ramp getting from hagan burger onto the freeway, towards hayward. they are going to have to close that ramp and the emergency vehicles and the lights are distracting traffic on northbound 880. you can see that people are slowing down until they get past the scene. a closer view from the camera on the ground, you can see that there is the freeway and as the photographer goes back to the right, you can see that the truck is flipped over. they are going to have to close the ramp. no cars are getting through. it is going to have to be closed. one of the things we have to mention is 98th avenue is developing story in san francisco where police are investigating a shooting involving a u.s. park police officer near aquatic park last night just after 9:30 pm near van ness avenue. ktvu is live in san francisco to bring us the latest. >> reporter: we are in front of the municipal care gait and this is where the c-. it is very calm. there were people running around and fishing. it is a popular area. this is not what it looks like. we will take you to the video of what the scene looked like earlier this morning. the tow trucks came in and took away two cars per one was a green toyota and the other was parked. we do not know the significance of the green toyota but it was involved in the incident the information that we have from the police department is that around 9:30 pm on tuesday officers got a call for shots fired near aquatic park. they say that u.s. park police officer was involved in the shooting. a person was taken to the hospital with life-threatening injuries. another person was detained by police. there are questions still to be answered including exactly what led up to the shooting. we know in the area is in u.s. park police jurisdiction but the district attorney's office will investigate. we are waiting to get information on who the officer is and the people involved as well. what we know is that one person was seriously injured and another was detained. this was last night in the shooting. san francisco, ktvu news. new this morning, firefighters at the scene of the overnight fire at the kfc restaurant. first reported at 12:45 am at the kfc on mahogany way near highway 4. the firefighters arrived and they were getting ready to fight the fire from inside the restaurant. they saw the air conditioning unit on the rooftop start to fall through the ceiling. at least one air conditioning unit file. it was hard to see the damage from outside the building. the inside of the restaurant is a total loss. authorities say that the fire may have been fueled by greece on the rooftop and grease traps even inside the vents. investigators are not able to go inside the restaurant itself until building inspectors say that they can go inside. no one was hurt in that fire. firefighters were busy this morning putting out an apartment building fire that started at 2:45 am in the second floor unit at the building on the avenue. the fire department tweeted the photographs of the fire. it started in the kitchen where something was cooking. it spread to the apartment next door. everyone was able to get out safely. a woman is being treated for smoke inhalation. no firefighters were injured. san francisco police are searching for two home invasion suspects that used a stun gun on the man during a robbery early monday morning at the home on 40th avenue in the sunset district. police say that the victim came home, opened his garage, and the suspect hit him and forced him into the house but that is when the suspects used a stun gun on the victim before they stole his car and got away. recreational marijuana will be available for legal purchase in sonoma county. according to the press democrat, the board of supervisors voted to start sales of marijuana spencer is as early as mid-november but with the decision his restrictions on marijuana farms supervisors decided to limit the farms to properties that are at least 10 acres or more which eliminates more than 5100 properties that used to be eligible. san jose police are giving us details about their year-long crackdown on prostitution. they shut down 107 businesses, including illegal massage parlors that had online reviews detailing the prostitution. back in 2016 ktvu went with the officers as they rated two businesses. since then the police have increased enforcement. they added that -- more officers to the unit including a dedicated code enforcement officer. >> we are hitting them in their pocketbook, and that is what the business is all about. that is what human trafficking is all about, money, and exploiting people. as a result of the crackdown, san jose police say that online reviews are warning customers to go someplace else. authorities have noticed more massage parlors are popping up in neighboring cities. san jose police are working with law enforcement in those areas to fight prostitution and human trafficking. a major housing project in san francisco was approved by the board of supervisors. it is backed by a public and private partnership which includes the san francisco recreation and parks department. the project called for 1600 residential units, 200,000 square feet of commercial and retail space, and 50 makers of parkland and public space. this will be offered below market rates. opponents are questioning if the development needs environmental standards but the mayor called the development one of the most important park projects and modern san francisco history. today sonoma state university opens an art exhibit on the campus featuring photography, paintings and video about last year's wildfires. this was created by people in the community, including first responders affected by the fires last october. the exhibit is called reflections after the fire. the art is on display at the sonoma state university library. it will be an opening reception today at 4 pm. san francisco will have its first high-tech garbage can. the european waste reduction company is installing it in the um plaza area as part of a trial to see how it holds up. it is solar powered and has anti-graffiti coating and it can crushed the garbage inside the machine to save space. it is connected to the internet. it will alert trash haulers when they need to unload it because it is fall. the city hopes that garbage right now all properties are taxed based on a value that is tied to the purchase price. supporters of the initiative say that it could raise as much as $10 billion a year in new tax revenue. critics say that it could pressure the businesses to leave california. in a highly contested california ballot measure, for and against proposition a are flooding the airways with both sides spending millions. proposition eight would cap revenues earned by dialysis clinics at 115%. if they go over, they must issue refunds to insurance companies and patients that pay out-of-pocket. the union that represents the workers is the sponsor of proposition eight. that two largest companies are making huge profits. there needs to be more oversight. opponents say the proposition eight could force many more dialysis clinics to close, especially those serving low income patients. how about the warriors? they hit the road later this week to play the utah jazz. last night they raised another bundle up, we are tracking 40s for concord, fairfield, napa, santa rosa and san jose is in the lower 50s at 52. the camera looking out above the estuary, it is solid overcast looking towards san francisco. this has changed since about 4 am, as i mentioned. more overcast this morning compared to yesterday at this time. the quick update on this earth. this is not a high surf advisory but a heads up. if you have a sizable northwest swell approaching the coastal waters, the waves will be increasing out of the northwest. it looks like that peeks tomorrow. up to 12 feet coming down a little bit in the friday forecast. be extra careful because we could have rip current activity and more waves near the shoreline. the forecast later on today is showing low clouds and fog hanging out coast this morning that big waves at the bay area beaches today through friday. be careful out there. the breakers and well exposed beaches may rise more than 10 feet tomorrow. i am serious. there is a danger of sneaker waves that you do not want to play around with. with the weather being as warm as it was, you can imagine a lot of people will be going to the beach. >> when you are at the beach, i am not a lifeguard but you see people walking over the rocks and the conditions can change rapidly. you want to be aware of that. you could actually be relatively tranquil and within a few seconds you have the set waves come and that could instantly make it more dangerous. keep that in mind with the building waves. here is the plan today. fog in the morning, clearing back near the coastline and the beaches are that warming up too much, 60s, 70s, and 80s inland. the pattern, a bunch of lines that you can see the circulation towards arizona. this produced showers over southern california. this was the component that i added to the big wind event a few days ago. we have this system here with no rainfall for us yet. we have a low cloud and fog hugging the coastline up and down from point reyes towards san francisco, santa cruz and watsonville. you can see some of the overcast. this is been increasing in coverage over the past 3 hours. we will check in on the numbers. right now temperatures we have slow traffic in contra costa county. we will start there. if you drive an, pittsburgh, and concorde, the commute is going to be slow. it is not unusual for it to be slow when you get there and also slow to highway 24. the commute westbound is slow through lafayette. all pretty typical for the sum of the morning but westbound 80, 45 minutes to the macarthur maze and no major issues on the richmond bridge or in marin county. they have slow traffic from roland boulevard to central sandra -- nfl. the bay bridge, a backup of 20 minutes. we have been talking about the truck that overturned on the ramp to southbound 880. it is beginning to slow traffic down. traffic is slow. this is a picture from the ground. you can see that the tow truck is there. this is a big visual hazard. nobody was injured but the truck needs to be righted and the tow truck is going to do that temporarily. it is going to close the ramp until they get the truck out of the way. let's talk about 880 going south and union city and fremont. it is slow. we talked about rowan county and we talked about contra costa. 680, to pleasanton is slow. let's go back to the desk. developing story in san francisco where police are investigating a shooting involving a u.s. park police officer. this happened after 9:30 pm near aquatic park and van ness avenue. police have not given us information on what led to the player has won. somebody bought a semi winning ticket matching five of the six numbers at the marina safeway in san francisco. ktvu allie rasmus is there now. you have the new information that just came in. good morning. >> reporter: good morning. the person that won the partial winning ticket gets $1.9 million. that is what they get to take home. it is not the jackpot but the person will not be complaining. according to officials, the drawing was last night. we have some time to go before we find out who the person is. we know that the person bought the ticket at this safeway in the marina in san francisco. the person got five out of the six winning a mega millions numbers and that is why they get the $1.9 million prize. we spoke to the people working at the safeway this morning. one of the women was wrapping up her overnight shift. she was rushing home. she bought two of mega millions tickets at the store where she works. she was going to double check the numbers. >> i don't know. i'm going to check. i found them when i came in. the first winning number is 69. followed by 45. >> the drive was last night. >> reporter: and nobody won the jackpot and it has grown larger. it is estimated to be at least $868 million and probably a little bit more between now and friday when the next drawing is and that will make it but next largest in u.s. history. a closer look at the winning numbers. 3, 45, 49, 61, 59, and the mega ball is 9. mega millions is played in 44 states and the virgin islands and washington d.c.. the odds of winning are frankly pretty awful, 1 out of 302 him five days $1.9 million prize. allie rasmus. san francisco supervisors are holding a hearing about the vetting process of city contracts safety records after the death of a construction worker. this happened in the twin peaks tunnel project. ktvu looked at federal records for the construction company that he worked for. we found 39 safety violations in the past years that had not been reported to the city. they included one death and several severe injuries. the hearing will begin at 10 am. new rules for san francisco's taxi medallion system. the mta approved most of the reforms for the government issued medallion permits. they can be sold it to drivers outside of san francisco. a proposal to restrict sfo pickup was rejected. the reform is the latest effort to help taxi drivers that lost business to ridesharing services. the oakland city council approved a safe parking program for the homeless that live in their cars. the city will spend $300,000 over the next year offering safe places for the homeless to park overnight. the plan was backed by local churches and it calls for several special parking lots around the city that have security guards and on-site coordinator and portal potties. >> oakland city leaders will announce the campaign to clean up city streets. libby schaaf has been spearheading efforts to encourage people to stop rubbing trash on oakland streets. she will announce the results of the program, bulky block parties, and there were three events held in different parts of the city where people could legally dispose of large items for free. spend our time is 7:37 am. a ferry company will pay $2.7 million to settle allegations that it violated the san francisco healthcare laws. officials announced the settlement with the san francisco bay hornblower yachts and its affiliate, alcatraz cruisers. the city attorney's office claims that the parent companies created complicated eligibility policies to deny workers health bus crash on the freeway that injured 40 people. you can see the bus going across several lanes of the freeway. the dash camera caught the video of the bus losing control on sunday. that was a minute wisconsin teenager that went missing after the parents were found dead in a home. the amber alert was issued for jamie klotz. authorities were alerted to her disappearance when a 911 call lead sheriff's deputies to her home. her parents were found shot to death. investigators say they do not believe that she made the telephone call or that she was involved in her parents' death. >> we would like to have more information but in this case, given the violence at the scene and the disappearance of a 13- year-old girl, we were all in on getting this done. >> investigators say that the reported sighting of her at a miami gas station with two men is not credible. they are working with hundreds of kids. happening today in canada, recreational marijuana is now legal. canada's parliament passed legislation over the summer, making it legal for adults to buy, possess, and grow recreational marijuana. the law took effect at night in each time zone in canada. the first province truck in position. it has been there for going on two hours and the traffic is backed up. the ramp is closed as they try to get the cable to write the trailer so they can get it out. it is going to be a long process. we are going to be looking at this and with my experience, i think that we will be here until 9 am. i hope i am wrong but i think at least 9 am. let's look at 80 southbound, backed up over a good portion of the bay area with the clouds ramping up in coverage over the past few hours near the coast and portions of the banquet temperatures this afternoon as the clouds clear back, valley is making snowfall yesterday. it is cold enough to make snowfall across parts of the sierra. hopefully it will add the snowfall for the slopes over the next few weeks. in the bay area we will check in on some of the fog patterns. the clouds are hanging out at the coast side and around the bay. there is a hint of a northerly breeze at the surface. we will come in closer and this solid overcast over san francisco towards oakland and berkeley and portions of the north bay. santa rosa, all morning, low visibility down about order to half-mile and that is the most recent observation. an updated computer to run autopilot. it will increase computing as the future becomes more complex. existed owners will be upgraded for free if they purchase the full self driving package. it will cost $5000 for that upgrade google maps is making changes to its app to help electric vehicle owners find more places to charge. google has featured charging stations for years but now displays more is 53 and san jose is 54. the live camera shows the overcast and at about 4 am going into work, mostly clear skies and the clouds have been ramping up the coverage over the past few hours. we will add that to the forecast for this morning. in the afternoon, more sunshine and you can expect that coast side and san francisco, patchy fog for parts of san francisco. there is the temperature range. we will look at the forecast highs in a few minutes. we are checking in with the update on the roads. as you know if you have been listening to the reports, we have been talking about a truck that flipped over on the ramp from the road to southbound 880 this morning in the 5 am hour. it has been out there for hours. the ramp is closed and they have to write the truck. this is the video taken of the truck on its side. you can see that the tow truck has been in position to write the truck. it is a complicated operation and it will not be done until after 9:00. meanwhile, you can see as we go to the live picture of the camera of 880, people are slowing northbound right up to the scene because you look over on the left and you see the spectacle. it is causing a visual hazard. it is causing a visual hazard southbound which is not the commute direction for most. it is going to be a problem, not only today but let's talk about the east shore freeway. 44 minutes bay bridge to the toll plaza, add another 20 in the san mateo bridge is going to be moderate for the dumbarton bridge. we have not had much trouble on the peninsula and it is been normal. southbound 280, a new crash southbound as you drive into south city on the way out of daly city two 380. give yourself extra time. the time is 8:04 am. a developing story out of san francisco. a u.s. park police officer. sarah reports that -- >> the scene is clear and just in front of the municipal fishing peer where the san francisco officers were investigating the officer involved shooting that happened tuesday night. tow trucks came in and removed cars. the scene was cleared. one was a green toyota. the other was a u.s. park police car. we are waiting on more detailed information. the san francisco police department called us at around 9:30 pm. officers got the call for shots fired near aquatic park. the u.s. park police officer was involved in the shooting. a person was taken to the hospital with life-threatening injuries and another person was detained. we do not know what led up to the shooting. there is a lot of questions left to be answered. we know that the area is in the u.s. park police jurisdiction. the sfpd and the district attorney's office will investigate. no san francisco police officers were involved in the shooting. it was an officer with the u.s. park police. we are waiting on more information from the police department. we will continue as we get more information. san francisco, ktvu facts 2 news. >> we are monitoring a developing story in crimea where an explosion is being described as a possible terror attack. the death toll is 18. that includes the 18-year-old suspect. authorities say that the bomb blast killed most of the victims. eyewitness reports say that people saw at least some people getting hit by gunfire as well. more than 40 other people were injured in the attacks. host of the victims are students. secretary of state mike pompeo is on his way back to the united states after meeting with officials in turkey about the disappearance and what is believed to be the killing of saudi journalist jamal khashoggi. he met with the turkish president that accused saudi arabia of killing jamal khashoggi at the saudi consulate in istanbul. mike pompeo was in saudi arabia, and officials told him that they did nothing wrong they said that they are investigating. >> i think that is a reasonable thing to do to give him the opportunity. we will all get to judge and evaluate the work that they deal. spivak turkish officials say that they have evidence including audio recordings that jamal khashoggi was killed at the saudi consulate. the city of berkeley has taken actions to improve safety around the park that has been hit with recent violence, including a shooting in august that wounded three people. the berkeley mayor held a hearing last night for public input on what the city can and should do to improve safety. berkeley will now install surveillance cameras in the park as part of the anticrime campaign. other measures include increased police patrols and encouraging families to use that park. a fire destroyed a kfc restaurant in antioch and the fire was reported at about 12:45 am at the kfc on mahogany weight near highway forum. firefighters were prepared to fight the fire from inside. they saw the air conditioning unit on the roof top. it began to fall through the ceiling. at least one air conditioning unit was falling and the interior is a total loss. authorities say that the fire may have been fueled by grease on the rooftop. investigators will not be able to go inside the restaurant until building inspectors have given them the green light. nobody was injured in the fire. vallejo firefighters were busy putting out an apartment fire that started at 2:45 pm on the second unit. the fire department tweeted the photographs and firefighters say that the fire started in the kitchen where something was cooking and spread to the apartment next door. everyone was able to get out. a woman is being treated for smoke inhalation. no firefighters were injured. pg&e says the power is back on to everyone whose power was turned off because of high fire danger. they turned off power to the customers in the north bay, mostly in lake and napa counties. this is the first time that pg&e proactively turned off the electricity as a precaution to try to prevent wildfires. some people that were affected support the action but northbay lawmakers say that pg&e needs to be better at communicating about the public -- to the public. >> i was really grateful that they turned the power off. i could rest easier. i thought that was a good reason. i think that it saved us. >> we have to learn from the mistakes made and we have to do better. pg&e has to do better. >> they say that the preemptive power outages are the new normal and that it will have to do them whenever the weather conditions create extreme risk of wildfires. pg&e will pay $5 million for violations resulting in that natural gas leaks. the utilities commission issued the citation monday. the action stems from the 2016 incident in the community of deer park near san helena. the agency said that pg&e workers caused a gas leak while repairing a service. the second gas leak resulted in injuries. pg&e pipelines have been under scrutiny after a 2010 explosion in san bruno that killed eight people. dianne feinstein and state senator kevin de leon will go head to head for the one and only time before election day and there is a debate about if they should call it a debate. the democrats will appear together at the event in san francisco. dianne feinstein's campaign calls it a debate because they will answer questions from a moderator. de leon's team rejects and saying that the candidates are not allowed to address each other and only the moderator. we will carry the discussion between them on ktvu at noon. it is held at the public policy institute of california in san francisco. the museum of ice cream is holding an event designed to get people to register to vote. the mayor wills beak at the scoop the vote event at 4 pm. the museum of ice cream will give a free ice croom basement ice cream scoop or to the first 100 people that register to vote at the retail shop. golden state warriors hit the road to play the utah jazz but last night they were at home raising another championship banner when they open the season against the oklahoma city thunder. the thunder played without westbrook but they kept close, exchanging baskets. in the end of the warriors won 108-100 20,000 people packed into the stadium for the regular season or -- season opener. they celebrated another championship and the fans went wild when the owner handed out the championship rings to players, coaches and members of the organization. they say it was a bit bittersweet knowing that last night was the final home opener for the warriors in eglin. next year the team is moving to its new billion-dollar san francisco arena, the chase center. a great start to the season and a new report out showing the worst 10 minutes after took off, reporters saw smoke and smelled something burning. reporters were brought towels and told them to hold them over their faces. the airplane landed safely and mrs. trump is okay. a crew member told the fox producer that it was from a communications unit that overheated. the white house has not confirmed that. the producer went on to say that the flight attendant was seen with a fire extinguisher that appeared to not have been used for the first lady was going to philadelphia to talk about opioids. the trip is being reevaluated. today marks 29 years since the deadly earthquake. the 6.9 earthquake was centered in the santa cruz mountains and killed 63 people and caused widespread damage. the structure freeway and a portion of the upper deck of the bay bridge collapsed. the ruptured gas line caused a fire in the san francisco marina district. it struck at five of 4 pm and disrupted the start of game three of the world series between the oakland a's and the giants at candlestick park. damage from the earthquake was estimated at around $6 billion. libby schaaf says a new report indicates her decision to warn oakland residents about an ice -- raid. half of the immigrants were taken into custody in february and showed that they had no criminal convictions and only a handful have been convicted of a serious crime in the last decade. at the time the donald trump administration criticized the mayor and accused her of helping them elude capture. she was quick to respond to the news report. >> the facts that are shown in these public records are in stark larry nassar. a problem with the overturned truck on 880 in the heart of oakland. >> we have been looking at some of the alternate routes and they are getting crowded. what happened was that at 5:30 am, a truck on the ramp from the road to southbound coming from the u.s. facility did not make the turn. the truck ended up flipping over. no serious injuries. here we are. it is almost 8:30 am so we are almost 3 hours in and they have a couple of tracks trying to write the trailer. there was nobody injured. the traffic is slow northbound. this is going to be there for a while until 9:00. they have been working pretty fast. they have to take care when they do these things. we assume the truck has been loaded because of how careful they are being with it. they are moving it now. we are seeing progress and they are lifting it. our photographer had to change locations. we will see if they can lift it. we will not stay on there too long. here we go. it might take a while. we are going to have to move on to the other traffic. let's talk about 80 westbound as we get out to the bridge. we will see that the traffic is going to be 45 minutes. the bay bridge toll plaza, not a bad commute. when you get to the toll plaza there will be a 20 minute wait. 880 is slow and in the south bay, silicon valley all filled in getting into cooper to know. -- cupertino. >> i feel like we are being transported back to june or july because we are talking about low clouds and fog. this is the time of year that you say to come to the bay area because it is beautiful, clear, and mild. this morning low clouds and fog. mid 60s co-side, perching mid- seventies and inland spots, 83 and maybe 85 later on. the satellite, we have a sort -- a storm system. the main impacts will be the increase in the waves and the surf. we will be talking about that in a few seconds. low clouds and fog near the coast near portions of the bay. i have noticed the clouds lifting and breaking up a little bit. here we go. some of the coverage over the portion of san francisco extending across the east bay and portions of the north bay. santa rosa reported visibilities down about a quarter mile. the most recent report was down half mile towards the sonoma county airport. the current numbers, 50s and 40s for walnut creek, concord, fairfield, 45 in san francisco, 53 and sfo checking in at 52. the camera looking towards the oakland estuary, two things i am noticing. you are seeing the call conditions on the water so not much in the way of wind with the calm texture. the clouds are here but they are breaking up a little bit. that is going to be the trend into the afternoon hours or by the late morning, clouds lifting, revealing partly to mostly sunny skies. here is the swell approaching the bay area coastline out of the north and from the west. that will be marching closely or today. as a result, we begin the bump on the height. the swell peaks tomorrow. this is not a high surf advisory. a heads up that we will have dangerous surf for thursday and into friday. be extra careful if you're go to the coastline. we could have rip current activity and possibly some sneaker waves. the forecast throughout the day, clouds clearing back to the coastline and partly sunny skies around the bay, more sunshine inland and showing you 70s and 80s towards concord, antioch, brent ward and san francisco is 68, san jose, 79 and gilroy, 84. we are cruising towards the weekend with no major changes. 80s inland at around the bay, a little bit warmer by friday. the beaches are in the 60s. a threat to the sea lion population in the bay area. the bacterial infection being blamed for making hundreds of them sick. a child from florida has died from the flu virus. this marks the first child death related to the flu this season. the health department is refusing to identify the victim. we know the child was in good health until catching the flu. the death happened two weeks ago. doctors are concerned for several reasons including that the child died from flu b, a less common strength positions in the bay area and across the country are urging people to get their flu shot, especially at higher risk, like children, the elderly and people with chronic health issues. babies six months are you -- or younger are too young. flu shots reduce your chances of getting the flu as well as the severity of the flu if you get it. the cdc reports that more than 80,000 americans died of the flu in the winter of 2017 to 2018. you can go to the web links section of ktvu.com to find a clinic near you. deadly bacteria is threatening the california sea lion population. the infection has made or than 220 sea lions six so far this year. the marine mammal count -- center is rescuing the sea lines up and down the coast. it can kill them. the marine mammal center says that it sees the bacteria outbreaks every four or five years but they are not sure why. >> this year has been the second largest outbreak that we have recorded and we do not see the end inside right now. we are rescuing about six a day at this point. >> not all sea lions get sick from the bacteria. the mammal center says that of those that get ill, about two thirds of them will die despite treatment from internet diet to -- antibiotics. spermatic snow machines got turned off this fall at squaw valley, usa. the temperatures dipped into the 20s monday night. they took the opportunity to make sure that the snowmaking machines are ready for winter. if all goes plan, the opening day scheduled for november 16. some people we have some low clouds and fog. they are lifting and ever san francisco and over berkeley and oakland and and portions of the north bay. santa rosa, a little bit of the low visibility. checking in on the numbers, 40s and 50s. holding up to 44 in napa, san francisco, 53, and the live camera looking towards the estuary, cloud cover, and you can see that there are a couple of breaks in the clouds and the trend will continue. the clouds clear back to near the coastline. 60s and 70s and the warmest location inland approaching mid- 80s. most locations are cooler compared to yesterday. the last time we saw the trailer getting pulled upright, i guess the process has been happening. we have made progress. 5:30 am, the truck flipped over. now here we are with the truck back on the wheels. they have made progress. they are going to get it out of there. the damage has been done. this commute has been slow since 5:30 am. the ramp has been closed since 6:30 am or 7 am on the other side of the freeway. a good long luck and this is why it has been extra slow coming out of the hayward area all the way to oakland and after that there is more slow traffic into downtown. let's talk about other things because there are other things to talk about. the bay bridge is backed up for a little while. 15, 20 minutes delay. southbound 280 coming out of daly city, an accident and southbound 280 at westborough in south city. if you are driving to the airport today, it is a good day to get on el commute real and use the city streets to get to the airport instead of using 280 or 380 for that matter. a lot of people are on 380. the 101 is slow. on the other side of the bay, hayward union city, fremont, slow traffic. 8:33 am. a look at the top stories. san francisco police investigating a shooting involving a u.s. park police officer near aquatic park at around 9:30 am -- 9:30 pm in front of the gate for the municipal peer. a person was taken to the hospital. another person was detained. it is not clear at this moment what led up to that shooting. instead of mega millions, how about 1 billion. the jackpot for the friday drawing is approaching $1 billion and nobody matched all six numbers but there were some big numbers. we are learning information about 70 in the bay area that matched the numbers and it appears that it was purchased in san francisco. allie rasmus is maxwell, the store manager in the marina in san francisco where the bakery employee, a man in his 20s, has worked here for the past two years and unbeknownst for him, he showed up early for work and his coworkers had him check his ticket a second time and then he realized that he had won five out of the six winning numbers for the mega millions drawing. he gets to take home $1.9 million. san stabbing death of be a wealth of the indictment means that there will be no preliminary hearing. the case will go straight to trial. prosecutors say that he killed the 18-year-old woman and critically injured her sister in an unprovoked attack. he is accused of lying in wait which could make him eligible for the death penalty. the public defenders say that their client is mentally ill and was the toll plaza, and it has been normal. we can also see south city has had a problem with southbound 288 westborough that has been there as a motorcycle accident. the traffic is backed up from 19th share the satellites. supervisors are holding a hearing about the vetting process of city contract safety records. this is after the death of the construction worker on the twin peaks tunnel project. ktvu looked at federal records for the construction company that he worked for. we found 39 safety violations in the past 10 years that had not been reported to the city. they included one death and severe injuries. the hearing will start at 10 am. the oakland zoo has they smack is warning the public about following safety guidelines after the video caught a man climbing over protective barrier to retrieve an item outside of the tiger enclosure. you can see the tiger approaching the fence as he is climbing down. ktvu spoke with a woman that recorded the video. nobody was expecting that. little kids are there. they do not know. they can do that and probably hop the fence and think that everything is fine and nothing will happen to them. >> the railing is 42 inches high and it is meant to keep people from the second barrier fence that is 5 feet away. there were four female tigers in the enclosure. that caught the man that climbed down and he would have been kicked out of the zoo. you may remember that those you made changes to its grotto after a deadly attack. the siberian tiger escaped from her cage, killing a visitor and wounding two brothers. the zoo raise the wall around the enclosure to 19 feet and added plexiglas to the top of the wall along with electrified wiring and surveillance cameras. changes were also made to fortify the lion exhibit. a ferry company will pay $2.7 million to settle allegations that it violated san francisco healthcare laws. city leaders announced a settlement with the hornblower yachts and affiliates alcatraz cruises. the city office claims they created complicated eligibility policies to deny health benefits that are required under city ordinance. the companies have not publicly responded. from across the bay the oakland city council has approved a safe parking program for homeless people. city leaders agreed to spend $300,000 in the next year to offer safe places for those that are homeless to park in the overnight. the plan was backed by local churches and called for several seven they smack special parking lot that will have security officers and an on- site coordinator as well as portable restrooms. san francisco will have its first high-tech garbage can. the european waste reduction company and is installing it at the area as part of a trial to see how it holds up it is solar powered and has anti-graffiti
