Morning. A fedex truck collided with one car. Investigators say that when they arrived paramedics were trying to revive the occupants of the car. Those efforts were unsuccessful and that person died at the scene. A fedex driver is on scene as well and has been cooperating with the investigation. Officers have closed down all four lanes of southbound 880 so that they can thoroughly investigate the accident and clear the accident to make sure the roadway is safe. They are asking for drivers to be patient. We want to assure the victims families and the public get the most out of this as possible. We are asking everyone to be patient and all commuters please be patient logic we conduct the investigation. Reporter we have received a statement from fedex that reads our thoughts and prayers are with everyone involved in this tragic accident. We are cooperating with local officials as they investigate. Coming back to our live shot you can see the result of the investigation and those efforts means that traffic is being diverted off at 66. The latest we have heard is that chp is hoping to have the road reopened and they hope to have southbound 880 reopened in 45 minutes. That is looking very optimistic right now. We have crews and you know how difficult it can be to try to write the big rigs. Sometimes they fold or fall open. It was estimated to be hauling 30,000 pounds. You know that can be very difficult to get that operated with no debris on the roadway. 45 minutes might be optimistic. Thank you very much for mentioning it. I will say this again. This is not a good way to get to the airport. If you need to get to the airport i have an alternate route on the map and that would be east on 580. You can take eastbound 582 edwards and edwards turns into a straight shot to the airport. You can also use side roads or international highway and get to the airport that way. I would not recommend using 880. The big rigs can use eastbound 580 for the duration of this event. Northbound traffic will also be slow in the area as people are looking at the crash. Please give yourself extra time. We are looking at san jose with traffic looking okay. At the bay bridge traffic will be okay as well. Lets go to the peninsula. If you have the breeze your temperature is holding up but if not you are in the 20s or 30s. Steve paulson tweeted this out. Wind or no wind equals cool or mild versus cold. There is a northwind at 21 Miles Per Hour in kenwood and sonoma and both of the temperatures were 40 degrees. Sonoma state has no wind and 27 degrees. There are huge differences like napa airport 45, santa rosa 32, concord 33 degrees. 45 fairfield with a strong northwind, sfo 49, palo alto 33. There are some 20s not far away. I have seen some 20s across the area like occidental 28, Mendocino County into lake county. Lakeport at 24 degrees and there is enough of a breeze to hold us up. Tomorrow will be colder in American Canyon and vallejo at 45. Concord is minus 13. Hayward 10 so it is cold for many. We had clouds and rain yesterday at this time and there is the northerly breeze at Half Moon Bay and sfo. It is holding them up and no doubt about it to the valley into davis you have 25 up to 30 Miles Per Hour gusts from the north. It is pretty quiet with a northwind making for a quiet day for us. We cant get away from the northeast breeze in Southern California but there is still a red flag warning with no help as far as any precipitation so it is not really helping them. We will be sunny today with quite cool highs only in the 50s. Lets go back to the desk. President trump is celebrating the congressional approval of the republican tax reform bill. As we get closer to 8 00 we will welcome in winter but it sure felt like it for many this morning although it wont be too bad today. We will look at those temperatures coming up. Welcome back to mornings on 2. Now that the new republican tax bill has officially been passed by congress, you probably want to know will your taxes go up or down . Tom vacar put some numbers together into a tax bill calculator and will share the specifics with you. For christmas the president promised a great big beautiful tax cut. Now lets take a look at how it all pencils out. What is big and beautiful depends on your own circumstances says one economist founder of beacon economics. Onnet we could see a modest very modest economic. This is a shortterm bump which could have very serious negative consequences later on. A wolf in sheeps clothing. The top 1 are getting a massive tax cut and they are doing so largely on the basis of getting rid of certain deductions that the next 9 are enjoying like the interest deduction. Of course to get away with this they are lobbying a few hundred dollars at everybody else. According to the Census Bureau the average california Household Income is just about 91,000 149 per year. Lets assume youre married with two children. According to the Washington Post calculator if you dont itemize and take the standard deduction you will get a monthly cut of 215. If you do itemize depending on how much you deduct your monthly tax cut will range from 42 to 74. If you are single making 70,000 per year and dont itemize you will get a tax cut of 149 a month. If you do itemized the tax code would be between two dollars and 33. If you are married with children and make 250,000 and take no deductions you will get a tax cut of at least 500 per month. If you itemize your tax cut it will be from 90 to 362 per month. If you are single and make 30,000 per year with no deductions your monthly tax cut will be 38 but if you deduct your taxes will go up 31 per month. One economist worries that he will increase wealth inequality in california and the nation. The rich are getting richer and the poor are getting poorer. Adding upwards of 1 trillion to the federal deficit could come back to haunt us. These issues make it fiscally irresponsible. Do you want to find out your specific tax fate . Just go to ktvu. Com and click on web links and do the calculations yourself. Tom vacar, ktvu fox 2 news. Lets get right back to Sal Castaneda. We have had a really busy commute. That is right, since 3 00 this morning we had the overturned truck this is southbound and the last trailer on the set of doubles flipped over now they are moving it away. You can see they are actually moving it right now. They have the trailer on wheels and they are moving it out. This is the first sign they are getting ready to open the freeway which has been closed for almost 5 hours in the southbound direction. Northbound traffic has been slowing past the us seen even though all lanes are open traffic has been exiting at 66 using a side road to return to the freeway which is causing a traffic jam. Traffic is a little bit lighter volume today so when they open that this might start to clear up rather quickly at least maybe im being optimistic but the best way for you to do this is to use 580 eastbound through oakland and westbound as well. It will be a little bit slow but it is worth it or if youre trying to get to the airport use eastbound 580 and then use edward. You can also go through alameda through doolittle and get to the airport that way. Lets talk about westbound bay bridge. Traffic is backed up like a normal commute with 15 to 20 minutes. Highway 1 in pacifica or south of it near the tunnel there is a lane blockage because of an injury crash. Currently you cannot get through so i would use highway 92 to get in or out. You will not be able to get through until they clear the crash. 7 48 lets get to Steve Paulson. It is chilly inland and at the coast dipping into the 30s. This is 880 and this is live video as they are about to reopen the freeway. They have police there getting ready to do the stoppage to reopen traffic. They are moments away from opening all of these lanes on 880 s. Which is good news because this is becoming a major bottleneck trying to get to the airport in oakland and getting into san leandro. Northbound traffic is also slowing past the scene because people are looking at what is going on. That will be alleviated when the lanes are reopen. We will let you know by the next time we speak. I have a feeling traffic will be moving any moment. Lets move along to other traffic pictures. We have traffic on highway 880 slow and 580 is the alternate. 580 has big rigs using 580 until they open up 880. The bay bridge will be moderate but things will improve in San Francisco. We are looking better than usual on the ramps. Highway 1 at pacifica we have a closure because of an accident in the tunnel. They will reopen in one hour. Now i can show you this picture from chp San Francisco of the closure. This is highway 1. You cannot get from pacifica to Half Moon Bay on highway one. To be safe i would say 9 30. It is 8 05, lets get to Steve Paulson. Well, we are 23 minutes away from the official start of winter but for many it is cold enough to feel like winter. A lot of 20s and 30s. It was cold and frosty in rohnert park at 28. Also at the coast 36 in pacifica with some cold readings. Tomorrow morning will be even colder with 30s and 40s. Enough of a breeze keeping these temperatures up certainly in napa county and in sonoma we had upper 40s. Cold enough with the 20s in some areas like occidental and many in kelsey bill also in lakeport around 24 degrees. It was cold even into Mendocino County and healdsburg. The northwind is continuing to keep these temperatures modified but by tonight that should tell off. It is sunny today but not very warm with 50s for highs. Back to the desk. This is the second car attacked this year in melbourne and officers are in the process of installing concrete barriers. From london, katie logan, ktvu fox 2 news. President trump is celebrating the congressional approval of the republican tax reform. s first big legislative victory since taking office. President trump and the republicans called the changes a Christmas Gift for all americans but democrats say that it is corporations and the wealthy who benefit the most. They brought lumps of coal to a News Conference and say this is what middleclass americans get. You get a massive tax cut for the wealthiest people with crumbs for everybody else. We focused on the needs of the american people, not Washington Special interests. President trump has not said when he will sign the tax overhaul into law. It is possible he could sign it in florida during his holiday vacation. Republicans wont have long to celebrate tax reform as there is another looming crisis. The Government Shutdown could happen this weekend. A shortterm deal is possible. Doug luzader reporting from washington. Congress tends to govern by crisis on these things. Republicans would love to make a deal and go home for christmas but this could go to the brink. It is always a lot of fun when you win. No surprise President Trump was in a good mood at the white house after Congress Passed tax reform and he had other republican celebrated. In the corridors of congress a problem is lurking. We have a plan, we have a plan. What are the details . We will see. We will see how or if the shutdown is avoided which could happen midnight tomorrow. The easiest solution is a stopgap spending bill providing enough money to carry the government over to january 19. There have been plenty of questions and many republicans want more spending for the pentagon. There are bipartisan calls for a disaster aid package for hurricane relief. As well as childrens Health Insurance funding and a renewal of the foreign Intelligence Surveillance act. It is highly unlikely there is a Government Shutdown. The treasury secretary seems competent a deal can be made but even though republicans control both houses of congress they may need help from democrats to make it happen which will not be easy. It is their responsibility. They have not shown any plan on how they will get it done. Lets wait until they come to us and tell us how to expect to get it done. It is hard to overstate the importance of the holidays. Many members of congress simply want to get this done so they can go home. In washington doug luzader, fox news. We want to get to Sal Castaneda taking a look at the traffic since the big rig crash just cleared. That is right, southbound 880 had been closed for more than five hours from this wreck that happened around 3 00. It was a deadly crash and it took them some time to clear it. Some lanes are closed for debris removal, but they have opened up most of the freeway. In fact i cant quite tell if the right lane is closed but it is definitely better than it was. Especially in the commute direction. You will notice traffic is moving by without stopping. Earlier even though the lanes were opened people were driving by and slowing down to look at the activity on the freeway. I want to mention traffic is very slow as we can look at these maps we will see that traffic is going to be slow almost out of downtown oakland headed to the south. Let me see if i can bring this up, there we go. This is 880 from the roof camera and southbound 880 getting out of Jack London Square does not look too bad as it is improving. 580 is a good alternate. The big rigs can no longer use 580. This is the bay bridge toll plaza that is backed up but you can tell things are lighter than usual. Highway 1 in pacifica is still closed as you get out of pacifica near the tunnel for an injury crash you cannot get through as more people are on 92 out of Half Moon Bay. This is a picture of the crash from chp tweeted out half an hour ago. Lets get to Steve Paulson who is in the weather center. The days can be long. Right now we are 10 minutes away from the official start of winter. It felt like it for many. Not bad travel wise at least not yet. There could be a system coming over the weekend for the great lakes and northeast on Christmas Day. There will be snow around denver and rapid city. The only bugaboo would be omaha. If youre flying into omaha there could be freezing rain but other than that minneapolis has some snow but it is not a lot. 20s and 30s as well as 40s and 50s with upper 70s in miami. Santa rosa 32, concord 35, it is the Breeze Holding up the temperatures with 29 in walnut creek. 31 pleasanton, around alamo and lafayette 29 up to 31. The breeze is holding up these temperatures. Tomorrow will be colder by far because we will lose the northerly breeze which is gusting in the valley about 25 Miles Per Hour. Otherwise everything is coming out of the north with these short days the northeast breeze is continuing hence another red flag warning for Southern California. Fire danger is very high and there is no hope for rain. The only saving grace are that the temperatures are not overly warm. They are still looking for temperatures above average. We have a few clouds on the ocean because of the colder air coming over the warmer water but otherwise it is a quiet pattern with nothing for us. We have a dry pattern with clouds over the weekend but otherwise tonight and tomorrow will be extremely cold. It will be even colder than this morning because we are losing the breeze so get ready. Steve paulson is in the weather center. The official start of winter two minutes ago. Lets welcome it in. It is cold but it will be nice. Look at these water temperatures and that is why the coast is starting to cool down because the water temperatures are dropping. 53 and 54 in San Francisco and bodega bay, but i would not be surprised to get 51 or 52 as there is this northern breeze with 30s 40s and 50s but winter has officially begun and menlo park is 30, tomorrow is the day with the 20s in the peninsula and napa county. There were 30s and upper 20s for some like sfo to the north and oakland as well as Half Moon Bay to the north so they are holding onto the breeze with colder temperatures at the Higher Elevations but it will be clear today but not very warm as the day is so short. We are looking for mid to upper 50s for the highs. This is one of my favorite days. It is the shortest day of the year, but tomorrow we start to add on time so we are marching toward spring. Every day it is getting a little bit longer and we are getting closer to spring. Good morning everyone. I want to update you on interstate 880. There was a crash that took up the lanes and you just heard about it. I will say it again, 880 has reopened with northbound traffic still a little slow near downtown oakland, southbound is recovering quickly because the Traffic Volume is lighter than usual. The good thing is that obviously you will have fewer backups which will be less severe but the bad part about this is that people tend to go faster and sometimes people are drinking in the holidays. Coming up we will have a chp officer talking with us about how they counteract these things that happen over the holiday periods. Lets move along and look at these other commutes. Traffic on 880 as you heard they are still recovering, 580 is no longer opened to the big rig drivers but eastbound 580 is moving slow as people have been avoiding the 880. This will take a little bit of time to unwind. We are also looking at the bay bridge which is much lighter than usual. Here it is just after 8 00 and traffic is completely light on the approach and pretty good elsewhere. Lets go back to the desk. A lot of Holiday Travelers are on the move by planetree nano automobile. Leigh martinez is live at sfo where things could get rough. If you look at this security line, it is a little bit slower than it was the last time we saw you one hour ago. It is not as terrible as the 5 00 our. That was the worst we have seen. The checkin lines are a little bit slow but not as terrible as it was earlier. The lines have definitely improved but 5 00 this morning was certainly the worst. Earlier we saw lines wrapping around the escalators to get through to security. Sfo predicts it will see 167,000 passengers today. To make life easier for traveling, avoid the heavy traffic going to the terminal so sfo has created a new express drop off. What we are doing is making the shortterm garage free for any stays of 30 minutes or less. The idea is if you are dropping someone off or picking someone up, instead of going through the terminal roadways you can go to the shortterm parking garage and pick up and drop off there. Reporter sfo predicts today will be the busiest day but oakland and san jose airports expect friday to be there top travel day. Oakland Officials Say that they have seen a 7 increase in travelers from last year. San jose airport expects 45,000 passengers to fly in and out of the airport today and tomorrow. If you want to use the express drop off, it is across the street in the main parking lot from terminal to dig. Take the skyline back here and then use the escalators. I asked if that is going to be more or less convenient for people checking in bags and according to officials it is a two minute walk across. If you get dropped off at the curb it could slightly be more convenient but it is not a long walk. That is the main thing if you have to check bags that is the longest line. Security is currently looking okay. A lot of people are packing their patients, thank you. There is a lot of company on the road. Today is expected to be extremely busy especially during the evening commute because the roads will be combined with people who need to work and those trying to get to their destinations. Aaa says 90 of people will travel by car which is 97. 4 million americans. People in the bay area are taking notice. Gas stations are full. There is traffic everywhere but it is okay. Now that the tax bill has officially been passed by congress you probably want to know where your taxes go up or down . Tom vacar punched numbers into the tax bill calculator and found out some specifics. For christmas the president promised a beautiful tax cut. Now lets take a look at how it all pencils out. What is big and beautiful strictly depends on your circumstances says one economist the founder of beacon economics. On net the state could see a modest, very modest economic bump. He says it is a shortterm bump which could have very serious negative consequences later on. A sort of wolf in sheeps clothing. The top 1 get a massive cut and they are doing so largely on the basis of getting rid of certain deductions that the next 9 enjoy like the interest deduction. Of course, to get away with this they are lobbying a few hundred dollars at everybody else. According to the Census Bureau the average california Household Income is just about 91,149 per year. Lets assume youre married with two children. According to the Washington Posts latest calculator if you dont itemize and take the standard deduction you will get a monthly tax cut of 215. If you do itemize, depending on how much you deduct your monthly tax cut will range from 42 74. If you are single making 70,000 per year and dont itemize you will get a tax cut of 149 per month. If you do itemize your tax cut will be between two dollars and 33 per month. If you are married with children and make 250,000, take no deductions you will get a tax cut of 500 per month. If you itemize your tax cut it will be from 90 to 362 per month. If you are single and make 30,000 per year with no deductions, your monthly tax cut will be 38, but if you deduct your taxes will go up 32 per month. Economists worry that the cut will greatly increase wealth inequality in california. As well as in the nation where the rich get richer and the poor get poorer. Worse, adding upwards of one to 2 trillion to the deficit could come back to haunt us. These issues make this one of the most fiscally irresponsible things the government has ever done. Want to find out your tax fate . Just go to our website, ktvu. Com, click on web links and use the calculator. Tom vacar, ktvu fox 2 news. Minnesota senator al franken will leave his seat on january 2 following Sexual Misconduct allegations. Smith will run for the seat in 2018. We have big problems early on in the commute but thankfully those are pretty much over. As i look at the board, not only has the light traffic helped, but the commute on 880 has completely recovered. Almost as if the crash that was there never existed. Southbound traffic is light from downtown oakland into the coliseum area. That is just because the Traffic Volume is a lot more light. A lot of people were on eastbound 580 but right now the alternate route is no longer a good alternate. It is very slow eastbound on 580. I would take 880 not eastbound 580. Both of the commute will be improving quickly. This is a look at the bay bridge where you can see it is not normal for this time getting into San Francisco should be light. This is a look at highway one near montero where the crash is closed south of pacifica at the tunnel. People are using 92 to get through. Lets bring in Steve Paulson as we are starting the Holiday Light period. Tomorrow will be more dramatic in the morning and really busy trying to get out of town in the afternoon.
