bridge but plenty of room. it is 5:01 am. two men charged in the deadly ghost ship warehouse fire were 36 died pleaded not guilty. derick almena and max harris injured not guilty pleas to 36 counts of involuntary manslaughter. that is one count for each victim that died. on november 13 there was a -- there will be a plein air hearing. the owner of the ghost ship warehouse has not been charged with a crime nor talk publicly about the tragedy but we have learned she will collect over $3 million on the insurance claim stemming from the deadly fire. the news is not sitting well with many people. >> reporter: the attorneys for the two men criminally charged said they were shocked to learn about that insured's payout because they point the blame directly at the owner of the building, a person we not ignore the $3 million she is set to receive as an insurance payout following the fire that ripped through the property killing 36 people. >> the families show up to court and suffer, and the victims cannot come back to life but overnight the owner is a triple millionaire. >> reporter: the attorney that represents a max harris confirmed the payout, derick almena and max harris the only two charged and that was 36 counts of involuntary manslaughter. chor ng has never been prosecuted and we found her at one of her other bay area properties. >> reporter: don't you feel you are responsible, you own the place don't you have anything to say?>> reporter: the records show that the commercial industrial buildings owners alliance insurance company insured the ghost ship warehouse and the claim she profited off of the tragedy, she is allowing two young men to be is scapegoated, she failed to reach out to any of the families of the victims, never saying she is sorry. never saying anything. month.>> driver, shows your hands and keep your hands up.>> this happened a block away from the sacramento police department main office and they were trying to stop the car because the 41-year-old driver, eric arnold, wanted for a double homicide. at first you obey the orders and throughout his keys but seconds later he pulled a gun and fired shots at the officers hitting two. one of them was knocked backward and fellow officers rushed to help. >> i spent seven hours in the hospital and they were running blood tests to determine whether i ruptured my spleen. >> at least five officers fired back at arnold, 36 rounds, and arnold was hit by 14 bullets and died at the scene. the sacramento police department said they released the body camera to be transparent with the community. the police chase in the daily officer-involved shooting tied up traffic in the busiest freeway for over eight hours. authorities first chased the homicide suspect in the chevy suburban from richmond onto interstate 80 in emeryville. he was wanted for the fatal shooting of a 68-year-old man nearly 2 years ago in fairfield. the high-speed pursuit ended when they put down spike strips to blowout the tires. he crashed into the concrete barrier and later killed in a gun battle with the police.>> he eventually exited the vehicle and began to shoot at the officers, and the officers returned fire. he died at the local hospital. >> there is an investigation into the shooting which will include who fired fit, the number of shots, and the evidence gathering closed the interstate 84 hours. eastbound lanes reopened at 11 am yesterday morning. westbound lanes did not reopen until 5 pm during the evening commute. it is 5:07 am. the oakland hills brush fire now 80% contained. we still do not know the cause of the fire but they believe it may have started on the skyview drive near the construction site. later this morning firefighters will be back out looking for hotspot and using a drone to check the burned areas. san francisco is considering reducing the number of residential parking permits issued to free up more parking spots across the city. the municipal transportation agency board of directors will consider a pilot program to cut the number permits issued per household from four and now two. they will try that out in dogpatch, near the medical center at the mission bay, and near the san francisco general hospital. if the pilot program is successful, the reduction in the residential parking permits issued could be applied throughout the city by 2019. san francisco has about individuals, and a big cut in the corporate tax rate, something wall street has been clamoring for. in the fox news poll, the registered voters give the president low marks on the tax reform but there is support for changing the system. only 8% of the registered voters think the current federal tax system works pretty well with over half thinking there should be some changes, and almost 40% support a complete overhaul. as for the gop plan, senate chuck schumer puts it in his perspective. >> the top rate on the wealthy is comes down, and the bottom rate for the working class families goes up. what kind of plan is this? >> reporter: the white house would dispute that characterization but both sides are quick to present themselves as champions of the middle class. 88% of the voters support of american culture for over 60 years. hugh hefner died at 91 at the famous playboy mansion in los angeles. anita bogle looks back at his life and legacy. >> reporter: hugh hefner was born in chicago in april, 1926. his parents were nebraskans, his father an accountant and his mother a teacher and both of them very strict. >> i was raised in the midwestern methodist home with a lot of oppression. be a little bit cooler.>> it has been hot for a long time and it looks like it is our turn to get a cooler pattern over the next 5 to 7 days. it starts with fog but very shallow and only impacting the coast and the golden gate. we could see some of these bands work in at daylight. cooler at the coast and warm to hot inland with 10 degrees above the average inland. getting near average or a little bit above at the coast and be -- bay, and by tomorrow we will see near average temperatures and you can see some of the fog continues to work its way in. it is not going far, 40s and 50s along with 60s on your temperatures with most locations running cooler. fairfield and napa with santa rosa down by 5 degrees, sfo is minus three and we are losing that offshore breeze but not gone yet. oakland and hayward had the do east with sfo the due west and eventually the west will win out as this system gets closer but parall to the ast meaning it is getting weaker rapidly. 60s, 70s, 80s with upper 80s and a few at 90 degrees. is the traffic okay? >> it is still okay with nothing major on the commute. starting with the solano county commute, the interstate 80 westbound is going to be moving pretty good at this time of the morning. at the bay bridge the metering lights have been turned on with more waiting at the toll plaza before getting on to the bridge. we have a photo of the little boy that was critically injured in the hit-and-run yesterday at 11:30 am at mcdonald avenue just about one block from the richmond public library. investigators are looking for the driver that is suspected in the hit-and-run. the mother of the boy was putting him in his car seat when he escaped and darted into the street. he was hit by the red smart car between the model year 2008 and 2012. witnesses reported seeing the smart car stopped momentarily before kept going. the child was airlifted to the children's hospital in oakland where he is in critical but stable condition. it is 5:32 am. the climber was killed at yosemite national park in another injured at the rockslide at the famed el capitan at the waterfall area which is popular with the climbers. the rock that felt is as big as an apartment building. you can see this puff of smoke as this rockslide was happening, and john said his vantage point was across the valley at the glacier point. park rangers say that 30 or more climbers were on the wall at the time of the rockslide. we do not know the condition of the injured climber or the name of the climber that was killed. in more than a century rockslides and rock falls california primary on super tuesday when several other states hold their primaries. social media is going to washington. executives of twitter were go to capitol hill today as part of the congressional investigations into the russian alleged interference in the 2016 presidential election. the meetings will be closed to the public and will follow similar briefings from facebook earlier this month. the house and senate panels have invited both technology giants as well as google to appear the public hearings. the public latest move into the congressional investigators as they look at the academic year. glenn max mcgee is resigning effective tomorrow. this comes after months of controversy surrounding two cases of sexual assault at the palo alto gh school. jesse gary broke the it would take to bring down the california home prices. the ucla forecast says that california needs to build 180,000 units of housing each year to keep up with the demand. right now only an average of 100,000 units are built in california every year. the santa clara city council will not extend the curfew at the levi's stadium. coldplay is scheduled to perform at the levi's stadium next wednesday night and the council voted to keep the weeknight noise curfew at 10:00. the 49ers say this limits the ability to both the top music acts which could bring in millions of dollars of revenue down. it is 5:47 am. a very good morning and cooler for some. certainly at the coast and city but inland in the upper 80s with a few near 90. once the fog comes back we get less of that northerly breeze or easterly breeze, and temperatures begin to drop. 86 and santa rosa down by 8 degrees compared to yesterday with san francisco 85 yesterday, and the wind shifted making it 82. the trend will continue today with livermore from 92 to 89 and now san jose from 92 and now 88. 60s and 70s at the coast, low to mid 80s at the beach, and upper 80s to 90 inland. the fog is returning, shallow but moving over the golden gate span. watch out for that fog. brothers nothing in the way of fog. the low ejecting out of the four corners, heading toward northern colorado and utah. the system is getting closer to the pacific northwest and sweeping through to bring in that cooler pattern. it will turn the wind westerly. 40s, 50s and 60swith lakeport at 48, sfo 61 with sunnyvale at 54 and a big slight push of the easterly breeze, 28 in truckee and 47 at ukiah. the fog getting help from this system but it is getting weaker rapidly but ushering in that westerly breeze and cooler going forward
