Phil Scottâs office and Republicans over the amount of American Rescue Plan Act (ARPA) funds envisioned as part of the spending plan. The House proposed spending a large portion of that $1.3 billion in the FY 22 budget to free up dollars for other concerns in its version of the budget, which passed the House unanimously on March 26; Scottâs administration came forward with a plan to allocate $1 billion in ARPA funds on April 5.
