Minutes City of South Heart Regular Meeting March 7, 2022 7:00 P.M. MAYOR: COUNCILMEMBERS: Floyd R Hurt Jeremey Binstock Mike Sticka Chris Splichal Brock White CITY AUDITOR: Renae Praus UNAPPROVED MINUTES: ROLL CALL: Hurt, White, Praus, Splichal by phone, Binstock, Sticka, REGULAR MEETING: Mayor Hurt called the meeting to order at 7:00pm. APPROVAL OF AGENDA: Councilman White made a motion to approve the agenda and Councilman Sticka seconded the motion. All in favor. Motion carried. MINUTES: Councilman Sticka made a motion to approve the February 7, 2022, Regular Meeting Minutes and Councilman Binstock seconded the motion. All in favor. Motion carried. Councilman White made a motion to approve the February 17, 2022, Special Meeting Minutes and Councilman Binstock seconded the motion. All in favor. Motion carried. Councilwoman Splichal made a motion to approve the February 23, 2022, Special Meeting Minutes and Councilman Sticka seconded the motion. All in favor. Motion carried. LEON KEATOR: - Not present Mr. Keator would like the council to address the survey he sent into the auditor last month on his property he previously owned in the Pheasant Run Subdivision. The council discussed the property and the boundaries he established with the new survey. Councilwoman Splichal made a motion to sell the .30 acres for $5,000.00 the motion failed no second. Councilman White made a motion sell the .30 aces for $3,000.00 to Mr. Keator and Councilman Binstock seconded the motion. All in favor. Motion carried BACKFLOW PREVENATIVE PROGRAM: Mayor Hurt informed the council that the city auditor and he attended a meeting on the backflow pressure valves that the state is requiring the cities to install. We also attended another meeting with ND Rural Water on the program and the reporting procedures for city, so we meet the state guidelines. Councilman Sticka made a motion to approve the containment backflow preventative program and Councilman White seconded the motion. All in favor. Motion carried SHERIFF/POLICE REPORT: Police Commissioner White informed the council he had no reports of any concern. Councilman White reported to the council the city auditor sent out a letter regarding cleaning up your properties. Residents need to address these concerns as citations will be issued for the persons who do not comply with the city ordinances. STREET COMMISSIONER: Street Commissioner Binstock had no reports at this time. WATER COMMISSIONER: Mayor Hurt informed the council everything is operating smoothly. SEWER COMMISSIONER: Mayor Hurt reported there were no issues the past month. OTHERS: Mayor Hurt contacted Curt Buckman for the hay land lease this year and stated he would be interested in cutting the hay. He also let the council know that Riley Mattson was no going to be able to mow for the city this summer so he contacted Tarence Dillinger and he would be interested in mowing for the city. Mayor Hurt presented a bid from K and T Services for seeding the grass back north of the bridge where the dead trees were clean out this winter. The council tabled the issue at this time. UTILITY BILLS: The council reviewed the past due accounts and requested the auditor to send out past due notices and give the individuals 10 days to pay the past due amounts or they will be shut off and service will not be reconnected until the account balance is current and all reconnection fees are paid in full. The council discussed shutting off the delinquent accounts and will be charging them the current disconnect and reconnect fees as stated in the city ordinances. All in favor. Motion carried. ADJOURNMENT: Councilman Sticka made a motion if no further business to adjourn and Councilman White seconded the motion. Motion carried.
