with more. >> reporter: federal prosecutors are saying the 29- year-old terror suspect, sayfullo saipov, is from uzbekistan and he is someone who really is motivated by hateful ideology. he had planned for a year to attack here in the united states. and two months decided he would use a truck to do so. we're also finding out that not only did he plan on hitting this bike path behind me, but he also planned on hitting the brooklyn bridge. >> sayfullo saipov allegedly admitted that he was inspired to commit the attack by the isis videos that he watched and had been planning this attack for two months. >> reporter: terror suspect sayfullo saipov is now facing federal terrorism charges that could bring the death penalty. the 29-year-old uzbekistan born suspect was charged with providing material support to isis and using a vehicle, specifically a rental truck, to plow into bicycles. jimmy drake's son was one of the victims. >> when i went to the morgue and i saw his face, i didn't see a man 33. i saw a kid. >> reporter: meantime authorities are questioning a second man as part of the investigation. they are not saying much about who he is or his connection to the attack. all this as new cell phone video shows a group of victims from argentina riding their bikes minutes before being killed. prosecutors say the suspect told investigators he felt good about what he did. >> he also admitted that he had represented a truck on october 22nd in practice -- to practice the turns that he would make on his halloween day attack. >> reporter: now, sayfullo saipov is someone who was laying in the hospital bed and spoke to investigators yesterday. he waived his miranda rights and even asked if they could actually fly the isis black flag in his hospital room. we also now know there were 90 isis propaganda videos and some 3800 isis images in his cell phone. he is due back in court on november 15th. back to you guys. >> brian inez in new york. thank you. >> darren drake of new jersey worked for a financial firm. he was taking a bike ride between meetings as his job at the new world trade center. nicholas cleaves had just graduated from college and was working as a software engineer. the five men from argentina who died were in new york for a high school reunion. the governor of argentina says one other man was hurt but he survived the attack. a young belgium mother is another one of the victims. she was visiting new york with her mother and two sisters when she was run over on the bike path. she was well known for being energetic and positive. >> we knew her as a very spontaneous person. very dynamic. loving her family and her children. >> her mother and sisters were with her when she was hit. they were not hurt. >> yeah. the investigation is far from over. the time is now 7:04. here in the bay area, we're checking your weather because it is a cool morning. >> it is changing fast. >> yeah. >> there's a lot of low clouds for some already. it's only a matter of time that we go partly or mostly cloudy. it is already cloudy for some to the north, especially petaluma north. it is extending well inland and even low clouds bases around 5,000 feet which are flying up the central valley as well. also on the coast. so the combination of the two are circling the wagons around the bay area. in a matter of time that the low cloud deck wins out. bigger fog bank today. that's what it said underneath that. rain begins tomorrow. light steady and mixed bag all the way into the weekend and monday as well. we will get some okay rain out of this. but the sierra, burning basin and shasta could see feet of snow here. we will fine-tune that tomorrow. 40s on the temps and right about 50. peninsula, upper 40s to mid-40s to 46 at woodside and menlo park. 50 in union city and 51 in the los altos hills. been reports from point reyes and bodega bay and points to the north. the fog bank is moving fast. the system is finally moving into the picture. it will sync up with the low to give us a change for the next seven days. 50s on most of the temps today. 7:05, sal. what do you have, the usual? >> yeah. a couple of minor issues, accidents that don't last long. the slow traffic is the big story on highway 4. although it did improve a little bit. it was backed up to antioch. now it is backed up to pittsburgh and bay point. 680 is taking its place. slow traffic on 680 as you drive south from 242. we had an accident in the pleasant hill area. and you can see the traffic is going to be slow. 24 is also slow. on the way to orinda and oakland, taking a look at oakland itself here. northbound 880 beginning to slow just a little bit here. you can see right there at the top, that is near 66 exit. northbound traffic is slow up to 29th. and we do have slow traffic here at the bay bridge toll plaza. this is about a 20-minute delay before you make it on to the bridge. san mateo bridge is moderate. back to the desk. >> all right, sal. we've been told that the tubbs fire that started near calistoga and burned across sonoma county is the most destructive wildfire in california history. now a preliminary report from cal fire shows just how bad it was. that fire destroyed 4658 homes and 94 commercial buildings. 23 more commercial buildings were damaged. almost 900 other buildings, that includes barns and sheds, burned. the claims for damages that have been filed already now tops $3 billion. and there are more claims to be filed. some of the property was underinsured or not insured at all. additional lawsuits are expected to be filed against pg&e later today in connection to the tubbs fire and other fires. >> allie rasmus is in the news room. tell us what we know about this case so far. >> the complaints come from three additional families, a total of four fire victims. some are planning to speak outside of the court later this morning. they're accusing pg&e of gross negligence, not trimming the vegetation around the equipment and not properly maintaining the power lines. the failure led to some of the damage and destruction caused by the north bay wildfires last month. these are not the first lawsuits that the utility is facing in the wake of the deadliest and most destructive fires in california history. according to the santa rosa press democrat, 107 people in all have filed nine separate complaints against pg&e in sonoma county alone. the first couple filed it eight days after their santa rosa house burned down. now the attorneys are asking the judge to consolidate these suits because they are expecting so many of them to be filed in the coming days and weeks. now, depending on the outcome, by some estimates, pg&e could be liable for $6 billion in damages. in response, some bay area lawmakers are working on a bill that would bar pg&e and other utilities from passing on the costs of their lawsuits to ratepayers. we have reached out to pg&e this morning. we haven't heard back from them yet. >> thank you, allie. later today, president trump will announce his choice for the next federal reserve chief. he is expected to nominate jerome powell. if he gets the job, he is likely to continue janet yelen's policy of gradual rate increases. her term ends in february. she was nominated by president obama in 2013. still talking about a deadly attack that happened at a wal-mart in colorado. coming up at 7:30, what we know about the suspect accused of randomly killing shoppers and the manhunt that continues this morning. a pending lawsuit after a scary ride that was caught on camera. coming up, who is getting sued after this 10-year-old boy flew off a bay area water slide earlier this year. geoff just . the one that's always bringing a plus-one? where was the ring. >> somebody was probably guarding it for him during the game. >> someone very trustworthy. >> yeah. good. >> all my questions have been answered. this is highway 4. we're going to start there in the east bay. we do have slow traffic. i've been harping on this because this morning's commute even though it doesn't look long, it is slower than normal. the speeds is what will get you. i'm surprised it is not longer. i'm glad it's not. pittsburgh and bay point, it gets better over the hill. an earlier accident on the bay point side. traffic will be a little slow. we also have slow traffic on 680 southbound as you drive from 242 heading down to the walnut creek interchange. we had a couple of minor crashes there. this is a look at the rest of the east bay commute. you can see slow traffic on 880 and 680 heading south. you're driving to san jose. 880 will be slow through hayward, union city. it gets better after fremont. 680 is slow down to the beginning of the sunol grade as you can see. there is a lot of waiting to do. this is 880 northbound as you drive up past the coliseum. you will see slow traffic beginning to form into the way into downtown oakland. at the bay bridge toll plaza, this is about a 20-minute delay. the east shore freeway is better than yesterday when we had hour-long delays. today 30 to 40 minutes to drive from vallejo over to the macarthur maze. we have give you an exact time coming up. right now, let's hear about your weather with steve. >> have you heard that lafayette, parts of it are fogged? >> some of it. we have a camera. >> there you go he. >> normally on this camera you would see highway 24. right now we only see the ktvu tree. >> fog is on the way, sal. so it will lead to rain tomorrow. but, yes, the fog is moving fast. check out from petaluma northward. now, the airflow -- that is arrow, steve. watch how they accelerate right there. that is as on shore as it gets. it moves all the way to the north. there have been a few reports of drizzle there. it is booking, if you will. even low cloud deck in the central valley is flying from south to north. also coming up the coast and starting to move on san mateo, santa cruz coast. i'm going down to del mar for the breeders cup. light rain showers and all the way up to l.a. and even santa barbara. so the system has begun to deepen. a cold rain moving in towards seattle and portland. that will be the source of our system as it deepens. and the on shore breeze will pick up big time. and the upslope for the sierra could be quite impressive over the next three to five days. lots of sierra snow, shasta, lassen. a steady rain moves in. overall low clouds. some sun but they will lose out quick as the system continues to deepen. that will leave drizzle and light rain tonight. not a lot with the first system. more of a mountain event. we will get a quarter of an inch to three quarter ofs of an inch. for the sierra, a whole different ball game there. it starts friday evening and goes into saturday. probably winter storm warning. right now it is aa watch. in the passes, one to two feet possible. in the next week or so, higher chance around the higher peaks. 40s on the temps for many. many are stuck now. too much cloud cover coming in. 41 felton. boulder creek, 42. campbell and saratoga at 47. it will be a gray day for some to the north. if it isn't yet, it will start to fill in rapidly for some on the coast as the system will tap into some of this moisture right there. west/southwest. that might enhance the rainfall rates. the system will deepen and draw in the moisture and the rain begins if not overnight tomorrow morning. look at the bulls eye up towards the sierra lake tahoe. that will play in your saturday morning forecast. today, 60s for most. although a very cool day. santa rosa northward. maybe an isolated 70 in vacaville. that will probably do it. everyone else looking at 60s. temperatures will slide slightly below average here. they will stay there for a while. by tomorrow, we will stay in the 60s with rain and a mix of sun, clouds and rain all the way into monday, gasia. the parents of a 10-year- old boy who flew off a water slide are planning to sue the ride maker and the city of dublin. this happened on opening day of the wave. video shows him being thrown from the three-story slide. the boy had injuries to his back, shoulder, arm, and head. it caused the water park to shut down the slide for an investigation. details of the lawsuit will be revealed in the coming weeks. some changes are coming to san francisco's howell street. different views of college. who says going to college is still important and who says it is no longer a must. >> good morning to you. welcome back to mornings on 2. it is 7:22. is college really necessary? there's a surprising new study that says half of the people of california say no. >> also an important announcement is expected today. let's bring in pam cook for this morning's money business. >> president trump expected to name jerome powell as the head of the reserve to replace janet yellen next year. he will have a similar policy on interest rates. most think the fed will continue gradual interest rate hikes. the next hike is expected before the end of the year. checking in on the opening bell. ringing the bell, the water solution and treatment company in pennsylvania, they do have offices here in the bay area. checking in on the numbers live. there is the dow jones. down almost 70 points. about a third of a percent. 23,368. the nasdaq and the s&p 500 are down about the same percentage- wise. part of the reason is facebook announced better than expected earnings. the third quarter profits sored 79 percent in the third quarter to $4.71 billion but shares dropped after it said that that -- its expenses next year will go up as much as 60%. and that will be faster than their expected sales. amazon starting its holiday deals a little early this year. it launched the black friday deals yesterday. it also launched a few new features on the smart phone app. you can use an augmented reality feature to see how furniture would look inside their homes before making the purchase. there is a package x-ray feature that let's you scan the bar code before opening the box to see what is instead. smash burger selling burgers for a dollar. but will is a catch. you can buy a burger for a buck from through november 19th if they buy a smash pass. if you buy one every day for a dollar, you would save $254. every day. the chain has eight locations by the way here in the bay area. you can eat up. a new study shows half of californians don't think a college education is necessary. according to the public policy institute of california, the perceptions about college vary widely among different ethnic groups. two thirds of latinos say that a college education is necessary. 50% of asian and african- americans think so. only 35% of white respondents agreement earnings played a factor as well. 60% of people in households earning less than $40,000 say college is necessary. only 42% from households making at least $80,000 agree. so i thought it was interesting because there's a lot of, you know, the biggest percentage of latinos, some of them are first time generation college. >> right. >> so they're pushing for something different than they had. but there's also a push to improve trade school and vocational training. shop and all of those things that used to be in high school but were phased out. >> on another aspect, you have people who think if you have a billion dollar idea and you're 21, go do the idea. don't go through math and english and whatever. i know peter had a scholarship for people who pulled out of college to work on their ideas. he is paying people to leave college for a while. >> not everybody can be mark zuckerberg. >> no. no. >> let's turn to our viewers with this question of the day which is based on pam's report. do you think college is necessary? taking an hour to drive from the carquinez bridge to the macarthur maze. that is becoming standard. a little slower than normal. yesterday it was an hour and 20 minutes. today there is a little bit of improvement. we've had slow traffic getting into san francisco. this is a look at interstate 880 northbound. you can see slow traffic here on the 880 commute. and heading south, pardon me, you will see that traffic is going to be slow from hayward into fremont. there have been no major issues. one thing that i want to let you know is you saw that picture that i just showed you of 880. you might think, well, 580 might be an alternate. it kind of is. but you will see slow traffic through san leandro. it does get better by the time you reach highway 13. it slows again through lake shore. still if it was me, i would still use 580. it is slightly better than 880. 7:32. back to the desk. >> let's continue our coverage of the deadly terror attack in new york city. investigators sayfullo saipov say had planned the attack a year ago and that he was inspired by isis videos. he appeared in court yesterday and was charged with providing material support to isis and using a rental truck to plow into people on a bike path. eight people died in the attack. also new york city police officer is being called a hero for shooting the suspect and catching him. officer ryan nash was near the area, handling an unrelated call when someone reported there was a terrible accident on the bike path. officer nash talked to reporters just last night. >> although i feel that we were just doing our job, like thousands of officers do every day, i understand the importance of yesterday's events and the role we play and i'm grateful for the recognition. >> attorney general jeff sessions spoke at a news conference in new york just minutes ago. he praised officer nash while warning that terrorists continue to plot against the u.s. he said the threat is not going away. the time is 7:33. president trump now wants congress to end the diversity visa lottery program. it's a program used by that new york city terror suspect to come into the u.s. >> we want people that are going to help our country. we want people who that are going to keep our country safe. we don't want lotteries where the wrong people are in the lotteries. and guess what, who are the suckers that get those people? >> now, the diversity visa program has been around since 1990. it offers a limited number of visas to people from countries that have very few immigrants in the united states. the time is 7:34. there's a breaking development to bring you regarding a deadly shooting last night at a wal- mart in colorado. authorities have just arrested the suspect who has been identified as 47-year-old steve ostrum. police released video surveillance of him and his get away car. he walked into a wal-mart near denver last night and opened fire apparently random. two men died at the scene. a woman later died at the hospital. another man who was in the store called his mother during the attack. >> he said i'm at 1%, mom. my battery is ready to die. but there's a shooter here at wal-mart. i'm not going to tell you which one because i know you're going to come. if anything happens to me, i love you guys. i love you all so much. >> federal agents were brought in to help catch him. authorities are still looking for a motive into the attack. the time is now 7:35. happening later today, the mayor of oakland will deliver her state of the city address. >> hundreds of workers already have their own ideas how the city is doing and they will draw attention to that this afternoon. christien kafton is live this morning where the mayor will be speaking later today. christien. >> reporter: yeah. good morning, gasia and dave. expected to be an eventful day in oakland. the state of the city speech will take place here at the islamic center. meanwhile this is the first state of the city address that the mayor will be giving since the ghost ship fire last year. she says that public safety is one of the issues she will be touching on in her state of the city address. >> and in the weeks ahead, we are going to be bringing a very tight report back on all the change that's we have made to address safety in the city. >> reporter: now, one of those big changes the mayor says is a new fire chief. meanwhile union workers here in oakland plan to walk off the job at 2:30 for a six-hour strike. employees ranging from librarians to street maintenance crews will meet for a rally and march to the islamic cultural center to pickett while she gives her address inside. there is a shortage of workers and they're dealing with the rising cost of living and a housing cries us and an ongoing homelessness crisis and city workers are being asked to clean that up. >> we're tasked to go to these encampments and clean up. there are sharks all around when we're cleaning up, feces. and just dealing with the people. >> reporter: now, workers tell us that labor negotiations are scheduled for 10:30 this morning. the city of oakland are saying all libraries, parks and rec centers and after school and head start programs will be closed today starting at 2:00 p.m. the mayor will lay out her vision at 6:30 tonight for the city. we will be streaming it on ktvu.com and not o our ktvu facebook page. so people can the state department will start revoking the passports of registered child sex offenders. and they're going to have to apply for a new passport indicating their status. now, inside the back cover of the new passport is a brief message indicating the passport holder was convicted of a sex offense against a minor. al of this is a response to last year's megan law which is designed to curb child exploitation. the contra costa county sheriff's department has arrested a suspect wanted in connection to last weekend's deadly shooting during a neighborhood disturbance in discovery bay. 19-year-old brian surrender today deputies last night. he is being held on one million dollars bail. detectives believe he shot and killed 48-year-old bradley in discovery bay on sunday. investigators say mccue was shot when he went outside to confront two cars of young people driving recklessly in a neighborhood. mccue was a father of two sons. the time is 7:38. san francisco police still searching for suspects involved in a shooting halloween night in the castro. an officer who has been with the police department nine years was shot. he is still in the hospital this morning. investigators say two officers responded to a call about a suspicious car near 18th and diamond when a suspect opened fire. the officer and that suspect were wounded during the exchange of gunfire. two women and a man who were in the suspect's car ran away. then they carjacked a taxi. d a taxi. >> they pulled up, dropped the car here. hopped our fence and got into our neighbor's property. >> now, police are using surveillance video trying to track down the suspects. the name of the wounded officer has not been released yet. we do know that he is 41 years old and he is listed in critical condition. two former donald trump campaign aides are due in court on charged related to the russia investigation. former manager manafort will appear in federal court with rick gates. they pleaded not guilty on monday to charges including money laundering, an indictment unsealed by the special counsel mueller. in court filings, prosecutors say manafort tried to hide his financial assets and that he had three passports. dozens of protesters gathered in front of twitter headquarters to protest twitter's role in the russian meddling. congress has spent the past two days holding hearings on the role of social what you can expect if you're driving down this street this morning. and if you're driving across bay area bridges, like the san mateo bridge, we can also let you know what to expect getting over to the other side. >> welcome back to mornings on 2. 7:42. just what you need to hear, if you drive in san francisco, you may run into new traffic problems started today. >> the lanes are shifting on van ness avenue as part of an ongoing traffic project. alex savidge is live to show us where this could be confusing to drivers. you experienced it yourself this morning. >> reporter: yeah. we're seeing it over and over again. you really need to pay close attention if you're driving southbound on van ness starting this morning because they have shifted those two southbound lanes. let me kind of give you a sense of what they have done. in many spots the two lanes will split. so you can get the cars to go around the various medians here. of course this is part of an ongoing construction project. it is a fairly confusing setup, especially if you're just encountering it for the first time. that has already led to a number of close calls. >> and there you see a near collision that happened just a short time ago. we witnessed this happen. and this was one of many close calls we saw this morning. the driver in that left lane tried to get over to the right lane at the last second and nearly side swiped another car. with the lanes shifted, it can sort of feel like you're headed into on coming traffic. this is what the drive south along van ness will look like for you starting this morning and the next couple of weeks. the lanes have shifted to the center of the roadway between sutter and mcalester to make room for the construction project. i talked this morning with one man who drives here along van ness and he tells me it certainly is confusing. >> it is an inconvenience to say the least. it could be even somewhat of a safety issue if you're squeezed down to two lanes and you have double buss and trucks and everything else coming through here. i thank goodness that i work 6:00 to 2:00 so i get here nice and early. this is only going to get worse all day long. >> reporter: this lane shift is part of an overhaul of van ness. they are replacing the sewer system under the street. they will be installing rapid transit bus lanes in the center of the street and making various safety improvements. this project won't be completed until 2020. so several more years of construction here along van yes. already a tough street to traverse here in san francisco. driving along the street only that much more confusing for a lot of people encountering this new lane configuration here. the southbound lanes have shifted here on van ness. this is going to be the case for the next couple of weeks. and then in about two weeks or so, they will shift the northbound lanes in a similar fashion. that is such a busy street. yeah. >> people who live far away from the city use it twice a year. if this is their day, at least they gets a heads-up from you. >> reporter: yeah. it is. it is true. a lot of people who drive van ness come from elsewhere in the bay area. we talked to people from the peninsula come nag town for work, for instance. so it may not be a street that you drive all the time. all of a sudden you find yourself here and everything looks definitely. certainly we pretty slow here. if you're driving on 580 now, it is kind of hit and miss. would you use 880 or 580? i might still use 580 trying to get into downtown oakland because you don't have to deal with this freeway, 238, which is extremely slow in the area. traffic is going to be busy. other parts of the east bay. for example, if you're driving on the east shore freeway, the traffic will be slow from the carquinez bridge to the maze. it is taking 55 minutes to drive that stretch when there is no snow traffic, it is about 20 minutes. that is to give you perspective there. traffic backed up to the macarthur maze at the bay bridge toll plaza. interstate 880 northbound we told you it was slow. here is a live picture to prove it in front of oracle arena. we're talking about 880 now going the other way from about hayward all the way down. this is going deeper into fremont past stevenson. a lot of slow traffic. we haven't forgotten about highway 4. still slow over the hill into concord. 680 is and cold this morning. 48 to start. wind 63 but not would be surprised if 59 is the result. it is hard to break up the low cloud deck. the record is 83 in 1967. so we're five below on the high side. i think we're going to stay below seasonal averages for a while. low clouds. i mean, they are screaming up the central valley. also up 101, if you will. and up the central coast. now beginning to make a move on san mateo coast and other areas. southern california some of you might if you're not already heading down to san diego, del mar for the breeders cup, mostly cloudy and cool and light rain. oceanside to l.a. to santa barbara. it is not just us. it is everybody. a low is digging in. a major pattern change here. seattle, very dynamic system. doesn't have a lot of moisture to work with it right now. it will tap into that. tomorrow looks like a rain day. a steady rain day. then picking up in intensity late friday and early saturday. we should get a break saturday afternoon and into about sunday afternoon before the next system. over the next five to seven days, lots of mountain snow. the key is this system is digging and will park it and then there will be low clouds, some sun. but the low clouds are getting ramped up out ahead of it. as it does, we will see strong upslope beginning up in the sierra. that can set the stage for very impressive snow totals. again we're looking ahead here a week. we will get a third of an inch to an inch and a half. santa rosa north looks good on the rainfall. if sacramento gets two inches and mount shasta gets two and a half, you're talking snow totals up in the mountains. it will probably be a warning friday afternoon. i'll sure they will upgrade that. above the passes one to two feet. another system sunday and monday will add more to that. 40s for some. 50s for others. everyone is pretty close here. east bay temp, 41 in walnut creek. 44 in concord. pinole at 46. dublin, please pleasanton, 41. the low clouds are on their way along the coast. this is the last outpost to be fog free. the system on its way. it is merging with that. the combination of these two and a strong on shore flow will give a lot of cloud cover and leading to rain if we can destablize the atmosphere enough. cloudy tonight. look at the high temps friday. some to the north may not get out of 50 degrees. a lot of 50s and 60s here. today 60s to a few 70s. i would not be surprised 50s to the north. 60s are slightly below average for some. we should be 66 to 71. we're trending slightly below average. it will stay that way for five days. >> thank you, blocks of powell street near union square between ellis and geary streets. instead of traffic, that area will be filled with extra lighting, sidewalks, 22 feet wide, and planters. people who walk say it will be safe, it will create a sense of community, and it will encourage people to shop in that area. however, some business owners say the promenade would make traffic even worse on nearby streets. later today, the final public meetings on the plan will be held. and the board of san francisco's muni will vote on it in january. the time is 7:52. the houston astros won the world series. released yesterday. but they missed that self imposed deadline. many lawmakers don't like the idea of eliminating deductions for state and local taxes. also there is resistance to imposing new limits on 401(k) retirement plans. and this morning, the "washington post" reports republicans are proposing to limit mortgage deduction interest to mortgages of $500,000 or less. right now americans can deduct interest on mortgages up to a million dollars. the republicans are drafting this bill without getting input from democrats. well, president trump has signed the repeal of a banking rule that would let consumers team up to sue their bank or credit card company to settle financial disputes. the republican-led senate narrowly vote today repeal the violation last week. mike pence cast the tie breaking vote. they say it will hurt the free market. democrats say that rule gave consumers more leverage to stop companies from financial wrong doing. the time is 73:56. a spokesman for two-time academy award winner kevin spacey says he is taking action after being accused of sexual misconduct. he is taking the time necessary to seek evaluation and treatment. there is no information about what kind of treatment he is looking into. this comes after tony montana claim that's spacey groped him in a los angeles bar 14 years ago. anthony rapp was the first to make claims against spacey. he says he made sexual advances towards him when he was just 14 years. another actor says that spacey, quote, routinely preyed on young male actors. the california legislature has paid at least $580,000 in the last five years to settle claims of sexual harassment, racism and other claims. this according to documents obtained by the associated press. in the meantime calls are growing for a democratic assembly man from the san fernando valley to resign. he is accused of sexually assaulting a staff member in 2009. our time is 7:57. disturbing details still coming out about that deadly new york >> i'm gasia mikaelian. this morning, we're learning new information about the man under arrest for new york city's deadliest terror attack since 2001? the man says he feels good about what he did. brian has more on the story from new york. >> reporter: authorities sayfullo saipov say was motivated by hateful ideology. he planned to attack two months ago and he decided to use a truck to kill people. we're finding out it wouldn't just be here on the west side highway. he initially wanted to hit the brooklyn bridge. >> sayfullo saipov allegedly admitted that he was inspired to commit the attack by the isis videos that he watched and had been planning this attack for two months. >> reporter: terror suspect sayfullo saipov is now facing federal terrorism charge that's could bring the death penalty. in court late wednesday, the 29- year-old was charged with providing material support to the terror group isis and of using a vehicle, specifically a rental truck, to plow into bicyclists. jimmy drake's son was one of the victims. >> when i went to the morgue and i saw his face, i didn't see a man 33. i saw a kid. >> reporter: in the meantime authorities are questioning a second man as part of the investigation. they're not saying much about who he is or his connection to the attack. all this as new cell phone video shows a group of victims from argentina riding their bicycles minutes before being killed. prosecutors say the suspect told investigators he felt good about what he did. >> he also admitted that he had rented a truck on october 22nd and practiced -- to practice the turns that he would make on his halloween day attack. >> reporter: now, the suspect in the hospital bed was speaking to investigators. he waived his miranda rights and also told investigators that he wanted the isis flag to be flown inside his hospital room. we now know also that 90 isis videos as well as 3800 isis images were found on his cell phone as investigators are trying to piece together how he radicalized in the united states since 2010 and how connected he is to other terror suspects. >> thank you, brian. we are marching close to pretty big weather changes. drizzle already. the leading edge of it, the increase in the low clouds has begun. it started early. from about petaluma north. it could be tough to get much sun in that kind of a pattern. it has moved well up on parts of the marin and mendocino coast. part of the peninsula, san mateo coast and even out to the valley there is some coming up, racing up due to a south wind. everything is associated with this deep system driving into the pacific northwest. that will eventually impact us as well with rain. not until tomorrow. rain is on the way. it looks like a steady rain. again, more mountain snow over the next five to seven days. some of the areas above 7,000 feet will be measuring it in feet. a quarter of an inch to three quarters of an inch will cover it. the only system we had in october gave us more rain than we thought. i'm thinking the same with this one. that is tomorrow, not for today. you may be hard pressed to get over 59 if the low cloud connect doesn't clear. it is moving to the south. this loopy has been meandering out there will get drawn up from the system. the combination will give us rain tomorrow. 60s on the temps for everybody. upper 60s. 8:04. traffic at this time you usually look to the south bay because it is usually in red. >> that's right. south bay early in the morning, around 6:00, 5:00, it can be light but now we're getting fill-in. steve called it is. it is slow traffic both directions. northbound which is on the right of your screen is slow and continues to be slow up to the 880 interchange and continues that wayment not a good commute. you're crawling along into cupertino. you can see by the maps they're that traffic is slow. we have had a couple of problems on the way, in the way of, you know, minor accidents, that kind of thing. nothing major. but certainly have been slowing traffic this morning all along the stretch. 101 is not much better. and 85 is also very slow. as you look at the peninsula, the slowest traffic is on highway 101 in burlingame and san mateo. other slow spots exist like in menlo park. we look at traffic that will be okay on northbound 101 getting up to the 280 interchange. we have been looking at 880 across the bay. it is slow as you drive past the oakland coliseum. at the bay bridge toll plaza, it is a 20-minute delay before you make it on to the span. if you start counting from the macarthur maze. 8:05. let's go back to the desk. we already have been told that the tubbs fire that started near calistoga and burned across sonoma county a month ago is the most destructive wildfire in california history. now a preliminary report from cal fire shows just how bad it was. the fire destroyed 4658 homes. almost 900 other buildings, including barns and sheds burned. claims that have been filed already for damages now top $3 billion. there are still more claims to be filed. some property was underinsured or not insured at all. certainly it will take time for investigators to determine what caused the tubbs fire and the other north bay wildfires last month. >> some people who lost their homes are convinced that power lines are to blame. allie rasmus is live in the news room to tell us about the legal action being taken against pg&e later today. >> yeah. three new families are expected to file suit in san francisco supreme court. they are accusing the utility of gross negligence, failing to properly maintain the power lines and trim the vegetation around the equipment. they plan to speak out at the courthouse later this morning. the families joined the dozens of other fire victims that have taken legal action against pg&e. it killed 40 people and destroyed more than 8,000 homes and structures in sonoma and napa county. according to the press democrat, 107 people in all have filed nine separate complaints against pg&e. that is in sonoma county at all. the first couple to sue filed a complaint just eight days after their santa rosa house burned down. some of the attorneys representing the various homeowners and families are asking the judge to consolidate the suit because they are expecting so many to be filed. in response to the latest round of legal claims, pg&e said, quote, nothing is more important to us than the safety and well being of our customers in the communities we serve. our thoughts are with everyone impacted by the devastating wildfires. we are aware that lawsuits have been filed. beyond that, we will focus to do everything that we can to henry build and recover. depending on the outcome of the suits, by some estimates people could be 280 is probably the least -- my least favorite freeway right now to get into the valley. 85 is slow as well. the south bay is pretty slow in general. this is a look at the peninsula. highway 101 through san mateo is slow. and northbound 101 will also be slow into san francisco. 880 on the other side is slowing down into downtown oakland. the late morning commutes have all filled in. that is including the bay bridge toll plaza. at 8:14, let's bring in steve with today's weather. >> thank you, sir. it is the beginning of a significant pattern change for us for the next five days or so. as the low clouds get pushed in by an area of low pressure off of the pacific northwest. watch the airflow arrows. they zoom up in the last few. that is sending the fog well inland. sonoma county, parts of marin county and napa county. santa rosa, i went 6 #. i have seen this before where they come in at 58, 59. the low cloud deck can't burn off this time of year. we will go with that. 62 in the the low clouds are not only confined to the north but moving up the coast. not only that moving up 101 and up to the valley. strong wind in advance of the system has sent the fog. and this low right here is -- right there, moving west/southwest to the west/southwest and now moving towards us. that will increase the rainfall. for today, it is increasing low clouds. higher clouds aren't associated with it. tonight, we could have light rain and light drizzling. tomorrow morning, the morning commute will have rain. it will be steady and pick up through most of the day. the early you go to the mountains, the better. things will change rapidly. 60s on the temps. isolated 70. for most it is seasonal averages or below. inland they are right where they should be. coast and bay, they're trending appear in washington federal court with codefendant rick gates. they pleaded not guilty on monday to charges including money laundering in an indictment unsealed by the office of sperm counsel mueller. manafort tried to hide his financial assets and he had three passports. dozens of protesters gathered outside of twitter's headquarters. they used a projector to shine anti-trump slogans on the building at market and 10th. congress has spent two days holding hearings on the role of social media in the election. tesla's stock right now is down more than 7%. one reason could be that the wait for the model 3 just got a little longer. the company had set a goal of hitting a production rate of 5,000 per week by the end of the year. now tesla hopes to meet that goal by late in the first quarter, which is about a three- month delay. it comes after the automaker had production issues, including problems assembling the batteries that power the cars. a transformation years in the making. how one of the bay area's biggest oil spills turned an island into a bird sanctuary. >> the time is now 8:20. we received new video of the colorado authorities arresting a man accused of a triple shooting last night at a colorado wal-mart. a short time ago they took into custody the suspect identified as 47-year-old steve ostrum. he walked into a wal-mart last night and opened fire at random. two men died at the scene. another woman died as the hospital. a man who was inside of the store called his mother during the attack. >> i'm at 1%, mom. my battery is about to die. there is a shooter at wal-mart. i'm not going to tell you which one because i know you will come. if anything happens to me, i love you guys. i love you all so much. >> police had earlier released this surveillance image of the suspect on the left as well as his get away car. authorities are still looking for a motive to the shooting. san fran police are searching for people involved in a shooting that happened halloween night in the castro district. a officer with the department for nine years was hot and still in the hospital this morning. investigators say two officers responded to a call about a suspicious car near 18th and diamond when someone opened fire. the officer and the suspect were wounded in the exchange of gunfire. two women and a man who were in the suspect's car ran away, and then carjacked a taxi. >> they pulled up, dropped the car here, hopped our fence and got into our neighbor's property. >> police are using surveillance video in hopes of finding the suspects. the wounded officer's name has not been released. we know he is 41 years old and remains in critical condition. the embattled judge in the brock turner case will be able to work from home. bay area news group reports that judge persky volunteered to be a night judge. that means he will be on call five days a week from 5:00 at night to 8:00 in the morning. he can rule without being in public view. persky is facing a recall petition. he has been criticized after giving a six-month jail sentence to former stanford swimmer brock turner accused of sexually assaulting an unconscious woman. parents and students and activityists are calling for lead to be reduced on school grounds. high lead was found in the drinking water at some schools. they urge the district to adopt a policy that specifically addresses lead testing and fixes the problems. community activists want oakland unified to replace pipes and fixture that's contain lead. >> i'm advocating for filtered water stations on the sites of the schools as well as educating other parents on what to do. >> the school district says it replaced faucets and fountain heads at some schools and is in the process of replacing shower heads. all public schools in california must test for lead next year. a small island off of the shore of tiburon has been a sanctuary for birds. it has been ten years in the making. it took one of the biggest oil spills to get it all started. >> reporter: sandwiched in between tiburon and the base, it is an island. 17 acres made from oil dredged spoiled piled years ago. and now it is a sanctuary for migrating birds and natural vegetation. all part of a decade-long restoration project that has come of age. >> and the harbor seals love it. the birds love it. black oyster catchers have nested here for the last few years. they have never nested here previously. >> reporter: this project began nearly ten years to the day when the container ship, rammed into a bay bridge support tower in heavy fog. dumping over 50,000 gallons of fuel into the bay. thousands of birds were killed. and the shoreline was caked with petroleum oil. >> our staff were out on boats around richardson bay looking for birds to rescue. and we saw that many were coming to shore on the island. >> reporter: a settlement of $30 million was reached. the lion's share of that funds 50 environmental projects including the island which is now flourishing with wildlife. over 30 species of birds now call it home and they just might have the best view of the bay. >> they really do. [laughter] >> no kidding. >> definitely as we built the habitat center here, the birds showed up instantly. i think they knew they had a good thing here. >> reporter: frank mallicoat, ktvu fox 2 news. working its way over to palo alto and over to union city. and i would think even over towards fremont. some of that is on its way here. the system right here to the west/southwest is kind of the key here. it will get drawn up towards us. that will increase the rain late tonight into tomorrow. 60s on your temps with pockets of thick fog out there. all right, sal. >> we have a lot of slow traffic. >> yeah, you do. >> in the south bay. we're going to look at the south bay map. i'm going to bring it up right away. we've had slow traffic on the 280 northbound. we had an accident earlier, injury accident and we had a hit and run. that has sold out 280. people have been using 85 and 101. this is worse than it normally is. and normally we have slow traffic to be sure. today it will take you an extra 10 to 15 minutes. we're looking at the peninsula where traffic is slow on san mateo through burlingame. let's go to marin. a new accident there northbound 101 on the debtor ramp to eastbound 37. an overturned car. however going the other way, this way, slow traffic as people are stopping to take a look at the crash. it slows all the way down into central san rafael. it is a tough one into marin. if you're driving to the golden gate bridge by the time that you get to the robin williams tunnel, it has eased up for the drive into san francisco. across the bay at the bay bridge toll plaza, year ago. and that he was inspired by isis videos. he appeared in court yesterday and was charged with providing material support to isis and using a rental truck to plow into people on a bike path. a new york city police officer is being called a hero for shooting the us and catch being him. ryan nash was near the area handing an unrelated call when someone reported a terrible accident on the bike path. officer nash talked to reporters last night. >> although i feel like we were just doing our job like thousands of officers do every day, i understand the importance of yesterday's events and the role that we played. and immigrateful for the recognition. >> attorney general jeff sessions spoke at a news conference in new york earlier this morning. sessions praised officer nash, while warning that terrorists continue to plot against the new york, saying that the threat is not going away. we are learning more about the eight people killed in the new york attack, including two americans. 32-year-old darren drake of new milford new jersey was taking a bike right between meetings at his job at the new world trade center. the other was working as a software engineer. a young belgium mother is another you of the victims. she was visiting new york with her mother and two sisters when she was hit. the other women were not hurt. president trump is now calling for congress to end the diversity visa program which was used by the new york city terror suspect to enter the united states. >> we want people that are going to help our country. we want people that are going to keep our country safe. we don't want lotteries where the wrong people are in the lotteries and guess what, who are the suckers who get those people? >> the diversity visa program has been in existence since 1990. it offers a limited number of visas to people from countries who have relatively few immigrants in the united states. the prosecutor in the san francisco murder trial of jose ynez garcia zarate let the jury see part of a video recording of the police questioning him just after he was arrested. jose ynez garcia zarate was arrested one hour after the deadly shooting of kate steinle on pier 14. the jury listened to jose ynez garcia zarate giving conflicting answers to police questions. on the recording he told different versions of where the gun came from and whether or not he fired it on purpose. oakland mayor libby schaaf will make his state of city address today. >> as christien kafton reports, while the mayor speaks inside of the islamic cultural center of northern california, hundreds of workers are walking off of the job protesting outside. >> reporter: doors open here at the islamic cultural center of northern california at 5:00. the mayor expected to take the stage about an hour and a half after that. city workers are expected to have walked off the job hours before that. the union says workers plan on walking off the job at 2:30 this afternoon for what they're calling a six-hour strike. employees ranging from librarians to street maintenance crews plan to meet at plaza for a rally and then march to the islamic cultural center to pickett as the mayor gives her speech inside. the union says there is a shortage of workers and they're dealing with the rising cost of living, a housing crisis and an ongoing homelessness crisis. on the 9 yesterday, the mayor said she will address those issues and more. >> the homelessness, for example, that is the piece where oaklanders will really want to hear, what is your long- term sustainable plan to end homelessness. but also what is the right-now plan. we think that it is possible to find a way to continue to be the city that we are known for. and to innovate and come up with ways that are fair and balanced for our working staff. >> reporter: workers tell us that labor negotiations are scheduled for 10:30 this morning. but the city of oakland says all libraries, park and rec centers and after school and head start programs will be closing starting at 2:00 p.m. today. the mayor will lay out her vision for the city at 6:30 tonight. we will be streaming the state of the city address on ktvu.com and on our ktvu facebook page. in oakland, christien kafton, ktvu fox 2 news. across the bay, if you drive in san francisco, you will likely face some new traffic issues starting today. >> that's right. the lanes have shifted along van ness avenue as part of this ongoing construction project. alex savidge is joining us live from the city to explain why this new configuration, alex, already pretty confusing for drivers out there. >> reporter: yeah. good morning to both of you. this reconfiguration on van ness is throwing a lot of drivers for a loop. things look a lot different if you're heading southbound along van ness. and you really need to pay close attention. there still are two southbound lanes through this area. but what happens here, right at sutter, is that the lanes split. so they go on either side of the median. the traffic goes on either side of the median there. sort of a confusing setup. and already this morning, we have seen a number of close calls. [honking] >> reporter: this was one near collision that happened just a short time ago. the driver who was in the left lane tried to get over to the right lane at the last second and nearly side swiped another car. we have seen that same scene play out over and over this morning. with the lanes shifted, it can feel a little bit like you're heading into on coming traffic if you're in the left lane south on van ness. here is a sense of what the drive looks like along van ness this morning. this lane reconfiguration happening between sutter and mcalester. the lanes have been shifted to make room for an ongoing construction project here on van ness. now, earlier this morning, i talked with an uber driver who told me that he tries to avoid van ness altogether. now with this new lane shift in place, he is definitely staying away. >> it is a little confusing. van ness is a street that i try to stay away from obviously because of not being able to make left turns. i noticed this morning with that narrow lane, it is a lot more challenging to drive through it. >> reporter: now, this lane shift is all part of a project to overhaul van ness. crews are replacing the aging sewer and water system that runs underneath the street. they will also be installing a new rapid transit bus lane in the center of the street. and they will be making other various safety improvements as well. this project, by the way, is not expected to wrap up until 2020. so several more years of construction here along van ness and headaches for drivers. again, we will bring you back out here to a live picture. part of what we're seeing happen is the southbound traffic, as people approach sutter, it is all funneling down to one lane. funneling down to one lane. drivers seem hesitant to use that left lane there even though that left lane is -- is open. and, again, this project will be going on until the year 2020 here. and, again, the southbound lanes of van ness reconfigured between sutter and mcalester, causing quite a bit of confusion for drivers this morning. >> alex, i can only imagine to the west of you on goff and franklin, popular shortcuts are going to get unundated with cars trying to avoid van ness. >> reporter: yes. yeah. you know, it's true. we haven't -- we don't know what they look like this morning. i imagine they're pretty busy. we're seeing backup that's are needles in many cases because everyone as i said is funneling down into just this right hand lane and nobody is using the left hand lane in the southbound direction here on van ness. so it is sort of like we have a traffic backup but it doesn't need to be that way. there is an open lane. people are hesitant to use it. maybe that will change over time. >> let it breathe for a week, a couple weeks, and hopefully people will figure it out. thank you, alex. >> plan to turn a busy part of san francisco street into a wide walkway for pedestrians is one step closer to reality. between al us and geary street. it will be filled with planters, 22-foot sidewalks, better lighting. people who walk there say it would be safe and create a sense of community, one that might encourage shoppers to visit the area. some business owners say the promenade would make traffic worse on surrounding streets. the final meeting to discuss it today will happen today. the muni board will vote in january. activists are calling for more protected bike lanes in san fran. they held a protest along the embarcadero that they say is a source of constant danger for cyclists. officials with the transportation agency are putting lives at risk. they're asking officials to come up with a solution. ution. >> what you do is you move the parked cars of the loading zones towards the cars and then you move people on bikes towards people walking. and that way there is protection and safety between us. >> activists say cement barriers or posts would work as well. cyclists say delivery trucks, ride sharing vehicles, personal vehicles are swerving into the bike lane to stop, drop off or pick up people. a company in japan is trying out a new policy to encourage smokers to stop smoking. up next, more on the incentive that is creating conversation around the world, even in our own news room. the later thursday morning commute still has a lot of glitches, including in the south bay where it normally is cleared up. we will tell you more about it come up. >> all right. wall street expecting a very important announcement today. employees being rewarded for not smoking. >> very interesting. pam cook is back in the studio thank goodness with this and more. bad news from tesla. >> we have been talking about tesla's big announcement. the stock is down almost 8%. 7 and a half percent. it reported a loss that is even worse than analysts expected. tesla announced production of the model 3s won't be on track for another three months. that is hurting that stock. weighing heavily on the market when the opening bell rang this morning, also the tax reform bill. many people worried about the proposed cuts to mortgage interest deductions in particular. checking in on the numbers right now. they have been down all morning. not a lot right now though. dow has come back quite a bit from about an hour ago. it is still down though about 8 points. 23,427. down just slightly. as i mentioned, .03%. the nasdaq is still slipping about a half of a percent. the s&p 500 down as well about a quarter of a percent. later today, president trump will announce his choice for the next federal reserve chief. that big announcement is expected to nominate jerome powell who is currently a fed board member. analysts say if powell does get the job, he is likely to continue janet yellen's policy of gradual rate increases. most economists do think the next rate hike will come by the end of the year. by the way janet yellen's term ends in february. she was nominated by president obama in 2013. a massive recall to tell you about involving nearly 38 million fire extinguishers. they were manufactured by kid, the consumer safety commission says the plastic handles and the push buttons can be clogged and fail to work. so far one death and 16 injuries have been reported related to those extinguishers. a recall, this one involves 134 models of the kid fire extinguishers that were manufactured between january of 1973 and august of 2017. well, the help wanted sign is up at amazon for the holiday season. the silicon valley business journal has reported 800 seasonal openings at the facilities in san jose, richmond and newark. the journal reports many of the jobs pay $13 an hour. they report seasonal work can often turn into full-time jobs. they are holding job fairs over the next week in the bay area, including an event in richmond at the courtyard marriott at the top of the hour. a japanese company is awarding the nonsmoking employees with some paid time off. the tokyo based marketing firm is giving snob smokers six extra days of vacation to make up for smoking breaks. the idea came from an employee who complained that colleagues who smoke often work less because of the cigarette breaks that they take throughout the day. the breaks kept them away from their desks for about 40 minutes each day. an added benefit, the company since it introduced the incentive, several smokers have actually kicked the habit. so they can get more vacation times. >> six days, that is huge. >> i have heard people complain about that. that they don't get to leave the desk. why does this girl or guy go out for the smoking breaks. >> here at ktvu when you and i started 12-plus years ago, there were this many smokers. now there are this many. in that relatively short amount of time. >> i'm first got my first broadcasting job, there was smoking allowed in the news room. >> yep. >> people would just smoke. >> there was that permanent orange haze hanging above the typewriters. >> those days are gone. >> yes. >> we are starting off looking at some of the commutes. it is going to be slow. in fact we will start off with the east shore freeway. take a look at the commute. it has improved. it was about an hour to drive this stretch from the carquinez bridge to the macarthur maze. now just a shade under 40 minutes. that is better than it was. at the bay bridge toll plaza, we have a backup that stretches for 15 minutes before you make it on to the span. 880 northbound and 580 westbound are slow getting into downtown oakland as usual. going the other way as well. into the silicon valley commute. highway 4 has improved quite a bit. silicon valley all of the roads up to cupertino and sunnyvale are slow because of earlier issues. now let's bring in steve. >> when i worked at wbbm in chicago i looked at people on typewriters. i said who is that. they were the writers. you would never see that anymore. thank you, sir. >> nope. >> the fog is thick for some and not at all for some. i tell you, it is making a huge push to the north. it has early this morning. the on shore direction has picked in big time. local drizzle. i mean, you're seeing all the way out to napa county, sonoma county, parts of mendocino county, that is a major push. fog come roaring up the valley. some on the santa cruz coast. not a lot. eventually it will fill in. some on the san mateo coast which has moved over as well over parts of the peninsula. if you're heading down to san diego, maybe del mar for the breeders cup, light showers this morning and a lot of low clouds from santa barbara arra to l.a. some breaks in it but the on shore push is do thrones well. a deep low is now developing off of vancouver, seattle. that will be the source of our big change here there is also a system to the west/southwest that will get tapped into. it will allow rain to develop tonight and tomorrow and probably into saturday morning. today, some sun. a lot of low clouds. but rain begins tomorrow. will cloud it up late tonight. and then the rainfall doesn't look too heavy for us. a quarter of an inch to half an inch through tomorrow. over the next seven days, there will be significant precipitation in the sierra nevada and also up in shasta as we get a strong upslope from this west/southwest direction. already winter storm watches out. probably a winter storm warning. saturday night, one to two feet above the 7,000-foot level. lake level, four to eight inches. a watch means that we think it will happen. it will be probably be a warning by friday. most locations have been stuck on these temps. you see the fog starting to thicken up a little bit. palo alto and also some of that fog will be on the move as the next system inches closer. as it does, our temperatures are going below seasonal averages. some sun but pockets of fog and some are really thick. tonight, cloudy. overnight, i would not be surprised if the drizzle and light rain begins. light rain into saturday morning. saturday afternoon, sunday morning should be fine. sunday night and monday, mike, is the next system. >> away we go. >> away we go. >> thank you, steve. a big change for criminals who try to travel overseas. the change to the passports and the reason behind the change. >> child sex offenders will now be identified on u.s. passportsed. the state department will revoke passports of registered sex offenders. they will be required to apply for a new passport that indicates their status. there will be my message inside -- a message inside that says the person was convicted of a sex offender law. the california legislature has paid $580,000 during the past year to settle claims of sexual harassment, racism and other claims according to documents obtained by the associated press. calls for an assembly man from the san fernando valley to resign. he is accused of sexually harassing a staff member back in 2009. a tax reform bill was supposed to be released yesterday but they missed the self imposed deadline. there is resistance to imposing new limits on 401(k) retirement plans. this morning the "washington post" is reporting that republicans are proposing to limit the mortgage deduction interest to mortgages of $500,000 or less. currently americans can deduct interest on mortgages up to a million dollars. the gop is drafting the bill without any input from democrats. a new study shows about half of californians do not think a college education is necessary. according to the public policy institute of california the perceptions about college vary wildly throughout different ethnic groups. two thirds of latinos think a college education is necessary. and only 35% of white respondents agreed. earnings played a factor as well. 60% of people in households earning less than $40,000 say it isness. only 42% from those making $80,000 or above agree. do you think that college is necessary? 59% say yes. 41% so far say no. let us know what you new york marathon. >> the parents of a 10-year-old boy who was injured when he flew off of a slide in dublin plans to sue the ride maker and the city of dublin itself. it happened on the opening day of the wave water park. video of the incident showed the boy being thrown from the three story slide called the emerald plunge. his parents say he injured his back, shoulder, arm and head. the slide was shut down four an investigation. the details of the suit will be revealed in the coming weeks. commuters from richmond will soon have a new way to get to san francisco. construction started on a $20 million ferry terminal in richmond. it will be paid for by bridge tolls, state and federal funds. it will take commuters on three morning ferry boats and then four evening ferries back from san francisco to richmond. service is expected to start in september of next year. public artwork first shown at the burning man festival in nevada will be unveiled tomorrow night in downtown san jose. visitors can walk through a colorful display of pulsating lights. the sonic runway was created by two artists who first unveiled it at burning man last year. it will be on display in downtown san jose for the next couple of months. a man who is blind is hoping to make history this weekend by running the new york city marathon with the help of technology. simon is a british athlete who lost his sight from a degenerative eye disease when he was just 17. he is going to run the new york city marathon using new technology called way band. he will wear an arm band connected to the app and small vibrations will guide hip left and right through obstacles and the other 50,000 runners. >> i'm interested in making sure that the technology exists to help everybody. i think crossing the finish line definitely i will be overcome with emotion. it will be difficult to compute at that point in time. i will probably end up crying my eyes out. >> the new york city marathon is of course this sunday.
