was there was a stabbing. 3 people were stabbed at this home call avenue and those 3 victims are in the hospital. they have non life threatening injuries. but after that, the attacker took off and police believe that the attacker was struck and killed at that spot that john just had. we're now the hot spot is and that is where that happened. so we've got the connection now between those 2 scenes police on the scenes of both of those situations, kind of gathering evidence. and following that story. so that's the breaking news that we're covering this morning. i'm john, you have more traffic to cover now as well as the weather for us. so let's go ahead and start from. and we actually just have an immediate update that literally just dropped from that we do have 85 now reopened. all lanes were blocked. now, all lanes are open. so it does look like they have. >> got the situation figured out there, of course, is daria just mentioned. we now know what exactly happened on 85 northbound there at south anza boulevard. all lanes are open, but that doesn't mean i want you to be taking that roadway just yet. it is completely backed up from the intersection of highway 17 all the way up toward this incident occurred earlier this morning. and because of that back up, highway 17 from the intersection of 85 all the way up to 2.80, is also at a standstill as you are as well trying to get off. 85 to 87 into downtown san jose. right now. your best option is to just stick with one. 0, one, if you can, at least in take you around the south bay on up the peninsula from there getting off on the city streets. that's going to be a rough 1, 2, again, lanes are open on 85 northbound. now, but it is a very rough go as we do see that residual delay stretching now all the way to the intersection of 85 and highway 17. we now know exactly why that roadway was closed. unfortunately, sending that back up really all across the south bay. it's really snarling the commute for so many people for the mace to freeman street. you're not looking at anything backed up. it's a 13 minute drive a highway 80. there's looking a okay, little bit of fog. that is beginning to lift on the san mateo bridge in the fog is long. gone at the richmond center fell a 12 minute drive. there. as for the golden gate bridge. 29 minutes. it's a little bit of a slowdown on one. 0 one, but you have beautiful conditions. >> traveling over the span itself. as for weather conditions out there this morning, our clearing for some not so much for others. this is your look out there from sutro tower. you can still see that we do have some fog sitting in the san francisco area. the fog is at its worse, actually further south into the south bay. so you're not only dealing with some residual delays from that incident on 85, the descent traffic backed up on surrounding roads. you're also looking at some really lower visibility stretching up onto the peninsula as well as into the inland east bay. so travel this morning, generally further south is a little bit rougher because of weather and because of that hot spot. now, temperatures right now are in the 30's to 40's dublin being the very cold, a spot at 33 degrees cloverdale at 36 livermore right there, too. oakland sitting at 43 get the jackets ready to go. maybe give yourselves a few extra minutes. back to you. darya. thanks a lot for all the updates, john 8, 0, 4, and a big story now that we want to update late last night, the san jose city council. >> past that controversial gun liability insurance ordinance. this is something that kron 4 sarah stinson was covering live all yesterday. and now to find out that it passed. we want to know what that means next for gun owners moving for good morning, sarah. >> daria, this is never been done in any other city or state. so one of the first of its kind type of ordinance. and city leaders were in favor of this in san jose say they're proud to lead the country and preventing gun violence. what it does is it requires gun owners to have liability insurance. they also have to pay $25 annual fee. now the vta mass shooting that happened in san jose. it was 8 months ago today and that was really the driving force behind a lot of the council members who wanted to produce legislation that would prevent gun violence. and it was on may. 26 when samuel cassidy shot and killed 9 of his co-workers although cast me legally owned his guns. the shooting sparked new calls for gun control measures. and thhs in less than a year, the city has managed to do just that. >> police officers will be enforcing this by asking for proof of insurance every time they encounter someone with a gun. the new law also gives officers the right to seize a gun from non abiding owners. the annual fee will go directly to supporting community-based organizations working to reduce gun violence, suicide prevention and gun safety classes after this law was passed. the mayor wrote out this statement saying thank you, city council members for continuing support and commitment to reducing gun violence and it's devastation in the community. city leaders in favor of this hope. other cities across the country. we'll follow, by example. >> particularly congress in washington, which has been unable to do any action on gun violence. so it's important that local municipalities come up with plans that work in our i think this is a great first step and that other cities will look to our model and follow once put something in works. >> not everyone was in favor of this specifically. some gun owners voiced their concerns and they're just takes for the new gun law. and mayor of san jose sam liccardo says he is ready for any legal battles to come. now this is expected to be discussed, february 8th contra costa county. believe that the omicron variant as pete, they say the case rate actually peak when they look at it on january. 9th and the hospitalizations peaked at the end of last week. however, they're still warning the hospitals are very full. the county currently has 281 covid patients in the hospital. they do expect that number to go down in the coming weeks. currently, there are 29,000 active covid cases in contra costa county. a tentative deal is now on the table with the oakland educators association and the oakland unified schools to keep teachers from walking out of the classroom. educators threaten to strike and they held sickouts for weeks over covid safety concerns. the tentative deal calls for weekly testing of students and staff at all schools. and if there's a limited supply, then the test would be prioritized to those who have been exposed to the virus. the deal also provides access to n 95 masks and better ventilation in the classrooms as well as more outdoor spaces for students to eat the deal still needs to be voted on and approved by the union and the school board. the city of san francisco is taking new steps to protect people from being evicted. the board of supervisors just passed. an ordinance is the first of its kind in california and kron four's camila barco is live in san francisco with more on how it might protect renters high. camilla. >> good morning, joya. together, just a big step to reducing evictions here in the city. this legislation gives renters more time to prevent them from being and that did. and basically the citation says that tenants have 10 days before they are legally evicted. here's how it works. landlords are going to be required to provide a warning 10 days before beginning the induction process. this gives the tenant the opportunity to fix a problem that led up to the eviction in 10 days. now prior to the covid-19 pandemic, a landlord could begin the eviction process after 3 days to read, you didn't pay rent or for other but now this legislation gives tenants time to result any dispute or for their landlord turns to eviction. the author of the legislation, dean preston, he is one of the sport's supervisors here in san francisco. he says it will prevent thousands of evictions as we know the pandemic has forced many people to lose their homes. he says the laws put in place to stop evictions during the pandemic has been successful. and because of that, he says data shows overall evictions in san francisco were cut in half. so now san francisco board of supervisors unanimously passes legislation to get you know, some extra time before they are addicted to fix that problem. but right now, the next thing that needs to happen, daria, is that mayor alleging 3 needs to sign we're making a little sense of what happened on. >> northbound, 85 at around 5 o'clock this morning when somebody was struck and killed near south the as boulevard. and we're showing you that on the traffic tracker. that's where this person was struck and killed. it turns out police say the person who was struck and killed was the suspect in the stabbing that happened in san jose 3 hours earlier because it 02:00am in this home along ocala avenue. 3 people were stabbed and then the attacker took off. and then police say what happened was that attacker was struck and killed on 85. as for the victims of the stabbing, there are 3 people who were stabbed and they're in the hospital. they have non life threatening injuries. all of this has been a, you know, causing problems as far as hot spots and that's something that john has been following this morning in traffic as well as taking a look at the weather and a little bit. but what's going on on the roads right now? yeah, daryn, have been following the chp logs on what exactly happened here. and it does look like. >> the vehicle of the suspect was found at blue hill and waybourn really near this spot on 85 where the suspect did get hip way. just so, john, what you're describing that is. >> as if a attack this people ce got away in a car. what a car and was hit on the highway. see on the updated logs here. you can see the chp status report says they found out more information through the morning. >> and that's what it looks like. there was a vehicle nearby. 85 here, one of the update said pedestrian trying to get hit. so the pedestrian was on northbound. 85 did indeed get hit resulted in the fatality of that suspect and then did results. and unfortunately that back up, that's now on 85. really all the way back to the intersection of highway 17 and has continued to result in now some residual delays and some surrounding roads to. so an update on the incident on 85 itself. of course. now what we know is that suspect being hit all lanes are officially back open. things have been cleared there. but you are 85 is still a rough go. but now 17 as well as 87 into downtown san jose have been experiencing the effects of that one lone delay there. one o one has been your solid route all morning long. it is backed up in a couple of spots, but it certainly is doing better than other routes. 2.80, does have some backups, especially around 85 there. but if you must take 85, at least it is an option. now, of course, we're still looking at those delays. it was nearly an hour from san jose to mountain view on 85. now it's down to 26 minutes. so things have improved a lot. the bay bridge fog lifting. that is definitely a nice thing. and also that backup is lifted to san mateo bridge around 13 minutes in a little bit of fog there. richmond center fell around 12 minutes to make it across backup. still there at the toll plaza. well, the golden gate bridge free of any fog and looking absolutely beautiful. it was foggy there earlier this morning, but not so much anymore. san jose just seems to be the place that's having the toughest time this morning, whether it's that back up that you're seeing on 85 or is just the fog in general. this view typically shows you a bit of downtown san jose. you can't see any of it. so fog certainly complicating all those backups that we're already seeing in the south bay just make sure to take it slower down there. as far as skies go. once you head above the foggy conditions, things are looking a lot better out there, which is definitely a nice snow. futurecast shows you that today. we do see some clearing conditions. that's something that is going to be very, very welcome after such a great morning. i think we've learned a little sunshine this afternoon. long-range forecasts are showing less of a chance of any sort of rainfall into next week. i was alluding to the potential of a high-pressure breaker that would be pushing through helping to result in maybe a change of pace and early february. well, now long-range forecasts are showing that this high-pressure ridge may indeed be winning out into next week. that means not that much of a chance of rainfall. in fact, whether that's looking a lot like what we're currently in the midst of yesterday was a breezy one for the north bay. today, things calm down and should be staying calm throughout the course of the day. today's daytime highs will eventually be back up into the 60's for the south a little warmer than yesterday. san jose up to 67 degrees today. one of the warmest days we've had there in a while. oakland, san francisco, .ayward low to mid 60's. a look ahead in our next 7 days shows temperatures that will remain solidly in the 60's. now all the way into early february, which is in sight next tuesday, a few clouds here and there. but skies remaining dry back to you. darya. thank you. johnny 20, a new report says home buyers are still leaving the bay area. looking for more affordable. >> places to live redfin says that people are leaving cities like san francisco. >> and looking for more affordable metro areas and >> they're saying they're seeing it nationwide are redfin. economist says that this has been happening for a while. you've noticed it. but with the pandemic, things have really heated up in the real estate market says making it even more difficult to afford an even more people continue to move. >> the families and maybe we're home school and are going remote learning didn't quite know exactly what their long-term plans were had to figure things out with with work. maybe people are still switching jobs over the last year and moving into a job that is more remote friendly or allows them to move to a cheap area and keep the higher pay. so we see a lot of that happening. >> and you see what he is saying is it's it's happening and people are able to do it because of covid changing. >> our work model. a lot of people can work from home or remotely. and covering this because it's news and traffic and we're really able with the police reports now to connect the dots of what happened here. all right. so first of all, >> john, we're talking about what popped up as a hot spot where a person was hit on south and a boulevard north on 85 around 5 morning. exactly. yeah. and that initially was completely closing off northbound. 85, we didn't know what exactly had happened there but drying that connection between that triple stabbing and that this being the very suspect that was involved in that the round 04:44am. the chp logs saying trying to get hit after that? it does look like the vehicle was found nearby to this area. so it almost looks as if the suspect got out of his vehicle and on to 85, unfortunately, was struck. their resorts will resulting in that hard closure. a coroner showing up at 05:30am, i and then giving that identification. so now as we back up and they did show the map, let's show that again. >> so as we do it in like real time and follow sequentially, what happened as the police say rt was about 2 in the morning that somebody stabbed 3 people at a home on a cal then the attacker took off. it was 3 hours later, 2 and a half or so later, the few piece together. what happened, john? that's when police started getting these reports. hey, there's a person who's trying to get hit and on the highway. and and so by the time the police showed up, they found this car. they found the victim. the victim was struck and killed. and so now they're tying together what happened on the highway to what happened with the stabbing on. i want to tell you, the 3 people that were stabbed >> are in the hospital, but it's non life-threatening. it good. so that's just that's the end of that story at this point. i mean, they're still piecing together like all of the details officially you know, and and and names on of any names. but you can see that according to your map, things have cleared out traffic wise covered from that. and yeah, improvements in traffic because as we mentioned, 85 was completely shut down earlier, which is your first indication that there may have been a fatality involved when you see the highway shut down like it was. >> it is reopened. the now which is good news for commuters for sure. it has sent residual delays across the south bay and other areas, recommendation for you at this point is to stick with 85. if that's your normal commute direction. that was the opposite of what i was saying all morning long. but now that all routes are open, lanes are open. i should say 85 is gone back down to 25 minutes. it was nearly an hour to get you from san jose to mountain view. we have backups on 87 as well as 17 north based on probably people following their gps to get them around this 2.81. 0, one are also a fairly good options there in the south bay. but things are easing now as we get to the later part of the commute as well as we do have that roadway cleared. now, a bay bridge looks beautiful. nothing is that backs you up across the bay bridge this morning, which has been a nice note and look at that sunshine you're getting. it was briefly foggy, like you're seeing at the san mateo bridge. but even that fog is beginning to lift their across the core of the bay across 92 richmond center fell got rid of the fog pretty early and you're below 10 minutes to get you across there. the golden gate bridge. i love this view. it's been beautiful to look at it all morning. sitting under that sunshine. now a look outside at the golden gate bridge from this perspective. you can see it out there in the distance. if you look really closely, still a few low clouds hanging out over san francisco, but for the most part, this cloud cover is lifting in burning off now. so we're doing so actually a little quicker than we did with yesterday's fog skies clearing out quicker. and that means that we're going to tap into that sunshine and the warm-up that we see in our late morning a little bit sooner. we're still in the 30's for morgan hill, livermore, dublin conquered up into the north bay. with now our coldest spot being napa at 35 degrees. still definitely need those jewelry store. >> in that and franmil in san bruno. that's not the first one. this is just the latest in. here's the pictures. the people who went in and smashed the display cases. and then as you can see, they took off with a bunch of merchandise monday night. second time, a jewelry store in this mall was hit in less than a week. the thieves tried to steal from a store last friday, a jewelry store there. but the owner drew a gun and the group ran away and now some shoppers we talked to are feeling kind of uncomfortable about being at the mall. >> it's crazy that people would like have to resort to things like i don't know the solution is, but it's kind of tragic that these are happening at all. people have to watch out for other people. you know, we have to say something, you know, god gave us a mouth to speak. definitely if i see something going on wrong. >> so they're trying to figure out if these 2 cases are connected. but san bruno police are thinking, you know, this is just is it a trend? are they connected either way? it's just something that's happening more and more. another thing that's happening more and more hate crimes against the asian community and the alliance for asian american justice has filed a federal lawsuit now in response to these hate crimes that they're seeing go on in san francisco district attorney chase dean is at the center of this. he's the subject of the lawsuit. the line says the da's office is not doing enough to prosecute those who commit hate crimes against asian americans and pacific islanders in the city since the pandemic began, asian americans have seen many violent attacks. i'm on leave, experienced an attack in 2019. he was walking in chinatown when he ended up being beaten. >> by a an by the attackers. >> us and the 2 of them beat beat layup. and he says he's very frustrated with how this case was handled by the d a >> allow the adult male attacker to plea to a misdemeanor. with one year of probation. the attack was the most brutal. terrifying and humiliating experience of my life. >> and here he is now speaking out for what he considers. you know, you want more justice, the alliance for asian-american justice filed a civil lawsuit on his behalf to try to achieve that. and it is trying to achieve that. they say it's not about money. they're not seeking money. instead, they are asking for restored of justice and an apology from the da's office. 8.36. right now and as the chinese american community in san francisco is getting ready to celebrate the lunar new year. we're also tracking the number of hate crimes and the police chief bill scott is very concerned about the increase and hate crimes against the community he seen and he held a news conference in chinatown with the numbers. chief scott says there's been a six-fold increase in hate crimes against the community in 2 years, 8 incidents reported in 2019, 9 incidents reported in 2020, 60 incidents reported in the next year. so you can see the rise in san francisco's mayor london breed says it's time to make changes. >> it is time to change it with a number of investments we make in nonprofit agencies that help support our seniors in this community. and it is time to change it with the number of investments that we must make in the police department in our ambassadors programs and other things that will continue to make sure that in this year 2022 that those numbers decline just as significantly as they rose. >> chief scott says more than half of last year's incidents were committed by the same person who police arrested last mid to even upper 60's elsewhere in the bay. one of our biggest changes from yesterday is actually going to be the south bay where it's foggy this morning. but you have highs flirting with the 70's later on today for the east bay. not much of a change you're going hold on to the low to mid 60's. comfortable feel to it. north bay is a bit of a calmer afternoon. also just a couple of degrees cooler, something you probably won't notice because the trade in is actually pretty nice considering the calmer conditions. we stay mild all the way through the weekend and all the way into next week to even though just a touch cooler into monday and tuesday, we are going to be staying dry. continuing to look at the south bay because that's been one of her problem areas this morning. we have good
