rampage gunning down neighbors and strangers until he was killed by officers a few miles from his home.>> i've been warning them every night when i hear gunshots.>> reporter: there were warnings unheeded.>> there is no safe place on this earth.>> reporter: the pastor insisted this be about gratitude and called tuesday a day of miracles.>> this father was in a classroom next to the boy hit through the wall. shot and wounded was so stoic.>> he did not cry. he just stayed in the position he was told to stay in by the teacher.>> reporter: that child is hospitalized with a bullet under his arm and one is his foot in fair condition. his aunt asked for prayers as he is about to have his first surgery.>> i am so sorry for everybody who has been hurt.>> i don't think we are the heroes. the kids were.>> reporter: if you teacher spoke applauded for the swift lockdown that averted a massacre.>> i want to thank the children for being brave. in doing what they were supposed to be doing.>> the ones that are hurt better soon. i want to thank the staff and police.>> reporter: people spoke for more than an hour lifting each other up.>> a revival is going to happen.>> reporter: promising to small everyone picks up their mail at midday at the post office. there was talk tonight of keeping this unity going so they don't cross paths without sharing a conversation or a hug.>> so many people know each other. are we learning anything more about the victims? >> reporter: at the vigil tonight i could not find anyone who knew any of the adults who were shot and killed. there were some people who alluded to the gun -- gunman's wife. not in any detail. they kept to themselves. this was a broader cross- section of the community. not people who knew the victims personally. today authorities into hama county revealed new information about the gunman. the da said kevin neil should not have been allowed to have dunce because of a restraining order after an arrest this year. investigators also revealed the gunman's wife was the first person he killed.>> reporter: a madman on the loose. is help the assistant sheriff described kevin jansen neil. they say his behavior on monday indicates a ticking time bomb. a concerned car -- call from neighbors about gunfire near his home. later he made a distressed phone call to his mother telling her it is all over. they believe he shot and killed his wife that same night.>> he cut a hole in his floor. we are confident he murdered her, shot her at some point probably late monday. he put her body in the floor and covered it up.>> reporter: tuesday morning he set off on a killing spree. his first target was a neighbor who obtained a restraining order against him after he was arrested for stabbing her. he bailed out after that incident that remained on law enforcement radar. neighbors called the sheriff's office several times to report the sound of gunfire from his home. deputies responded.>> he would not come to the door. on two occasions officers put the house under surveillance open he will come out. that did not happen. >> reporter: they thought that neil could own firearms. the district attorney in tehama county said he was not legally able to possess a firearm. any guns are to be turned in to police or law enforcement can collect those guns upon serving a restraining order. some neighbors wonder why the sheriff's office did not confiscate his firearms.>> he must not only -- obtain a firearm or ammunition. and must surrender or sell any firearm in his possession. upon demand. it also allowed for the search of the defendant's home if you fail to surrender firearms.>> reporter: to semi automatic rifles were illegally manufactured likely in his home. the handgun he used was reportedly registered to someone else. he had no prior convictions was able to possess a firearm prior to the restraining order. that is his mental health. his sister told the washington post he suffer from mental illness for years and they tried to get him treatment that he refused. his erratic behavior and uncontrollable temper recently escalated. stay with us for continuing coverage. we will bring you developments as we get and on the wet roads parts crowd. the traffic snarled. on interstate 80 cars can to the halt in the westbound lane when accident happened 8:30 pm near the emeryville exit.>> i was getting messages on my phone saying i 80 will be dishes if you're going home tonight.>> reporter: earlier at 6:30 pm another crash on i 80 westbound. it stopped traffic as an ambulance took a person to the hospital. the storm prompted a flash flood watch in the north bay. officials worried heavy rain might cause mudslides for flooding.>> we had the fires occur. the rainy season is starting. it is tough.>> reporter: residents are concerned about the heavy rain and road conditions.>> i live on some hills -- all my neighbors in my family are afraid the first rain in the season. it gets oily and slippery.>> we might see ash and dirt and debris running into the streets which will cause the roadways to become slick. we urge caution driving in those areas.>> reporter: there is also concern about those strong winds and possibly bringing down trees or power lines. call your fire official or 911 if you see any of that. as for the flash flood watch for the north bay it will continue until 3 am in the morning. that storm bringing rain to the bay area is expected to dump several feet of snow in the sierra by this time tomorrow. the snow has been falling at donna's summit all day. they issued a winter storm watch stockton this morning. at a gas station near 99. investigators received a tip he was headed for his brother's home in stockton. he escaped from the hospital in hawaii on sunday and was caught on video taking a to the airport in honolulu. 10 hours passed before the hospital realized he was gone.>> there was a breakdown in communications and our safety protocols and communication. don't know whether it was purposeful or not.>> he was acquitted of murdering a woman by reason of insanity in 1979. he had been committed to the hawaii state hospital for 30 years. recreational vehicles camping on the contacted police but the man got off the train by the time the officers arrived. anyone who recognizes him she contacted police. trump delivered a speech today detailing his accomplishments on his 12 thought of everything. >> in the back will be a queen- size bed. on this side. start with the armoire in front of the bed. then sink and stove where i am sitting. the other side will be the sofa.>> trips. it only gets 10 miles to the gallon. they will all be pitching in. as for the bus he has one year for studies. he plans to pass it on to other students and he is getting a lot of offers. a life-saving act of generosity saved nine lies. how is single organ donation helped set off a series of transplants. one year since the warehouse fire. the master tenant's wife talks about the tragedy her husband and his art. i'm only human. i think as anything that is something that is a misconception that people have had along the line. maybe more than that or something. some people's mistakes are better or worse than others.>> her husband's is in jail awaiting trial for the warehouse fire. for the first time since his arrest his wife is speaking exclusively with us. she is opening up about at a time.>> it is hard because -->> reporter: allison said she is making ends meet by working as a social worker while her children attend school in lake county.>> my husband has always provided for our family the best he can. he has always been an artist.>> reporter: drawings that he created behind bars are on display at a prison art show held in his attorney's office in san francisco.>> i don't want anything from any of us. for people to be able to feel and experience art through my husband -- and from his viewpoint. only they would be open to seeing it and maybe having compassion for what he is going through.>> reporter: and his -- in her first interview since his arrest she talked to us about her family, her fears and the fire.>> to lose someone you love -- it is the worst kind of suffering that humans can endure. there will never be an answer to why this happened. to understand more how to deal with it. how to get by and survive it.>> i know i am different. i am not trying to compare my lost anyone else's. i also often see this tragedy and how it has affected all of us. it is been incredibly hard for so many. this one makes me cry. these are pretty dark. i think he is trying to. he wants everyone to understand and to see a little deeper. you don't have to really say anything. you can be what you want to be. if you feel terribly ugly and you feel terribly misunderstood, you can express that.>> reporter: allison said she believes her family has been misunderstood in the beginning.>> what do you want people to know?. it doesn't matter what i say. it will be misinterpreted or mixed up. it will be scrutinized. it will be dissected. it will be regurgitated back not in my words but in someone else's perception of what i was saying.>> reporter: she defended the reputation of the artist collective. and expressed hope will be forwarded oakland will help reserve is creative spaces.>> i cannot tell you how brokenhearted i have been to see those spaces shut down. how can we make it safe and make sure these warehouses have sprinkler systems? even getting to donated them or refurbishing older ones. helping these artists make these spaces say.>> back on that night?>> that is a loaded question. it is difficult for me to answer that. with all -- with my husband's freedom on the line. do i feel a sense of responsibility? i will carry this for the rest of my life. there is no separation from myself and the people that died. i don't believe there is a separation. i believe they are always with us. i believe there has to be a greater purpose and a greater reason. we have to make it that way. do i feel responsible? i will forever carry a great burden. allison would not comment on the criminal case or the warehouse owners. derek almanac is life sentences at the prison in the central valley. he was convicted of orchestrating the murders of sharon tate and six others in 1969. union city man facing murder charges following a fight with a family member that ended in the person's death. 46-year-old john ashley gordon was involved in an argument and struggle with 64-year-old --. the argument happened last thursday on lisa drive. paramedics found the victim lying on the street with no signs of trauma. police say he died from a medical event that was brought on by the struggle. sheriff deputies in el dorado county trying to determine the cause the death of a man whose body was found in a lake with a rope and anchor tied around his legs. they revealed today a search team found the body last month off of highway 50 in south lake tahoe. the man's death might be a homicide or possibly a suicide. in the latest effort to reduce hates speech twitter revoked the verified status of white supremacist. white nationalists richard spencer and rally organizer jason kessler are among the twitter accounts that lost the blue checkmark. spencer complaint in a tweet is it not okay to be proudly white? promoting hate speech rampage gunning down neighbors and strangers until he was killed by officers a few miles from his home.>> i've been warning them every night when i hear gunshots.>> reporter: there were warnings unheeded.>> there is no safe place on this earth.>> reporter: the pastor insisted this be about gratitude and called tuesday a day of miracles.>> this father was in a classroom next to the boy hit through the wall. shot and wounded was so stoic.>> he did not cry. he just stayed in the position he was told to stay in by the teacher.>> reporter: that child is hospitalized with a bullet under his arm and one is his foot in fair condition. his aunt asked for prayers as he is about to have his first surgery.>> i am so sorry for everybody who has been hurt.>> i don't think we are the heroes. the small everyone picks up their mail at midday at the post office. there was talk tonight of keeping this unity going so they don't cross paths without sharing a conversation or a hug.>> so many people know each other. are we learning anything more about the victims? >> reporter: at the vigil tonight i could not find anyone who knew any of the adults who were shot and killed. there were some people who alluded to the gun -- gunman's wife. not in any detail. they kept to themselves. this was a broader cross- section of the community. not people who knew the victims personally. today authorities into hama county revealed new information about the gunman. the da said kevin neil should not have been allowed to have dunce because of a restraining order after an arrest this year. investigators also revealed the gunman's wife was the first person he killed.>> reporter: a madman on the loose. is help the assistant sheriff described kevin jansen neil. they say his behavior on monday indicates a ticking time bomb. a concerned car -- call from neighbors about gunfire near his home. later he made a distressed phone call to his mother telling her it is all over. they believe he shot and killed his wife that same night.>> he cut a hole in his floor. we are confident he murdered her, shot her at some point probably late monday. he put her body in the floor and covered it up.>> reporter: tuesday morning he set off on a killing spree. his first target was a neighbor who obtained a restraining order against him after he was arrested for stabbing her. he bailed out after that incident that remained on law enforcement radar. neighbors called the sheriff's office several times to report the sound of gunfire from his home. deputies responded.>> he would not come to the door. on two occasions officers put the house under surveillance open he will come out. that did not happen. >> reporter: they thought that neil could own firearms. the district attorney in tehama county said he was not legally able to possess a firearm. any guns are to be turned in to police or law enforcement can collect those guns upon serving a restraining order. some neighbors wonder why the sheriff's office did not confiscate his firearms.>> he must not only -- obtain a firearm or ammunition. and must surrender or sell any firearm in his possession. upon demand. it also allowed for the search of the defendant's home if you fail to surrender firearms.>> reporter: to semi automatic rifles were illegally manufactured likely in his home. the handgun he used was reportedly registered to someone else. he had no prior convictions was able to possess a firearm prior to the restraining order. that is his mental health. his sister told the washington post he suffer from mental illness for years and they tried to get him treatment that he refused. his erratic behavior and uncontrollable temper recently escalated. stay with us for continuing coverage. we will bring you developments as we get them. the storm that moved into the bay area ringing us a significant rain. it is the season's strongest system. a camera captured this downpour in napa at 6 pm. we have team coverage. jana is out in the elements. but first to bill martin on where the heaviest rain is falling. this is the strongest storm in the season. if it was february i would say that. it is moving through the bay area. flash flood watch for the burned areas of the north bay. rainfall rates near an engine hour. week will see more rain in the coming hours. showers continue to move into the area. heavy at times. draping themselves across the central bait. yellow and orange represents the heaviest rainfall. some of these cells are coming down. the orange areas it is raining hard. 7/10 of an inch in our by oakland. that is a quarter inch of rain an hour. this is a lot of rain. you are getting pooling water. hayward is getting heavy rain. oakland is getting heavy rain. heaviest part of the system continues past midnight into 4 am in the morning. heavy showers -- this is impressive. a half inch of rain an hour. the kind of rainfall rates you find in a tropical storm. as you look outside it the sweats on the bay bridge. the forecast model -- midnight and you see it is still lingering in the north and central bait. it starts to migrate 1 am. this is going to be the strongest time of the storm between 2 am-4 am. the morning commute will be wet. not so much from the sky but what is left over on the ground. it will continue to rain hart pretty much all night. we will lay out -- see you back here. she is in sausalito after surveying how some of the burned areas in the north bay are holding up in the rain.>> reporter: right now at the golden gate bridge the storm passed over us. we are getting a break from the rain. the winds are strong. earlier we were further north. those areas by the wildfire is where there is a concern about flooding.>> reporter: across the bay rain poured from the skies and on the wet roads parts crowd. the traffic snarled. on interstate 80 cars can to the halt in the westbound lane when accident happened 8:30 pm near the emeryville exit.>> i was getting messages on my phone saying i 80 will be dishes if you're going home tonight.>> reporter: earlier at 6:30 pm another crash on i 80 westbound. it stopped traffic as an ambulance took a person to the hospital. the storm prompted a flash flood watch in the north bay. officials worried heavy rain might cause mudslides for flooding.>> we had the fires occur. the rainy season is starting. it is tough.>> reporter: residents are concerned about the heavy rain and road conditions.>> i live on some hills -- all my neighbors in my family are afraid the first rain in the season. it gets oily and slippery.>> we might see ash and dirt and debris running into the streets which will cause the roadways to become slick. we urge caution driving in those areas.>> reporter: there is also concern about those strong winds and possibly bringing down trees or power lines. call your fire official or 911 if you see any of that. as for the flash flood watch for the north bay it will continue until 3 am in the morning. that storm bringing rain to the bay area is expected to dump several feet of snow in the sierra by this time tomorrow. the snow has been falling at donna's summit all day. they issued a winter storm watch for the lake tahoe area in effect until late tomorrow. this note will let up on friday creating conditions for skiers and snowboarding. squalid valley alpine meadows and heavenly are among the resorts stockton this morning. at a gas station near 99. investigators received a tip he was headed for his brother's home in stockton. he escaped from the hospital in hawaii on sunday and was caught on video taking a to the airport in honolulu. 10 hours passed before the hospital realized he was gone.>> there was a breakdown in communications and our safety protocols and communication. don't know whether it was purposeful or not.>> he was acquitted of murdering a woman by reason of insanity in 1979. he had been committed to the hawaii state hospital for 30 years. recreational vehicles camping on the the area.>> reporter: wednesday evening east palo alto officials told away the last piece in an armada of arby's. 1100 block of week street home. this resident did not want to give his name or show his face.>> they are just pushing people around.>> reporter: the problem bay street one block over. for one year officials say rv owners have dumped trash and emptied their portable toilets into storm drains on weeks. provided these pictures to show wasted backed up onto the street.>> it was overflowing and filling up the curb.>> reporter: the drains were cleared on tuesday. in response to the health hazard and fears forecast rainfalls would lead to flooding. they ordered the arby's out.>> we did not want the residence or the occupants of the rvs are people who work here or are passing by to be exposed to sewage.>> reporter: backlash against a perceived attack on the residence flared at a dual meeting at city hall. the city wants to ban overnight parking for vehicles larger than seven 40-50 cars of people giving comments. bart police investigating a suspected hate crime involving an angry passenger that was caught on video. investigators say it happened after 10 pm on monday on a train heading to warm springs station and fremont. passengers say after the man got out of the train in oakland he began using racial slurs. he then slapped a man who asked him to stop. passengers contacted police but the man got off the train by the time the officers arrived. anyone who recognizes him she contacted police. trump delivered a speech today detailing his accomplishments on his 12 reporter: his desire to take his studies on the road was born from necessity. the second-year student sounds like an economist. what he paid last year from his apartment got him here.>> at the end of the day $800 a month.>> reporter: at $10,000 a year tuition -- and books he crunched the numbers. the lights came on. he bought the bus for a cool $800. only having to maintain it for $400 a year.>> i'm putting a kitchen in here so i have the option. i am saving enough money that eating out every day isn't a problem.>> reporter: he will spend in other thousand dollars on renovations. he has thought of everything. >> in the back will be a queen- size bed. on this side. start with the armoire in front of the bed. then sink and stove where i am sitting. the other side will be the sofa.>> reporter: will be powered by solar and he parks it anywhere saving close to $10,000 a year.>> the idea of what this is like is a lot different. it is a pretty comfortable lifestyle.>> reporter: he found a novel way to beat the housing crunch. choosing the road less traveled by other students.>> the buses made me a lot cooler actually.>> reporter: he says he plans to take other students on road trips. it only gets 10 miles to the gallon. they will all be pitching in. as for the bus he has one year for studies. he plans to pass it on to other students and he is getting a lot of offers. a life-saving act of generosity saved nine lies. how is single organ donation helped set off a series of transplants. one year since the warehouse fire. the master tenant's wife talks about the tragedy her husband and his art. i'm only human. i think as anything that is something that is a misconception that people have had along the line. maybe more than that or something. some people's mistakes are better or worse than others.>> her husband's is in jail awaiting trial for the warehouse fire. for the first time since his arrest his wife is speaking exclusively with us. she is opening up about her family the warehouse and was she wants the public to know about her husband.>> reporter: this report is part of our series on the warehouse fire one year later.>> reporter:>> these are the first ones he did when he got put inside. they are self-explanatory.>> reporter: mike allison the wife of derek almeida has kept a low profile since the deadly fire at the warehouse fire december 2.>> these are self-portraits. he died these with coffee.>> reporter: her husband sits in the santa rita jail awaiting trial on 36 manslaughter charges allison said she and their children are taking each day one at a time.>> it is hard because -->> reporter: allison said she is making ends meet by working as a social worker while her children attend school in lake county.>> my husband has always provided for our family the best he can. he has always been an artist.>> reporter: drawings that he created behind bars are on display at a prison art show held in his attorney's office in san francisco.>> i don't want anything from any of us. for people to be able to feel and experience art through my husband -- and from his viewpoint. only they would be open to seeing it and maybe having compassion for what he is going through.>> reporter: and his -- in her first interview since his arrest she talked to us about her family, her fears and the fire.>> to lose someone you love -- it is the worst kind of suffering that humans can endure. there will never be an answer to why this happened. to understand more how to deal with it. how to get by and survive it.>> i know i am different. i am not trying to compare my lost anyone else's. i also often see this tragedy and how it has affected all of us. it is been incredibly hard for so many. this one makes me cry. these are pretty dark. i think he is trying to. he wants everyone to understand and to see a little deeper. you don't have to really say anything. you can be what you want to be. if you feel terribly ugly and you feel terribly misunderstood, you can express that.>> reporter: allison said she believes her family has been misunderstood in the beginning.>> what do you want people to know?. it doesn't matter what i say. it will be misinterpreted or mixed up. it will be scrutinized. it will be dissected. it will be regurgitated back not in my words but in someone else's perception of what i was saying.>> reporter: she defended the reputation of the artist collective. and expressed hope will be forwarded oakland will help reserve is creative spaces.>> i cannot tell you how brokenhearted i have been to see those spaces shut down. how can we make it safe and make sure these warehouses have sprinkler systems? even getting to donated them or refurbishing older ones. helping these artists make these spaces say.>> reporter: safe for the community of musicians dancers artists and creative's who gathered at the ghost to ship that night.>> do you or your husband ever feel a sense of responsibility when you think back on that night?>> that is a loaded question. it is difficult for me to answer that. with all -- with my husband's freedom on the line. do i feel a sense of responsibility? i will carry this for the rest of my life. there is no separation from myself and the people that died. i don't believe there is a separation. i believe they are always with us. i believe there has to be a greater purpose and a greater reason. we have to make it that way. do i feel responsible? i will forever carry a great burden. allison would not comment on the criminal case or the warehouse owners. derek almanac is due back in court december 4. tomorrow night the series continues. we hear from the family of one of the artists who died and see how they are insuring his legacy lives on. a grocery deal just in time bakersfield two days ago where he is listed in grave condition. the 83-year-old leader has been dealing with health issues this year. doctor said he is now two-week for surgery. he is serving seven life sentences at the prison in the central valley. he was convicted of orchestrating the murders of sharon tate and six others in 1969. union city man facing murder charges following a fight with a family member that ended in the person's death. 46-year-old john ashley gordon was involved in an argument and struggle with 64-year-old --. the argument happened last thursday on lisa drive. paramedics found the victim lying on the street with no signs of trauma. police say he died from a medical event that was brought on by the struggle. sheriff deputies in el dorado county trying to determine the cause the death of a man whose body was found in a lake with a rope and anchor tied around his legs. they revealed today a search team found the body last month off of highway 50 in south lake tahoe. the man's death might be a homicide or possibly a suicide. in the latest effort to reduce hates speech twitter revoked the verified status of white supremacist. white nationalists richard spencer and rally organizer jason kessler are among the twitter accounts that lost the blue checkmark. spencer complaint in a tweet is it not okay to be proudly white? promoting hate speech
