this truck carrying roughly 6,000 chickens overturned and kept part of highway 121 in sonoma county closed all day. a rollover accident backed up traffic in the daly city area, flooding temporarily closing the northbound 101 connector ramp in san francisco. and a big rig in fremont crashed into a power pole at auto mall parkway. he cause is under investigation. >> the message is always going to be slow down, right? that's the biggest thing. slow down. build in a little extra time and be patient. >> reporter: and another word of advice. remember to increase the distance between your car and the car in front of you. and another reminder, chp says if your windshield wipers are on, your headlights must be on. we say it all the time but a lot of drivers forget. >> cristina rendon at the bay bridge toll plaza, thank you. we want to take a look now at our live drive time traffic map. the red is heavy rain and the boxes are crashes or hazards. >> a live look at the conditions on 80 on berkeley on this thursday night. as you can see in the commute direction there on the right, where all the taillights are heading towards berkeley and el cerrito, this is just jam- packed just a little bit better and the other direction heading toward the macarthur maze, slow going out there at this hour. wanted to give you another traffic look now. here's the san mateo bridge, headlights coming toward us heading toward oakland and 880 there. that's the commute direction much slower there but also just a lot of people taking it easy on the roads because they are wet this evening. >> our chief meterologist bill martin has been tracking the conditions from our weather center. i remember yesterday you said that this storm was going to be an eight out of a ten. it seems like it lived up to the billing. >> easily, yeah. certainly in rainfall accumulations with up to 2 inches of rain in many bay area cities, which normally would see a half inch on a standard storm. but we're talking 1.5", two inches of rain was the norm across the bay area. look what we got going on here. this swath of moisture, this is the -- we used to call them pineapple express, but that's an atmospheric river. more than that, solid 2,000 miles worth of moisture streaming into the pacific. and you will see how it sort of works its way down? started here last night and slowly moved south. if it wasn't moving, we would be getting a lot more rain. ben lomond got almost 5 inches of rain today. they are coming up on 5 inches last check. venado almost 3.5" of rain in the north bay. here are some more numbers. you get the vibe. we have a good start on the rainy season with what was a very significant storm for this early in the rainfall season. so as you look at what we have now, the showers have basically -- well, it's still drizzly out there. but most of the showers is dried down towards san jose and this picture taken from oakland, look back towards san francisco and you can see the cloud breaks. we are seeing some breaks in the clouds. so that's a good sign. it's going to clear up, get sunny, but in the five-day forecast, there is a chance for more showers. so we'll talk about that. but really a great storm overall for rain. now to rob roth in santa rosa's burned-out fountain grove neighborhood. there were a lot of fears of landslides and flooding but rob, fortunately, it appears that hasn't materialized. >> reporter: you know, frank, santa rosa actually came out of the rainstorm in pretty good shape. but many residents say it did rattle some already frazzled nerves. santa rosa's fire scarred neighborhood seemed to weather the weather. ellen o'connor's home survived the north bay firestorm but was worried about the rain. >> in addition to recovering, now there's new disaster looming on the horizon because of all this water. >> reporter: but unlike the fire, the rain caused only a few problems. the crews are stabilizing this section near where a sinkhole opened up following the overnight rains. the firestorm had melted the storm drain pipe under the road, weakening it. >> water with the rain that we had continued to erode downhill where there once was a storm drain pipe and undermined a portion of the particular area. >> reporter: there are 28 miles of underground plastic storm drain pipe in fountain grove much of it melted and in need of replacement. the city of santa rosa had prepared for a heavy storm overnight and they were concerned these fire-scarred hills would begin to slide. >> there's hydromulching, gravel bags and erosion control measures and continually monitoring our hillside. so we did really well. >> reporter: in coffey park, crews were dropping cameras into water pipes, checking for any damage. the wattles held their ground and there were no major floods. but the city says in a way, an even heavier rainstorm last night would have been a better test for the city's winter readiness. >> you want to make sure that all the work that we did is going to work and it's going to hold. so we didn't get the rain, which is good. but we are going to have to wait to see what happens into the winter months. >> reporter: this building contractor says so far, so good. but -- >> if we were to get a winter that comes, you know, kind of like last winter, i think we have a lot of big problems . >> reporter: the recent rain should help vegetation to grow and that will help with erosion control. >> rob roth in santa rosa tonight, rob, thank you. and a reminder you can download our free ktvu weather app anytime to get the very latest on the conditions, you will find live radar and the extended forecast. our weather team also post the updates on facebook, twitter and instagram. now to mineta san jose airport where there is some developing news tonight. in the past 30 minutes, fire crews responded to a fedex plane landed with an indicator light showing a possible fire in a wheel well. from our airport camera you can see emergency vehicles there on the runway. crews checked out the plane and towed it to the fedex hangar. we are hearing a few other flights were delayed because of the fire response. but the airport says the problem was minor and no one was hurt. in san francisco, two people were hurt when a truck rolled down a hill today and slammed into a home. it happened around 3:30 this afternoon at 26th and santiago in the outer sunset neighborhood. the truck was carrying nine dogs in the back. at least two of them jumped out and are still missing tonight. several cars were hit as that truck rolled including one with a child inside. police say that child and one adult were taken to the hospital. but they are expected to be okay. a witness said the truck was double-parked when it started rolling. >> the white truck was parked up there, double-parked and just started freefalling like i guess the parking brake wasn't on or anything. >> officials are on the scene. they said they are comforting those dogs until their owners can get them. a mental patient who was captured in stockton after escaping from i state hospital in hawaii is speaking out tonight from behind bars. a reporter talked to randall saito and told her that he wanted to prove that he could survive in a community and not harm anyone. did you have help? >> i would rather not answer that. >> reporter: convicted killer sandra osborne, inside a san joaquin county jail cell says he tried to escape to prove he is ready for release. >> i can live in the community without doing drugs and without hurting anyone and proving to them without a doubt without a doubt i did it. >> reporter: he was in a mental hospital in hawaii for 38 years acquitted of murder by reason of insanity. >> i decided to run away. >> reporter: he told me he had $7,000 for his escape. he came to stockton after walking out of a mental hospital taking a taxi and an airplane eventually arriving here in the city. did you break out to see your family? did you try to see your family in stockton? >> um, i wanted to see them but i didn't think it was prudent. >> reporter: you didn't feel it was safe? >> i didn't want to jeopardize them. i didn't want, you know, i didn't want to possibly jeopardize myself. >> reporter: he said he felt human in the four days he was out. he admits to murdering a woman, however, but he says he should have been released by now. why did you kill her? >> it was after years of substance abuse, three years of exponential decline into substance abuse until i finally lost my grip on sanity. >> reporter: he says he will not ask the girl's family for forgiveness because he knows he does not deserve it. >> i believe that the family -- the family i offended, they have ever right to take my life in response to what i did to their family member. but no one else. [ pause ] ♪[ music ] coming up, victory for republicans as their overhaul of the tax code passes the house. at 6:30, we'll go live to washington, dc with the challenges ahead as the bill now moves to the senate. >> the bill republicans have brought to the floor today is not tax reform. it's not even a tax cut. it's a tax scam. >> first details on new regulations ahead of the legalization of recreational marijuana. really? really? really? really? really? really? see zero in a whole new way. get zero down, zero deposit, zero first month's payment, and zero due at signing on select volkswagen models. now with the people first warranty. health official in the south bay are reporting the first influence death the season in santa clara county. the person who died is under the age of 65 and passed away earlier this month. they say he had not received this year's flu vaccine and suffered from other medical problems that placed him at greater risk of severe complications from the flu. health officials announced it today while reminding everyone to get the flu shot. a los angeles radio host is accusing al franken of sexual misconduct when they were on a uso tour more than ten years ago and today he apologized. but doug mcelwee says the fallout is not over. reporter: new allegations of sexual misconduct rocking capitol hill today. democratic senator al franken of minnesota is being accused by tv and radio personality leeann tweeden. she says two separate incidents took place on a uso tour in 20006 before he was a senator including one she would classify as a sexual assault. >> he mashed his lips against my face and he stuck his tongue in my mouth so fast i remember i pushed him off with my hand and almost punched him. >> reporter: later she said on a plane returning home from the tour he groped her while she was asleep. it was captured by a photographer on the plane. franken quickly admitted the allegations are true calling for an ethics investigation into his behavior saying in a statement, quote, i don't know what was in my head when i took that picture. and it doesn't matter. there is no excuse. i look at it now and i feel disgusted with myself." the revelations come as republicans grapple with two new sexual misconduct allegations against alabama senate candidate roy moore. the president still isn't weighing in on the calls for moore to exit race but the white house has been supportive of fighting sexual harassment and assault including the "me too" congress act introduced yesterday. >> the president believes these allegations are very troubling and should be taken seriously and think the people of alabama should make the decision on who their next senator should be. >> i want to tell you who needs to step down, that's mitch mcconnell. >> yeah! [ applause and cheers ] >> there's been comments about me paining the stand. yes, i have taken the stand in the past and i'll take the stand in the future and i'll quit standing when they lay me in that box and put me in the ground. >> reporter: senate republicans are looking at ways of expelling moore if he wins that special election. alabama voters head to the polls on december 12th. in washington, doug brauner, fox news. the state of california today released its long-awaited rules for the sale of recreational marijuana which is legal on january 1st. it allows temporary licenses for growers and sellers next year. under the rules cannabis businesses in california can't be within 600 feet of schools. shops have to close by 10 p.m. and need 24-hour video surveillance. no pictures that appeal to kids or candy written on the material. mixing with alcohol, caffeine, nicotine or seafood is banned. last year california voters legalized the recreational use of marijuana begin january 1st. justin herman plaza will now be called embarcadero plaza until a new name is chosen. he was the head of of the city's redevelopment agency from 1959 until he died in 1971. critics have been calling for his name to be removed from the plaza. they say under that his leadership, the city wiped out 60 blocks in the western addition destroying japanese and black communities. today's vote was 4-2 in favor of the name change. we're tracking the moisture that moves out of the area. still showers in the south bay down towards the santa cruz mountains. we could get a half foot of rain when all is said and done so this is going to be a fairly significant event when all is said and done. in the mountains, another foot of snow possible tonight at lower elevations. here's the last 24 hours. the system is dragging, which is why we got a lot of rain for this time of the year for this type of system. more scattered showers are going to be around tonight but they should die off quickly. the ground is wet. the overnight lows will get cool. and so we are going to see valley fog in many locations tomorrow morning. so be ready. today was clouds and rain then a little break in here. then the weekend, it looks good. then a little something next week. the story next couple of days is a chance to dry out. valley fog in the morning hours. towards the end of the weekend, sunday the clouds increase. but the weekend looks good, too. so when i come back we'll push the computer model beyond that with the five-day forecast. a rural road in the east bay that was shut down last winter is set to re-open saturday night. a stretch of morgan territory road in the clayton area washed away during a landslide last february. it's been closed ever since for repairs. it connects manning with marsh creek road. this week the contractor is doing a final paving and finishing work on the guardrails and the retaining wall there and again that road is expected to re-open on saturday night. a woman robbed at gunpoint in a quiet bay area neighborhood. >> very surprising. this is a great neighborhood. >> what we're learning from police and the efforts tonight to make an arrest. >> also ahead, the the act in the north bay. the search tonight for this robber who made off with a high-end camera. the marin counties sheriff's department ising can sort public's help in identifying a man suspected of stealing high-end cameras around the bay area. the sheriff department tweeted this surveillance video today from mike's camera in the strawberry village shopping center in nil mill valley. if you recognize the man in the hat contact the marin county sheriff's department. san francisco police are searching for two women who robbed another woman at gunpoint in the outer sunset neighborhood. ktvu's tara moriarty tells us why police say this is a rare crime. reporter: neighbors in the outer sunset were shocked to hear a 37-year-old woman was robbed as she went home with groceries last night. >> very surprising. this is a great neighborhood. >> reporter: he said the area is quiet. >> i feel very happy just to walk around very casually. it's a very casual neighborhood. >> reporter: what's rare about this crime, say police, it was committed by two women. >> one female suspect held a knife to her body as the other suspect stood there with a hand gun. >> reporter: tiffany rosario is in disbelief over the level of violence. >> in the past there's been people that have just, like, come by and, like, grabbed people's money and run. >> reporter: but that doesn't involve guns and knives and happens in front of the bank. this happened as the victim was walking out of a nearby drugstore. >> i live, like, right down the street so that's kind of crazy. >> reporter: police are looking for surveillance video in the neighborhood. they describe the women as young between 18 and 20, last seen wearing dark clothes heading northbound on 26th avenue. with information, contact cardoza last hour on the 4 says this case is raising some interesting legal questions. >> can you charge somebody for something that led up to a heart attack that caused them to die with murder? >> well, to use the legal jargon, if it was the natural and probable cause of that act, so if i for example push you, punch you, would you -- would the one that does the pushing or punching think you're going to have a heart attack the natural consequence? that's the beauty of the law. we don't know all the facts here. >> the suspects is in jail without bail will be in court monday morning. ktvu fox learn more. states top stories. wet roads created a messy commute in the area. the rain began falling last night and it's starting to taper off now. chp officers were busy responding to countless crashes and accidents tied to the wet weather. there's also been flooding or puddling on bay area freeways. two people were hurt when a truck hit a home in san francisco. the truck was carrying as many as 9 dogs. several jumped out, two are reportedly still mittsing. the truck was parked, the brake gave way and it rolled. one adult and child were taken to the hospital. but they will be okay. a man who was captured in stockton yesterday after escaping from a mental hospital in hawaii said he wanted to show that he is ready to live in the outside world. 59-year-old randall cytosaid he felt human during his four days of freedom. he admitted to committing murder in 1979 due to drug abuse but said he should have been released by now. he has been at the state hospital outside honolulu since 1981. you're watching ktvu fox 2 news at 6:30. house republicans passed the most sweeping tax overhaul plan in decades today. the proposal calls for a 1.5 trillions in tax cut for businesses and individuals. >> now the focus shifts to the senate where republicans are trying to move ahead with their own tax plan. ellison barber reports from washington, dc. >> reporter: the future of the plan in the senate is iffy but today the house passed their version with 10 votes to spare. reporter: with that the house pushed through what could be historic tax reform. >> the first $55,000 an average family of four earns will not face a single penny of income tax. >> reporter: it passed without a single democrat. >> the bill republicans have brought to the floor today is not tax reform. it's not even a tax cut. it is a tax scam. >> reporter: senators are still debating a different version of the bill but seemed to be facing the same party split. >> under $75,000, those folks get hammered. >> this is absolutely not a tax increase and you guys know that. >> reporter: unlike the house bill, the senate version includes the repeal of the obamacare individual mandate, the requirement to have health insurance. president trump has expressed his support for the combination. he met with republicans about the bill ahead of today's vote. >> taxes going really well. >> reporter: house republicans say under their plan the median household in america is going to get a tax cut worth more than $1,100 and businesses will see the corporate tax rate drop from 35% to 20%. >> not only do people get to keep more of their own money in their own pockets, but we dramatically simplify the taxes. >> reporter: 13 republicans voted against the house tax reform bill, most of them from high tax states. three congressmen from california were no votes. all except one were from new jersey, new york or california. >> ellison, republicans can only afford to lose three votes in the senate. and already one republican senator has come out against this bill. do you know when they are planning to vote? >> reporter: one thing some of the senators, republican senators, on the senate side at least who went there are concerned about is they say they want to see in part just the full text of the bill. this is not come out of committee in the senate side just yet. we are told the senate finance committee is hoping to wrap up their work either this evening or overnight have it done in the morning. susan collins wants to see this before she makes her final decision. but already we have heard from some folks like rand paul, collins, they have concerns about this. and that majority is so slim in the senate side that really they need to have a lot of support and you can make sure they have all their votes before they try to take this to the floor. >> all right. ellison barber in washington, dc. thank you. a federal judge in new jersey declared a mistrial in the corruption case of senator robert menendez. the jurors said they were hopelessly deadlocked and unable to reach a verdict after a trial that lasted more than two months. the new jersey senator was accused of providing a florida eye doctor with political favors in exchange for lavish gifts and vacations. prosecutors have not said if they plan to retry the case. a woman from oakland was sentenced to more than 3 years in prison today in a vehicle theft case that led to the death of a sacramento sheriff's deputy. 23-year-old priscilla prendez pleaded no contest to evading police and vehicle theft. she was accused of leading police on a chase in a stolen car back in august. deputy robert french who was investigating the car theft was shot to death at a sacramento hotel. that suspect later died of his wounds from a gun battle. an investigation is under way into a police shooting that took place early today near the richmond bart station. ktvu's henry lee tells us what led to the shooting and the joint response from richmond and bart police. reporter: a station agent saw a man armed with what she believed was a rifle at the richmond bart station at about 12:30 in the morning. >> the weapon that the suspect had in his possession was a long gun. >> reporter: i have learned that officers who were already on scene spotted a 21-year-old man about a block from the station armed with a shotgun partially concealed in his pants. >> the officers attempted to contact the subject and, um, unfortunately, the event unfolded rather quickly and that's when the officer- involved shooting occurred. >> reporter: it comes as bart police are trying to crack down on crime while dealing with officer vacancies. the department is still 40 officers short and are filling patrol shifts through mandatory overtime. officers typically are assigned to monitor two to three stations per shift. but they are also working closely with other police agencies. >> bart police are responsive to those calls. so that's what we see and, you know, we do help them out too when they ask. >> reporter: richmond mayor tom butt, who witnessed an attack at the bart station this year, says both richmond and bart police are working together and that things are improving. >> i think they have. i think they've gotten a lot better. and i think this incident this morning, as regrettable as it is, is an indication that bart is on top of security at the richmond station. apparently they arrived immediately. >> richmond police and bart police, we have always worked well with each other. and the recent events that in fact have improved our working relationship. >> reporter: i learned that the shooting was captured by the officer's body cam. this incident is under investigation by both richmond and bart police, the contra authorities say is responsible for this week's deadly shooting rampage in tehama county says her brother had a long history of mental illness. investigators say 44-year-old kevin janson neal killed five people and wounded several others in seven different locations before being killed by police. his sister lives in north carolina. she first heard about the mass shooting in northern california when she received a phone call from a reporter. >> we started to hear more about the victims, you know, obviously you lose yourself in that and you want to worry about them and make sure those kids are okay and those families. and pray for them. and, you know, really try to see what you can do on that front. >> investigators in tehama county say the gunman built his own guns after he was banned by court order from owning guns. the keystone pipeline was shut down this morning due to a leak of 210,000 gallons of oil. the leak happened in south dakota on agricultural land near a pumping station. officials say they don't think any waterways have been affected. environmental groups fought the pipeline for years over worries of spills. it will stay shut down during the response. it's part of a system that will approve the keystone xl pipeline in march. a site missed it's 2017 revenue target. buzzfeed was hoping to bring in $350 million in revenue but missed it by 20% this year. they didn't deny the report but says the company is quote well positioned heading into 2018. stocks closed higher today with strong earnings from tech companies including cisco systems. the dow was up 187. nasdaq was up 87. the s&p gained 21. walmart also posted a big gain in its quarterly results boosting the market. tesla is set to unveil its latest vehicle in less than 90 minutes. ceo elon musk will show off the company's new electric semi truck expected to have self-driving capability and be ready for sale by 2019. the event will begin at 8:00 tonight in hawthorne, california, and will be streaming online. rain in the bay area means snow in the sierra. >> kids were out of school and thought we would come up and enjoy the snowfall. >> a look at the conditions ascii resorts get ready to open. >> it's snowing up there right now. the snow levels will drop as it cools off tonight not just for the mountains but around here. overnight lows looking chilly. valley fog a possibility. and more rain shows up in that five-day forecast. we'll show it to you after the break. a winters storm in the sierra ahead -- a winter storm in the sierra ahead of a foot of snow tomorrow. at lower elevation there was rain. people were holding for cold and more snow. reporter: as the latest system moves through the sierra bringing with it unrelenting rain, the south fork of the yuba river is high and fast with mounting whitecaps a week before thanksgiving. the hillsides produced their own waterfall-like streamings evident throughout the sierra near cisco grove. the only thing missing today, snow. >> we are really hoping it will get colder and give us some real snow to really test our driving skills quite frankly. >> reporter: for most, those driving skills have been on display in a good way says this chp sergeant. >> want to say thank you to all the motorists doing just that taking it slow, you know, not following too close. it's been a safe morning so far. >> reporter: along with the praise, a reminder of how quickly things can change. >> we still have a lot of moisture and standing water on the roads. so still caution people to take it slow. still carry chains. still expecting some snow. >> reporter: at the summit, some snow remains, enough for the family to have fun. >> kids were out of school and thought we would come up and enjoy the snow for a little bit. >> reporter: throughout the day no chain controls in the sierra, but chp and caltrans remind drivers that as temperatures drop, conditions can change here. so please take your time and be aware of those human waves reaching around 3 to 4 feet yesterday. the national weather service says it's not all that unusual for high winds to cause big waves on lakes just like they do in the ocean. can't get over that video. it looks like the ocean. it does not look like lake tahoe. >> it happens, though. i have never seen it happen. >> you don't see it if you don't go there. it's usually cold and windy when you get a day like this. that was going from the south to the north so it goes across the length of the length from south to north. -- it goes across the length of the lake from south to north. i think you can picture the guys out there surfing it. i saw a video once of a guy surfing it by kings beach and it was a long ride. probably 30, 40 yards. so man, it's definitely a thing. and yeah, it was windy up there today. >> that's why if you have boats anchored or moored out there, you have to get them out for winter so that doesn't happen because that would -- can you imagine if the boats were moored there? >> yeah. cool pictures. snow in the mountains up around mount rose. 30 inches of snow and still snowing there at one of the higher ski resorts. it's starting off the right way at least winter s you can see that atmospheric river and these are just kind of fascinating and i mean, look at the fetch of moisture and look at that line. here's the hawaiian islands right here. and this moisture trail it's 2,000 miles of moisture focused directly at the north bay then the central bay then south bay as it moves south. and you see the rainfall in ben lomond almost five inches of rain by tomorrow morning probably will be five inches of rain. as we look at the 24-hour loop or so, 18 hour loop, you will see the rain slowly move through. this was a great -- if this thing had moved quickly like many storms do, it would have been .10" or quarter. but it rained for 18 hours in many parts of the bay area straight. so that was a productive storm with places getting above average rainfall for this time of year. temperatures are mild. they will be cold tonight. so it's already cooler than last night by 11 degrees in livermore. so it's going to clear. the skies are going oakland a's have chosen their team to help them plan and design their proposed ballpark near lake merritt. the firms include a leading architect of stadiums hok of san francisco, also snowheader which designed the san francisco moma and an oakland firm called studio square along with a company from massachusetts will lead the planning. the team doesn't own the land yet but they are hoping to be able to build a 35,000-seat ballpark opening by 2023. most of the land is owned by peralta community college. the district there. the district board will vote next month on whether to continue
