some of you say i'm from minneapolis and i don't miss that. -24. omaha, -19. buffalo, 57. that is an arctic front slicing through the country. back at home, patchy fog but it's thick. he's the and warmer later today. high pressure continues to build but that fog is really up and down and all over the place. it's expanding out to the valley. 40s and 50s for current temperatures. a puff of an easterly on north easterly breeze will send that fog toward the coast. high pressure will burn this off and then temperatures will bump into the low to mid 60s. there's plenty going on in the pacific which will play into our weather next week. 60s for the temperatures. a few upper 60s around santa cruz. we are okay for the most part. we do have some slow traffic and the fog will be an issue for drivers, also for the airports. san francisco airport gets hit a little harder than the others because of the runway configuration. let's look at 580 westbound as you come over the altamont pass. it looks pretty good. no major problems coming through. there is some slow traffic which is not unusual when you get to the 580-680 interchange. if you're driving to the bay bridge toll plaza it looks all right. traffic is light. the runway configuration at san francisco airport, does parallel runways, they reduce acceptance rate when there's poor visibility. that could happen this morning. we could have delays. we will let you know. let's go back to the desk. we begin with a developing story of an apartment fire in san jose this morning. 16 people including 5 children had to race out of their apartments. firefighters were called at 12:30 am. this was on rancho drive near capital expressway and south san jose. this is a live picture to show you the damage. these are the flames from early this morning. it took about an hour to put the fire out. the first major everyone got out safely and then firefighters took a defensive approach in battling the fire. it was very intense. leigh martinez is on the scene gathering more information. we will check in with her in a little bit. after a standoff that lasted several hours, santa rosa police arrested the man accused of an attempted armed robbery. the standoff started before 2 pm yesterday afternoon near dutton avenue in funston drive. is shelter in place order was made after police received a report of an armed man in a home. the s.w.a.t. team surrounded the home. police spent several hours trying to get him to come out. investigators say the man was involved in an attempted armed robbery at a convenience store on tuesday. the situation ended peacefully just after 8 pm when the man surrendered extract an off-duty san francisco officer suffered life threatening injuries when he crashed his motorcycle in oakland. the crash happened around 540. am on northbound 880 at seventh street the chp said the officer crashed into the back of a truck, flew off his bike and into the center divide. he was taken to a local hospital. no one else was hurt in the accident. it's been almost a year since a 16-year-old hayward high school student was shot in killed within a few steps of his house. so far there have been no arrests. the alameda county sheriff's office says this is a cold case. investigators and the victim's mother are asking for help. tonya richards goes to the site in hayward where her son, lamar murphy, was shot and killed. that's where someone walked up and shot lamar as he was riding his bike home after going to a store around 6:45 pm. the mother said she was driving home from work when she saw the commotion. >> to see your child to their liking with blood coming out it just -- it haunts me. you know? it haunts me. >> ms. richards said this is the first year without her only child and it's been hard. lamar would have graduated this june from hayward high school. she is now offering a $10,000 reward, hoping to bring her son's killer to justice. she will hold a candlelight vigil saturday, january 20 to draw attention to the case. sex workers in san francisco who report violent crimes will no longer be arrested for prostitution or minor drug offenses. san francisco police and the district attorney's office said the new policy will help encourage people to cooperate with law enforcement. sex workers who report violent crimes will be referred to community programs instead. police say many sex workers are being exploited but they don't get help for fear of being arrested. an update on the southern california mudslides. authorities are racing against time. they are desperately searching for survivors still trapped by the mudslides. at least 17 people were killed. as many as 43 others are still unaccounted for. the sheriff has declared the entire montecito area a mandatory evacuation zone. among the dead, 61-year-old rebecca riskin. we spoke to her friend and business partner by phone. >> she embodied strength and grace and elegance and poise and love. all in one human being. and she was taken from us too soon but she will always remain in our hearts. >> a 30 person team from the marin county office of emergency services is in montecito now helping with the rescue and recovery. they were in the same area three weeks ago battling the thomas fire. some of the neighborhoods in burbank also saw that flooding. look at this. a river of mud pushing a previous down a hill. down the street. firefighters in burbank posted this on instagram. this was taken on country club drive on tuesday. the driver meted out safely. the u.s. postal service at 40 of its trucks in oakland have been covered with graffiti in the past few months. the postal service said the graffiti outside the facility on third street increased after the parking lot they were leasing across the street closed and was sold to a developer. now they park the trucks on the street overnight and the problem of graffiti in downtown oakland extends beyond the post office. a drive through the area shows graffiti on nearly every building. >> whether it's a bank or the post office or a school, it seems like no one is safe out here when it comes to graffiti. >> vandalizing a mail truck is a federal crime with a penalty of up to 10 years in prison. investigators say there is a $10,000 reward for anyone that provides information that leads to an arrest. it happened again. a sea lion bit a swimmer in san francisco bay. why some swimmers say no matter what, they will not stop swimming in san francisco bay. >> reporter: explosive comments from president trump on immigration. i'm doug luzader in washington. we have more on what he said and what the response has been coming up. woman: so, greg, it's a lot to take in. woman 2: and i know that's hard to hear, but the doctors caught it early. hi, blake! my dad has cancer. woman: and i know how hard that is to hear. but you're in the right place. man: and dr. pascal and her team, they know what to do. they know what to do. the doctors know what to do. so here's the plan. first off, we're going to give you all... have developing news from san jose. there was an apartment fire overnight chasing 16 people out of their homes. lee martinez is right there. what's the latest? >> reporter: it was a very high risk situation when fire crews arrived. this is the building. look at the damage. we were told the fire spread very quickly and multiple apartments were on fire when fire crews arrived. san jose fire officials say the call came in just after midnight . fire crews found the two- story, eight unit apartment building on fire and feared people he still be trapped inside. the fire was upgraded to a 3- alarm and firefighters first went into rescue mode. >> these are the ones that scare the fire service because we are concerned about citizen safety. thank goodness we had good samaritans helping to get people out. >> reporter: 16 people are now displaced including 5 children. luckily, no one was injured. firefighters said the fire was knocked down by 1:30 am. officials said they believed the fire started in either the first or second floor unit in the front left of the building. we do still have fire crews out here on the scene right now. we see them boarding up some of the windows. he said that will be on scene until dawn just because they want to make sure the fire does not restart and also to secure some of the property and belongings of the people displaced. they are working on trying to get some of the surrounding units that weren't affected by the fire, having this people go back into their homes. >> leigh martinez. thank you. if you are not really tall, there's good news chrome browsers on android devices. the calls are growing but the city of san francisco to permanently honor the memory of the late mayor ed lee. acting mayor london breed wants to rename portsmouth square in chinatown after ed lee and the chronicle reports she came up with the idea after talking to chinatown residents. san francisco's park and rex commission has received several requests to rename different city-owned facilities after the mayor. tesla is starting to bring its new model 3 cars to stores in the bay area. last night the company hosted a private party in palo alto so people on the waiting list could see the electric car for the first time. the model 3 is the first offering in the entry-level luxury category. about 455,000 people have reserved the car but production to the desk. santa cruz police are asking for help to find a bank robbery suspect. we want to show you images of the suspect at the was bank on morrissey boulevard for wednesday afternoon. police say the suspect had a gun and ordered bank tellers to give him money. the suspect was last seen running out of the bank and into the parking lot. anyone with information is asked to call police. 30 years in prison for a man from pacifica who pled no contest to charges of drugging and sexually assaulting 15 men. prosecutors say joseph paul courtney assaulted men that he dated over an eight year period and knowingly exposed them to hiv. in some cases, prosecutors say he videotaped the assaults and reportedly had accomplices. he will not be eligible for early parole. we are learning more about a man killed in a workplace accident in fremont wednesday night. the alameda county coroner's office identified the victim. he was helping the driver of a big rig backup in an industrial area on stewart avenue near chrystie street when he was pinned between the truck and the loading dock. the driver did not realize what happened and only spotted the victim unresponsive a short time later. the victim was pronounced dead at the scene. new information about the search in stockton for two missing toddler's. the police are saying the parents are not cooperating. last week the entire family was reported missing. the parents and three children were found on tuesday living in their car. 20 month old twins have not been found yet. aaron weddle said his wife, princess walker, were arrested on felony child abuse and child endangerment charges. they were in court yesterday for outstanding warrants. both parents have a history of arrests. a friend of weddle's who was at the hearing called him a good man. >> basically i came here to support him. to see what the case was about. >> where are the babies, do you know? >> know, i don't. i have no idea. but i know he used to come by my house and eat and drink. he's a good man. >> police say they have not been able to find any photos of the children to help with the search. if you have any information, call the police. another person is recovering from a sea lion attack at san francisco's aquatic park. irene chan was taking her usual morning swim with a friend yesterday when suddenly a sea lion bit her on the leg. this is the fourth a sea lion attack since mid december. the swimmer who was bit in the arm last month described the confrontation. >> i was frightened. he was a bowl. you can tell by the head. they have a bump on the head call the sagittal crest. i knew it was a male. with his mouth, he was displaying his teeth at me. >> no one knows if it's one or several sea lions that are responsible for the attacks. there are different theories explaining the aggressive behavior. sea lions could be reacting to a bio tocsin affecting their brains. they could also be injured and are protecting themselves but some marine biologists say it's because of the recent dip in the herring population which could cause sea lions to be more territorial about their feeding zones. bay area religious leaders are working together to provide safe shelter for the homeless in oakland. some images of small kids living in a tent on east 12th and 23rd were taken by reverend ken chambers, the interim board chambers of the interfaith council of alameda county. yesterday the councils and other treaties met at the mormon temple to try to come up with solutions for the families. they want to provide shelter like shipping containers and tiny homes on various church properties around the community. >> we are looking to do $1 million budget for our first year of helping the homeless and serve about 1000 people. >> one of the issues we are working to resolve is how do you have utility connections if you're putting up new units. we are strategizing about how to use solar power and other alternatives so they can be put in locations where you don't have hookups. >> so far when shelter has been created at the westside missionary baptist church. the goal is to have several hundred more spread throughout the county by the end of the year. help is also coming for the homeless in san francisco. officials said they are getting almost $42 million in new federal grant to help people get into permanent housing. the money is the most the city has ever received, as far as federal mining. it will help pay for dozens of housing and homeless services in san francisco. the campaign continues to put a recall ever for judge persky on the june ballot. organizers delivered more than 94,000 signatures to the santa clara county registrar of voters. 3 -- critics say he should be removed after sentencing brock turner to just six months for sexual assault. organizers collected enough signatures to put the issue on the ballot. >> the voters of santa clara county are singing loud and clear that they will hold judge persky accountable for his pattern of bias in favor of athletes and other privileged offenders who commit sex crimes and violence against women. >> the registrar of voters has 30 days to make sure they have enough valid signatures. current and former judges say they worry that if persky is removed, judges will start to make rulings based on public opinion. the uc berkeley student who was being detained on immigration charges will miss the start of the new semester. 20-year-old luis mora was taken into custody december 30 and san diego county. he has a bond hearing set for next wednesday. mora was born in columbia but his lawyers say he came to the u.s. legally when his mother was seeking treatment for cancer. he overstayed his visa. his lawyer is working with federal and local lawmakers to get him free so he can go back to his studies. a high school principal in oakland is asking for the city's help to clean the trash outside her school. she said the area is being used as a dumping ground and not enough is being done. henry lee said the principal has spent her own money to clean up the block. >> furniture. housewares pick >> reporter: this block is filled with trash outside the playground at ralph bunche high school in west oakland. >> it's nasty. why would they leave it here? it makes the city look bad and stuff. it makes the city look dirty. >> how long does it take for people to realize this is a school. people walk by the school. they want their kids to come here and no one wants to see this pick >> reporter: this includes rotting food, broken glass, needles, moldy feces left me the corner of 18th and poplar streets. >> this is ridiculous. it's absolutely ridiculous and unnecessary and a lack of caring for the students and the families here. >> reporter: it's gotten so bad principal betsye steele said she's paid almost $1000 from her own pocket to get the garbage removed. she says the street has never been completely clean despite repeated requests to oakland public works. >> i have not had the opportunity to talk to anybody in person at all. >> reporter: saw the city of oakland dump truck parked outside the school but the driver told me he's here for these street cleaning trucks, not the big items dumped here. as the sweeper swept, the stuff stayed on the street and staying. this man who has a tent nearby says he offered to haul it away like he's done in the past. >> people pay me $70 and i cleaned this up before they had a concert. i cleaned it up before. i cleaned it up again. i did it three times for free. >> reporter: this high school named after the first african- american nobel laureate is known for its culinary arts program but some fear new students may lose their appetite. >> i don't think they will want to come here, seeing this come it doesn't look like a school you want to learn at. >> reporter: officials hope the city steps up and does not walk away from the mess. i reached out to the city and a spokesman told me they are about the 580 commute. you will see that traffic is going to be busy as you drive over the altamont pass. i'm going to put a speed on here. 13 miles per hour . not great on 205 either. once you get past the altamont pass, it looks better. there is a crash on northbound 101 locking a couple of lanes and traffic is moving along well. northbound 280 at trousdale there is also a crash however i would still use 280 if i had to choose. i would not get into this stop and go traffic unless you happen to be getting on the freeway after kehoe. if you getting on peninsula or north of that, you should be fine. at the bay bridge toll plaza we do heavy backup extending for about 10 minutes. there are no major issues. let's bring steve paulson in. >> i heard every word you said, sal. thank you. science says 7 of 10 northern spotted owls found dead in pot growing areas tested positive for rat poison. poison was found in 40% of dead owls two years ago. we are showing you how pesticides used in marijuana farming or killing other animals including birds, foxes, mountain lions, rabbit. the study's authors are concerned more wildlife will die now that recreational marijuana is legal. this morning at 11:00, biologist with the california department of fish and wildlife will release 200 adult coho salmon in the creek at marin county. they want to increase the amount of spawning coho salmon in redwood creek. salmon populations are down all over the state. they are in danger of disappearing completely along the central california coast. cruz demolished a home in pacifica yesterday that was threatened by erosion as the owners watched. demolition was the last choice for homeowners melissa and tom wilson. in 2015 stormy weather washed away the bluff beneath the home. they moved the house on the lot 20 feet closer to the sidewalk but the cliff erosion continued. over the past 10 years, several properties have been red-tagged and demolished because of erosion including two big apartment buildings. as early as monday the mavericks big wave surf contest could take place new half moon bay. early next week big waves could be on the way so the organizers are telling surfers to be ready. they may make the final call for this sometime today. this year the contest has a new organizer and a new name, the mavericks challenge. the world surf league took it over after titans of mavericks filed for bankruptcy in 2016. a dog stolen three years ago is now back home with its owner. our cameras were there when patricia griffin walked into contra costa county animal services and martinez earlier this week for that emotional reunion. the woman said her dog, elliott, was stolen as she was leaving a hotel in livermore. she was devastated and hired a private investigator to find the dog. elliott did have a microchip and this week the microchip company said riff and got an email that caught her by surprise. shelter officials say elliott was found on willow pass road in concord and brought in as a stray. she said elliott needs a bath and a haircut but otherwise he is doing just fine. >> he is just hanging onto her. so cute. early this morning more than a dozen people fled
