evacuations overnight. it's called the barrel fire and appears to be knocked down. the all clear was issued for the sanders ranch neighborhood of moraga, great news and the fire started just before 1:00 this morning and burned 40 acres. it was burning near merrill's star colonel north and sanders road south of st. mary's college and moraga police originally ordered evacuations for those along sanders ranch road, merrill drive and harrington road and now they say about 70 households out of the 140 evacuated are allowed to go back home. the people who live above merrill circle, you are still being evacuated. they are told to meet and gather at saint monica church and there is another gathering area for evacuees, the safeway supermarket on moraga way. officials with the fire district there are closely watching conditions and they >> thefire has been knocked . down and we don't know if the wind could, but we will spend a lot of time doing mop up with fire crews showing up. >> the fire comes as pg&e shut off power earlier in the night and there's no word on the cause of the fire and the investigation goes on with cleanup efforts continuing. ktvu has allie rasmus and alyssa harrington to billing live reports at 7:30. >> it's low humidity and high wind is expected to force the power shutoffs and we will bring in our meteorologists because some of us are not seeing that win. in santa rosa there was little wind but the humidity was 3%. now the wind is kicked out for some, not for all but it really cranked up for some higher elevations. 21 and truckee and the wind is 3:30 in the morning and you can imagine that mount diablo has 75 miles-per-hour. truckee is having cold air and 56 in clayton and lafayette, 46 and albany and martese edwards, 51 and black hawk and alamo and mount diablo, 75 miles-per-hour and thanks for checking. when you get that wind direction, we get that eastern air, that northeasterly breeze, mount umunhum in the santa cruz mountains, the wind is offshore and turning more easterly and in these hills, the humidity is 17%, 16%. 13% at atlas peak. very dry and wind advisories are until 3:00 and then things taper off or die down as that strong system moves east with the pressure gradient relaxing in most locations have a red flag until 5:00. we are looking at the eastshore freeway with a 13 minute drive that is slow as you come to the bay bridge toll plaza. a look at the system doing okay and there have been slowdowns between hayward and fremont with minor crashes and southbound 680 as you approach 84 with a crash and look at the stroke traffic, slower than normal if you drive on 680 from dublin down to fremont and that commute is slower. add 10 or 15 minutes. a breaking story west- southwest airlines flights experiencing a mechanical issue and the flight from lax reported a hydraulic issue with ground crews in san jose on standby as the pllanded in the plane was able to reach the gate and passengers got off the flight county of emergency services. with that, i will turn it over to mayor, sam liccardo. last night we were affected by the pg&e shut offs. we were affected by the pg&e power shut down and primarily it was three areas in the neighborhood surrounding alum rock in east san jose and evergreen neighborhood in the southeast part of our city and south san jose in the valley area. up to 20,000 accounts, perhaps 50,000 residents and we know that the shutoffs will continue until pg&e gives order to restore power and our city staff has responded to implement the power vulnerability plan and it's something we have worked on for several months anticipating these shutoffs with the emergency operations center providing residents with official information as it becomes available and i was there just before midnight and the first power shut down was relayed to us by the wife of one of our city employees. we are getting real time information and police and fire are operating as normal. please only dial 911 in emergencies. we encourage folks to go to other websites and portals for information. 911 is for emergencies only. we have a hard-working police and fire department doing all they can to address emergencies. if you live in the affected areas, please do not drive at night. we encourage you to stay home as much as possible and streetlights will be out as well as traffic signals and signals out at intersections should be four way stops, all parties must stop at the line. pg&e employees are going to be in our communities inspecting and repairing power lines. we encourage all of our residents to be respectful and compassionate for them, they are working hard to get the power up and we are working with them to do all we can if power is restored. we know that certainly there is a great temptation for monday morning quarterbacking in this situation and we are laser focused on doing all we can for our residents impacted by these shutdowns and doing all we can to support pg&e and their efforts to get power back up. i will push all the way to the top of pg&e to ensure we can get power restored as quickly as possible and it's now my great pleasure to introduce city manager dave sykes. good morning. we've been listening live to san jose mayor sam liccardo and other officials to bring the latest from san jose and we will keep tabs on what is happening there but there are other things to tell you about at 7:13 with tens of thousands around the bay area having no power this morning because of the pg&e power shut off and last night just after 10:00 p.m., pg&e started power shutoffs in the east bay, south bay and santa cruz county with this video and it had plunge that city into darkness with crews having portable stop signs at intersections where the stop light went out. pg&e shut out power to parts of the north bay because of the red flag warnings and possibility of strong and high wind. more than 350,000 homes and businesses in the bay area have no power and the first phase of the pg&e power outage started in parts of sonoma, napa and marin county early yesterday morning and then last night, pg&e shut down power to parts of the east bay , the south bay and santa cruz counties. these power outages affect people all over the east bay. people are going about their morning routines. >> reporter: it's interesting. it's playing out all over the east bay and the entire bay area. some 51,000 plus in the east bay lost power shortly after 10:00 last night and as i mentioned, it includes the city of pinole with pinole valley boulevard having this shot a few minutes ago with a major intersection in the signal is out. it has been out all night. two pinole valley police cruisers are on hand and they have portable stop signs lighted up to keep people safe. this is what it looks like driving this morning, a few hours ago, pitch black but a scant 100 yards from this intersection by the high school, going toward highway 80, the shopping center is all lit up. a lot of towns are feeling this and it's frustrating for drivers, you bet. parents with kids, all the schools are closed today. >> we didn't get a notice. we have to deal with this. >> reporter: the kids probably like it but the parents not so much, right? are you upset at pg&e and do you understand why they are doing it? >> i'm not upset. i'm going to go play some golf today or something. >> reporter: [ laughter ] there is a silver lining that you are not working? >> that's right. there always is. >> reporter: mark is taking everything in stride and why not, he has a good attitude. he's a contract and not sure he will work today. if there are power generators, he will work but if not, with power tools, no work. near the high school and the library, this is the one where the signal has been out all night long and you can see people are stopping and negotiating these portable stop signs and it will be that way for much of the day but as for the wind, the power will come back on and when is anybody's guess. that's the latest and we are live at pinole. the time is 7:17 in the chp is searching for the person who fired shots at a pg&e worker in colusa county before the planned power shut off. investigators said the pg&e worker was on interstate 5 in a marked pg&e truck when the driver of a white pick up pulled up next to him. pg&e passenger windows were shattered and you can see a bullet hole in the door but the employee was not heard. if you have information about this, call the chp. senator scott weiner in san francisco is proposing a bill to restrict power shut off. he said it's hard to predict these massive rolling blackouts in the hope standards will be set for when utilities can cut the power. he would impose hourly fines against facilities during planned blackouts and prevent them from charging customers for service during the shot out. the legislature will hold hearings in january. it's 7:18 and we have sal watching our commute with lots to talk about. it's crowded but the power outages for the major freeways don't have a major effect, especially as the sun comes up in the freeways have been normal. this is the crowded bay bridge toll plaza and a look at interstate 880. if you are driving south, it's crowded with minor accidents that are clearing up in southbound 680 is a little bit extraordinary. it's a little slower driving out of pleasanton down to highway 84 because of the earlier rack and that it also has more people on the road on 84. try to avoid 680 south at pleasanton and other than that, the south bay commute is about normal was some minor things but it's getting very busy on the way to sunnyvale and cupertino. it's 7:19 and we will bring in steve with the weather. there is missing data but a tremendous difference in the temperatures at 7:00 in the morning with areas in the north. bodega bay, 59 and in novato, 38. ross, 60. 57 and a 20 degrees spread between kernville and basque her. us. thursday, october 10 and i'm dave clark. i'm gasia mikaelian. new developments in moraga with the wildfire forcing mandatory evacuations of more than 100 homes, called the merrill fire and it has burned 40 acres. firefighters are making significant progress. it's been a harrowing morning because of the fire in moraga. we have more from the catholic church that is functioning as a safe haven in the overnight hours. >> reporter: good morning. saint monica church served as the evacuation center and this entire area was without power because pg&e cut power last night but they used flashlights and candles and the american d cross came to provide comfort for the evacuees. at 5:30, everyone who lived in the sanders ranch neighborhood could return home and the only people still evacuated are those who live on merrill circle and i've spoken with one family this morning. >> our neighbors knocked on the door around 2:00 and said there was a fire behind our house. i looked through the window and i saw the whole fire burning behind and it's just like a sunset but burning the whole thing. >> reporter: this family lives on merrill circle at the top of the hill closer to where the fire was burning and firefighters said flames have actually burned some fences but no structures were destroyed. there were a lot of evacuees and many said they were asleep and already did not have power. they never thought they would have this danger so close to their homes and they only had minutes to grab their pets, their bags and to get out. neighbors were banging on doors to wake others up and we don't know of anybody that was injured but early this morning this entire flight was packed and the red cross was here providing blankets and food and waiting it out until firefighters said there was no more threat for the sanders ranch area. they were allowed to return home and no e.t.a. on when the residents will be able to go back and people were here with their children trying to sleep in their cars and it definitely was a long and concerning night. the good news is no structures were burned. live in moraga, alyssa harrington, ktvo fox news. it's 7:32 and let's talk about the wind and the weather and the fire danger. there will be wind advisories through today at 3:00 and high fire danger. is my microphone working? you never know. a slight breeze at two miles- per-hour and still no power. we will get to work on that for jim. there is a lot of wind at mount umunhum. the wind increased in the santa cruz mountains but now gusting to 65 miles-an-hour and backup generators are performing as needed. mount umunhum, 65 and 30-40 for many areas in the east bay hills and down to the santa cruz mountains. everything is offshore with the wind advisory until 3:00 for the north and east bay hills with red flag until 5:00 foremost. 11:00 and mendocino county and new for the santa cruz mountains, very dry humidity. occasionally gusty wind and it has ushered in very cold temperatures. i had a report of 29 in lima valley in western marin county. 30s with kernville in the 30s. you are seeing 50s to near 60s for others. sunny with wind tailing off and highs in the 70s and 80s. at 7:33, sal is here. what do you begin with? we are looking at major freeways, steve. the bay bridge, ad and the east bay commute seems to be the toughest with 41 minutes and that is not the worst we've seen by any stretch. it is slow and in case you are wondering of the power outages are affecting traffic, it is affecting traffic on the local roads and not the freeways. 880 north and southbound looking good. anthony senior said the spotlights are near oak grove road and that is a very busy intersection in contra costa county. southbound 680, a crash before the 84 exit on the shoulder but traffic is slow out of pleasanton and 880 is very slow. south bay and silicon valley, freeways are slow to sunnyvale and cupertino. 7:34 and back to the desk. more people in the bay area have no power and pg&e activated phase 2 of its power shut off affecting parts of the east bay, the south bay in santa cruz county. this is video of whenthe power went off in earlier they had shut off power to parts of the north bay because of the red flag warnings and dangers caused by high wind. more than 350,000 bay area homes and businesses have no power right now. the first phase of the pd in a hellporsutage started in parts of sonoma, napa and marin county and last night, pg&e shut off power to parts of the east bay, the south bay and santa cruz county. people across the east bay are waking up to find their homes don't have electricity. power went out in many areas and while the homes lost power, the speed lights stayed on running on battery power. marinda is one city that spent money on staffing and they have phone charging stations and water. >> we worry about the seniors and fragile individuals who require electricity for health support and services. >> backup generators and fuel helps with the plan power outage. since most of the bay area is under a red flag warning, fire department calls have increased. ktvu wrote along with a fire crew on a special fire engine, one of three extra vehicles roving through the oakland hills. fire crews said that area is dangerous because of the terrain. it's hard to put out fires. the neighborhood near joaquin miller park has winding streets and cars on the side of the road that can get in the way of a fire truck. >> trees are over growing the power lines and in the event we have high wind, the branches come down and you have this power line across the road and the road is completely unusable. the people can't get in and out. >> firefighters are watching on the ground and oakland and east bay regional police are patrolling the skies. in dublin, the emergency operations center is open and will be staffed around the clock with everybody working 12 hour days. the workers at the oakland zoo are making sure that the vulnerable animals are taken care of during this planned power shut off and the manager closed the zoo to prepare for it and the workers brought in four generators and there are eight of them now with these generators regulating the habitat where endangered species lived. generators are also for refrigerators to make sure the food for the animals is there. there was a curfew in effect for oregon hills where police are enforcing a curfew in areas without power. theyreducing loitering and people checking on neighbors would not want to be considered loitering. >> we don't want to people to feel like they can check on their neighbors or be on their own property. it is being around areas without power and we want to make sure we keep the community safe. >> the curfew in morgan hill was lifted at 6:30 this morning when it was light enough to see even without power. a united airlines flight from san francisco to southern california turned back to land at the airport because of a problem during takeoff. it hit at least he a bird as the pilot took off and he asked for permission to come back to sfo. it happened last night about 9:00 and the airplane landed without further incident. united is not saying whether the passengers were put on other flights or if they flew out today. great white sharks are back in full force in one area on the central california coast and people in that area say the great whites are moving closer to shore. tickets for the golden state warriors, they are not cheap but they want to get you in the game. how you can get $25 tickets for on two. it's 7:42 and we are following breaking news in contra costa county with an overnight fire in moraga forcing evacuation, called the merrill fire and it burned more than 40 acres. the sheriff's department gave the all clear in the sanders ranch neighborhood and firefighters have knocked down the flames. the fire started about 1:00 this morning near merrill circle north and sanders ranch road. 140 homes were evacuated but most of the evacuees are now allowed to go back home. people on merrill circle are under evacuation orders and fire crews are still cleaning up things out there. there is new video just into the newsroom from the front lines. take a look. >> go ahead. >> we go to the fire just after 1:00 a.m. as it was burning. burning strong and you can hear the wind gusting in the sanders ranch neighborhood and people who live there said what it was like to evacuate overnight. >> the power was shut off at about 11:00 p.m. and that was before the fire started. everybody's power was shut off as part of the planned power outage. >> the evacuees were at saint monica church on camino pablo and the moraga safeway store. we will bring you live coverage of this story coming up at 8:00. many pg&e customers understand the need for safety but many are frustrated with these massive outages. ktvu has craig lee talking about changes lawmakers are calling for. >> reporter: some say it's not fair to make everybody else pay the price for pg&e. they echo frustrations of many pg&e customers finding themselves in the dark during this public safety power shut off. tony is the executive director of the rate pay advocacy group. >> if pg&e had spent the money we gave them on trimming trees and maintaining power lines safely, we wouldn't be in this position. >> reporter: tony said the shut off should be a last resort and pg&e says they don't take this decision lightly and safety is a priority. they said the company has been working on improvements but in the latest filing to a federal judge, pg&e said it completed less than one third of the tree trimming work this season. they've faced scrutiny from state senator, jerry hill, representing san bruno. there was a gas explosion that took eight lives but the embattled company warned it could happen again. >> we want to make sure our customers are prepared for additional public safety power shutoffs this year and we are in the midst of wildfire season. new this morning, apple removed an app that allowed protesters in hong kong to report police movement. they removed it because authorities in hong kong said the protesters were using it to attack police. in china, there was an editorial accusing apple of adding the aid to 80 writers in hong kong. president donald trump is speaking out between the growing tension in china and the nba. china reacted negatively after darrell morey, general manager of the houston rockets, tweeted support for hong kong protesters and that tweet has since been deleted. darrell morey has apologized as what was perceived as criticism of the chinese government but now president donald trump is calling steve kerr a scared little boy after he chose not to answer question about the controversy. >> i watched the way that steve kerr and popovich and some of the others were pandering to china and for our own country, they don't respect it, like they don't respect it. what a difference. this is sad, very sad. to me, it's very sad. >> the nba canceled events leading to the games scheduled to be played in china and the nba commissioner said that they still expect the games to be played that are scheduled this week but chinese officials aren't saying whether the games will go on as scheduled. we could see progress tomorrow with the dollars and cents. >> reporter: a short time ago, president donald trump tweeted out that he will meet with china's vice premier tomorrow and set it will be a big day of negotiations. when the bell rang this morning, stocks were lower but then turned right around. taking a look at the big board on the new york stock exchange, the dow jones is up more than 1.5% and 26,511 and the s&p 500 is up 2938 and the nasdaq, 7954, up more than one half of a percent. we have a recall involving chicken. there is a recall for frozen, cooked, diced and shredded chicken from tiptop poultry. the products are pulled including trader joe's and target and they include ready to eat sandwiches, chicken salad and eggrolls. there are no confirmed reports of illnesses related to the recalled products but if you have any, bring them back to the store. gamers are disappointed by the news from sony that the playstation 5 will not be out in time for the holidays. sony promises an upgrade to the controller that will let players feel textured differences like running on grass or mud. it will be ready in time for the 2020 holiday season with the new xbox called project starlet. the warriors are offering programs for home games and there is noisy fan flash zones where plans are asked to submit video where they bring their own energetic hype to the game. fans can register on the warriors homepage and the winner will be notified and to buy santa barbara and they are coming close to shore. there is a large presence of great white sharks. the same sharks return year after year in the knee-deep water. >> what was a five-foot or six- foot shark three years ago is now seven feet or nine feet. >> they grow from eating fish and then eat marine mammals. it's dangerous for swimmers. >> watching our roads. things happening in the commute? that's right. highway 24 westbound, it looked like a normal commute and we will start there. on 6802 there was slow traffic because of some neighborhoods leading to 680 and 24 having power outages. when you get to the freeway, they are looking normal for this time of the morning, 44 minutes from the carquinez bridge to the mark maze and then waiting at the bay bridge, nothing unusual. 880 northbound is slow and then 580 is slow. 680 has been slower than usual. 680 is not usually this slow and we had an earlier crash near 84 and that is gone but there's a lot of slow traffic in casper valley. are you going to casper valley and eastbound on 580? that is very slow. it's 7:51 and let's bring in steve. a red flag advisory until 3:00 or 5:00 and if the wind tails off, it's cold. 29 degrees with ice on the deck in palimono valley in marin county with very cold readings. mill valley, 58. kernville, 58 and petaluma, 42. 47 at our wc, redwood city and it's colder than that, 45. you go from 40s to 60s. palo alto, 42 and pacifica, 59 and los altos, 53. low wind that is offshore and easterly with very cold conditions. 77 at mount st. helena, gusting at mount diablo, 75 and there even at atlas peak. a deep system is marching across and it is cold. elko, 17 and 19 and the area with almost 60s on the current temps. the wind will tail off later this afternoon and tonight but a welcome back to mornings on 2 and the time is 7:56. lawmakers and teachers are working together to try to end the vaping epidemic. several states have temporary bans on flavored vaping products including several bay area cities. many school districts are suing juul labs. the san francisco-based e- cigarette maker, with serious illnesses tied to the use of e- cigarettes. here are details on the nationwide effort to earn things to be turned around. washington is the latest state to issue a temporary ban on flavored vaping products and at a hearing wednesday, health officials unanimously voted to pass the emergency rule. >> reporter: not everyone was on board. vape store owners said it would send smokers back. >> there are hundreds that have told me they will go back to cigarettes. >> reporter: meanwhile, juul labs is seen to have fueled the epidemic. school districts are suing the nation's largest e-cigarette maker, accusing them of intentionally marketing products to teenagers. the practice squad to help them on sunday. breaking news. the fire and moraga forced overnight evacuations and we have the latest numbers and the neighborhoods back open for people to go home. hundreds of thousands across the bay area are waking up without power. we tell you which areas are affected in one power could be restored. first stations are growing and pg&e asks the public to leave their employees alone after police said somebody shot at one of the utility vehicles. from ktvu fox2 news, this is mornings on 2. welcome to mornings on 2. i'm mike mibach. i'm gasia mikaelian and we will talk about the fire in moraga and the major power outages. very low humidity with wind for some, but not all and for the majority, it goes until 3:00, the wind advisory in some locations, a really good breeze and others, none at all. windy near blacklock in danville and it is 24 miles- per-hour and humidity is 22%. 23 miles-per-hour with a north wind near caldecott and the oakland zoo. mount diablo, gusting to 75 miles-an-hour at 3:20 in the morning. mount st. helena had the highest at 77. wind speeds in lafayette, 46 miles. not far away, blacklock, 59. there are some that are cool, including albini at 48. the wind speed is easterly or northeasterly. santa rosa has a north wind, nevada, south. it is turning a little bit and will eventually get so far into the plains that the pressure gradient will relax. 29 in olema valley and 60s in vacaville. otherwise, sunny and 70s and 80s on the highs. steve, there are crowded conditions on bay area roadways and just like it would be on a normal day, the power outages aren't affecting the freeways but they are affecting local roads where stoplights may be out at major intersections. treat those as 4-way stops and that will add time to your commute. this is near the oakland airport in front of the coliseum and it slows from san leandro to downtown oakland with southbound 880 slowing from hayward to fremont and south on 680 is recovering from problems. the south bay commute has been slow getting to the west valley. let's go back to the desk. more than 350,000 homes and businesses in the bay area are without power. the outages started in parts of sonoma, napa and marin county early yesterday and last night, pg&e shut off power to parts of the east bay and many people in the east bay and elsewhere are adjusting to the outage. frank mallicoat is live with how people are going about their day. pinole, like many cities across the bay have lost their power and it affects some 51,000 plus. last night, there was a scenario that played out all over the bay. this morning, off pinole valley road, a major thoroughfare with a signal light that has been out all night long to pinole valley. police cruisers have been keeping a watchful eye for safety's sake and a portable stops and has been put down, as well. driving this morning, it was pitch black but ironically, 100 yards down the road westbound, the shopping center had power. frustrating for drivers and especially parents with kids because all the pinole valley schools are closed today. >> we didn't get a notice. it was two days notice that this would happen. now we have to deal with it and we don't have any choice. >> reporter: the kids like it but the parents not so much? >> yeah. >> reporter: mike is a schoolteacher in crockett and woke up this morning with no power and no hot water and no idea if his school was open or closed today in crockett. >> it's frustrating. didn't really know if it would happen or not. we depend so much on power. i dressed casual today. i don't know if they will be okay with that. >> reporter: and not knowing when it is coming back on? >> i really have no idea and it's frustrating. i can't get hold of my work to know if they are even open. we will find out. >> reporter: a lot of people are frustrated this morning and back live at the intersection on pinole valley road, this is pomona's street near the brand new high school and people are negotiating this intersection with no lights. there were some portable stop signs in town. the power has been caught and coming up in the 9:00 hour, i will talk to the principal at pinole valley high school, i brand new high school. i will ask if he's frustrated, as well. i will find out when school willreopen. i'm frank mallicoat, ktvu. several bay area schools are canceling class because of the pg&e power outages. oakland unified said classes have been canceled at nine schools and uc berkeley canceled and there are additional closures in napa and some moma and santa clara county's. we are scrolling the names of the classes canceled and you can see this on the link to the pg&e site and you can search by address to get the latest on ktvu.com. the highway patrol is searching for person that fired a shot at a pg&e worker. they said the employee was driving in a marked pg&e truck when a driver pulled up. you can see a bullet hole in the door. the pg&e employee was not injured and if you have information, call chp. scott wiener is proposing a bill for the power shut off. he said it's hard to predict the impact of these massive blowing blackouts. >> the problem i have, pg&e appears to be airing on the side of going as broad as possible and shutting off power for millions of people, potentially. that's not okay. >> state senator weiner's bill would impose fines during planned blackouts and prevents service during power shut off. the legislature will hold hearings on this bill in january. and state senator jerry hill said pg&e needs to harden it system to make it resilient and safe and not power shutdowns as the go to response. it's not the response expected from the largest utility in this section of the state that leads global tech innovation. the merrill fire burning in moraga is now 80% contained according to cal fire and most evacuations have been lifted. it burned more than 40 acres and now that the sun is up, firefighters are working to cause the cause of the fire that started at about 1:00 after pg&e set off power to the area. alyssa harrington has stories from overnight evacuations. >> reporter: about 140 homes were threatened when the fire was burning and at this point, mostly everybody has been able to return home except people who live on merrill circle and there are about 20 homes on that street at the top of the hill. there is only one room for a car to get room and there are fire vehicles so families cannot go home, yet. the saint monica church in moraga is used as an evacuation center and there are families inside and one young girl was sprawled across a couple of stairs and is wrapped up in a blanket and trying to get some sleep. it has been a long and stressful night for these people, woken up at about 1:00 this morning and some smelled smoke and saw the glow from the fire and had minutes to get out of their homes and down the road. more than 100 were evacuated and many did not have power. pg&e shut off power to the neighborhood last night and there is no power here. people are walking one with flashlights. the red cross has coffee and food and at about 5:30 this morning, most folks could return home but those in merrill circle are not allowed to go just yet. they are doing cleanups to make sure they have this fire completely under control. here's what some people had to say. >> we were fast asleep and it was black because of the power outage. my mom, who lives next door, came running into our house to wake us up. she said we've got to get out! we got dressed in a hurry and woke up the kids and took off. >> we all went around and knocked on each other's doors. luckily, we had enough time to grab clothing and medications. we are lucky. hopefully, that is all we have to do. >> reporter: people were here with dogs and other pets and children and everyone is trying to stay warm because it was very cold this morning. residents said they were told to get prepared for the outage and for the fire danger but it was still terrifying and unexpected when they woke up to hear that a fire was burning so close to their home. firefighters said that all structures were not damaged and they give credit to the homeowners association who says that the association in that area took a lot of steps to protect homes. they cut vegetation and provided defensible space and that really helped during the efforts to fight the fire. live in moraga, alyssa harrington, ktvo fox news. it's 8:11 and a scary landing at sfo. we describe what forced car. he forced his way into a synagogue where people were observing the holy jewish day of yom kippur. he fired shots into the synagogue and a nearby restaurant. >> he raised his gun and started shooting. everybody ran and shouted at the same time. >> german police arrested him and they said he launched into an anti-semitic grant. on the thursday morning commute, how are we doing? we are okay but we have a new crash that happened less than 10 minutes ago and we are looking at the eastshore freeway but what may happen is this traffic may be affected by a crash on eastbound 580 after the maze. a lot of people are going to the bay bridge or trying to get onto eastbound 580 and go to the lake shore area or maybe driving to downtown oakland. that crashers brand new with the fire department on the way and apparently it is an injury crash. westbound bay bridge traffic looks normal, 20 minutes delay northbound and northbound 880 is busy. 880 south, it's slow and sick sadie had issues earlier. the crashes eastbound on 580 getting away from the bay bridge and coming toward the 980. give yourself plenty of time. 816 and let's go back to steve. there's a lot going on including incredible low temperatures. gabriel a bell, 29 degrees in olema valley. she said there was ice. kernville, 38 and there was a report of 37 even in lafayette with reports not coming in and we all know why. bodega bay, 62. the wind has picked up in rohnert park. petaluma, 42. mill valley, 56 with tremendous differences. wind or no wind, cold air and it's taking the plunge. if you don't have any breeze, there are 30s to the north. still the offshore direction with mount st. helena the winner. 75 miles-per-hour at mount diablo, mount umunhum, 65 miles-an-hour and pretty good gusts in the santa cruz mountains. there is widespread internet outage and i can still watch you on directv -- that is the breeze in santa rosa and rohnert park is picking up in about the last hour or so. fairfield gusting to 85 and there is a monster system with 50s on the temps. 52 at sfo, redwood city, 45. we don't see temperatures like this very often but we have been this morning. 42 in morgan hill and santa cruz, no power with saratoga, 47 and san jose, 58. lots of sunshine with breezes tailing off in just a moment and then we have 70s and 80s on your temps but by 3:00, the wind advisory is over costume and thought, this is a rock eagle. we have to have rock songs. we did meatloaf and then we did def leppard. that's what happened. you are invisible, you don't exist and you just take on this the area and we can see the fire burned close to some homes in the area with a tightly packed neighborhood not far from st. mary's college. skyfox is giving a better look but it's important to note that most of the evacuation orders have been lifted. fire crews are still on the scene mopping up hotspots. many areas in the east bay had their power cut before the fire started and there is a big question as to what started this fire. likely it wasn't the pg&e lines. number of people are leaving their homes in the middle of the night and they gathered at a church in moraga. there is a safeway and moraga were many people gathered and it has been a harrowing overnight and mourning period but the good news is the merrill fire, after burning 40 acres is now all clear with most evacuations lifted but it is a dynamic situation and the investigation has yet to begin and we bring you breaking news throughout mornings on 2 and through the day. two florida businessmen tied to trump's personal lawyer, rudy giuliani, have been arrested on campaign violent finance regulations. they were arrested on a four count indictment including charges of conspiracy, making false statements to the federal elections commission and falsification of records. a new fox news poll said more americans support the impeachment inquiry against president trump with 55% of voters saying they support impeachment and 51% the president should be removed from office. the president should not be removed, some said and 40% said president donald trump should not be impeached. >> a group of voters say they don't like the ukraine call or like what the president is saying but i don't know if this is the right answer for that. democrats overwhelmingly favor impeachment compared to 13% of republics. the president had a job approval rating of 45%. hundreds of thousands have no power. the oakland zoo make sure animals are taken care of during the plan shut off. breaking news from high above with a wildfire burning in moraga overnight and forcing evacuations. we are live in the east bay with the latest and we hear from people that have been through a harrowing morning. ♪ ♪ ♪ ♪ ♪ blow a kiss, merrill fire in moraga. this is a live picture of the burn area and you can see how close that fire burned to the homes in this particular neighborhood with dozens of people waking up at 1:00 to the smell of smoke and they got in their vehicles and evacuated that area. as of now, most of the evacuation orders have been lifted and firefighters are mopping up the hotspots. we have allie rasmus live from the city of moraga. you just spoke with firefighters? >> reporter: yes. containment is now 80% and firefighters feel very good about the progress. the firefighter said they have this thing knocked down, the expression he used. the fire is not growing and the threat it posed has greatly subsided for some of the homes. when the fires broke out, it was different because you can see this is what the merrill fire look like just after 1:00 this morning in the moraga hills. this video was taken by one of the moraga orinda fire captains on the scene. it was burning in the sanders ranch neighborhood one mile south of st. mary's college. the fire didn't threaten the college but threatened 140 homes in the surrounding neighborhood with moraga police going door-to-door telling people to evacuate. people did to evacuate and moved out quickly without hesitation, according to firefighters and that helped them focus on this fire fight. >> when the power is off, it's like an extra wrinkle in the notification process and we were able to use the community warning system to put out the message and then officers from moraga went door-to-door. people had flashlights with them and available and were using them. when it's dark, a simple thing like that makes a big difference. >> reporter: now that the fire is 80% contained and now it's daylight, the next step is figuring out how the fire started. it started about 1:00 a.m. and that was at least one hour after pg&e shut off the power to the entire town of moraga. at this point they can't speculate on how the fire started or whether it is suspicious but investigators with cal fire and moraga police are on their way to the scene to start getting answers to those questions about how the fire started in the first place. in the meantime, evacuation orders are lifted but all but 30 homes on merrill court, close to where the fire started. sometime in the next couple of hours or so, the remaining 30 homes will be allowed to go back. allie rasmus, ktvo fox2 news. if the wind is gusting, it would be entirely different in moraga. >> it could have been worse and we saw the fire burned right up to those homes? the stronger gusts were not that far away. it was gusting over 70 at mount diablo and now picking up in the north bay with the wind picking up significantly in rohnert park at about 8:00 this morning and santa rosa has a do north wind at nine miles-an-hour. no information from the napa airport since midnight, not good. fairfield, gusting at 16 and after that, very isolated with some areas having a good breeze and others don't. if you don't, it was really cold. mount umunhum, 65 and wind speeds are coming down and we just heard from the twitter handle at moumunm, not as windy as it was. an enormous temperature difference, 20-30, 62 wetlands and with the wind chimes churning. 62 near presidio and 51 in el cerrito. a pretty good breeze northeast out of the east bay hills in napa valley and even black diamond and northeast and 21% humidity because of that whopper of a low producing record cold and snow for some. sutoday d easterly brzes wi taper off later this afternoon. 70s and 80s on your temps today. we have slow traffic but fortunately for us, the traffic on the freeways has not been affected by the power outages as much with the freeways about normal. slow traffic here and here on 880 north to downtown oakland an 880 south with these commutes improving from some of the earlier issues. the peninsula has a problem southbound 280 down san bruno, the 380 interchange and that traffic is backed up from near highway 1 and past the mall heading south but you might want to get on el camino real and get on 280 if you need to after 380. 8:36 and back to the desk. most of the bay area is under a red flag warning. ktvu wrote a long on one of the extra vehicles roving the oakland hills and fire crews said that area is especially dangerous because the terrain makes it difficult to put out fires. the neighborhood near joaquin miller park has winding streets and cars parked on the side of the road and that can get in the way of fire trucks. >> trees are over growing the power lines and with high wind, the branches come down and there is a power line across the road that is completely unusable. the people can't get in and out. firefighters are watching on the ground and in dublin, the emergency operations center is hoping it will be staffed around the clock with everybody working 12 hour shifts. workers at the oakland zoo make sure vulnerable animals are taken care of with managers closing the zoo yesterday in preparation of the outage with four generators brought in to bring the total up to eight. they are for climate habitats where endangered species live and they brought refrigerators to keep food from spoiling. and morgan hill, there is a curfew where pg&e shut off fire. police are and forcing curfews applying to pedestrians to reduce loitering, especially in downtown morgan hill. people can drive and checking up on neighbors is not considered loitering. >> we don't want people to feel like they can check on their neighbors or be on their own property. it's walking around and loitering around areas with no power that we make sure we will keep the community safe. >> the curfew was lifted at 6:30 this morning. a united airlines flight from san francisco to southern california had to turn around and land back at the airport. the captain reported hitting a bird on takeoff and requested a return to the san francisco airport around 9:00 last marina and the wind really picked up with air feeling dry. there is a lot of 60s in the cities but toward oakland, lower to mid-50s with the wind flow out of the east bay hills and going over emeryville and oakland and alameda at and into san francisco continuing with the northeasterly breeze. humidity is 19% or 20%, 16% with blackhawk a warm 60 degrees. a monster system digging out to produce snow in colorado and there will be some in the high plains. record lows possible, 19 in denver. the coldest ever recorded with one heck of a system. a big boundary with those air masses. 29 in
