(Submitted) Facebook Share STATEN ISLAND, N.Y. — A New Brighton man has been indicted on murder charges in the fatal shooting four months ago of a 34-year-old victim who was attending a memorial gathering in his community. Tyler Carmon, 26, of the 100 block of Prospect Avenue, pleaded not guilty at his arraignment Thursday in state Supreme Court, St. George. Prosecutors allege Carmon gunned down Cedric (Ced) Black on Sept. 15 while Black was at a memorial site on Jersey Street between Crescent Avenue and Carlyle Street.
