Oneill was running toward the police car and he was unarmed when the officer shot him. Police have not identified the officer who fired his weapon. He only had four days on the job. He was writing with a Training Officer whose camera was not activated. At a meeting some question whether the officer violated policy by firing from inside the car. Officers cannot fire from a moving vehicle. It is not clear from the video whether the police car was stopped. They released the videos without making any conclusions yet.
