batter technology to hold range of other things. we need engineers to design them and workers to manufacture them. we need iron workers and welders to install them. technology they invent, design and build will ultimately become cheaper than any other kind of energy helping us expand our economy and create more jobs with a cleaner, cleaner environment and will become the world's largest exporter of those technologies to create more jobs. we're also -- going to build 1.5 million new energy efficient homes and public housing units that will benefit communities three times over. one by alleviaing affordable housing crisis. two by energy efficiency and reduces the racial wealth gap linked to homeownership. we'll create more than a quarter million jobs to do things like plug the millions of abandoned oil and gas wells that pose an ongoing threat to h held and safety. they're abandoned wells. they're open now. we're going to put people to work. we're not going to lose job. we're going to create jobs. they're going to get prevailing wage to cap those over a million wells. these aren't pie in the sky dreams. these are concrete actionable solutions. we know how to do this. obama-biden administration reduced the auto vi -- rescued the auto industry and helped them retool. we need solar energy, cost competitive with traditional energy, weatherizing. we made it cost competitive weatherizing more than a million homes. recovery the democratic administration made record clean energy investments. $90 billion. the president asked me to make sure how that money was spent on everything from smart grid systems to clean energy manufacturing. now the biden harris administration is going to do it again and go beyond. the executive order i'll be signing establishes a white house office of domestic climate policy. it will be led by one of america's most distinguished climate leaders, former epa director gina mccarthy. she's chair the national climate task force made up of many members of our cabinet to deliver a whole of government approach to the climate crisis. it's not time for small measures. we need to be bold. let me be clear. that includes helping revitalize the economies of coal, oil and gas and power plant communities. we have to start creating new good paying jobs, capping those abandoned wells, reclaiming mines, turning old brown field sites into new hubs of economic growth. creating new good pay jobs in those communities where those workers live because they help build this country. we're never going to get the men and women who dug the coal and built the nation. we're going to do right by them. make sure they have opportunities to keep building the nation in their own community and getting paid well for it while the whole of government approach is necessary though, it's not sufficient. we're going to work with mayors and governors and business leaders and tribal leaders who are stepping up and the young people organizing and leading the way. my message to the young people is you have the full capacity of the federal government. your government will work with you. today's executive order directs the secretary of the interior to stop issuing new oil an gas leases on public lands and offshore waters where ever possible. we're going to review and reset the oil and gas leasing program. like the previous administration, we'll start to properly manage -- unlike it, we'll start to unmanage land and water ways to allow us protect, preserve the full value that they provide for us for future generations. let me be clear, i know this always coming up. we're not going to ban fracking. we'll protect jobs and grow jobs including through stronger standards like control for methane leaks and union workers willing to ine install the changes. i don't think the federal government should give hand outs to big oil to the tune of $40 billion in fossil fuel subsidies. i'm going to be going to congress asking them to eliminate the subsidies. we'll i vest in clean energy jobs in america, millions of jobs in wind, solar and carbon capture. today action will help increase renewable will meet our obligat be good stewards of our public lands. it accomplishes a new modern day climate corps. this order i'm signing today also make it's official, climate change will be the center of our national security and foreign policy. as secretary kerry, with them, the world knows how serious i am about one of america's most distinguished states men and one of my coastest friends, and one of the most pressing threats of our our time. we rejoined this administration on day one like i promised. today the order will work to strengthen that and increase our collective resilient. that includes a summit of world leaders that i will convene to address the climate crisis on earth day this year. to establish a new effort to integrate the security implications of climate change as part of our national security risk assessment and analysis will also be included. for this executive order environmental justice will be at the center of all
