have rallied for stricter gun roll legislation. in washington, d.c., hundreds marched to capitol hill to call for change. >> and minneapolis, students showed their solidarity with a walkout. >> and students at gilbert, arizona. >> 50 students in the bay area staged a walkout. this was the scene after alameda high just about 30 minutes ago. let's take you now to florida where reporter caroline shively is standing by. >> reporter: hi there mike and gasia. the students who spoke called leaders out today. one teenager saying went to make change, not make excuses and the crowd shouted back, vote them out. survivors of last week's school shooting take the antigun message to legislators. busloads of students turned activists traveled 400 miles to tallahassee. >> no person should have to go through what i went through. how many more innocent people have to die before we make a change. >> reporter: the students met with senators from both parties. they were ready with specific questions. >> will you vote to close the loophole? >> reporter: lawmakers were impressed, applauding the teens for their efforts and many of the students want more than just change. they want an explanation for earlier pro gun votes. >> more lives are lost. this is a dream i know will pass. i wish we could do something instead of sitting on our knees. >> reporter: legislators are open to new gun measures, but lawmakers voted down a measure to consider a bill that would have banned assault rifles. and students are vowing to push ahead until they feel safe. >> and should you continue to choose your wallets over our lives, i pray you enjoy retirement. [ cheering ] >> the students are not taking no for an answer. they stood outside the doors and shouted shame on you. >> reporter: so many of them coming up on voting age. just an hour from now, president trump will be holding a listening session with students, teachers, and parents from across the country. and they'll be talking about changes that can be made to keep everyone safe. the president is open to the possibility of supporting raising the minimum age for owning a gun. and the president said whether we are republican or democrat we must focus on strengthening background checks. >> everybody wants a quick and a simple answer but there isn't one. >> there's no magic solution, but that doesn't mean there are no solutions. >> survivors of other school shootings, including columbine and sandy hook will also be in attendance. we're learning more about how authorities in southern california prevents what could have been another mass shooting at a high school. an alert school officer likely prevented a tragedy. >> reporter: it was a tip from a school security guard that allowed authorities to stop a planned attack at a high school in whittier outside over l.a. during a news conference a short time ago, authorities unveiled a collection of weapons, including two ar-15 assault rifles found at this student's home. days after the massacre in parkland, florida, a security guard at el camino high school overheard comments made by a 17- year-old student. the teenager suggested he was plotting a similar mass shooting. the sheriff's office was able to stop the student and took the young man into custody. the student was described as disgruntled. upset about a dispute with a teacher. >> the indications were he was moving in that direction. we have to go with what we have to work with. our main interest was to avoid anything like that happening. and to be able to set the tone clearly that we do not toll rate any kind of violence or threats on any school campus or anywhere. >> he was angry with the teacher's issue about a cell phone in class and he was not allowed to go to her class is next day so he was supposed to go to the office. >> authorities are not identifying the student who has been taken into custody because he's under age. the teenager is facing a charge of making criminal threats. and the student's brother was also arrested for possession of illegal weapons. one of the ar-15s was not registered. the security guard alerted authorities to the plot. and he's urging anyone to report similar threats. alex savidge, fox 2 news. in sacramento, security at high schools have been increased. a report of a possible shooting was determined to be false. >> we have not come up with anything credible at this time. we have identified every student in question. >> police say it's common to get copy cat threats following a high preschool shooting which is what we saw the day after the shooting in florida. in the bay area, police have determined that there's no threat at brentwood heritage high school. this after police received a threat on monday and identified who wrote it. it was a communication two students who were at odds, not a threat to the school. the child has no access to any weapons and the statements were altered and released by another student. >> san mateo police are investigating a cyber threat made against aragon high school. they sent a message to families that said threats against other schools after a violent episode are not surprising. the districts across our state and country may see more of this as many districts did last semester with copy cat threats. the school was placed on lockdown while police investigated. new developments in a story about sexual misconduct allegations at a catholic girls school. they are setting up an independent office to handle claims by students. this comes amid claims by 20 former students who say eight different coaches and teachers sexually abused them. they told school administrators about the abuse but nothing was done. the office for the prevention of harassment and abuse will report directly to the board of directors. in san francisco, the district attorney is announcing new strategies to combat auto thefts. >> reporter: good afternoon to you. the district attorney did present a three point plan to combat car burglaries in a city that had 30,000 break-ins last year alone. at a news conference that ended just a few minutes ago. the district attorney said he's seeking a million dollars in funding for dedicated auto burglary task forces. he's established a tip line and a website for people to report break-ins anonymously if needed. gas cone said the third part of the plan is to push for people to register surveillance cameras as part of a citywide network. and investigators can capture images of suspects and follow them block by block. the overall strategy according to gascon is for law enforcement and the community to cooperate. >> auto burglaries are epidemic in our city. i'm not telling you anything that you don't know. and it's going to require that we work together. >> reporter: he hopes the plan will cut down car burglaries by 20% within a year and within three years. he hopes car burglaries will become a manageable problem and not an epidemic. henry lee, ktvu fox 2 news. >> i was watching the news conference and heard the district attorney say that 1.7% of the cases lead to an arrest. let's hope that the plan works. we'll take a look at a report that shows why sonoma county was not prepared to alert people in harm's way during the wildfires. and meteorologist steve paulson will be here with weather details. and what officials have done to protect the people of san jose after last year's was completed. emergency staff was not fully trained on how to alert people at risk. and emergency response agencies were uncoordinated. county officials say they have technology that could have reached thousands but they did not use it because they were unsure if it would alert the entire county instead of just those in danger. it's been a year since the coyote creek overflowed forcing thousands to evacuate and $100 million in damage. several neighborhoods were submerged in water several feet deep. there was little time to grab anything. residents had to be rescued by boat. and a year later, san jose city officials say they've made changes to that it never happens again. >> a 400-foot vinyl wall and a 15-foot levee. new construction over the past year that the santa clara valley water leaders say will help prevent a flood like the one in 2017. >> we learned very, very hard lessons. >> reporter: anderson dam was full. >> when the capacity is reached, the water stills over the spillway. >> reporter: water poured into coyote creek before breaching the creek beds and inundating neighborhoods. >> there's no way it's coming in our house. we had no clue. and the water was coming in the house and they had boats to take us away. it was amazing how fast it happened and why nobody took responsibility for it. how can this happen? >> reporter: now a year later -- >> we installed visible markers so we, the city of san jose, and our residents can better track rising water levels. >> reporter: the district crews went into the creeks and removed up to 16 acres of invasive giant reeds. >> reporter: they finally have a kitchen after a year. and >> the appliances are still not connected. >> there's no place for us to cook. we've been living on microwave foods and dining out. that's all we can do. there was no kitchen. it's been a year. it's been horrible. >> reporter: san jose city councilmembers say there are 18 families forced out by the floods who are still living in temporary housing. the lack of an affordable alternative has kept anderson and her husband from moving. >> reporter: i've lived here my whole life. so i'm a little frustrated. >> reporter: a lieutenant colonel from the army corps of engineers says they've agreed to work with the water district to find more ways to reduce the risk of flooding in the area. but the water district needs to find the funding to secure the help. in san jose, allie rasmus, ktvu fox 2 news. students and administrators held an event to say thank you to people in the community who helped them after the coyote creek floods. >> how many of you remember the coyote creek flooding that took place last year? how many of you have a friend here at school who had to be evacuated? >> this morning they handed out certificates and recognized parents and community leaders, more than 100 students who attend the school had to be evacuated or suffered damage to their homes. one student says coming back to school after the disaster helped him heal. >> my friends -- my teacher actually made a little blanket that day she wasn't there. our teacher also after that she also like told me it was going to be fine. >> the school's principal and the franklin mckinley school district superintendent recognized several parents who spent weeks at the donation center. $2500 was donated for the impacted students. the union donated $10,000 in gift cards. the scenes are different from our current conditions. this is the third driest winter on record with much of the state heading back to drought conditions. as we reported yesterday. the water board is considering a number of restrictions. it's been rescheduled to april 17th to give water officials more time to week the regulations for emergency agriculture use and the use of recycled water for plants. we're talking about cold temperatures. >> we are indeed. we'll take a look. on february 20th last year, february 20th last year, san jose picked up 1.87 inches of rain. that was the 18th wettest 24 hour rainfall. last year's told of 14.86. this year, 4.77. and an entire seasonal average for san jose is 15.82. they were approaching that last year. normal to date is 10.25. from one extreme to the other last year versus this year. there are positive signs that we'll need a miracle march. there's no way around that. i thought i'd show you the temperature difference. phoenix is 58. and washington, d.c. is 80. how about that? flip-flop. it's all or nothing. seriously, that's the way it seems to be working. the cold air is in the west. and the unseasonably warm temperatures. things have turned. we had some light snow in lake county and still a few clouds and mostly sunny. and the clouds are mainly off the coast. and a little bit up towards lakeport. cob mountain, some reported around ukiah. we have a better opportunity for snow from this system right there. that will be here late tomorrow and early friday. probably not a lot of rain for us. maybe a little bit. but the snow projections are okay. not great but the possibility of 6 inches of snow, maybe eight for the sierra tomorrow to friday. if you leave tomorrow morning you're fine. and tomorrow afternoon and evening you could get 6 to 8 inches of snow. it's possible that there's enough moisture to get low snow levels. this would be tomorrow night, probably 1500 feet would be the extreme. 2000 maybe. if there's enough moisture, it's in the cards. they get okay snow but our rain looks to be a tenth of an inch. i would take 11/100ths, at least try and get this thing kick started. 50s for many. and we're running warmer than yesterday. one to 7 degrees. santa rosa is 7 degrees warmer than yesterday. most locations are within two or three. a little bit of a breeze north, northwest. but there's a puff that's picking up in the afternoon. north, north. north. davis, vacaville, and fairfield. a cool day in truckee. just clouds off the coast. and tonight we clear out and it will be cold tomorrow. and we swing in late morning, early afternoon. and it will be better for the sierra than for us. and tomorrow night we'll be on the drier side. and friday looking very cold. a weak system saturday but we're not expecting any precip. early march is looking wet. upper 40s for a few 50s for others. these are below average. and cloudy tomorrow and some rain. better conditions on the weekend. i think the first five days of march will be the best we've seen most of the winter. >> next thursday is march 1st. >> it's coming in like a lion, not a little kitty. and the east coast is experiencing a warmup that's causing flooding concerns. newyork through southern new england are getting into the 70s and 80s. weeks ago they had a ton of snow. parts of long island reached 64, 2 degrees above the previous record of 62. will the a's have a new ballpark? why major league baseball appears to be in the plans north of jack london square. taking a look at stocks, stocks are climbing, erasing much of the decline from yesterday. tech, banks, and industrial companies leading the way. the dow is essentially flat but take a look at the previous readings. it was up 250 and a slight bump on the s&p 500 and a slightly bigger area on the nasdaq. >> tcho is based in berkeley and is known for high quality organic chocolate. the buyer makes many popular japanese snacks. it was started by a nasa -- and it was originally based in san francisco. the company hopes to enhance its business by acquiring tcho. the baseball commissioner talked about -- he called the site a positive because it's  located near downtown and along the waterfront. he cautions there are numerous obstacles and he praised a's executives for their work in pursuing a new ballpark in oakland. >> i think any time you have the opportunity to build a ballpark proximate to the water it can be a big positive. there's a lot of work to be done in oakland in terms of figuring out the more difficult issues. i'm not going to dwell on those other than to mention both financing and transportation issues with respect to that site that would need good hard thinking and investment in order to make the site work to its maximum potential. now originally, the a's hoped to build the ballpark near lainy college. rebuilding at the current site in east oakland. and howard terminal were other options. and bart said the howard terminal would be almost impossible given the proximity to the bart station. ktvu has police body camera video showing the moment a man was killed by a bart police officer. >> he said put your hands up and then he murdered him. the latest on the condition of orlando is a ada. what the giants say happened to him. and what cepeda is asking fans to do while he's and ran over. but as paul chambers tells us the family of the man killed says the video shows something else and they are demanding justice. >> what you're looking at is leaked video of the moment 28- year-old sha legal tendle was shot and killed. >> the video was taken by a body worn camera. the family was shown the video and someone recorded and released it. the part of the video we see is less than 20 seconds. the family's attorney is surprised and somewhat disappointed that only part of the video was released but he understands why the family wants it out there. >> the family wants it out. and rightfully so, rightfully so. i'm saying it would be better to have the entire video out. what i could see was spots that create the wrong impression. >> we need justice. joseph mateu is still on duty. >> reporter: he approaches two men who appear to be wrestling. one is tindle. and the officer says raise your hands. and tindle has his back to the officer. >> he said put your hands up twice and then he murdered him. my brother don't even know who shot him and he turns around and sees the police right there. >> reporter: you hear two more shots and commands from the officer. different falls to the -- tindle falls to the ground with his hands up. the officer approached two men in a struggle. the officer gave the man several commands to drop his gun. the short clip doesn't show the entire incident. >> my brother didn't pose no threat to the officer. his back was turned. he wasn't pointing no gun. we want justice. the dude is still working. he's working still for bart. he haven't got no mental evaluation. >> reporter: bart says he was returned to full duty after passing drug and alcohol tests and psychological exams. the agency will release all relevant information once the investigation is complete. in the newsroom, paul chambers, ktvu fox 2 news. a judge has ruled that there's enough evidence for a couple to stand trial. curtis taylor and laura rogers, both 24 years old, are accused of luring a woman to a park in east oakland where she was stabbed, beaten, and set on fire. ktvu learned the two women developed a relationship while working together at a fast food restaurant. that did not set well with taylor. a new recruitment video after backlash. some are calling it to militaristic. >> reporter: the video features the -- and a police dog practicing an attack. a retired judge says the video looks like something out of the tv show cops. the new police chief says they are making the new video more community friendly. police are releasing more information into the investigation into a death on campus at san francisco university. officers responded to the call at mary ward hall and young was pronounced dead a short time later. young was not a student at the university. and it's believed he was visiting as a guest. the cause of death has not been determined. san francisco's historic commission will vote on a request to remove a statue. the native american man is sitting on the ground with a missionary and a cowboy. last year at an arts commission hearing many testified that the monument is offensive to native americans and outdated. the commission approved removing the statue. the board of supervisors angela al owe that is -- aliota. her father was mayor from 1968 to 1976. this is her third time running for mayor. she cites her experience in san francisco politics. alioto is one of eight candidates. london breed, michelle bravo, richie greenberg, jane kim, mark leno. amy sarah weis, and ellen lee zhou. >> new details on the condition of orlando cepeda. he was hospitalized due to a cardiac incident. the statement goes on to say that the family asks for privacy. please keep orlando and his family in your thoughts and prayers. he is 80 years old. and lives in fairfield which is where the incident happened. president trump is paying tribute to evangelist billy graham who died at the age of 99. >> the great billy investigation found democrat tony mendoza more likely than not engaged in inappropriate behavior. he is accused of offering alcohol to a young woman. suggested another take a vacation with him. and asked others about their dating lives. most of the women believed that complaining about mendoza could hurt their careers. he's taken a voluntary leave of absence from the state senate. sports illustrated has released a scathing report accusing a executive of sexual misconduct. he made remarks to several employees, including requests for sex and touching womens' legs during meetings. this isn't the first time the former team president has been involved in controversy. in'98 he was investigated for similar claims and he left the team in 2015. lindsey vonn says the bronze medal feels like gold. that makes her the oldest woman to earn an olympic medal in an alpine sky event. she wishes she could keep competing but her body can't keep coming back from injuries. she has one event left. the u.s. is in 5th place in the medal count. a surprising win by the women's team cross-country sprint. it's the first medal of any kind for the u.s. in cross- country. germany, canada, and the netherlands are second, third, and fourth behind norway in the medal count. the giants are hoping for a bounce-back season from jeff samardzija. he went 9-15 last year. and he's looking forward to little more overland trajectory. and it looks better for the sierra than for us. and there'll be another surge of cold air coming in behind it which will be on friday morning. and that's the wind living space, including custom fitting everything from a seating area to wiring the bus for a refrigerator and heating. >> the biggest challenge that we'll face is the wiring and figuring out how to power the things like the refrigerator. they want -- they said they want to put a heating unit into the bus because it gets cold at night. >> to me it was potential win- win, right? it would be an opportunity for the students to practice engineering skills. and at the same time create something that's of value to the community. >> that bus is being given to a professor at san jose state who has been homeless since last summer. she and her husband have been sleeping in their vehicle. and higher housing prices have made it impossible to buy or rent. the school bus could be completed by june. a san francisco woman lost her engagement and wedding ranges and received first class as much as from an airplane pilot. the rings were found and were hand delivered. she lost both rings while traveling between new york city and jackson hole, wyoming. a gate attendant found the rings. and a united airlines captain personally returned the rings along with a handwritten note. a new survey of san francisco residents shows strong support for ride sharing companies. an overwhelming majority, 70%, had a favorable view of uber, lyft, and chariot. 68% said they were good for the city. and 82% said wow. i really want people to walk away and say that one was gorgeous. >> reporter: this group flew in from beijing to participate in the parade for the first time. and they showed us video of shadow puppet performances that demonstrate folklore that spectators will see. >> the traditional culture -- >> reporter: back to the opening act. people performing different types of dance will come together to demonstrate unity. >> basically we're at the finish line now. so we have the last rehearsal tonight and then, you know, there's no more chance to tweak any details or anything like that. have rallied for stricter gun roll legislation. in washington, d.c., hundreds marched to capitol hill to call for change. >> and minneapolis, students showed their solidarity with a walkout. >> and students at gilbert, arizona. >> 50 students in the bay area staged a walkout. this was the scene after alameda high just about 30 minutes ago. let's take you now to florida where reporter caroline shively is standing by. >> reporter: hi there mike and gasia. the students who spoke called leaders out today. one teenager saying went to make change, not make excuses and the crowd shouted back, vote them out. survivors of last week's school shooting take the antigun message to legislators. busloads of students turned activists traveled 400 miles to tallahassee. >> no person should have to go through what i went through. how many more innocent people have to die before we make a change. >> reporter: the students met with senators from both parties. they were ready with specific questions. >> will you vote to close the loophole? >> reporter: lawmakers were impressed, applauding the teens for their efforts and many of the students want more than just change. they want an explanation for earlier pro gun votes. >> more lives are lost. this is a dream i know will pass. i wish we could do something instead of sitting on our knees. >> reporter: legislators are open to new gun measures, but lawmakers voted down a measure to consider a bill that would have banned assault rifles. and students are vowing to push ahead until they feel safe. >> and should you continue to choose your wallets over our lives, i pray you enjoy retirement. [ cheering ] >> the students are not taking no for an answer. they stood outside the doors and shouted shame on you. >> reporter: so many of them coming up on voting age. just an hour from now, president trump will be holding a listening session with students, teachers, and parents from across the country. and they'll be talking about changes that can be made to keep everyone safe. the president is open to the possibility of supporting raising the minimum age for owning a gun. and the president said whether we are republican or democrat we must focus on strengthening background checks. >> everybody wants a quick and a simple answer but there isn't one. >> there's no magic solution, but that doesn't mean there are no solutions. >> survivors of other school shootings, including columbine and sandy hook will also be in attendance. we're learning more about how authorities in southern california prevents what could have been another mass shooting at a high school. an alert school officer likely prevented a tragedy. >> reporter: it was a tip from a school security guard that allowed authorities to stop a planned attack at a high school in whittier outside over l.a. during a news conference a short time ago, authorities unveiled a collection of weapons, including two ar-15 assault rifles found at this student's home. days after the massacre in parkland, florida, a security guard at el camino high school overheard comments made by a 17- year-old student. the teenager suggested he was plotting a similar mass shooting. the sheriff's office was able to stop the student and took the young man into custody. the student was described as disgruntled. upset about a dispute with a teacher. >> the indications were he was moving in that direction. we have to go with what we have to work with. our main interest was to avoid anything like that happening. and to be able to set the tone clearly that we do not toll rate any kind of violence or threats on any school campus or anywhere. >> he was angry with the teacher's issue about a cell phone in class and he was not allowed to go to her class is next day so he was supposed to go to the office. >> authorities are not identifying the student who has been taken into custody because he's under age. the teenager is facing a charge of making criminal threats. and the student's brother was also arrested for possession of illegal weapons. one of the ar-15s was not registered. the security guard alerted authorities to the plot. and he's urging anyone to report similar threats. alex savidge, fox 2 news. in sacramento, security at high schools have been increased. a report of a possible shooting was determined to be false. >> we have not come up with anything credible at this time. we have identified every student in question. >> police say it's common to get copy cat threats following a high preschool shooting which is what we saw the day after the shooting in florida. in the bay area, police have determined that there's no threat at brentwood heritage high school. this after police received a threat on monday and identified who wrote it. it was a communication two students who were at odds, not a threat to the school. the child has no access to any weapons and the statements were altered and released by another student. >> san mateo police are investigating a cyber threat made against aragon high school. they sent a message to families that said threats against other schools after a violent episode are not surprising. the districts across our state and country may see more of this as many districts did last semester with copy cat threats. the school was placed on lockdown while police investigated. new developments in a story about sexual misconduct allegations at a catholic girls school. they are setting up an independent office to handle claims by students. this comes amid claims by 20 former students who say eight different coaches and teachers sexually abused them. they told school administrators about the abuse but nothing was done. the office for the prevention of harassment and abuse will report directly to the board of directors. in san francisco, the district attorney is announcing new strategies to combat auto thefts. >> reporter: good afternoon to you. the district attorney did present a three point plan to combat car burglaries in a city that had 30,000 break-ins last year alone. at a news conference that ended just a few minutes ago. the district attorney said he's seeking a million dollars in funding for dedicated auto burglary task forces. he's established a tip line and a website for people to report break-ins anonymously if needed. gas cone said the third part of the plan is to push for people to register surveillance cameras as part of a citywide network. and investigators can capture images of suspects and follow them block by block. the overall strategy according to gascon is for law enforcement and the community to cooperate. >> auto burglaries are epidemic in our city. i'm not telling you anything that you don't know. and it's going to require that we work together. >> reporter: he hopes the plan will cut down car burglaries by 20% within a year and within three years. he hopes car burglaries will become a manageable problem and not an epidemic. henry lee, ktvu fox 2 news. >> i was watching the news conference and heard the district attorney say that 1.7% of the cases lead to an arrest. let's hope that the plan works. we'll take a look at a report that shows why sonoma county was not prepared to alert people in harm's way during the wildfires. and meteorologist steve paulson will be here with weather details. and what officials have done to protect the people of san jose after last year's was completed. emergency staff was not fully trained on how to alert people at risk. and emergency response agencies were uncoordinated. county officials say they have technology that could have reached thousands but they did not use it because they were unsure if it would alert the entire county instead of just those in danger. it's been a year since the coyote creek overflowed forcing thousands to evacuate and $100 million in damage. several neighborhoods were submerged in water several feet deep. there was little time to grab anything. residents had to be rescued by boat. and a year later, san jose city officials say they've made changes to that it never happens again. >> a 400-foot vinyl wall and a 15-foot levee. new construction over the past year that the santa clara valley water leaders say will help prevent a flood like the one in 2017. >> we learned very, very hard lessons. >> reporter: anderson dam was full. >> when the capacity is reached, the water stills over the spillway. >> reporter: water poured into coyote creek before breaching the creek beds and inundating neighborhoods. >> there's no way it's coming in our house. we had no clue. and the water was coming in the house and they had boats to take us away. it was amazing how fast it happened and why nobody took responsibility for it. how can this happen? >> reporter: now a year later -- >> we installed visible markers so we, the city of san jose, and our residents can better track rising water levels. >> reporter: the district crews went into the creeks and removed up to 16 acres of invasive giant reeds. >> reporter: they finally have a kitchen after a year. and >> the appliances are still not connected. >> there's no place for us to cook. we've been living on microwave foods and dining out. that's all we can do. there was no kitchen. it's been a year. it's been horrible. >> reporter: san jose city councilmembers say there are 18 families forced out by the floods who are still living in temporary housing. the lack of an affordable alternative has kept anderson and her husband from moving. >> reporter: i've lived here my whole life. so i'm a little frustrated. >> reporter: a lieutenant colonel from the army corps of engineers says they've agreed to work with the water district to find more ways to reduce the risk of flooding in the area. but the water district needs to find the funding to secure the help. in san jose, allie rasmus, ktvu fox 2 news. students and administrators held an event to say thank you to people in the community who helped them after the coyote creek floods. >> how many of you remember the coyote creek flooding that took place last year? how many of you have a friend here at school who had to be evacuated? >> this morning they handed out certificates and recognized parents and community leaders, more than 100 students who attend the school had to be evacuated or suffered damage to their homes. one student says coming back to school after the disaster helped him heal. >> my friends -- my teacher actually made a little blanket that day she wasn't there. our teacher also after that she also like told me it was going to be fine. >> the school's principal and the franklin mckinley school district superintendent recognized several parents who spent weeks at the donation center. $2500 was donated for the impacted students. the union donated $10,000 in gift cards. the scenes are different from our current conditions. this is the third driest winter on record with much of the state heading back to drought conditions. as we reported yesterday. the water board is considering a number of restrictions. it's been rescheduled to april 17th to give water officials more time to week the regulations for emergency agriculture use and the use of recycled water for plants. we're talking about cold temperatures. >> we are indeed. we'll take a look. on february 20th last year, february 20th last year, san jose picked up 1.87 inches of rain. that was the 18th wettest 24 hour rainfall. last year's told of 14.86. this year, 4.77. and an entire seasonal average for san jose is 15.82. they were approaching that last year. normal to date is 10.25. from one extreme to the other last year versus this year. there are positive signs that we'll need a miracle march. there's no way around that. i thought i'd show you the temperature difference. phoenix is 58. and washington, d.c. is 80. how about that? flip-flop. it's all or nothing. seriously, that's the way it seems to be working. the cold air is in the west. and the unseasonably warm temperatures. things have turned. we had some light snow in lake county and still a few clouds and mostly sunny. and the clouds are mainly off the coast. and a little bit up towards lakeport. cob mountain, some reported around ukiah. we have a better opportunity for snow from this system right there. that will be here late tomorrow and early friday. probably not a lot of rain for us. maybe a little bit. but the snow projections are okay. not great but the possibility of 6 inches of snow, maybe eight for the sierra tomorrow to friday. if you leave tomorrow morning you're fine. and tomorrow afternoon and evening you could get 6 to 8 inches of snow. it's possible that there's enough moisture to get low snow levels. this would be tomorrow night, probably 1500 feet would be the extreme. 2000 maybe. if there's enough moisture, it's in the cards. they get okay snow but our rain looks to be a tenth of an inch. i would take 11/100ths, at least try and get this thing kick started. 50s for many. and we're running warmer than yesterday. one to 7 degrees. santa rosa is 7 degrees warmer than yesterday. most locations are within two or three. a little bit of a breeze north, northwest. but there's a puff that's picking up in the afternoon. north, north. north. davis, vacaville, and fairfield. a cool day in truckee. just clouds off the coast. and tonight we clear out and it will be cold tomorrow. and we swing in late morning, early afternoon. and it will be better for the sierra than for us. and tomorrow night we'll be on the drier side. and friday looking very cold. a weak system saturday but we're not expecting any precip. early march is looking wet. upper 40s for a few 50s for others. these are below average. and cloudy tomorrow and some rain. better conditions on the weekend. i think the first five days of march will be the best we've seen most of the winter. >> next thursday is march 1st. >> it's coming in like a lion, not a little kitty. and the east coast is experiencing a warmup that's causing flooding concerns. newyork through southern new england are getting into the 70s and 80s. weeks ago they had a ton of snow. parts of long island reached 64, 2 degrees above the previous record of 62. will the a's have a new ballpark? why major league baseball appears to be in the plans north of jack london square. taking a look at stocks, stocks are climbing, erasing much of the decline from yesterday. tech, banks, and industrial companies leading the way. the dow is essentially flat but take a look at the previous readings. it was up 250 and a slight bump on the s&p 500 and a slightly bigger area on the nasdaq. >> tcho is based in berkeley and is known for high quality organic chocolate. the buyer makes many popular japanese snacks. it was started by a nasa -- and it was originally based in san francisco. the company hopes to enhance its business by acquiring tcho. the baseball commissioner talked about -- he called the site a positive because it's  located near downtown and along the waterfront. he cautions there are numerous obstacles and he praised a's executives for their work in pursuing a new ballpark in oakland. >> i think any time you have the opportunity to build a ballpark proximate to the water it can be a big positive. there's a lot of work to be done in oakland in terms of figuring out the more difficult issues. i'm not going to dwell on those other than to mention both financing and transportation issues with respect to that site that would need good hard thinking and investment in order to make the site work to its maximum potential. now originally, the a's hoped to build the ballpark near lainy college. rebuilding at the current site in east oakland. and howard terminal were other options. and bart said the howard terminal would be almost impossible given the proximity to the bart station. ktvu has police body camera video showing the moment a man was killed by a bart police officer. >> he said put your hands up and then he murdered him. the latest on the condition of orlando is a ada. what the giants say happened to him. and what cepeda is asking fans to do while he's and ran over. but as paul chambers tells us the family of the man killed says the video shows something else and they are demanding justice. >> what you're looking at is leaked video of the moment 28- year-old sha legal tendle was shot and killed. >> the video was taken by a body worn camera. the family was shown the video and someone recorded and released it. the part of the video we see is less than 20 seconds. the family's attorney is surprised and somewhat disappointed that only part of the video was released but he understands why the family wants it out there. >> the family wants it out. and rightfully so, rightfully so. i'm saying it would be better to have the entire video out. what i could see was spots that create the wrong impression. >> we need justice. joseph mateu is still on duty. >> reporter: he approaches two men who appear to be wrestling. one is tindle. and the officer says raise your hands. and tindle has his back to the officer. >> he said put your hands up twice and then he murdered him. my brother don't even know who shot him and he turns around and sees the police right there. >> reporter: you hear two more shots and commands from the officer. different falls to the -- tindle falls to the ground with his hands up. the officer approached two men in a struggle. the officer gave the man several commands to drop his gun. the short clip doesn't show the entire incident. >> my brother didn't pose no threat to the officer. his back was turned. he wasn't pointing no gun. we want justice. the dude is still working. he's working still for bart. he haven't got no mental evaluation. >> reporter: bart says he was returned to full duty after passing drug and alcohol tests and psychological exams. the agency will release all relevant information once the investigation is complete. in the newsroom, paul chambers, ktvu fox 2 news. a judge has ruled that there's enough evidence for a couple to stand trial. curtis taylor and laura rogers, both 24 years old, are accused of luring a woman to a park in east oakland where she was stabbed, beaten, and set on fire. ktvu learned the two women developed a relationship while working together at a fast food restaurant. that did not set well with taylor. a new recruitment video after backlash. some are calling it to militaristic. >> reporter: the video features the -- and a police dog practicing an attack. a retired judge says the video looks like something out of the tv show cops. the new police chief says they are making the new video more community friendly. police are releasing more information into the investigation into a death on campus at san francisco university. officers responded to the call at mary ward hall and young was pronounced dead a short time later. young was not a student at the university. and it's believed he was visiting as a guest. the cause of death has not been determined. san francisco's historic commission will vote on a request to remove a statue. the native american man is sitting on the ground with a missionary and a cowboy. last year at an arts commission hearing many testified that the monument is offensive to native americans and outdated. the commission approved removing the statue. the board of supervisors angela al owe that is -- aliota. her father was mayor from 1968 to 1976. this is her third time running for mayor. she cites her experience in san francisco politics. alioto is one of eight candidates. london breed, michelle bravo, richie greenberg, jane kim, mark leno. amy sarah weis, and ellen lee zhou. >> new details on the condition of orlando cepeda. he was hospitalized due to a cardiac incident. the statement goes on to say that the family asks for privacy. please keep orlando and his family in your thoughts and prayers. he is 80 years old. and lives in fairfield which is where the incident happened. president trump is paying tribute to evangelist billy graham who died at the age of 99. >> the great billy investigation found democrat tony mendoza more likely than not engaged in inappropriate behavior. he is accused of offering alcohol to a young woman. suggested another take a vacation with him. and asked others about their dating lives. most of the women believed that complaining about mendoza could hurt their careers. he's taken a voluntary leave of absence from the state senate. sports illustrated has released a scathing report accusing a executive of sexual misconduct. he made remarks to several employees, including requests for sex and touching womens' legs during meetings. this isn't the first time the former team president has been involved in controversy. in'98 he was investigated for similar claims and he left the team in 2015. lindsey vonn says the bronze medal feels like gold. that makes her the oldest woman to earn an olympic medal in an alpine sky event. she wishes she could keep competing but her body can't keep coming back from injuries. she has one event left. the u.s. is in 5th place in the medal count. a surprising win by the women's team cross-country sprint. it's the first medal of any kind for the u.s. in cross- country. germany, canada, and the little more overland trajectory. and it looks better for the sierra than for us. and there'll be another surge of cold air coming in behind it which will be on friday morning. and that's the wind chill in seattle. 24. portland, 30. bend, 25. it's a cold one in the pacific northwest. and the system looks to be okay for the sierra. last year it would be like oh, is that it. 4 to 8 inches of snow it's about time. >> about time. students at san jose state university are transforming an old school bus into a home for a professor. several engineers gutted a school bus, transforming it into a living space, including custom fitting everything from a seating area to wiring the bus for a refrigerator and heating. >> the biggest challenge that we'll face is the wiring and figuring out how to power the things like the refrigerator. they want -- they said they want to put a heating unit into the bus because it gets cold at night. >> to me it was potential win- win, right? it would be an opportunity for the students to practice engineering skills. and at the same time create something that's of value to the community. >> that bus is being given to a professor at san jose state who has been homeless since last summer. she and her husband have been sleeping in their vehicle. and higher housing prices have made it impossible to buy or rent. the school bus could be completed by june. a san francisco woman lost her engagement and wedding ranges and received first class as much as from an airplane pilot. the rings were found and were hand delivered. she lost both rings while traveling between new york city and jackson hole, wyoming. a gate attendant found the rings. and a united airlines captain personally returned the rings along with a handwritten note. a new survey of san francisco residents shows strong support for ride sharing companies. an overwhelming majority, 70%, had a favorable view of uber, lyft, and chariot. 68% said they were good for the city. and 82% said chaotic dancing theme. >> this is the first time that he's produced the act. he watched the parade standing on the streets of chinatown in the rain when he was a boy. it was a natural to come up with theme. >> i love being in the chinese community and getting to be a part of it rather than just a spectator watching from the outside. i guess it would be on the inside. >> reporter: a musician playing the string instrument will complement the performance. at a warehouse, artists are putting the finishing touches on the floats. lots of glitter and gallons of paint. >> i want people to say wow. i really want people to walk away and say that one was gorgeous. >> reporter: this group flew in from beijing to participate in the parade for the first time. and they showed us video of shadow puppet performances that demonstrate folklore that spectators will see. >> the traditional culture -- >> reporter: back to the opening act. people performing different types of dance will come together to demonstrate unity. >> basically we're at the finish line now. so we have the last rehearsal tonight and then, you know, there's no more chance to tweak any details or anything like that. and then it's the show. >> reporter: this year's chinese new year parade will feature 120 attractions. organizers worked hard to blend the old with the new to celebrate the year of the dog. in san
