Worker was electrocuted while tree trimming. We are working to get more information about this worker related death in san jose. Early indications are that a person doing some tree trimming in the area was, unfortunately, electrocuted. Now to i. C. E. Raids around the bay area. At least 11 people here in Northern California were detained by federal immigration officials over the weekend. Our Crime Reporter henry lee spoke to mayor libby schaaf about the backlash she received about warning for the operations. Reporter ken and heather, the mayor says she doesnt regret warning the public will i. C. E. Raids, even as she is accused of interfering with federal operations and getting threats and angry voicemails. Hours after the mayor warned she had learned i. C. E. Was planning an operation in the bay area, at least 11 people were detained or arrested. The family of a man who was arrested in napa shared this video. The mans wife told me today she was busy gathering documents and meeting with an attorney. Now, oakland mayor schaff says she didnt want to panic people but wanted to to protect them after she received credible tips about the intending raids. Today she doubled down. She felt it was her duty and moral obligation as mayor to look out for the well being of her residents. Many decisions that i make have risks and rewards. I do not regret sharing this information. I felt that it was my duty to share the information i had. I know that it was legal what i did, and it is important that people know their rights, their responsibilities, and what resources are available to them in this community. Reporter an i. C. E. Spokesman in San Francisco issued a statement about rumors of a larger scale bay area operation. Is said in part while the vast majority of cities in america cooperate with i. C. E. , others force i. C. E. To say sign Additional Resources to conduct atlarge arrests in the community. Sanctuary cities and states are not immune from federal law. San jose mayor sam liccardo reached out to residents saying his officers have their back and, like oakland officers, wont be assisting in any eyes operations. At 5, more on the threats the oakland mayor has been getting. We will hear from an east bay immigrant rights attorney about what to do if someone is contacted by i. C. E. Union workers gathered today for large rally as the u. S. Supreme Court Hears Arguments on a kikes that could a big impact on Public Workers unions. Dozen of supporters rallieden the steps of city hall. They are hearing oral arguments on a case brought by an Illinois State employee who chose not to join the union. His attorneys are arguing unions are inherently political and employees shouldnt be forced to join a Labor Organization they disagree with. The current law for the last 40 years says workers dont have to join if they dont want to, but they must pay dues since they still benefit from whatever contract is negotiated by the union. They are basically trying to say that by paying union dues, its unfair and that we use union dues to promote, you know, certain political interests, but thats not correct. Thats untrue. The union dues represent our fair share of costs that we pay for the representation, and they are needed in order to be able to have successful negotiation and contracts. Its basically a ploy by the corporate interests to reduce our numbers and reduce our strength. The Supreme Court justice neil gorsuch, a President Trump appointee, is likely to be the deciding vote. The Supreme Court is expected to have a decision in june. The u. S. Supreme court today rejected a request to bypass a federal Appeals Court and get the justices to intervene in the fate of daca t protect hundreds of houses of young immigrants brought to the u. S. As children from deportation. This denial leaves the program if place for now. President trump has set a march 5th deadline for daca to end if congress does not take action to extend it. The two federal courts ruled that setting that deadline was illegal. The 9th Circuit Court will now rule. Attorney general javier basara looks forward to explaining to the 9th circuit that daca is legal. For the sake of the dreamers who help make our economy and our state strong, it should not be allowed to stand. We are joined by david levine, uc professor at the college of law. This gives them space. This march 5th deadline is less meaningless now, isnt it . For the dreamers who applied for daca status prior to october 5th, they are okay for the time being because of the two Federal District Court Opinions in San Francisco and in brooklyn. What was very interesting about the governments strategy, this case, the u. S. Governments strategy, while they went to the Supreme Court to try to get the Supreme Court to leapfrog the 9th circuit, they have not sought a stay of those lower court orders. So right now where we are is that dreamers, Daca Recipients who have applied, can renew their applications as they come up even after march 5th. But anybody else who might be eligible for the program cant apply anew. So at least with respect to about 700,000, they are protected for the time being until the case works its way through the circuit and then, undoubtedly, the u. S. Supreme court will take it. It was premature to go to them at this point. So again no new applications being processed at this time. Lets talk about the original ruling because the judges did not say that the administration could not end the program at some point. They just found though that there was evidence that it did not follow the correct proceedings in order to do so . Part of it was the question about the proceedings, but also the judge questioned attorney general sessions legal reasoning. The premise for stopping daca was the attorney generals opinion that it was illegal. The judge went to a lot of trouble to explain that was probably an incorrect reasoning, and thats what will be the heart of the appeal, whether or not that decision, that part of the decision was correct or not. We talk about executive orders and whats legal and not. President trump said he was ending the program because it was illegal to begin with, that president obama created this daca program, but him ending the program has been stopped because . Well, because of the question of the procedure. Its really all about that. The problem is that if it is actually illegal, then probably it would be better for a court to say that. Whats strange is for the administration to say, well, the programs illegal but we are going to wait 6 months before we terminate it. In fact, President Trump at one point says if congress doesnt act, i will revisit this issue. How is that possible . It doesnt make sense all to the. We will see if the 9th circuit sorts this out in a useful way. We will see if the Supreme Court decides to review it. That will take place, 9th circuit will hear the case in about may. The Supreme Court today said move this along expeditiously. And then maybe the Supreme Court would take it up in the fall, maybe hear the case in december or january with an opinion a few months later in 2019. So probably this will stay on agenda past the election. That, to me, seems very important. We know how President Trump feels about the 9th circuit. He said nothing is as bad as the 9th circuit. He loves them very much. We have time for one last question about this union issue that is also before the Supreme Court. Public employees, could this be the end of Public Employee unions if the Court Decides that if you dont want to join, you dont have to . Not directly. The issue is exactly the question of whether or not you have to pay money for the representation. There is long been this compromise that you dont have to pay for the political work of a union if you dont want to as a Public Employee, but still you cant be a free rider. You cant just say im going to take the benefits of collective bargaining and not pay for it. Now, the Supreme Court for quite some time, Justice Alito has been pushing for this, they looked to change this rule. A couple years ago in a case from california, went up to the u. S. Supreme court. Because Justice Scalia died, that was split 44 and the unions lived on. We will see. Justice gorsuch didnt say anything today. Justice kennedy was active and suggested he thinks that this rule should be changed. Indirectly, it would hurt the unions. The question would be, if people dont have to pay the dues, why should they . If they get the benefits without paying the money, a lot of people wouldnt pay. Certainly would have an impact. A dusting of snow on some bay area peaks, including Mount Hamilton in the south bay. This is what it looked like around noon today. For more on this winter storm and whats coming up next lets go to our meteorologist rosemary orozco. We expected this cold storm to drop snow levels down to 2,000 feet at some point. Thats what were seeing over the sierra. Southern california may have the grapevine impacted tonight. Here is a look at whats going on across the bay. We started out with widespread rain coming down right during the morning drive and then into the afternoon partly cloudy, blue skies, sunshine, and we still continue to see scattered showers. Take a look at stormtracker 2. I do want to push you back all the way to 8, 9 00 this morning when the snow fell over Mount Hamilton. Take a look right in there. Thats when we saw, again, the snow moves through the bay area. Lake county also picking up a little bit. This is where we stand at the moment. Scattered showers continuing to fall over portions of the north bay, healdsburg. It looks like south of santa rosa between santa rosa and petaluma and highway 101. Sebastopol, guerneville. Its heavy closer to american canyon, vallejo, napa. And through the carquinez straits, perhaps a through thunderstorms wrapped in there. It stretches to anitoch and oakland. It looks to be on the north edge with light rain falling along highway 4. In the Central Valley and Sacramento Valley where they have experienced thunderstorms the entire afternoon and still going, you could see a little bit of Lightning Strike going on right there areas near french camp. In the sierra snow levels continuing to be right about 2,000 to 2,500 feet. We were tracking snow over the grass valley, forrest hill area, and that tends to be right about 2,500 feet. A Winter Weather advisory remains in place for the sierra until tonight. If you are going to be commuting, expect it to at least last for a few more hours. We are looking at anywhere from a few inches at 2,000 feet to 1. 5 feet of new snow at the higher peaks. Good news there. Also we will continue to see this wind down. Here is a look at your Late Afternoon and early evening where you can see the bay area now dry and over the sierra we will continue to see at least a little bit of scattered showers activity until late into tonight. This storm pretty much moving out. We will see another storm on our steps by thursday. Take a look at how much rain fell earlier this morning and what we can expect with the next system coming up. Thank you. Police in San Mateo County are investigating a shooting last night that killed two and injured a third person. It happened in broad broadmoor. Neighbor reaction and questions about a motive. Reporter a group of people describing themselves as family and friends of one of the victims was here earlier today and put up this memorial. We have spoken with the chief of police. He tells me the investigation is progressing, that they are looking for one suspect, two people of interest, and they believe that the victims and suspects all knew one another. We also talked with one witness off camera who tells us that it started with an argument. Then neighbors across the street heard multiple gunshots. We heard this shot. I couldnt tell you what time it was. We were just talking. We heard the shots. I thought it was firecrackers, but a bunch of us, like me and my neighbors, we all heard the shots, but we didnt see what happened. Reporter Police Officers responded to calls for help at around 8 45 last night after hearing about shots fired in the parking lot. One woman died at the scene. Two men were taken to a hospital. One man was pronounced dead. The other is expected to survive. Police tell thaws the victims and the suspects were all in their early 20s and they believe they all knew one another. Investigators have not released any descriptions of those suspects or persons of interest or discussed a possible motive. Witnesses say that a stray bullet hit their apartment complex. After Police Arrived they learned that the shooting had turned deadly. I was like, i saw a body laying down covered up. I thought it was two bodies. I didnt know it was just one person. Reporter police tell me they are working closely with their neighboring agencies including daly city. Investigators are asking anyone with any information about the shooting to contact them. In the east bay a suspect is in custody accused of an armed Sexual Assault at a party supply store. It took place saturday morning at a party city store at the fremont hub shopping center. Police were able to track down the suspect early sunday on grimmer boulevard not far from interstate 680. Police have identified the suspect as this man, 33year old terrell gomber. Gomber allegedly held two female employees against their will and sexually assaulted them at gunpoint before the store was set to open. Detectives were able to identify gomber using Surveillance Video and obtained a fingerprint left behind at the scene. A victim also picked out gomber in a photo lineup. He is now facing several felony charges, including firstdegree robbery, burglary, and Sexual Assault. Coming up, a meeting with several governors following a Deadly School shooting in florida. The four things the president is asking for as part of his gun safety plan. Plus, its back to school for teachers at the Florida High School where 17 people were shot and killed almost two weeks ago. For students, they are not returning just yet. How officials are preparing the teens to get back to classes coming up. In parkland, florida, teachers returned to their classrooms at Stoneman Douglas high school for the First Time Since that deadly shooting on valentines day. Students will go back to class on wednesday for a half day and he will be under increased security. 17 people were killed there by a former student. And one of the survivors spoke out today alongside her parents and first responders. I have seen a lot of, like, positive posts about whats been going on at the school. And i just love the fact that were sticking together at this. 17yearold Maddie Wilford was shot three times. She is expected to make a full recovery. She did not comment on gun control or the controversial use of her photo in a fundraising email by the trump reelection campaign. President trump is calling for a combination of tougher gun laws and arming some teachers in the wake of that shooting. One democrat at the meeting pushed back at the idea of putting guns in the hands of educators. Reporter President Trump is calling on governors, saying that following the parkland shooting the country must turn grief into action. You dont know until you test it, but i believe even if i didnt have a weapon. Reporter telling the nations governors he wants to beef up background checks, arm some teachers, increase access to Mental Health resources and ban bump stocks. Im riding that out myself. I dont care if congress does it. Im writing it out myself. I am not waiting for the federal government. We are going to invest 500 million. We are going to have significant Law Enforcement presence at every school. Reporter others pushed back. We need to listen that educators should educate and should not be foisted upon this responsibility of packing heat. So i just suggest we need a little less tweeting, a little more listening. Reporter lawmakers are feeling the pressure from both sides. From those wanting more gun control and others who believe it would be an attack on the second amendment. Representative steve scalise, who was shot while playing baseball last year, pushed forward on current laws. Lets close the loopholes, figure out what went wrong with government before people start taking away the rights of law abiding citizens. Well, rumors of a possible School Shooting threat in alameda prompted a heavy Police Presence at Lincoln Middle School today. This morning some parents alerted the schools principal about a disturbing message circulating among students on social media suggesting that someone was threatening school safety. Police were notified and officers set up patrols at the school. This Afternoon Police and the School District issued a joint statement saying an investigation determined the threat involved Lincoln High School in tacoma, washington and was part of an internet hoax. A parent said in the wake of the shooting in florida, she was glad to see authorities take any potential threat seriously. I think they are taking the right precautions. Thats important. You dont want to take anything lightly. School Officials Say they appreciate people being vigilant when they hear of a threat to the community, but they urge people to turn to police and School Officials before going to social media in an effort to avoid feeding into rumors that can then cause further disruption to the school community. While there is a lot of emotion right now with what went on in florida, the reality is that consumers buy more on habits than they do on political trends. Plus, you have to consider that the membership of the nra is quite loyal. They are going to use their wallets to do their expressions of what they support and dont support. I think the fact that you have seen this ground swell, obviously, these companies have thought about this. A corporation does not make a move like this lightly when they pull out of Something Like working with an association such as the nra. But in the long run the loyalists will remain loyal and the consumers will go back to their habits. Yeah. You talk about the loyalists. We are already hearing about a backlash against the companies who are distancing themselves from the nra, with nra members saying, well, we are going to boycott these rental Car Companies and airlines because they are disassociating themselves with the nra. Yeah. I mean, think about your own habits, perhaps. If you live in San Francisco, you rely on United Airlines because that has more than half the flights. And i know that united pulled out. Lets say they didnt. Are you willing to take a Different Airline and make a stop and have a threehour layover instead of getting a nonstop out of sfo . I am a member of the American Psychological association and i was in las vegas last week and i had to send an emergency fedex package. I said, wait, i get a fedex discount. I dont even know, ken, if its fedex or u. P. S. I said, i can save 5 . So i spent 10 minutes trying to find my membership number. I couldnt find it. Then i realized 14, 5 of 14, 70 cents, wasnt worth 10 minutes of my time. Speaking of fedex, they are headquartered in memphis, tennessee, a red state, and they are one of the companies that is associated with the nra thats decided not to change its relationship with the nra. So its interesting. It depends oftentimes what relationship that company has with its clients, its customers, and where they are located and where they are headquartered and what kind of pressure they are feeling. Tech companies are getting pressure and they are not backing down either. Apple, amazon, youtube all air nra tv on their websites for streaming services. They are feeling some pressure to drop the nra channel, but they are not doing it right now. Whats going on with that . Well, i think there is a freedom of speech issue here. I think that we do have to step back and say whether you believe that people have a right to bear arms or not, there is a notion that thats a very strong feeling in this country. And its not about, you know, do i have a gun to protect myself . There is a feeling in some communities and some states, as you mentioned, that, you know, its about does the government have the right to tell me that i cant own a gun . So i think some of these Tech Companies are being a little cautious, especially after last years election, and i think theyre rightfully being cautious because we do have to look at free speech. You know, free speech does not mean that you eliminate people who dont agree with you. Free speech and im not trying to say you open it up to just about anybody and everything, but thats what makes this country great, i think, is that we can talk about these things. And i do believe that someone who supports the nra, they should have a right to discuss that. I think thats what the Tech Companies are saying. Yeah. There is about 5 million members of the National Rifle association, but there are a lot of estimates that there are many more gun owners out there than 5 million who do not belong to the nra. Failing to earn the 60 needed to win the endorsement. Neither will get extra cash heading into the june primary. Those delicates failed to endorse a candidate to replace jerry brown. Quite a political surprise when it came to senator feinstein, right . Yes. After all of her years of service in california you would think you would get that endorsement by the california democrats, the party, she did not get it. As a matter of fact she did not get a percentage that was close to her opponent. That is that is something to look at. What is the message here . Is it that the Democratic Party is rapidly moving to the more left . Possibly. More progressive. We dont know yet. People who attend those conventions tend to be your real Party Regulars issue the people who are very much into sending a message and moving the party. Does it translate into votes in california . We will see. You got a candidate, 84 years old in feinstein and her opponent 51yearold powerful person in the state senate, so is the party shift something. We will have to see. De leon, supports Single Payer Health care. Opposes extensioning National Security to obtain american e mails and other things without a warrant. What does that tell you about the type of candidates these activists at the convention were looking for . He is running, de leon is running more to the left of feinstein. It is important to point out feinstein never gotten along with the left side of the democratic side of the party because show believes in a lot of the National Security issues and that sort of thing. On the intelligence committee. Claireed it. She knows what chaired it. She knows what lurks out there in the real world. You can Say Something on the trail and then you get there and find out it is a different story if de leon were to win he will find out there are things finding out in washington, d. C. He is not aware of today. I want toy talk a little bit about the governors race. The fact that they failed to endorse a candidate. Newsom came the closest. What does it will you . That was something that i found of interest. You know, you would think because he was sort of anointed. He is groomed for this. Yes. What it says is a lot of people are not really into somebody two years in advance of an officer being anointed before they have a chance to weigh in. I was saying for awhile, newsom now, 17 or 18 million leads in the fundraising. He is the odds on favorite. You can not say someone else can not come up and nip him. That is the problem with announcing it near the advance. Yes. Doing well in the delegate count. He has an interesting platform. We can talk about it. Different faces, different voices other than newsom and some of the people have been around the area for a long time. We talked about activists before i let you go, though, student activists taking on gun control. Taking on legislation there will be movement in washington in legislation . For the first time we will see movement. For the first time incident happens and people get excited about it and this is activated a new group of people, young people who if they can stay focused i think can make a change. The importance of the snowfall coming up right after the break. That snow will continue to fall throughout the evening hours. For us, scattered showers, possibility of thunderstorms, giving you a live look there for portions of the east bay. Tracking the last bit and what you can expect for the days ahead, coming up north of westel camino in the city. Multiple vehicles are stuck in all of this. You are looking at a live picture. You can see what looks like snow or hail. We are not sure exactly which at this point. But, looking at the pictures and i spent a little bit of time working in sacramento so i am familiar, that looked like where the American River came together with the Sacramento River at Discovery Park in this area right next to i5 north of downtown sacramento. What you are looking at is what looks like hail or snow on the riverbanks. We have been getting reports all across the sacramento area, here is even more, more white stuff, including in the natomas area, northwest part of sacramento where there is actually a couple inches that are on the ground. It looks like it depends which part of town you are in you will find more or less. There have been reports and we have seen pictures tweeted of snow or hail on the ground in downtown sacramento. I have never in 30 years of covering news in Northern California ever seen snow or hail that deep in downtown. It is very, very unusual. From the pictures that we are looking at on social media posted by the fire camera it appears drivers in sacramento were caught off guard by all of this. As i mentioned some of them are stuck in this. Looking at pictures right now on social media with cars with some accumulation on their hoods. Using their windshield wipers. Lets talk more about this. Obviously people in the sacramento area. Kids are out enjoying it. Yes. Snowball fight coming. I grow up in the Sacramento Valley. That is rare. Will elevation of downtown is only 300 feet. So, to have snowfall and actually rare. It is unheard of, have you ever pretty much i would say during my childhood maybe once or twice it happened. So, yes t is quite a bit. And from this Vantage Point it looks like snow. But we, of course, have been seeing thunderstorm activity as well, hail falling. Look at it. There it makes it look even deeper when you look at the tire tracks in the snow. It looks like a couple inches. Pretty amazing. I have friends sending out all sorts of photos about this. Traffic it is very heavy and very tied up especially on the freeways heading through the sacramento area. It is on the freeway. It is during the afternoon drive. Right on the afternoon drive. Pretty incredible. Yes. We saw snow, Mount Hamilton, that is 3,000 or 4,000 feet up. Down in the sierra. We had some all of the way down to 2500 feet. Grass valley. Then the grapevine along i5. Could be impacted as well. So, definitely a cold storm with that low snow. Wow, all of the way into the valley. That does not happen very often. Giving you a look here at the rainfall amounts here. We saw anywhere from 1 10th to 2 10th of an inch here. Looking here half an inch. A third of an inch in San Francisco, a little less than two tonights. Oakland,. Here is a look at the Storm Tracker 2. This morning, widespread rain moving through right during the morning drive. Then it tapered off. Blue skies, partly cloudy conditions, now a bit of the wraparound. We are back again with rain over areas of the north bay, even hail falling over areas of santa rosa a little earlier. Highway 101, santa rose a we have light rain, still falling there. I want to shift in the east bay. This is where it is going off at this point through the delta.
