is the bruce mahoney game at usf. >> i have no idea. >> we will talk about that later. let's talk about the storm. well, the storm got messy today. actually deadly. 880 in milpitas is back open after a wrong-way crash. >> for hours this morning, several lanes were shut down because of the terrible accident. >> alex savidge was there shortly after the accident happened and he is here to tell us what happened. >> reporter: well, good morning to all of you. really this had to be frightening for the drivers who survived this wrong-way crash. they had just seconds to veer out of the way of this minivan barreling towards them, going in the wrong direction on the freeway. and ultimately the driver of that minivan did crash into four other cars. and the driver of that van died as a result of the crash. it happened in the southbound lanes of 880 in this area right as you approach highway 237 in milpitas. the crash has been cleared out of the way. you do have slow traffic this morning in the area. this is what the scene looked like before 5:00, when the driver of a dark green minivan was spotted going northbound in the southbound lanes of 880. there were a couple of 911 calls that came in. and shortly after that, this minute evan slammed into four other cars. the man driving that van suffered critical injuries and ultimately died at the hospital early this morning. the chp says he was a 52-year- old man from oakland. now, one person in one of those other cars was treated for minor injuries. but that's it. everyone else walked away from this crash. a chp officer here at the scene says it is truly amazing more people weren't seriously hurt. >> obviously any loss of life and injury is tragic. but given the terrible road conditions that we had last night and poor visibility, it definitely could be a lot worse. but, you know, any loss of life is horrible. is horrible. >> reporter: and so now the chp is trying to figure out why the wrong-way driver got on to the freeway in the opposite direction. and of course part of this investigation will focus on whether the driver of that van, who, again, died from his injuries, may have been under the influence of drugs or alcohol. that will be determined through toxicology tests. now, this major crash initially shut down the three left lanes of southbound 880, approaching highway 237. and there were several miles worth of backup as a result of this investigation. but, again, that crash scene has been cleared out of the way. all of the lanes of southbound 880 are now back open to traffic here in milpitas. >> alex savidge, thank you. there have been a number of incidences as a result of the rain. it wasn't as bad of a commute as yesterday but there were a bunch of things that slowed down the commute. the towned tree on the left in muni in san francisco, that's a muni bus that almost hit a tree. a downed tree north of castleview road in pleasanton. a person hit a tree during a police per suit. he ran away. they know who the person is. just east of redwood road in castro valley. and in concord, a car lost control on interstate 680 and went off the road. the tree thai mentioned on pacific avenue in front of a muni bus, no passengers were removed from the bus. but it was not very good commute. it wasn't as bad as yesterday, but whenever there is any wetness on the road, we really have a tough time. and steve says that rain maybe almost gone. right, steve. >> just about. but it's been a long time since we had that, sal. >> yesterday it didn't stop raining. >> so there is still a little bit. most of it is gone. a lot of fog still around. that will be an issue later tonight and into tomorrow. another system coming in thursday looks much weaker but will produce light rain north of the golden gate bridge. that won't be until thursday. eye-popping numbers coming in. marin county, russian river and santa cruz mountains were close here. five for some. soquel had four and a half. mill valley, four and a third. sausalito had five inches of rain. san francisco, that is a storm total, 3.46. napa over two inches of rain. san jose, 1.70. the most i saw was occidental at six and a quarter. that is since sunday night. cazadero was not far away. san anselmo, 4.26, 24 hours. but 5.64 for a total. alameda almost three and a half. santa cruz, 4.3. all good rain. montero and half moon bay. into lake county and parts of bodega bay. santa rosa not completely done. look at this cell kind of hanging out over the altamont pass. it is weakening but it is still there. can't make a eastern move. still producing cloud cover and some rain. we are about done. some in the santa cruz mountains. look at that moving towards san martine and hollister. that is big time. 50s on the temps. kind of on the mild side. there is a northerly breeze which should eventually take care of things. it is a mess down towards santa barbara. i have seen three to four-inch totals and also into l.a. 101 at montecito is closed because of rain. more rain on the way from that low which is now diving towards them and moving out of our area. 50s and 60s. sometimes you say let's bring in another system. it plays. derek carr, he is the biggest name quarterback that gruden has ever gotten. he had a journeyman quarterback and he turned him into an mvp candidate, a pro bowler. he was in his late 30s. i think that was one of the big allures for gruden to come back. derek carr. and we actually have a snippet of the two together at the quarterback camp back in 2014. just to see a little preview of how issues such as daca and the border wall expected to cause clashes. a historic day in australia as same-sex couples cross the lost hurdles of same-sex marriage and the first weddings are performed. >> tracking a bump on stocks. the dow jones is up over 100 points. well above the at that thousand -- 25,000 mark it crossed for the first time last week. the winter olympics set to begin next month may be helping to improve relations between north korea and south korea. the two countries held a rare meeting today inside the world's most heavily fortified border. the same location where north korea soldiers fired at a defecator. international experts say the talks indicate that both sides are open to cooperation and continued dialogue. north korea announced that it will send a team to the winter games in south korea. meanwhile south korea an officials are proposing the two countries march together at the opening ceremonies. >> we also clarified our position that the north and south cooperate based on mutual respect and stop heightening tensions on both sides. >> north korea accepted today's meeting after the south and united states postponed military drills until after the olympics. this morning, president trump is meeting with both democratic and republican senators at the white house to talk about immigration policy. lauren blanchard is in washington, d.c. with the latest. >> reporter: a bipartisan group meeting today to talk immigration reform with the president, despite deep divides on the issue. >> the president wants to secure the border. >> reporter: among topics of discussion, what to do with so- called dreamers. the 800,000 daca recipients brought to the u.s. illegally as children. any concession on the program would require something in return including a wall along the southern border. >> president trump wants something that they can call a wall. the democrats say it is a symbol of hate and a waste of resources. >> reporter: the residence administration announced that the people from el salvador must leave the country despite living in the united states for more than ten years on a temporary visa. >> some of them have deep roots now in the influence adding to the pressure for compromise, the latest deadline for congress to pass a federal budget. there are only ten days left to avoid a government shutdown. >> i think if democrats and republicans with come to a deal on daca as part of the budget fix, then maybe we will see it. >> reporter: not only is january 19th a critical deadline for lawmakers, but march 5th is also quickly approaching. that's when the daca program officially ends if an immigration deal isn't made. in washington, lauren blanchard, ktvu fox 2 news. special counsel robert mueller's team of investigators has expressed interest in talking to president trump as part of the investigation into whether russia interfered in the 2016 election. according to the associated press, the prospect of an interview with the president has come up in recent discussions between investigators and president trump's lawyers. details are still being worked out. no date has been set for any potential interview. fashion retailer h&m is apologizing for an ad. it showed an african-american child wearing a sweatshirt with a controversial image. the image of the child in the hoodie appeared on the british version of the store. social media users pointed out that two tops from the same line were modeled by white children. singer the weekend is calling out h&m and tweeted woke up this morning shocked and embarrassed by this photo. i'm offended and will not be working with h&m anymore. the first winnings for same- sex couple -- weddings for same- sex couples in australia began last night. today was the first day that most time officially since the death of the late mayor ed lee. the decision they could make about the process to fill the city's top position. and british airways is trying something new with its seats. bay mendocino county as well, one reason why it was the costliest year for weather disaster in u.s. history. it caused at least a billion dollars in damage. the natural disasters totaled $300 billion in damage surpassing the previous record of $215 billion set back in 2005, the year of hurricane katrina. officials now say at least two people have been killed by a mudslide in southern california. the result of this week's major rainstorm. the deaths were reported in montecito after the bodies were found in debris in two separate locations. traffic was diverted off of the ventura freeway because of the mudslides. there have been several rescues throughout the morning and dozens of roads and freeways have been shut down because of the mudslides. last night thousands of people living in the areas affected by the thomas fire were told to pack up and leave again because of the danger from the rain. the evacuation orders cover ventura, los angeles and santa barbara counties. so far the storm has not caused any major problems in sonoma and napa counties, in the areas burned by the wildfires. the flash flood warning was canceled at 2:00 this morning. people in the burn areas have done what they can to reduce the risk of mudslides and debris slides. santa rosa assistant fire marshal says this is the first real significant test to see if all of the precautions put into place over the past few months will pay off during our winter storms. a state lawmaker from the los angeles area has introduced legislation to protect california homeowners from losing their insurance. it comes in response to the devastating fires last year across the state. the democrat of long beach says he authored the bill after hearing from fire victims who are worried they could get kicked off of their insurance policies. >> we are seeing insurance companies abandoning customers. and what ends up happening is a lot of the folks that no longer can insure their home go to secondary markets that currently do not have the protections that we have in california. >> the bill would ban insurance companies from dropping customers after a wildfire. it would also require insurers to offer discounts to customers who take actions to protect their homes from fires. chp is now accepting text messages to report emergencies. the golden gate division and sunnyvale and santa clara are offering that option for people who are not able to call in dangerous situation. the chp says dialing 911 is still the preferred way to request help and the text feature is for those that would be put in danger by calling or for the deaf or hard of hearing. british airlines will take out of the self reclining seats. the airline says the seats will be locked at what it is calling a gentle recline. the airline says the change will allow it to reduce ticket prices. we gave you the question of the day, should airlines lock your seats at a slight or gentle incline. >> no. no. >> 41% say no. 59% are on sal's was happen. the announcement by joe arpio this morning on his own political future. >> today is the deadline to file paperwork for anyone who runs for the special election in june for san francisco mayor. as allie rasmus reports, a political group is calling on the board of supervisors at the meeting today to appoint a caretaker mayor until the special election. >> reporter: well, the group san francisco for alliance is planning to have a rally in front of san francisco city hall. they argue the only way to have a fair mayoral special election in june is to make sure there is no incumbent. they would like the board of supervisors to appoint an interim caretaker mayor that would serve for six months and then step down. london breed is the current acting mayor right now. she became the acting mayor about a month ago when the late mayor ed lee died in office. when a mayor passes away in the middle of the term, the board of supervisors president becomes the mayor. unless the board of supervisors then takes action to appoint an interim caretaker mayor which they can do. that mayor would pledge not to run in the special election on june 5th, which would mean there would be no incumbent heading into the special election. the board of supervisors is meeting for the first time since mayor ed lee died. the process is not on the agenda but it is expect today come up as a topic of discussion. >> there will be discussion about when is the next meeting. what are the procedures and what does it look like. >> reporter: there are at least six candidates including london breed, who are planning to run. mark leno as well and former supervisor angela aliota. the person who wins will serve out the term through january 2020. city has been in this situation, a similar situation. back in 2011, ed lee was appointed to be a caretaker mayor at the time. at the time he pledged not to run in the special election but he went back on that promise and ran and became mayor for the next several years. supervisor ferrell says there is no chance of that same scenario playing out again this time because if the board of supervisors go ahead and decide to appoint a caretaker mayor, they will have done so after today's filing deadline. so even if that caretaker mayor decided to go back on their pledge and run, he or she would not be able to because the deadline would have already passed. in san francisco, allie rasmus, ktvu fox 2 news. we have some developing news from contra costa county. there has been an accident involving a school bus in el sobrante. a truck collided with the bus at lois lane. right now there are reports of no injuries to any of the children on the bus. however, two people in one or more of the other vehicles received critical injuries. we have a crew francisco today. he will be interviewed by the uc president at the jewish community center in san francisco. he is on a book tour for his new memoir, promise me dad. he will be at the jewish community center at 7:00 p.m. a plan to raise tolls on bay area brings may soon be on a ballot in all nine counties. the mta will vote tomorrow on whether to recommend the proposed $3 toll hikes on the june or november ballots. a final vote would come on january 24th. the toll hikes would be phased in over six years, with a dollar hike added january 1st of 2019. and then again 2022. and again in 2025. on the golden gate bridge, the toll would not go up because it is not a state bridge. today at noon, oakland leaders will talk about the drop in violent crime in oakland. oakland mayor libby schaaf and police chief kirkpatrick will hold the news conference and will be joined by community groups to release the crime stats from last year. there was a steady drop in the number of shootings, homicides and robberies in oakland over the past five years. joe, the former arizona sheriff, just announced this morning that he is running for the united states senate. he wants to replace republican senator jeff flake who will retire at the end of the year. arpaio is also a republican. he was the maricopa sheriff for 24 years. best known for his tough crackdown on illegal immigration. last year a federal judge convicted him of criminal content for targeting latinos during traffic stops but he was pardoned by president trump. those are just some of your morning headlines. >> thank you, dave. san francisco police have a new plan aimed at preventing car break-ins. as tara moriarty reports, just last year in san francisco, there was an average of one car break-in every 17 minutes. >> we are notoriously known as the city of broken glass. >> reporter: it is a reputation that san francisco doesn't want to have. >> it doesn't happen in other cities and it shouldn't be happening in san francisco. >> reporter: car break-ins. there were about four of them every single hour in 2017. >> whatever it is that we have been doing so far is not working. >> reporter: that's why today supervisors ronan and ye announced a board resolution to team up with the chief to break down on the epidemic by assigning each district station a plain clothed team to conduct operations. >> we believe this will compliment the foot patrols deployed and the city wide effort to arrest and prosecute organized crime individuals. >> reporter: statistics show in 2017, 30,000 people had their cars broken into. compare that to 2012 when there were 13,000 break-ins. more than double. >> in 70% of the cases, property was visible when cars were broken into. >> reporter: sfpd has been ramping up the park smart campaign, urging people not to leave valuables in the cars. many have blamed the crime uptick on prop 47 that recategorized nonviolent crimes as misdemeanors making it easier for serial burglars to rio fend without penalty. that's why they say the course, probation and the district attorney's office need to work more hand in hand with police. >> we can't control what happens in the courts and at the district attorney level. we can control giving them the best case that we can give them. >> reporter: police and city officials are curious to look at the property crime stats six months from now. only then will they be able to see if the strategies have had an impact. in san francisco, tara moriarty, ktvu fox 2 news. last night president trump signed a bill to make the birth place of dr. martin luther king junior in atlanta a national historic park. he was on his way to the college football championship game. it already includes his birth place, the church are was baptized and the place are he was married. it expands it to include the temple that was the headquarters of the southern christian leadership founded by dr. king. the new yorker magazine is putting former 49ers quarterback colin kaepernick on the cover to commemorate the martin luther king holiday. it shows kaepernick locking arms and kneeling with dr. king and other football player michael bennett. the artist was inspired by asking what would dr. king be doing today if he was around today. after oprah winfrey's powerful speech at the golden globes, some people want her to run for president in 2020. it may not be as far fetched as it sounds. >> i want all of the girls watching here and now to know that a new day is on the horizon. >> reporter: oprah winfrey acerousing golden globes speech sunday now has people calling for oprah to make a run for president. >> it is the dedication to uncovering the absolute truth that keeps us from turning a blind eye to corruption and to injustice. >> reporter: within 24 hours, hashtags on social media were calling for hopera2020, fueled by comments by her close friends including her long-time partner saidman graham who says she would absolutely do it. >> i see why many people think she would be an attractive candidate. she is smart and savvy and a great public speaker. >> reporter: she says that donald trump blazed a new path to the presidency, winning with no previous political experience at a time that many voters are dissatisfied with politicians. >> that kind of sentiment still exists. and to that may make it a ripe moment for another celebrity to win a party's nomination. >> reporter: but she says that oprah winfrey has not been vetted. a lot can change in the next two years. and it is too early to predict who mighty merge as the best candidate. >> joe biden, bernie sanders, elizabeth warren, cory booker. the list is very long of the people who could run in 2020. >> reporter: at the north berkeley bart station, reactions were mixed. >> she has come from the lower class and raised herself up and really made a difference just with her own hard work. and i think that is an important value. >> i say go for it. she is a woman. she is an african-american woman. i think she would be a wonderful president. >> policy is much more important than personality. >> it sounds good but she doesn't have any political experience and i think a lot of people are riding on their dissatisfaction with the current president. a lot of people who vote for whatever looks different and better. >> well, oprah winfrey's golden globes speech also gave weight watchers investors excited. she is a board member and investor in the company and the stock sored, jumping 13% because of the speculation about a 2020 white house run. check this out. toyota is unveiling its latest self-driving project. here is animation of the vehicle that can be used for different functions. it can carry people or deliver items such as food. the design comes in three different sizes depending on the intended use. >> you mentioned food. pizza hut is one of toyota's partners in the project. pizza hut released an image of what the transport vehicle might look line. the company would use it to deliver food to customers or possibly make it a mobile pizza parlor. toyota is also working with amazon and uber on the concept. a is the bruce mahoney game at usf. >> i have no idea. >> we will talk about that later. let's talk about the storm. well, the storm got messy today. actually deadly. 880 in milpitas is back open after a wrong-way crash. >> for hours this morning, several lanes were shut down because of the terrible accident. >> alex savidge was there shortly after the accident happened and he is here to tell us what happened. >> reporter: well, good morning to all of you. really this had to be frightening for the drivers who survived this wrong-way crash. they had just seconds to veer out of the way of this minivan barreling towards them, going in the wrong direction on the freeway. and ultimately the driver of that minivan did crash into four other cars. and the driver of that van died as a result of the crash. it happened in the southbound lanes of 880 in this area right as you approach highway 237 in milpitas. the crash has been cleared out of the way. you do have slow traffic this morning in the area. this is what the scene looked like before 5:00, when the driver of a dark green minivan was spotted going northbound in the southbound lanes of 880. there were a couple of 911 calls that came in. and shortly after that, this minute evan slammed into four other cars. the man driving that van suffered critical injuries and ultimately died at the hospital early this morning. the chp says he was a 52-year- old man from oakland. now, one person in one of those other cars was treated for minor injuries. but that's it. everyone else walked away from this crash. a chp officer here at the scene says it is truly amazing more people weren't seriously hurt. >> obviously any loss of life and injury is tragic. but given the terrible road conditions that we had last night and poor visibility, it definitely could be a lot worse. but, you know, any loss of life is horrible. is horrible. >> reporter: and so now the chp is trying to figure out why the wrong-way driver got on to the freeway in the opposite direction. and of course part of this investigation will focus on whether the driver of that van, who, again, died from his injuries, may have been under the influence of drugs or alcohol. that will be determined through toxicology tests. now, this major crash initially shut down the three left lanes of southbound 880, approaching highway 237. and there were several miles worth of backup as a result of this investigation. but, again, that crash scene has been cleared out of the way. all of the lanes of southbound 880 are now back open to traffic here in milpitas. >> alex savidge, thank you. there have been a number of incidences as a result of the rain. it wasn't as bad of a commute as yesterday but there were a bunch of things that slowed down the commute. the towned tree on the left in muni in san francisco, that's a muni bus that almost hit a tree. a downed tree north of castleview road in pleasanton. a person hit a tree during a police per suit. he ran away. they know who the person is. just east of redwood road in castro valley. and in concord, a car lost control on interstate 680 and went off the road. the tree thai mentioned on pacific avenue in front of a muni bus, no passengers were removed from the bus. but it was not very good commute. it wasn't as bad as yesterday, but whenever there is any wetness on the road, we really have a tough time. and steve says that rain maybe almost gone. right, steve. >> just about. but it's been a long time since we had that, sal. >> yesterday it didn't stop raining. >> so there is still a little bit. most of it is gone. a lot of fog still around. that will be an issue later tonight and into tomorrow. another system coming in thursday looks much weaker but will produce light rain north of the golden gate bridge. that won't be until thursday. eye-popping numbers coming in. marin county, russian river and santa cruz mountains were close here. five for some. soquel had four and a half. mill valley, four and a third. sausalito had five inches of rain. san francisco, that is a storm total, 3.46. napa over two inches of rain. san jose, 1.70. the most i saw was occidental at six and a quarter. that is since sunday night. cazadero was not far away. san anselmo, 4.26, 24 hours. but 5.64 for a total. alameda almost three and a half. santa cruz, 4.3. all good rain. montero and half moon bay. into lake county and parts of bodega bay. santa rosa not completely done. look at this cell kind of hanging out over the altamont pass. it is weakening but it is still there. can't make a eastern move. still producing cloud cover and some rain. we are about done. some in the santa cruz mountains. look at that moving towards san martine and hollister. that is big time. 50s on the temps. kind of on the mild side. there is a northerly breeze which should eventually take care of things. it is a mess down towards santa barbara. i have seen three to four-inch totals and also into l.a. 101 at montecito is closed because of rain. more rain on the way from that low which is now diving towards them and moving out of our area. 50s and 60s. sometimes you say let's bring in another system. it is best after all of the fires in september, october, and november that we get a break. we will now except for a little bit of rain on thursday. >> thank you, steve. >> you're welcome. today at noon, issues such as daca and the border wall expected to cause clashes. a historic day in australia as same-sex couples cross the lost hurdles of same-sex marriage and the first weddings are performed. >> tracking a bump on stocks. the dow jones is up over 100 points. well above the at that thousand -- 25,000 mark it crossed for the first time last week. the winter olympics set to begin next month may be helping to improve relations between north korea and south korea. the two countries held a rare meeting today inside the world's most heavily fortified border. the same location where north korea soldiers fired at a defecator. international experts say the talks indicate that both sides are open to cooperation and continued dialogue. north korea announced that it will send a team to the winter games in south korea. meanwhile south korea an officials are proposing the two countries march together at the opening ceremonies. >> we also clarified our position that the north and south cooperate based on mutual respect and stop heightening tensions on both sides. >> north korea accepted today's meeting after the south and united states postponed military drills until after the olympics. this along the southern border. >> president trump wants something that they can call a wall. the democrats say it is a symbol of hate and a waste of resources. >> reporter: the residence administration announced that the people from el salvador must leave the country despite living in the united states for more than ten years on a temporary visa. >> some of them have deep roots now in the influence adding to the pressure for compromise, the latest deadline for congress to pass a federal budget. there are only ten days left to avoid a government shutdown. >> i think if democrats and republicans with come to a deal on daca as part of the budget fix, then maybe we will see it. >> reporter: not only is january 19th a critical deadline for lawmakers, but march 5th is also quickly approaching. that's when the daca program officially ends if an immigration deal isn't made. in washington, lauren blanchard, ktvu fox 2 news. special counsel robert mueller's team of investigators has expressed interest in talking to president trump as part of the investigation into whether russia interfered in the 2016 election. according to the associated press, the prospect of an interview with the president has come up in recent discussions between investigators and president trump's lawyers. details are still being worked out. no date has been set for any potential interview. fashion retailer h&m is apologizing for an ad. it showed an african-american child wearing a sweatshirt with a controversial image. the image of the child in the hoodie appeared on the british version of the store. social media users pointed out that two tops from the same line were modeled by white children. singer the weekend is calling out h&m and tweeted woke up this morning shocked and embarrassed by this photo. i'm offended and will not be working with h&m anymore. the first winnings for same- sex couple -- weddings for same- sex couples in australia began last night. today was the first day that most time officially since the death of the late mayor ed lee. the decision they could make about the process to fill the city's top position. and british airways is trying something new with its seats. bay mendocino county as well, one reason why it was the costliest year for weather disaster in u.s. history. it caused at least a billion dollars in damage. the natural disasters totaled $300 billion in damage surpassing the previous record of $215 billion set back in 2005, the year of hurricane katrina. officials now say at least two people have been killed by a mudslide in southern california. the result of this week's major rainstorm. the deaths were reported in montecito after the bodies were found in debris in two separate locations. traffic was diverted off of the ventura freeway because of the mudslides. there have been several rescues throughout the morning and dozens of roads and freeways have been shut down because of the mudslides. last night thousands of people living in the areas affected by the thomas fire were told to pack up and leave again because of the danger from the rain. the evacuation orders cover ventura, los angeles and santa barbara counties. so far the storm has not caused any major problems in sonoma and napa counties, in the areas burned by the wildfires. the flash flood warning was canceled at 2:00 this morning. people in the burn areas have done what they can to reduce the risk of mudslides and debris slides. santa rosa assistant fire marshal says this is the first real significant test to see if all of the precautions put into place over the past few months will pay off during our winter storms. a state lawmaker from the los angeles area has introduced legislation to protect california homeowners from losing their insurance. it comes in response to the devastating fires last year across the state. the democrat of long beach says he authored the bill after hearing from fire victims who are worried they could get kicked off of their insurance policies. >> we are seeing insurance companies abandoning customers. and what ends up happening is a lot of the folks that no longer can insure their home go to secondary markets that currently do not have the protections that we have in california. >> the bill would ban insurance companies from dropping customers after a wildfire. it would also require insurers to offer discounts to customers who take actions to protect their homes from fires. chp is now accepting text messages to report emergencies. the golden gate division and sunnyvale and santa clara are offering that option for people who are not able to call in dangerous situation. the chp says dialing 911 is still the preferred way to request help and the text feature is for those that would be put in danger by calling or for the deaf or hard of hearing. british airlines will take out of the self reclining seats. the airline says the seats will be locked at what it is calling a gentle recline. the airline says the change will allow it to reduce ticket prices. we gave you the question of the day, should airlines lock your seats at a slight or gentle incline. >> no. no. >> 41% say no. 59% are on sal's was happen. the announcement by joe arpio this morning on his own political future. >> today is the deadline to file paperwork for anyone who runs for the special election in june for san francisco mayor. as allie rasmus reports, a political group is calling on the board of supervisors at the meeting today to appoint a caretaker mayor until the special election. >> reporter: well, the group san francisco for alliance is planning to have a rally in front of san francisco city hall. they argue the only way to have a fair mayoral special election in june is to make sure there is no incumbent. they would like the board of supervisors to appoint an interim caretaker mayor that would serve for six months and then step down. london breed is the current acting mayor right now. she became the acting mayor about a month ago when the late mayor ed lee died in office. when a mayor passes away in the middle of the term, the board of supervisors president becomes the mayor. unless the board of supervisors then takes action to appoint an interim caretaker mayor which they can do. that mayor would pledge not to run in the special election on june 5th, which would mean there would be no incumbent heading into the special election. the board of supervisors is meeting for the first time since mayor ed lee died. the process is not on the agenda but it is expect today come up as a topic of discussion. >> there will be discussion about when is the next meeting. what are the procedures and what does it look like. >> reporter: there are at least six candidates including london breed, who are planning to run. mark leno as well and former supervisor angela aliota. the person who wins will serve out the term through january 2020. city has been in this situation, a similar situation. back in 2011, ed lee was appointed to be a caretaker mayor at the time. at the time he pledged not to run in the special election but he went back on that promise and ran and became mayor for the next several years. supervisor ferrell says there is no chance of that same scenario playing out again this time because if the board of supervisors go ahead and decide to appoint a caretaker mayor, they will have done so after today's filing deadline. so even if that caretaker mayor decided to go back on their pledge and run, he or she would not be able to because the deadline would have already passed. in san francisco, allie rasmus, ktvu fox 2 news. we have some developing news from contra costa county. there has been an accident involving a school bus in el sobrante. a truck collided with the bus at lois lane. right now there are reports of no injuries to any of the children on the bus. however, two people in one or more of the other vehicles received critical injuries. we have a crew center at 7:00 p.m. a plan to raise tolls on bay area brings may soon be on a ballot in all nine counties. the mta will vote tomorrow on whether to recommend the proposed $3 toll hikes on the june or november ballots. a final vote would come on january 24th. the toll hikes would be phased in over six years, with a dollar hike added january 1st of 2019. and then again 2022. and again in 2025. on the golden gate bridge, the toll would not go up because it is not a state bridge. today at noon, oakland leaders will talk about the drop in violent crime in oakland. oakland mayor libby schaaf and police chief kirkpatrick will hold the news conference and will be joined by community groups to release the crime stats from last year. there was a steady drop in the number of shootings, homicides and robberies in oakland over the past five years. joe, the former arizona sheriff, just announced this morning that he is running for the united states senate. he wants to replace republican senator jeff flake who will retire at the end of the year. arpaio is also a republican. he was the maricopa sheriff for 24 years. best known for his tough crackdown on illegal immigration. last year a federal judge convicted him of criminal content for targeting latinos during traffic stops but he was pardoned by president trump. those are just some of your morning headlines. >> thank you, dave. san francisco police have a new plan aimed at preventing car break-ins. as tara moriarty reports, just last year in san francisco, there was an average of one car break-in every 17 minutes. >> we are notoriously known as the city of broken glass. >> reporter: it is a reputation that san francisco doesn't want to have. >> it doesn't happen in other cities and it shouldn't be happening in san francisco. >> reporter: car break-ins. there were about four of them every single hour in 2017. >> whatever it is that we have been doing so far is not working. >> reporter: that's why today supervisors ronan and ye announced a board resolution to team up with the chief to break down on the epidemic by assigning each district station a plain clothed team to conduct operations. >> we believe this will compliment the foot patrols deployed and the city wide effort to arrest and prosecute organized crime individuals. >> reporter: statistics show in 2017, 30,000 people had their cars broken into. compare that to 2012 when there were 13,000 break-ins. more than double. >> in 70% of the cases, property was visible when cars were broken into. >> reporter: sfpd has been ramping up the park smart campaign, urging people not to leave valuables in the cars. many have blamed the crime uptick on prop 47 that recategorized nonviolent crimes as misdemeanors making it easier for serial burglars to rio fend without penalty. that's why they say the course, probation and the district attorney's office need to work more hand in hand with police. >> we can't control what happens in the courts and at the district attorney level. we can control giving them the best case that we can give them. >> reporter: police and city officials are curious to look at the property crime stats six months from now. only then will they be able to see if the strategies have had an impact. in san francisco, tara moriarty, ktvu fox 2 news. last night president trump signed a bill to make the birth place of dr. martin luther king junior in atlanta a national historic park. he was on his way to the college football championship game. it already includes his birth place, the church are was baptized and the place are he was married. it expands it to include the temple that was the headquarters of the southern christian leadership founded by dr. king. the new yorker magazine is putting former 49ers quarterback colin kaepernick on the cover to commemorate the martin luther king holiday. it shows kaepernick locking arms and kneeling with dr. king and other football player michael bennett. the artist was inspired by asking what would dr. king be doing today if he was around today. after oprah winfrey's powerful speech at the golden globes, some people want her to run for president in 2020. it may not be as far fetched as it sounds. >> i want all of the girls watching here and now to know that a new day is on the horizon. >> reporter: oprah winfrey acerousing golden globes speech sunday now has people calling for oprah to make a run for president. >> it is the dedication to uncovering the absolute truth that keeps us from turning a blind eye to corruption and to injustice. >> reporter: within 24 hours, hashtags on social media were calling for hopera2020, fueled by comments by her close friends including her long-time partner saidman graham who says she would absolutely do it. >> i see why many people think she would be an attractive candidate. she is smart and savvy and a great public speaker. >> reporter: she says that donald trump blazed a new path to the presidency, winning with no previous political experience at a time that many voters are dissatisfied with politicians. >> that kind of sentiment still exists. and to that may make it a ripe moment for another celebrity to win a party's nomination. >> reporter: but she says that oprah winfrey has not been vetted. a lot can change in the next two years. and it is too early to predict who mighty merge as the best candidate. >> joe biden, bernie sanders, elizabeth warren, cory booker. the list is very long of the people who could run in 2020. >> reporter: at the north berkeley bart station, reactions were mixed. >> she has come from the lower class and raised herself up and really made a difference just with her own hard work. and i think that is an important value. >> i say go for it. she is a woman. she is an african-american woman. i think she would be a wonderful president. >> policy is much more important than personality. >> it sounds good but she doesn't have any political experience and i think a lot of people are riding on their dissatisfaction with the current president. a lot of people who vote for whatever looks different and better. >> well, oprah winfrey's golden globes speech also gave weight watchers investors excited. she is a board member and investor in the company and the stock sored, jumping 13% because of the speculation about a 2020 white house run. check this out. toyota is unveiling its latest self-driving project. here is animation of the vehicle that can be used for different functions. it can carry people or deliver items such as food. the design comes in three different sizes depending on the intended use. >> you mentioned food. pizza hut is one of toyota's partners in the project. pizza hut released an image of what the transport vehicle might look line. the company would use it to deliver food to customers or possibly make it a mobile pizza parlor. toyota is also working with amazon and uber on the concept. a
